Before Testing
Test Security Directives
Test materials must be kept secure to ensure that End-of-Course (EoC) Assessments accurately measure
student achievement for high school graduation. If anyone gains an unfair advantage through a security
breach, it might result in invalidation of test scores. The guidelines below are provided to safeguard against a
security breach.
Test administrators (TAs) must follow these security guidelines before, during, and after testing:
• Receive training on test security and administration by the School Test Coordinator (STC) or the District
Test Coordinator (DTC).
• Complete the New Mexico Public Education Department (PED) Confidentiality Agreement and return it
to the STC. (The Confidentiality Agreement form is available on the Assessment and Evaluation page
on the PED website.)
• Ensure that test materials are stored in a central, locked, closely monitored area when not in use.
Ensure that computer systems used for administering tests are disabled from access to email, social
networks, cloud folders, and other means of information sharing during testing.
• Follow the testing schedule established by the district for your school or by your charter school.
• Ensure that no test administrator or proctor is assigned to a classroom in which a relative is being
tested.
• Carry out standard examination procedures.
• Report to the School Test Coordinator (STC) any possible breaches of security immediately.
Examples of security breaches include, but are not limited to, the following:
• improper handling of test materials, such as
someone keeping or reproducing any test materials or student responses
allowing any unauthorized access to test materials before, during, or after testing
leaving test materials unsecure when the TA or a proctor is not in the classroom
• improper test administration procedures, such as
coaching students during testing
altering student responses in any way
stray mark cleanup on answer documents
School and district staff members are prohibited from studying or discussing test
questions in any manner, either among themselves or with students, before, during, or

after testing.
Reproducing Test Materials
EoC test booklets, answer documents, scoring keys, and rubrics are in digital format and can be downloaded
from the PED’s secure website, the Student Online Assessment Prep (SOAP Manager), during the
distribution window from. The DTC should immediately store files in a secure location. Districts must locally
reproduce test materials, and each booklet should be inventoried with a serial number for tracking during all
material transfers.
General Directions for Administering
The Test Administrator (TA) should be a certified staff member who has received training from the
DTC or STC. In the event that schools require additional staff to administer the EoCs, other staff members
(who have received training) may be used to provide one-on-one accommodations.
Preliminary Planning
Inform students of the importance of the EoCs and of the testing schedule before testing begins. Be sure that
students are familiar and comfortable with standardized test procedures and test-taking strategies. Ensure
students are prepared to take tests in which they select an answer to multiple-choice questions and write their
own answers to short-answer and open-ended questions.
TAs should become familiar with all administration procedures prior to testing. Read through the Directions for
Administering (DFA) manual carefully. Review the testing schedule selected by the district and gather materials
for each session before the start of testing. You should have a list of the students who will be testing in your
classroom, as well as a list of students requiring accommodations and the accommodations each student
requires.
Prepare the testing room by ensuring the following:
• Has adequate lighting and space between students’ desks
• Has a “Testing—Do Not Disturb” sign on the door
• Has nothing visible that would give clues to any of the answers on a test, such as rubrics, writing guides,
word walls, hundreds charts, fact tables
Students are not allowed to have cell phones in their possession during any testing session. Follow
the district’s or charter school’s established plan for storing students’ cell phones during testing sessions. If a
district or school plan is not in place, implement the following PED guidelines:
• Have the student completely turn off the cell phone.
• Have the student place the cell phone in his or her backpack.

• Place the backpack at the front of the testing room.
Districts may administer and score EoC on computers, if they have implemented those assessments on a
secured system. Calculators are allowed for Integrated Math III, Algebra II, Chemistry, and Biology.
Test Schedule
Administer tests necessary for each graduating student during the second and third from last weeks of the
semester as scheduled by your district or charter school. Recommended testing times have been provided to
assist with planning the administration schedule. Students are not required to complete the test within the
recommended time. Students may be given additional time to complete a test, if needed (See the
Recommended Session Times chart below.) The schedule should provide sufficient time to ensure that each
test will be completed before lunch or afternoon dismissal. The test for Integrated Math III will require two
sessions to complete.

1 An additional 10 minutes should be added to each testing time for distributing materials and reading
directions to students.
Students should be allowed to leave the testing room to use the restroom as needed during the testing
session, provided they are escorted to the facility. Before leaving the classroom, the students must give their
test booklets with inserted answer documents and all other test materials to you or the proctor. While the
student is being escorted, ensure that the remaining students are supervised and the test materials do not
leave the classroom.
When students complete a test, collect their test booklets, with inserted answer documents and scratch
paper and instruct the students to sit quietly or quietly read a book at their desks until all students have
finished. Reading is the only activity allowed.

Testing Disruptions
A testing disruption may occur due to student illness, emergency evacuation, a fire drill, or other unforeseen
circumstances that prevent the session from being administered as scheduled. In these circumstances,
students may be allowed to complete the session at a later time, but they may not change responses to any
test questions already answered. More detailed guidance may be found in the New Mexico Statewide As-
sessment Program (NMSAP) Procedures Manual on the PED’s website.
Parents and guardians should be urged in advance of testing to avoid making medical appointments or
planning trips for their child on a scheduled testing day. If a student is unable to take a test session(s) on the
scheduled testing day(s) due to illness, a medical appointment that cannot be rescheduled, or unforeseen
circumstances, the student may be administered the test session(s) that was missed on a makeup testing
day.
Makeup Testing
If a student misses a session due to illness or some other legitimate reason, a makeup session must be held
before the end of the testing window. Makeup tests may be administered throughout the main testing window.
While the chance for students interacting with others who have already been tested is a reality, it is reduced
as time passes between the original testing day and the makeup day.
Absences
As a TA, you must keep a record of all student absences for a test. In turn, the STC must keep a record of all
students who miss both the regular and makeup administrations.
Test Booklets
There is one form of the test booklet. Always distribute, collect, and store each student’s test booklet and
answer document together. Test booklets may be reused as long as they are intact and contain no marks.
Accommodations and Modifications
Some students have one of the following:
Student Assistance Team (SAT) Intervention Plan
Individualized Education Program (IEP)
Section 504 Accommodations Plan
English Language Leaner (ELL) Plan
Accommodations decisions will be made by the student’s applicable educational team. The team should
have ensured the student received the agreed-upon, allowable accommodation(s) in instruction and
assessment in the content area for a sufficient amount of time prior to the EoC administration so that the
student will be comfortable with using it on the test. The use of each accommodation in daily instruction must
have written documentation (in the SAT IEP, 504 or ELL plan). Only students on SAT, IEP, 504, or ELL plans
are eligible for accommodations. Students with SAT Plans or ELLs who have achieved fluent English

proficiency are not eligible for accommodations. For a complete list of accommodations allowed on the EoC,

Prohibited modifications are changes in test administration that interfere with the comparability of scores.
Examples of modifications include reading passages aloud to students or allowing the use of a spelling- or
grammar-checking tool on the writing subtest. Non-allowable modifications are strictly prohibited on the
EoCs. The subtest for any content area in which non-allowable modifications are provided must be
invalidated.
Specific Directions for Administering
The following directions that are to be read aloud are in bold print. Directions to you, interspersed within the
script, are in regular print and in brackets. Read the directions for students exactly as written, using a natural
tone and manner. If necessary, supplement directions with your own explanations, but do not help students
with specific test questions. If you make a mistake in reading a direction, stop and say, No. That is wrong.
Listen again. Then read the direction again.
• Encourage the students to do their best.
• Check periodically to make sure that the students are

Working until they reach the end of the test or testing session (only for Integrated Math III).
• Remember that you are prohibited from spelling words for students.
Completing Answer Documents
• To ensure accurate processing of the answer documents, they should be marked properly and kept in
good physical condition.
• Remind the students to do the following:
handle test booklets with care
not mark in test booklets
record their answers with heavy, dark marks
use only a No. 2 pencil
leave extra space blank if answer spaces appear to be larger than necessary
remember that only completely filled in bubbles and writing in the answer spaces will be scored

Script to Be Read to All Students at the Start of Testing
SAY Cell phones are not allowed in the testing rooms. [NOTE: Follow the policy established by the school or district for storing students’ cell phones. If a policy does not exist, say the following.] If you have a cell phone in your possession, turn it off now and place it in your backpack. Then I will store it at the front of the testing room during the testing sessions.
SAY Only #2 pencils may be used.
SAY Do not mark in the test booklet and do not mark in the margins of the answer document. If you need to change your answer to a question, be sure to erase completely before marking or writing your new answer. Testing materials may not be taken out of the testing room for any reason.

Recommended Testing Time: 160 minutes
Allow an additional 10 minutes to distribute materials and read the directions to the students.
Materials needed: test booklets, answer documents, and sharpened No. 2 pencils with erasers
On the day of the English III Reading and Writing EoC Assessment, be sure to remove or cover up any visible
classroom materials used in the instruction of New Mexico Reading Content Standards, such as word walls,
posters, charts, etc. The English III Reading and Writing EoC Assessment consists of one session. Be sure
that all student desks are cleared of books and other materials not needed for the test. Have a sufficient
quantity of soft-lead (No. 2) pencils with erasers and distribute two to each student.
Note: Read-aloud of the passages and questions in the English III Reading and Writing EoC Assessment is
not permitted. Spelling words for students is also prohibited.
SAY I will now give you your test booklet and answer document. Leave the booklet and answer
document closed until I tell you what to do. [Distribute the test booklets and answer documents.]
SAY Print your name and State Student ID Number on the answer document.
SAY For the English III Reading and Writing test, you will read the questions in your test booklet
and mark or write ALL of your answers in your answer document next to the number that
corresponds to the number of the question.
SAY Open your test booklet and your answer document to the first item. Do not mark in your test

pencils with erasers.
On the day of the Algebra II EoC Assessment, be sure to remove or cover up any visible classroom materials
used in the instruction of New Mexico Mathematics Content Standards, such as student work, posters,
graphs, and charts. Be sure that all student desks are cleared of books and other materials not needed for the
test. Have a sufficient quantity of soft-lead (No. 2) pencils with erasers and distribute two to each student.
Note: Scratch paper may be used during the Algebra II EoC Assessment, and it should be turned in with
other test materials at the end of testing. Rulers and calculators may be used. Spelling words for students is
prohibited.

On the day(s) of Integrated Math III EoC assessment, be sure to remove or cover up any visible classroom materials used in the instruction of New Mexico Mathematics Content Standards, such as student work, posters, graphs, and charts, etc. Be sure that all student desks are cleared of books and other materials not needed for the test. Have a sufficient quantity of soft-lead (No. 2) pencils with erasers and distribute two to each student. Note: Scratch paper may be used during the Integrated Math III assessment, and it should be turned in with other test materials at the end of testing. Calculators may be used. After Testing
Test materials must be collected and organized for scoring, and test scores must be reported in STARS.
Answer Document Identification
Student Answer Documents should be completed with District Code, School Code, and the code for the course associated with the EoC Assessment. The total score for the test should be recorded on the front page.
Test Scoring
Student identifying information on the Answer Documents should be masked to ensure that scorers will be blind to a student’s identity. The school district must select licensed educators with endorsements in the content assessed to serve as scorers. The school district should train scorers to use the scoring keys and rubrics to ensure consistency with rubrics, consistency across scorers, and consistency within scorers over time. It is recommended that samples of student responses (anchor papers) be selected as examples of each score point value for constructed response items. Anchor papers should be used to train scorers to help differentiate responses and apply rubrics.
Second scoring of extended responses is recommended for 10 percent of the tests when there are more than 100 tests, 40 percent when there are between 100 and 50 tests, and 100 percent when there are fewer than 50 tests.
Certain test materials, including used, unused, and damaged test booklets, scoring keys and rubrics and digital versions of test booklets, answer documents, scoring keys and rubrics should be destroyed using stringent security measures within one week after scoring. Student answer documents should be stored in a secure central location for a period of two years, according to 1.20.2.204 NMAC—Records Retention Act—regarding retention of examination and testing papers.
Reporting EoC Test Scores
Districts must record student scores on the EoC test score tool to be submitted to the PED. Individual item scores from the fall and spring 2012–2013 administrations must also be recorded in the EoC test score tool. Additional information about submitting test scores to the PED and the test score tool will be provided to DTCs by early May 2013.
