Welcome to the latest Newsletter. Can you believe it is October already...., where has the year gone ? When you look back there have been some ups but also some downs. On the up we all had a fantastic river boat trip on the river boat Georgina in August, we owe a great gratitude again to CAMBRIDGE ROOF TRUSS as they sponsored the trip . I would like to thank the committee of the Open Weekend held this year , in which we were one of the charities chosen to receive 10% of the funds raised . All donations are so important to us regardless of the size. On the down we are having some really quiet days here at the centre, I would hate to think that it is anything we are doing that people feel uncomfortable with. If you have any issues whether it be small or LARGE please come and chat with me and we can look to see how we move forward. Christmas is fast approaching and in the magazine you will see everything we will be offering. Please book your places to avoid disappointment. As usual we will be closed over the Christmas period , please speak to a member of staff if you require meals for the period of closure. We can also provide you with a meal for Christmas day. Any questions speak to either of the Kim's in the kitchen. Remember if you are struggling to think of presents for Christmas then please have a look in our charity shop , where I am sure you would find something to fill the gaps or Gift Vouchers from the Centre. If you know of anyone who is lonely and in need of social contacts , then you can always head them our way. Over the Christmas period we are always looking for extra volunteers , if you have any spare time give Jane a call on 01638 664262, she will give you the info needed.

Trustees Corner

This newsletter comes out as nights draw in and we begin to think of Christmas. The Centre

comes in to its own at this time of year, hopefully helping to break down feelings of loneliness

and isolation.

The main work of the Trustees over the last months has been to complete the accounts

covering the first full year of the new charity, (Newmarket Day Centre CIO), as required by the

Charity Commission. These accounts have now been examined by our external auditor and our

annual report written and agreed by the Trustees.

The report will form part of our annual meeting on Wednesday 9th November at 2pm at the

Day Centre. This meeting is primarily aimed at supporters although anyone can attend. It gives

everyone a chance to discuss the services offered by the Centre and any future plans. Please

look out for further information about this meeting.

I would also like to take the opportunity to remind people about our Supporters Scheme which

is open to all, past members, current clients, volunteers, visitors etc. together with local

businesses, organisations and companies. Leaflets explaining the scheme are available from

reception.

A NEW WORLD CLASS HERITAGE SITE

The National Heritage Centre for Horseracing and Sporting Art

Palace House, the National Heritage Centre for Horseracing and Sporting Art – the transformative project that has been taking shape in the centre of Newmarket after years of meticulous planning, fundraising and con-struction opened its doors in the Autumn of 2016.

Built in the remains of Charles II sporting palace and racing stables the National Heritage Centre at Palace House promises to be a great day out!

The National Heritage Centre for Horseracing and Sporting Art celebrates the town’s status as an historic home of horseracing and sporting art. It will be at the heart of the community and transform the centre of the town. Supported by the Heritage Lottery Fund, Forest Heath District Council, Suffolk County Council, the Racing Industry (including the Jockey Club, Tattersalls, Weatherbys and the Racing Foundation, as well as many private trusts, foundations and individuals from the world of horseracing and beyond, the project is an important partnership between the public and private sectors.

As part of integrating within the Community, paintings have been placed in various buildings around Newmarket, & Newmarket Day Centre were lucky enough to be one of those chosen.

A lot of our visitors here are football fans, especially of Ipswich Town, so the picture chosen was one in which Germain is dressed as his favourite Ipswich Town footballer—Ray Crawford!

ALL ABOUT ME.... In every issue of NDC’s magazine, we will learn more about one of our

clients, volunteers, members of staff or Trustees. This edition is.... Jerry Catley

Gill ,Lynn and all the Volunteers at our Charity Shop would like

to thank all of our customers for their continued support over the year,

including some of the outstanding donations we have received.

Jerry was born in Adra, near Calcutta, India in 1936. His Dad, a Yorkshireman called Jack, & his mum, a

mixed race lady called Irene, moved to England when his Dad retired from working with Indian Railways—

this was in 1950 when Jerry was 14 years old. They moved back to Yorkshire first, but after being unable

to find work in the area, Jerrys Dad heard from a friend about jobs in Cambridge & 6 months later, that is

where the family settled.

Big changes for Jerry, who in India had attended a mixed boarding school but then attended Secondary

Modern Education in Yorkshire, then Cambridge, & finally Cambridge Technical College. Jerrys first job

after leaving education was a an Apprentice in Pest Control ; he was then in the RAF for 3 years, after

which time he worked on the railways, before finally becoming a Heating Service Engineer until he retired.

Jerry had actually known his wife from when they were neighbours in India at the age of 2/3 years old,

until he moved to England. In later years, her father retired & also decided to move his family to England;

good news for Jerry, as he met again with Shirley, the lady who was to become his wife! They married in

1961 until Shirley sadly passed away in 2006. They had 3 children—2 boys & 1 girl , and Jerry now has 7

grandchildren & 4 great grandchildren!

Jerrys favourite food is anything spicy—but especially a good Beef Vindaloo! When Jerry liked a tipple, his

choice would have been a mild & bitter or a vodka; nowadays however, he is happy with a decent cof-

fee...

His hobbies include spending time & going for food with his family but he did used to enjoy cooking,

especially experimenting with the strength of his homemade curries!!

When asked his thoughts on the Day Centre, Jerry said “it’s part of my life & very important to me.

Without it I’d be a very lonely man”

WHAT IS A LASTING POWER OF ATTORNEY

AND WHY DO I NEED ONE?

It is a sad fact that 225,000 people in Britain develop dementia every year according to the Alzheimer’s Society.

Lasting Powers of Attorney (LPA’s) were introduced in 2007 as a replacement for Enduring

Powers of Attorney (EPA’s) as a result of the enactment of the Mental Capacity Act 2005.

The function of an LPA is to allow for a donor – the person making the LPA, to choose trusted

people known as attorneys, to make decisions on the donor’s behalf and protects those who

do not have the physical or mental capacity to make decisions themselves. All LPA’s are dealt

with and legally enforced by the Office of the Public Guardian.

There are two types of LPA that currently exist, the first of which is a ‘Health and Welfare’ LPA.

This type of LPA can only be used in situations where the donor does not have the mental

capacity – the ability to make decisions for themselves and cannot be invoked otherwise.

There is some flexibility as to the extent of the powers the LPA can grant – the appointed

attorneys can only make specific decisions if you outline it to be so, for example making

judgements such as daily routine and diet, right through to moving into supported care or

agreeing to lifesaving medical treatment. If you do not have a health and welfare LPA all

decisions regarding your health and welfare will be made by a social worker rather than your

spouse, family member or a trusted friend who you have appointed.

As well as the Health and Welfare LPA, there is the ‘Property and Financial Affairs’ LPA, which

as the name suggests links directly to the personal property and money of the donor, and

what the attorney can do with it. A Property and Financial Affairs LPA can be used immedi-

ately upon registration, there is no requirement for the lack of mental capacity. Many people

opt to make both types of LPA, though there is no necessity to do so, you can opt to only

make one or the other.

Preventative measures do exist to make sure attorneys only ever act within the donor’s

interests, and that they must follow instructions regarding any specific decisions.

What happens if I do not make an LPA before mental capacity has been lost?

If you have assets that are held in joint names such as bank accounts, insurances and your

home your partner or anyone you would wish to act on your behalf will not be able to act.

All assets could be frozen by the Court of Protection, to protect the vulnerable person. Monies

cannot be accessed from joint accounts, homes cannot be sold if they are in joint names and

you will also not be able to access your partners pension fund. All decisions on your health

and welfare will be made by a social worker.

If you become unwell without an LPA in place someone can apply to the court of protection

on your behalf but this is a slow and very expensive process to follow. You shall need to apply

for a Guardianship Order, this could take between nine and twelve months to be granted by

the Court. If you are granted such an order these are heavily restricted. For example you may

be granted an Order but this Order may still not allow you to sell a property, write a cheque or

draw down funds over £500 and you may still not be granted access to your partners pension

fund.

For your own protection LPAs are crucial, LPAs not only protect you when you are mentally

incapable but also when we are physically incapable, if we have had an accident or if we

are in hospital. We never know what is around the corner and therefore timing is crucial. Have

an LPA put in place while you are well enough to do so.

If you leave a gift to a Charity in your will, its value will be deducted from your

estate before Inheritance Tax is worked out, possibly bringing the value of your

estate below the threshold.
