Safirulla (IAS) – District Collector, Ernakulam & Chairman, District Disaster Management Authority A young, vibrant and dynamic leader, he has achieved many milestones in his career. He was recently awarded the 6th JRD Tata Memorial Award for Ernakulam district, for its exemplary activities in the health sector. Dr. Vanisree Ramanathan (Associate Prof., Head of School of Ethics, Governance, Culture & Social System- Chinmaya University) Dr. Vanisree Ramanathan has 14 years of teaching, research and advocacy experience and her research areas include Public policy, Human Rights, Good Governance, Social Philosophy and Public Health. Mr. P Mohanadas (Member, Kerala State Human Rights Commission) He has been District and Session Judge at Thodupuzha, Kollam and Thrissur as well as Judge, Family Court, Ernakulam. He has also served as Secretary, KELSA and Additional Registrar, Kerala Lok Ayukta. Dr. Anna Varghese Puthuran She holds a PhD in Criminal Law from the University of Warwick, UK. Kerala was at the receiving end of unprecedented rainfall last August which resulted in loss of around 500 human lives and paralysed the State for weeks. A joint assessment conducted by World Bank and Asian Development Bank has estimated the damages around Rs. 25,000 Crore. The State economy is yet to recover from the damage caused and the process of rebuilding the State is on track. This event raises the question as to how competent and coordinated are we in facing natural disasters especially considering the fact that India is a multi-hazard vulnerable nation due to its physiographic and climatic conditions.

Risk reduction and rehabilitation are two commonly discussed topics under Disaster Management. However human rights based approach to Disaster Management is also necessary considering the fact that almost every disaster raises issues of unequal access to aid and discrimination based on financial capacity or social status. Along with national and international legal frame work relating to Disaster Management, the institutional structure for coordinating various activities and division of responsibilities among them needs to be relooked. The discussion will focus on the 5 themes outlined below:

- Origin and development of the concept of Disaster Management

- Review of the national legal regime and applicable international law

- Natural Disaster – India experience-Case Studies

- Human Rights based approaches to Disaster Management - Right to Life, Right against Non Discrimination, Right to Health and Right to

Information during periods of natural disaster- Minimum Core Obligations during Disaster

- National Disaster Management Policy Review - Early Warning Systems - Capacity building and preparation- Role of institutions like Meteorology Dept, CWC and Dam Safety Authority etc

- Role of National and State Disaster Management Authorities- Role of National Disaster Response Force- Role of Armed Forces, NGOs, Civil Societies and International Actors- Role of institutions like meteorological department and National Dam

We cordially invite academicians, researchers, lawyers and students to submit their research papers on the themes, sub themes and allied topics. Only one co-author is permitted. The co-author is also required to pay registration charges. Research papers shall be subject to the approval of Editorial Board for inclusion in the seminar proceedings. All research papers shall be subject to scrutiny of anti-plagiarism software.

Only selected abstracts will be permitted for submission as a full paper and for presentation at the Seminar. After selection of abstracts, the same shall be intimated.

Participants who intend to present their research papers in the seminar are required to submit the abstract of their paper before 15 February 2019 through e-mail. The word limit for abstract is 300 – 350 words. The abstract should contain:

- The issues raised in the research paper;

- The category/theme under the paper to be presented; and

- A brief profile of the author including e-mail ID, contact number and official address.

The word limit for the Research Paper is 2500-3500 words (maximum) (excluding footnotes). It must be typed in Times New Roman Font Size 12 on A4 size paper with 1” margin on all sides with 1.5 line spacing. Footnotes should follow uniform style of citation. Citation according to Standard Indian Legal Citation (SILC) style is encouraged.
