Correspondence of t%e Associated Press.
TjONDON, November 18.."The MuzsledPress" was diEcussed by BonaiLaw. leader of the conservative party,in his address before the house of commonsat the recent opening of the specialwar session, and Premier Asquithwas asked for a statement on the government'sposition in regard to thesuppression of war news."There is a general feeling, which 1
share," said Mr. Law, "that the press ismore muzzled than is necessary formilitary reasons, and, secondly, if thatbe so, it is disadvantageous from thepoint of view of every other interestin this country. It may be that to a
large extent the government is powerless. Our army in France is only partof a great force, and it would be quiteright that we should not do anythingthat by any possibility could injure theoperations of that force which was
against the wishes of the governmentresponsible for the chief part of theforce. I quite admit that, but 1 wouldlike to impress upon the governmentthat where there are not military reasonsthere can be no other reasons forkeeping back information as to whatour soldiers are doing. It is bad inevery way. It is bad for recruiting.
site spoke of the action of the LondonScottish. I think we are all proud ofthem, but they are not the only regiment. The effect of their action was
immediately to stimulate recruiting forthe London Scottish. There are otherregiments to my knowledge, representingother districts in the country, which have fought as bravely and sufferedlosses bravely, and the people ofthose districts know nothing.
Regarded as Great Mistake."I am sure that nothing could be a
greater mistake.I am not suggestingthat the government is acting for thisreason.than to suppose there wouldbe any advantage, apart from militaryconsiderations, in letting the countryknow there have been heavy losseswhen such losses have taken place. Onthe contrary, it is good that we shouldTell them. One of the things which,as a nation, we have most reason, sofar as the civilian population is concerned,to be proud of is that whatmoat stimulated recruiting in thisountry was not eloquent speeches, or
anything of that kind; it was theknowledge of the risks which our soldierswere running which made our reruitsJoin the army."Personally I should have preferred,
if it were possible, to have accreditedreporters at the seat of war. That mayt>e impossiDie, uui 1 uo nope me goveminent will try to give all the informationthat can be given apart frommilitary considerations, and they willtell the house frankly the principleupon which they are acting in regardto the whole matter. I am quite surethat nothing could be worse than tcconceal misfortunes, if we have any, from the people of this country. I donot mean that it may not be right todelay publication of incidents, perhapsfor considerable time, for strategicalreasons, but 1 am sure it would bewrong for us to do what may havebeen right in the case of Japan.tconceal disasters t^^il the war is over. The main object v^h us would be toprevent a panic, and in my belief onething which would cause panic wouldbe if the people of this country got theidea that they do not know the wholet ruth."The press throughout England has
attributed slackness in recruiting verylargely to tne strict censorship. Consequently31r. Law was voicing an

I opinion which has been current In theUnited Kingdom for many weeks."What is the principle which oughtto govern us?" Mr. Asquith remarkedin his reply. "You should be ready todivulge everything, whether favor\able or adverse, subject only to militaryconsiderations. I can say with
1 the utmost confidence that as far as wef are concerned, and as far as we haveresponsibility in the matter, that isthe principle on which we have actedthroughout. Whatever has been con-B oealed, or rather withheld.for I quiteagree there is a difference betweenpermanent concealment and temporarypostponement whatever has beenwithheld has been withheld simply be-cause, in the opinion of our military
