Overview

1. Title (short title for your project): Teaching School Suffolk Schools’ Peer review system to strengthen leadership and improve pupil outcomes

This is a collaborative bid led by the Mid Suffolk Teaching School Alliance working with the Suffolk School to School Support Partnership, which comprises all Suffolk’s Teaching School Alliances, National Support Schools and Headteacher Associations.

We intend to develop a robust Peer to Peer Review system focussed on strengthening leadership to address widespread underachievement in Suffolk schools, particularly in relation to the outcomes for disadvantaged and SEND pupils.

Through the process of Peer Review and challenge we will develop leadership skills in schools and across schools, so impacting on student outcomes through improved staff motivation, teaching and learning and the use of evidence based interventions (see The Impact of Leadership on Student Outcomes - Christopher Day, Qing Gu, Pam Sammons 2016).

This project to be of a scale and nature to bring about sustainable improvement across all Suffolk schools and embed a strong culture of collaboration and shared accountability.

We will use External QA and scrutiny by the Suffolk School to School Partnership. We will work with other local headteacher associations to provide reciprocal arrangements (or paid external consultants) to monitor the effectiveness of our systems and processes. We have embodied the National Audit Office model to ensure value for money.

For the sum requested we will be covering 161 eligible primary schools and 24 secondary schools ensuring equity by including all eligible schools in Suffolk. In addition, all teaching school alliances in the county are involved in this bid so will all have an equitable involvement in the project and the benefits they gain from it.We have considered working with Challenge Partners but their costs would have been prohibitive (approx. £657,000 per year) and have therefore constructed a locally led approach that costs less. We believe that this will also mean that we are spending wisely and well because the long-term impact of the project will be to build a large cohort of school leaders skilled in peer review which will ensure we can embed this locally and scale it further and sustain it in a low-cost way that would just not be financially viable through other providers.

We expect the ‘Application Development Cost’ to be no more than 20% of the total cost of the application. Application Development Costs are the costs incurred in writing this application. These could include the resource used in securing providers, and administrative time spent building the application and seeking the relevant approvals.

1. Issue (max 1,500 characters) What is the issue that this intervention is aiming to solve? What are you trying to change and who will benefit? What baseline measures do you intend to improve?

The key issue is widespread underachievement in Suffolk schools, particularly in relation to the outcomes for disadvantaged and SEND pupils. More specifically, outcomes are below national average in reading, writing and mathematics (Maths is a particular problem) in 170 primary schools. In the Suffolk Secondary schools, 21 fall below the national benchmark for attainment 8 in Key Stage 4 and 29 below the EBacc national benchmark measures (out of 43 schools). Although the secondary sector shows reasonable progress at KS4 it is currently insufficient to reach National average attainment because of the low KS2 performance. English, Maths and Sciences are of particular concern.

We are trying to change outcomes for these pupils in eligible primary and secondary schools across Suffolk through strengthening leadership in schools and across schools. This project will be of a scale and nature to bring about sustainable improvement across all Suffolk schools.

These issues are highlighted in the recent Ofsted SEND report for Suffolk, Local Authority Strategy Plans and Suffolk Schools’ Ofsted reports, FFT analysis, RAISE online and School performance tables. The baseline measures we intend to improve are: Attainment 8, Progress 8 and end of Key Stage 2 outcomes, with a specific focus on disadvantaged and SEND pupils.

2. Output (max 1,500 characters) What are the planned activities and what evidence supports these as being likely to succeed? Who will deliver what and how will they be managed (please feel free to refer to your timeline in the previous section)?

Teaching Schools and National Support Schools will lead and develop head teacher peer to peer review collaboratives for primary, special/AP and secondary sectors. Each collaborative will involve 12 schools and through the peer review process, a shared action plan will be developed and have access to funds to implement evidence-based initiatives, specific their needs. Collaboratives will have external support and challenge from a trained facilitator. In total we will deliver 18 Primary, 3 Secondary and 1 Special/AP collaboratives. Funding will also support project management and co-ordination to ensure there is sufficient capacity to successfully deliver the project. We will use ‘Relational Schools’ to help evidence the impact of training. Monitoring will be undertaken by the School to School Support partnership and Head’s Associations.

Empirical research finds that successful school leadership creates conditions that support effective teaching and learning and builds capacity for professional learning and change (Hallinger & Heck 2010). Our aim is to strengthen leadership and therefore quality of teaching through joint practice development. We will follow existing models of good practice where there has been evidence of the effectiveness of this approach such as Challenge Partners, and school-led models like those in Essex, Peterborough and Hounslow. Evidence of the effectiveness of peer review models can be seen through research from the London Challenge, CfBT and Sutton Trust.

3. Short-term Outcomes (max 1,500 characters) What practices, skills, behaviours, knowledge, and of whom, do you intend to change in the short term as a result of the activities described in the output section?

The Peer review process will support and strengthen leadership skills in strategic planning, self-evaluation, monitoring, review, action planning and effective use of evidence based interventions


based on examples from EEF and others. The practice of Peer review and working in Collaborative s strengthens shared moral purpose and trust; the key elements of a school led improvement system. It will build joint practice development between leaders and facilitate this between practitioners.

As part of the Peer review process we will introduce a ‘before and after’ questionnaire for participating head teachers to analyse the impact on their own leadership behaviours. The survey questions will link to the Ofsted Framework and Head Teacher Standards and the specific improvement areas we anticipate the project most impacting on as detailed in the first paragraph of this section. We expect to see at least 80% of the surveys evidencing that the peer to peer review process has had a positive impact on the head teachers.

In the term following the initial peer to peer review cohort taking place we will also review the progress that the schools are making against the areas identified in their collaboratively developed action plans and any initial impacts being seen.

Finally, we would expect where schools are inspected by Ofsted during this project that there is some evidence of improved leadership within the school’s judgement.

4. Long-term Outcomes (max 1,500 characters) What longer term outcomes are you intending to achieve in relation to the baseline measures in your rationale, and when will they be realised? What evidence will you gather to show that the outcomes have been achieved?

By strengthening the quality of leadership across schools we will impact on pupils' outcomes and show improved standards across Suffolk in all phases. We expect to see some impact from the first 2 cohorts in the 2018 output measures and 2019 for subsequent cohorts.

By the end of the project we will see an impact on pupil outcomes at KS2 & KS4 in the project schools. This will focus on Attainment 8, Progress 8, and end of key stage 2 outcomes with a focus on disadvantaged and SEND pupils.

We also hope to see at least 90% of the collaboratives being sustained and that the practice starts to impact on the effectiveness of wider school leadership and governance.

By 2020 we expect Suffolk schools to be performing at least at National Average or better, especially for disadvantaged and SEND pupils. By strengthening the quality and leadership teaching/ learning across the eligible schools we expect to see a higher % of good/outstanding Ofsted judgements within Suffolk, especially relating to the Leadership and Outcomes judgements. We expect to be at least National Average % for Good and Outstanding schools and National Average for the % of pupils taught in Good and Outstanding schools by September 2019 and Eastern region average by 2020.

The evidence will be gathered from Ofsted judgements, Watchsted website, Performance tables and local intelligence.

Our ultimate aim is that we hope to significantly reduce the number of schools that are on our list in this application.

5. Monitoring (max 1,500 characters) How will you monitor the impact of the activity? What data and/or evidence will you collect to show that you are making progress towards the short and long-term outcomes? What sources of evidence will you use to show that changes have been made?


In the initial phase, the facilitators will hold the Collaborative to account for implementing the interventions and initiatives from their action plans and measuring their impact. Each teaching school will then report to School to School Support Partnership on their Collaborative s impact. The School to School Support Partnership will then decide if any additional support or actions are needed to strengthen progress towards improved outcomes.

We will ensure that we are monitoring the impact of the peer to peer review process with head teachers through before and after surveys to ensure that it is having a positive impact. The surveys may also identify any improvements we need to make to the delivery of the project for subsequent cohorts.

We would also wish to work closely with the RSC and take note of their evidence from visits and comments from Ofsted reports or HMI visits.

To ensure that we have high quality provision we will work with other local headteacher associations with experience of peer to peer review processes to provide reciprocal arrangements (or paid external consultants) for the monitoring of the effectiveness of our systems and processes. This will be via visits and random sampling of action plans and face to face interviews with participating headteachers.

Our longer-term aims will be measured in improved outputs, measured by achievement and progress data in the school performance tables and by the improved Ofsted outcomes over time.

6. Risks/Barriers to success (max 1,500 characters) What are the biggest risks to success and how will these be mitigated?

7. Sustainability (max 1,500 characters) In what ways do the activities in this application ensure that the desired improvements will be sustained following completion of the programme?

Sustainability is at the heart of this project because its scale and locally led nature mean that we will significantly increase the skills, expertise and capacity of school leadership in the county and therefore be able to embed this practice in such a way that it does not fail just because a handful of people leave the profession or move away. It is also a significantly cheaper approach than other


similar options on the market meaning that in the long term it is realistic to expect each collaborative to continue in the long term from their own school budgets once the model is proven locally and schools can see its impact.

After the completion of our initial phases we will have trained over 185 Headteachers in the process of Peer to Peer review, collaborative action planning and joint practice development. We will have built a much-improved leadership capacity and expertise, which we feel can be used for facilitation and challenge in the wider Suffolk context. It will also will remove the need for high cost facilitation and training for future cohorts. The Teaching Schools’ Alliances are fully engaged with this project and work together with the headteachers’ organisations as part of the School to School Support Partnership who will continue to provide long term support for this project. This provides a co-ordinated approach to school improvement in a school led system using existing strengths and expertise.

8. Scalability (max 1,500 characters) If the proposed programme outlined in this application were to be funded, what do you think are possible ways that the proposed intervention could be taken to scale?

This project is already an ambitious, large-scale project and having established the Peer to Peer review model we can extend this to all Suffolk schools over time using the internal capacity we have developed from the first phases. With the support of the Teaching Schools’ Alliances and headteacher organisations, (who can provide some coordination and management support), the school to School Support Partnership can identify further school improvement initiatives and bid for funding under the existing arrangements.

We want this project to be of a scale and nature to bring about sustainable improvement across all Suffolk schools but it could also form the basis of a regional approach to bring about wider joint practice development. We also feel that this project is unique in the scale of primary involvement which could be a model for other areas to follow.

9. Capacity and capability (max 1,500 characters) Please state how you and your providers (identified earlier in this application) are suited to delivering this programme of work. We are particularly looking for evidence of previous successful delivery of activities of a similar scale and theme.

We have 11 well-established successful Teaching School Alliances and other Collaborative groups as well as many new 3 TSAs working in Suffolk. Collectively, these groups have wide experience of delivering leadership development and supporting specific schools or groups of schools. All this expertise now comes together in the Suffolk School to School Support Partnership, supported by the headteacher organisations’ professional officers. This combination of collective expertise and moral purpose provides a dynamic school-led improvement model which is clearly focussed on local needs. We will be able to fully utilise the expertise of NLEs, LLEs and SLEs to support the Collaboratives and help with facilitation. We also will use the expertise and knowledge of other Headteacher groups in surrounding counties e.g. Peterborough, Essex and Cambridgeshire secondary schools.

As this model is designed to strengthen leadership, we will be adding to our capacity as we move through project.
