The Procurement Edge News for the Professional in Public Purchasing 1 It happens every year and every year it comes up in various sizes and shapes, with different moods and priorities, ushering in new storms to weather and bigger mountains to climb. For some, a chance to build on the successes from last year... for others a chance to turn the page and write a new chorus to a tune you barely remember. Some will soar from the start, accepting new challenges along the way... and, others will stumble out of the blocks, learning that sometimes adjusting your plan and aiming lower is not a bad thing as long as you keep on going. You know where you are in all of this and you know what got you to this point... it’s time to kick it up a notch and put some commotion in your motion. OUT WITH THE OLD, and IN WITH THE NEW... In retrospect, 2008 was a good year for this organization, and, while I don’t want to minimize our fantastic accomplishments, we are at the fringe of a new year of possibilities...it’s time to wipe the slate clean and start anew. Everyone is on the starting block together, differing only in what each one of us has accomplished thus far... So where do we go from here? If you (like me) just haven’t got around to getting CERTIFIED, what’s keeping you from doing it? If you want to be CERTIFIED, 2009 can be your year to GET ON THE BUS... We have a plan especially created for you and we can’t wait to see you reach your goals. Look in the pages that follow for the RED BUS and discover more information on how to start your journey. If you aren’t ready or have decided that Certification is not what you want from this organization, we still have a program to maximize your potential! This year is your chance to FIND YOUR STAR... to give your utmost for the highest of rewards. Look for the BLUE STAR to see what you can do to get on-track in 2009. For those of you who are CPPB and/or CPPO certified already and you’re at that fork in the road between reaching a little higher and doing a little more or continuing to progress at the same pace that has been working for you, 2009 is your chance to MAKE A NEW IMPRESSION... follow the GREEN ARROW to your new destinations and a new level of achievement to challenge you. Finally, to those of you who have partnered with or watched individuals in your midst excel to levels of greatness and who have honored them by recognizing them, you are just beginning to scratch the surface and I know there are more of you out there. Indeed, there are more professional buyers making a profound mark in their individual journey in this great State of Ohio and there are more managers, who have set example by the way they do things, unbeknownst to them that they may be doing more than just managing, they may be motivating others to reach above and beyond even that which they thought they could. For you, 2009 may be your year to RECOGNIZE THE WARRIORS... follow the ORANGE BARREL (that unofficial state symbol of Ohio) to find your path to greatness in 2009. In the end, it’s not the Chapter that has the most members, the most resources, or the most classes that is honored for achieving greatness... it’s the Chapter that does the most with what they have; the one that turns successes into more opportunities for its membership; the one that never sets a goal it can’t reach and never stops reaching once it has; the one that finds joy in the success of its individual members; it’s the Chapter that takes advantage of the collective skills of its own to recruit and welcome more just like them into a fellowship of hungry professionals who are excited about what they do. In short, it’s PEOPLE HELPING PEOPLE... making a difference in the bigger picture, by becoming a difference themselves. Welcome to 2009 and the first Coach’s Corner. The Coach’s

Corner will be a brief article in the Procurement Edge newsletter. Articles will be written on a variety of subjects, some inspiring words and hopefully a laugh or two. I want open the first installment of Coach’s Corner by welcoming our new Board of Trustees for 2009-2010 (Gayle Blankenship,

Carol Clingman, Lisa Koppin, Yvette Lewis, Steve Sammons,

Dave Newcomer, Fred Myers, Bonnie Rickerson, Diane Ford,

Mo McGuire, & Bernard Houston). Our Board is comprised of a diverse group of individuals who will carry on the tradition of being the greatest chapter of NIGP. We will continue to provide the direction and leadership that has become a staple to COOPP. As the leadership arm of the organization we must keep in mind that the members are the organization and we must provide a great experience for them through education, programs, events, information, and networking and provide opportunities for the future of COOPP. With each New Year there is always a sense of optimism. All around the world millions of individuals have made a resolution of one sort or another and are very hopeful in their challenge to keep those resolutions. I am asking that every member of COOPP make a resolution to be more involved in the organization in 2009. Individual effort is the cornerstone of making any team a success. On each play all individuals must give their best effort or the team does not produce results. Members can be involved in a variety of ways (being on a committee, helping with the Reverse Trade Fair, getting involved with ICPC, help wit March is Purchasing Month, etc). Getting involved allows you to network with colleagues is rewarding and enables you to make a difference. There are so many creative ideas that need to be brought out. However, those ideas will not be heard or put into the playbook by merely sitting on the sideline. So get into the game and make your ideas a possibility. I am geared up and ready to for the challenges and successes that will come our way the next two years. It is my hope that through our leadership team, members and your support the Central Ohio Organization of Public Purchasers will continue to set new heights and new goals for the future. In the end no matter what the endeavor, no matter what the cause, not matter what the

organization, at its root it boils down to PEOPLE HELPING

PEOPLE.

The Intergovernmental Cooperative Purchasing

Committee (I.C.P.C.) was created to reduce the costs of

goods and services by providing public entities with

opportunities for cooperative purchasing. The thought is

that by agreeing on competitive specifications and

contract terms and conditions for items of common usage,

participants can benefit from the combined strengths of

each other to get the best possible pricing for their

entities. Over the past several years, committee

members have shared contracts and information for FUEL,

PAPER, CELL PHONES, OFFICE SUPPLIES, and PLASTIC CAN

LINERS, to name a few.

Under the spirited direction of new I.C.P.C. Chair Bonny

Rickerson, COTA and Co-Chair Barbara Johnson, Columbus

Regional Airport Authority, there has been a monthly

gathering of numerous interested CO-OPP members,

representing the State, City, County, Airport Authority,

the City of Westerville, Lake Metro Parks, Columbus City

Schools, Ohio State University, the Mid-Ohio Regional

Planning Commission (MORPC) and COTA, to channel

ideas and make plans for the restructuring and refocus of

this important committee. One of the key things we have

learned in that time is that our organization is blessed to

have a myriad of folks who are involved in the right

disciplines, who are engaged with the right suppliers, who

are performing the right functions to make a dramatic

cooperative impact on the very entities that this

organization is here to assist. Presently, work is being

done to prepare for a meeting with the MORPC Board of

Directors, this spring, to encourage them to buy into our

organization, to support what we are doing and to bless

this task with their approval. To do that we have to do to

polish our A Game and bring that to the table. Plans to

redesign a couple panels on the CO-OPP Brochure, to be

used solely for the purpose of identifying who ICPC is and

who we want to reach in our quest, are well underway.

We are excited about what we can do and will do in the

coming year.

Join us each month as we continue to work towards that

objective through brainstorming, timely discussion and

active participation. Our next meeting is scheduled for:

YOU in mind. Now, the process of Certification isn’t any

harder, it’s just only tested twice a year, once in MAY

(4th-9th) and once in OCTOBER (20th–31st). As described in

earlier editions of The Procurement Edge, NIGP’s website

features a really awesome section called CERT PREP CERT PREP CERT PREP CERT PREP

CENTRALCENTRALCENTRALCENTRAL, an all-inclusive dip into everything you always

wanted to know about getting certified, but where

afraid to ask. I’ve taken it a step farther and broken

down their suggested Certification Preparation

Timelines into two micro-timelines you can sink your

teeth into on the page which follows.

We’ve been around it for some time, and normally, the

experience of doing something over and over again is

quickly converted into the knowledge you need to get

started on your way to the certification success you

demand and quite frankly DESERVE. Jump on the bus

with me and let’s get there together.

Check out the module at the NIGP WEBSITE

www.nigp.org by looking for an image called CERT PREP

CENTRAL. After you click on the icon bearing those

words, you will be directed to a page which shows you a

really cool outline and resource guide to get you moving

in the direction of getting certified. Everything from

what you need to do to prepare to how long in advance

you should begin to what “Foundation Classes” will help

you run the course successfully, is included in this

resource.

For those of you planning on taking the Certification

Testing in the SPRING session (MAY), you should have

started your 5 months out timetable in December 2008.

If you plug in those dates on the calendar, you can plan

your progress and move in the direction of your goal. If

you are planning on testing in the FALL session

(OCTOBER) you should set your timetable to begin in

MAY 2009 (or anytime before that if you want to get a

head start. THIS IS YOUR YEAR... PLAN ON IT!!

For the past year, we have given you actual case studies

of procurement related incidents where litigation was

required to pass judgment in favor of or against specific

purchasing practices. With the arrival of a New Year and

President-Elect Barack Obama’s term about to begin, the

United States is entering a new chapter which will

undoubtedly foster CHANGE. For the next few issues,

we’ll be looking at some of those target areas and giving

cause to think about how the immanent change will

affect our performance as we are forced to do the same

or more with fewer resources?

REBUILDING THE LEVEEREBUILDING THE LEVEEREBUILDING THE LEVEEREBUILDING THE LEVEE Usually when the levee breaks,

there is massive destruction in its wake. Over 40 states

enter 2009 facing the aftermath of budget cuts and

streamlining that might be better termed as a national

crisis. The expression of robbing Peter to pay Paul seems

appropriate to describe how we may see many states

planning their new budgets by going back to the

previous one and plugging holes that had to be made

when the walls collapsed. Look for much conversation

and debate over balancing the budget. This will certainly

be one of President-Elect Obama’s target areas of

concentration.

Education is one of the first line items that states cut.

The theory with some is that Higher Education is not as

untouchable as K-12, while others contend that a strong

economy is dependent on strong colleges and

universities. With student loan’s becoming harder to

come by for American families already crippled by the

credit crunch, rising tuition costs are making it very

difficult to get a college education. The new

administration and state lawmakers have an obligation

It’s been a great Holiday season once again, and through your efforts many kids and families were able to have another meal or enjoy another day without wondering where it was going to come from. Now that the trees are gone, the lights are out and the Holidays have come and gone, what happens to the level of giving to the poor and needy? That’s right... we just go about our business and they are forgotten again... and, while I don’t think we should feel responsible for their plight, we can help out with so little, anonymously, without pain... so why don’t we? Don’t make a resolution in 2009 to help out more... make a lifestyle change to be more

aware and give because your heart won’t let you NOT give. For just ONE CAN, or the equivalent in CASH, at every meeting (5 cans or less than $3.00 annually), YOU CAN CHANGE A LIFE. Think about it and GIVE in advance. See me, PHIL MURRAY, to help out.

Bruce E. Johnson currently serves as the President and CEO of the Inter-University Council of Ohio. Johnson has held his current position since December of 2006. Johnson leads an organization designed to provide each of its member

institutions with opportunities to collaborate for the benefit of Higher Education in

Ohio. Johnson is responsible for strategy development and implementation for all

aspects of the Inter-University Council.

Prior to serving in his current capacity, Johnson served as Lt. Governor of the State

of Ohio and the State Development Director. During his tenure, Ohio was recognized

twice for leading the nation in new and expanded facilities.

Before serving as Director of the Department of Development, Johnson was a

member of the Ohio Senate where he served as President Pro Tempore, Chairman of

the Ways and Means Committee, and Chairman of the Judiciary Committee.

Johnson earned his bachelor’s degree in business administration from Bowling Green

State University and his juris doctor from Capital University Law School. He was

admitted to the Ohio Bar in 1985.

Gene Stephens is the Director of Strategic Procurement for IUC-Purchasing Group of Ohio, a purchasing consortium of purchasing officer’s from 38 of Ohio’s member levels of Higher Education, whose purpose is to achieve standardization in the way its

member organizations operate while maintaining optimum efficiency. Price

Agreements (PA’s) between members are established to assist these schools in their

procurement needs.

“The process by which the public purchaser

demonstrates a standard of compentency for the

benefit of public and themselves.” There are

currently three (3) levels of Certification available in

our organization. The Certified Professonal Public

Buyer (CPPB) is the first level, followed by the

Certified Public Purchasing Officer (CPPO) and the

most recent addition to the Certification family, the

Executive Certificate in Public Procurement (ECPP).

All of these levels of certification express a

combination of work experience, coursework in

procurement, dedication to the profession, and

formal education. The UPPCC website, accessible

from the NIGP Education tab, has a PDF file of the

new 2008 Body of Knowledge that is exceptional for

CPPB/CPPO Examination Preparation.

The core of continuing educational opportunities for

NIGP members. Over 100 total classes, some of

which are scheduled at various venues/chapters

throughout each year. A complete listing is

available on the NIGP website in a spreadsheet

appropriately called, “The Guide”. It contains the

Course name, the Continuing Educational Units

(CEU’s), the contact hours and the UPPCC

recertification points you have and/or will earn by

attending.

Distance learning, at your own pace, in your own

confines, on your PC, at a time that is convenient to

you is the ideal way to hone your skills, creatively

train your staff, and encourage lively discussion

amongst your peers. There are also some online

graduate courses in public procurement being

offered through Florida Atlantic University (FAU),

which can be accessed from the NIGP Website.

With the use of a computer and phone, you can

participate in a 90 minute live workshop from your

desk, focusing on topics which cover the pulse of our

organization. You can ask questions, particpate in

discussions and interact with your instructor and

other classmates from around the country, all while

earning certification points. These sessions are

limited and require a registration process for

scheduling purposes.

LOCAL OPPORTUNITIES: The UPPCC performed a Job Analysis study to ensure that the certification exams are aligned with the skills, knowledge and abilities needed for successful job performance in the public purchasing profession. The 2008 Body of Knowledge is the end result of the Job Analysis Study. A Job Analysis consists of several activities: the development of a survey tool, survey dissemination, compilation of survey results, and finally, the development of the Body of Knowledge. The Body of Knowledge below is based on input of nearly 2,000 active public purchasing professionals from the most recent Job Analysis Study conducted in 2007. The new Body of Knowledge consists of 92 total tasks and 108 total knowledge statements representing common skills, knowledge and abilities of the public purchasing profession.

Imagine the task of keeping the largest Public University campus (based on enrollment) in the United States, equipped with the things it needs to do its day-to-day operations in addition to those extraordinary things that happen without notice. The Ohio State University, Columbus Campus, has held that distinction since 2006. One such commodity group in the Purchasing Office of the Ohio State University is comprised of anything that has to do with Advertising Specialties and Awards; all Automotive commodities; all Clothing, Uniform and Apparel categories; all Printing and Paper Commodities; all Copiers and Outside Copy Services; Web Services; Sporting Goods & Recreational Equipment, which in addition to training personnel, all are part of the purchasing process that our Spotlight Member is responsible for. The Sporting Goods alone would be a monumental task, but, you can tell just by observation of the list alone, that there is no rest for the weary in the high octane offices of The Ohio State University Purchasing Department. It just goes with the territory of maintaining the image and opportunity at the nation’s largest public university with more than 53,000 students enrolled. John Maloney is a Senior Buyer for The Ohio State University, a position he has held for 3 years after working for the City of Columbus, Fleet Management Division, where he wrote legislation and approved the resulting contracts and purchase orders. John’s most unusual purchase occurred when his boss asked him to approve a PO for the transportation of cadavers that were no longer needed by the OSU Medical School. One of those jobs you never want to think about that someone has to do. John was a much happier camper when allowed to return to his commodity area and manage the bid process and resulting award of the new scoreboard at the Jerome Schottenstein Center. John and his wife of 18 years, Vickie, have two children, Maggie, 16, a sophomore at Bishop Watterson High School and Shannon, 11, a fifth grader at St. Andrew. John received a Bachelors in Business Administration and a Master of Business Administration from the Ohio State University in June of 1984 and June of 1991, respectively. He aspires to achieve certification as a CPPB, with our organization, and after reading through this month’s issue of the Procurement Edge, he has all the resources to be well on his way. When he isn’t making Coaches and Offensive Linemen happy with his purchasing, John enjoys coaching girl’s fast pitch softball and honing his golf skills... hoping to break 80 on a consistent basis in the future. Something tells me, John will not settle for less than he anticipates... eventually, he’ll get there.
