1. Introduction

National Informatics Centre (NIC) is a premiere S&T organization of the Government of India in the field of Informatics Services and Information Technology (IT). NIC has established a nationwide ICT Network – NICNET – with gateway nodes in Central Government Departments, 35 State/UT Secretariats, and in almost all 602 District Collectorates, for IT services. NIC District Center established in Morena District in January 1989 and NIC District Centre providing effective ICT support to the District administration and Judiciary administration of the District Morena.

The following sections describe the various major activities at NIC, Morena during the last one year.

2. Infrastructure of DIC Morena

3.2 Complaint Monitoring System (CMS)

v Complaint Monitoring System is a window based, menu driven Application, aimed at empowering the monitoring of Complaints Received from citizens v The Application is developed in V.B. 6.0 platform & MS­ACCESS 2000 as back end v DVB­TTSurekhEN font is being used for Data Entry screens, Query and Reports. v The Application is operational since the month of May 2004 v Total number of records entered & processed by the user during the year are “2293”

3.4 Labor Data Management Information System (LDMIS)

v Labor Data Management Information System is a window based, menu driven Application, aimed at empowering the monitoring of Laborer data of beneficiaries of Urban and Rural areas of the district. v The Application is designed, developed in .NET as front end tool & SQL­ SERVER 2005 as back end v KritiDev 010 font is being used for Data Entry screens, Query and Reports. v Block wise, Beneficiaries wise reports can be generated for monitoring purpose v The Application was implemented and operational since August 2010 v Total number of “21510” records entered & processed by user till Dec. 2012.

5. QMS – Implementation at Morena

As per the Quality Management Policy ( QMS) of NIC our center has already taken all the necessary steps for effective implementaion of QMS.

6. Web Site development & Updation

NIC Morena has updated the district website for necessary changes on time to time. The following web sites developed and updated by NIC Morena as and when required :

• Successfully reconfigured VPN account & installed FTP client software at Zila Panchayat, Govt.Polytechnic College & DIET for updating their websites.

7. E­mail / Internet Connectivity provided

l So far “61” users of Government Departments are using E­Mail facility under NICNET domain to access E­mail account.

l State of the art 34 MBPS leased line and router base connectivity has been provided to users for fast and hazel free E­mail / Internet access.

l Extension of 34 MBPS Leased line, round the clock provided to:

• Head Post Office, Morena

• Divisional Forest Office, Morena

l Extended 2 LAN nodes in Collectorate Local Area Network. Total 32 Nodes operational under NICNET­LAN at Morena.

Successfully organized District level training on “SMS based PBMS for Poll Day Operations” to RO(6),ARO(12),Sector Officers(142), Asst. e­ Governance Managers(7), Communication team in presence of DEO at Collectorate Conference Hall.

Operational Training on SMS based PBMS imparted to Polling Personnel (5792) and BLOs (1316) covering 7100+ employees

Successfully imparted 2 operational Training session on SSSM portal http://sssm.nic.in to Rojgar Sahayak(16),CEOs Janpad(7), CMOs(8), Asst. e­Governance Managers(7) , JSO (8), ASO and DSO in presence of Nodal Officer at Morena.

l Assembly Election 2013 :­ Implemented PPFRS for Assembly Elections 2013 for 6 Assembly Segments of Morena District. Employee data of 12179 of 300 offices entered and Checklist of Department wise Employee list, DEO and RO level Randomization of Polling Personnel, Police Personnel, EVM and Counting Personnel in presence of Observers, List for Training I and II, Duty orders of Polling Personnel, Decoded list of Polling party corresponding to Polling Station etc for 1448 parties using PPFRS s/w. Crystal reports created and generated as per local needs, Nomination process and upload of Candidate Affidavit in NIC and ECI URLs D02 and D03 in Genesys application, PBMS­ Polling Booth Management System for online SMS on day of Poll , GENESYS – CEOMP Round wise Results and Trends, Table wise/Polling Booth wise Form­20 for each round for all 6 Assembly segments and its uploading into CEOMP website on day of counting and other formats of ECI etc. Successfully implemented live web casting at 65 Polling Station to view Poll day activity in 6 ACs of Morena and provided link on home page of District website as per ECI directions (It was done first time in M.P.). Attended VC sessions of ECI and CEOMP training cum demo on various Election related applications. Downloaded EVM Tracking Software from ECI web site and implemented. Also downloaded Trend and Result Application from ECI website for Result transmission. Round the clock ICT support to complete the task related to Assembly Elections 2013 process within time limit (without availing any holiday during the period from 25­9­13 to 10.12.2013). Appreciation letter received from DEO Morena.

l E­uparjan 2013­14 : District level User Manual provided to users. Downloaded e­Procurement s/w setup and Runner module from FTPMP and installed in 52 Laptop of e­Procurement centres of District. Imparted software training to DEO, Runner and Society Manager users of 52 e­Procurement Centres at Govt.Polytechnic College Morena. Demonstration of 2nd Phase Data, Society New.exe and Compact Repair DB.exe and Runner 4.1 to Data Entry Operators, Runner at NIC Morena. The hands on session done by them using the laptop procured by Societies for wheat procurement during the training. Technical support and troubleshooting for e­Uparjan MIS. Visited various procurement centre under e­Uparjan project for the implementation, technical support and timely data transmission. ICT support for Finalization of e­uparjan project, database backup, final database uploaded and generated reports for societies. eUparjan 2013­14 project feedback sent to MPSC.

l SSSM Portal : Successfully implemented http://sssm.nic.in portal by creating user id/password for Local bodies for entry of individual family and its members, FCS module and downloading of PDF file of family data for verification of 4.5 lakhs family of district and provided softcopy for its printing. Created user id and password of SDOs for verification of SC/ST caste certificate and Pension Schemes data. Attended various VC sessions on SSSM.

l SEC­CENSUS 2011 :­ Extended complete ICT Support to District Administration for Computerization of SEC­CENSUS­2011 project. Successfully Implemented and completed the project at District Morena of online application ( https://sec­census.nic.in).

l AGMARKNET :­ Successfully implemented/reinstalled AGMARKNET s/w in 07 KUMS of Morena for Daily Market Rate transmission in AGMARKNET portal. Monthly Status of Daily Market Rate put up to DM. Reinstallation of AGMARKNET s/w on KUMS, Joura m/c.

l Lok Seva :­ Implementation support for online Lokseva portal http://lokseva.gov.in/ and http://mid.mp.nic.in/mplokseva to users as and when needed. Configuration of Digital Signature Certificate for District Manager and other officials

l NADRS :­ Successfully Coordinated & support for implementation of NADRS project at 7 Blocks and District Veterinary Office. Updating status in NICMP website for hardware & VPNoBB. H/w related problems conveyed to HCL as per procedure.(http://mpsc.mp.nic.in/nadrsmon/nadrs/default.aspx )

l LRMS : Implementation and support for Bhu­abhilekh(CLRMPV4R3) and BHUNAKSHA s/w at all Tehsil machines of District. Reinstalled CLRV4R3 in Joura and Morena Tehsil m/c. Backup restored also Yearend done. Downloaded Land Conversion Track Utility from FTPMP server and

Training Program on ‘SSSM2013 Portal’ on 18 th January 2013 at 11:00AM to 12:30 PM, held at Zila Panchayat Meeting Hall Morena for Data Entry Operators, Rojgar Sahayak, Assistant eGovernance Manager of District Morena (M.P.) On the request of Social Justice, Panchayat &Rural Development, MP, NIC Madhya Pradesh State Center, Bhopal conceptualized, designed and developed “SAMAGRA Portal 2013 Application” – in consultation with Samagra Social Security Mission. The product is an effective, efficient and transparent system for monitoring the Baseline survey data, its entry charge center wise for Rural and Urban Area. An online module namely, Integrated Social Security Mission (Mukhya Mantri Samajik Suraksha Karyakram) developed to get consolidate reports on Baseline Survey Data at State, District and Other user level.

Subsequently Zila Panchayat Morena and District Integrated IT Team Morena conducted Training Program on ‘SSSM portal’ on 18 th January’ 2013 held at Zila Panchayat Meeting Hall Morena for Data Entry Operators, Rojgar Sahayak and Assistant eGovernance Manager of District Morena (M.P.) Dr. Vijay Dubey, Project Officer, Zila Panchayat Morena welcomed the gathering and emphasized an urgent need of this application to monitor and systematized the entry of Baseline Survey Data as per the guideline issued by Integrated Social Security Mission, Social Justice, Panchayat & Rural Development, Govt. of M.P.

In Morena District, there are 15 Urban/Rural centers spread in 7 Block. Operational training imparted by NIC Morena from 11:00 AM to 12:30 PM on online Data Management System module. It was attended by 39 participants including PO, APO, Data Entry Operators, Rojgar Sahayak, Assistant eGovernance Manager. DIO NIC Morena, Dilip Shitoley imparted the training for timely and effective implementation and its completion of task. He also explained the objective and scope of the Integrated Social Security Mission 2013 application. The Data Management System and Password Management System explained to all participants and Do’s and Don’t ’s.

The application demonstrated to the participants in detail with the help of Sh. Ramkinkar Sharma, District eGovernance Manager and Sh.Vishal Ramdohkar, of NIC Morena. The online Data entry of Family Data Sheet and Member Data sheet application demonstrated. The data input formats and procedure to capture data were explained to the participants and soft copy of user manual also provided to data entry operators, Rojgar Sahayak. Hands on training imparted to the Data Entry Operators and Rojgar sahayak of the district at NIC Morena. The user id and Password created and provided to Operators.

The DIO clarified the doubts raised by the participants and gave necessary guidelines for data entry of Family Data Sheet and Member Data Sheet and its updation. The details like name, mobile number etc of District and Block IT Team provided to the participants. District Administration appreciated the efforts of District IT team. The training program ended with concluding remarks and thanks by Sh.Pradeep Bhadoriya, APO, Zila Panchayat, Morena.

One Day Training Program on ‘e­Uparjan–2013­14 Software for Farmer Registration Application’ held at Govt. Polytechnic College Morena for Data Entry Operators, Runner and Society Managers of District Morena (M.P.)

On the request of M.P. State Civil Supply Corporation Madhya Pradesh, NIC Madhya Pradesh State Center, Bhopal conceptualized, designed and developed “e­Uparjan 2013­14 offline Application” – in consultation with department of food and civil supply, govt. of M.P. The product is an effective, efficient and transparent system for monitoring the procurement center wise status of daily wheat procurement in the state.An online module namely, Online Procurement Monitoring System 2014 also developed to get consolidate reports on Wheat Procurement at State, District and Other user level. Subsequently M.P. State Civil Supply Corporation Morena and NIC District Centre Morena conducted One Day Training Program on ‘e­Uparjan 2013­14 Software’ held at Govt. Polytechnic College Morena for Data Entry Operators, Runner and Society Managers of District Morena (M.P.)

Sh. G. K. Shrivastava, Assistant Supply Officer Morena welcomed the gathering and emphasized an urgent need of this application to monitor and systematized the wheat procurement on minimum support price as per the guideline issued by Commissioner, Food & Civil Supply, Govt. of MP. In Morena District, there are 52 procurement centers spread in 7 Blocks. One day operational training imparted by NIC Morena from 10:30 AM to 5:00 PM on offline e­uparjan application and Runner 4.1 module. The District Supply Officer, Morena, Sh.M.Verma, DM of MPCSC Morena, 52 Data Entry Operators, 52 Society Managers and 12 Runner attended the training program. DIO NIC Morena, Dilip Shitoley imparted the training for effective maintenance of hardware, which will use at procurement center during e­uparjan 2013­14. He also explained the objective, scope and all the features of the “e­Uparjan 2013­14 Application”.
