This section provides a general overview of the application. It outlines the application’s
configuration, user access levels, assistance while using the application and application behaviour
in case of any contingencies.
1.1 Application configuration
The Muzhu Sugadharam (MuSu) information system application operates on mobile devices and
tablets with Android operation system. The application can also be downloaded and installed in
desktop computers and laptops using Windows Operating System. However, in order to do so, an
emulator needs to be installed before downloading the application. The application requires
connection to the internet in order to download, register, login and finally to upload the data.
Internet is not required while filling in the data.
1.2 User Access Levels
All registered ULBs can use the application. A single user id is allowed and provided on registration
for each ULB, and only one person can use the application at a time. Multiple login at the same
time (concurrent) is not allowed.

1.4 Contingencies
There is provision to save each page (or section). In case of the tablet/PC shuts down due to
power outage or no battery charge and if data entered is not saved, the same will not be saved and
will not be retained in the memory.

Getting Started section explains how to download, install and register the MuSu application.
2.1 MuSu APPLICATION DOWNLOAD AND INSTALLATION FOR ANDROID
SUPPORTED MOBILE PHONE OR TABLET
For an Android supported mobile phone or tablet, the user can directly download the
application from the Tamil Nadu Urban Sanitation Support Programme (TNUSSP) website:
http://muzhusugadharam.co.in/ .

In the home page, on the top right, the link to the application is provided. Upon clicking the link,
the user will be directed to the application download page. Click on the Muzhu Sughadharam.apk
button and application will download and install directly in the mobile phone/tablet.

2.2 MuSu APPLICATION DOWNLOAD AND INSTALLATION FOR DESKTOP
COMPUTER OR LAPTOP USING WINDOWS OPERATING SYSTEM
For a desktop computer or laptop using Windows operating System, the MuSu application
can be downloaded only after installing an Android emulator in the system. Android emulator is a
software which can emulate or run android operating system in your desktop or laptop for the
users who want to use android based application.
The steps involved in downloading and installation of an Android emulator and the MuSu
application are given below.
Step 1: Download the Android emulator – Bluestacks
Using any search engine, search for ‘Bluestacks’. It is a popular android emulator and the software
can be downloaded from www.bluestcks.com

The user will be directed to the download page where download with begin automatically.

The Bluestack software is 249MB in size. The time taken to download will depend on the internet
speed.

Step 2: Install Bluestacks
Start the extraction process by clicking on the ‘Open’ option.

Once the extraction process is complete, the installation screen will appear. Click the ‘Install
Now’ button to start the extraction process.

The user will be directed to the ‘Welcome’ page. Close the ‘Welcome’ screen.

The next screen lets you choose the language and by default ‘English (United States)’ is the selected
language. Click the arrow button.
The software may prompt for location access and the user can choose his/her preferences.

The user has to create an account to access Bluestacks and the account can be created only by
using a Google account. Please use your existing personal or the ULB’s Gmail account
credentials. If the user has to create a new Google account in case s/he does not have an existing
Google account.

Sign in with your/ULB Gmail id and password. Click on the forward arrow button.

Google signing in process will begin.

Once the signing-in is complete, the user will be directed to the ‘Google services’ page. Click on
the arrow below and again on the forward arrow to proceed to the next page.

The next screen will prompt you for payment details. Click on ‘NO THANKS’ button on the
bottom left corner.

The next page will prompt for your name. Enter the necessary details and click on the forward
arrow button. Finally, the user will be directed to the setup completion page. Click ‘Finish’.

On the ‘Home’ screen, click on ‘My Apps’ on the sub-menu bar to view the application.

The user will be directed to the ‘My Apps’ page in which the .apk files will be stored.

Step 3: Download MuSu application
The user can download the application from the Tamil Nadu Urban Sanitation Support
Programme (TNUSSP) website: http://muzhusugadharam.co.in/ . In the home page, on the top
right, the link to the application is provided. Upon clicking the link, the user will be directed to the
application download page.

Click on the Muzhu Sughadharam.apk button and application will download to your desktop
computer/ laptop.

Step 4: Install MuSu application
Open the Bluestacks ‘My Apps’ page and click on ‘Choose apk’ button.

The user can choose the folder in which the MuSu app has been downloaded. Select the ‘Muzhu
Sugadharm.apk’ file and double click the ‘open’ button.

2.3 MuSu APPLICATION REGISTRATION
From the Bluestacks ‘My Apps’ file (Figure 23), click on the MuSu icon and the sign-in screen will
open. For the first time login, user need to activate the account by clicking on “Register” at the
bottom of the screen which will lead the user to the Registration screen.

Figure 25 shows the Registration screen, in which the user has to enter the Full Name, Email
Address, and ULB for which the user is registered. While entering the necessary details, the ULBs
are requested to follow the example given below:

User Full Name: User’s ULB name
Email Address: Enter the official ULB email address
ULB: All ULB names have been pre-filled. From the list, select your ULB name.
After entering the valid information and clicking on the Register Button, a One Time Password
will be sent to the registered email id. The user has to use the password given on his email for the
first time login. It is recommended to change the password for future use.
2.4 RESET PASSWORD
The user can reset the password by clicking on the ‘CHANGE PASSWORD’ label at the top
corner of the application page.

By clicking on ‘Change Password’, the user will be directed to the page below as given in Figure
27. Fill in the required details and click on the ‘Reset’ button.

2.5 FORGOT PASSWORD
If the user forgets the password, it can be reset by clicking on ‘forgot password’ (Figure 24) in
the login page. In the screen as shown in Figure 28, the user can create a new password and click
on the ‘Reset’ button.

The user will be directed to the page below as shown in Figure 29. Here the user will fill the same
details given during registration. Click ‘Reset’ and a mail with the new password will be sent to the
registered email id.

This section provides a detailed description of the application.
3.1 LOGIN
Using your ULB’s username that is, ULB’s official email id and password received, login to the
MuSu app.

This app has been pre-filled with ULB related secondary data sourced from Census 2011 and also
details on existing Sewage Treatment Plants and Pumping stations provided by the
Commissionarate of Municipal Administration (CMA). On clicking the ‘Download Master’ and
‘Download Data’ image icon, the above data will be downloaded. The last icon, ‘Submit Report’
will enable the user to upload the recorded data post filling in all the sections in the App.

Once the data has been successfully downloaded, click ‘OK’ and click the ‘Next’ button at the
right hand corner of the screen. The user will be directed to the ‘Home’ page.
The user has to download the master data for creating new reports and the ‘download data’
should also be clicked.

On the top bar in Home page, the following options are given:

3.1.1 Language change
The user can change the language of his/her choice by selecting the language using the drop
down option given beside ‘Change language’.

The ‘Synchronisation’ icon will take the user to the ‘Synchronisation’ page and the ‘Print form’
icon enables the user to print all the pages of the data form.
3.2 CREATE REPORT
To create a new report, click on the ‘ULB Report’ icon on the ‘Synchronisation’ page. ‘The user
will be directed to the ‘Add Report’ Page. Click on the ‘Add Report’ button to create a new
report.

Select the reporting month and year using the drop-down option given for both the month and
the year.

Click the ‘Add’ button to proceed.
3.3 ULB DATA ENTRY
Some important instructions to be followed while entering the data:
Questions marked with an asterisk (*) are mandatory questions and the user has to fill
the details before proceeding to the next question
Save current page before moving to the next section
Do not leave a cell empty. In case there is no data then enter the value ‘0’.
3.3.1. INSTRUCTIONS
The user is requested to read all instructions given in each page by clicking the icons
Upon clicking on the icon next to the title in each page, a pop-up will appear with
instructions on the type of data required to fill the section.
There is a provision given under ‘Remarks’ for users to give their comments on any of the data
filled. The icon provides details on the kind of information that can be recorded.
By clicking the icon located in the bottom left of the page, the user can view the ULB’s
census 2011 pre-filled data. This data is intended as a reference data to the current entered data.

If the user observes some discrepancy in the Census 2011 data given, the details can be given in
the remarks space given.
3.3.2. ADD/EDIT/DELETE SOURCE AND PRINT OPTIONS
Add source
For each item of data requested, the user must select a source. This option is provided in the
cells in the left hand side. There are two sources, Census 2011 and TNSCB already pre-filled in
the drop-down list. If the data provided is taken from a different source apart from the two
sources given, the user can add the new source by following the below steps:
a. Click on the ‘Add Source’ button at the bottom of the page.

b. Enter the source in the pop-up box. The input cell will allow alpha-numeric inputs and up
to 26 characters. For example, if the source is from a household survey conducted by the
ULB, the source name can be ‘[ULB Name] survey’ [Year]. Click on the ‘Close’ button.

c. The new source will be automatically added to the drop-down list in the source cell.

Edit source
The user can edit a source added by following the steps given below.
a. Click on the ‘Delete Source’ button

b. A pop-up will appear, listing all the existing sources. Click on the ‘Edit icon’ against the
source that needs to be edited.

c. Make the necessary changes and click on the ‘Update’ button.

Delete source
The user can delete a source added by following the steps given below.
a. Click on the ‘Delete Source’ button

b. A pop-up will appear, listing all the existing sources. Click on the ‘Delete icon’ against
the source that needs to be deleted.

Print Report
The user can print all sections in the report or the selected section.
Click on the ‘Print’ button at the bottom of the page.

A pop-up will appear and the user can select the preferred option. Click ‘Print’ to proceed.

Note: The print option has is undergoing some revisions. Please use the Print form.pdf
file attached in the mail to print all sections of the application.
3.3.3. SECTION 2.1: GENERAL INFORMATION
In this section, the user has to fill the general information on the ULB including the number of
population, households, etc. For this section, the user should use the most updated and current
ULB data or data from any other official sources such as the Tamil Nadu Slum Clearance Board
(TNSCB), Census 2011, SBM survey 2015, etc. Thus, usage of Census 2011 data indicates that
the ULB has no updated data after 2011. The input cell will allow numeric inputs and up to 8
digits.

Enter the total number of population in the ULB and select the appropriate source

2. No. of households of the ULB
Enter the total number of households of the ULB and select the appropriate source.

Note: The number of HHs should be lesser than the total population of the ULB
3. Have the boundaries changed post 2011?
If the boundaries have not changed post 2011, select ‘No’ from the drop-down list. The user
has to select the date/month/year when the last boundary revision was made with the help
of the in-built calendar provided.

If the boundaries have changed post 2011, select ‘Yes’ from the drop-down list and the
month/year from when the boundaries were changed
Note: The selected year should equal or lesser than 2011
4. Whether the number of wards have changed post 2011?
If the wards have not changed post 2011, select ‘No’ from the drop-down list and the
current number of wards as per Census 2011 in the cell below the question, ‘What is the old
number?’. In case of any discrepancy in the current number of wards, please provide the
correct number with source in the ‘Remarks’ cell provided at the bottom of the page. If the
number of slums have changed post 2011, select ‘Yes’ and enter the current number of
wards.

5. Current status of slums
The user has to fill in details of slums in their ULB. Before filling in the data, the source
from which the data has been taken has to be selected.

Fill in the number of notified and non-notified slums in the ULB. The total will be
automatically calculated in the ‘Total’ cell below.

3.3.4. SECTION 2.2: ACCESS TO SAFE CONTAINMENT
This section has two parts,
PART A, collects details on the NUMBER OF TOILETS BUILT UNDER ANY
SCHEME TILL DATE including,
Total number of households who built toilets under Swachh Bharat Mission (Urban)
after 2014.
Total number of new constructions/upgradation of houses since April 01, 2011 obtained
from ULB records of building permission
Total number of households with insanitary latrines that have been upgraded or
reconstructed under ULB’s enforcement drives since April 01, 2011
Any other schemes implemented by the ULB after April 01, 2011
From the total toilets built under any scheme, provide the break-up for the three categories:
Connected to sewers, connected to septic tanks and connected to single/twin pits. For example:

PART B, collects details on the CURRENT HOUSEHOLD ARRANGEMENTS, that is, the

3.3.7. SECTION 2.5: DETAILS OF DISPOSAL SITE/STP AND DISTANCE TO
DISPOSAL SITE/STP
In this section, the user has to fill the site where the ULB/Private de-sludging operators dispose
the septage collected from septic tanks/pits in the ULB.
A disposal site can be defined as any place inside or outside the ULB where the ULB/Private
de-sludging operators dispose the septage. It can be a vacant land, farmland, trench, water
bodies, etc.
Sewage Treatment Plant (STP) refers to a plant that receives raw sewage and treats it so as to
render it less dangerous and less odorous and which can be reused for other purposes.
Distance to disposal site/STP: Calculate the distance in kilometres from a central point in the
ULB to the disposal site/STP
To add details on disposal site/STP and distance for each of the de-sludging operators click on
the ‘Add’ icon next to the title.
From our example, there are totally 6 de-sludging operators (1 ULB + 5 private operators).
When you select the first cell on ‘De-sludging operators’, the drop-down will list out all 6
operators.
If the ULB has a functional de-sludging suction truck, consider ‘De-sludging Operator-1’
the ULB.

Fill in the necessary details for ‘De-sludging Operators-1’. For example, the ULB disposes the
septage in a STP located 16 kms and the data should be filled as such,

Click on the ‘Save’ button before proceeding to enter the details for other operators.
To add the details for the next operator, again click on the ‘Add’ icon and select ‘De-sludging
Operators-2’. For example, if private operator 1 disposes the septage in a vacant land situated 9
kms from the center of the ULB, then select ‘De-sludging Operators-2’ from the drop down list
and fill in the appropriate details for disposal site and distance.

It is possible that one operator can have multiple disposal sites. In such cases, select the same de-
sludging operator number from the drop down and fill in the details. For example, if private
operator 1 apart from disposing the septage in a vacant land situated 9 kms from the centre of
the ULB, also disposes the septage in a farmland, then select ‘De-sludging Operators-2’ again
from the drop down list and fill in the appropriate details for disposal site and distance.

Repeat the same process to all other operators.
Edit data
The user can edit any of the details provided for each of the operators. Click on the ‘Edit’ icon
and make the necessary changes.

In this section, the user will fill details on the drinking water supply in the ULB. In addition, the
user has to fill in the estimated generation of septage per year from the ULB. This data has to be
collated from the private de-sludging operators.

the data should be obtained from each of the private operators.

to calculate the septage generation per year.

Here, note the number of months for which these variations apply. For example, the operator empties 25% more septic tanks/pits during the months of October and December. So it is 2 months. Enter the value ‘2’ in Cell A3.
4 Average volume of the septic tanks/pits assumed emptied (in litres)
Ask the operator, the average volume of the septic tanks/pits empties in litres that is, 3,000 litres or 5,000 litres For example, if the average size of the septic tanks/pits assumed emptied (in litres) is 3,000 litres, enter the value ‘3000’ in Cell A5.
Repeat the steps for all the operators and use the value calculated in Cell M7 (Shaded
red) to fill in the MuSu app.
