NHP – Learning from HP-I & II

What we gained?• Hydrological Data Centres– in 13 States• Real-Time Hydro-met equipment – in select basins• Decision Support Systems for flood forecasting in

BBMB and upper Krishna & Bhima river basins.• Decision Support System – Management plans for

13 river sub-basins in 9 HP-I States• Pilot Project on Aquifer mapping – 6 pilot areas in

5 States• R&D Studies – 40 no. of Purpose driven Studies• High performance due to continuity of Staff –

Maharashtra, Himachal, Goa, Gujarat, Andhra Pradesh

and Centre - centralized database system.• River basin approach – also include Ganga and

Brahmaputra river basins• Ground water management – Development of tools• State-of-the-art technology - latest Remote Sensing

• Cross learning – inter-State• Web-based sharing of best practices• Regular trainings

NHP envisages improved design, evaluation and prioritization of various projects:

− Assessment of basin-wise water resources availability and allocation of water for drinking, agricultural, industrial purposes etc.,

− Flood forecasting, inundation studies & management, − Drought analysis and management, − Operation of water resources structures, etc.− Evaluation of projects for interlinking of rivers− Assessment of availability of water for hydropower, − Plans for Irrigation development (PMKSY)− Surface –ground water interaction & assessment of eflows

• NHP proposal has been prepared in consultation with State and Central organisations

• EFC Memo was circulated to all Ministries• Comments of all the Ministries have been

obtained on the EFC Memo - all the ministries have supported.

• Brief of the proposal along with the States components has been sent to the States.

• Consent of nearly all the States have been obtained.− Chhattisgarh, Delhi, Bihar (GW) and Mah (GW)

• Revised EFC being submitted for seeking approval of Finance Ministry.

Following issues have been flagged:• Integration of data (Central and State)• Protocols for data sharing

− Need to address sharing of classified data.

• Promote Inter-State Learning− Best practices to be shared on web.

• Framework Agreement to be finalised by CWC and CGWB

⁻ Technical Committee to be in place.

• TAMC (MoWR) and River basin Consultancy (CWC) to have regional support to the States

• Fund flow mechanism needs to be firmed up• Retroactive funding

Central Support MoWR shall provide the following:• Technical and Management Support (through

(TAMC/CWC/CGWB)− Finalisation of specifications and Terms of reference of

consultancies, Preparation and evaluation of bids etc.− Technical support on project implementation− MIS for project monitoring

• Training program through NIH/NWA/RGI − Training program development in all the aspects of project

along with academia and R&D institutes across India.− Provide trainings

• MoUs with National and International organisations• Technical support by CWC/CGWB/NIH for modeling

Central Support MoWR shall also provide following:• National Water Informatics Centre with

• Accessibility to real time and integrated River Basin information (nearly 100 layers) including high resolution DEM, ET, Weather forecast, historical database.

• Software and support for development of State-WRIS.

• Sharing of data through CWC’s Earth Receiving Station

• Web-based Database management system • with cloud storage hence no financial burden to States• Provision of linkage with States’ Data Centres

• Regional River Basin modelling Tools through CWC :• Regional/Macro level Flood forecasting and early warning

system coupled with weather forecast• Water Resources Assessment at River basin scale.
