I am pleased to submit my application to serve as board secretary of NCJFCJ. I

hope to be appointed to serve a second term on the board in July. My resume is

attached. As you know, I retired from the bench in January. I loved being a judge, but

wanted to expand my work on policy issues related to children and families. Being part

of the leadership of NCJFCJ will allow me to do more to support the organization and

the good work we do on behalf of the people we serve, and to work on increasing

membership and improving sustainability in meaningful and lasting ways.

Being part of this board has been a privilege, providing opportunities to grow, to

train others, and to form relationships and friendships with judges around the country. I

have learned much from those colleagues. I would like to work to continue and expand

NCJFCJ’s leadership and collaboration around the country, and to build membership

and sustainability.

I appreciate your consideration of my application, and the possibility of being able

to be part of NCJFCJ’s leadership team.

Judge Mack has devoted her entire working career to public service in both government

and the nonprofit sector. She received her B.A. from Boston University. In 1972 she co-founded the

Environmental Policy Center, a national environmental organization based in Washington, D.C. where she was director of oil, gas, and energy programs. She managed the Center's legislative work and research on oil and gas development, deep water ports, tanker safety, energy facility siting and coastal zone management. She drafted legislation, testified before congress, and organized grassroots coalitions.

In 1972-73, she taught seminars on environmental and energy issues at Harvard’s JFK

Institute of Politics. In 1981 she taught a seminar at the Institute for Policy Studies on Natural Resources and Social Justice.

She was appointed Deputy Under Secretary of the U.S. Department of Interior in the Carter Administration, where she served under Secretary Cecil Andrus. There, she initiated the first negotiations in the 50-year history of Nevada water rights litigation, and coordinated a Presidential Task Force on policies toward the U.S. Territories, the first comprehensive inter-agency examination of territorial programs and responsibilities. She represented the Department at congressional hearings and as a speaker before such groups as the Natural Resources Section of the American Bar Association, the International Association of Petroleum Engineers, the International Association of Petroleum Investment Analysts, and the Urban League of Denver. Judge Mack has given guest lectures at Yale Divinity School (on natural resources and social justice), University of Wyoming (on the role of science in federal decision-making), Stanford University School of Business (on corporate responsibility at a symposium on Corporations and the Environment, 1980 - published), and Princeton University, among others. Following graduation from the University of Washington Law School in 1986, she began her legal career as a Deputy Prosecuting Attorney in King County, Washington. During more than 20 years as a prosecutor, she tried nearly every type of case, from misdemeanors to sex crimes, domestic violence, and aggravated murder. She spent more than 11 years in the Fraud Division, investigating and prosecuting complex organized criminal activity and complex civil forfeitures. She has briefed and argued multiple appeals before the Court of Appeals and the Washington Supreme Court. She wrote an amicus brief to the U.S. Supreme Court on Double Jeopardy on behalf of Washington's 39 counties, and authored a Seattle University Law Review article on the same subject. She also worked in Drug Diversion Court, a program that offers nonviolent offenders rigorous treatment as an alternative to incarceration for drug crimes and property crimes motivated by addiction.

Before becoming a judge, Judge Mack also worked with nonprofit organizations devoted to helping children. She served on and chaired the board of Children’s Trust Foundation, a nonprofit organization dedicated to preventing child abuse and neglect, and served on and chaired the board of Lawyers Helping Hungry Children.

JUDICIAL WORK

Judge Mack was elected to the King County Superior Court, Washington’s court of

general jurisdiction, in 2008. She has presided over felony criminal trials and a wide range of civil cases including construction, contract, medical malpractice, personal injury, complex commercial cases, and family law cases.

While serving on Juvenile Court for 4 years, Judge Mack convened, and for 5 years

chaired the King County Task Force on Commercially Sexually Exploited Children (CSEC). The mission of the Task Force is to ensure the safety and support of CSEC and to prevent further exploitation. With broad community partnerships and support, the Task Force trains those who may come in contact with exploited children to recognize and identify them. It ensures that each child has access to an advocate. It provides and coordinates trauma-responsive services specific to each child through multidisciplinary teams where appropriate, and provides continuing training to and communication among community partners. The Task Force, with its partners, also collects and evaluates data and outcomes in order to establish best practices. The Task Force, together with some of its partners, applied for, received, and manages a five-year federal grant to provide outreach and services to CSEC who have had contact with the child welfare system, and to evaluate outcomes in order to establish best practices.

Judge Mack regularly presents on judicial issues related to trauma, child sex trafficking,

and ethics. Those presentations (in addition to the NCJFCJ presentations below) have included the following: National Judicial College, National Association of Women Judges (human trafficking ethics issues), Oregon Juvenile Judges, Pacific Coast Labor and Employment Law Conference, Washington Court Administrators, and she has testified before her county council and state legislative committees on juvenile justice issues.

In 2017 Judge Mack received the Washington Women Lawyers Vanguard Award.

WASHINGTON SUPERIOR COURT JUDGES ASSOCIATION

Judge Mack serves on the Washington Superior Court Judges Association (SCJA) Family and Juvenile Law Committee (FJLC), and the FJLC Legislative Committee. In 2016 she was involved in seeking and achieving passage of juvenile offender mental health legislation. She serves on the steering committee of the Court Improvement Program (CIP), having been appointed by the Washington Supreme Court’s Chief Justice. On behalf of the State CIP she attended the White House Convening on Child Sex Trafficking in 2015. She has also served on the SCJA Ethics Committee, among others. She has presented on the issues of trauma and child sex trafficking at 2 statewide SCJA conferences.

NCJFCJ SERVICE

Judge Mack is completing her first term on the board of the NCJFCJ. She has been involved in NCJFCJ's Legislative Committee since 2014, participating in Days on the Hill for several years. Last year she chaired the Governance Committee, and she is currently vice chair of the Child Welfare and Juvenile Law Advisory Committee. She attends the CJJ and annual meetings regularly, as she has since before her board appointment. She has been on the faculty of several National Judicial Institutes on Domestic Child Sex Trafficking, in 2014, 2015, and 2016, and participated in the NCJFCJ’s DCST Court-Based Implementation Strategies meeting in D.C. She presented at the annual meetings in Monterey and Denver. In October, 2018, she trained the Montana Superior Court Judges on DCST on behalf of NCJFCJ.

Judge Mack serves as the NCJFCJ representative to the Global Advisory Committee, an

advisory committee to the U.S. Attorney General on information sharing among federal, state, and tribal governments and agencies. She is on the GAC’s executive steering committee, and is a member of the current Task Team working on a white paper on meth and other drugs now associated with the opioid crisis.

I have given a great deal of deliberation to this application, and hope I bring a unique cross-section of skills and attributes to the table. I am located in Reno, and if elected as Treasurer I intend to give full attention to the budget and financial circumstances of the Council. I’m a strong believer that if one offers a criticism of a situation, as I have over our budgetary issues, one is responsible to then work toward solutions.
