Proposed School Based and Pre Apprenticeship Support Program to increase

apprenticeship participation and improve completion rates

Introduction

GTAV believe one of the main reasons that apprenticeship completion rates are hovering around 50% is that

young people don’t have the opportunity to trial/experience and learn about a range of vocational options

before having to “sign up” to a 3-4 year qualification. Many young people have limited opportunities to

experience working life within a range of different occupations, and rely on school, family or friends for initial

career direction.

This proposed pilot program aims to provide participants with the opportunity to have a “hands on” trial of a

range of vocational occupations over 6-12 months. Where each participant will engage with 3-4 different

industries to research and experience first-hand what it really takes to be successful in that particular

industry.

This program would also support host employers (majority small businesses) as they will be able to engage

with a number of young participants through the program to find the best possible ”fit” for their business

when looking to recruit an apprentice.

The program would seek students from secondary school (from years 10 and/or 11) and existing unemployed

participants that might be interested in pursuing a vocational pathway in the future, through two separate

programs.

1. School Based Pre-Apprenticeship (1 day per week) (12 months)

Trial 3-4 different industry occupations with work experience placements

Including;

Workplace health and safety training for each industry

Undertake research into specific industry requirements on, regulations/legislation, environmental issues,

industry occupational pathways and career opportunities, specific language, literacy and numeracy skills

needed for that industry.

2. Pre- apprenticeship (full time) (6 months)

The program would also seek to engage with existing unemployed youth that have left secondary school.

These participants would be placed into a full-time pre-apprenticeship programs for 6 months.

Trial 3-4 different industry occupations with work experience placements

Including;

Workplace health and safety training for each industry

Undertake research into specific industry requirements on, regulations/legislation, environmental issues,

industry occupational pathways and career opportunities, specific language, literacy and numeracy skills

needed for that industry.

It is proposed that Victorian and interstate Group Training Organisations (GTO’s) would work closely with

TAFE and other training providers, and a range of host employers to ensure participants rotate through 3-4

different industries over the duration of their program.

GTOs are well positioned to provide a multi- industry experience so participants are able to make a more

informed choice into what apprenticeship they would like to pursue once the initial program is completed.

GTAV also believe this program will provide greater opportunities for regional participants as many trades

would not normally have enough “interest” to warrant a pre apprenticeship program as there would not be

enough participants or work experience places/ businesses to “fill” a traditional class of 15-20 students.

The program will also work with a range of training providers and industry stakeholders to develop the

curriculum and assessment requirements/activities for a “holistic” multi industry program. (Similar to the

“general construction” Certificate II program that will be used for the building and construction pathway)

GTAV will also work with a range of industry stakeholders through a project steering committee, to provide

final project reporting and recommendations / barriers to establishing the framework for possible future

delivery.

1000 School Based Pre-Apprenticeships - Transitioning from school to work

1000 Pre-Apprenticeships– Supporting unemployed youth into work.

Proposed program to increased participation and completion rates in apprenticeships

Holistic school based vocational programs (initial 12 month program) (aimed at Year 10 and Year 11

students) – To provide students the opportunities to explore various apprenticeship career options. Followed

by students shaving the choice to then select a specific school based apprenticeship (in Year 11-12 students)

Students would then continue to complete their apprenticeship post-secondary school through support of

the group training network and a host employer (or through direct employment).

GTOs would coordinate the holistic pre-apprenticeship work experience placements and assist schools (and

TAFE) with the pre apprenticeship training program

“Holistic” / themed programs (Certificate I - II level qualification) (3-4 rotations)

Engineering & Automotive (Fitting, welding, manufacturing, aerospace, mechanic, auto electrical, panel beating, electronics)

Business & Services (Marketing, HR, Administration, retail, hospitality, IT, Transport & Warehousing)

Building & Construction (CPC20211 Certificate II in Construction Pathways)

(Plumbing, carpentry, bricklaying, w&f tiling, concreting, flooring, IT, land scaping, electrical, IT, air conditioning, electronics)

Key Features of the proposed program

The students will be assessed on the combination of simulated and workplace experiences, and completing

projects/activities to better understand the work environment in a range of industries. During the initial 6-12

months students will be able to develop a greater appreciation for apprenticeship/traineeship options and

employer expectations, leading to students making a more informed choice of which apprenticeship/ career

pathway they will then enter. (With the aim of providing better retention and completion rates)

Potential host employers will be able to use the program to better recruit and match potential apprentices/

trainees through a series of short term work experience placements. The program will be supported by the

local group training network that can assist parents, students and host employers.

Regional school communities will have greater viability with commencing this initial program as students

with similar (not exact) interests will be able to come together in the school/training environment and share

their learnings between work placements.

It is planned that the program would be established through 20+ metropolitan and regional group training

organisations across a number of States (Victoria, NSW, Tasmania).

(Expected participation with 100+ secondary schools across Victoria, NSW, Tasmania)

Program Benefits

GTAV believe this program will have many benefits including;

Increased flexibility for secondary school students to make an informed choice on their

apprenticeship pathway before commencing a national qualification/ apprenticeship.

Secondary schools will have additional local support for career advice and assistance for students

looking to enter a vocational career pathway/ SBAT program.

Up to 2000 new apprenticeship commencements over 2 years

Once the program has been established over the initial 2 years GTAV believe this model will confirm

that a collaborative partnership between schools, RTOs and GTOs will be sustainable without

additional commonwealth government funding.

(We envisage that after the initial two year pilot that employers and training providers would see an

improvement in commencement (better recruitment) and completion rates which would reinforce this

type of program is valuable. If/once the holistic curriculum was “endorsed for delivery”, training

providers would be able to access state government funding for the training in the future, and we

believe employers and GTO’s would participate as part of “normal” business as they are able to

generate better outcomes, and the program would become a “recruitment” program into their core

business activities/needs).

GTOs, RTOs and local secondary schools will be able to build stronger relationships

Regional employers will be able to better select/ recruit suitable apprentices

The pilot program will have established ongoing curriculum for four new career pathway entry points

for youth/ schools leading into existing traditional apprenticeships/ qualifications.

program which may provide opportunities to re-engage with

the media and wider community to highlight the benefits and

successes of the program over the two years.

GTAV would produce a monthly media release that would be

circulated through various mediums to promote the program
