Annual Report to the National Delegates Assembly Letter from the National President

Greetings 2021 Delegates, On August 23, 2020, you elected me to serve as the 15th National President of Blacks In Government (BIG). And, as your servant leader, I stand on the shoulders of giants who have led this fine organization before me. Say their names – Honorable Ramona McCarthy Hawkins (deceased), Lonis Ballard (deceased), Thomas Jenkins, Mildred Goodman, James Rogers, Honorable Rubye Fields (deceased), Marion Bowden (deceased), Honorable Oscar Eason, Jr, (deceased), Honorable Gerald Reed, Honorable Gregory Reeves, Honorable Darlene Young, Honorable J. David Reeves, Honorable Darlene Young (re-elected), and Honorable Dr. Doris Sartor. It is indeed my honor to follow in their footsteps. In so doing, I have pledged to use my Senior Executive Service (SES) position and the platform that it affords me to take a seat at the table to make our collective voices heard as we continue the fight for a level playing field. Racial inequality did not halt during the pandemic, not in our communities and not in the workplace. But, BIG has been fighting for diversity, equity, and inclusion long before those terms were in vogue. And, we continue that fight on behalf of the 364,572 Black employees that the Office of Personnel Management (OPM) report as being in the federal workforce as well as the legion of Black employees at the state and local level that we also seek to bring into the fold. And, that is indeed the challenge we need to address, spreading the good news of BIG to Black employees at all levels of government. BIG is still here. BIG is still relevant. And, BIG is on the move. But, we know there’s strength in numbers. We will get stronger and our voices even louder when we have more Black employees as members of BIG collectively saying “Can you hear me now?” Thankfully, I don’t stand alone in leading this fine organization. With a dream team of elected officers and appointed chairs, just like the Biden Administration, we have hit the ground running executing BIG’s mission. In the words of one of my fellow Board Members, Region XI Director Marion Allen “Promises made, promises kept.” To that end, while the executive summary and individual reports in the pages that follow contain just a snippet of our National Executive Committee (NEC) activities, you will see highlights of the hard work taken on your behalf. As servant leaders, we are here to serve you and represent your best interests and I do believe we have done that well. But, you be the judge. Onwards and Upwards,

Annual Report to the National Delegates Assembly Promises Made, Promises Kept Executive Summary

BIG still stands for advocacy! That’s why it was important for me on Day 1 as National President to send a letter to the incoming Biden Administration imploring them to deliver on Day 1 of their Administration on promises made during the campaign. That letter, which is prominently displayed on our national website, signified that BIG intends to be a major player in the fight for equality in the workplace and we will not be silenced. We have also delivered on our promise to increase BIG’s visibility. On January 29, 2021, I was quoted in a widely read Washington Post article by Joe Davidson examining Domestic Policy Council (DPC) Director Susan Rice’s focus on racial equity in the federal government. Subsequently, I was interviewed for a full-length piece for Government Executive during Women’s History Month, interviewed on Cathy’s Hughes Radio One program with DJ Kei Touch for Women’s History Month, interviewed on the Fed Legacy Women of Excellence podcast also for Women’s History Month, and appeared on the Government Matter’s television show with Francis Rose in April. I also served as guest speaker for the Partnership for Public Service’s Leadership Program in March and again in June. I have also met with the Office of Personnel Management (OPM) to provide input for their strategic plan, the Department of Defense (DOD) as they examine the lack of diversity on their advisory boards, and the Department of Veterans Affairs (VA) taskforce examining systemic barriers to their provision of services to veterans. NOW Generation Coordinator Alesia Smith has also worked diligently to increase BIG’s visibility. Ms. Smith was interviewed on the Fed Upward podcast in February and wrote “A day in the life of a BIG member” article that was posted on the Fed Forum website in June. Lastly, the NOW Generation Committee has also hosted virtual events with a Pathways to the SES event on Leading Change in March and most recently hosting an in person Emerging Leaders Brunch in Region XI featuring IRS Director of Equity, Diversity, and Inclusion, Cynthia (Cindee) Dunn. Our goal is to host NOW Generation in person events in all eleven Regions to continue to attract younger members. Stay tuned! National Training Institute (NTI) Chair Paula Davis (who also serves as National Secretary) and NTI Deputy Chair Melinda Deloatch Speight along with Registration Chair Faye Wilkes and a dedicated NTI Planning Committee have done a yeomen’s job in delivering on our promise that we would not let the pandemic prevent us from hosting the NTI for a second year in a row. While we could not in good conscience host a large in person event for 2021 and, practically speaking the venue was in no position to allow us to do so as they remained closed until July 1, 2021, we are making history with our first virtual NTI. And, working with our Programs and Planning Co-Chairs Adrianne Callahan and Dr. Vera McKethan, we will deliver high quality training presented by Senior Executive Service (SES) members, agency officials, and subject matter experts. Despite not being able to host an in person event for 2021, I am very happy to report that we have reached agreement with the Gaylord Resort and Convention Center to host our 2023 NTI. Through the sound negotiating efforts of the National Negotiating team (the National President,

National Treasurer B. Faye Stewart, NTI Chair Paula Davis, NTI Deputy Chair Melinda Deloatch Speight, National Board Financial Advisory Oversight Committee Chair Director Michael Smith and National Board Time and Place Committee Chair Johnita “Jackie” Pitts), we not only reached settlement and release for the 2021 contract but we brokered a return of prior deposits rather than allowing it to be retained for the two intervening years, while also reaching an agreement on 2023 that lowered our overall costs. In addition to working with the Negotiating Team, National Treasurer the Honorable B. Faye Stewart works around the clock to ensure a sustainable fiscal path despite not bringing in revenue from an NTI last year. She has looked under every nook and cranny to save us money and to make us more fiscally efficient in our day to day operations. To assist with our fiscal duties, we are also fortunate to have our National Assistant Treasurer Duane Hill who ensures our successful financial reporting to the IRS and the determination of our delegates strength for this business meeting. And, we have our National Finance Chair Rochelle Bryant assisting in those efforts while looking for additional revenue streams, including working to deliver an on line BIG Store. I have also worked closely with our Property Manager Dwight Deloatch to make necessary repairs to our national headquarters, including replacing one furnace, making repairs to others, and putting together a repair schedule for the building. We are also in discussions with real estate experts on a strategy to rent out our excess space to bring in additional revenues. Mr. Deloatch has provided superior service to us and has gone above and beyond. The National Corporate Sponsor Chair Tekia Winder worked with the National Protocol Administrator LaShan Haynes to arrange meetings for us with all corporate sponsors to assuage any concerns that BIG was inactive during the pandemic. Through those efforts we brought in our largest single monetary donation in BIG’s history, a $100,000 donation from new corporate sponsor WAEPA for our Future Leaders in America’s Government (FLAG) program. And, thanks to a referral by our friends at the Joint Center for Economic and Political Studies, we also brought on the William and Flora Hewlett Foundation as a new sponsor with $15,000 towards our NTI expenses. I am also very proud that as an organization we have taken advantage of this virtual environment to show our value added. I had the pleasure of speaking at chapter events with upwards of 400 attendees – the Region III CMS BIG Chapter MLK Program, the Region IV CDC Chapter MLK Program, the Region VIII GSA Black History Month Program, and the Region XI NGA Chapter Black History Month Program. We also successfully hosted national programs virtually. Project BIG Vote Chair Walter Jones hosted a Black History Month Program focusing on the Black family and the Black vote that brought together a Harvard professor, a Howard professor, an NAACP Chapter President, a Young Democrats Chapter President, and a Baptist Minister. What a wealth of knowledge! And, our Women’s History Month Program spearheaded by National Executive Vice President Dr. Lynwood Townsend, 1st Vice President Deena Sheppard, 2nd Vice President Faye Rashid, and 3rd Vice President Mazella Thomas, featured the first female president of Alcorn State University, Dr. Felicia Nave.

As you will see from their reports, the National Membership Chair Jerry Jackson and Impexium Liaison Dr. Wilda Parker Collins have gone above and beyond in cleaning up the records in the Impexium membership database, removing duplicate records as well as the names of deceased members, and helping you navigate the system. They invested considerable time responding to inquiries, hosting training, mailing life member plaques, and planning a month of dynamic speakers during Membership Month. Lastly, I would be remiss if I didn’t recognize the highly successful efforts of the National Delegates Assembly Chair the Honorable David Groves and his hardworking committee in delivering our first virtual Delegates Assembly on very short notice last August. Talk about turning lemons into lemonade! Last year the Delegates Assembly Chair and his team presented our first virtual business meeting with very little lead time due to the pandemic. Yet, they pulled if off superbly. And, they have built on what they learned to bring us back together in grand fashion for our 2021 Delegates Assembly. Again, I say onwards and upwards!

The President shall serve as Chair of the Executive Committee and shall be an ex-officio member of all committees except the National Nominating Committee. In addition, the President shall guide the implementation of policies which have been approved by the Board of Directors; shall recommend to the Board of Directors changes in policies and procedures; shall present the President’s annual report at the Annual Delegates Assembly; shall countersign, with the Secretary, requisitions for the disbursement of funds; shall countersign with the Treasurer or the Assistant Treasurer (in the absence of the Treasurer) checks drawn on the organization’s treasury; shall co-sign with the Treasurer all contractual agreements requiring disbursement of the organizations funds, shall receive reports on activities of the Regional Councils and the Chapters; shall assure notification of Chapters and Regional Councils of National meetings; shall appoint a Parliamentarian and a Historian/Librarian; and shall perform such functions and exercise such other authorities as may be prescribed by the Board of Directors; shall directly supervise the work of any National salaried staff and shall be accountable to the Board of Directors regarding the staff.

INITIATIVES /ACCOMPLISHMENTS August 2020 Highlights • Campaigned for and was elected the 15th National President of Blacks In Government. • Continued duties as National Executive Vice President (NEVP) and Regional Liaison for

the Regional Council Presidents. September 2020 Highlights • As National President-Elect, participated in several virtual NEC and Regional events

including Military Meritorious Service Ceremony, National Youth Oratorical and STEM program, “Get Out the Vote” NOW Generation panel, Region XI Fall Open House, and Region XI Chapter Presidents Fall President’s Round Table.

• Continued duties as NEVP and Regional Liaison for the Council Presidents. October 2020 Highlights

• As National President-Elect, began transition with National President the Honorable Dr. Doris Sartor and began discussions with returning officers and existing committee chairs.

• As National President-Elect, participated in DYLA discussion with Morgan State.

• As National President-Elect and BIG Liaison to AAFEA, met with AAFEA leadership to discuss future collaborations.

November 2020 Highlights • As National President-Elect, continued transition with National President. • As National President-Elect, received expressions of interests for 2021 Committee Chairs. • Continued duties as NEVP and Regional Liaison for the Council Presidents.

December 2020 Highlights • As National President-Elect, made selections for an online national BIG store core team. • As National President-Elect, made selections for a core team for the feasibility study. • As National President-Elect, finalized selections for 2021 NEC Committee Chairs. • Continued duties as NEVP and Regional Liaison for the Council Presidents. • Accepted invitation to serve as GovLoop 2021 Featured Contributor. • Received GAO Equal Employment Opportunity Award.

January 2021 Highlights • On Day 1 as National President, sent congratulatory letter to President-Elect Biden and Vice

President-Elect Harris requesting that two Executive Orders be rescinded Day 1. • Finalized Presidential theme and focused Presidential priorities (see below). • Began meetings with all corporate sponsors. • Began regular individual meetings and correspondence with National Treasurer, National

Executive Vice President, National Office Manager, and National Property Manager. • Provided greetings during CMS BIG Chapter, Region III, MLK Commemoration Program

with over 500 attendees. • Began regular meetings and correspondence with incoming NTI Chair and Deputy Chair,

incoming Program and Planning Co-Chairs, and Delegates Assembly Chair. • Met with National Treasurer, National Assistant Treasurer, and Finance Chair to discuss

finances and potential for additional revenue streams. • Chaired first meeting as the 15th National President of Blacks In Government. • Provided remarks at World Conference of Mayors January meeting. • Quoted in Washington Post article entitled Susan Rice wants every federal agency to focus

on racial equity. 2021 Presidential Theme The BIG Bang Theory: Advocacy, Branding and Career Development - I chose this theme because I want to see us perfect the basics (i.e. the ABC's) through particular focus on advocacy, enhancing our organization's image through more intentional branding, and supporting our members with the best career development sessions that our NTI can provide.

February 2021 Highlights • Began meetings with NTI Chair, Deputy Chair, and Treasurer to discuss 2021 NTI.

potential sponsor and partner for FLAG. • Interviewed for OPM strategic plan. • Moderated Project BIG Vote panel discussion on the black family and the black vote. • Guest speaker for Region VIII GSA Rocky Mountain Region Black History Month

pandemic and specifically asked what led to our decision to go virtual. • Met with Property Manager Deloatch to discuss pending projects, including ceiling repairs

in certain offices, boiler repairs, air conditioning repairs, and fire safety inspection. • NTI Negotiating team meeting with Gaylord POC to discuss 2021 NTI cancellation letter. • Interviewed by Francis Rose on WJLA’s Government Matters television show. • Discussed leasing space in headquarters with several real estate agents.

May 2021 Highlights • Discussed The History and Purpose of BIG: Where Do We Go From Here for National

NATIONAL CONSTITUTION RESPONSIBILITIES In the absence of the President or in the event of disability of the President, the Executive Vice President shall perform all the duties and functions of the President. During such a period, the Executive Vice President shall have all the powers of and be subject to all restrictions placed upon the President. The Executive Vice President shall also serve as Regional Liaison. The Executive Vice President shall perform such other duties as may be assigned by the President.

INITIATIVES /ACCOMPLISHMENTS July 2021 Highlights:

• As Regional Liaison for the Regional Council Presidents sending communications to and from the group throughout the month, including preparations for August quarterly meeting and NDA

• Completed report, as per the request of the National President, leading the effort to respond to the resolution approved by the delegates, based on the approved parameters, examining the feasibility “for each member in good financial standing to vote on BIG National Elected Officers”

• National Women’s History Program. Served as a committee member for the first BIG Women’s History Program on March 12, 2021, chaired by First Vice President, Ms. Deena Sheppard. I secured the Guest Speaker, President of Alcorn State University’s, (first female), Dr. Felecia M. Nave. The National Women’s History Month Theme: “Valiant Women of the Vote: Refusing to be Silent.”

• National Third Vice President Meetings. The National Third Vice Presidents group meetings are supported by the Regions and Chapters to come together regularly to discuss issues of concerns at the Third Vice President level. The designated officers attend the meetings and provides a written or verbal report to the National Third VP. All issues and concerns are addressed and discussed. Some items may also be elevated to the NEC if warranted and discussed with the appropriate NEC Committee. The meetings are also open to the Second Vice President, Ms. Faye Rashid, to support collaborations on any State and Local government member concerns, actions, or activities. • Corporate Sponsorship Committee. During the months of January – March, I provided

transitional assistance to the new Corporate Sponsorship Chair (Ms. Tekia Winder), attending meetings with her and President Jones (as needed), meeting with Corporate Sponsors, working with Sponsors to complete the donation process, 2021 Agreement Forms, document reviews. Also provided support to the National Treasurer for the 2020 Corporate on documents for the final Audit activities. I am a member of the Corporate Sponsors Committee, assisting the Chair, working on recruiting Sponsors, updating program information, and the Feasibility Study for a Grant Writer.

• Agape Chapter, Region III Meeting. Attended the June monthly Chapter meeting to learn

more about the National Legal Review Program. Ms. Aditya McDuffy, Legal Review Chair, provided an overview of the program and responded to questions from the Members.

• State and Local Government Forum. The planning for the NTI State and Local Government Forum is underway, for August 24, 2021. This year’s theme, “Strengthening Our Communities Through Collaborative Communication”. Several Panel Guest will discuss the topic and respond to questions from the participants. The panel Guest are Members from the State and Local Government organizations, BIG Members, and a representative from Equal Employment Commission (EEOC) to discuss the discrimination complaint process for State and Local Government BIG Members and employees.

• Future Leader’s in America’s Government (FLAG). In collaboration with Ms. Kathy Best, National FLAG Coordinator, assisted with the recruitment of a new Historically Black College University (HBCU) FLAG Chapter at Alcorn State University (ASU). ASU is one of the oldest HBCUs. In 2019 it celebrated 150-year anniversary.

• Financial Accountability. Operates within the prescribed Local Government

approved annual operating budget. Provided support to the National Treasures on 2020 Corporate Sponsorship financials for the annual Audit. As a member of the Corporate Sponsorship committee, ensure financial documents are completed accurately according; payments submitted promptly; adheres to annual budget policies, to request funds.

• Advocacy. Attending BIG’s Equal Opportunity Forums and Training to gain

additional knowledge on current policies. Attended a meeting with the Agency EEO Manager to discuss the MD 715 report. The State and Local Forum includes a guest to discuss the discrimination process for State and Local government BIG members. Hosted a National Third VP Meeting in March with Attorney Ms. Christmas Williams and National Legal Review Chair, Attorney Ms. Aditya McDuffy, to inquire about legal services for State and Local Government BIG Members.

• Membership. Recruited two new BIG Members. Collaborating with the National Membership Chair on recruiting initiates to for new Local Government Members. Recruited a Corporate Sponsor (United Benefits), to donate $1000 to recruit new State and Local Government BIG Members.

The Affirmative Employment/EEO committee shall develop programs to address issues of employment discrimination raised by BIG members; shall review/monitor federal agencies annual EEO Program Status Reports to the EEO Commission to ensure compliance with EEO Management Directive 715 and the goal of achieving a Model EEO program; shall provide statistical feedback to the organization on the status of Black government employees in all areas noted on the annual Federal Equal Opportunity Recruitment Program Report .The committee will monitor all matters pertaining to affirmative action and work to assist in developing BIG's position on any legislation or regulations impacting the advancement and employment opportunities of Blacks in government.” INITIATIVES /ACCOMPLISHMENTS

• Worked with a Group from Fort Belvoir FBCH regarding potential systematic discrimination.

• Three members of the AE/EEO Committee attended the 2020 Equal Employment Opportunity Commission Virtual Examining Conflicts in Employment Laws August 4-6, 2020. The attendees shared the knowledge they gained by conducting webinars for the membership as well as assist the membership addressing workplace conflicts/issues.

• Attended the CDC/ATSDR Resiliency Listening Session on August 18, 2020. • Coordinated with Regional Chairs to request and review agencies MD-715 reports as well

as providing feedback. • Three members of the AE/EEO participate in the EEOC Education Consortium, one

serves on the Engagement Subcommittee and two serve on Education Subcommittee. • Complaint Advisor and/or Agency Compliance Review Team trainings were conducted.

The Complaint Advisor/Agency Review Team members were provided the link from the EEOC website to develop a desk reference.

• The AE/EEO Committee conducted a Virtual EEO Forum “Ask Office of Federal Operations” on September 22, 2020, 105 attended. o Dexter Brooks, Associate Director, Office of Federal Operations, EEOC provided

the status/update of current issues OFO is addressing discrimination with the Federal Workforce. Participants were provided an opportunity to ask questions.

o Camilla Woodham, Region XI, provided Case Updates on recent cases. o Mark Ellison, Outreach and Educational Manager provided an overview of the

Private, State and Local process. Participants were provided an opportunity to ask questions regarding the EEO process. The EEOC has certified this forum for 4-hours of training to meet the 8-

hours refresher training for EEO Counselor(s) and for EEO practitioner(s) who have completed the initial 32-hours EEO Counselor training.

• Prepared information paper regarding President Trump’s Executive Order on Schedule F. • Served as a panelist on October 20, 2020, for the Port of Seattle event regarding Racial

This overall goal is conducted using BIG’s communication platform to reach all members and through notification of activities through correspondence to Regional Council Presidents. CTIVITIES/ACTIONS THAT SUPPORT BIG STRATEGIC PLAN Accomplishments January Reviewed educational information for the membership on The Pass It On trial research

study led by Vanderbilt University Medical Center. Its results will help researchers determine whether convalescent plasma from recovered COVID-19 patients, will help hospitalized patients recover faster. According to the CDC, Black and African American persons are twice as likely to die from COVID-19 compared to their White counterparts. This information was for educating our members about the trial only.

February Participated in the Dept. of Ed BIG Chapter- Wellness Series that started on Feb 17th and

ran through March. This program consisted of 8 total sessions. I participated in the panel on February 17th entitled, Social and Emotional Wellness from a Black family (African-American) perspective.

Provided information to the BIG membership in February for Heart Awareness Month The information consisted of simple facts about Heart Disease Risk Factors.

March Worked with corporate sponsor Aetna to present a webinar educating BIG’s membership

on addressing rumors about the COVID 19 vaccinations. This webinar was hosted on March 25, 2021. The speaker for this webinar was Dr. Stephanie Whyte providing her unique perspective as an African-American female physician executive at Aetna, a board-certified pediatrician and a former Chief Health Officer for the third largest school district in the US.

April Presented to the NEC a program on wellness entitled, Coast to Coast that will be

sponsored by our corporate sponsor GEHA. This BIG-GEHA Wellness Challenge is a six-week challenge that allows you to travel from state to state, stopping at the country’s most amazing hot spots as you record health behaviors. As a member of BIG you are eligible to participate and compete against other organizations. Registration will open August 9th and the challenge will take place from August 30 – October 10th.

May Confirmed all speakers and finalized the NTI Health Forum entitled, Health Disparities

in the African American Community in the Era of COVID 19. I will moderate this forum, as well as speak. See the NTI booklets for additional information.

June Shared with Regional Council Presidents for dissemination and placed on Bignet.org,

information about GEHA's Cancer Health webinar that was held at noon on June 7, 2021. • Established a diverse National Legislative Review Committee (NLRC) consisting of Blacks In Government members from Regions II – III – IV – V – VI – IX – X and XI.

• Participated in the first and historic meeting of the Panafrican Caucus whose objective is to fight for economic development and social justice for people of African Descent, and in the Diaspora. The meeting was hosted by the Honorable Johnny Ford, founder of the World Conference of Mayors, and His Excellency Dr. Louis George Tin, Prime Minister of the state of Africa Disapora from Paris via Zoom.

• Attended the National Project BIG Vote and the Huntsville Madison–County Chapter in Region IV virtual Black History Programs.

• Attended all four virtual Membership Programs, and the Impexium (Membership Database Training) presented by the National Membership Committee.

• Registered for the World Conference of Mayors and Historic Black Towns and Alliance virtual Collaboration Conference.

• Exchanged information with the Project BIG Vote Chair, Mr. Walter Jones.

• Collaborated with the Ms Aditya McDuffy, Legal Review, and Ms Alice Mercer, AE/EEO Committee Chairs on sharing information and suggestion on major employment program policy changes that may have an impact on Black government employees

• Worked with both the Legal Review and AE/EEO Committee Chairs on developing a virtual panel discussion on the First 100 Days of the Biden Administration.

• Provided information on the Legislative Review Committee and my prospective on membership to the National Membership Chair. This information is to be included in the new Membership Package as a means to help with retaining and attracting new members.

• Established a Legislative Forum Virtual Panel Discussion entitled “Creating Connections and Building Bridges in Government Together” to be presented during the National Training Institute (NTI) scheduled for August 25, 2021.

• Attended the Region IV Virtual Director’s Forum on Best Practices Applying for federal employment.

• Attended the National 1st, 2nd and 3rd Vice Presidents Virtual Women’s History Program.

• Invited to serve as a virtual panel member as part of the NTI EEO Institute.

• Prepared an article for the Special Edition of the BIG Reporter.

• Provided the membership via the BIG List Serve with information on proposed and existing legislation and employment program policy changes that may impact their employment as well as retirement. The following is a synopsis of the information provided: ► Executive Order (E.O) 13950 Dtd. September 22, 2020 Combating Race and Sex Stereotyping that directly affected government workers, as well as having a chilling effect on diversity training was rescinded on day one of the Biden administration. On that day, President Biden signed E.O. 13985 – Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. ► The American Rescue Plan Act of 2021 / Sick Leave and Workers’ Compensation for Federal Employees – This legislation signed on March 11, 2021 grants federal employees that qualify as a result of the Coronavirus/COVID-19 up to 15 weeks, or 600 hours of paid sick leave – capped at $1,400. per week. The additional leave will be available from when the bill was signed into law until September 30, 2021. ► President Biden’s proposed 2.7% pay increase for federal civilian employees in 2022 as part of his fiscal 2022 budget proposal. This proposed pay increase is a stark improvement over the 1.0% across-the-board increase received in 2021. However a 2.7% pay increase falls short of a proposal by some lawmakers to provide federal civilian employees with a 3.2% average pay raise next year. ► Multiple agencies and labor leaders concerns about the status of Labor-Management Forums, given President Biden’s E.O. encouraging union organizing and agencies to bargain over so-called “permissive topics”. The Office of Personnel Management reported that the former President’s E.O. ending labor-management councils is in effect and under review. Also if an agency believes that the establishment of these forums or use of pre-decisional involvement would be productive and elect to use them the agency were encouraged to do so. Activity on Capitol Hill to fix some Social Security Retirement Benefits would address a controversial tax rule that limits Social Security benefits of former federal employees who

worked in the private sector. Different proposals were being considered to ensure retirees affected by the windfall elimination provision (WEP) receive these benefits. The WEP reduces Social Security benefits for federal, state and local government employees who worked in private sector jobs and government jobs. The preferred solution sought by federal retiree groups is the Social Security Fairness Act H.R.82, which would eliminate the WEP altogether.

ACTIVITIES/ACTIONS THAT SUPPORT BIG STRATEGIC PLAN • The identified initiatives and accomplishments fully support the Strategic Plan.

• The committee’s primary focus of the Strategic Plan is Communication Flow. The Communications Flow of the Strategic Plan is constantly being achieved by providing assistance, knowledge and open/timely communication with members, potential members, chapters and regions.

The committee provides clear and timely Legislative Information that have an impact on Black government employees etc. to all levels of the organization.

Shall develop and implement plans for the Annual National Training Institute to include action committees for: training and education; speakers; banquet; communications and public relations, exhibitions, as well as finance and budgeting. Also ensure support for the BIG annual business meeting – Delegates Assembly. To ensure the success of the NTI, effective management is essential and management dimensions must include the “How-To” of the planning process.

DYLA Orientation Held the Virtual 2020-2021 DYLA Orientation Program with our partner Morgan State University, November 3-5, 2020. NATIONAL CONSTITUTION RESPONSIBILITIES MVEP’s mission is to provide interpersonal and online information and support to BIG’s

veteran - oriented resources provided by local and national government, commercial, and private organizations by fostering synergies that help ensure BIG military veterans and their families maximize military veteran-oriented resources and services.

MVEP INITIATIVES /ACCOMPLISHMENTS • MVEP committee will be hosting a virtual forum at the 2021 NTI on August 24 & 25,

2021 from 3:00am to 4:00pm on Veteran’s disability compensation.

• The MVEP Chair attended a National Membership Chair virtual event and gave an overview of the program.

• Established a current Adopt-A-VA Program roster and started having monthly meetings.

The monthly meetings are held the first Tuesday of every month. The next meeting is scheduled for August 3rd.

• MVEP will continue to update the Website and Facebook Page by posting various military articles to include the Military Birthdays (Army, Navy, Air Force, Marine Corps, Coast Guard and National Guard), Military and Veterans Resources to include benefits, training, mentoring, outreach, community activities, etc., various Special Emphasis Observance (SEP) Articles.

• Adopt-A-VA Program: MVEP is still currently collaborating the “Adopt-A-VA- Program” with the Regional Council Presidents (RCPs) as follows:

o We still need Liaisons and Chapter Representatives from some Regions.

o The current Regional Liaisons and newly elected Chapter Representatives have been coordinating with the Department of Veterans Affairs Voluntary Service

Offices and other Military/Veterans Agencies to provide needed items for veterans and families.

solicit support and assistance with scholarships and in-kind donations; collaboration for partnerships via Memorandum of Understandings (MOUs); and, connections to veteran-oriented resources and services.

b. Financial Accountability: MVEP continues to provide effective oversight for its

annual budget. c. Advocacy: MVEP currently creates methods and procedures in order to

reduce/eliminate barriers that prevent BIG’s military veterans and their families from leveraging existing military veteran resources, products and services offered by local and national entities.

d. Membership: MVEP has been actively recruiting via Big and MVEC’s Website,

Fairs, Conferences, Facebook Page, Word-of-Mouth, SEP Articles and Brochures.

February 2021 Highlights: • Reorganized BIG’s SmugMug photo display and repository web site. Populated and

• Directed the BPT to become familiar with the Microsoft Teams (MT) application to support BIG’s modernization initiative by testing operational, communications and virtual meeting capabilities.

April 2021 Highlights: • Held MT BPT work session meetings #2 & 3 on 17 Mar and 5 Apr 21 respectively. • The BPT continued to become familiar with the MT application to support BIG’s

modernization initiative. However, some BPT members “struggled” with MT. • At the behest of Madam President, I provided photos of previous NTI’s to the Professional

Writing Services firm of Autumn Giusti for an upcoming article on BIG & other organization going the virtual training\meeting route.

• Provided an advisory communique’ concerning a billing issue to the Treasurer on 21 Apr 21.

May 2021 Highlights: • Created a prototype BIGs “Who’s Who” Gallery which is designed to lookup and display

images of members by entering first and last name. • Made recommendation to Madam President on including a career-centric topic of

discussion when meeting with young BIG members. • Informed that the 2021 NTI would be virtual, the BPT, as practical, focused on exploring

virtual imaging opportunities that compliment or would be conducive to the “virtual” training environment.

• Recommended that the Membership Committee start providing statistical membership data to adequately gauge membership status, facilitate situational awareness and facilitate the effective management of our precious BIG membership resource.

June 2021 Highlights • Requested feedback from BPT and NEC members on who should be eligible for BIG’s

“Who’s Who” Gallery. Approval of the “Who’s Who” gallery remains under BIG senior management review.

• Explored upgrade options for a SmugMug “Pro” account to enable utilization of additional administrative and professional organizing tools. Tools which ensure theft & misuse protections, provide photo watermarking capability, enable team work capabilities, allow for photo batch processing and provide other modern techniques to more efficiently manage our image galleries.

July 2021 Highlights • Continued to add photos to SmugMug galleries from previous NTI’s (An ongoing

project). • Designed, created & delivered an NTI banner for use by our NTI Virtual Platform Vendor

(IMS).

• Created and solicited photos for a new Photo Gallery of NTI Committee members. • Provided guidance to NTI Souvenir Team members on how to access & download photos. • Currently exploring means to obtain monetary or non-monetary corporate sponsorship or

other donated restricted funds to support BPT operations.

• On 2-26-21 participated in the Project BIG Vote virtual Forum “The Black Family: Representation, Identity and Diversity.

• On 3-4-21 Held first MT BPT work session to delineate team mission, strategy and solicit BPT member feedback.

• On 3-5-21 Participated with the NTI Chairs in a One-on-One Session w/Photography, Telecommunication Chair, & Public Relations to affirm all parties had a clear understanding of the NTI mission.

• On 3-8-21 Zoom met with Chair & Co-Chair of the Communications & Public Relations Committee to strategize on executing Madam Presidents “First Responder” and “Branding initiative”.

• On 3-17-21 The BPT held its 2nd Work Session. • On 3-24-21 Participated in the NEC monthly meeting. • On 3-30-21 Participated with the NOW Generation virtual discussion on “Leading

Change”

BLACKS IN GOVERNMENT SUPPORTS THE LAW ENFORCEMENT REFORM LEGISLATION INTRODUCED IN THE U.S. HOUSE OF REPRESENTATIVES BY URGING ALL CONGRESSIONAL LEADERS IN BOTH THE U.S. SENATE AND HOUSE TO SUPPORT PASSAGE OF H.R.7120, GEORGE FLOYD JUSTICE IN

POLICING ACT OF 2020, 116th CONGRESS (2019-2020)

WHEREAS, the National Organization of Blacks In Government (BIG), was incorporated in 1976, as a 501[c]3 non-profit organization to, educate and advocate on behalf of Federal, State and Municipal government employees and today, BIG seeks to represent 2.5 million public and private civil servants by continuing to address discrimination in the workplace and its effect on public service; and

WHEREAS, on June 8, 2020 H.R. 7120 was introduced in the 116th U.S. Congress (2019-2020) House of Representatives as the George Floyd Justice in Policing Act of 2020; and

WHEREAS, the bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It includes measures to increase accountability for law enforcement misconduct, to enhance transparency and data collection, and to eliminate discriminatory policing practices; and

WHEREAS, the bill facilitates federal enforcement of constitutional violations (e.g., excessive use of force) by state and local law enforcement. Among other requirements, it does the following:

• lowers the criminal intent standard from willful to knowing or reckless, to convict a law enforcement officer for misconduct in a federal prosecution,

• limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer or state correctional officer, and

• authorizes the Department of Justice to issue subpoenas in investigations of police departments for a pattern or practice of discrimination.

WHEREAS, the bill also creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct; and

WHEREAS, the bill establishes a framework to prohibit racial profiling at the federal, state, and local levels; and

WHEREAS, the bill establishes new requirements for law enforcement officers and agencies, including to report data on use-of-force incidents, to obtain training on implicit bias and racial profiling, and to wear body cameras; and

WHEREAS, Blacks In Government has been out front on parts of this legislation over previous years by adopting BIG National Resolutions calling for and supporting Congressional members seeking an end to Racial Profiling, instituting a National data base for tracking police abuse on black and brown citizens, and whistleblowing protections for good officers.

THEREFORE, BE IT RESOLVED;

In furtherance of its advocacy mission, BIG endorses passage of H.R.7120, the George Floyd Justice In Policing Act of 2020 in the 116th U.S Congress (https://rb.gy/h96y5b - Bill Summary) and request that:

(1) The National President of Blacks In Government will write a letter to House of Representatives, the Honorable Nancy Pelosi, House Speaker thanking her for supporting passage of this legislation.

(2) The National President of Blacks In Government will write the Chairman for the U.S. Senate, the Honorable Mitch McConnell asking him to support the provisions as stated in H.R. 7120, and

(3) The National President of Blacks In Government will write the President of the United States asking him to sign the legislation, should both the Senate and House agree on a bipartisan version of this legislation.

BIG HONORS SARAH HAYCOX FOR SPEARHEADING EARLY LEARNING CENTER NAMED IN HONOR OF SLAIN CIVIL RIGHTS LEADER “EDWIN T. PRATT”

WHEREAS, the National Organization of Blacks In Government (BIG), was incorporated in 1976, as a 501[c]3 non-profit organization to, educate and advocate on behalf of Federal, State and Municipal government employees and today, BIG seeks to represent 2.5 million public and private civil servants by continuing to address discrimination in the workplace and its effect on public service; and

WHEREAS; Sarah Haycox, 11, was walking through a park in Shoreline, Washington, when she came across something curious: a stone with a plaque in tribute to "Edwin T. Pratt, 1930 to 1969"; and

WHEREAS; As CBS News reported last year, there were no other markings, and no one was around to ask and so, Sarah took it upon herself to learn all she could about the life and death of Edwin Pratt; and

WHEREAS; Sarah learned Edwin T. Pratt was director of the Seattle Urban League and worked on school desegregation. She also learned he was the first black person to move into Sarah's town – which would be a bold and fatal decision because Pratt was assassinated on his front porch -- survived by his wife and children; and

WHEREAS; The Jim Crow era, from the late 19th century to the mid-20th century, made a mockery of the 15th Amendment. White supremacist terrorists carried out nearly 5,000 documented lynching’s of Black American’s -- to enforce their ideology; and

WHEREAS; Sarah noticed that across the street from her school, the district was putting up a new early learning center. She found out it didn't have a name and launched a petition drive and, went all over town explaining to anyone who would listen why the new building should be named after Edwin T. Pratt.

WHEREAS; Ultimately Sarah’s tenacity and drive to gather support left the school board with no choice but to vote on her recommendation to name the newly constructed learning center after Edwin T. Pratt; and

WHEREAS; It's been less than a year since CBS News first told this story, and today, the Edwin Pratt Early Learning Center is open for business and Sarah recently took a tour with some Pratt relatives (photo attached) who flew in to meet her and rediscover their relative; and

WHEREAS; Edwin Pratt’s family stated; "We as a family have gotten to know more about my uncle than I think we ever would have, had this not happened. And we can't ever thank you (Sarah) enough for that," one relative said; and

WHEREAS; Because of Sarah, there will never be another kid in Shoreline who doesn't know the name Edwin T. Pratt. Someday, if she keeps this up, everyone will also know the name Sarah Haycox to include Blacks In Government.

THEREFORE, BE IT RESOLVED;

(1) BIG will send a plaque costing no more than seventy-five dollars ($75.00) and a letter to Sarah Haycox thanking her for honoring a fallen civil rights leader by spearheading a movement to have his name memorialized in the education of others through an Early Learning Center.

(2) BIG National President will send a letter to the Pratt Family advising them of BIG’s appreciation honoring Sarah Haycox for her tenacity and support to honor a slain civil rights leader, and

(3) BIG National President will send an email letter to CBS ‘On the Road’ executive producer at [email protected] and reporter Steve Hartman advising of this BIG Resolution and thanking both for airing this story.

RESOLUTION

BIG CONDUCTS FEASIBILITY STUDY FOR EACH MEMBER IN GOOD FINANCIAL STANDING TO VOTE ON BIG NATIONAL ELECTED OFFICERS

WHEREAS, the National Organization of Blacks In Government (BIG), was incorporated in 1976, as a 501[c]3 non-profit organization to, educate and advocate on behalf of Federal, State and Municipal government employees and today, BIG seeks to represent 2.5 million public and private civil servants by continuing to address discrimination in the workplace and its effect on public service; and

WHEREAS; BIG currently utilizes Delegates to vote the conscious of other dues paying members because they were not selected as a Delegate simply because in accordance to the BIG National Constitution, BIG chapters are only allowed a certain number of Delegates according to the number of chapter members; and

WHEREAS; BIG has over 5 Thousand dues paying members who would be eligible to vote in a normal democratic – every member voting system; and

WHEREAS; BIG voting delegates annually at Delegates Assembly usually amount to less than 10% of the entire BIG dues paying membership, and now we will be literally voting via virtual forums due to the Pandemic, it now makes sense we involve our entire membership in the voting process for our National elected officials; and

WHEREAS; BIG members understand that the current Delegates voting system for the BIG National President and National Elected Officers is much like the U.S. National Electoral voting system that allows Presidents of the United States to be elected while losing the popular vote; and

WHEREAS; BIG members understand that its current annual Delegates voting system disenfranchises the rest of the dues paying members in good financial standing who, are not allowed to vote and further creates a voting system much like the District of Columbia known as “Taxation Without Representation”; and

WHEREAS; BIG’s understands that its National Coalition In Public Service (NCEPS) partner organizations (http://bit.ly/2WvAnIw) combined of Federally Employed Women (FEW.org), Federal Asian Pacific Council (FAPAC), National IMAGE, Society of American Indian Government Employees (SAIGE), FEDQ, Federal Employees With Disabilities (FEDs) utilize independent contractors who capture the vote of each dues paying member in good financial standing to elect their National President and National Officers; and

WHEREAS; BIG believes it’s a U.S. Constitutional right for every eligible American to vote in the U.S. National Elections and therefore, BIG must now adopt the same system for each BIG

member to cast a vote on its National Officers who are tasked with piloting this World Class organization.

THEREFORE, BE IT RESOLVED;

The BIG National President and National Executive Committee will conduct a Feasibility Study within (7) months following the adoption of this Resolution, and that the parameters of the study be approved by the National Board of Directors.
