NEAR is...a representative regional diplomacy cooperation and international organization by 76 regional governments (71 member regions and 5 observers) in 6 Northeast Asian countries, including South Korea, China, Japan, Russia, North Korea, and Mongolia.Since the adoption of the NEAR Charter based on mutual prosperity, NEAR has carried out extensive exchange and cooperation projects in various fields ranging from economy and humanities exchange, education & cultural exchange, environment, disaster prevention, cross-border cooperation, science & technology, ocean & fisheries, tourism, mineral resources development & coordination, energy & climate change, women & children, bio-medical industry to agriculture.Partnering with and promoting joint projects by strengthening the exchange with international organizations such as AER (The Assembly of European Regions), the largest independent network of regional authorities in Europe, and R-20 (Regions of Climate Action), NEAR takes the lead in building an international cooperative network communicating with the world beyond Northeast Asia.

The 9th Working Committee and the 1st Sub-Committee on Agriculture Held

Participants from each member region gathered together and signed up for the Working Committee at the Hyundai Hotel located in Youngam County, Jeollanam-do Province, on September 10, 2013. On the next day (September 11), Bae Yong-tae, the administrational vice governor of the Jeollanam-do Province, gave the welcoming address and NEAR Secretary General Kim Jae-hyo provided congratulatory remarks in the opening ceremony.

After Bae Yong-tae, the administrational vice governor of the Jeollanam-do Province said that we should practice the peace in Northeast Asia by continuing regional exchange and cooperation among each country in the welcoming address and Secretary General Kim asked member regions to propose constructive opinions through the Working Committee in the congratulatory remarks, the 9th Working Committee began.

Activity Report of the 9th General Assembly and the NEAR Secretariat

In the Working Committee, Ningxia Hui Autonomous Region announced the activity report of the 9th General Assembly 2012. It was reported that the 9th General Assembly was participated by 280 people from five countries and major achievement included Ningxia Declaration, a Code of Conduct, International Friendship Exchange Agreement, and the Enhancement of NEAR’s international influence. Ningxia also reported that member regions are realizing the ideology of co-prosperity through NEAR.

In the activity report of the NEAR Secretariat, the Secretariat reported a variety of activities which have been

done by the Secretariat for exchange and cooperation including, promotion of exchange and cooperation among member regions, establishment of Sub-Committees and cooperative network with international organizations, enhancement of work environment for staff seconded from member regions, publication of annual report and news letter, promotion of the research to propose NEAR’s long-term vision, and development and promotion of services attracting member regions’ interest.

Activity Report of the Sub-CommitteesSub-Committee on Environment (Toyama Prefecture, Japan) reported 3 individual projects that the Sub-Committee has

done, including the International Environmental Ecological Forum “Nature without Borders” and Sub-Committee on Educational and Cultural Exchange (Shimane Prefecture, Japan) reported that they have established mutual exchange and network of Northeast Asia, by hosting the Northeast Asia Wings of Exchange in Shimane 2013 and International Culture Palette of Northeast Asia. Also Sub-Committee on Disaster Prevention (Hyogo Prefecture, Japan) reported the lectures regarding the reaction to Great Hanshin-Awaji Earthquake and Great East Japan Earthquake and case presentations by member regions. Sub-Committee on Cross-Border Cooperation (Irkutsk Region, Russia) reported that they discussed the way to exchange information with neighboring countries for cooperation in 2012, and Sub-Committee on Science & Technology (Gyeonggi-do Province, South Korea) reported that they found a way for science and technology cooperation among member regions. Besides, Sub-Committee on Ocean and Fishery (Shandong Province, China) held a forum on emerging ocean industry and construction of Blue Silicon Valley and Sub-Committee on Energy & Climate Change (Daegu Metropolitan City, South Korea) discussed the way for cooperation to deal with energy and climate change among member regions. Finally, Sub-Committee on Mineral Resources Development & Coordination (Magadan Region, Russia) discussed and delivered a presentation on the way to share information regarding natural resources with mining enterprises and investment companies, and to find the possibility to develop joint resources among member regions.

Proposal for Better Governance of NEAR and Review of the Agendas of Working Committee

In the member regions' presentation regarding proposal for better governance of NEAR, Hubei Province, China first delivered a presentation under the theme ‘Formation of Sympathy to Promote Cooperation’, claiming that regional government-centered exchange and cooperation should be expanded to local assembly, private organization, and enterprise-centered exchange and cooperation and the promotion through a variety of mediums should be strengthened under the NEAR Secretariat's leading.

Under the theme ‘Enhancement of Exchange and

Cooperation to Promote Co-Prosperity’, Ningxia Hui Autonomous Region, China suggested promoting international friendship relations agreement among member regions when NEAR General Assembly and other events are held by effectively using the NEAR Secretariat. The region also suggested establishing a channel for member regions to promote co-prosperity by actively taking part in the large international events.

The agenda of the Working Committee included the application to host the General Assembly 2016, the revision of the name of the Sub-Committee on Economy & Trade, establishment of the Sub-Committee on Sports, and the revision of the NEAR Charter.

1. Selection of the Venue to Host the 11th General Assembly 2016 3 member regions, including Zabaikalsky and Irkutsk Region of Russia and Uvurkhangai Province of Mongolia, applied to host the General Assembly. Based on the previous experiences to host the General Assembly, accessibility, and economic capability, discussions were carried out. Later, based on the fairness among each nation, one of the regions from Russia and Mongolia respectively will be decided and submitted to the General Assembly for the final determination. But, if it is impossible for Uvrukhangai Province, Mongolia, to host the General Assembly, two regions will be submitted to the General Assembly.

2. The Revision of the NEAR Charter The agendas regarding how often the Working Committee is held and long-term placement of the Secretariat are revised into the Charter. Also, “자치단체(in Korean)” shall be revised to “지방정부(in Korean)”. But, it will be finally determined after discussion among 16 member regions of South Korea and submitted to the next General Assembly.

3. Review and Decision of the Revision of the Sub-Committee Name and Establishment of a New Sub-Committee

Revision of the name of the Sub-Committee on Economy & Trade into the Sub-Committee on Economy & Humanities Exchange was decided through serious discussions of participating members (based on Article 11).But, in terms of the way to write the name of the Sub-Committee by language, it was decided to use proper mark according to each nation. Republic of Sakha, Russia, proposed the establishment of Sub-Committee on Sports to promote active cooperation in the sports among member regions and decided to report it to the General Assembly.

Territory and Irkutsk Region of Russia applied to host the General Assembly in their regions and the Gyeongsangbuk-do Province of South Korea suggested the revision and expansion of the Sub-Committee on Economy & Trade into the Sub-Committee on Economy & Humanities Exchange. Republic of Sakha of Russia proposed the establishment of the Sub-Committee on Sports to promote exchange and cooperation in the sports.

Also, Working Committee discussions regarding suggested agendas were carried out by NEAR Secretary General Kim Jae-hyo and the agreement was completed and delivered.

and farmer) and participants suggested and discussed to enhance agriculture exchange among member regions.

In the Sub-Committee meeting, the participants offered higher suggestions, including a sustainable development plan for agriculture to cope with climate change and natural disaster and introduced each member region’s agricultural situation and a variety of excellent policies.

Pedologist Erdenebileg of Agricultural District of Govisumber Province, Mongolia and Director General YU YONG DE of Agriculture Division of Shandong Province, China suggested joint cooperation plan to establish a system for exchange of agriculture information and technology and for academic exchange and research development regarding climate change and natural disasters.

Participants agreed that the Sub-Committee helped to understand 4 participating countries’ agriculture situation and, when next Sub-Committee is held, each nation’s advanced agricultural policy and agricultural technology exchange and joint business among Northeast Asia as well as 3 agricultural policies of Jeollanam-do Province should be actively promoted. Also as the problem regarding stable agriculture production upon climate change is not limited to a certain regional government or nation, it would be necessary to seek a common solution through NEAR Sub-Committee on Agriculture.

With the opening speech by director Lim Young-joo of Agriculture, Forestry and Food Bureau of the Jeollanam-do provincial government, the 1st Sub-Committee on Agriculture was held.

The Sub-Committee on Agriculture was participated by 32 member regions from 4 countries, including China, Japan, South Korea, and Mongolia. After the meeting, the participants of the Working Committee visited Jeung-do Salt Farm and Wood Land and the participants of the Sub-Committee on Agriculture visited Boseong Green Tea Field, Suncheon Bay, and the Suncheon Bay Garden Expo 2013. It allowed the participants to know the natural environment of Jeollanam-do Province and environment-friendly industries and gave them the opportunity to do benchmarking advanced examples.

NEAR This Month NEAR Activities

Governor Togtokhsuren of Uvrkhangai Province, Mongolia and Vice President Yuan Jiajun of Ningxia Hui Autonomous Region, China made an agreement on sisterhood relationship in Yingchuan, Ningxia Hui Autonomous Region, China, on September 16, 2013.

Through NEAR Working-level Workshop 2013, which was hosted by the NEAR Secretariat in May, 2013, working-level staff of the two member regions met each other and started to take an interest in signing a sisterhood relationship. Immediately after the Working-level Workshop, the delegates of Ningxia Hui Autonomous Region visited Mongolia and signed a Letter of Intent to build a sisterhood relationship. Through the sisterhood relationship agreement between the two regions, the regions will conduct exchange and cooperations in a variety of areas such as economy, trade, science and technology, culture, and education, etc..

Shandong Province, the coordinator of the Sub-Committee on Ocean & Fishery, will hold Sub-Committee on Ocean & Fishery in Qingdao city on November 5-7. The name of the event is ‘Forum on Emerging Ocean Industry and Construction of Blue Silicon Valley’. It aims to promote the more intensified cooperation by mutually exchanging policy, economy, and technology related to emerging ocean industry development of each nation in Northeast Asia. In particular, as this forum will include the introduction of the construction of Blue Silicon Valley, which is a policy with priority of Shandong Province, China, Shandong hopes for NEAR member regions’ active participation in the forum.

NEAR Activities

The NEAR Sub-Committee on Environment, biennially held to promote the measures for environment preservation in Northeast Asia, is scheduled for October 28~November 1 in Toyama city of Toyama Prefecture, Japan, the coordinator region. The Sub-Committee will report the status of individual projects regarding each member region’s environment and achievements. In addition, there will be a discussion on selection of next coordinator region and future activity plans of the Sub-Committee on Environment.

Further, before the Sub-Committee on Environment, ‘Northeast Asia Environment Activity Exchange Gathering ’ will be held on October 30 to exchange the information on advanced environment NPO activities within Toyama Prefecture and on cooperation project with citizens of Northeast Asian regions.

Besides, for the future environment preservation activities in Northeast Asia, the direction of cooperation connected with regional governments and NPO will be discussed and the exchange promoted.

NEAR Secretary General Kim participated in the Farewell and Welcome Reception to bid farewell to TCS (The Trilateral Cooperation Secretariat) Secretary General at Lotte Hotel in Seoul, on August 28, 2013. In the Reception, Secretary General Kim had a pleasant conversation with Shin Bong-kil, Secretary General of TCS and expressed his sincere gratitude to Mr. Shin for his efforts for Cooperation of Northeast Asia. He met new Secretary General, IWATANI Shigeo (former Ambassador to Austria) and new Deputy Secretary Generals, CHEN Feng (former Director General of Asia Division, Ministry of Foreign Affairs of the People's Republic of China) and Lee Jong-heon (former Councilor of Embassy of South Korea in Germany). Meanwhile, Secretary General Shin Bong-kil requested NEAR’s active cooperation to promote exchanges among Northeast Asia.

The reception was also participated by Kim Sung-whan (former Foreign Minister) and Sung Kim (the United States Ambassador to Korea), and Bessho Goro(the Japanese Ambassador to Korea).

Secretary General Kim participated in a joint declaration ceremony of vision for co-development in the ear of new east coast, held at the Pohang Culture Center on September 5.

Hubei Province-ChinaThe 22nd China Golden Pheasant Film Festival held in Wuhan

The 22nd China Golden Pheasant Film Festival, which is annually held as the largest film festival in China, opened at the Qintai theater near Moon Lake of Wuhan, Hubei Province, which is famous for picture-like scenery. Vice Chairperson Chen Xiaoguang of Chinese People's Political Consultative Conference participated in the film festival and declared the opening. In addition, Xia Chao, Vice Chairperson of China Federation of Literary and Art Circles and Chair of the Film Festival, clarified that China is currently developing as a power nation in film and the film in China is welcoming the golden age of its development, hoping for successful hosting of the 22nd China Golden Pheasant Film Festival in the congratulatory message. Besides, he asked the workers in the movie industry to carry out their social and cultural responsibilities and create more works hoping that the China Golden Pheasant Film Festival would act as the most welcomed film festival by the workers in the movie industry and audiences through consistent innovation and the China film would develop as a beautiful window to the world.

Shandong Province-China The 10th China Arts Festival held in Shandong Province in October

The 10th China Arts Festival was held in Shandong Province on October 11. After having the construction and examination of major event halls for the festival done, model operation had been conducted until the festival began. Shandong Province was expected to show 62 excellent creative programs and already decided 15 programs as main recommended works by putting 28 million Yuan into the program. 600 artistic groups from home and abroad with 2000 programs participated in the festival.

Yamagata Prefecture- JapanYamagata Prefecture Invited Travel Agency and Press to the Yamagata Destination Campaign for National Publicity Sales Promotion Conference

Yamagata Prefecture held a fair and conducted prior experiencing tourism by inviting foreign travel agencies to develop travel packages and attract tourists visiting the Yamagata Prefecture from foreign countries in time for the Yamagata Destination Campaign, the National Publicity Sales Promotion Conference (held on August 28).

The travel agencies invited to the fair were comprised of 9 people from 8 Korean travel agencies, 7 from 7 Taiwan, 3 from 3 Hong Kong, 2 from 2 China, 2 from 2 Thailand, and 1 from 1 Malaysia. The total number of people invited was 27, including 2 from 2 South Korea press and 1 from Taiwan. The Fair held in Zaou hot spring promoted the attraction of Yamagata travel, participated by 38 people, including travel staff from hot spring motel and travel association within the Prefecture.

Also, visiting programs to Mt.Haguro, which was newly produced film Oshin's location, Ginzan onsen, and Mogami River were offered to visitors to actually experience tourism resources of Yamagata Prefecture on August 25-30.

Tottori Prefecture - Japan‘The 30th Tottori National Urban Greening Fair’ ‘Ecotourism International Contest 2013 in Tottori’ held

Tottori Prefecture consequently holds events this fall to promote regional reinvigoration bringing out the advantages of abundant green and environment. The 30th Tottori National Urban Greening Fair is held at the Koyamaike Park of Tottori city as the main event place from September 21 to November 10. With various flowers in the regions as the center, it will create 7,000m2 natural garden combined with more than 170 plants and plan to promote a green style of Tottori integrating intimate nature into living space.

In addition, ‘Ecotourism International Contest 2013 in Tottori’ was held on October 19-21 in Yonago city. During the event, there were panel discussions and visiting programs to experience nature and history across the Prefecture. The 59th Baekje Cultural Festival representing Korea was held under the subtitle ‘the World of Baekje Gilt-bronze Incense Burners‘ to celebrate the 20th excavation anniversary of Baekje Gilt-bronze Incense Burners on September 28-October 6.

The Festival showed a total of 93 programs, including 10 from Baekje Cultural Festival Promotion Committee, 45 from Gongju city, and 38 from Buyeo County and tried excellent changes satisfying the subtitle ‘the World of Baekje Gilt-bronze Incense Burners’.

The opening ceremony was held on September 28 in Geumgang Singwan Park under the title ‘the Secret of Baekje Gilt-bronze Incense Burners’, and closing ceremony was held on October 8 in Gudeurae Riverside of Buyeo County under the title ‘Baekje Gilt-bronze Incense Burners and Eternal Great Baekje’.

Supported by Ministry of Culture of the Russian Federation, the Russian Committee of UNESCO, the Government of Krasnoyarsky, and Ministry of Foreign Affairs of the Russian Federation, Ministry of Culture of Krasnoyarsk and Ministry of administration of Krasnoyarsk will hold the 4th Krasnoyarsk Asia Pacific Region International Festival from June 26 to July 4, 2014, at the International and Regional Culture Exchange Center, which is an national independent cultural organization.

The festival will provide the chance for modern art, architecture, music, performance, video art, film art, and design to better appeal to the public by establishing creative spaces and to broaden the boundary line of harmony by letting related genre participate in the program and conbiming unique culture of Asia Pacific Region with academic and traditional art.

The Saemaul Globalization of Gyeongsangbuk-do Province received a lot of attention from UN Secretary General Ban Ki-moon and diplomats in Korea from Africa, the United States, and the United Kingdom.

Kim Kwan-yong, the Governor of the Gyeongsangbuk-do Province, delivered a solo presentation on the successful cases to reduce poverty through the Saemaul Globalization at the forum held on August 23 in Lotte hotel, Seoul, inviting UN Secretary General and the diplomatic corps in Korea.

The forum, co-hosted by UNWTO ST-EP (Sustainable Tourism Development for Eliminating Poverty) and Diplomacy, a monthly diplomacy magazine, included key note speech regarding UN’s MDGs reinvigoration by UN Secretary General Ban, Governor Kim’s presentation on the examples of Africa poverty reduction, and question and answer.

In the presentation, Governor Kim Kwan-yong said, “Saemaul Globalization is such a practical movement conducted with local citizens from the bottom, creating a foundation for sustainable development by increasing local citizens’ self-reliance capability. I will pass on the success and experiences of the Saemaul Movement which played a role for South Korea to overcome poverty to the underdeveloped nations.”

Gyeongsangbuk-do Province has been dispatching 80 Saemaul outreach corps to hand down the Saemaul Movement to 15 villages in 5 countries, including Ethiopia, Rwanda, Tanzania, the Philippines, and India since it dispatched the corps to promote creation of the Saemaul village to the African regions, including Ethiopia, Rwanda, and Tanzania, etc.. in 2005. The number of Saemaul Village will be expanded from 10 villages to 20 villages by 2015.

■ Baekje Cultural Festival : Annually held as a general art festival, co-hosted by Gongju city and Buyeou County of Chungcheongnam-do Province. First held in Buyeou County, Chungcheongnam-do Province in 1955. Starting as a ceremony, as the years went, the festival grew as a regional comprehensive cultural festival.

There turned on a green light in the Pohang City due to the Youngilman port's handling the quantity of goods transported to China and Japan with the establishment of new sea route ‘Pohang Youngilman Port~China, Japan'.

An agreement ceremony to establish CJM(CHINA JAPAN MOJI) route, co-operated by CK LINE Corporation and DONG YOUNG SHIPPING, was held on September 2 at the conference room of the Pohang City hall. With the agreement, new sea route operating from Pohang Youngilman port to Ningbo and Shanghai port of China and Hakata and Moji port of Japan will be established and ‘M/V XIANG WANG’ of DONG YOUNG SHIPPING and SKY LOVE’ of CK LINE Corporation are to be regularly operating at the Pohang Youngilman port.

These ships are expected to contribute greatly to China and Japan’s transportation of the quantity of goods by regularly operating once a week in Pohang~Busan~Ulsan Gwangyang~Shanghai~Ningbo~Hakata~Moji port and the incentive will be given upon the quantity of goods transported after 1 year.

Primorsky Territory-Russia‘Fire in the East-2013’ International Festival

‘Fire in the East 2013’, the 1st International Fire Art Festival of the Far East, was held on September 10-15 in Vladivostok of Primorsky Territory. The event was part of ‘The Great Asian Fire Month’ , Northeast Asia Fire Festival, which had been held for a month, and there were three performances, such as ‘Fire in the East-2013’ of Vladivostok, Russia, ‘Japan Fire Festival’ of Japan, and ‘The Koreanburn Festival’ of Korea this year.

The main event of the ‘Fire in the East 2013’, held

based on the support of youth club of Vladivostok governmnet, was the International Final Fire Show Competition, participated by 27 finalists selected through first and second selection process in which 100 artists from Russia and foreign countries took part at the Avangard stadium of Vladivostok on September 13.

Following that, many audiences cheered the Galla concert, which was a fire show by celebrities from around the world on September 14.

Uvs Province- Mongolia ‘Friendship without Borders’ held

Culture Day of Kuraginskii district in Krasnoyarsk Territory, Russa was held on September 26~28 at Ulaangom city of Uvs Province. As a cultural exchange project called ‘Friendship without Borders’, it was held and was visited by 40 delegates, including head of Kuraginskii district, education director, staff of ‘Friendship without Borders’ project, student dancing group ‘ Rodaki’, and singers.

Not only ‘the day of the Ullangom city’ but also ‘Nadam’, Mongolian traditional festival, was held and it was an opportunity for visitors to know the Mongolian culture and customs. In addition, the visitors watched musical ‘Erenghure’ and traditional dancing and singing group’s perfomance.

In the event, Ulaangom city signed an exchange and cooperation agreement with Kuraginskii district and they decided to invite the children art group of Ullangom city to Kuraginskii to perform.

Zabaikalsky Territory, Russia Zabaikalsky Territory is located in the south and the northeast of Russia and its main city is Chita. Zabaikalsky covers an area of 431,900km2, accounting for 2.5 % of Russian territory. Its size is the 10th largest among the Russian Federation administration districts and it takes the third place in size following Krasnoyarsk Territory and Irkutsk Region among the Siberian Federal districts. Zabaikalsky is adjacent to the Republic of Buryatia and Iskutsk Region to the south and the northwest and borders on the Republic of Sakha and Amur to the east and the northeast. Away from 1,064km to the south, Zabaikalsky borders on China and Mongolia is located away from 863km to the southeast. As a result, Zabaikalsky is in advantageous geographical location in terms of relations with the Pacific and Northeast Asia. The population of Zabaikalsky is 1,098,800 and population density is 2.6 person/km2. More than 120 ethnic groups reside in Zabaikalsky and the population consists of Russian(89.8%), Buratia(6.1%), Tatar(less than 1%), Ukraine, and white Russian. Zabaikalsky has extreme continental climate and it is geographically located high above sea level.

Development of a Variety of Industries with Rich Natural Resources

Subsoil in Zabaikalsky is widely spread with useful minerals. There are dozens of minerals, including gold, copper, zinc, lead, steel, coal, and magnesite. Most uranium and tungsten mined in Russia are produced in Zabaikalsky. Representative large mining mountains are Nobosh-rokitansky where gold and several types of metals are buried and Greensky which produces gold and molybdenum. These regions are not only for mining but also for producing and processing industrial items.

Besides, timber industry has high potentials in the region. (the whole forest size of Zabaikalsky is 31,300,000ha). Expect for Onon-Arkunski, whole forest area of Zabaikalsky is proud of abundant timber amounts for Russian industry development and natural environment of the area consists of various and plentiful animals and plants.

1,800 types of plants, 80 types of mammals, 350 types of birds, 60 types of fishes and 500 types of vertebrates live in Zabaikalsky. To protect mountain and step region composed of unusual animals and plants, typical and unique nature environment, and tiaga, two nature protection areas and 18 areas which prohibit hunting have been designated as Alhanaei national park.

Active International Trading Activities by Building Transportation Infrastructures

One of the most promising parts in Zabaikalsky development is international trading activities. As Zabaikalsky borders on Asia Pacific nations, especially China and Mongolia, it has advantageous condition for economic cooperation. The volume of trade has recently increased more than three times and Zabaikalsky trades with 54 countries in the world. Zabaikalsky’s the largest trading partner is China as usual. The principal exports include timber and pulp products, metal and metal processed products, machine, equipment, vehicles, food, and agricultural products, and the principal imports are food and the machine products.

Its exchange and cooperation with China and Mongolia which border on Zabaikalsky will keep long-term reciprocity relationship through continuous activities. Zabaikalsky government will actively broaden geographical cooperation relationships with Asia Pacific nations.

With constructing transportation infrastructure, Chichinski airport in Zabaikalsky is located in the shortest distance connecting Europe and Northeast Asia and it has international standard runways. In addition, the total length of the railway in Zabaikalsky is 2,400km and there is railway rehabilitation project called ‘the Gate toward South’. Like this, through construction of transportation infrastructure, its development strategy for international economic activities is to attract foreign investment, effectively use foreign labor forces, improve border infrastructures, and optimize border customs work.
