As everyone knows the challenge ofsupporting economic growth and dealingwith the national deficit goes onnationally. Here in Mid Sussex oureconomy is very resilient and hasgenerally fared better than many throughthe recession. As a Council we haveworked constructively with the businesssector to support it.

A few weeks ago the Chancellorannounced the Spending Review includingfurther huge reductions in the spending ofgovernment departments. We will notknow until much later this year how thesenational cuts will affect Mid Sussex butbased on our experience in recent years itis very likely the reduction in funding tothis Council will be well in excess of 10%.

This will be very challenging but I takesome comfort from the thoughtful andcareful way my Council colleagues havedealt with the massive cuts to date. Wewill address these challenges byprioritising protecting front line servicesand keeping Council Tax as low aspossible.

A few weeks ago I met Nick Boles thePlanning Minister in the parish ofSlaugham. We met there to congratulateSlaugham Parish Council on being thefirst of the 20 parishes across Mid Sussex,and the very first in the whole of Sussex,to finalise their Neighbourhood Plan.

Working with towns and parishes onneighbourhood planning is fundamentalto our bottom up approach to planninghow our District will develop over the next20 years and it was very heartening to seeand hear the Minister’s support for our

approach. Our District Plan is now readyto go through the vigorous PublicExamination process. We hope this willtake place soon, meantime I have beenhugely impressed by the way communitiesand my colleagues on the Council haveworked together to develop our Plan.

Planning how our District will grow;planning for the right level of housing andbusiness growth can be very controversialand many authorities have found itoverwhelming. We however havemanaged to work constructively andmaturely with local communities and wehave been delighted with the positivefeedback our Plan has received to date.

I hope you find this edition of MSM usefuland interesting.

Seventeen Mid Sussex car parks have retained a prestigious Police award forsafety and security following a recent assessment by an independent inspector. The car parks have been recognised as examples of excellent parking design andwill proudly display the ‘Park Mark’ sign of quality for the next 12 months. The‘Park Mark’ is part of the UK Police flagship initiative ‘Secured by Design’ thatpromotes crime reduction through effective design and security standards.

Green gateway for Burgess HillThe new green gateway toBurgess Hill will begin to takeshape over the next few months.Town, District and County Councilprojects are all combining toimprove the quality of theenvironment, the lighting,carriageway and public accesslinking into the town centre.

Queen Elizabeth Avenue has seenmany changes over the past fewyears. In 2011 the carefuldemolition of The Brow office building by the DistrictCouncil ensured 95% of the building material was re-used,and space was created for the new housing developmentfor retired people created on the site by McCarthy and Stone.

Work is due to begin in July to add new energy efficient,bright LED lighting on the north side while the south sideof the road will have a new cycle lane linking the towncentre to the west part of Burgess Hill. It has beendesigned as a shared surface with the existing footway. Atthe School Close junction, a 'left turn only' traffic safetymeasure (on to Queen Elizabeth Avenue) is also beingimplemented.

The vision of a Boulevard is hoped to be achieved byplanting an avenue of London Plane trees on both sides ofthe carriageway during autumn. This will replace existingdamaged trees, and help to filter out fumes and create anattractive formal approach to the town.

PLASTIC sometimes fantastic, sometimes not

Figuring out which plastics go in your recycling bin can beconfusing. This is because there are so many differenttypes of plastic which need to be separated and sorted(they can't just be lumped together).

The easiest thing to do if you have a plastic item is to askyourself if it is a bottle – if it is, it can be recycled.

Many residents are very good at recycling but they put theircollected material into their bins contained in plastic bags,and so the carefully sorted items have to go to landfill. The recycling sorting plant is unable to tear open plasticbags. Please place your recycling in your bin loose.

People often use the recycling symbol ornumbers on plastics as a guide to figureout if they can recycle it or not, but thiscan be misleading as some plastics areeasier to recycle than others.

Railway enthusiasts and residents rejoiced at the arrival of theBluebell Railway to East Grinstead on 23 March this year. Mid Sussex District Council has been entirely supportive of theplans, investing a total of £100,000 in the restoration of the linebetween Sheffield Park and East Grinstead.The Bluebell Railway runs for 11miles through Mid Sussex using steam trains operatingbetween the stations at Sheffield Park, Horsted Keynes, Kingscote and now East Grinstead.It is the first preserved standard gauge steam-operated passenger railway in the world tooperate a public service.Today the railway is managed and run largely by volunteers. Having preserved a number ofsteam locomotives even before the cessation of steam service on British mainline railwaysin 1968, today it has the largest collection (over 30) of steam locomotives in the UK after theNational Railway Museum. Tourism is an essential part of the Mid Sussex economy with day visit spend of £124 millionin the area in 2011. The Bluebell Railway forms a key visitor destination for the area, as wellas a valued attraction for residents.

Pupils from Manor Field Primary School in Burgess Hilljoined forces with Mid Sussex District Council to remindlocal people that dog fouling is unacceptable.

Park Rangers from Mid Sussex District Council visited theschool to talk to the children about the importance ofresponsible dog ownership. Afterwards children in Years 2and 4 took part in a competition to design a new posterencouraging local dog owners to clean up after their pet.

Dog owners who are spotted breaking the law by notpicking up after their pet could be given a Fixed PenaltyNotice of £75.

Playday is the national day for play in the UK,traditionally held on the first Wednesday in August, thisyear it falls on 7 August. As well as a celebration ofchildren's right to play, Playday is a campaign thathighlights the importance of play in children’s lives. Seatingand a picnic table are also available for those feeling alittle less active.

King's Centre Playground, East GrinsteadA large swing seat, spinner bowls and a helix climbing polewill sit alongside a fun exercise bike and rowing machine inthe re-vamped play area. A central piece of equipment is thenew archway which gives children opportunity to exploretheir way across the structure using ropes and poles.

Students from Warden Park Academy recently worked witha skate park designer and Mid Sussex District Council tohelp plan the proposed new skate park for Bolnore village.Two of the students have written for MSM about theexperience –

Luke said - As an avid skateboarder it’s been a big part of my life for about six years now.

At the meeting we had an hour-long conversationwith the designer, and it really felt as though we hadmade a difference; in fact, changes were made tothe skate-park there and then on the computer,giving the feeling that we had done something reallyproductive. What’s more than this, the studentslearned a lot about the processes of designing andbuilding a skate-park, and the hard work thatsurrounds it. We were shown pictures from previousbuilds that the designer had supervised, giving us abetter idea of time scale and ways in which we werelimited as to what we suggested. We worked aroundthis, and ended up with a park that would be usefulfor us, our friends, and other riders in thecommunity.

Overall we had a very productive session thanks tothe visitors, and we all look forward to seeingplanning ideas come to fruition.

William commented - Since I was young I always had an interest in skating and joining the 'skate community'. I have beeninterested in design for many years now, so you canimagine my face when Mr Perry (AssistantHeadteacher) asked me to be a part of the making of Bolnore skate park.

It was also very interesting seeing the steps involvedwith seeing the designer putting the skate parktogether on his laptop, if anything this made memore interested in the designing side to the world.

All in all I think that everyone found this experiencehelpful and it was great to see that we made adifference and that we had a say in what was tohappen to this project.

Mark Payne, the Council’s Principal Surveyor explains,

We’ve got a wealth of experience in the team so ifyou’ve got a very straightforward extension orsomething much more complicated we’re sure to

have somebody that can give you the advice you need.We’re all local too so there’s not much about this area wedon’t know and that can come in useful, we’ll know detailsof your site that you might not be aware of yourself.

Because we’re a part of the Council and we can’t make aprofit for our work we are very competitive. Our feesdon’t include any extras - and as we’re just up the roadyou won’t have to wait long for an appointment with us.

For friendly and impartial advice the team can becontacted every morning between 9-10.30am or you canmake an appointment to see them out of these times. The Council is replacing its waste andrecycling fleet depot in Bridge Road HaywardsHeath with a new modern facility.

The new depot will be completed by summernext year and will significantly improve thearea. It will also create an opportunity toprovide business start-up units for small localbusinesses - subject to planning permissionand consultation work on the start-up units,they could start by summer next year.

The Council is overseeing the development ofthe depot to ensure that any potentialdisruption to local businesses and residentswill be kept to a minimum and noise and dustlevels will be constantly monitored.

How is Section 106 money used?When new housing is agreed within an area there are often obligations attached to the agreement,known as Section 106 agreements. Many of these include payments of financial contributions butcan also be non-financial, such as provision of land for open space or affordable housing. Thismoney often has restrictions attached and can only be used for specific locations and be relevant tothe area where new development will be located – for example including funds for traffic calming,school places and flood mitigation.

Collecting contributionsSection 106 contributions are usually due tobe paid when a development starts. Recordsare kept of when the agreement is signedand building may start soon after that. A developer is required to notify Mid Sussex DistrictCouncil when they start work on a site, otherwise theywill be contacted and the status checked up on. If a yearhas passed since an agreement was originally signed,an agreed form of ‘interest’ payment is also added tothe total amount owed by the developer.

Replacing Section 106 The Community Infrastructure Levy (CIL) was introduced by the Government in 2010. Each District Council is now working to produce a'Community Infrastructure Levy Charging Schedule'.The Charging Schedule lays out the charges that willhave to be paid to fund new infrastructure. The CIL is anew system of planning charges for the funding of awide range of infrastructure and will largely replace theexisting system of Section 106 obligations.

Our CIL proposals accompany the District Plan which isreaching final preparation before being submitted togovernment for examination.

Once finalised, the District Plan will put in place theoverall planning framework for Mid Sussex for the next20 years. It encourages local communities to developtheir own neighbourhood plans as a basis for the future.

How are the funds collected?Mid Sussex District Council collects contributionsand retains a portion of the Section 106 fundingrelated to the services we provide – which caninclude play areas, sports facilities, communitybuildings and local sustainable transport projects.West Sussex County Council receives a contributionfor areas such as highways, education, librariesand fire services.

The Mid Sussex Wellbeing Team in partnership withFreedom Leisure currently has a free Family Wellbeingprogramme running. The programme is aimed at familieswith a child who is above a healthy weight.

This exciting, fun and FREE programme provides expertone-to-one support from a qualified instructor over tensessions. The sessions are tailored to individual familyneeds and are scheduled at times which suit the family.

The basic goals of the course are to -

• Support families to eat more healthily.

• Increase confidence.

• Increase fitness and activity levels.

• Support children and adults to achieve and maintain a healthy weight.

Families with a school aged child/children can contact MidSussex Wellbeing for further information. Referrals withconsent may also be made by GPs, Practice Nurses,School Nurses, Health Visitors and Parent Support Teams.

In previous programmes

• All children have seen a positive change in body mass index (height and weight ratio) and in confidence levels and eating behaviour.

• 86% of families have seen a positive change in theirchild’s weight with an average weight loss of 2kg.

• 71% have seen an increase in their child’s fitness.

NHS health checkscould save a lifeThe Mid Sussex Wellbeing team organise free NHS checksacross the District. One person who knows how valuablethese can be is Councillor Peter Reed, Vice Chairman ofMid Sussex District Council, who discovered problems with his aorta, the main artery in the body, after a routine check.

“It was a spur of the moment decision to stop for a quickhealth check but now I’m so glad that I did,” saidCouncillor Peter Reed. “I found out that my blood pressurewas unusually high and I was advised to visit my doctor.One thing led to another and before I knew it an ultrasoundscan had revealed I had a 3cm aneurysm, a kind of blood-filled swelling in my major artery.

“The scary thing is I felt perfectly healthy, I wasn’t in painand there were no symptoms to warn me that anythingwas wrong. The only reason I found out about it wasbecause I had this health check and an ultrasound scan.

“I dread to think what would have happened if the doctorshadn’t caught my condition early. My aneurysm would havecontinued to grow larger and there is a strong possibilitythat it would have burst and killed me.

“There’s no way to cure an aneurysm but now that I knowabout it I can make changes to my lifestyle that willprevent it from becoming any bigger. By being carefulabout what I eat, taking more exercise and having regularchecks with the specialists at the hospital I can make surethe problem does not become more serious.

“This has been a real wake up call for me. My dad had ananeurysm which contributed to his death and without thishealth check I could have suffered the same fate. I urgeevery Mid Sussex resident resident aged between 40 and74 years to book an appointment for a free health checkbecause you never know; it may just save your life.”

Everybody who takes part will receive a blood pressurecheck, a cholesterol measurement, and will have their BMI(Body Mass Index) calculated by measuring height andweight. After the health check there will be an opportunityto discuss the results with a trained Wellbeing Advisor,who will provide personalised advice on how to lower therisk of future problems and maintain a healthy lifestyle.

In this new feature we will be talking to key decision makers and organisations inMid Sussex. In this first piece we meet Katy Bourne, the first Sussex Police andCrime Commissioner, who tells us about her new role.

Working inpartnership toensure we all feelSafer in Sussex

Over six months have passed since I was elected as yourSussex Police & Crime Commissioner (PCC) and a lot hasalready been achieved. Most notably I have delivered myfirst Police & Crime Plan ‘Safer in Sussex’ and the budget.I have also announced a freeze on the policing element ofthe Council Tax so that residents will not pay any extra forpolicing in Sussex this year.

As PCC it is my job to hold the Chief Constable of SussexPolice to account and ensure that the police focus on our localpriorities. During my election campaign and since takingoffice, I have met members of the public from all over Sussexwho have told me what matters to them. As a former MidSussex district Councillor and a longstanding local resident Ihave an affinity with this area. It has been a pleasure to meetresidents and local officers since taking office.

Since the election I have attended neighbourhoodmeetings, local panel meetings and public events and Ihave also received hundreds of letters and emails frompeople with an interest in policing and crime in their area. Ihave listened carefully to this feedback and those prioritieshave helped shape the Police & Crime Plan, which lays outhow, in partnership, I will tackle four key priority areas forpolicing and crime in Sussex during my term of office.

In response to this, Sussex Police has prepared anOperational Delivery Plan, setting out how they will deliveroperational policing against the priorities, targets andbudget I have set.

The Police & Crime Plan is a living document and willremain under constant review. It has been scrutinised bythe Police & Crime Panel who have the important role ofholding me to account for the Plan and my performanceagainst it.

I firmly believe that the future of crime reduction andpublic safety lies in prevention and successful partnershipworking. There are many established and committedpartnerships across Sussex striving to make ourcommunities safer. As PCC I am uniquely placed to workclosely with all these partnerships to identify areas ofsuccess and to look for improvements where they areneeded in order to reduce re-offending, prevent crime andimprove public confidence.

As set out within the Police & Crime Plan I am looking tostrengthen the relationship with all Community SafetyPartnerships (CSPs) across Sussex. To provide somecontinuity for 2013/2014 I have maintained their funding,which includes financial support from my own budgets, atthe 2012/2013 level.

I attended the last meeting of the Mid Sussex PartnershipBoard and I look forward to working with them to build onthe work already underway to ensure residents feel safer inSussex.

The next few years will be an exciting and challenging timefor policing in our county and I look forward to working withthe police, partners and most importantly you, the public,to ensure we all feel Safer in Sussex.

Better ConnectedWest Sussex County Council has beenco-ordinating a project to helpimprove rural broadband connectionsand speeds in your area. The BetterConnected West Sussex Broadbandproject will provide broadband andinfrastructure to over 44,000premises with superfast speeds ofbetween 2 - 24Mbps by the start ofSpring 2016.

Local businesses will benefit fromimproved connections, allowing themto be run from home or from morerural areas. Users will be able toaccess bandwidth-hungryapplications, send and receive largeamounts of data and store and processinformation faster. At the same timeresidents will benefit from fasteraccess to online entertainment.

Disability Access – East Grinstead Area

Contribution towards running costs andhelp with the visually impaired readersgroup £800The organisation works closely with the District Council onaccess issues, covering the whole of the district. They alsorun the Burrin Awards recognising efforts to improveaccess by local organisations, and carry out specificprojects and provision of the East Grinstead Access Guide.Their work benefits local residents and visitors to the area.

Handcross Rosemary Club

Contribution towards hall hire and insurance costs £400The Club currently has around 60 members aged over 60,who are disabled or isolated and living in the Handcrossarea. The Club provides valuable opportunities formembers to meet socially for companionship, organisesoutings once or twice a year and runs coffee mornings anda Christmas Party.

Haywards Heath Operatic Society

Towards the purchase of microphones £1500Haywards Heath Operatic Society (HHOS) put on twoshows each year which attract between 1,500-2,000 localpeople, enjoying high quality theatre productions. Byowning their own microphones the production costs wouldbe reduced, and help running costs. The equipment mayalso be made available, when possible, to the other twoSocieties in Burgess Hill and East Grinstead.www.hhos.co.uk

Tadpoles Swimming GroupMany thanks for your £500 grant towards our pool hirecosts,training and equipment maintenance.

I am pleased to tell you that all our equipment is nowinstalled and working well and we have just completed our National Association of Swimming Clubs for theHandicapped (NASCH) helpers course.

All Tadpole helpers are volunteers and we do appreciatethe financial help that our supporters give to make theTadpoles so successful and beneficial to the disabledswimmers who attend ourclub nights.

Spotlight grants 2013/14The annual Spotlight Programme which was launched in 2006 and is intended to highlight specificlocal priorities within Mid Sussex and give particular parts of the community more emphasis.

The theme for 2013/14 is Make a Difference in your Local Community. Small grants will be made available tovoluntary/community organisations for one-off eventsor items of equipment that will make a beneficialdifference to their local community, i.e. town or village.

Spotlight grants are aimed at new innovative projects –for example, schemes to deter anti-social behaviour,decorating a community building, starting a community

garden/wildflower garden, formation of a communitychoir, “Silver Surfers” Day, or an event to bring togetherisolated local people. Awards are likely to be in theregion of £500.

The deadline for this year’s Spotlight Grant applicationswill be August 2nd 2013. The Spotlight Grants aregenerally considered at the September Panel meeting.

Mid Sussex Older People’s Council (MSOPC)

Promoting the rural ‘MSOP Roadshow’ £800 The MSOPC grant will help them to create a Roadshowthat will visit as many village fetes as possible to increasecontact with those in rural areas, provide information andsupport. The group aims to work with existing olderpeople's groups and, at the end of the Roadshow, sharetheir findings with other service providers and localauthorities. www.msopc.org.uk

Neighbourly Care

Helping spread the word about local service £800Neighbourly Care provides free services such as escortedshopping, local transport (to the Health Centre, shops,hospital visiting), light help in the home or minorhousehold repairs. This enables vulnerable isolated peopleto stay in their own homes for longer and live moreindependent lives. The grant will assist the group toprovide leaflets in the areas they cover (Hassocks andBurgess Hill) with the aim of expanding and recruitingmore volunteers. www.neighbourlycare.co.uk

Vitalise

Towards respite care break weeks £660Vitalise is a national disability charity providing shortbreaks for disabled people and their carers. During thebreaks fully trained staff and volunteers help provide 24-hour support and care-on-call, as well as pre-arrangedprogrammes of trips and activities. Additionally, they alsoallow carers the opportunity to have a rest from their vitalcaring roles. Last year Mid Sussex residents benefitedfrom 33 care breaks. www.vitalise.org.uk/

Access PRS is a scheme which offers a cost freepackage for landlords to let their properties in a way that’s beneficial to their local community.Following the success of Access PRS Chichester, the scheme has been extended to most parts ofWest Sussex including Mid Sussex.

Access PRS is a free matching service for tenants andlandlords, offering advice and support to both partiesthroughout the process to ensure all tenancies created aresuitable, affordable and sustainable.

Advantages for landlords include:• choice of tenants• free template tenancy agreement• free photographic inventory• all potential tenants receive advice

and have undertaken workshops• named contact on hand to assist • no need to comply with tenancy deposit

legislation (in some circumstances)• free Landlord newsletter.

The scheme aims to increase accessibility to the privaterented sector whilst offering a quality and professionallettings service.

Prior to considering applicants for housing eachindividual's suitability is assessed, references and checksare obtained. All potential tenants are then placed on aseries of tenancy workshops, giving them the appropriateknowledge required for the rental to be sustainable andgiving landlords the reassurance that all potential tenantsare aware of their obligations and have gained valuableindependent living skills.

Sussex Parallel Youth GamesOn 12 June, 450 disabled youngsters from 20 schoolscompeted in the most recent Parallel Youth Games atthe The Triangle, Burgess Hill. The games includedswimming, boccia, new age curling and golf. TheParallel Youth Games was the result of a partnershipbetween the Southern Disability Forum, FreedomLeisure, Inspire Leisure, Active Sussex and Mid SussexDistrict Council and sponsored by CooperativeInsurance and Southern Water. Six-time Paralympicswimmer Sascha Kindred was the guest of honour: heenjoyed a lively day that celebrated talented youngathletes engaging in a range of sports.

Junior Fitness ChallengeHundreds of 4-14 year olds will be buzzing around Mid Sussex during the school holiday on a mission to collect activity points in the Junior school holidaysFitness Challenge. Armed with a fitness diary to record all their activities,they’ll be totting up the minutes spent swimming,playing sport, washing the car, walking the dog,collecting the newspaper and running errands. So longas their activity lasts for 30 minutes, it counts. Forevery 10 activities completed, children will receive areward and any who complete 30 activities will win acertificate and medal. Diaries can be collect at any of the three leisure centres or downloaded from the website.

Centre memberbeats bullyingthrough fitnessNikki Bailey of Burgess Hill dealt herchildhood bullies the ultimate blow bypassing her NVQ 2 Gym FitnessInstructor exams at The Triangle. Thiswas no mean feat: years of bullying had left her with verylow self-esteem and a weight problem. Despite losingthree stone in weight and raising nearly £7,000 in asponsored diet and numerous sponsored runs, Nikki stilllacked confidence. She wanted to help other people loseweight and get fit but she needed to study hard and sitexams. She needn’t have worried; she passed with flyingcolours, her confidence has soared and she’s on her wayto a fitness career.

Fundraising after brain tumour

Earlier this year, Aquafit teacher Su Coleman underwentan operation to remove a brain tumour. To show theirsupport family, friends and colleagues at The Triangle hada sponsored ‘head shave’ alongside Su. The operationwent well and Su is now back at work. She was able to say‘thank you’ in style by presenting £1,505.50 to HurstwoodPark Hospital where she was treated.
