The proposed development is a 156 unit, age restricted, multi-family com-plex identified as Plantation Crossing to be located on the east side of S. Dearing Road with +/- 9.408 acres or +/- 409,794 SF of land zoned for Planned Unit Development - Multi-Family. The parcel has an irregular shape with 706 linear feet of frontage and access along South Dearing Street lo-cated near Ashton Hills Country Club and the new $1 Billion Baxter Plant. The topography is at street grade then lightly rolling. A portion of the front of the parcel is cleared and then the remainder is wooded. The typical multi family zoning would allow for only eight units per acre. However, the subject was approved for 15. The project includes engineered sewer plans and cost quote to complete sewer connections (created August 2015—additional information is available). The subject property is not locat-ed within a designated flood zone. This is the only existing zoned multi-family development in Covington, Georgia. The subject improvements include six buildings. The site improvements in-clude paving, curbing and guttering, sidewalks, landscaping, in-ground sprinkler system and signage. The apartment buildings are identified as Building 3, 4 and 5. The clubhouse building is centrally located on the prop-erty adjacent to the pool. The pool has approximately +/- 1,500 SF. There is a bath house which is approximately +/- 413 SF with two large restroom facilities. Ready to build project with available building schedule. A Phase I Environmental Site Assessment was performed in 2002.

A recent senior housing market study for Covington showed zero supply for independent living and an unmet demand. Normally this shows a close correlation with aged restricted housing. In addition, Baxter, a top Fortune 500 pharmaceutical company, just built a large $1 billion plant in Covington near the subject development. They beat Research Triangle in North Carolina for the project. The 100-acre Greenfield campus will include 1.2 million square feet of building space in-cluding a wastewater treatment facility, manufacturing buildings, laboratory buildings, adminis-trative buildings and a central utility building. The campus will separate plasma components, puri-fy them, and make life-sustaining therapies used to treat burn victims and patients with immune disorders, hemophilia, and other medical conditions. Starting in January 2016, Baxter will be hiring over 1,500 employees with starting salaries at $60,000. As part of the relationship with Baxter, UGA Medical School is looking to establish facili-ties there as well. The expectation is for Covington to become the next Research Triangle.
