    for Latinos across all 5 boroughs. Latinos have played a major role in

    making this City what it is today and as Mayor, I will create and

    sustain a government that ensures the success and growth of this

    vibrant community.

    A RECORD OF RESULTS

    Provided funding to expand primary care services and healthclinics around the city and improved air quality and risingasthma rates by passing legislation phasing out dirty heating

    oil.

    Passed a law tripling contracts available to minority and womenowned businesses.

    Passed a paid-sick leave bill covering one million New Yorkerswho will be able to take sick time without losing their pay.

    Passed a living wage law requiring a salary of at least $10/hourat many city-funded developments.

    Passed a prevailing wage law that would require better wagesfor building service employees in certain City leased orfinancially assisted facilities.

    Restored cuts to 7,300 childcare seats and provided funding forLearn It, Grow It, Eat It, which educates students in the SouthBronx and East Harlem on healthy food choices.

    Saved the jobs of more than 4,000 teachers and providednearly $25 million to improve education at the citys lowestperforming middle schools. She also expanded full-day pre-K by10,000 seats and made kindergarten mandatory drawing 6,000more students into critical early childhood education.

    Reform the Department of Educations English Language Learnersystem

    Over half of English Language Learners (ELLs) do not graduate highschool after 4 years and many drop out by ninth grade. TheDepartment of Educations ELL program is currently under correctiveaction by the state and while DOE is making reforms, ELL studentsare the only group whose graduation rates actually worsened lastyear. Chris will dramatically reform this system to make ELL studentsgraduate on time and ready for college and career, with a series ofinitiatives including:

    Require Parent Coordinators to ensure every parent of an ELLstudent is adequately informed about their childs educationaloptions, and fully enforce requirement that every schooladheres to parent preferences on ELL education.

    Increase the number of bilingual programs and provideadditional support for ELL High School Students, who have the

    same graduation requirements as other students but who mayhave never received English language instruction until as lateas 16 years old, by increasing support and instructional time.

    Increase the number of bilingual preschool programs. Include ELL resources in transfer schools, CTE programs,

    YABCs, GED preparation classes and other non-traditionalgraduation routes to ensure that ELL students committed toreceiving their diploma get the instruction they need.

    Increase wrap-around services to Latino and immigrantstudents at CUNY to ensure more students stay on track toreceiving their degree

    Expand language support through Workforce1 programs, andfor students utilizing GED programs to qualify for DeferredAction.

    Allow English Language Learners to use portfolios whenapplying for selective high schools

    Create a Scholarship Program for Bilingual Students who ProvideTranslation Services for the City

    Chris will work with philanthropic organizations and local colleges tocreate a scholarship fund for young bilingual New Yorkers. Thisprogram will include a work-study component in which studentsserve as part time interpreters and translators for city agencies,expanding the language accessibility of the services that the Cityprovides. Students will go through a certification process and focuson translating for agencies that track with their college majors andareas of terminology expertise. This program will also help put

    students on track towards good paying union jobs in the translationindustry, a field that shows tremendous potential for job growth inthe next few years.

    Get every student reading on grade level.

    Right now less than half of our third graders are reading on gradelevel. Chris will create the most intensive literacy support program inthe country by having schools make reading and writing instruction apart of every class, including math and science. Shell also provideadditional instructions and support for every student who fallsbehind.

    Improve student performance by extending the school day.

    Dozens of studies show the same results: More learning time leadsto higher student achievement and attendance. Chris will provide 3extra hours of education each day to provide children with additional

    learning opportunities. Chris will start this program with the 100schools with the highest percentage of low-income families.

    Empower parents to play a bigger role in our schools.

    Chris will ensure that Parent Coordinators and Family Advocates atyour school can answer your questions and help you get what yourchild needs. Chris will also give parents more input by listening toCommunity Education Councils and the Chancellors Parent AdvisoryCommittee. Finally, Chris will create an online Parent Universitywhere families can learn about everything from nutrition to studyskills.

    Create a red alert system to keep schools from closing.

    School closings should be a last resort when all else has failed. Chriswill create a red alert system for struggling schools, looking at earlyindicators like absentee and graduation rates, and identify them wellbefore theyre slated to close. Well provide them the support and

    the time they need to turn things around, not just wait a year andpull the plug.

    Develop and support our newest educators by creating a MentorTeacher program.

    Chris will create a Mentor Teacher program that will identify ourbest teachers and offer them the opportunity to receive aspecialized education from CUNY to train new teachers. That wayeven if your child has a new teacher, theyll benefit from theexperience of one of our citys best.

    Continue to reduce unnecessary suspensions and student arrests

    When students are suspended or, worse, arrested because ofclassroom misbehavior their chances of graduating from High Schooldrop dramatically. Unfortunately, these policies disproportionately

    impact ELLs and other students of color. Chris will push for conflictresolution training, increased training for teachers on classroommanagement, improved non-punitive supports for misbehavingstudents, and a reform of the DOEs use of detention as a classroommanagement tool. This will build on Chris work securing reforms tothe school discipline process, including passage of the School SafetyAct.

    Use community schools to meet all of a childs needs.

    Just because you have a great teacher, that doesnt mean weveremoved all the barriers that can make it harder for you to learn. Youneed to be able to see a doctor when youre sick. You need physicalactivity and healthy meals. You need tutoring and after schoolprograms, internships and summer jobs. Chris will create morecommunity schools so parents and children can access all theservices they need through a school in their neighborhood. Shellalso provide space within some of these schools to community basedorganizations that serve Latino families, to expand and strengthenthe services they provide including translation for ELL families.

    Prepare students for the tech jobs of the future.

    New York Citys tech sector grew by 30 percent from 2005 to 2010.Chris will make computer science classes available to students atevery high school in New York and push to make computer science apart of federal standards. Chris will work with tech businesses tocreate free summer tech training camps for students. For collegestudents, Chris will expand the successful Tech Apprentice Program,which partners tech employers with colleges to provide additionaljob-specific training to students.

    Identify our most effective schools and take their best practicessystem wide.

    Chris will conduct a system wide success study an in depthanalysis of what techniques from our best performing schools haveproven most successful with different types of students and applytheir best techniques to schools with similar populations or similarchallenges. She will ensure that this starts with a focus on ELLs andunderperforming schools with high Latino enrollment.

    Housing

    Build 80,000 new affordable apartments over the next 10 years.

    Chris will use a combination of new financing and savings within thecitys budget to build 4,000 new middle-income apartments everyyear quadruple the current rate of construction while alsomaintaining the current creation of 4,000 units of lower incomehousing.

    Ensure that more affordable housing stays permanentlyaffordable

    Currently, landlords can raise rents at most subsidized apartments

    after 20 or 30 years, which means residents may be priced out oftheir apartments and the middle class gets priced out of entireneighborhoods. Chris will work with her colleagues in Albany to passa Permanent Affordability Act, allowing us to keep units affordableindefinitely so you can stay in the apartment you live in.

    Hold bad landlords accountable.

    For 50 years, weve been working with a housing code that doesntdo enough to force landlords to make needed repairs onapartments. Chris will conduct the first top to bottom overhaul ofthe citys Housing Maintenance Code since its creation. She will giveinspectors the power to tell landlords exactly what the problem is,and exactly how it needs to be corrected and create newpenalties for repeat violations, so if you keep trying to get away witha quick fix, youll pay the price.

    Jobs

    Help create good community based jobs by supporting Latino andimmigrant small business owners

    Many of the services the city currently provides to small businessesare centrally located and require business owners to close their shopand travel to get basic paperwork done. Instead of just offeringresources through borough Small Business Solutions Centers, Chriswill bring culturally and linguistically competent small businessservices directly into our neighborhoods. Shell create a LatinoBusiness Network that allows members to learn from each other anddisseminate important information about both regulations andbenefits. Chris will increase the number of Latino owned smallbusinesses using technology by 25 percent over the next 4 years.Finally, recognizing the entrepreneurial potential of immigrant NewYorkers, Chris will create Immigrant Business Accelerators that toincrease access to space, capital, and support services, and helpbusiness owners develop export-driven business strategy.

    Ensure Non-English Speaking Small Business Owners ReceiveInspections in Their Own Language

    Small business owners are the backbone of our citys economy, andwe need to make sure were not burdening them with unnecessaryfines, especially as a result of miscommunication. Thats why asmayor, Chris will ensure that through a combination of hiringmultilingual inspectors and providing translation services, allbusiness owners receive inspections in their own language.

    Improve wages and benefits for thousands of working NewYorkers, to create a greater ladder to the middle class

    The daughter of a union electrical worker, Chris has spent her career

    standing with the labor community fighting for better wages andother worker protections. As Mayor she will use the powers of heroffice to help more workers in their efforts to organize and fight forfair contracts and better wages. This will include continued supportof the efforts of car wash and fast food employees, airport workers,building service staff, and many other hard working New Yorkers.

    Ensure that taxpayer dollars go to create good paying, middleclass jobs

    Every year New York City spends millions of dollars investing ineconomic development projects that help create more jobs andbring needed infrastructure into communities. As Mayor, Chris willensure that more of those publicly funded developments arerequired to provide workers with a living wage and benefits, soworking New Yorkers can pull themselves up to the middle class.This will build on her successful passage of a Living Wage Law thatalready requires workers at many developments to be paid at least

    10 dollars per hour.Tap the individual potential of every neighborhood to creategood jobs.

    class salary. For example, the South Bronx is a center for truckingand in the next few years those trucks will need to be retrofitted byclean-tech companies to meet new efficiency standards. By creatingmatching grants for clean-tech companies, or helping property

    owners outfit space that suits the industrys needs, we can begin totransform the South Bronx into a modern hub of clean-tech jobs. Or,in Jackson Heights, East Elmhurst and Corona we can leverage theentrepreneurial spirit of immigrant New Yorkers create a vibrantcenter of businesses. By providing them with the support they needwe can make sure every immigrant business owner can make theirvision a reality, whether its opening a new restaurant, expanding aregional chain of bakeries or joining the growing list of immigrant-owned Fortune 500 companies.

    Create 2,000 new manufacturing jobs in Sunset Park.

    Sunset Park contains nearly 9 million square feet of city-controlledindustrial space, and much of it remains underutilized. Building onthe success of the Brooklyn Navy Yard, where Chris helped createnearly 3,000 new jobs, we can turn these properties into thrivingcenters of modern manufacturing. Chris will use a similardevelopment strategy for the terminals at Sunset Park to createmore than 2,000 new jobs.

    Create a NYC Worker Cooperative Center

    Many immigrant New Yorkers find themselves working in low wageservice jobs that dont provide health care. Worker cooperativesallow these types of workers to own a part of their own business,improve working conditions, increase salaries, and share back officeservices. Chris will create a one-stop shop for training and technicalassistance that will help new worker cooperatives get started in

    neighborhoods in every borough. The center will reduce costs forcooperatives by providing shared administrative services such asaccounting, payroll, receptionists, and legal services, allowing theworkers to focus on expanding their businesses.

    Help small businesses grow so they can hire more New Yorkers.

    Ask any small business owner and theyll tell you one of their biggestchallenges is accessing credit to buy new equipment or acquire abigger space so they can grow their business. Chris will create a newpool of city capital to support community lenders. For every $2million the city puts up, we can guarantee as much as $5 million infinancing available to local small businesses.

    Create more jobs and help NYC food businesses thrive bydeveloping a series of world-class food markets.

    Chris will develop a series of world-class neighborhood food marketsthat will serve as destinations for residents and tourists alike. These

    markets will bring fresh local food to residents and help driveeconomic development by providing a place for local foodmanufacturers to sell their goods.

    Ensure that more government contracts are awarded to localbusinesses.

    Whenever the city buys a product or procures a service, wereprohibited by state law from preferencing New York City companies

    even if that means sending our taxpayer dollars to Minnesota orMalaysia. Chris will work in Albany to change that law, so citybusinesses, particularly ones that are women or minority owned, canget the contract.

    Immigration

    Guarantee universal legal representation to New Yorkersthreatened with deportation based on immigration status.

    From 2005 to 2010, more than 7,000 U.S. citizen children in NewYork City lost a parent to deportation. Quality legal representationincreases a persons chance of staying in the country by 1,000percent. But there arent enough services available to meet currentneed. Chris will provide additional funding to legal aid organizationsand immigration advocates to ensure that lawyers are available to allof the 1,800 New Yorkers who facing deportation every year.

    Protect undocumented immigrants from needless deportation

    ICEs Secure Communities program has created a dragnet thatthreatens to deport, among others, undocumented immigrants whoare stopped by the police for misdemeanors or traffic violations. Asspeaker, Chris passed legislation preventing the citys lawenforcement agencies from turning such residents over fordeportation when they pose no threat to public safety. Chris will

    continue to advocate for immigration reform and to stop efforts todeport undocumented New Yorkers.

    Create a municipal ID available to all New Yorkers, regardless ofimmigration status

    As Mayor, Chris will create a municipal ID program that is available toall New Yorkers regardless of immigration status. Currently, roughly18 percent of immigrants living, working and going to school in thecity are undocumented immigrants. This card will provide more than500,000 New Yorkers access to critical services in areas like health,employment and education.

    Makes sure every qualified New Yorker can take advantage ofDACA and stay in the city

    Under the Deferred Action Program, roughly 79,000 New Yorkershave a chance to work legally in the country if they have the righteducation. Unfortunately, the citys workforce programs dont haveenough seats meaning 16,000 people are at risk for deportation.Chris will provide funding to ensure that there are enough seats inthese programs for every qualified young person to use DeferredAction to stay in the country and get a good job.

    Provide comprehensive legal services and resources in schools.

    Chris will bring comprehensive legal services to schools, helpingstudents and their families get on the path to citizenship or legalresidency, and access important benefits.

    Create NYC Legal Fellowship to attract top legal talent to helpimmigrant families.

    To attract more top legal talent to helping immigrant families in

    New York City, Chris will create a NYC Legal Fellowship, the firstprogram of this kind in the country. NYC Legal Fellows willdramatically increase the number of lawyers who can help you applyfor citizenship or legal residency and help you fight deportation.

    Form a Mayoral Task Force to combat Notario fraud.

    Victims of Notario fraud often lose thousands of dollars and can endup facing deportation and separation from their families as a resultof problematic legal advice. Chris will convene a Mayoral Task Forceof law enforcement and criminal justice advocates to design acoordinated approach to target these Notarios and connectpotential victims to quality legal services.

    Public Safety

    Increase the number of police officers on city streets.

    Chris will hire an additional 1,600 police officers over the next three

    years, bringing our total ranks up to 36,000. Chris recentlyaccelerated the hiring of 500 new officers that were scheduled tostart in January 2014 ensuring that theyll join the force in July ofthis year. With Chris as mayor were not going to take one stepbackwards in the fight against crime.

    Create an Inspector General to oversee the NYPD.

    Community relations are central to good policing. It makescommunity members more likely to come forward with information,and helps keep both officers and citizens safe. One critical way toimprove relations is to increase oversight of the NYPD. As speaker,Chris passed legislation to create an inspector general who willreview and make recommendations on NYPD policies and practices.After Los Angeles instituted an inspector general, crime fell by 33percent, and public satisfaction with the LAPD rose to 83 percent.

    Keep more young people out of prison.

    New York State is one of only two states that still treat 16 and 17year olds as adults for all crimes. We need to create a separatesystem within the court that focuses on adolescents. Chris will workas mayor to create a judicial system that provides opportunities forrehabilitation, mental health treatment, and other interventions thatcan help keep these kids out of prison.

    Reform Stop, Question & Frisk

    Chris believes Stop, Question and Frisk is an important tool thatallows our officers to take immediate action when they seesuspicious behavior, but it has also risen to unacceptable levels, has

    created distrust of police among many communities of color, and hasnot led to a major increase in the confiscation of weapons. At herrequest, the NYPD has taken steps to reduce the number of peoplestopped and created an early warning system to identify officerswho receive public complaints. Since then weve seen the number ofstops go down, and as mayor Chris will ensure that this trendcontinues.

    Health

    Increase access to care and reduce the burden on emergencyrooms with a new Primary Care Financing Program.

    In neighborhoods like Southwest Queens, East New York and theSouth Bronx, residents dont have adequate access to doctors andoften go without routine treatment, forcing them to depend onhospitals and emergency rooms for their primary care. Chris willexpand primary care access to roughly 100,000 patients, leading toan additional 300,000 primary care visits a year.

    Remove language barriers that prevent access to health care forLatino New Yorkers

    While working to increase primary care and other health careoptions in underserved Latino communities, Chris will also make surethat all New Yorkers are connected to the insurance and healthservices available. Chris will expand the number of health insuranceand care counselors who provide linguistically and culturally

    competent services. These counselors will help New Yorkers find thebest and most affordable health insurance options, and connectthem with primary care and other core health services.

    Launch a pilot eliminating co-pays for prescription drugs thattreat chronic disease.

    The cost of chronic diseases, such as diabetes, asthma andhypertension, are placing an ever-growing burden on the healthsystem. But when it comes to taking medications that are necessaryfor controlling chronic disease, patients struggling to make endsmeet may cut their dosage, stretch their drug supply over anextended period of time, or not fill their prescription at all. Chris willlaunch a pilot program eliminating co-pays for prescription drugs for

    chronic diseases, reducing ER visits, hospitalizations and moreexpensive treatments associated with later interventions.

    Prevent childhood obesity by requiring food marketed as KidsMeals to meet nutritional standards.

    One in five children between the ages of 7 and 10 is obese. Asmayor, Chriss Department of Health will ensure that fast foodrestaurants tell parents how many calories are in kids meals. Parents

    will still be able to order whatever meals they believe areappropriate for their children, but companies will no longer be ableto market food to children that cause obesity, diabetes, and otherdiet related diseases.

    Fight chronic childhood diseases and improve studentperformance, by doubling the number of public schools withSchool Based Health Centers by 2018.

    Full-service School Based Health Centers prove an array of services

    including preventive care, chronic disease management,reproductive health care and education, mental health services, andhealth education. Chris will double the number of schools withaccess to a SBHC, prioritizing schools in high-poverty communitieswith reduced access to health care services, allowing children toremain in school and parents to stay at work.

    Combat childhood obesity by ensuring physical education isavailable in every school.

    Providing students with physical activity and education has beenshown to both improve academic performance and combatchildhood obesity. Chris will ensure that every child in every schoolreceives Physical Education by requiring that all new schools areconstructed with either indoor or outdoor physical education spaceand adding PE to school report cards.

    Stop hunger from interfering with learning in our schools.

    Chris will expand school meal options so that every child can eat freemeals without stigma. She will mandate Breakfast in the Classroom

    in all low- income schools while encouraging principals to adopt theprogram citywide. Similarly, Chris will make lunch free for allstudents in high-need districts and will launch a pilot of the schooldinner program, targeting low-income students who areparticipating in afterschool programs. Shell also expand the numberof schools offering weekend meal plans.

    Transportation

    Ensure that no New Yorker has to spend more than one hourcommuting in either direction by 2023.

    New York is home to 750,000 mega commuters who spend morethan an hour commuting to work in either direction the most inthe country. Chris will make sure that by the year 2023 not a singleNew Yorker has to spend more than an hour traveling to work ineither direction.

    Provide commuters with subway and bus announcements in theirnative language

    Just half of all New Yorkers speak only English at home, and nearly 2

    million residents speak Spanish. Chris will work with the MTA toprovide announcements in both English and Spanish on subways andbuses system wide, and in other prominent languages where mosthelpful. Additionally, Chris will work to ensure subway automatedsigns and station kiosks include information in multiple languages.

    Launch 10 new Select Bus Service routes in the next 4 years.

    A new Select Bus route can be up and running in less than a year, andwill cost much less than a new subway line. Chris will launch 10 newSelect Bus routes in the next 4 years, starting with a new route onthe North Shore of Staten Island.

    Save commuters valuable travel time from the Bronx and WestSide of Manhattan.

    Chris will work with the MTA to extend Metro North rail all the wayto Penn Station, including four new station stops at Co-Op City,Parkchester, Morris Park, and Hunts Point, with additional stopsalong the West Side of Manhattan.

    Environment

    Reduce the threat of asthma to Latino children caused bypollution from trucks transporting the city's trash

    For decades the majority of the city's trash has been trucked in andout of a small number of low income communities of color,contributing to sky high asthma rates in these neighborhoods. AsSpeaker, Chris passed a fair trash plan requiring every borough totake responsibility for its own garbage. As mayor, she'll stand up tothe small number of wealthy New Yorkers and special interests whoare trying to undermine the plan to avoid doing their fair share.She'll make sure the full plan goes into effect, taking tens of

    thousands of trucks trips off the roads each year in neighborhoodslike Williamsburg/Bushwick and the South Bronx.

    Better prepare Con Edison and other utilities to handle futurestorms and emergencies.

    Hurricane Sandy knocked out power to more than 800,000 homesand businesses in New York City. Chris will work with our utilitycompanies to improve how they handle future emergencies. Con Edneeds to improve their protocols for shutting off power tovulnerable substations. All utility companies need to erect structuresaround power plants and substations in at-risk areas to protect themfrom storm surges of at least 20 feet. They also need to takeimmediate steps to flood-proof vulnerable infrastructure.

    Seek safeguards against flooding of the citys transportationsystem.

    There are steps we can take to protect our subways from theflooding we faced that shut down transportation critical to millionsof New Yorkers - like installing raised buffers around subway gratesto prevent water from seeping in, or elevating the entrances to ourstations a couple of feet above ground. Additionally, we need toimprove our citys gas distribution during crises so that criticalservices like car services and taxis, which work when the subwaydoesnt, can continue to operate.
