INTRODUCTION
The primary goal of the program is to increase the access and utilization of
dental care at grass root levels and also create awareness among the community along
with establishing Oral health Data to understand the pattern of dental disease and plan
the manpower better.
PROGRAM GOALS
Reduction in Tooth Mortality Rate by impeding the progression of dental
diseases through timely intervention and dental care.
Prevention and control of non-communicable diseases like Dental Caries,
Gum diseases etc.
Provision of dental health services to special groups and conducting
Promotive programs utilizing all levels of prevention targeting Maternity
and Child Care, Physically and Mentally Challenged groups and Geriatric
sections by Dental Health Education and specific protection.
Nutrition and Tobacco Counselling.
Access to integrated comprehensive primary oral healthcare
PROGRAM TIMELINE
a. Sanctioned Project Plan: 2 Mobile Dental Clinics and 4 IEC Mobile Dental Vans
b. Induction/Preparatory Phase – From 15th
February to April 2014
c. Program Inauguration – 30th
April 2014 by Lt. Governor, Government of National capital
territory of India Honourable Sri. Najeeb Jung
d. Program implementation – From May 2014 onwards
e. Budget Approved: in 2013-14- Rs. 183 Lakhs (Utilization Certificate submitted at DSHM)
: April 2014: Rs. 40 Lakhs for Recurring Cost of the project

PLAN OF IMPLEMENTATION
The Mobile Dental Clinic Project was launched on 30th April 2014 and the program is
being implemented from 1st May 2014. This project intends to identify and provide
dental services to all rural areas and slums. North East District of Delhi State is the
first designated area for Program Implementation.
MOBILE DENTAL VANS
The Mobile Dental Clinics (MDC) and Information, Education & Communication
(IEC) Mobile Dental Vans work in combination are covering six identified dispensaries.
Two clusters have been made with one MDC & 2 IEC Vans are covering the identified
dispensaries on rotational basis:
1. Cluster 1: Shiv Vihar, Chauhan Pati & Gokulpuri and
2. Cluster 2: Arvind Nagar, Khajurikhas & Gautam Puri.
DAILY SCHEDULE:
They are stationed from 10:00 am to 1:00 pm for five days a week in each of the
identified dispensaries on rotational basis. The last day of every week has been
designated for Periodic Meeting for Formative Program evaluation, Data entry,
Maintenance of the vehicles and contingency planning for the following month at its
Nodal centre, MAIDS, New-Delhi.

Note: All the Mobile Clinics are stationed at Delhi Government Dispensaries or nearby to them which
have been informed to the CMO/ MO of their respective dispensaries.

SERVICES RENDERED
1. Each Mobile Dental Clinics screens and makes necessary treatments available to
the out-patients in the respective dispensaries for the oral diseases on a rotation
basis.
2. IEC Mobile Dental Vans indulge in screening, dental health education and referral
of the out-patients in the respective dispensaries for the oral diseases on a rotation
basis.
3. A Comprehensive treatment like Emergency care, Preventive care, Routine
Curative Care, and necessary Referral to the Secondary and Tertiary Care Centers
are being made when necessary.
4. The continuous in house Information Education and Communication is performed
in the Mobile Dental Clinics to motivate people and promote oral health, utilizing
audio-video aids and printed material.
5. Partakes in various other Community Awareness Programs.
Anticipatory Services
Other than providing timely oral health care services at the doorsteps, the program
also intends to assess the oral health status and burden of disease through a
Standard Proforma.
Training of Community Stake holders like ASHA & other health workers, Village
Heads, Teachers, Local Leaders and Social Workers.
Proposes the Creation of Central Databank for Monitoring and Information System
(MIS) for Oral Health Status, Needs and Treatment provisions.
MANPOWER RECURITED
i. Twenty Five contractual appointments have been made as on 30.5.2014.
ii. For the smooth functioning of the project, for every MDC two dental surgeons,
one dental hygienist, one chair-side assistant, one helper and driver is recruited

iii. Every IEC Van one dental surgeon, one chair side assistant and driver is
engaged.

Emergencies for the dental surgeons by Consultant and MOI/C NRHM.
d. Orientation Lectures on Biomedical Waste Management and Infection
Control Protocol for dental surgeons, chair-side assistants and helpers by
Consultant and MOI/C NRHM.
e. Hands-on and Lectures on various preventive procedures for the dental
surgeons by Consultant and MOI/C NRHM.

3. HEALTH EDUCATION IN THE COMMUNITY
Every day the respective Mobile Dental Unit Teams visit the dispensaries according to
the schedule and give Health Talk via use of Audio-visual aids to the beneficiaries
followed by Oral Health Check-up.
Total Number of times Health Educational Programs organised – 10 Sessions
Sessions on: Importance of Oral Health, Ways to maintain good general and oral
health, Tobacco cessation
4. REFERRAL SERVICES
The Referral System works at two levels:
a. First Level include identifying and enlisting patients by the IEC Mobile
Dental Vans after initial dental screening and rendering the possible dental
care to Mobile Dental Clinics for the treatment. A separate referral schedule
system is developed to cater the patients in Mobile Dental Vans.

b. The patients were also referred to the nearest location based on their
convenience where adequate treatment like Jag Pravesh Hospital, Shastri
Park or GTB Hospital, Dilshad Garden for providing secondary dental care.
c. In case any Tertiary care if required patient is referred to MAIDS or other
Tertiary Care Referral Centre for further treatment like advanced surgical
intervention, prosthetic replacement of teeth and Endodontic care.

5. COMMUNITY BASED ACTIVITIES
The NRHM team actively participated in creating awareness amongst the masses
by organizing Health Exhibition and Lecture on World Health Day at its Nodal
center, MAIDS ON 7th April, 2014. The main focus of the program was to create
awareness regarding the importance of oral health amongst the masses and to
make them aware of the 2-way relationship existing between the systemic and
the oral health.
The NRHM team also participated in World No Tobacco day Rally on 30th May
2014 MAIDS for creating awareness amongst the masses for Tobacco cessation.
