1. Introduction. The alliance agreed upon to implement the NATO MISSION IRAQ (NMI) during the NATO Summit in Brussels in July 2018. Subsequently, NMI was established in October 2018 as a non-combat training and capacity building mission.

2. Purpose. The purpose of this letter is to inform TCNs about the NMI PDT 19-2; and to seek their nomination as the Training Audience (TA). The NMI PDT 19-2 will be held 1- 10 OCTOBER 2019 at the NATO Joint Force Training Center (JFTC) in Bydgoszcz and will serve as a NATO-led training for the upcoming rotation (ROTO 2) deploying to Iraq to fill NMI positions from NOV 19 onwards. The aim is to educate the TA in the specifics of the mission, provide an initial phase of the Handover 1 Takeover process for staff and advisors and to foster team building. It will offer both academic and practical engagement and will also integrate the participation of members of the Iraq Defense Forces (lOF) as Subject Matter Experts (SME).

3. Attendance. The NMI PDT is mandatory for all Crisis Establishment (CE) positions, selected Combined Joint Statement of Requirements (CJSOR) personnel and Voluntary National Contributions (VNC) according to ANNEX E. Additionally, the Mission Specific Training (PDT days 1-4) is open and recommended to all future NMI personnel OR-5 and above. This includes both military and civilian personnel. Furthermore, the internet-based Joint Advanced Distributed Learning (JADL) NMI Basic online course is mandatory for every future NMI member.

4. Registration. All personnel attending NMI PDT 19-2 in Bydgoszcz must register on the JFTC web portal (https:llevents.jftc.nato.int, see ANNEX B). Registration opens NL T 1 AUGUST 2019 and closes 17 SEPTEMBER 2019. Attendees should report for in processing at JFTC 0800-2000 on 30 SEP 19. In-processing on 1 OCTOBER 2019 is not available. Departure will be 11 OCTOBER 2019 as detailed in ANNEX A.

5. Preparation. The NMI PDT is conducted in English. Participants must, therefore, comply with English SLP 3322 (Listening, Speaking, Reading and Writing). It is mandatory for all personnel deploying to NMI to complete the JADL online courses. Annex 0 provides further details on JADL specifics.

1. Instructions for Training Control (TCON) and Subject Matter Experts (SMEs).

a. Travel dates/In-Processing. All TCON members and SMEs must report for work on 30 SEPTEMBER 2019 0800 (In-Processing) and can depart on 11 OCTOBER 2019 (10 OCTOBER 2019 no earlier than 1600 from Bydgoszcz). Selected TCON / SMEs may have to report earlier or later than 30 SEPTEMBER 2019.

b. Registration. All participants must complete electronic registration at: https://events.jftc.nato.int. For registration instructions see Appendix 1. Registration will be open 1 AUGUST 2019 and should be completed no later than 17 SEPTEMBER 2019.

2. Instructions for Training Audience (TA).

a. Individuals need to provide their Crisis Establishment (CE) number (e.g. NTI GXX 0010) or CJSOR number during the registration process according to ANNEX E.

JFTC REGISTRATION INSTRUCTIONS

1. For new participants at the JFTC, who did not have an account previously and never registered for JFTC Events:

a. Go to https://events.jftc.nato.int. Click on the "create new account" button, and provide your personal data and password in JFTC data base.

b. Once you are done with filling in the form, answer 'captcha', and then click the "Create new account" button.

c. You will be directly logged into the system, and it will direct you to the homepage.

d. At the homepage choose the specific TRAINING EVENT you wish to attend, e.g.: NMI PDT 19-2.

e. Select "click here to register" button, confirm/update your personal data if the system asks you to, and fill in all the requested details concerning your arrival.

f. Do not forget to include your CE NUMBER/POSITION/JOB TITLE.

g. Save your data.

h. An event manager will receive your data and will proceed with manning positioning, and accommodation and transportation data.

i. In case you forget your password, please click on the "request new password" or contact your event manager (details in the description of each event).

2. For participants who have an account, and have previously signed up to the JFTC:

a. Go to https://events.jftc.nato.int.

b. Choose the event you wish to attend.

c. Click on "log in to register for an event".

d. Use your username and password and put it into the appropriate boxes on the screen.

e. At the events page click "click here to register", or "click here to change your registration" .

f. Fill in all the requested details concerning your arrival to the TE.

ANNEX C TO JFCNP/J7/TREXIMN/19-01778 DATED JUNE 2019

JFTC Admin Instructions

1. Introduction. NATO MISSION IRAQ PRE-DEPLOYMENT TRAINING (NMI PDT) 19-2 will take place in building 5 of the JFTC (main building on the compound), located at Szubinska 2, 85-915 Bydgoszcz, Poland. In-processing will be conducted on 30 SEPTEMBER 2019 0800 - 2000. Signs in the JFTC compound will direct participants to the in-processing area.

2. Registration. All participants must complete electronic registration at: https://events.jftc.nato.int. For registration instructions see ANNEX B. Registration will be open 1 AUGUST 2019 and should be completed no later than 17 SEPTEMBER 2019.

3. Documents. All attendees must hand carry copies of the following documents to the TE for inprocessing:

a. Travel order - a XEROX-paper copy to be handed over during the in-processing;

b. NATO or national military ID card;

c. Security Clearance or AMIS card.

4. Security. The following security measures are to be met:

a. Security clearance must be NATO Secret or National Secret. Your security clearance can either be an individual security clearance or a list, where the security officer of the organization certifies that all listed personnel are NATO Secret / National Secret.

b. US personnel: JFTC does not use the JPAS system. Instead, upload the printable form that JPAS produces showing your Security Clearance level to the JFTC registration page. Or upload a security clearance memo (stating your current clearance level) signed by your Command security manager to the registration website or hand carry your security clearance memo/JPAS printout to the JFTC in-processing desk.

c. Personnel external to NATO must attach their security clearance to the registration form online or send a copy of their national security clearance to the JFTC Security Branch, not later than 29 SEPTEMBER 2019. Email to: [email protected] or via fax at +48-(0)52-378-1579.

d. Security documents must be in accordance with directive C-M (2002) 49, 60 and AC/35-D/2001, 2002 and directive AD 70-1, part III.

e. Private communication or storage devices (mobile phones, laptops and cameras) are not allowed in the training area. Storage lockers will be provided at the entrance of the training area.

f. Official storage devices and laptops must be scanned by the JFTC Information Security Officer and be registered by the JFTC Central Registry.

g. Classified materials must be handed in to the JFTC Central Registry during in processing for storage. Uploading of classified materials must be requested through the JFTC Central Registry.

h. Weapons should not be brought to JFTC. Attendees who must bring their weapons, due to deployment schedule, must inform the Real Life Support Coordinator in advance. JFTC will provide attendees with proper and secure weapons storage. Be aware it is nearly impossible to fly commercial in Europe with weapons.

5. Real Life Support.

a. Timings. The JFTC provides Real Life Support from 30 SEPTEMBER 2019. Participants arriving in Poland earlier than 30 SEPTEMBER 2019 or departing from Poland later than 11 OCTOBER 2019 will not be supported with accommodation, dining or transportation without prior coordination.

b. Accommodation. TCON and TA members will be accommodated in local hotels and military lodging located at Polish military complex 1 km away from the JFTC. Booking is done by the JFTC as a block arrangement. JFTC RLS team is responsible for allocating participants to their accommodation. Participants need to register for the training event as soon as possible to ensure a room. Once a participant registers for the training event with all requested information, he/she will receive an unclassified email with accommodation information not later than 20 SEPTEMBER 2019. Confirmation/cancellation of the room is then the participant's responsibility. Payment for the rooms used at the local hotels can be done cash or credit card, only in Polish currency, before check out. Payment for the rooms used in the military lodging can be done cash or credit card, only in Polish currency, directly at the arrival to the military lodging. There are no refunds for the paid rooms at the military lodging in case of an earlier departure. If an individual does not confirm the room (either at the local hotels or at the military lodging), the room will not be guaranteed and booking can be cancelled by the accommodation place.

(1) Local hotels. Price for one night varies between 203 to 370 PLN sgl rooms and includes breakfast.

(2) Military accommodation. Military lodging is a barracks hall consisting of 17 four men rooms equipped with linen and 2 lavatories attached to each room. Each bed is 22/26/35 PLN per night. Breakfast will be provided in JFTC at extra cost.

c. Dining. Paying for meals is the responsibility of the participant. The payment can be done only cash or credit card, only in Polish currency. Participants wishing to eat meals during each training day at the JFTC training site have to pay for the entire training period during in-processing. There is no Pay As You Go service/purchase of meals on a daily basis available at the JFTC. If a participant chooses to pre-pay for meals, there will be no reimbursement for missed meals. Reimbursement is given only for those leaving prior to the end of the training event due to an emergency. The refund is being given with a 48hrs notice. Meal rates are as follows:

(1) Breakfast: 15PLN (-3.5EUR) - available for participants staying at military lodging

(2) Lunch: 20PLN (-5.0EUR);

(3) Coffee, Tea and water during the event: 10PLN per day (-2.5EUR) - obligatory.

Payments in cash (Polish Zloty, PLN) or by credit card only!

d. Transportation. The main arrival transport date is 30 SEPTEMBER 2019. The transportation meeting point can be found at the information stand on the ground level of selected airports identified below. JFTC will provide a pick-up service at the airports, pending on the availability of the transport modes.

US personnel: Training audience arriving from the US should attempt to fly into Bydgoszcz local airport. If flights are unavailable, Gdansk airport is the closest international airport to Bydgoszcz with multiple flight options.

(1) Pick up/shuttle service from and to the Gdansk and Poznan Airports is only for groups (minimum 5 people and that means that one may have to wait for others to arrive in order to provide the transportation for min 5 pax).

(2) Pick up/shuttle service from and to the Warsaw Airport is only for Trans-Atlantic flights and flights from and to the theatre and may be arranged only via direct coordination with the JFTC Real Life Support Point of Contact.

(3) Pick up/shuttle service from and to the Bydgoszcz Airport is for both groups and individuals.

(4) Pick up/shuttle service from and to the Bydgoszcz Railway Station may be arranged only via direct coordination with the JFTC Real Life Support Point of Contact.

(5) Participants requesting arrival transportation support will receive an unclassified email with transportation options not later than 20 SEPTEMBER 2019 (provided all necessary transportation information has been received from the requesting participant). The necessary data is being pulled out of the registration portal only.

(6) Departure. The JFTC will provide a departure service to the airports pending on the availability of the transport modes. Participants will be informed about departure transportation options during the training event. The fact that the JFTC could provide support with the arrival transportation does not necessarily mean that it will have means and capabilities to provide the departure transport. Participants departing before 0930 hrs on 05 OCTOBER or 11 OCTOBER 2019 from cities other than Bydgoszcz will be offered transportation in accordance with paragraph 5.d.(1) and 5.d.(2) the evening before. Participants are responsible for arranging their own accommodation for the night; however the Real Life Support team may be of assistance.

(7) Transportation to/from Hotel to JFTC: A bus will pick up training members each morning at a point outside of their respective pre-booked hotels. Bus schedule and

pick up point is available at each pre-booked hotel's front desk. Bus will return training audience members to these same hotels at the conclusion of each training day.

e. Dress code. Uniform of the day (BOU) for military personnel (no battle gear such as a helmet is needed as this is a classroom training only). Civilian personnel should wear appropriate attire. Military personnel should bring casual civilian clothes for afterhours leisure time and planned team building activities.

f. Parking. Parking for duty cars and privately owned vehicles is not available adjacent to the JFTC. Temporary parking permits, if necessary, will be provided during in processing.

g. Medical Support.

(1) Basic medical support. Basic medical support (not including dental) is available at the JFTC compound free of charge during weekdays and working hours. Extra medical support may be charged at the JFTC medical point.

(2) Specialist treatment. Specialist treatment is available at private clinics and/or at the f Oth Military and Civilian Hospitals but this is not free of charge. Usually, these treatments must be paid at the time of service at the clinic or hospital. It is recommended to have medical or travel insurance to cover unforeseen medical and dental issues during the event. For the treatment provided by the Hospitals it may be sufficient enough to have European Health Insurance Card (EHIC) or its military equivalent.

h. Gym facilities. Gym facilities are not available in the JFTC compound. The booklet provided to participants at the in-processing discusses the available gym options in Bydgoszcz.

i. Duty free. A duty free shop is available in the JFTC compound. Products offered there are rationed and its purchase requires a ration card. The card will be issued to the entitled personnel during in-processing only after handing over the XEROX copy of their NATO or NATIONAL TRAVEL ORDER. No copy, no card.

j. Laundry facilities. Laundry facilities are not available at the JFTC. There are laundry services available at hotels or in large super-markets near the JFTC.

k. Internet. An internet café is available within the training facility. Most hotels offer free internet.

1. To access courses, you must register for an account. Please follow these instructions.

2. In a web browser, type in: https:/Ijadl.act.nato.int to display the JADL homepage.

3. For optimal experience, use the Microsoft Edge browser and/or the Google Chrome browser.

4. On the JADL homepage, click Create Account.

5. Complete the registration form by filling in all required fields, which are marked with a red asterisk. You may need to scroll down to access the entire form.

6. Input your desired user name and retain them for later use.

7. Please use an official email address when registering.

8. Accept User Agreement by clicking in the checkbox.

10. Once email notification of account activation is received, return to https://jadl.act.nato.intl and go to JADL Login button.

11. Type your user name and the password you were provided and click the Login button. You will have an opportunity to change your password once logged in to the system. Information on how to do this is provided below.

12. The first time you log in, you should change your system generated password .To change your password, do the following:

a) In the upper right corner, select the down arrow next to your account icon, select Settings link.

b) Select Password option link.

c) Complete required information and select Save.

d) If you forgot your password, select Forgot your password? Link from Login page.

13. Course Registration - On the JADL home page, log in with your username and password. When your personal JADL page opens, the Personal Desktop tab is active. The first time you access this page, there will be no courses listed under My Memberships. You must use the Courses tab to sign up for any course you would like to take.

To access a course, select the Courses tab, then select Courses - Home from the dropdown menu.

Your screen will look similar to the one displayed here. On the right side, the Categories panel displays all course categories. In the upper right hand corner, an icon of a magnifying glass (.) is displayed for course searches by title. When using the magnifying glass to search, please search only for the number (do not enter the ADL part), then select the icon that looks like a blackboard (" ).

a) Locate and select the category title called NATO Pre-Deployment Training. You may have to 'drill down' several levels before you reach the list of courses for which you are looking.

b) Select from the list NMI Pre-Deployment Training. The displayed list will have dropdown menu depicted by a down arrow located at the right of each course line.
