    Land. Its our most valuable commodity, and thats because we cant manufacture any more of the stuff once its gone, its gone. Or when it comes to the property market, once its sold, its sold.

    Th ose of us who live on the Sunshine Coast all want a patch of Coast soil to call our own. Buying a block of land and building a dream home is a goal for many families. You get to choose a colour scheme, a layout and the look and feel is up to you even buying off the plan allows for fl exibility and control.

    So if youre in the market for your own little piece of planet earth, what are your

    options? Th ere are several alternatives one of the most popular and aff ordable being house and land packages in master-planned communities.

    Housing aff ordability is an issue for many Australians, and more and more families are being drawn to

    these planned estates as they off er convenience, value for money and

    easy living, with the necessary infrastructure at your doorstep.

    Th e key to a successful community or estate is this infrastructure schools, public transport, shops, services, amenities and sporting facilities are high

    on the priority list for developers, the State Government and our council, who all play

    key roles in the production and management of this infrastructure and other services.

    Currently, residential estate covenant or body corporate community title instruments are commonly used by some developers to achieve a particular aesthetic appearance and standard within a development or master-planned community.

    Th e Building and Other Legislation Amendment Bill 2009 aims to deliver, among other things, two key components of the State Governments sustainable building election commitments the Cleaner Greener Buildings Plan. Th is means changes to what can and cannot be stipulated in a covenant by a developer.

    Previously, a developer was within his or her rights to make certain demands within a covenant that would form part of the land title documentation given to a land owner at the time of settlement.

  • minimum fl oor area or number of bedrooms or bathrooms, the orientation of a home, minimum roof pitch, prohibiting the use of specifi c building materials or external fi nishes, the number of dwellings that can be built on one block of land, prohibiting the use of a solar hot water system or photovoltaic cells on the roof and the number of garages a home must have.

    On January 1, the State Government introduced Ban the Banners provisions, invalidating covenants, body corporate by-laws and community management statements and similar instruments that prohibit or restrict owners from implementing building practices.

    Th e State Government claims the amendment will ban new covenants and specifi c provisions within body corporate by-laws that restrict an owner from using sustainable features such as lighter roof colours and solar hot water systems. Its about giving owners the freedom to make their homes more sustainable.

    But could these changes bring about other challenges for developers and land owners? Th e Urban Development Institute of Australia (UDIA) thinks so, which is why it is in talks with the State Government in an attempt to have the new legislation amended.

    Martin Zaltron, the UDIAs director of policy, believes that while the State Governments initial intentions were spot on, the result is not. When the changes were fi rst suggested, they were to ensure covenants couldnt ban things like solar hot water systems on the roof, he says.

    It was all about the environment and about being more energy effi cient and aff ordable, so we had no concerns. But when the changes came into play, we realised they had rushed in too quickly. Th ey have put restrictions on too many areas, like time frames. We need to have something in place that protects the developer and residents, while at the same time ensures aff ordability.

    So what are the major changes that will impact on our master-planned communities? Th e biggest change is that you now cant put a covenant on construction times, Martin says. Th e average covenant for completion

    of a average covenant for completion of a house is 12 to 18 months. Without these restrictions, investors could buy land and not ever build on it no one wants to live in a half-empty subdivision.

    While many covenants stipulate that landscaping and fencing must be completed at the same time as the house, the new rules dont allow for such demands. While this could impact on aesthetics in a planned community, Martins major concern is aff ordability.

    Were heading back to the bad old days of anti-aff ordability, he says, but we think the government sees our issues.

    How will owners be impacted by the changes? On a positive note, it will allow land owners more fl exibility on what they can do on their land, Martin says.

    It will also enable buyers to purchase land and not build on it immediately.

    But we are concerned that when land is released, the fi rst 10 people in line might be investors, so they will be able to purchase the blocks over serious residents, and just speculate. Th at will only make land less aff ordable.

    While Paul Bidwell, director of housing at Queensland Master Builders, can understand the UDIAs concerns, his organisation supports the governments initiative. Paul believes it will help make homes more aff ordable.

    Aff ordability is always the key issue. We support the governments plans to prohibit covenants, especially in relation to minimum fl oor areas. Th ese changes will give them [home owners] fl exibility in what they can build on their site its all about aff ordability, he says.

    the only thing buyers have to get their heads around. Th eres also the great land shortage debate. Are we running out of land or do we just need to be a little more patient? How could there be a land shortage when theres so much open space out there? Th is is a topic we have covered in My Property Preview the debate still rages on.

    In February last year we revealed that, according to Queenslands Department of Infrastructure and Planning, in total the Sunshine Coast is home to 8727 hectares of future residential land in the fi rst stage of the land development pipeline. So why cant we get our hands on it?

    First theres the allegation of land banking by developers the practise of purchasing and slowly releasing large amounts of property near fast-growing urban areas to increase demand and ensure maximum return. Many developers deny this happens, pointing the fi nger sternly back at the Sunshine Coast Regional Council, claiming the delays lie in the approvals process and that theyd be happy to release the land to the market sooner rather than later.

    Mayor Bob Abbot, has long fought these allegations, saying the SCRC has a responsibility to scrutinise development applications and manage population growth he refuses to open the fl oodgates to open-slather development.

    Whatever the reason for this shortage, demand for land is at an all-time high. New lots in the more popular communities have been known to sell off the plan within days, sometimes hours, of release.

    Developers like Stockland, which currently has fi ve residential communities on the market on the Sunshine Coast, admits there is a shortage of sorts on the Coast. Stocklands Queensland general manager, Kingsley Andrew, says the Sunshine Coast is facing an underlying shortage of new housing.

    Th e Sunshine Coast has experienced

    several years of high population growth and that is likely to continue in the future, creating strong demand for housing, he says. Stockland has fast-tracked land releases at several of its residential communities on the Coast to help meet that demand and is committed to further sustainable development in the region.

    If youre in the market for a piece of paradise, where do you start? Whats on the horizon on the Sunshine Coast when it comes to land sales and new releases in 2010?

    Stockland will continue rolling out more releases in its Birtinya Island, Brightwater, Woodgrove, Boardwalk and Doonella communities. Dates are to be confi rmed.

    Lend Lease is focused on the sale of two communities Vantage at the Hyatt Coolum, located around the new third hole on the Hyatts PGA championship golf course (non-golf-front holes are also available), and Whitehaven at Beachside at Yaroomba Beach one of the last beachside precincts on the Coast. New lots will be released in Beachside in 2010.

    In the south, Investa will continue to expand its Bellfl ower community, with 72 additional lots to be released in 2010, before the commencement of the companys new Palmview neighbourhood in 2011.

    FKPs Peregian Springs community, north of the bridge, will also continue to grow in 2010, with at least 110 new lots available at Ridges Peregian Springs, and 45 lots available at Peregian Springs during 2010. A FKP spokesperson says, Th e market has been particularly strong in the area and in the past three months sales have increased signifi cantly.

    And then theres Chardan Development Groups Sunshine Cove, in the heart of Maroochydore. When completed, Sunshine Cove will be home to between 6000 and 8000 people. At least 700 lots will be released, with construction set to commence in mid-2010.

    Chardans Glen Cassidy is confi dent that, pending fi nal council approvals, the fi rst blocks will be released in early 2010, and the rollout of each stage will follow. Were hopeful that by the end of 2010, families will be in their new homes in Sunshine Cove, celebrating Christmas, Glen says.

    Smaller communities are also springing up all over the Coast, from the likes of Creekwood in Caloundra to Cloudwalk in Maleny, Northridge in Nambour and Greenwood Grove in Cooroy.

    In Bli Bli, Parklakes has 220 lots to sell.

    Stage 8b is currently on the market (20 lots) with another 40 lots (stage 3c) set for release in March 2010. Rob Midgley from Parklakes agrees that there is a shortage of aff ordable options for potential buyers.

    Th ere is a desperate shortage of residential land coming through the system, Rob says, especially in the areas behind the glitter strip where prices can be kept aff ordable.

    Mark van Wyk, from the UDIA Sunshine Coast, adds that its hard to predict exactly what 2010 will hold. It will be a mixed year in 2010. Th e dynamics are still hard to project as there are so many variables but there are signs of a sound base. Clearance rates are defi nitely up and I think most of the major discounting has occurred.

    When it comes to new land, I am still concerned about supply many releases will run out of stock in the next six to 12 months and unfortunately theres not as much in the pipeline as we would have liked. Overall though, Im cautiously optimistic about the year ahead, Mark says.

    No matter what your budget or where youd like to call home, theres probably a local community to suit your needs. (See table on previous page.)

    Just be sure to keep your ear to the ground and your eye on the prize. Inventory will continue to be tight in 2010, which means the market will remain incredibly competitive and youll need to be prepared to act quickly as soon as your dream block is released onto the market.

    Stepping out

    Theyve built a global shoe brand thanks to initiative and a love of Bali, but for Ben Nothling and Natalie Miller, its the Sunshine Coast thats still home.

    When Ben Nothling and his wife and business partner Natalie Miller launched the Holster Fashion brand in 2001, they could have had no idea that their Bali-bought shell belts would grow into a global fashion empire.

    Today, Holster Fashion products can be found in 1500 retail outlets in 42 countries, not bad for a Noosa-based business run by a young Sunshine Coast couple.

    On holiday in Bali, Natalie and Ben discovered that they could purchase bulk quantities of shell belts straight off the streets for a good price. At the time, shell belts were an incredibly hot fashion item, especially in Noosa, so launching their business with this accessory seemed like a no-brainer.

    While they continued down the belt path for a while, achieving some success, Ben and Natalie realised that they needed to fi nd a niche product that wouldnt wane in popularity like belts do. Aft er

    dabbling in fi shbone shoes, they turned their attention to jelly sandals, and the rest is footwear history.

    Holster Fashion is now known globally for its extensive jelly sandal range, complete with Natalies signature bling embellishments.

    Natalie and Ben are living the dream. Not only are they able to run a global business from Noosa, but three years ago they purchased their dream home on the river in Tewantin. Th e home is situated at the end of a secluded cul-de-sac.

    Th e position is beautiful so peaceful, private and unique, Natalie says.

    As soon as you walk through the door you can tell that Bali still holds a special place in Ben and Natalies hearts they try to make it back to Bali once a year for a little rest and relaxation, with the quiet surfi ng spot of Uluwatu their holiday location of choice.

    Th eres a distinctive Bali fl avour to the house, from the heavy rattan lounges on the balcony to the decorative urns and vases, lava stone lanterns, enormous mirrors and extensive selection of Asian-inspired teak furniture. Th e couple has brought back their fair share of well-priced Bali pieces over the years.

    water as they both share a passion for all things water-related. Ben is an especially keen surfer who was lured from Brisbane aft er spending his holidays on the Coast. Aft er fi nishing a business degree, he relocated to the Coast in search of rolling waves and a part-time job he planned to spend a little time travelling before settling down in a real job.

    It was at a job interview for a part-time role at a convenience store in Hastings Street that Ben met Natalie, a born-and-bred local. It was aft er the pairs fi rst holiday to Bali together that the Holster Fashion brand was born.

    Th ey love the Indonesian island so much that the couple named one of their two pooches aft er it. Th eir other dog is called Angel.

    Th e couple loves life on the water. Ben regularly takes his kayak out on the river straight from his front yard. He also makes the most of the local waterways and ocean in his fi shing boat fi shing is another of Bens passions. Natalie also has her boat and jet ski licence so is equally at home on the sea.

    Th e views from the deck at Ben and Natalies home extend from Noosa north shore up to Noosa Hill. Its a beautiful outlook, but its the neighbours that impress visitors the most. From the deck you can see straight over to Makepeace Island a private island owned by billionaire Richard Branson, and Virgin Blues Brett Godfrey.

    While its peaceful on Makepeace Island these days, this wasnt the case during the construction phase. Every morning for four years the old barge would fi re up and head down the river to pick up the building materials they needed for that day, Ben says. Its an amazing place beautiful buildings and pathways. I have watched it develop from my kayak over the years.

    I love our home as it feels like a tree house. You can sit out on the deck, surrounded by nature, fresh air and wildlife, with a spectacular

    Back to the deck. Th e couple spends most of their spare time lounging on their oversized lounge chairs, enjoining the view with friends or having a barbecue.

    We are always out on the deck especially when friends come over, says Ben. I am away for work so much, so its great to be able to sit out here and relax. Its so peaceful.

    Natalie says the deck is also her favourite part of the home. I love our home as it feels like a tree house as you can sit out on the deck, surrounded by nature, fresh air and wildlife, with a spectacular view of the Noosa River, she explains.

    Its like our own private retreat the prefect escape aft er a stressful day at work.

    Th e Tewantin home boasts four bedrooms, two bathrooms, a study and a private gym room that looks out over the Noosa River the perfect place to exercise. Th e kitchen is massive, and the living and dining area is open plan, making the most of the tranquil outlook.

    Th eir home is only 10 years old, but Natalie and Ben are planning a signifi cant renovation in 2010. Th ey intend to extend the Bali feel, but to modernise the home by updating key areas such as the kitchen.

    We want to make the house a little more modern by using a chic colour theme including grey, pewter, silver and whites, Natalie explains. I cant wait to put my personal touches on our home.

    With Natalies natural fl air for design as seen in her stylish footwear range season aft er season we can expect the renovation to be both contemporary and chic, just like her jelly sandals, only adding to the appeal of their Tewantin hideaway the house that shoes built.

    Change is goodReal estate identity Marian Yates and partner Stephen welcomed a forced change in Marians career with the arrival of their fi rst child, Casey, in September last year. Up until recently, Marian was a joint director at Platinum Properties in Kawana, but with a baby on her hands, she has sold her share to Platinums successful selling agent, Geoff Ohmsen. Geoff now shares the directorship of the company with Steve Turner and Steve Kealey. Steve Turner says, We are all very happy for Marian. We oft en joke that Marian was the brains of the operation, so while we dont see her every day, thankfully Marian still performs an important administrative role in the company.

    It was traffi c chaos in Shelly Beach on the weekend and Anthony Gorman was to blame. Last Saturday Anthony held the fi rst open for inspection for a newly listed property at 3 Beachside Court.
