What is AASHTO?

• Nonprofit, non-partisan association, founded 1914• Members include:

• Transportation departments of the 50 states, the District of Columbia, and Puerto Rico

• 50 Associate Members from Federal, State, and Local agencies and other countries

• Covers all modes: Aviation, Rail, Highways, Transit, Water, and Active Transportation

• Committee On Materials & Pavements - formerly Subcommittee on Materials (SOM)

• Now also includes the Pavements group, formerly JTCoP• Provides a forum for the development and exchange of

information related to materials testing, specification, and performance; and pavement design, testing, and management.

• Responsible for developing and maintaining 525+ materials testing standards, specifications, and practices.

Glossary• Committee – refers to the state-appointed voting & non-voting members

• Technical Subcommittee (TS) (aka “Tech Section”) – a subgroup of the committee focused on one material type or grouping. May include states, industry, academia, FHWA…

• Reconfirmation Ballot – a ballot containing standards that have not been revised or officially reviewed in 4 years.

• TS ballot – a ballot circulated to only TS members as the first step in revising, adopting, or deleting a standard

• COMP ballot – a ballot, after having passed a TS vote, circulated to the Committee. The second step in revising, adopting, or deleting a standard

• Concurrent ballot – a single ballot that is circulated to the TS and COMP at the same time

• Task Force – a temporary grouping of members assigned to investigate or resolve a specific issue

• Steward – an individual or state responsible for reviewing and proposing updates to a specific standard

Members• Voting – each state gets 1 voting member per group or subgroup

• Voting member is the person who can cast the official vote for the state• Committee level voting member must be appointed by executive level leadership• Different levels can have different voting members. Check status at

• Non-voting – state members still participating in the TS but do not carry a vote.

• Non-voting members also include FHWA, industry, academia, AASHTO staff, TRB…

• Ex-officio – FHWA (non-voting)

• Friends – members of industry, academia, other associations• Up to one friend per organization• May not vote but is invited to weigh in on ballot items

Publications• Each Technical Subcommittee responsible for standards within its own

scope• TS’s are grouped into 3 publications groups with staggered schedule
