Rail Second press conference held for YUMRT project A second community press conference concerning the development of the Yangon Urban Mass Rapid Transit (YUMRT) elevated rail system was held on 8 June, as Myanma Railways and the Yangon Region government continue their campaign raise awareness of the project and to educate populations throughout the city which may be displaced or affected by the project. Two separate conferences were held on 8 June – one in Mayangone township and another in South Okkalapa township. Myanmar Transport Infrastructure Monitor notes the conferences – which are the second batch of such community meetings – did not vary in content relative to the first press conferences held at the beginning of June. Presentation materials from the conference can be viewed here. However, the conferences did produce one solid new update, as Myanma Railways general manager U Htun Aung Thin claimed details such as ticket prices, electricity sources and environmental and social impact assessments will be provided at a future press conference scheduled for September 2019, according to a report in Myanma Ahlin. “The project is taken examples from Thailand and Indonesia. It is targeted to complete both feasibility study and design of YUMRT before 2023,” the local publication quoted U Htun Aung Thinn as adding. An estimated project timeline is pictured below:

YUMRT project The YUMRT project is a collaboration between the Ministry of Transport and Communications, the Yangon Region government and the Japan International Cooperation Agency (JICA). The Ministry of Transport and Communications previously requested JICA to conduct a detailed feasibility study for the YUMRT lines proposed in the 2014 Yangon Urban Transport Master Plan. Despite JICA recommending that a north-south line be developed first, Phase I of the project will see the construction of a rapid transit railway stretching from Hlaingtharyar Railways Station in Hlaingtharyar township to Parami Railway Station in Mayangone township, running over the Yangon-Pathein Highway, the Hlaing River and Parami Road. The rail in Phase I will be 18km long with a width of 29m. Phase II of the project will run north-south from Mingalardon township to Downtown Yangon via either Pyay Road or Kabaraye Pagoda Road – a decision which appears to have not yet been made. Again, the recent string of community-based press conferences is being used to raise awareness about the railway development, especially in areas of the city that are likely to be affected by the project. Recent announcements have listed the following areas as potentially affected areas: 54-acre (22 hectare) site in Hlaingthayar

Chinese interest Although the YUMRT project is being spearheaded by the Japanese and will most likely be financed and developed with Japanese financing and companies, Chinese firms have recently approached Myanma Railways and the Yangon Region government to express interest in developing the elevated railway system through alternative plans. In January 2019, China Railway Eryuan Engineering reportedly approached government officials with plans for a $1.2bn Yangon elevated train project. The month prior, a Chinese company called China Sky Railway Group and partner Royal Rich Ray discussed a similar project. The latter claimed their plan would cost $20m for 1km of rail, while China Railway Eryuan Engineering claimed its project would cost $40m for 1km of rail. Moreover, a September 2018 article in Frontier Magazine reported local conglomerate Jewellery Luck Group and an unnamed Chinese partner had been promised an elevated rail project in Yangon as a component of the China-Myanmar Economic Corridor. The proposed project was to reportedly cost $3bn, though Myanmar Transport Infrastructure Monitor understands that particular proposal has since been canned.

Water PTT, KBZ sign MoU for fuel terminal, retail stations PTT Oil and Retail Business (PTTOR) and subsidiaries of KBZ Group Brighter Energy and Brighter Energy Retail signed a memorandum of understanding (MoU) for a joint venture to develop a fuel terminal and open fuel retail stations across Myanmar at a ceremony on 9 June in Yangon at which Myanmar Transport Infrastructure Monitor was in attendance. Both projects are valued at an estimated $200m total.

Around $185m is earmarked for developing the fuel terminal while $26m will be invested in establishing a retail network, according to media reports. In the joint venture to develop storage terminals for fuel and LPG, PTTOR is to own a 35% stake and Brighter Energy will hold the remaining 65%. PTTOR will own a 51% controlling stake in the retail venture, while Brighter Energy Retail will hold the remaining 49%. At the event, PTT Oil and Retail chairman Auttapol Rerkpiboon said the retail JV aims to have its first stations open as early as Q4 2019. The plan is to upgrade and rebrand 28 existing Nilar Yoma stations owned by KBZ Group as PTT stations. Myanmar Transport Infrastructure Monitor notes Nilar Yoma is currently the retail fuel subsidiary of KBZ, though it appears the local conglomerate is striking the name altogether in favour of Brighter Energy Retail. The JV is aiming to open around 70 stations nationwide by 2023. Fuel stations opened by the JV will partner with local companies and SMEs to offer a variety of products and services, such as bank and money exchange counters, restaurants, minimarts and PTT Engine Oil services. Similar to PTT’s retail fuel model in Thailand, stations will also include Café Amazon coffee shops, which are owned by PTT. Café Amazon already has a presence in Myanmar via a number of locations in malls and office buildings throughout Yangon. The retail partnership also aims to cooperate with SMEs and individuals that own prime plots on which to develop stations. Moreover, it has tentative plans to invest in a coffee plantation in Myanmar, said Auttapol Rerkpiboon, most likely to complement the scaling of the Café Amazon chain in Myanmar.

Brighter Energy received MIC approval to import, store, distribute and sell LPG, gasoline and diesel on 20 April 2018. The investment will be located at the Ship Breaking Yard in Thidar Myaing Ward, Thilawa, Kyauktan township, near Thilawa SEZ.

Previously, the land was owned by Myanmar Economic Corporation before it was transferred permanently to Myanmar Port Authority. DVB Myanmar reported that the storage tanks will have a total capacity of around 25m gallons, and the terminal will have the ability to fulfil 17% of the market need. Commenting on the potential for the LPG business, Auttapol Rerkpiboon said PTT anticipates sales of 1,000 tonnes per month. Currently, the country consumes about 6,000 tonnes of LPG per month. The precise stage of the fuel terminal is unclear, though it has been confirmed that the companies have completed excavation, access road preparation, test piling and soil investigation.

The information briefs distributed at the MoU signing ceremony state that the project will be finished in 2021. PTT is the second major foreign player to formerly enter the retail fuel market in Myanmar. In April, China National Petroleum Corp (CNPC), via its Singapore subsidiary Singapore Petroleum (SPC), acquired a 35% stake in Shwe Taung’s retail fuel business. The joint venture’s first retail station, branded as SPC, opened in Sanchaung township in mid April.

Trade Myanmar and Thailand ink MoU for cross-border trucking Myanmar and Thailand have finally signed a long-awaited memorandum of understanding (MoU) which will allow for cross-border trucking between the countries via the Myawaddy-Mae Sot border trade gate, according to the Myanmar Highway Freight Transportation Service Association (MHFTSA) and multiple publications. Now that the MoU is inked, overland cross-border trucking between Myanmar and Thailand will officially commence at the end of July, The Myanmar Times reported on 12 June.

MHFTSA president U Kyin Thein originally told Myanmar Transport Infrastructure Monitor earlier this week that an MoU would be inked on 12 or 13 June, with more details on the agreement to emerge later in June. Under the agreement, each country will be granted 100 licences for transport operators who will be permitted to drive hundreds of kilometres into the interior of each country, including Yangon and Thilawa Special Economic Zone, and Bangkok and Laem Chabang Port in Chon Buri, Thailand’s Land Transport Department chief Phiraphon Thawonsuphacharoen was quoted as saying in Bangkok Post. The Myanmar Times article added that Road Transportation Administration Department deputy director U Win Hlaing claims the ministry has already issued 40 international cross border operator (ICBO) licences and will issue another 21 licenses in the near future. Three logistics companies from Myanmar - MK Transportation, Hercules Logistics and Resource Group Logistics – have already been granted permission to transport goods overland through the border, U Win Hlaing added. Myanmar Transport Infrastructure Monitor notes that Myawaddy has historically been the main gateway for Myanmar-Thailand border trade. Trade volume at the crossing increased over 100% between FY 14-15 and FY 16-17. The value of border trade via Myawaddy during FY 17-18 was about $860m.

Air YACL to promote Myanmar-India air travel Yangon International Airport (YIA) operator Yangon Aerodrome (YACL) will conduct a one-day roadshow in Kolkata, India as it strives to promote Myanmar-India air travel – which, to date, has been lacking relative to Myanmar’s other regional air connections. The roadshow will be held on 14 June at the JW Marriott Hotel in Kolkata, according to Myanmar International TV. YACL will cohost the event, titled Enchanting Myanmar 2019, with IndiGo, an Indian low-cost carrier which is thought to be the largest airline in the country in terms of market share and fleet size. About 500 representatives from airlines and travel operators from the two countries are expected to attend the event. Myanmar participants at the event are to include members of the Myanmar Tourism Federation and Myanmar Airways International, which currently operates one of the only two direct flights between Myanmar and India (Yangon-Kolkata). Air India, India’s state-owned and flagship airline, is currently the only Indian airline operating an India-Myanmar direct flight. Similar to Myanmar Airways International, it too operates a twice weekly direct service between Yangon and Kolkata. Air India also offers a once weekly direct flight linking Yangon to Gaya – a Buddhist pilgrimage site – though the route is often times only seasonal. Myanmar Transport Infrastructure Monitor notes IndiGo Airlines is eyeing the Myanmar market and appears primed to be the next Indian airline to launch a direct flight service between the two countries. The airline’s Chief Commercial Officer, William Boulter, most recently claimed in March that the airline is still bullish on potential India-Myanmar routes.

Rail Myanma Railways provides update on tenders for railway upgrade Myanma Railways has announced tenders will be floated in 2020 for subcontracting work on Phase II of the Yangon-Mandalay Railway upgrade project, according to a Daily Eleven article quoting an official from the state-owned enterprise. The official did not provide a specific date in 2020. Myanmar Transport Infrastructure Monitor notes Construction and Management Consultancy Services (CMC) was in May selected to oversee the construction of Phase II, which will involve upgrading the railway between Taungoo and Mandalay. CMC is a consortium comprised of the following Japanese infrastructure specialists: Oriental Consultants Global Japan International Consultants for

Transportation Pacific Consultants Company Nippon Koei Tonichi Engineering Consultants Oriental Consultants Japan Yangon-Mandalay Railway upgrade project The entire Yangon-Mandalay Railway line is 620km long. The project will be upgraded in three phases: Phase I: 267km Yangon-Taungoo section to

The upgrade will introduce higher quality locomotives and carriages to arterial railway, as well as cut end-to-end travel time by nearly 50%. Road Daewoo Bus Myanmar begins bus production Daewoo Bus Myanmar, a Myanmar-South Korean joint venture company, has announced it officially began assembling buses at its production facility in Yangon Region’s Htauk Kyant township and plans to produce around 500 buses annually moving forward, according to multiple publications. Production reportedly began in March, according to The Myanmar Times. The company will initially assemble ten city buses and minibuses before scaling to build service centres in Yangon, Mandalay and Naypyitaw. Daily Eleven reports the city buses will be priced at $85,000 per unit, while the minibuses will be priced at $45,000 per unit. Prices may differ depending on the order, the Daily Eleven article added. Daewoo Bus Myanmar Daewoo Bus Myanmar is a joint venture between local company Myanmar Trade Center and South Korea’s Zyle Daewoo Commercial Vehicle. The venture received Myanmar Investment Commission (MIC) approval in August 2018 for its bus assembly investment in Htauk Kyant township. The company is leasing the facility from the Ministry of Industry through a build-operate-transfer (BOT) agreement.

Bus assembly in Myanmar There are currently three bus assembly operations in Myanmar: Daewoo Bus Myanmar Bandoola Transportation SC Auto Bandoola Transportation is a public transit company with links to the military. In 2017, the firm began assembling buses at a Myanmar Economic Corporation-owned auto assembly plant located in Intagaw, Bago Region with assistance from Chinese bus company Yutong. Singapore’s SC Auto entered the Myanmar market with support from International Enterprise Singapore. The company recently established a S$30m ($22m), 16,000 sqm factory in Yangon, launching the factory last month by introducing its first “SC Neustar” branded coach in a ceremony on 28 May.

Road South Korean company awarded RFID contract South Korean company Moon Engineering Joint Venture has been awarded a consultancy contract for the implementation of a radio frequency identification (RFID) system which is to be by the Road Transportation Administration Department (RTAD) as a tool for vehicle registration and monitoring.

The contract for the consultancy project will be signed in early July, according to a press release from the Ministry of Transport and Communications. A feasibility study will be conducted by the company once the contract is signed, and additional tenders will at some point be floated for remaining services and materials required for the implementation project. The announcement was made during an RTAD coordination meeting held on 11 June. Topics such as roadside land use, electricity use and security were also tabled for discussion, according to the release from the Ministry of Transport and Communications. Myanmar Transport Infrastructure Monitor understands RFID readers and antennas will be installed at critical places on union roads, as well as major junctions in Naypyitaw, Yangon, Mandalay and other sizeable cities across Myanmar. Moreover, other reports indicate related data and control centres will also be built. Moon Engineering is a global ICT (information communication technology) engineering company and consultancy based in Seoul, South Korea. The company has bid on multiple ICT projects in Myanmar dating back to the liberalisation of the economy in the early 2010s.

Water Ship manufacturer announces handover of multipurpose river vessel Myanma Shipyards-AMECC, a joint venture between state-owned Myanma Shipyards and Vietnam’s AMECC, claims it is set to soon handover to the Directorate of Water Resources and Improvement of River Systems (DWIR) the first multifunctional and buoy handling vessel manufactured in Myanmar, according to a company representative quoted in Pyi Myanmar. The handover will most likely take place in early July, according to a separate report in Daily Eleven.

Reports indicate the vessel will be used by DWIR to improve signalling and navigation systems along the Ayeyarwady River, Myanmar’s arterial waterway, in addition to using the vessel for various ferry services. The vessel will have a maximum speed of 10 nautical miles per hour and is to be 26.2m in length, 9.1m in width and 1.9m high. Myanma Shipyards-AMECC claims the cost of production was $2.1m. Myanmar Transport Infrastructure Monitor believes the vessel will be used in the World Bank financed Ayeyarwady Integrated River Basin Management Project. The Ayeyarwady River Basin Management Project, also referred to as AIRBM, will consist of navigation enhancements, retaining wall construction, riverbed maintenance, installation of signalling systems and channel maintenance. The project ultimately aims to facilitate economic development along the country’s arterial river by creating a more efficient and cost-effective transport option, and by instilling sustainable agricultural practices. It is being financed by a $100m loan from the World Bank.

Road New trucks and machinery delivered to city development committee Mandalay City Development Committee (MCDC) on 4 June received a batch of new industrial trucks and machinery as the city development committee prepares to undertake a multitude of construction works across the commercial capital of Upper Myanmar. The trucks and machinery were supplied by Greater Man Group of Companies, according to a press release from the Mandalay Region government. Myanmar Transport Infrastructure Monitor understands the group of companies is a local importer of buses, trucks and heavy machinery. It seems to be made up of three main companies: Greater Man International Trading Greater Man International Services Joyous Journey Travels & Tours

Trade Japan sets sights on electric bike production in Myanmar Officials from the Japan Myanmar Association (JMA) and the Myanmar Economy Management Institute (MEMI) have completed a joint feasibility study on electric bicycle production in Myanmar as both local and foreign manufacturers continue to explore potential opportunities in electric vehicle production. The study was completed by both parties in early June, according to local publication News Watch.

It appears any joint Japanese-Myanmar production facility would be located in Kyaukse, Mandalay Region, according to the article in News Watch, which quoted officials from both JMA and the Mandalay Industrial Management Committee (MIMC). Myanmar Transport Infrastructure Monitor understands the town, which is located about 50km south of the Mandalay city centre, is home to an existing bicycle factory. Moving forward, the aforementioned associations will carry out additional studies to finalise matters such as material supply, pricing and export markets. Electric vehicle assembly in Myanmar There are currently two notable electric vehicle assembly facilities in Myanmar. In early November 2018, the Ministry of Industry and local company Green Power Myanmar finalised a deal to assemble electric buses and build charging stations in Bago Region. The electric buses will use technology from Hungary’s Modulo company and will be assembled at Thagaya industrial area in Bago Region, before being sold domestically and exported abroad. For the domestic market, charging stations will be installed throughout Myanmar’s three largest cities - Yangon, Naypyitaw and Mandalay. The initial phase of production will see five different models of buses produced, beginning with 50 to 60 buses produced per month before reaching 150 buses per month by the end of 2019, according to Green Power Myanmar. Prices per unit are to range from Ks200m ($127,100) to Ks500m ($317,000), per the company. A representative from the company added the venture intends to eventually begin producing vans and school buses as well. Moreover, Khaing Khaing Sangda Motorcar in March began assembling electric cars at the company’s facility at the Thadukan Industrial Zone.

Production at the factory focused on two new models of hybrid electric cars - the KSD-V1 and KSD-V2. The cars are being jointly produced with Chinese auto assembler Yue Di. “At present, more than 100 electric cars have been manufactured, and these cars will get a license number by the end of March,” according to company officials quoted in a March Global New Light of Myanmar article. Production volume is currently at 40 cars per day, using a semi-knocked down system. Myanmar Transport Infrastructure Monitor notes that relatively few electric vehicles are currently used in the country, due in part to the absence of charging stations and the need to import the vehicles and necessary spare parts. Minister for Industry U Khin Maung Cho claimed in early January the government is examining how to implement charging station across the country, and added a survey focused on electric vehicles and charging stations is being conducted in Yangon, Mandalay and Naypyitaw by an unnamed private company.

Road Deputy Minister restates interest in restructuring toll rates The Ministry of Construction, which is responsible for Myanmar’s roads and highways, has reiterated plans to raise toll rates on a number of roads throughout Myanmar in an aim to better optimise tolls and spur growth in the government’s top line. The claim was made by Deputy Minister of Construction U Kyaw Lin in a Pyithu Hluttaw (Lower House) session in May, during which a member of parliament from Tanintharyi Region inquired whether or not the ministry has plans to alter toll rates and car park fees. “*Current+ toll charges are based on a 2011 calculation. At present, we are seeking technical assistance from the Asian Development Bank (ADB), international legal advisors and parliament members to make *rates+ be in line with the current situation by basing rates on calculations using bank interest rate and inflation rate,” U Kyaw Lin stated, according to various publications.

Myanmar Transport Infrastructure Monitor notes the Asia Pacific Project Preparation Facility, an infrastructure focused subgroup of the ADB, previously advised the Ministry of Construction on how to effectively restructure BOT toll road concessions, though that assistance program has since concluded. The Ministry of Construction has over the past few years frequently signalled its intent to restructure toll charges, especially those on build-operate-transfer (BOT) roads. It is unclear in this case if the deputy minister was referring to toll rates on both BOT roads and auction roads, or only on auction roads. Auction roads are typically roads constructed by the Ministry of Construction, which then tenders out the toll collection contract to private sector companies. Toll road systems throughout Myanmar are currently not structured in a way which properly mitigates negative externalities caused by road usage. A 2016 report published by the ADB estimated that total revenues from various road usage fees (tolls & road registration tax) would need to increase by 66% to cover a minimal share of infrastructure costs, such as basic maintenance works, and increase by 125% to cover all road externalities. Moreover, the report claimed 90% of the country’s toll revenue comes from only 20% of the toll road network and that the majority of toll charges are disproportionately borne by commercial trucks.

The partnership will allow Mini Oway (Tuk Tuk) drivers in Mandalay, Mawlamyine, Bagan and Pyin Oo Lwin to deposit fares and collect payments at hundreds of Ongo agents in those cities, as well as to receive and transfer emoney to other users, through the Ongo app. Ongo said it has over 1,800 agents in 55 townships and is provider digital payment services to more 130 corporate clients, 26,000 merchants and 500,000 customers. “By using Ongo’s digital payment system, we have been able to make transfers between Oway and our drivers much more efficient and convenient. In Mandalay, Bagan, Pyin Oo Lwin, auto drivers can directly send their earnings to us, and we can reimburse them for pre-paid rides", said Alok Kumar, CEO of Oway. Oway is also using Ongo's digital payment services for its taxi drivers in Yangon, said the press release. Apart from cash in/out and remittance services, Ongo app supports mobile top-up, bill payment and e-commerce features. Ongo’s other corporate partnerships include Carlsberg Myanmar, Coca-Cola, the local foreign joint-venture MFI Myanmar Finance International Limited and motorbike rental firm Rent2Own. Oway Ride Oway Ride was launched in Yangon in January 2016 by Oway a local travel company, and received financing from the International Finance Corporation shortly after launching. The taxi hailing app was also introduced to Mandalay later in 2016. It was the country's first personal ride hailing service. However, the ride hailing service quickly lost its first mover advantage and market share in H1 2017 with the introduction of foreign ride hailing companies Grab and Uber. Uber’s Southeast Asia business unit was eventually absorbed by Grab, which is now thought to control a commanding portion of the ride hailing market in Myanmar.

Other New policy could spur infrastructure investment in Chin State A potential revision in the real estate investment framework for Chin State could lead to more investment in ancillary transport infrastructure such as roads and airports. The Chin State government is planning to grant investors longer land permit periods than those currently recognised under the Myanmar Investment Law, Chin State Directorate of Investment and Company Administration (DICA) told Myanmar Transport Infrastructure Monitor. According to the Myanmar Investment Law, investors can apply for a land permit for a 50-year period as well as two separate 10-year extensions. However, the Chin State government wants to allow companies to lease land for more than 70 years in a move to attract more investment, the DICA official claimed. How this change will be achieved though is not clear yet, as no details were laid out. If such an investment framework is introduced, previously unviable transport infrastructure investments in the state such as roads and airports may become feasible due to increased demand generated from the influx of commercial activity. Chin State is generally regarded as one of, if not the, least developed administrative divisions in Myanmar, especially in regard to transport infrastructure. Chin State chief minister Salai Lian Luai has repeatedly stated that infrastructure development in the state is crucial to not only attracting, but supporting investment throughout the state. At present, notable transport infrastructure projects being developed in Chin State include the Kaladan Multi-modal Transit Transport Project, the Falam Airport and an upgrade to the Hakha-Kalay Road.

Investment framework in Chin State Levels of tax exemption for investments in various geographical areas were introduced by the Myanmar Investment Commission (MIC) in 2017. Areas are broken into three possible zones: Zone 1 (less developed), Zone 2 (moderately developed), and Zone 3 (developed). For the purpose of stimulating development, income tax exemptions are greater in less and moderately developed regions. The levels of income tax exemption are as follows: Zone 1 investments may claim seven

consecutive years Zone 2 investments may claim five years of

exemption Zone 3 investments may claim three years Investments in Chin State will be free from income tax for seven years since the state is identified as a ‘Zone 1’ area by the MIC. The MIC in 2017 also released a list of prioritised sectors for Chin State. Those who submit proposals for investments in the following project types in the state will reportedly receive faster approvals from the MIC: Electricity generation and distribution Bonded warehousing facilities Industrial estates Transport infrastructure Industrial manufacturing Agriculture Hotels and tourism

Logistics Ministry to monitor fuel bowsers, oil barges using GPS The Ministry of Electricity and Energy (MoEE) is planning to install GPS devices on fuel bowsers and oil barges owned by private companies, said Deputy Minister for the Ministry of Transportation and Communication U Kyaw Myo at a Pyithu Hluttaw meeting held on 5 June in Naypyitaw.

The Deputy Minister said the MoEE would install GPS devices on fuel bowsers and oil barges across the country if the trial on private ones proved successful. No details were provided about how or when the installation process would be executed. The MoEE is also planning to educate fuel bowser drivers about safety in fuel transportation and transfers. Currently, authorities are conducting spot investigations of fuel bowsers and fuel retailers around the country. Local media reported inspections in Ayeyarwady Region and Kangyidaunt township last week to assess adherence to fire safety and regulatory standards. Fire hazards are a particular concern at such shops, especially during the country's hot, dry season. On 6 June, it was reported that a fire broke out at a fuel storage yard in Magway when crude oil was being transferred between two concrete fuel tanks. Some 250 gallons of fuel were damaged.

Trade Ministry flags 40 trading companies with outstanding foreign exchange issues The Ministry of Commerce this week released a list of what it says are the 40 companies with the most outstanding export revenue - from 1 January 2017 to 31 December 2017 - left to be repatriated to their respective Myanmar bank accounts. Representatives from the companies must contact the Foreign Exchange Management Committee at the Central Bank of Myanmar within the next 60 days to avoid penalties, according to a release from the ministry. The Foreign Exchange Management Committee can be reached at (+95) 01-543510-ext 267. Under the 2012 Foreign Exchange Management Law, which was amended in 2015, trading companies exporting goods from Myanmar are required to repatriate revenue earned within six months of a sale.

Water Parliament discusses jetty upgrade in Tanintharyi Region A jetty and pontoon bridge are set to be upgraded in Myeik, Tanintharyi Region, based on comments made by Ministry of Transport and Communications deputy minister U Kyaw Myo during a recent session of parliament. Construction will commence during the 2020-2021 fiscal year for both pieces of infrastructure, U Kyaw Myo added. The project is to be located in Myeik’s Kyunsu township, which is situated south of the city centre. It appears the jetty in question is a 990sqm concrete jetty. The total cost of the proposed upgrade is estimated to be Ks280m ($1.8m). Situated about 250km south of the Tanintharyi Region capital of Dawei, Myeik has become an increasingly popular tourism destination in recent years as it serves as the main gateway to the famous Mergui Archipelago, which comprises more than 800 remote islands.

Myanmar Transport Infrastructure Monitor notes MNA in April conducted test flights to the airport using a 12 seat Caravan aircraft. However, the state-owned airline reportedly decided the potential Yangon-Magway flight requires the use of ATR aircraft, most likely due to safety standards concerning the length of the flight and fuel reserves. If MNA does indeed launch a new service to Magway this month, the flight will be a segment of the larger Yangon-Magway-Sittwe flight service, as a flight linking only Yangon and Magway is unlikely to survive long due to the probable low passenger load factors.

Magway Airport The Magway Airport is located on the eastern side of Magway city and is adjacent to the Magway Airforce Training Center. It was built on 819 acres of land. It has an 8,500ft runaway and a 400sqft apron. The airport was originally opened in June 2003 but was operational for only a few years. No commercial airplane has landed in the region since 2006. Over the past 13 years, the airport has been used for military training, according to the Department of Civil Aviation in Magway.

Contract title: Design and Estimate for Jetty and SAR Center (Search and Rescue Center) and Primary study for Environmental Impact Assessment (EIA)

The project is located in the Wan Pong village with some 15 miles (24km) from Tachileik, eastern Shan State of Myanmar. Wang Pong port is hub for Myanmar’s activities on Mekong-Lancang River Commercial Navigation. Feasibility study for Myanmar Wang Pong Port Improvement Project is a$500,500 project supported by the 1st Batch of Mekong-Lancang Special Funds (2017) and implemented by the Directorate of Water Resources and Improvement of River Systems (DWIR), under the Ministry of Transport and Communications (MOTC). The objective of the project is to investigate the existing situation and capacity of Wang Pong port, to prepare design and cost estimates of jetty for 500 DWT vessels and SAR center including primary study on Environmental Impact Assessment (EIA), to evaluate the cost and benefit ratio, to enhance commercial navigation in the Mekong region as an integral part of “Mekong River navigation Master Plan” (2015-2025). The project consists of four main components including 1. Investigation work (bathymetric survey and geotechnical investigation), 2. Design and estimate for jetty 3. Design and estimate for SAR center 4. Primary study for environmental impact assessment plus an operational component to demonstrate the project in management and allow for rapid reallocation of funds in case of emergency. Bathymetry survey of the Mekong river near Wang Pong port area had been carried out. To implement the said project, the Project Management Unit (PMU) of DWIR now invites eligible consultant firms/institutions to express their interests (EOIs) in providing the services. Overview Yangon Mandalay Railway Improvement Project Phase II Deadline 26 June 2019 Description The Government of the Republic of the Union of Myanmar has received a loan from Japan International Cooperation Agency (JICA) towards the cost of the Yangon Mandalay Railway Improvement Project Phase II.

2. Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA loans, and is open to all bidders from eligible source countries, as defined in the Loan Agreement. (a) The Eligible Nationality of the Contractor(s) shall be Japan in case of the prime Contractor. (b) In case where the prime Contractor is a joint venture, such joint venture will be eligible provided that the nationality of the lead partner is Japan, that the nationality of the other partners is Japan and/or the Republic of the Union of Myanmar and that the total share of work of Japanese partners in the joint venture is more than fifty percent (50%) of the contract amount. 3.
