Stressing   t*at national oners*i# and national res#onsibilit are e to

establis*in s%stainable #eace in iba"

Stressing also t*e i+#ortance o, t*e United Nations S%##ort 4ission in iba"

in accordance it* its +andate %nder resol%tion 200 (2011)" assistin and

s%##ortin iban national e,,orts" inter alia to restore #%blic sec%rit and order"

 Recalling   t*at" #%rs%ant to #arara#* 10 o, resol%tion 170 (2011)" 4e+ber 

States are oblied to #ro*ibit t*e #roc%re+ent o, all ar+s and related +ateriel ,ro+

iba b t*eir nationals" or %sin t*eir ,laed $essels or aircra,t" and *et*er or 

not oriinatin in t*e territor o, iba"

 Expressing  concern at t*e #roli,eration o, all ar+s and related +ateriel o, all

t#es" in #artic%lar +an#ortable s%r,acetoair +issiles" ,ro+ iba" in t*e reion

and its #otential i+#act on reional and international #eace and sec%rit"

Underlining  t*e ris o, destabili5ation #osed b t*e disse+ination in t*e Sa*el

reion o, illicit s+all ar+s and li*t ea#ons" and recalling   in t*at reard t*e

Re#ort o, t*e SecretarGeneral on t*e acti$ities o, t*e United Nations O,,ice ,or 

6est ,rica (S/2011/3)" *ic*" inter alia calls ,or strent*ened coo#eration in t*eSa*el area" as ell as t*e or o, t*e United Nation O,,ice ,or 8entral ,rica"

 Recognizing  t*e %rent need ,or additional e,,orts to be +ade at t*e national"

reional and international le$els" in order to #re$ent t*e #roli,eration o, all ar+s and

related +ateriel o, all t#es" in #artic%lar +an#ortable s%r,acetoair +issiles" in t*e

reion"

 Recognizing   also  t*e %rent need to sec%re and destro c*e+ical ea#ons

stoc#iles in iba" in accordance it* its international obliations"

 Emphasizing  t*at t*e #roli,eration o, all ar+s and related +ateriel o, all t#es"

in #artic%lar" +an#ortable s%r,acetoair +issiles" in t*e reion co%ld ,%el terrorist

acti$ities" incl%din t*ose o, l9aida in t*e sla+ic 4a*reb"

 Reaffirming " in t*at reard" t*at terroris+ constit%tes one o, t*e +ost serio%st*reats to international #eace and sec%rit"

 Reiterating  t*e obliation o, 4e+ber States to coo#erate in order to #re$ent

t*e +o$e+ent o, terrorist ro%#s" and t*e #roli,eration o, ar+s in s%##ort o, 

terrorist acti$ities" inter alia t*ro%* e,,ecti$e border control"

 #ortable s%r,acetoair +issiles" to ens%re t*eir #ro#er c%stod" as ell as to +eetiba;s ar+s control" disar+a+ent and non#roli,eration obliations %nder 

international la" t*ro%* t*e ,%ll i+#le+entation o, t*eir #lans in t*is reard<

2.   Further calls upon  t*e iban a%t*orities to contin%e t*eir close

coordination it* t*e Orani5ation ,or t*e -ro*ibition o, 8*e+ical 6ea#ons" it*

t*e ai+ o, destroin t*eir stoc#iles o, c*e+ical ea#ons" in accordance it* t*eir 

international obliations<

3.   Calls upon  States in t*e reion to consider a##ro#riate +eas%res to

 #re$ent t*e #roli,eration o, all ar+s and related +ateriel o, all t#es" in #artic%lar 

+an#ortable s%r,acetoair +issiles" in t*e reion<

'.   Calls upon  4e+ber States" international and reional orani5ations and

entities" incl%din rele$ant United Nations bodies" to #ro$ide t*e necessar

assistance to t*e iban a%t*orities and States in t*e reion in order to ac*ie$e t*is

oal<

!.   Requests  t*e 8o++ittee establis*ed #%rs%ant to resol%tion 170 (2011)"

it* assistance ,ro+ its -anel o, E=#erts" and in coo#eration it* t*e 8o%nter

erroris+ E=ec%ti$e Directorate" and orin it* ot*er rele$ant United Nations

 bodies incl%din t*e nternational 8i$il $iation Orani5ation" and in cons%ltation

it* international and reional orani5ations and entities" to assess t*e t*reats and

c*allenes" in #artic%lar related to terroris+" #osed b t*e #roli,eration o, all ar+s

and related +ateriel o, all t#es" in #artic%lar +an#ortable s%r,acetoair +issiles"

,ro+ iba" in t*e reion" and to s%b+it a re#ort to t*e 8o%ncil on #ro#osals to

co%nter t*is t*reat" and to #re$ent t*e #roli,eration o, ar+s and related +ateriel"

incl%din" inter alia" +eas%res to sec%re t*ese ar+s and related +ateriel" to ens%re

t*at stoc#iles are +anaed sa,el and sec%rel" to strent*en border control and toen*ance trans#ort sec%rit<
