Todd Clarke digs his work. He is every construction work-er with a dream; one that came true.
As a boy, Clarke, now in his 30s, would watch the largest,oldest Fourth of July Parade in the United States marchthrough the streets of his native downtown Bristol, R.I.Every summer, the large trucks and marchers would strutover the red-white-and-blue stripes painted downAmericana’s most visible Main Street.
Machines Under the FloatsClarke never focused on the floats and the fluff, the
marching bands or the colorful pomp of 200 marching units.Raised in a construction family by his hard-working fatherWilliam, the boy centered his eyes on the vehicles that car-ried them and the large trucks pulling them, the heavy iron.
“I started my business in Bristol in 2003,” said Clarke,owner of ZFC Construction that covers work throughout
Bristol County. “I just wanted to run my own businessbecause I had an extreme interest in running heavy equip-ment — the trucks, the excavators, all the machines alwaysfascinated me.”
His company will celebrate 10 successful years in 2013. These stories have been told many times before. A boy
helps his father on his job sites. He gets to run the machines.The kid realizes he never wants to do anything else. Itbecomes a dream and, eventually, through experience andhard work, a way of life for him and his new family.
And so it has been for Clarke, whose family now includeshis wife Jaclyn, son, Zachary, 8, and daughter, Samantha, 5.In fact, ZFC Construction is named with Zachary’s initials.That is how much ‘Family’ is part of the family business.

retirement, even in his 70s.“Growing up, I was able to run some of my Dad’s equip-
ment and turned that business around to something a littledifferent,” said Clarke. Even at this writing, father and sonsupervise site excavation for a house expansion on WasecaAvenue in Barrington.“I had my company for a long time and Todd was there all
the way,” said William Clarke. “He’s worked hard. We try to
work together now, too, but it’s his business.”Todd Clarke added, “With the help of my father and
friends, I was digging out driveways and grading new con-struction sites, digging footings and then expanded the heavyiron work to some foundations and the demolition of smallhouses and buildings,” Another important mentor was former Barrington Police
Chief John Lazzaro, who had his own landscaping businessfor years, when he was an officer and not Chief. Chief
Lazzaro, well known and respectedthroughout Bristol County was able to pro-cure jobs for Todd, show him the right wayand lead him to many community contacts.John Lazzaro was extremely ill at the
time of this writing and the Clarkes wereemotional when speaking about how impor-tant he had been in their personal and pro-fessional lives.
Last to FirstZFC Construction may be last in the
alphabet under construction company list-ings in Rhode Island, but it is among the firstcalled for site work and small jobs becausethe Clarkes are known to do things well.Clarke’s company has grown a bit as his
brother William Clarke Jr. has joined hiscrew. ZFC offers excavation; demolition;utility work; site work; foundation building;installation of sewer and septic lines; tree
and stump removal, grinding and chipping; snow plowing;asphalt patches and maintenance and more. Clarke’s teammembers also are licensed Rhode Island arborists.Headquartered in Bristol, ZFC also maintains a site in
nearby Barrington, R.I.The Clarkes don’t often work on multi-million dollar jobs,
but they have had a hand in homes and commercial proper-ty that are well known in this area — the smallest county interms of geographical size (Bristol, Warren and Barrington)in the entire United States.Strictly speaking, everyone knows everyone and shoddy
work will be exposed. Families like the Clarkes get reward-ed with 50 years of calls to get to work on their neighbors’homes.
ZFC was involved in putting up the new Triple AAABuilding on County Road in Barrington (with friend JohnDeAngelis of DeAngelis Construction of Barrington), aswell as a new low income housing development in the stateand the local skating rink renovations.Currently, ZFC is “gutting out” an old 1900s barn and
house with a Bobcat grapple, while digging the floor down. “That started about two weeks ago,” said Clarke. “Safety
is very important. My crew must always have hard hatswhen digging. I always have a trench box for deeper trench-es, maintenance and keeping up with all the heavy ironthings we have to do on each job.”
Reputation and Giving BackIn this tight-knit area, Clarke said most of his business
comes through word-of-mouth. “My reputation is very important, so I do my best. Good
work pays off,” he added.While his crews have dug in places as romantic and as far
off as Cape Cod, Mass., Clarke and family said he has yet tofind anything unexpected or interesting at his digging sites tobrag of.“I have never found anything, except some old horse
bones,” he said. With a small operation, to keep going in a challenging
economy, he listed three keys: Hard work, balancing moneyand determination.“I have been in a lot of tight spots. We have had to remove
lots of boulders and ledge,” said Clarke. “It’s basic work,hard work, but that’s what we are paid to do. It’s all aboutmaking the customer happy.”
He also makes wife Jaclyn happy, who said of her hum-ble, hands-on husband, “I have been battling MS now forseveral years and he still always manages, despite his work,to help me, and to take me to appointments when needed.“Todd has always been hands-on. He loves to work out-
doors and is extremely good at fixing machines, as well asrunning them. He actually fixes all of his machines himself.Todd loves what he does. It’s great work because it allowshim the flexibility to help out with all his family,” she added.“Thank you so much for telling Todd’s story.”Clarke also gives back to this small community in Bristol
County, but he brushed that selfless work aside, too. “I do donate my time and machines to the local towns for

CONCORD, N.H. (AP) Paying to fixNew Hampshire’s deteriorating highways isshaping up as a choice between legalizingvideo slots and increasing the gas tax. The gas tax has been 18 cents for 22 years.
House Public Works and HighwaysChairman David Campbell, a Democratwith support from a former GOP HouseFinance chairman, is sponsoring a bill toincrease it 12 cents and to raise registrationfees over three years. The money would beused to pay to complete the widening ofInterstate 93 from the Massachusetts borderto Manchester and to fix ailing roads andbridges. Democratic State Sen. Lou D’Allesandro
also has on his side a powerful Republican,Senate Finance Chairman Chuck Morse, andhe’s sponsoring a bill to legalize 5,000 videoslot machines and 150 table games in onecasino. Whether gamblers or drivers finance the
fix isn’t likely to be decided until the budgetis acted on in June. Democratic Gov. Maggie Hassan —
unlike her predecessor — opened the door acrack during the campaign to raising the gastax to fix deteriorating highways as well as toa casino to provide revenue for the state gov-ernment. Hassan said she is focusing onbuilding consensus around a revenue source. New Hampshire looks like a state with a
case of measles when looking at a map ofdeficient bridges. Each red dot representsone of more than 350 municipal bridges onthe state’s red list — those most in need ofrepair. Another 140 bridges owned by thestate are on the list. Similarly, squiggly red lines represent
state roads in poor condition. The 1,565 mi. of roads in poor condition
would stretch from Concord to Fargo. The1,867 mi. in fair condition would continueon from Fargo to Lake Watson in the Yukon.And the 828 mi. in good condition — most-ly the interstate and turnpike system thatbenefited from federal stimulus fundingimprovements — would run the rest of theway from Lake Watson to Anchorage,Alaska. D’Allesandro, of Manchester, and Morse,
of Salem, propose using almost half the rev-enues from legalizing a casino for highways.The rest would be earmarked to public uni-versities and possibly economic develop-ment.
Neither legislator could provide an esti-mate of the gambling revenues. The pro-posed licensing fee would be $80 millionand would not be available until next year’sbudget at the earliest. Senate Republican Leader Jeb Bradley, of
Wolfeboro, and Morse insist the Senate mustfirst debate whether to legalize video slotsbefore dividing the profits. “I think we know we are falling further
behind in our ability to have an infrastructurepeople can depend on,” he added. But bipartisan support for infrastructure
improvements may not be enough. TheHouse has killed dozens of gambling billsover the years, and Senate opposition to agas tax increase is likely to be just as strong. “It’s a $147 million tax on the citizens of
New Hampshire,” Morse said of Campbell’sgas tax bill. Campbell, of Nashua, said the latest esti-
mates are that the bill would raise less —$122 million in the third year. He argueslegalizing one casino to compete with threeproposed resort casinos in Massachusettswon’t raise enough money and, unlike thegas tax, is not constitutionally earmarked forhighways. He argues that someone driving10,000 miles a year and burning 500 gallonsof gas will pay about $60 more under his bill.The registration fee hike for cars would be$5 each of the next three years. Campbell points to the nearly two dozen
bridges that have been closed over the pasttwo years as reason to act now. He alsoargues the tax increase won’t be reflectedpenny-for-penny in gas prices. NewHampshire’s tax rate is the lowest in NewEngland, yet gas can be found cheaper innearby states, he said. He faces a strong foe in the New
Hampshire Motor Transport Association,whose 325 trucking company membersoppose the bill because it also raises thediesel tax and registration fees. AssociationPresident Bob Sculley said the cost to truck-ers would be an unaffordable $1,875 moreper year. “If we have to drive around a [closed]
bridge, that’s what we’ll have to do,” he said. But Campbell said New Hampshire can’t
keep ignoring the problem. He characterizesNew Hampshire’s approach as ignoring aroof whose shingles have blown off by stick-ing a bucket to catch the drip from badweather. Next, the blue tarp goes up andfinally the roof caves in, he said. “The drip is coming down. We’ve got a lot
of buckets,” he said.

Many of the roads Cocchiola paves bynecessity don’t have shoulders, with pave-ments flanked by dirt or sand drop-offs.Almeida said that the rubber tires give thepaver the higher “flotation” it needs to keepfrom getting bogged down in unconsolidat-ed shoulders or raveled roadedges. “In my opinion therubber tires are way betterfor maintaining traction,”Almeida said. “Rubber tiresare the best.”
In late June, on the milledsurface of Barn Hill Road inMonroe Township,Cocchiola was re-establish-ing crown, placing a 2 in. (5cm) HMA mix and compact-ing it to 1.5 to 1.75 in. (3.8 to4.4 cm), depending on thesurface. Intermediate com-paction was being accom-plished by Cocchiola’sHamm HD O70V roller inthe vibratory mode. The firmalso owns a Wirtgen WR2500 it uses for full-depthreclamation and recycling.
Cocchiola specializes inroad and commercial workin western Connecticut. It’s afamily owned and operatedpaving and constructioncompany with more than sixdecades of experience instate, municipal and private
projects. It does not do high-level Interstate-type paving, Almeida said.
“We’re really happy with the machine,”Almeida said. “In fact I want to talk aboutgetting another one next year.”
