PRESIDENT MESSAGE

It is hard to believe that we are less than one week away from the end of the 2015

year that, not only flew by, but it was full of a mix of great news and unfortunately bad

news. Nevertheless, when we look at the balance of achievements and accomplishments

of both the NACAC AA and Athletics as a whole, it is positive due to our athletes from

grassroots to high performance.

It was a year full of expectations due since there were Continental Areas Election

Congresses in all six Area Associations and, moreover, there were elections for all the IAAF

elected positions including, for the first time in many decades, two great individuals were

running for the presidency of the IAAF. These particular situations kept everybody in a

stage of expectations and busy either campaigning or trying to define each one particular

individual future.

I do not have to go over the outcome or specific results of the different elections

since you all know those results but I would like to take this opportunity to congratulate

all those individuals who ran for elected positions at all levels and were elected and also

congratulate those who put their name forward for elections and did not get elected.

With all the elections over in all the different organizations such as National Federations,

Continental Areas Associations and at the IAAF level, it is time that we evaluate our past

performance and find out what was done correctly and what we need to do to make our

sport, from national level to the world level, better and more attractive and popular for

the community.

In the area of development or competition I can assure you that our progress will

continue and, as we have demonstrated in the last WAS and Olympic Games, NACAC AA

will continue to be the world leaders. There are a number of factors which contribute to

continue our progress will but there is one that stand way above the others and that is the

great importance and significant value that the sport of Athletics (Track and Field) has in

our school systems. Very few countries in our Area do not have a strong Athletics program

in the school system but those are catching up. As far as we have that advantage over the

other Continental Areas, it will be very difficult for them to match our development.

Therefore, we tip our hat for the thousands, if not millions, of individuals that day in and

day out give their time, effort, support, and service to the development of Athletics in our

schools. On behalf of the NACAC AA Council and the entire NACAC Athletics Family our

respect and admiration to all of you for your contribution to our sport, to the

development of our youth and to the development of a better world.

Finally, there were many expressions of unity, inclusion, working together in our

Congress and meetings in 2015 therefore, it is time to practice what some of you are

preaching. As your President, along with the dynamic Council that we have in place, we

are ready to bring the whole Family together and move forward no matter if there are

disagreements and discrepancies but, as you and I know, we are not here to serve

ourselves. We are here to develop Athletics and moreover or Youth. Therefore, Let Stand

Together…

GENERAL SECRETARY REPORT

After two years in this position as NACAC AA General

Secretary, we can point out the achievements that our area

has been able to get. As far as the officials is concerned, we

have to emphasize that we have increased the number of

International Area Officials. In 2014, it should be noted that

we increased from 11 to 15 International Area Race Walking

Judges. Also, at the end of that year, from 11 International

Area Technical Officials that we had, we increased to 23. With

both courses and assessments for race walking judges and

technical officials in our area, we were able to update them

with the best resources available for officials.

During these two years, 85% of all these officials

had the opportunity to work at the Area

Championships such as Central American and the

Caribbean Juniors, Pan American Juniors, Central

American and the Caribbean Seniors, NACAC U

23, Youth Olympic Games Trials, CARIFTA Games,

CADICA, the Pan American Sports Festival, Race

Walking Challenge in México, Central American

and the Caribbean Games, Pan American Race

Walking Cup and the Pan American Games.

We were able to establish a system of evaluation

of the performance of our officials in each of the

competitions in which they were involved. In that

way we were able to observe their performance

and the work of each one of them and we have

now an assessment which is more fair and

objective, supports accountability and help us, as

a criteria, at the moment in which we are going to

select officials who are sent to the evaluations of

the International Association of Athletics

Associations (IAAF).

At the end of this year 2015, it is noteworthy that

the NACAC Executive Council determined the

creation of 12 Commissions. Never before we

had been able to achieve that. The following

Commissions will be working together

from 2016 to 2019: Technical, Coaches,

Women, Medical/Doping, Press/Media,

ATHLETICS CANADA It's been a very successful year on and off the field of play for Canadian athletics as we reach the three quarter mark on the Road to Rio. Going into 2016 Canada counts two reigning World Champions in Shawn Barber (pole vault) and Derek Drouin (high jump). 2015 also saw the emergence of a sprint superstar in Andre De Grasse. De Grasse smashed Canadian records, won double gold at the Pan Am Games and stood on the podium along with Usain Bolt at the World Championships in the 100-metres.

At the top end Canada’s Paralympic athletes are equally impressive featuring Brent Lakatos who has quickly become the face of wheelchair racing winning gold at the IPC World Championships in the 100m, 200m and 800m, as well as rising star Guillaume Ouellet who took gold in the visually impaired 5000m.

Canadian track and field enjoyed all-time best performances at the Pan Am Games and Parapanam Am Games in Toronto, and also at the IAAF World Championships in Beijing.

In Beijing Canada won an unprecedented eight medals, placing seventh on the medal table. This performance improved Canada’s previous best of five medals set two years ago in Russia at the 2013 IAAF World Championships. On top of a best-ever medal haul of eight, the Canadian team also posted 65 points on the IAAF Placing Table, another Canadian team best. In Toronto at the Pan Am Games Canada won 27 medals, including 11 gold.

The paralympic stream was equally impressive, winning 11 medals at the IPC World Championships, and a best-ever 43 at the Parapan Am Games to place third on the medal table.

The National Track League continues to be a success story providing good competitive opportunities in the western hemisphere for all athletes, but especially those in the NACAC region. The 2016 edition of the series will play an important role in qualification for the Olympic Games with events on June 17 (Vancouver, BC), June 19 (Victoria, BC), June 22 (Halifax, NS), June 25 (Guelph, ON) and July 16 (Edmonton, AB).

Off the field of play Athletics Canada continued to extend its reach with the launch of our digital platform; www.AthleticsCanada.tv. It helps connect the sport from high school, to the roads all the way up to elite and international competitions.

San Juan. - USA´s World and Olympic decathlon champion

Ashton Eaton and Cuba´s World Pole Vault champion

Yarisley Silva were named the 2015 NACAC Athletes of the

Year, the North America, Central America and Caribbean

Athletics Association (NACAC) announced Wednesday.

Eaton improved his own decathlon world record with a

9045-point total at the World Championships in Beijing.

The 2012 Olympic gold medalist was also named the 2015

IAAF Athlete of the Year in November.

Cuba´s Yarisley Silva added her first world outdoor title to

the indoor gold won in 2014. She also topped the world

lists with a Central America and Caribbean record of 4.91m

and successfully her Pan American Games title in Toronto.

Other world champions from Beijing 2015 were

nominated for the top award: Jamaican sprinter Usain Bolt

(100m, 200m, 4x100m), and USA´s Christian Taylor (triple

jump), Joe Kovacks (shot put).

The other female nominees were Jamaica´s Shelly-Ann

Fraser-Pryce (100m), Denia Caballero (Discus) and Tianna

Bartoletta (Long Jump), who dominated their respective

events at the World Championships.

The top junior athlete honors went to Jamaica´s

Christopher Taylor, who claimed the 400m gold at the U18

World Championships in Cali at the age of 16 and Cuba´s

Yulenmis Aguilar, who set a javelin world junior record of

63.86m at the Pan American Junior Championships in

Edmonton.

INFANTILE CHAMPIONSHIPS, COSTA RICA

2015

In San José, Costa Rica was held the IX Central

American Junior C and Infantile Championships

from November 27 to 29. Besides, as part of the

development of the Kids Athletics at the level of

under 12 years, it was held the IV Tournament on

the same dates.

Between the two events participated 265 athletes

and 46 officials for a total of 311 people from six

countries of Central America: Guatemala, El

Salvador, Honduras, Nicaragua, Costa Rica and

Panama with the exception of Belize who could not

participated.

75 track and field events were held and the athletes

broke 14 Central American records.

By teams the overall champion was Costa Rica with

399 points followed by El Salvador with 214 and

third place with 101 points Panama. By categories El

Salvador achievement was first in the Infantile A

championship, followed by Costa Rica and Panama,

and to the Junior C Category, Costa Rica achieved

the first, second El Salvador and third Panama.

REPORT OF ACTIVITIES OF THE CADICA

AREA IN COSTA RICA 2015

The year 2015 was very productive for the

Central American area covering 7 countries:

Guatemala, Belize, Honduras, El Salvador,

Nicaragua, Costa Rica and Panama, an area

that meets in the organization called CADICA,

Central America Athletic Confederation which

is part of the NACAC AA.

They made annually Championships for the

different categories and also, in 2015,

organized successfully in Costa Rica the 2nd

NACAC Senior Championships where 31

countries of North America, Central America

and the Caribbean and more than 400 athletes

and 150 officials participated.

Unfortunately, the Race Walking

Championship was not performed due to lack

of countries to participate, hoping that it can

be done in 2016.

WOMEN COMMISSION REPORT By Evelyn Claudio

The Women Leaders in Athletics from the NACAC Area have completed their 2013-2015

Strategic Plan and are looking forward to meet in 2016 to continue the enhancement of women

participation in Track and Field events and administration. They completed their project,

sponsored by the IAF: A Step by Step Method to organize a Women Commission in Every Member

Federation which also includes an Evaluation of their Strategic Plan, a Template for Financial

Affairs, a Research on Women Participation in the RDC Events and their Activities, Publications

and Accomplishments: ten (10) Member Federations Female Presidents, two (2) publications,

Template to assist the MFs in their accountability of financial affairs, fourteen(14) national

organizations, change in the decision making process and compliance with the IAAF mandated

20% female participation and inclusion.
