እየሰሩ ያሉ ነገር ግን እስከዛሬ ያልተ
ነገረላቸውን ድርጅቶች መልካም የስራ
እንቅስቃሴ ማሳየት መቻሏ እና በሲቪል
ማህበራት ውስጥ በሳል ልምድ ያካበ
ቱና አቢይ ተግባራትን እያከናወኑ ያሉ
ግለሰቦችን ማሳወቋ ለዘርፉ እየጎለ
በተ መምጣት ባለውለታ ያደርጋታል፡፡
ከዚህም ሌላ በብዙኀን መገናኛ ኢንዱስ
ትሪ ውስጥ መንግስታዊ ያልሆኑ ተቋማ
ትን አስመልክቶ እንደ አንድ የመረጃ

ዴሞክራሲያዊ ስርአትን ለመገንባት የህዝብ ተሳትፎ ወሣኝ ሚና አለው። ህዝቡ ህይወቱን በሚመለከቱ ሁለንተናዊ ጉዳዮች ላይ መሳተፍና የውሳኔው አካል መሆን ካልቻለ ዴሞክራሲውን በባለቤትነት ሊመራ አይችልም። በመሆኑም አንድ ዴሞክራያዊ አገር የሚመራባቸው የፖለቲካ፣ አስተዳደራዊ፣ ማህበራዊና ኢኮኖሚያዊ ሥርዓቶች ይህን ለማድረግ እድል የሚሰጡና የሚያበረታቱ ሊሆኑ ይገባቸዋል።
ይሁንና ተሳትፎ ስንል በመንግስት የፖለቲካና የአስተዳደር መዋቅሮች ብቻ ታቅፎ የሚከናወን ተደርጎ መወሰድ የለበትም። መንግስታዊ ባልሆኑ ዘርፎች እና በግል የሚደረጉ ሙያዊና ህዝባዊ ተሳትፎዎችንም የሚያጠቃልል እንጂ። በተለይ ዜጎች በገለልተኛ የሲቪል ማህበራት እና በሙያቸው አማካኝነት የሚያደርጉት ተሳትፎና ለዚህም የተመቻቸ ከባቢያዊ ሁኔታ መኖር ለዴሞክራሲ ስርአት ግንባታና ለህዝብ የስልጣን ሉአላዊነት መረጋገጥ ዋንኛ ቅድመ-ሁኔታዎች ናቸው። በመንግስት በኩል የሚደረገው ጥረት እንደተጠበቀ ሆኖ በሲቪል ማህበራትና በግል ተቋማት የሚከናወኑ ህዝብን የማሳተፍ ተግባራት የሃሳብ ብዙህነትን (Plurality of views) ለማራመድና ሃሳብን ለመግለፅ ነፃናት የሚሰማው ህብረተሰብን ለመፍጠር የተሻለ እድልን ይፈጥራሉ። በዚህ መልክ የሚገኙ ግብአቶችም መንግስት በዘረጋው የአሳታፊነት አሰራር ውስጥ የሚገኙ የህግና የአፈጻጸም ክፍተቶችን እንዲያይና እንዲያርም በእጅጉ ያግዛሉ።
ከዚህ በመነሳት ነው እንግዲህ የአንድ አገር ህዝብ የሥልጣን ባለቤትነት የሚረጋገጠው በመንግስታዊና መንግስታዊ ባልሆኑ ተቋማት ውስጥ የሚያደርገው ተሳትፎና ውሳኔ ሰጪነት ድምር ውጤት ነው የምንለው፡፡ ወደዚህ እንድናመራ ከሚያስችሉን መስፈርቶች መካከል ከብዙ በጥቂቱ የሚከተሉት በዋናነት ይገኙበታል፤
• አሳታፊነትን የሚጋብዝና ግልፅነት የተላበሱ አሰራሮችን ማስፈን፣
• ዜጎች ሃሳቦቻቸውን በህጋዊ መንገድና በነፃነት ማራመድ የሚያስችላቸውን ሥርአትና እድሎች ማመቻቸት፣
• የዜጎችንና የሲቪል ማህበራትን ገንቢ ሃሳቦች በአዎንታዊነት ተቀብሎ ፈጣን ምላሽ የሚሰጥ የፖለቲካ ስርአትና አስተሳሰብ (Responsive government) መገንባት፣
• መጠየቅ ብቻ ሳይሆን ለተጠያቂነትም ዝግጁ የሆኑ መንግስታዊም ሆነ መንግስታዊ ያልሆኑ አካላትና ዜጎች መኖር፣
• መብቱን ብቻ ሳይሆን ግዴታውንም የተገነዘበና ይህን ለመወጣት ዝግጁ የሆነ ህብረተሰብ መኖር፣
በአጠቃላይ የእነዚህ ቅድመ-ሁኔታዎች መሟላት የህዝብ ተሳትፎን በማሳደግ የዴሞክራሲ ስርአት ግንባታ እንዲሁም የኢኮኖሚያዊ እድገት ባለቤትነትን ለማረጋገጥ የሚያስችሉ ከመሆናቸው አንፃር ቸል አንበላቸው ለማለት እንወዳለን፡፡

ከ200 በላይ አረጋውያን እና ጥሪ
የተደረገላቸው እንግዶች ተገኝተዋል፡፡
በእለቱ በክብር እንግድነት የተገኙት
የአዲስ አበባ ከተማ አስተዳደር ከንቲባ
ጽ/ቤት ተወካይ አቶ ፈጠነ አለሙ
እንደገለፁት ማህበረሰቡ ለአረጋውያን
ተገቢ ትኩረትና እንክብካቤ መስጠት
እንዳለበትና ወጣቱ ትውልድም
የአገራችንን ልማት ለማፋጠን
የሚያስችሉ መልካም ተሞክሮዎችን
የበጎ አድራጎት ድርጅቶች
በህዳሴው ግድብ ግንባታ፣
በህገወጥ የሰዎች ዝውውር
እና በስነ ህዝብና ልማት ጉዳይ ላይ
የጋራ አቋም መያዝ የሚያስችላቸውን
ውይይት አካሄዱ።
ይህ የተከናወነው የቂርቆስ ክፍለ ከተማ
አስተዳደር ፋይናንስ እና ኢኮኖሚ
ልማት ጽ/ቤት በክፍለ ከተማው
ከሚሠሩ የተለያዩ በጎ አድራጎት
ድርጅቶች ጋር በመተባበር መስከረም
30 እና ጥቅምት 1 ቀን 2006 ዓ.ም.
ከአረጋውያኑ መቅሰም እንደሚችል አብራርተዋል፡፡
የድርጅቱ መስራችና ዳይሬክተር አቶ ቢኒያም በለጠ
በበኩላቸው የአረጋውያን ቀን ሲከበር ጧሪ ቀባሪ
የሌላቸውና ድጋፍ የሚሹ በብዙ ሺዎች የሚቆጠሩ
አረጋውያን መኖራቸውን በማሰብ ሁሉም የበኩሉን
አስተዋጽኦ ለማድረግ ቃል በመግባት መሆን
እንዳለበት አስገንዝበዋል፡፡ አያይዘውም እርሳቸው
የሚመሩት ድርጅት በአሁኑ ጊዜ ከ200 በላይ
አረጋውያንን እየተንከባከበ እንደሚገኝና ለወደፊቱም
አቅሙን የበለጠ በማደራጀት ተደራሽነቱን ለማስፋት
የማህበረሰቡ ርብርብ ወሳኝ እንደሆነ አብራርተዋል፡

በክብረ በዓሉ ለአረጋውያኑ ልዩ የምሳ ግብዣ
የተደረገ ከመሆኑም ሌላ እነዚህን የማህበረሰብ
ክፍሎች የሚመለከቱ የተለያዩ ግጥሞችና
መነባንቦች ቀርበዋል፡፡ ዝግጅቱ አረጋውያንን
ለመንከባከብ የሚደርገውን ጥረት ለመደገፍ
የሚያስችል የተለያዩ የገንዘብና የቁሳቁስ ስጦታዎች
ስነ-ስርአት ከተካሄደ በኋላ ተጠናቋል፡፡
ዓለም አቀፍ የአረጋውያን ቀን እ.ኤ.አ. በየዓመቱ

በጎ አድራጎት ድርጅቶች ለህዳሴው ግድብ ግንባታ ያላቸውን
አጋርነት አጠናክረው እንዲቀጥሉ ተጠየቀየተሻለ እንቅስቃሴ ያሳዩ ድርጅቶች ተሸለሙ
ከሰጡት ገለፃ ለመረዳት ተችሏል፡፡
ለሁለት ቀናት በተካሄደው የውይይት መድረክ
ህገ-ወጥ የሰዎች ዝውውር እና ሥነ-ህዝብና
ልማትን እንዲሁም ደግሞ የበጎ አድራጎት
ድርጅቶች ለህዳሴው ግድብ ሊያደርጉ የሚገባውን
አስተዋጽኦ የሚመለከቱ ጽሁፎች ቀርበው ውይይት
ተካሂዶባቸዋል፡፡ ከውይይቱ በኋላም በጎ አድራጎት
ድርጅቶች በሶስቱም ጉዳዮች ላይ የሚጠበቅባቸውን

ሽልማት ተሸልመዋል፡፡
በሌላ በኩል ላይቭ አዲስ፣ ጥምረት
ኢትዮጵያ፣ የኖህ መርከብ ፕሮጀክት፣
ማየት የተሳናቸው የህብረተሰብ ክፍሎችን የሙዚቃ ትምህርት ተደራሽነት ለማረጋገጥ ሁሉም ባለድርሻ አካላት የበኩላቸውን ድርሻ እንደሚወጡ ተገለፀ፡፡
ይህ የተገለፀው ጥቅምት 21 ቀን 2006 ዓ.ም. ማየት የተሳናቸው የህብረተሰብ ክፍሎች ለዓመታት ከሙዚቃ ትምህርት ተገልለው በቆዩባቸው ምክንያቶችና መፍትሔዎቻቸው ላይ አተኩሮ በፍሬንድሺፕ ኢንተርናሽናል ሆቴል ለአንድ ቀን በተካሄደው አውደ ጥናት ላይ ነው፡፡
ማየት የተሳናቸው ሲቪል ማህበራት ጥምረት በሆነው በኖቪፕ እና አጋሮቹ አማካኝነት የሙዚቃ ትምህርትን እስከ ከፍተኛ ትምህርት ድረስ ማየት ለተሳናቸው ተደራሽ ለማድረግ የተካሄደው ምርምር ውጤቶችና
የመፍትሔ ሃሳቦች ጥናቱን በበላይነት በመሩት በአቶ ወልደሰንበት ብርሃነመስቀል ቀርቦ ውይይት ተካሂዶበታል፡፡
አቶ ወልደሰንበት ለተሳታፊዎች እንደገለፁት በዚህ ረገድ የያሬድ ሙዚቃ ትምህርት ቤት ማየት የተሳናቸው የህብረተሰብ ክፍሎች በሙዚቃ ትምህርት ዘርፍ እስከ ከፍተኛ ትምህርት ደረጃ የመሰልጠን ብቃት የላቸውም ከሚል የተሳሳተ አስተሳሰብ ለዓመታት የማግለል አቅጣጫ ሲከተል መቆየቱን በጥናቱ እንደተረጋገጠ ጠቁመዋል፡፡
የሙዚቃ ትምህርት ቤቱ ዳይሬክተር አቶ ጌታቸው ጌሲ በበኩላቸው ማየት የተሳናቸው የህብረተሰብ ክፍሎች በሙዚቃ ትምህርትም ከሌሎች ባልተናነሰ መሰልጠን እንደሚችሉ
እምነታቸው መሆኑን ጠቁመው ትምህርት ቤቱ ያሉበት ችግሮች ከበጀትና የትምህርት መሳሪያዎች አቅርቦት ጋር የተያያዘ እንጂ በሩን ክፍት ላለማድረግ ካለ ፍላጎት የመነጨ አለመሆኑን አስገንዝበዋል፡፡
አውደጥናቱ ተሣታፊዎች የቀረቡትን የመፍትሔ ሃሳቦች መሰረት በማድረግ ማየት ለተሳናቸው የህብረተሰብ ክፍሎች የሙዚቃ ትምህርት ተደራሽነት እውን መሆን የበኩላቸውን ኃላፊነት ለመወጣት የሚያስችል አቋም እንዲኖራቸው ያስቻለ መሆኑን መገንዘብ ተችሏል፡፡

የተወሰነ አይደለም፤ ነገርግን ተቋማዊ
ግልፅነትን እና በልማት ተዋንያን ዘንድ
በጋራ የተረጋገጠ በተለይም በተጎዳ ህዝብ
ላይ ያተኮረ ተጠያቂነትን የሚያጠነክር ነው፡

ውጤታማነት -ዓለም አቀፋዊ ማዕቀፍክፍል ሁለት
በቅፅ 2 ቁጥር 10 መፅሔት እትማችን የመጀመሪዎቹን አራት የኢስታምቡል መርሆዎች አስመልክተን ጥቂት ማለታችን ይታወሳል፡፡ የፊቸር አምዱ ቀጣይ ክፍል የሆነውንና ቀሪዎቹ አራት መርሆዎችን የሚመለከተውን ፅሁፍ እንደሚከተለው እናቀርባለን፡፡

ማህበራት በሁሉም አገራት ያሉ ህብረተሰቦችን ንቃተ ህሊና እና
የዜጎችን ተሣትፎ ለማሳደግ በአገራት መካከል የህዝቦች አንድነት
እና ትስስርን ያስፋፋል፡፡ ለልማት ውጤታማ የሆነ የሲቪል
ማህበረሰብ አጋርነት በእምነት፣ በመከባበር፣ በአንድነት እና
አጋሮች በሆኑ ታዳጊ ሀገሮች መሪነት ተመስርቶ የጋራ በሆኑ
ዓላማዎች ላይ ለመወያየት እና የፕሮግራም እቅዶች ለማውጣት
የረዥም ጊዜ ቁርጠኝነትን ይጠይቃል፡፡
በእኩልነት ላይ ለተመሰረተ አጋርነት ድርጅታዊ ልዕልና ወሣኝ
ነው፡፡ የስልጣን ልዩነትን ለማስተካከል በሁሉም አጋሮች የሚከናወን
የአመለካከት ለውጥ እና እንቅስቃሴ በእኩልነት ላይ የተመሰረተ
አጋርነትን ይፈጥራል፡፡ እነዚህ የስልጣን ልዩነቶች ሀብትን በእኩል
ካለማግኘት፣ መዋቅራዊ እና ታሪካዊ በሆኑ ክስተቶች፣ የፆታ
እኩልነት ካለመኖር፣ እና ከሴቶች መገለል እና አንዳንዴም ከፍተኛ
በሆነ የአቅም ልዩነት ምክንያት የሚፈጠሩ ናቸው፡፡ የውጭ ሲቪል
ማህበራት ሚናም ለማዘዝ ሳይሆን ለማስቻል፤ እና በታዳጊ ሀገሮች
የሚገኙ የሲቪል ማህበራት ተዋንያንን ድምጽ ለመተካት ሳይሆን
ከፍ አድርጎ ለማሰማት ነው፡፡
ዘላቂ እና ሰፊ የጋራ የልማት ውጤቶች የሚገኙት ከተለያዩ
የልማት ተዋንያኖች፤ በተለይም ከለጋሾች እና መንግስታት ጋር
በመከባበር ላይ የተመሠረተ ትስስር እና ትብብር ሲኖር ነው፡
፡ ነገር ግን ሲቪል ማህበራት በራሳቸው ባለድርሻ አካላት እንጂ
የለጋሾች ወይም የመንግስታት መሳሪያዎች አይደሉም፡፡ ትብብሩ
በመከባበር፤ ግቦችና የልማት ስትራቴጂዎች በሚቀረፁላቸው
ጉዳዮች ላይ በመስምምነት፣ እና በእኩልነት ላይ ተመስርቶ
የትብብር እና የአንድነቱን ቅድመሁኔታዎች በጋራ በማስቀመጥ
ላይ የተመሰረተ ነው፡፡
7ኛ መርህ፡- ዕውቀትን መፍጠር እና ማካፈል፣
እንዲሁም ለመማማር ቁርጠኛ መሆን
መማማርን ያቀዱ የትብብር ሂደቶች የዘላቂ ልማት ውጤቶችን
ለመገምገም እና በተለያዩ የልማት ተዋንያን መካከል ትስስርን
ለመፍጠር አማራጭ የሌላቸው መሠረቶች ናቸው፡፡ ልማታዊ
ትምህርት ራስን ለመገምገም እና የጋራ የመረጃ እና የእውቀት
ልውውጥ ለማድረግ የሚያስችሉ ውጤታማ አሰራር ይፈልጋል፡
፡ ልማታዊ ትምህርት በሲቪል ማህበራት ባልደረቦች፣ አቻዎች፣
በጎ ፈቃደኞች፣ አጋሮች፣ የተጎዱ የማህበረሰብ ክፍሎች እና ሌሎች
ተጓዳኞች መካከል የሚደረገውን ልውውጥ ያካትታል፡፡
ሲቪል ማህበራት የመማሪያ ድርጅቶች እንደመሆናቸው ዕውቀትን
መፍጠር፣ ማካፈል እና መተግበር የስትራቴጂአቸው እና የሥራ
ክንውናቸው ዋና አካል ማድረግ ይጠበቅባቸዋል፡፡ ይህ የመማማር
አካሄድ አሳታፊነትን፣ ግልጽነትን እና መተማመን መሠረት ያደረገ
እና በራስ የሚወሰን፣ ቀጣይነት ያለው፣ እንዲሁም የጋራ ሊሆን
ይገባል፡፡ የጋራ የመማማር ሂደቶች በአጋሮች መካከል በተለይም
በአካባቢያዊ ዕውቀት፣ ባህላዊ ጉዳዮች፣ በፆታዊ ግንኙነቶች፣
መርሆዎች፣ መንፈሳዊነት እና የተለያዩ የሥራ አፈፃፀሞች ዙሪያ
ያለው መከባበር እና መግባባት እንዲጨምር ያግዛል፡፡ ነገርግን ይህ
ተግባራዊ የሚሆነው እውነተኛ የጋራ መማማርን የሚያደናቅፉ
የስልጣን ልዩነቶች መኖራቸው ታመኖ እንዲታረም ሲደረግ ነው፡፡
ተስማሚ የሆነ እና በቂ ግብዓት ያለው የአቅም መጠናከር ተቋማዊ
መማማርን ይደግፋል፤ ለሲቪል ማህበራት የልማት ውጤታማነትም
ጠቀሜታ አለው፡፡ በሌላ በኩል መደበኛ የአፈፃፀም ግምገማ እንደሁም
ከአጋሮች እና ተጓዳኝ ባለድርሻ አካላት ጋር በቅርበት ሆኖ መስራት
በሲቪል ማህበራት የሥራ እንቅስቃሴ ውስጥ ስትራቴጂዎችን፣ ቀዳሚ
ጉዳዮችን፣ እና የአሰራር ዘዴዎችን ለመለየትና ለማሻሻል አስፈላጊ
ነው፡፡ ሆኖም ተቋማዊ መማመር “የአጭር ጊዜ ውጤትን ለማምጣት”
ከሚከናወን ውስን አሠራር በላይ መሆን አለበት፡፡
የኢስታንቡል መርሆዎች ለሲቪል...

ሙሐዝ፡- የሙሐዝ መጽሄትን የሁለት ዓመታት ተግባራት እንዴት ይገመግሙታል?
አቶ ሽመልስ፡- በተደራጀ መልክ ግምገማ አላካሄድንም። ሆኖም ግን በግሌ በየጊዜው ሲወጡ የቆዩትን ህትመቶች ስከታተል ነበር፡፡ የሲቪል ማህበረሰቡ ድምፅ የሚሰማበት
በገፅ 8 ይቀጥላል ...
አቶ ሽመልስ አሰፋ ይባላሉ፡፡ በኢትዮ ካናዳ ዓለምአቀፍ የልማት ትብብር ቢሮ የመልካም አስተዳደርና የሲቪል ማህበረሰብ ጉዳዮች ከፍተኛ አማካሪ ናቸው፡፡ ከሙሐዝ መጽሔት ጋር የተያያዙ ጥያቄዎችን አንስተንላቸው ምላሽ ሰጥተውናል፡፡ እነሆ፡
“በኢትዮጵያ ተጨባጭ ሁኔታ በፖሊሲና ህግጋት ላይ ለውጥ ለማምጣት ረዥምና
የማያቋርጥ ጥረት ይጠይቃል”
የሲቪል ማኅበረሰብ ተቋማት የገጠሟቸው ወቅታዊ ስጋቶች እና ተግዳሮቶችን አስመልክቶ የሚመለከታቸውን የመንግሥት አካላት፣ በጉዳዩ ላይ አግባብነት ያላቸውን ባለሙያዎችና የሲቪል ማኅበረሰቡን ተወካዮች የሚሠጧቸው ቃለ-ምልልሶች የሚተላለፍበት ዓምድ ነው፡፡
ተከታታይነት ያለው የህትመት ውጤት እንደሚያስፈልግ ሀሳብ ሲቀርብ ቆይቷል፡፡ ይህ ፍላጎትና በዚህ ረገድ የነበረው ክፍተትም በሙሐዝ መጽሄት ተሞልቷል ማለት ይቻላል፡፡
ለሲቪል ማህበራት አንዱ ፈተና ሆኖ የቆየው ጉዳይ ሲቪል ማህበራት በርካታ ስራዎችን እያከናወኑ ቢሆንም ስራዎቻቸው በአግባቡና በተከታታይ እንዲታወቁ አለመደረጉ ነው፡፡ ይህ
ክፍተት በሙሐዝ አማካኝነት በመደፈኑ በሲቪል ማህበራት ላይ የነበረውን ጤናማ ያልሆነ አመለካከት መቀነስ አስችሏል፡፡ በመሆኑም በሙሐዝ መጽሄት ሲከናወን የቆየው ተግባር ሊበረታታ ይገባዋል፡፡ እኔ የምወክለው

መስሪያ ቤት የሲቪል ማህበረሰብ ጉዳዮች በአግባቡ እንዲስተናገዱ ፍላጎት አለው፡፡ ስለዚህ የሙሐዝን ጥቅም የምንመለከተው ለኢትዮ ካናዳ ዓለም አቀፍ የልማት ትብብር ቢሮ ከሚሰጠው ጥቅም ብቻ ሳይሆን በአጠቃላይ እኛ ድጋፍ ለምናደርግለት ለሲቪል ማህበረሰቡ ከሰጠው ጥቅም አንፃር ነው፡፡የተከናወነዉ ተግባር ጠቃሚ ነበር፡፡
ሙሐዝ፡- የመጽሔቱ ህትመት የበጎ አድራጎት ድርጅቶችና ማህበራትን በሚመለከቱ የፖሊሲና የህግ ጉዳዮች ላይ ያመጣው ተፅዕኖ አለ?
አቶ ሽመልስ፡- በኢትዮጵያ ተጨባጭ ሁኔታ በፖሊሲና የህግ ጉዳዮች ላይ ለውጥ ለማምጣት ረዥምና የማያቋርጥ ጥረት ይጠይቃል፡፡ እንደዚሁም በአንድ የመጽሄት ህትመት በሚወጡ መጣጥፎችና አስተያየቶች ብቻ ለውጥ ይመጣል ተብሎ አይታሰብም፡፡ ለውጥ የብዙ ጥረቶችና ተፅእኖዎች ውጤት ነው። ሆኖም ግን ሙሐዝ መጽሄት በእስከአሁኑ ሂደት የበጎ አድራጎት ድርጅቶችንና ማህበራትን ተግባራት ከማስተዋወቅና ከማራመድ ባሻገር በሥራ ላይ ያጋጠሟቸውን የአሰራርም ሆነ የህግ ክፍተቶችና ችግሮች ፈልፍላ በማውጣት የሚመለከታቸውን አካላት እንዲያውቋቸው ስታደርግ ቆይታለች፡፡ ይህ ደግሞ በሂደት ሊመጡ ለሚገባቸው መሻሻሎችና ለውጦች ግብዓት ነው፡፡ ይህ ዓይነቱ አስተዋፅኦም በተቆራረጠ መልክ ሳይሆን በቀጣይነት መካሄድ አለበት፡፡ መጽሄቷ የምታነሳቸው አንዳንድ ጉዳዩችም በተነካካ መልክ ከሚሆን ይልቅ ሰፋ ያሉ የዓለም
አቀፍ ተሞክሮዎችን ባገናዘበ መልኩ ትንታኔና የመፍትሄ ሀሳቦችን አካታ ብትቀርብ ይመከራል፡፡
ከሲቪል ማህበረሰቡ ተግባራት ጋር የተያያዙ አንዳንድ ለውጦች አሉ፡፡ እነዚህ ለውጦች ሙሉ ለሙሉ በሙሐዝ አማካኝነት የመጡ ናቸው ባይባልም አስተዋጽኦ አድርጋ ሊሆን እንደሚችል መገመት ይቻላል፡፡ ለውጡ የተቀናጀ ጥረት እንጂ የአንድ ወገን ብቻ አይደለም፡፡ ሌላው መታየት ያለበት ጉዳይ ተነባቢነቱ ነው፡፡ ለውጥ ለማምጣት መጽሔቱ በተፅእኖ ፈጣሪ፣ በፖሊሲና ህግ አውጪ አካላት የሚታይና የሚነበብ መሆን አለበት፡፡ ይህን መመለስ ያለበትና የሚያውቀው ደግሞ የመፅሄቱ ዝግጅት ክፍል ነው፡፡
ሙሐዝ፡- ሙሐዝ መጽሔት ከዚህ በኋላ አትኖርም ቢባል ምን ይሰማዎታል?
አቶ ሽመልስ፡- ተስፋ አስቆራጭ ሊሆን ይችላል፡፡ ለሙሐዝ ህትመት መጀመር የኔም ፍላጎትና ድርሻ ነበረው፡፡ በወቅቱ በዘላቂነት የሚታተም መሆኑን ከወዲሁ
ማረጋገጥ እንደሚያስፈልግ አሳስቤ ነበር፡፡ ስለሆነም በወቅቱ ያነሳሁት ስጋት አሁን እውን ከሆነ ደስተኛ አልሆንም፡፡ የሲቪል ማህበራትን የሚመለከቱ ያልተዳሰሱና ብዙ ሊባሉ የሚገቡ ጉዳዮች ስላሉ ለህትመቱ መክሰም ወቅቱ አይመስለኝም፡፡ የኢትዮጵያ የሲቪል ማህበረሰብ አካላት ከሚተቹባቸው አንዱ ጉዳይ በውጭ የገንዘብ ድጋፍ ጥገኛ መሆናቸው ነው፡፡ በዚህ ረገድ ያለው ችግር በረጅም ጊዜ ሂደት መሻሻል ካለበት ስለበጎ አድራጎትና ተዛማጅ ስራዎች የማስተማርና የማስገንዘብ ተግባር በስፋት መሰራት አለበት፡፡
በኢትዮጵያ ውስጥ ለውጥ ለመምጣት አጠቃላይ ሽግግር ሊኖር ይገባል፡፡ ይህም የቴክኖሎጂ፣ የኢኮኖሚና የባህል ሽግግሮችን ያካትታል፡፡ የባህል ሽግግር እንዲመጣ ከፍተኛውን ሚና የሚጫወቱት ደግሞ የሲቪል ማህበራት ናቸው፡፡ ስለዚህ ሙሐዝ መጽሄት ሥራዋን በተደራጀ መንገድ መስራት አለባት፡፡ ቋሚ አምደኞች ሊኖሩ ይገባል፡፤ አትራፊ ባትሆንም እንኳ ለማሳተም የሚያስችል የገንዘብ አቅም ይጠይቃታል፡፡ ተነባቢነቱ ሊኖር ይገባል፡፡ ስለዚህ እንዲቀጥል ሲታሰብ እነዚህ ጉዳዮች ግምት ውስጥ መግባት አለባቸው፡፡
ሙሐዝ፡- በአንድ በኩል የሲቪል ማህበራት ድምፃቸውን የሚያሰሙባት እና ስራዎቻቸውን የሚያስተዋውቁባት እንድትሆን ጠቅማለች ይባላል፤ በሌላ በኩል ደግሞ ሲቪል ማህበራት ያለባቸው ችግር የመድረክ ማጣት ሳይሆን ራስን የማስተዋወቅና ግልፅነት የተላበሰ አሰራር መከተል አለመፈለግ እንደሆነ ይነገራል፡፡ እነዚህ ሁለት ሃሳቦች እንዴት ይታረቃሉ?

ነገር ግን በጎ አድራጎት ሁልጊዜ ከገንዘብ እና ከቁሳቁስ ጋር ብቻ የሚያያዝ አይደለም፤ በጎ አድራጎት ገንዘብ ከመስጠት ጋር ብቻ የተያያዘ አይደለም፤ በጎ አግራጎት የገንዘብ አቅም ያላቸው ግለሰቦች ተግባር ብቻ አይደለም፡፡ በጎ አድራጎት ያለንን ማካፈል ነው - ጉልበት ካለን ጉልበታችንን፣ እውቀት ካለን እውቀታችንን፣
ጊዜ ካለን ጊዜአችንን፣ … ወዘተ የማካፈል ተግባር፡፡
በጎ አድራጎት ብዙውን ጊዜ መነሻው ገንዘብ አይደለም፤ በጎ ህሊና ነው፡፡ ምንጩ ሀብት አይደለም፤ ልባዊ ወገንተኝነት ነው፡፡ መጠንሰሻው የቁሳቁስ ክምችት አይደለም፤ የለውጥ ባለራዕይነት እንጂ፡፡ ለዚህም የዲላዎቹ ወጣቶች ጥሩ አብነቶች ይሆናሉ፡፡
ስለበጎ አድራጎት ወይም ስለ በጎ ፈቃደኛነት ስራ በጥቂቱ ልናወጋችሁ የፈለግነው ጽንሰ-ሃሳቡን በትወራ ደረጃ ለማብራራት ፈልገን ሳይሆን በዲላ ከተማ ውስጥ ያሉ ጥቂት ባለራዕይ ወጣቶች ገንዘብ፣ ሀብት፣ ቁሳቁስ፣… ወዘተ መሰረት ሳያደርጉ እየሰሩት ስላለው የበጎ አድራጎት ስራ ልናወጋችሁ ፈልገን ነው፡፡

የማህበሩ አመሰራረት
መቼም እንደሚታወቀው ምንጭ ሳይኖር፥ ወንዝ የለም፤ ወንዝ ሳይኖር፥ ጅረት የለም፡፡ ለሁሉም ነገር መነሻ፣ ለሁሉም ተግባር ጀማሪ ይኖረዋል፡፡ አሁን በምድራችን ላይ የሚስተዋሉ በጣም ትልልቅና ሰፋፊ የልማት ተግባራት መነሻቸው ቢጠና የአንድ፥ ቢበዛ የሁለት ግለሰቦች ራዕዮች ሆነው ይገኛሉ፡፡ ራዕዮቹ ከተለመዱ በኋላ ራዕዮቹን የሚደግፉ እና የማስፈጸም ፍላጎት ያላቸው ሰዎች ከወዲህም ከወዲያም እየተሰባሰቡ ይመጣሉ፡፡
የ “ዲላ ሀንጂንሶ” ራዕይ የተጸነሰው በወጣት እንግዳ አለሙ እና በወጣት መሳይ ጴጥሮስ ህሊና ውስጥ ነው፡፡ ወጣቶቹ ተወልደው ያደጉት አሁንም የሚኖሩት ዲላ ከተማ ልዩ ስሙ “ቆፌ” እየተባለ የሚጠራው አካባቢ ነው፡፡ ምንም እንኳን እንዲህ አይነት ማህበር እንመስርት የሚል ሀሳብ ይዘው በጋራ ባይነጋገሩም፥ ሁለቱም በየፊናቸው ስለሚኖሩበት አካባቢ ያስቡ ነበር፤ የመንደራቸው ንጽህና መጓደል ያስቆጫቸው፣ በዛ ሲልም ያበሳጫቸው ነበር፡፡ በከተማይቱ ወጣ ባሉት አካባቢዎች የሚታየው የተዋበ አረንጓዴ ገጽታ፥ ቅርጽና ስርአቱን ጠብቆ በከተማው መሀል፣ በመንገዶች ዳርና ዳር ቢታይ የዘወትር ናፍቆታቸው ነበር፡፡ ዲላን ጽዱ እና አረንጓዴ ማድረግ ህልማቸው ብቻ ሳይሆን የየእለት ጥማታቸው ሆነ፡፡ ይህንም ፍላጎታቸውን በየመንደራቸው አንዳንድ ተግባራትን በማከናወን ይገልጹት ጀመር፡፡ የኋላ ኋላ ቀደም ሲል በራሱ ሰፈር ተማሳሳይ ተግባር በበጎ ፈቃደኝነት ጓደኞቹን በማስተባበር ያከናውን የነበረው ወጣት ተስፋጽዮን ዳካ እንቅስቃሴአቸውን በመመልከት አብሮአቸው ለመስራት በመወሰኑ በየግል የነበረው እንቅስቃሴ የጋራ አቅም ማግኘት ቻለ፡፡

የተመረቀ ከመሆኑም ባሻገር የማስተባበር እና የማደራጀት ልዩ ተሰጥኦ ያለው በመሆኑ የበጎ ፈቃድ እንቅስቃሴአቸው የተደራጀ መልክ እንዲኖረው እና በተጠናከረ መልኩ እንዲቀጥል መሰረት ጣለ፡፡
ባለራእዮቹ ወጣቶች በወጣት ተስፋጽዮን ፊታውራሪነት ሀሳባቸውን ለጓደኞቻቸው እና ለመንደሮቻቸው ልጆች በማካፈል አካባቢያቸውን የማጽዳትና የማስዋቡን ስራ ተያያዙት፡፡ በመንደራቸው የጀመሩት በጎ ተግባር እየሰፋ ሲሄድ “ለምን ስራችንን በማህበር እንዲመራ፣ ህግና ደንብም እንዲኖረው አናደርግም?” የሚል ሀሳብ በመነሳቱ “አንድም የማናለማውና የማናስውበው የከተማ አካባቢ አይኖርም!" በሚል መሪ ቃል “ዲላ ሀንጂንሶ” በሚል ስያሜ ሐምሌ 12 ቀን 2004 ዓ.ም ማህበሩ ተመሰረተ፡፡ ማህበሩ በወቅቱ 32 አባላት የነበሩት ሲሆን በአሁኑ ጊዜ 3 ሴቶች እና 41 ወንዶች በድምሩ 44 አባላት ይገኙበታል፡፡
“ዲላ ሀንጂነሶ” ማለት “ዲላን እናልማት” የሚል የአማርኛ ትርጓሜ አለው፡፡
የማህበሩ ዓላማ
ማህበሩ ጠንካራ የገንዘብ አቅም እና በርካታ አባላት ያሉት ባይሆንም ያለውን ውስን አቅም መሰረት ባደረገ መልኩ ኢትዮጵያ እየተከተለች ያለውን አረንጓዴ የልማት ስትራቴጂ በዲላ ከተማም ለማሳካትና የአየር ንብረት ለውጥ ተፅዕኖን ለመከላከል በሚያስችል መልኩ የሚከተሉትን ዓላማዎች በመያዝ በእንቅስቃሴ ላይ ይገኛል፤
የአረንጓዴ ልማትን አስተሳሰብ በወጣቱ ህሊና ውስጥ ማስረጽ፣
በዲላ ከተማ ወጣቶች ሁለንተናዊ ተሳትፎ የአረንጓዴውን ኢኮኖሚ ልማት ፖሊሲ አቅጣጫን በመከተል የከተማው መስተዳድር ለሌሎች ከተሞች ተምሳሌት እንዲሆን ማድረግ፣
ህብረተሰቡ ከልማት ጠባቂነት አስተሳሰብ ወጥቶ ልማት ከመንግስት ብቻ የሚጠበቅ ሳይሆን ህብረተሰቡ ራሱ የልማት ሰራዊት እንዲሆን ግንዛቤ መፍጠር፣
ዲላ ከተማን ጽዱና ውብ በማድረግ ለኑሮ አመቺና ማራኪ እንዲሁም የኢንቨስትመንት መስህብ እንድትሆን

የአካባቢን ጽዳት በማስጠበቅ ጤናማ ማህበረሰብ መፍጠር፣
መኖሪያ ቤታቸው የፈረሰባቸውና ለመጠገን የገንዘብም ሆነ የጉልበት ውስንነት ያለባቸውን ግለሰቦች ቤት መጠገን እና የተመቻቸ ኑሮ እንዲኖሩ ማድረግ፣

የማህበሩ የስራ እንቅስቃሴ
እና ስኬቶች
“ዲላ ሀንጂንሲ” ሁሉንም የሕብረተሰብ ክፍል ምንም የቋንቋ፣ የሃይማኖት፣ የብሔር፣ ወዘተ. ልዩነት ሳያደርግ ለልማቱ አሳታፊ እያደረገ ይገኛል፡፡ ሁሉንም የህብረተሰብ ክፍል የለውጡ መሪ እንዲሆን በማሰብም በማህበረሰቡ ዘንድ ተቀባይነት ያላቸውን ግለሰቦች የማህበሩ ደጋፊ አባል አድርጓል፡፡ በተለይ ማህበሩን በገንዘብ እና በሞራል ከሚደግፉ አባላት መካከል የጮራ ዳቦ መጋገሪያ ባለቤት የሆኑት አቶ ሰኢድ ኢበራሂም በዋናነት ተጠቃሽ እና የማህበሩ የቁርጥ ቀን ልጅ ናቸው፡፡
ምንም እንኳን ማህበሩ በዞኑ መስተዳድር የታወቀ ቢሆንም እንደ ማንኛውም በጎ አድራጎት ድርጅት አስፈላጊውን ህጋዊ እውቅና አግኝቶ በበጎ አድራጎት ድርጅቶችና ማህበራት ኤጀንሲ የተመዘገበ እና ፈቃድ ያወጣ አይደለም፡፡ ይሁን እንጂ በከተማዋ ውስጥ በህጋዊ መልኩ ተመዝግበው እየሰሩ ከሚገኙ ድርጅቶች ባልተናነሰ መልኩ የልማት እንቅስቃሴ እያካሄደ ይገኛል፡፡ ስራዎችን የሚያከናውነው ሙሉ በሙሉ በበጎፈቃደኛነት ላይ ተመስርቶ ያለአንዳች ክፍያ ነው፡፡
ይህ ማህበር ከተመሠረተ ጀምሮ እላይ የተዘረዘሩትን አላማዎች መነሻ በማድረግ በርካታ ተጨባጭ ተግባራትን አከናውኗል፡፡ ለምሳሌ፡- በአካባቢ ጥበቃው ረገድ በተለይ ንጽህናን በሚመለከት የአካባቢው ማህበረሰብ ፍሳሽና ደረቅ ቆሻሻን በጥንቃቄ የሚያስወግድበትን ዘዴ የመቀየስ እና የማስተዋወቅ ስራ አከናውኗል፡፡ ከዚህም ጋር በተያያዘ በተለይ ለምግብ ቤቶችንና ለሌሎች የንግድ አካባቢዎች ልዩ ትኩረት

በከፊል ነው፡፡ የሲቪል ማህበረሰብ ዘርፍ ሰፊ ነው፡፡ በዘርፉ የሚካተቱት ሁሉ አንድ አይነት አመለካከት ይኖራቸዋል ተብሎ አይታሰብም፡፡ ከተቋቋሙባቸው ዓላማዎችና ከልምዶቻቸው አንፃር ይለያያሉ፡፡ ለጠባብ ዓላማ የተቋቋሙ ሊኖሩ ይችላሉ፡፡ ስለዚህም አንደኛውን ወገን ብቻ ይዞ የሲቪል ማህበራትን በደፈናው ላለመፈረጅ ጥንቃቄ መደረግ አለበት፡፡ መገናኛ ብዙሃንን የሚፈሩ ድርጅቶች ሊኖሩ ይችላሉ። በሌላ በኩል ግን በተለይ በመንግስት የሚተዳደሩት የህዝብ ብዙሃን መገናኛዎች ተደራሽ አይደሉም፡፡ አሰራራቸውን በማሻሻል ለሁሉም ወገን ተደራሽ መሆን ይጠበቅባቸዋል፡፡ ስለዚህ የሲቪል ማህበራት የግልፅነት ችግር እንዳለባቸውና ለብዙሃን መገናኛዎች ተደራሽ እንዳልሆኑ የሚቀርበው ትችት በተወሰነ መልኩ እውነታ ቢኖረውም በእነርሱ በኩልም ችግር እንዳለ መገንዘብ ያስፈልጋል። መንግስታዊ ያልሆኑ ድርጅቶች የልማት አጋሮች መሆናቸው ግንዛቤ ተወስዶ በጋራና በመተባበር የሚሰራበትን ሁኔታ መቀየስ ይበጃል፡፡
የግል ብዙሃን መገናኛዎችም በጊዜያዊ ትኩሳቶች ላይ ብቻ ከሚረባረቡ የሲቪል ማህበራት ተግባራትን ጨምሮ ይበልጥ ተነባቢ በሚያደርጓቸው ጉዳዮች ላይም አተኩረው ሰፊ ስራ ቢሰሩ ተመራጭ ይሆናል፡፡
ሙሐዝ፡- አንዳንድ የሲቪል ማህበራት የራሳቸው የህትመት ውጤቶች ያሏቸው በመሆኑ ሙሐዝን እምብዛም እንደማይፈልጓት ታዝበናል፡፡ ይህ ሁኔታ አስቀድመው ከመፅሔቱ መቀጠል አስፈላጊነት አንፃር ካነሷቸው ነጥቦች አኳያ እንዴት ያዩታል?
አቶ ሽመልስ፡- እንዲህ አይነት አቋም ያላቸው ስለዘርፉ ራዕይ የሌላቸው ናቸው ማለት ይቻላል፡፡ በሙሐዝ መፅሄት የሚስተናገዱት ሀሳቦች የተናጠል ሲቪል ማህበራት ጉዳዮች አይደሉም፡፡ ዋናው የሙሐዝ ትኩረት በአጠቃላይ በዘርፉ ስለሚከናወኑት ተግባራት፤ በዘርፉ ስላሉት ችግሮችና ስለመፍትሄዎቻቸው ነው፡፡ ስለሆነም ስለዘርፉ የሚቆረቆር የአንድ መንግስታዊ ያልሆነ ድርጅት
እቅድ ሊኖራት ይገባል፡፡ የእስከአሁኑ ስራ እንደመማሪያ ጊዜ ተወስዶ ለወደፊቱ እንዴት እንቀጥል የሚለውን የዝግጅት ክፍሉ መወሰን ይኖርበታል፡፡ ይህም ከገንዘብና ከሰው ሃይል አቅም፣ ከተነባቢነትና መሰል ጉዳዮች አንፃር ታይቶ መወሰን አለበት፡፡ ነገር ግን ረጅም ጊዜ የሚወስዱ ጥናቶች ተነባቢ ላይሆኑ ይችላሉ፡፡ ስለዚህ መጽሄቱ ተደራሽ ከሚያደርጋቸው የህብረተሰብ ክፍሎች አንፃር ታይቶ መወሰን ይኖርበታል፡፡ አካዳሚያዊ ይዘት የሚኖረውና ባለብዙ ገጽ የጥናት መጣጥፎች የሚታተሙበት ከሆነ በአገራችን ካለው የማንበብ ባህል ካለመዳበር ጋር ተያይዞ ህብረተሰቡ ላይፈልገው ይችላል፡፡ ይህ ከሆነ ደግሞ የራሱን ገቢ ማስገኘት አይችልም፡፡ እናም እነዚህንና መሰል ጉዳዮችን ግምት ውስጥ በማስገባት መወሰን ያስፈልጋል፡፡
ሙሐዝ፡- የሚጨምሩት አስተያየት ካለ?
አቶ ሽመልስ፡- መጽሔቱ የሚቀጥል ከሆነ ማህበራዊ ጉዳዮች የሚዳሰሱባቸው አምዶችን በማካተት ተነባቢ በሚሆን መልኩ መዘጋጀት ይኖርበታል፡፡ በተጨማሪም በየመስኩ ያሉ ባለሙያዎች ልምዳቸውን የሚያካፍሉበት እንዲሆን ቢደረግ፣ ፈጠራ ያለባቸው አሰራሮችን ይበልጥ ቢያዳብር መልካም ይሆናል። የገንዘብ አቅሙን ለማዳበር የግሉ ዘርፍ ለመጽሔቷ ፍላጎት የሚያድርበትን አሰራር መቀየስ ያስፈልጋል፡፡ በምርጥ ተሞክሮነት የሚቀርቡት ተቋማት በእርግጥም ለሌሎች አርአያ መሆናቸው በአግባቡ መመዘን ይኖርባቸዋል፡፡ በፖሊሲና ህግጋት ላይ የሚደረገው ትንተናና ሀሳብም ጥልቀት ያለውና በድፍረት መከናወን ይኖርበታል፡፡ ሆኖም ግን ከቅርብ ጊዜ ወዲህ አቀራረቡንና ይዘቱን አሻሽሏል፡፡

በኢትዮጵያ ተጨባጭ ሁኔታ...
የሥራ ሀላፊ የራሳችን የህትመት ውጤት ስላለን ስራችንና ሀሳባችንን በሙሐዝ መግለፅ አያስፈልገንም የሚል አስተሳሰብ ካለው ትክክል አይሆንም፡፡ በዘርፉ ያሉት ሁሉም የጋራ ራዕይ እንዲኖራቸው ሀሳባቸውን የሚገልፁበትና አቋም የሚይዙበት የጋራ መጽሔት መኖሩ ጠቃሚ ነው፡፡ ሆኖም ግን እንዳለመታደል ሆኖ በዘርፉ የተሰማሩት የጋራ ራዕይ ያላቸው አልመሰለኝም፡፡ እናም ያቀረብከው አስተያየት ምንጩ የጋራ ራዕይ አለመኖር ነው፡፡ ይህን አስተሳሰባቸውን እንዲለውጡና ለጋራ ጉዳይ በጋራ የሚቆሙበትና ሃሳብ የሚለዋወጡበት መጽሔት እንደሚያስፈልጋቸው ማስረዳትና ማስተማር ያስፈልጋል፡፡
ሙሐዝ፡- በሙሐዝ እየተከናወኑ ያሉት ተግባራት በየወሩ ከሚሆኑ ይልቅ ሰፊ ጊዜ በመውሰድ በጥናትና ምርምር ላይ በተመሰረቱ ጽሁፎች ተተክቶ እንዲታተም ቢደረግ የሲቪል ማህበራትን ይበልጥ ይጠቅማል?
አቶ ሽመልስ፡- ይጎዳል ወይም ይጠቅማል የሚለውን አሁን መመለስ አልችልም፡፤ መጽሄቷ በአጭርና በመካከለኛ ጊዜ የተከፋፈለ ስልታዊ

ተመክሮ
ፈጣሪያቸው ከመጮህ በስተቀር ሌላ ወገን አልነበራቸውም፡፡
አቶ ስንታየሁ በዚህ ሁኔታ ውስጥ ሆነው የዘወትር ጸሎታቸው “ከወደኩበት ከተነሳሁ የወደቁትን አነሳለሁ” የሚል ነበር፡፡ ታዲያ ፈጣሪ ጸሎታቸውን ሰማቸውና ከወደቁበት ከሞት አፋፍ አነሳቸው፡፡ እንደቀድሞው ውሎ መግባት፣ ሰርቶ መብላት ጀመሩ፡፡ ይህ ሁኔታቸው ቢያስደስታቸውም በጨለማው ዘመናቸው ሳሉ የገቡት ቃል ሳፈጸም እና ችግሩ የፈጠረላቸው በጎ ራዕይ ሳይጀመር ደስታቸው “ምሉዕ በኩለሄ” ሊሆንላቸው አልቻለም፡፡ በየጎዳናው ወድቀው የሚመለከቷቸው ሰዎች ሁኔታ እና የተናገሩት ቃል ስላስጨነቃቸው በ1989 ዓ.ም ባላቸው አቅም ቃላቸውን ወደተግባር መለወጥ ጀመሩ፡፡ ይሁን እንጂ ይህ ስራ ለብቻ የሚቻል አልነበረም፡፡
መቼም ራዕይ ደጋፊ አያጣምና ንጉሤና ካሳሁን የተባሉ ሁለት ጓደኞቻቸው በሃሳባቸው ተስማምተው አብረዋቸው ሊሰሩ ወሰኑ፡፡ በመሆኑም የወደቁትን ለማንሳትና ለመንከባከብ መስከረም 1 ቀን 1990 ዓ.ም “የወደቁትን አንሱ ነዳያን መርጃ ማህበር” በሚል ስያሜ የበጎ ምግባር ስራቸውን በጋራ ጀመሩ፡፡
አቶ ስንታየሁና በጎ ፈቃደኞቹ ስራቸው የወደቁትን በማንሳት፣ የተራቡትን በማብላት፣ የታረዙትን በማልበስ እና የታመሙትን በማስታመም ላይ ትኩረት ያደረገ ነበር፡፡ ቢሆንም የስራው ቀጣይነት ስጋት የገባቸው የወረዳ 11 ፖሊስ አባላት አስፈላጊውን ነገር በማሟላት የምግባረ ሠናይ ድርጅት እንዲያቋቁሙ ምክራቸውን ለገሱ፡፡ ስራቸውን ከተመለከቱ የአካባቢ ነዋሪዎች መካከል አንዳንዶቹ ማህበሩ አቅመ ደካሞችን ከወደቁበት በማንሳት እያስመዘገበ ካለው ውጤት አንፃር በሕጋዊ መንገድ ከአባላትና ደጋፊዎቹ ገንዘብ ለማሰባሰብ ይቻል ዘንድ ሕጋዊ እውቅና እንዲኖራቸው በድጋሚ አስተያየት ሰጧቸው፡፡
ይህን ገንቢ አስተያየት በመቀበል ሐምሌ 10 ቀን 1992 ዓ.ም. ከማህበራትና ሰላማዊ ሰልፍ ማደራጃ የሕጋዊ ሰውነት ፈቃድ ጠይቀው ጥቅምት 21 ቀን 1993 ዓ.ም. ተሰጣቸው፡፡ በዚህ መልኩ ፈቃዳቸውን በየዓመቱ እያሳደሱ የበጎፈቃድ ተግባራቸውን ሲያካሂዱ ከቆዩ በኋላ መሻሻያ ተደርጎበት ከፍትህ ሚኒስቴር እና
ይህ አምድ የበጎ አድራጎት ድርጅቶችና ማኅበራት አመሠራረት፤ የተቋቋሙባቸው ዓላማዎች፤ ስኬቶቻቸውና ተግዳሮቶቻቸው
የሚዘገብበት ነው፡፡
አደጋ መከላከልና መቋቋም ጋር ተፈራርመው በተጠናከረ ሁኔታ መንቀሳቀስ ጀመሩ፡፡ በአሁኑ ጊዜም በአዲሱ የበጎ አድራጎት ድርጅቶችና ማህበራት አዋጅ መሰረት ዳግም ምዝገባ አካሂደው ስራቸውን በማከናወን ላይ ይገኛሉ፡፡
የማህበሩ አላማጧሪና ቀባሪ አጥተው ያለማንም ረዳት አልጋ ላይ የቀሩና ሜዳ ላይ ወድቀው የሚገኙትን አረጋውያን የምግብ፣ የመጠለያ፣ የአልባሳትና የሕክምና አገልግሎት መስጠት፣
ልዩ ድጋፍ ለሚያስፈልጋቸው ህሙማንና አካል ጉዳተኞች በዘር፣ በሃይማኖት እና በጾታ አድሎ ሳይኖር ወደ ተረጂዎች ማዕከል በማስገባት የሚያስፈልጋቸውን የአገልግሎት ድጋፍ መስጠት፣
የማህበሩ ተረጂዎች ከእዚህ ዓለም በሞት ሲለዩ ከሚመለከተው የመንግስት አካል ጋር በመሆን ስርዓተ ቀብራቸው በተገቢው መንገድ እንደየእምነታቸው እንዲፈፀም ማድረግ፣
ከተረጂዎች መካከል መማርና መስራት የሚችሉትን በመለየት በመልካም ስነ-ምግባር የታነፁ እንዲሆኑ የተለያዩ የስነ-ምግባርና የሙያ ስልጠና አግኝተው ከተረጂነት እንዲላቀቁ ማድረግ፣
ማህበሩ ስራውን ከሚያከናውንበት ወረዳና አጎራባች ቀበሌያት ውስጥ ከሚገኙ እድሮች ጋር በመተባበር ችግረኛ እናቶች የሙያ ስልጠና አግኝተው ራሳቸውን እንዲችሉ ማድረግ፣
ቤተሰቦቻቸው ሊያሟሉላቸው ለማይችሉ ተማሪዎች የትምህርት መርጃ ቁሳቁስ ድጋፍ ማድረግ፤ እና በትምህርት ራሳቸውን እንዲለውጡ ማስቻል፣
ማህበሩ እያከናወናቸው ያሉት ተግባራት
ይህ ማህበር ያለማንም ረዳት በተለያዩ ቦታ ወድቀው ዝናቡ፣ ብርዱ፣ ረሃቡና ውሃ ጥሙ እየተፈራረቀባቸው ያሉትን፣ የሚያገላብጣቸው ከማጣታቸው የተነሳ ሰውነታቸው ተላልጦ ያሉትን፣ በተኙበት ጉንዳንና ዘመሚት ወሯቸው የሚገኙትን አቅመ-ደካሞች ከወደቁበት አንስቶ በእንጦጦ ኪዳነ ምህረት መጠለያ ማዕከል ውስጥ በማኖር ምግብ፣
አመሰራረትምንም እንኳን አንጻራዊ ቢሆንም ችግርና ፈተና የሰው ልጅ የህይወት ገጽታዎች ናቸው፡፡ ታዲያ እነኚህ ጭጋጋዊ የህይወት ገጽታዎች በእያንዳንዱ ግለሰብ ላይ የሚኖራቸው አንድምታ ተመሳሳይ አይደለም፡፡ ለአንዳንዱ ብርታትና ጥንካሬ ፈጥረው ያልፋሉ፤ ለአንዳንዱ ተስፋ መቁረጥና ጨለምተኝነትን፤ አልያም ጭካኔ እና በቀልን፤ ለሌላው ደግሞ ርህሩህነትን እና “በኔ የደረሰ በሌላው አይድረስ” ባይነትን ፈጥረውለት ያልፋሉ፡፡
ችግርና ፈተና፥ ርህራሄና ቸርነትን ከፈጠሩላቸው ሰዎች መካከል አቶ ስንታየሁ አበጀ አንዱ ናቸው፡፡ አቶ ስንታየሁ በአንድ ወቅት በደዌ ዳኛ፣ በአልጋ ቁራኛ ተይዘውና በጎዳና ወድቀው አስታዋሽ አጥተው ነበር፤ ፀሐይና ቁር፣ ብርድና ውርጭ ሲፈራረቁባቸው ዓመታትን አሳልፈዋል፤ የአልጋ ቁራኛ ሆነው በተኙበት እየተፀዳዱ ሰው ተፀይፏቸው ኖረዋል፡፡ የዛሬው በጎ ስራቸው ሳይታያቸው ነፍሳቸው ከስጋቸው የምትለይበትን ቀን የናፈቁባቸው ቀናት በርካታ ነበሩ፤ በወቅቱ የሚበሉትን ምግብ፣ የሚጠጡትን ውሃ ባለማግኘታቸው ወደ
ውድቀት የወለደው ራዕይ‘የወደቁትን አንሱ’ የነዳያን መርጃ ማህበር

አልባሳትና የህክምና እርዳታ በመስጠት ላይ ይገኛል፡፡
ማህበሩ ከቋቋመበት ጊዜ ጀምሮ እስከ 2005 ዓ.ም. መገባደጃ ድረስ 247 ወንዶችና 270 ሴቶች በአጠቃላይ 517 አረጋውያንና ሌሎች ህሙማን በተቋሙ የምግብ፣ የመጠለያና የህክምና ዕርዳታ አግኝተዋል፡፡ የህክምና አገልግሎት እንዲያገኙ ከተደረጉት ህሙማል መካከል 90 ሴቶችና 74 ወንዶች በአጠቃላይ 164 ግለሰቦች ድነውና ጤናቸው ተመልሶላቸው ራሳቸውን የቻሉና ማዕከሉን የለቀቁ ሲሆን ሦስቱ በተቋሙ ውስጥ ከሌሎች በጎ ፈቃደኛ የበጎ አድራጊዎች ጋር አገልግሎት እየሰጡ ይገኛሉ፡፡ ወደ ተቋሙ ከገቡት መካከል 274 የሚሆኑት ከእዚህ ዓለም በሞት በመለየታቸው ከሚመለከተው የመንግስት አካል ጋር በመነጋገር ስርዓተ ቀብራቸው እንደየእምነታቸው እንዲፈፀም ተደርጓል፡፡
የወደቁትን አንሱ የአረጋውያን መርጃ ማህበር ባቋቋማቸው ሶስት ማዕከላት ውስጥ በአሁኑ ጊዜ 80 ለሚሆኑ አረጋውያንና ሌሎች ደጋፊ ለሌላቸው ታማሚዎች የምግብ፣ የመጠለያና የህክምና እርዳታ እየሰጠ ነው፡፡ ከእነዚህ ውስጥ 46 ሴቶች ሲሆኑ፣ 34 ደግሞ ወንዶች ናቸው፡፡
"መልካም ስራ የክፉ ቀን ስንቅ ነው!" በሚል መሪ ቃል ወገን ለወገን ጧሪ ቀባሪ እንዲሆን ማህበሩ ሕዝቡን በማስተባበር የተለያዩ ስራዎችን በመስራት ላይ ነው፡፡ ማህበሩ ለአረጋውያኑ እያበረከተ ካለው መልካም ስራ የተነሳ ከአዲስ አበባ ከተማ አስተዳደር 2924 ካ.ሜ ቦታ ከሊዝ ነፃ አግኝቶ የማዕከል ግንባታ ለመጀመር በእንቅስቃሴ ላይ ይገኛል፡፡
የተረጂዎች አመላመልማህበሩ ተረጂዎችን ወደ ማዕከሉ የሚያስገባው በመንገድ ላይ እና በየአብያተክርስቲያናቱ ወድቀው የሚያገኛቸውን ሁሉ በመሰብሰብ ነበር፡፡ ይሁን እንጂ ይህ አይነቱ አሰራር የራሱ የሆኑ ችግሮች ነበሩበት፡፡ ለምሳሌ፡- ደጋፊ ዘመድ እያላቸው የተለየ እርዳታ ለማግኘት ሲባል የሚገቡ ሰዎችም አልጠፉም ነበር፡፡ በአሁኑ ጊዜ ግን በፊት የተከሰተውን ችግር ለመከላከል ሲባል ይህንን ጉዳይ የሚመራ ኮሚቴ ተቋቁሟል፡፡ በዚህ መሰረት ጧሪ ቀባሪ የሌላቸው በስርዓት ተለይተው ወደ ማዕከል እንዲገቡ ኮሚቴው በጥንቃቄ እየሰራ ነው፡፡ ስለዚህም አሁን እየተመዘገበ ያለው ውጤት አድሎንና ያለአግባብ ተጠቃሚነትን ያስቀረ ነው፡፡
ማህበሩ ያሉበት ተግዳሮቶች የድርጅቱ ስራ አስኪያጅ ወ/ሮ አይናለም ኃይሌ እንደሚገልጹት የድጋፍና ክትትል ስርዓት አናሳ መሆን፣ የ70/30 አሰራር ያሳደረው ተጽዕኖ፣ የሪፖርት ግብረመልስ ስርዓት ክፍተት በዋናነት የሚጠቀሱ ችግሮች ናቸው፡፡
በ ገፅ 18 ይቀጥላል
ማህበሩ ያሉበትን ተግዳሮቶች አስመላክቶ ስራ አስኪያጇ እንደሚከተለው ያብራራሉ፤
“በተለይ ፋይናንስ እና ኢኮኖሚ ልማት ጽ/ቤት እንዲሁም የበጎ አድራጎት ድርጅቶችና ማህበራት ኤጀንሲ የተቋቋሙበት ዓላማ ለበጎ አድራጎት ድርጅቶች ድጋፍ ለመስጠት፣ ክትትልና ቁጥጥር ለማድረግ ነው፡፡ ይሁን እንጂ ስራው በሚፈለገው ደረጃ ጠንካራ አይደለም፡፡ ምክንያቱም ትኩረቱ ያለው ቁጥጥር ላይ ብቻ ነው፤ ያውም አስተማሪ ባልሆነ መልክ የሚፈፀም ነው፡፡”
እንደስራ አስኪያጇ ገለጻ አሁን ከስራው መስፋት ጋር ተያይዞ እያጋጠማቸው ያለው ትልቅ ተግዳሮት የ70/30 ጉዳይ ነው፡፡ ማህበሩ አብዛኛውን ስራ የሚሰራው በበጎፈቃበኝነት ላይ በተመሰረተ መልኩ ስለሆነና ቋሚ ሰራተኞቹም ክፍያቸው በጣም ዝቅተኛ በመሆኑ በወቅቱ የነበራቸው ግንዛቤ ከደመወዝ ክፍያ አንጻር የማህበሩ አስተዳደራዊ ወጪ ትንሽ ነው የሚል ነበር፡፡ በመሆኑም ብዙም የከፋ ችግር አይገጥመንም ብለው ቢያስቡም በሂደት ግን የተለያዩ ተግዳሮቶች እንደገጠሟቸው ወ/ሮ ዓይናለም ይገላጻሉ፡፡
ከገጠሟቸው ተግዳሮቶች መካከል ከመኪና ግዢ ጋር የተያያዘው ዋንኛው ነበር፡፡ ይኸውም ተረጂዎቻቸውን ሀኪም ቤት ማመላለሻና ለተለያዩ ተግባራት የሚውል መኪና ለመግዛት የሚያስችል በሕዝብ ድጋፍ እርዳታ ካገኙ በኋላ መኪናውን ለመግዛት እንቅስቃሴ ሲጀምሩ በመጀመሪያው የሶስት ዓመት የስራ ውል ስምምነት ላይ ከሰራተኛና ማህበራዊ ኤጀንሲ ጋር ባደረጋችሁት ውል ውስጥ የመኪና ግዢ ጉዳይ የለም በመባላቸው ዓላማቸውን ከግብ ማድረስ አልቻሉም፡፡
ሌሎች አማራጮችን ሲፈልጉ መንግስታዊ ላልሆኑ ተቋማት ለቢሮ አገልግሎት እስከ አምስት መኪኖች መግዛት ስለሚቻል በዚህ አግባብ ገዝታችሁ ለምትፈልጉት አገልግሎት ማዋል ትችላላችሁ በሚል በተሰጣቸው ምክር መሰረት መኪና ገዝተው በወቅቱ ለነበረባቸው ችግር ጊዜያዊ መፍትሄ መፍጠር የቻሉ ቢሆንም የ70/30 መመሪያ ከሚያሳርፍባቸው አሉታዊ ተጽዕኖ ማምለጥ ግን አልቻሉም፡፡ ምክንያቱም የመኪናው ግዢ በአስተዳደራዊ ወጪነት የተመዘገበ በመሆኑ፡፡
ከዚህም ሌላ መኪናው ሲገዛ አሮጌ በመሆኑ የነዳጅ ፍጆታው እንዲሁም የጥገና ወጪው ከፍተኛ ነው፡፡ እነዚህ ሁኔታዎች አሳሳቢ ከመሆናቸው በተጨማሪ የነዳጅ ዋጋ ከጊዜ ወደ ጊዜ መጨመር ሌላኛው ችግር የፈጠረባቸው ሁኔታ ነበር፡፡ በአጠቃላይ ለተራጂዎች ጥቅም እየተጠቀሙት ያለውን ቁሳቁስ በአስተዳደር ውጪ መካተቱ ትልቅ የስራ እንቅፋት እንደሆነባቸው ስራአስኪያጇ ያስረዳሉ፡፡
የግብረ መልስ ስርዓቱም የተጠናከረ አለመሆን ሌላው ተግዳሮት ነው፡፡ ይህንን አስመልክቶ ወ/ሮ አይናለም እንደገለጹት በ2004 ዓ.ም. የእቅድ ክንውን ሪፖርት ላይ የ70/30 አፈፃፀምን አስመልክቶ ክፍተት እንዳለና አፈፃፀሙ 69/31 መሆኑ ቢነገራቸውም ይህ ክፍተት በእርግጥ መኖሩን፣ ችግሩ የትኛው ቦታ ላይ እንደተፈጠረ የሚያሳይ በቂ ግብረ መልስ ግን አልተሰጣቸውም፡፡
በሌላ መልኩ ደግሞ ከተረጂዎቹ የሚመነጩ ተግዳሮቶችም አሉ፡፡ እንደሚታወቀው ማህበሩ የሚረዳቸው ግለሰቦች ታማሚዎች ናቸው፡፡ በመሆኑም አልፎ አልፎ በሚሰማቸው የህመም ስሜት የተነሳ የመበሳጨት፣ የመሳደብ፣ የመራገም እና ሌላም አይነት ተግባሮችን ይፈጽማሉ፡፡ ይህ ደግሞ ሙሉ ጊዜያቸውን ለበጎ ተግባር የሰጡ ሰዎችን ልብ የሚሰብርበት አጋጣሚ ፈጥሯል፡፡
መቼም የሰውን ሁሉ ልብ አውቆ በአግባቡ ያለአንዳች እንከን ማስተዳደር እጅግ ከባድ ተግባር ነው፡፡ ማህበሩ ከአስተዳደራዊ ሁኔታዎች አኳያ የሚቸገርበት አንዱ ጉዳይ ትክክለኛ ተረጂዎችን የመምረጡ ጉዳይ ነው፡፡ ልጅ፣ ወንድም፣ እህት በአጠቃላይ ዘመድ እያላቸው ወደ መጦሪያ ማዕከሉ የሚገቡ ተረጂዎች ቀላል የማይባሉ ናቸው፡፡ ይህም የትክክለኛውን ችግርተኛ ተጠቃሚነት ኮታ የሚከለክል ነው፡፡
የጎላ ባይሆንም እንኳን ከአስተዳደራዊ ሁኔታ ጋር በተያያዘ እንደተግዳሮት የሚታየው ጉዳይ የለጋሾች ፍላጎት ነው፡፡ ይኸውም አብዛኛዎቹ ለጋሾች ብዙን ጊዜ ገንዘብም ሆነ ሌላ ስጦታ መስጠት የሚፈልጉት ከሃማኖታዊ ስርዓት አንፃር ስማቸውን ወይም ማንነታቸውን ባለመግለጽ ነው፡፡ ይህ ሁኔታ ደግሞ ከህጋዊ የገንዘብ አሰባሰብ ስርአት አኳያ በተወሰነ ደረጃም ቢሆን ክፍተት እየፈጠረ ነው፡፡
የማህበሩ የወደፊት ዕቅድማህበሩ ለወደፊቱ የሚከተሉትን እቅዶች ተግባራዊ በማድረግ የበጎ አድራጎት ስራውን አጠናክሮ ለመቀጠል አስቧል፤

ይህ አምድ በሲቪል ማኅበረሰቡ ላይ ያተኮሩ ወቅታዊና አንገብጋቢ ጉዳዮችንበማንሳት የሚመለከታቻው አካላት ሃሳባቸውን የሚሰጡበትና የሚለዋወጡበት ነው፡፡
ካለፈው የቀጠለ...እንደተከታተላችሁት የሲቪል ማህበረሰብ እና የብዙሃን መገናኛዎች ተወካዮች አንዱ በሌላው ላይ ስላለው ቅሬታ፤ የጋራ አሰራር ለማዳበርና ለመደጋጋፍ መከናወን ስላለባቸው ተግባራት እና በመሰል ጉዳዮች ላይ የሰጡትን አስተያየት ስንዘግብ ቆይተናል፡፡ ችግር አለ ከተባለ በጉዳዩ ላይ በጥልቀትና በግልፅ መወያየት መፍትሄ ያመጣልና አሁንም ከዚህ ርእሰ ጉዳይ አልወጣንም፡፡በዚህ በአምስተኛው ክፍል የአራት ብዙሃን መገናኛዎች ተወካዮች የሰጡትን አስተያየት እናቀርባለን፡፡
በቅድሚያ ካለፈው አንድ ዓመት ጀምሮ በየሳምንቱ ማክሰኞ ዕለት ከሰባት ሰዓት ጀምሮ ለ20 ደቂቃ ያህል በሲቪል ማህበራት ጉዳዮች ላይ አተኩሮ በእንግሊዝኛ ቋንቋ በመሰራጨት ላይ ያለው የአፍሮ ኤፍ.ኤም. 105.3 የፕሮግራም ማናጀር የሆኑት አቶ ዮሴፍ ጥሩነህ ከሰጡት አስተያየት እንጀምር፡፡
ቅሬታ፤ የጋራ አሰራር ለማዳበርና ለመደጋጋፍ መከናወን ስላለባቸው ተግባራት እና በመሰል ጉዳዮች ላይ

ክፍሎች የሥራ እንቅስቃሴዎች፣ ስኬትና ተግዳሮቶች፣
አዎንታዊ ተፅእኖ እና ጥቅሞችን ማጥናት፣ መዘገብና ማሳወቅ ነው፡፡
ብዙሃን መገናኛዎች ጥቅም ካላገኙ በስተቀር የሲቪል ማህበራት
ተቋማትን ተግባራት አይዘግቡም የሚል አስተያየት ቢደመጥም እኛ
ከእነርሱ ጋር ያለን ግንኙነት መልካም የሚባል ነው፡፡ ለእኛ ያላቸው
አመለካከትም አዎንታዊ ነው፡፡ የሲቪል ማህበራትን ስራዎች ለማወቅ
ከፍተኛ ኃላፊዎችን ማናገር ጠቃሚ ቢሆንም ብዙውን ጊዜ እነርሱን
ማግኘት ላይሳካ ይችላል፡፡ ሂደቱ አድካሚና ውጣውረድ የበዛበት ሊሆን
ይችላል፡፡ ያጋጥማልም፡፡ በዚህን ጊዜ ተስፋ ቆርጠን አንቀመጥም፡
፡ ከእነርሱ ልናገኝ የምንችለውን መረጃ ወደ ተጠቃሚው ህብረተሰብ
በመውረድ የምንሰበስብበት ሁኔታ አለ፡፡
በተለይ እንደኛ ያለ የንግድ ብዙሃን መገናኛ ቅድሚያ ሰጥቶ
የሚዘግባቸው ጉዳዮች ሊኖሩ ይችላሉ፡፡ በዚህም መሰረት የሲቪል
ማህበራት ስራዎቻቸውን እንድንዘግብላቸው ሲጠይቁን ጉዳዩን መዝነን
የቅድሚያ ትኩረታችን ካልሆነና በአካል መገኘት ካልቻልን ጋዜጣዊ
መግለጫውን እንዲልኩልን እናደርጋለን፡፡እንደጉዳዩ ክብደትና መጠን
እናስተናግደዋለን፡፡ዋነኞቹ ተደራሾቻችን ሲቪል ማህበራት ስለሆኑ
ዜናዎቻቸውን ስንዘግብ ክፍያ አንጠይቅም፡፡ ሆኖም ግን ስራዎቻቸውን
ለተከታታይ ቀናት በፕሮግራም መልክ እንድንሰራላቸው ሲጠይቁ
የስፖንሰርሺፕ ክፍያ እንጠይቃቸዋለን፡፡ የሲቪል ማህበራትን የሥራ
እንቅስቃሴዎች በመዘገብ ረገድ በአብዛኛው ተነሳሽነቱን የሚወስደው
ጣቢያችን ነው፤ እነርሱ ብዙም አይመጡም፡፡ እስካአሁን 50 የሚደርሱ
ሲቪል ማህበራት ተደራሽ ሆነዋል፡፡ ዋናው መለኪያችን ከሲቪል
ማህበሩና ከምንሰራው ፕሮግራም ተጠቃሚ የሚሆነው የህብረተሰብ
ክፍል ብዛትና የሚያስከትለው አዎንታዊ ተጽእኖ ነው፡፡ በዚህ መልክ
እየመዘኑ መስራት ለራስ ተደማጭነትም ጠቃሚ ነው፡፡
በእነርሱ በኩል አልፎ አልፎ የሚታየው ደካማ ጎን ለብዙሃን መገናኛው
ነፃነት አለመስጠታቸው ነው፡፡ የሚሰራው ፕሮግራም ከእነርሱ
እይታና ፍላጎት አንፃር ብቻ እንዲዘጋጅ ይፈልጋሉ፡፡ የፕሮጀክቱ
ጠቀሜታ የማይመጣጠን መስሎ ከታየን
በዋና ዋና መረጃው ላይ ብቻ ተንተርሰን
ስለምንዘግብ የማይደሰቱበት ሁኔታ
ያጋጥመናል፡፡ እንደዚሁም ከሥራውና

ትክክል አይደለም፡፡ በገንዘብ አጠቃቀምም
ሆነ በአሰራር ችግር ያለባቸው ሲቪል
ማህበራት ካሉ መተቸት ይኖርባቸዋል፡፡
ይህ ደግሞ ህዝቡን ወግኖ መስራት እንጂ
ስም ማጥፋት አይደለም፡፡ የማንም አካል

አሰራር ከተፈጠረ ችግሮች ይወገዳሉ፡፡

ማህበራትን ተግባራት ከህብረተሰቡ
ጥቅም አንፃር በማየት ሥራዎቻቸውን
ሊዘግቡና ሊያስተዋውቁ ይገባል፡፡ የሲቪል
ማህበራት የልማት አጋሮች መሆናቸውን
ማስተዋወቅ ተገቢ ነው። ስለሆነም ምንም
እንኳን በአቅማቸው አናሳነት ምክንያት
አስተዋፅኦአቸው ትንሽ ቢሆንም እንኳ
ድጋፍ ቢያገኙ ብዙ ሊሰሩ እንደሚችሉ
ማስተዋወቅ ተገቢነት አለው፡፡
በአጠቃላይ በኔ ግምገማ የሲቪል ማህበራት
ተግባራት ሊበረታቱ ይገባቸዋል፡፡ ማስተካከል
የሚገባቸው ነገር ቢኖር አሰራራቸውን ግልፅ
ማድረግ ነው፡፡

ብዙሃን መገናኛዎች የሚሰሩት
ለማህበረሰቡና ከማህበረሰቡ ጋር ነው፡፡
መንግስታዊ ያልሆኑ ድርጅቶችም እንደዚሁ፡
፡ የብዙሃን መገናኛዎችና የሲቪል ማህበራት
ግንኙነትም በትብብርና በመደጋገፍ ላይ
እንዲሆን ስራዎቻቸው ያስገድዳሉ።
ሁለቱም ዘርፎች የየራሳቸው የአሰራር
ፖሊሲ ቢኖራቸውም የሲቪል ማህበራት
ይህን ካለመረዳት ብዙሃን መገናኛዎችን
እንደ ቃልአቀባዮቻቸው ይቆጥሯቸዋል፡፡
እያንዳንዱ ድርጅት የራሱ የትኩረት አቅጣጫ
ስላለው የሲቪል ማህበራት ዝግጅቶቻቸውና
ሥራዎቻቸው እንዲዘገቡላቸው ሲፈልጉ
የብዙሃን መገናኛዎችን ፍላጎትና የትኩረት
አቅጣጫዎችንም ግምት ውስጥ ማስገባት
አለባቸው፡፡ ለምሳሌ፡- ለብዙሃን መገናኛዎች
ትኩረት የሚሆኑት የሲቪል ማህበራቱ
የሥራ ክንውኖች እንጂ የአመሰራረታቸው
ታሪክ ወይም ዳራ አይደለም፡፡
የሲቪል ማህበራት ራሳቸውን፣
ዓላማቸውንና ሥራቸውን ለማስተዋወቅና
መረጃዎቻቸውን ለህዝብ ለማስተላለፍ
ብዙም ሲጥሩ አይታዩም፡፡ ስለዚህ ብዙሃን
መገናኛዎች በራሳቸው ተነሳሽነት የሲቪል
ማህበራትን ተግባራት በመዘገብ ረገድ
ደካማ ስለመሆናቸውና ሲጋበዙ ፈቃደኞች
ስላለመሆናቸው የሚቀርበው ወቀሳና
አስተያየት ላያስኬድ ይችላል፡፡
በአንድ አገር ውስጥ የሚኖሩ ዋና
ዋና ግንኙነቶች ገበያን ፣ ማህበራዊና
ፖለቲካዊ ጉዳዮችን የሚመለከቱ ናቸው፡
፡በመሆኑም የብዙሃን መገናኛዎች ዋነኛ
ትኩረቶች በእነዚህ ጉዳዮች ላይ ያተኮሩ
ሊሆኑ እንደሚችሉ መታወቅ አለበት፡፡
አዲስ አድማስ ጋዜጣ የራሱ አሰራርና
ኤዲቶሪያል ፖሊሲ አለው፡፡ መረጃው የብዙ
ሰዎችን ህይወት የሚመለከት ወቅታዊነት፣
አዲስነት፣ አስፈላጊነት፣ ወዘተ. የሚሉትን
ካላሟላ ትኩረታችን ላይሆን ይችላል፡
፡ የሲቪል ማህበራት የሥራ ግብዣዎችም
በዚህ መስፈርት የሚታዩ ናቸው፡፡ ይህ
በመሆኑም ቅሬታ ሊያድርባቸው ይችል
ይሆናል፡፡
በሲቪል ማህበራት ሥራ ላይ ይበልጥ
እንቅፋቶች መብዛት የጀመሩት በ2001
ዓ.ም. እነርሱን የሚገዛው አዋጅ ከወጣ
በኋላ ነው፡፡ ከዚህ አዋጅ በኋላ ብዙ ትችት
ይቀርብባቸውና እንቅስቃሴዎቻቸውን
የሚገቱ አሰራሮችም መታየት ጀመሩ፡፡ በእኔ
አስተያየት የሚገዙበት አዋጅ መሰረታዊ
መብቶችን የሚገድቡ ድንጋጌዎችን የያዘና
በተወሰነ መልኩ ሚዛናዊነት የጎደለው
ይመስለኛል፡፡ በሲቪል ማህበራት ላይ
ትችትና ቁጥጥር ማድረግ እንደተጠበቀ
ሆኖ ሥራቸውን የሚያደናቅፉ አሰራሮች
ግን አይደገፉም፡፡
በኛ አገር ተጨባጭ መረጃ ሳይያዝ በወንጀል
መፈረጅ የተለመደ ነው፡፡ በሲቪል ማህበራት
ላይ በድራማም ሆነ በጭውውት መልክ
የሚቀርቡት ተገቢ ያልሆኑ ትችቶችም
ከዚህ የተነሳ ሊሆን ይችላል፡፡ እንዲህ
አይነት ያልተጨበጠ ትችት ደግሞ ጭፍን
አስተሳሰብን ስለሚያስፋፋ መታረም
ይኖርበታል፡፡
ብዙ ጊዜ የሲቪል ማህበራትን ሥራ
አስመልክቶ በብዙሃን መገናኛዎች ልዩ
ትኩረት የሚሰጣቸው ለደራሽ እርዳታ
ተግባራት፣ ምጽዋቶችና የልማት ስራዎች
ናቸው፡፡ ሆኖም ግን በሚሊየን የሚቆጠሩ
የህብረተሰብ ክፍሎችን አስተሳሰብና
አመለካከት ለመለወጥ የሚያስችሉ
ሥራዎችም በብዙሃን መገናኛ ልዩ
ትኩረት ሊሰጣቸው ይገባል፡፡
በአጠቃላይ የሲቪል ማህበራት
ዓላማዎቻቸውንና ስራዎቻቸውን
ለማስተዋወቅ ያላሰለሰ ጥረት ማድረግ
ይጠበቅባቸዋል፡፡ አሰራራቸውንም
ግልፅ ማድረግ አለባቸው፡፡ የብዙሃን
መገናኛዎችን አሰራሮችም ማወቅና በዚያ
መንገድ ራሳቸውን መቃኘት አለባቸው፡፡
ብዙሃን መገናኛዎች በበኩላቸው የራሳቸው
የትኩረት አቅጣጫዎች እንደተጠበቁ
ሆነው ትኩረታቸው ያልሆኑትንም
ጥያቄዎችም ጭምር ምላሽ ለመስጠት
የተቻላቸውን ማድረግ አለባቸው፡፡ ለግፊት
ሥራዎችም ትኩረት መስጠት አለባቸው፡፡

ድርጅት ስም ያከናውኑት የነበረው በጎ
ያልሆነ ድርጊት ነው፡፡ የተወሰኑ ግለሠቦች
በበጎ አድራጎት ድርጅት ስም ራሳቸውን
ሲያበለፅጉና በተረጂዎች ስም የመጣውን
ገንዘብ ዘርፈው ከአገር የጠፉበት ሁኔታ
ነበር፡፡ በዚህም ምክንያት መልካም ስራ
የሚሰሩትም ሊወቀሱና ስማቸው ሊጠፋ
ችሏል፡፡
በሬዲዮ ፕሮግራማችን እና መፅሔታችን
ለተለያዩ የሲቪል ማህበራት የስራ
እንቅስቃሴዎች የሚዲያ ሽፋን እንሰጣለን፡
፡ በአንፃሩ በመንግስት የሚተዳደሩ
ኤሌክትሮኒክ ብዙሃን መገናኛዎች የበጎ
አድራጎት ድርጅቶች የሚያከናውኑትን
ተግባር ትክክለኛነት ስለማያምኑበት
እንዲዘግቡ ጥያቄ ሲቀርብላቸው በቀላሉ
ፈቃደኛ አይሆኑም፡፡ ሆኖም ግን የበጎ
አድራጎት ድርጅቶችና ማህበራት አዋጅ
የአገር ውስጥ ለጋሾችን በማበረታታት
ገንዘቡ በትክክል ለተጠቃሚው ህብረተሰብ
የሚደርስበትን ሁኔታ ለማመቻቸት ያለመ
ስለሆነ ይህ ዓይነቱ የተሳሳተ አመለካከት
መቅረት አለበት፡፡ በጎ ስራ እንዲጠናከር
ከተፈለገ በእውነት በጎ እያደረጉ ያሉ
ተቋማት በብዙሃን መገናኛው መበረታታት
እና ስራቸው ይፋ መውጣት አለበት፡፡
በበኩላችን ከሌላው የጎላ የበጎ አድራጎት
ተግባር እየፈፀሙ ያሉ ድርጅቶችን የስራ
እንቅስቃሴ እንዘግባለን፡፡ የዜና ሽፋን
እንሰጣለን፡፡ በዚህ ረገድ ከመቄዶኒያ፣
ከመሠረት ፋውንዴሽን፣ ከሜሪጆይ እና
መሰል የሲቪል ማህበራት ጋር በበጎ
ፈቃደኛነት እንሰራለን፡፡ አዳዲስ የተቋቋሙ
ድርጅቶችም ለማስተዋወቅ ተጠቃሚው
ድረስ በመሄድ ስራቸውን ለህብረተሰቡ
እናስገነዝባለን፡፡ ገናና ስም ላላቸውና ስራቸው
ቀደም ሲል ለታወቀላቸው ድርጅቶች ብቻ
ትኩረት የመስጠትና አዳዲሶቹን ችላ የማለት
ሁኔታ ስላለ በዚህ ረገድ የአስተሳሰብና
የአሰራር ለውጥ መምጣት አለበት፡፡
አንዳንዶቹ የበጎ አድራጎት ድርጅቶችና
ማህበራት በራሳቸው ጊዜና ጥረት ከብዙሃን
መገናኛዎች ጋር ግንኙነት መፍጠር
የማይፈልጉት የግል ትውውቅና ጓደኝነት
ከሌለ አይሳካልንም የሚል የተሳሳተ
አመለካከት በመያዛቸውና በራስ የመተማመን
ችግር ስላለባቸው በመሆኑ አስተሳሰባቸውን
ሊለውጡ ይገባል፡፡በሌላ በኩል ሲቪል
ማህበራት ገንዘብ ስላላቸው የብዙሀን መገናኛ
ሽፋን ለማግኘት መክፈል አለባቸው የሚል
የተሳሳተ አመለካከት ስላለ መወገድ አለበት፡
፡ ይህን ለማድረግም የትብብር ጥያቄአቸውን
በፅሁፍ ከሚያቀርቡ ዘጋቢዎቹን ስፍራው
ድረስ ጋብዘው ስራቸውን በግልፅ በማሳየት
ግንዛቤ መፍጠር አለባቸው፡፡
ልማትን ማምጣት ከተፈለገ ብዙሃን
መገናኛዎችና የሲቪል ማህበራት እጅና
ጓንት ሆነው መስራት አለባቸው። ሲቪል
ማህበራት ሠዎች ከተረጂነት እንዲወጡ
የሚያስችሏቸውን ፕሮጀክቶች በመንደፍ
ተግባራዊ ሲያደርጉ ብዙሃን መገናኛዎች
ደግሞ ይህን ሊደግፉ ይገባል፡፡ ይሁንና
አንዳንድ ድርጅቶች ከውጪ ሲታዩ ገናና ስም
ይኖራቸውና ስራቸው በጥልቀት ሲፈተሽ
በርካታ ችግር ይታይባቸዋል፡፡ ከተረጂዎች
ቅሬታ የሚሰማባቸው ድርጅቶችም
አይጠፉም፡፡ ይህ ደግሞ በብዙሃን
መገናኛዎችም ሆነ በማህበረሰቡ ዘንድ
በጥርጣሬ አይን እንዲታዩ ያደርጋቸዋል፡፡
በአጠቃላይ በሁለቱም ዘርፎች መካከል
አሁን ያለው የጎሪጥ አስተያየት መወገድ
ይኖርበታል፡፡ ሲቪል ማህበራት ብዙሀን
መገናኛውን የሚስብና ለዘገባ ሊያነሳሳ
የሚችል ተግባር ማከናወን እና ራሳቸውን
ግልጽ ለሆነ አሰራርና ለተጠያቂነት ክፍት
በማድረግ በብዙሀን መገናኛው ዘንድ
አሉታዊ አመለካከት እንዲፈጠር የሚያደርጉ
አሰራሮችን ማስወገድ አለባቸው፡፡ ብዙሀን
መገናኛዎችም ከሲቪል ማህበራት ጋር
የአጋርነት ስሜት መፍጠር ይኖርባቸዋል፡፡

ናቸው፡፡ በተሰማሩበት መስክ አዎንታዊ
ለውጦች ለማምጣት የሚጥሩ ናቸው፡፡
በመሆኑም በደፈናው ብዙሀን መገናኛዎች
ለሲቪል ማህበራት አሉታዊ አመለካከት
አይኖራቸውም፡፡
በበኩላችን መንግስታዊም ሆኑ መንግስታዊ
ያልሆኑ ድርጅቶች የሚያቀርቧቸውን
ጥያቄዎች የምናስተናግድበት አሰራር አለን፡
፡ በመሠረቱ ማንኛውም አይነት ጉዳይ
በህትመትም ሆነ በኤሌክትሮኒክ መገናኛ ዘዴ
ለመሠራጨት ዋናው መሠረታዊ መስፈርት
የድርጅቱ ባለቤትነት ሳይሆን እንዲዘገብ
የተጠየቀው ሀሳብና ይዘት ጠቃሚነትና
ክብደት ነው፡፡ በመሆኑም ለሁሉም አካላት
የምንከተለው አሰራር ተመሣሣይ ነው፡፡
ዘገባ የምንሰጠው በሁለት መንገድ ነው።
በአንድ በኩል እንዲዘገብላቸው የሚፈልጉ
አካላት ጥሪ ሲያደርጉ በመገኘት ሲሆን በሌላ
በኩል ደግሞ በራሳችን ተነሳሽነት በጋዜጣችን
ላይ መውጣት አለባቸው የምንላቸውን
ጉዳዮች በቦታው ተገኝተን በመዘገብ፡፡
በጋዜጣችን ‹‹ምን እየሠሩ ነው›› በሚለው
አምዳችን መንግስታዊም ሆኑ መንግስታዊ
ያልሆኑ ድርጅቶች እንዲሁም ግለሠቦች
ስኬቶቻቸውን፣ ተግዳሮቶቻቸውን፣
የወደፊት እቅዳቸውን ወዘተ. እንዲያቀርቡ
እናደርጋለን፡፡
ብዙሀን መገናኛዎች የማህበረሰቡ ነጸብራቅ
በመሆናቸው መንግስታዊ ላልሆኑ ድርጅቶች
የሚኖራቸው አመለካከት ከማህበረሠቡ
አመለካከት የሚመነጭ ነው፡፡ በሌላ
በኩል ብዙውን ጊዜ መንግስታዊ ያልሆኑ
ድርጅቶች ስራዎቻቸው እንዲደገፉላቸው
እንጂ እንዲተቹ አይፈልጉም። ሆኖም
ግን ማንኛውም ድርጅት መልካም ጎኑ
መበረታታት እንዳለበት ሁሉ ደካማ ጎኑም
ይፋ መደረግ አለበት።
በአጠቃላይ ሁለቱም ወገኖች የቆሙት
ለሀገርና ለህዝብ ስለሆነ በመተባበርና
በመደጋገፍ መስራት ይጠበቅባቸዋል።

፡ የማህበሩ አባላት የመንገዱን ስራ ልክ
እንደመደበኛ ስራቸው በማድረግ በአስፓልት
አካፋዮች ላይ ሳር የማልበስ እና ዘንባባ
የመትከል ስራ አከናውነዋል፡፡ ይህም ብቻ
ሳይሆን ሳሩ እና የተተከሉት ችግኞች
እንዳይደርቁ በማሰብ ደከመን ሰለቸን ሳይሉ
ጠዋት እና ማታ ውሃ በጀሪካን እየተሸከሙ
በማምጣት እያጠጡ እና እየተንከባከቡ
ይገኛሉ፡፡
እላይ እንደተጠቀሰው ሁሉም የህብረተሰብ
ክፍል ከተማዋን የማልማት ተግባር ላይ
በስፋት እንዲሳተፍ እና ፅዳቱን ከልማትና
ከጤንነት ለይቶ እንዳያይ በማድረግ
ህብረተሰቡ የስራው ባለቤት እንዲሆን
ማስቻል አንዱና ዋንኛው የማህበሩ የትኩረት
አቅጣጫ ነው፡፡ በዚህ ረገድ ውጤታማ
የሆኑ በርካታ ግንዛቤ ማስጨበጫ ስራዎችን
ሰርተዋል፡፡ በዚህም የተነሳ በሌላ ቀበሌ
የሚገኙ ወጣቶች በማህበር በመደራጀት
የተለያዩ የጽዳት ተግባራትን ማከናወን
ጀምረዋል፡፡ ይህም ለአስራ ሁለት ወጣቶች
የስራ እድል ፈጥሯል፡፡ ለዚህም የሞዴልነት
ተግባሩ “ዲላ ሀንጂንሶ” የመልካም ተሞክሮ
የምስክር ወረቀት አግኝቷል፡፡
የማህበሩ አብዛኛዎቹ አባላት የአንደኛ እና
የሁለተኛ ደረጃ ትምህርት ተማሪዎች
ሲሆኑ የተወሰኑት ደግሞ በተለያዩ የሙያ
ዘርፎች ትምህርታቸውን ያጠናቀቁና በስራ
ላይ የሚገኙ ናቸው፡፡ በዚህም መሠረት
የዩኒቨርሲቲ ትምህርት ያጠናቀቁት አባላት
ልዩ ዝግጅት በማድረግ ለተማሪዎች
በተለይም ለማህበሩ አባላት ቲቶርያል እና
የማጠናከሪያ ትምህርት በመስጠት ላይ
ይገኛሉ፡፡
የዲላ ሀንጂንሶ ሌላው የትኩረት አቅጣጫ
አጋዥ የሌላቸውን አረጋውያን መኖሪያ ቤት
መጠገን ነው፡፡ በመሆኑም በአካባቢያቸው
የሚገኙና ቤት የፈረሰባቸው አቅመ-ደካማ
ግለሰቦችን በመለየት መኖሪያ ቤት የማደስ፣
አጥር የማጠር ተግባር እያከናወነ ይገኛል፡፡
ተግዳሮቶችማህበሩ የበጎ ፈቃድ ስራውን እያከናወነ
የሚገኘው ነገሮች ሁሉ ተመቻችተውለት
አይደለም፡፡ የማህበሩ የስራ መሪ የሆነው
ወጣት ተስፋጽዮን እንደሚገልጸው ወጣቶቹ
ለስራው ያላቸው ተነሳሽነት እና ከተማዋን
በመለወጥ ለሌሎች ከተሞች ሞዴል ሆና
ለማየት የሰነቁት ራዕይ በጣም የጋለ ባይሆን
ኖሮ ያሉት ተግዳሮቶች ስራውን እርግፍ
አድርገው የሚያስጥሉ ናቸው፡፡
ወጣቱ እንደገለጸው አንዱና ዋንኛው
ተግዳሮት በከተማዋ የሚገኙና ስራው
በዋናነት የሚመለከታቸው አንዳንድ
የመንግስት የስራ ኃላፊዎች እና ባለስልጣናት
ለወጣቶቹ የበጎ ፈቃድ ስራ አስፈላጊውን
ድጋፍ ያለማድረጋቸው ነው፡፡ የሥራ መሪው
እንዳብራራው “በበጎ ፈቃድ ያለአንዳች ክፍያ
ከተማዋን ላልማ፤ ላጽዳ፤ ላስውብ የሚል
ኃይል ሲነሳ መደገፍ፣ ማገዝ፣ ማበረታታት
ሲገባ በተቃራኒው የሚመለከታቸው አካላት
በቂ ድጋፍ ባለማድረጋቸው ስራውን
በተጠናከረ መልኩ ለማስኬድ አልተቻለም”፡፡
በተለይ ቀበሌዎች ላይ ተመርጠው የሚሰሩ
አንዳንድ የቀበሌ ስራ አስፈፃሚ አካላት
ለስራው ያላቸው ዝቅተኛ ግምት የማህበሩ
ተግዳሮት መሆኑን ይገልፃል፡፡ በሌላ በኩል
ይላል ወጣቱ “በየአመቱ በሚካሄደው
የኢትዮጵያ ከተሞች ቀን በዓል አከባበር
ስርዓት ላይ በከተሞች መካከል ለሚደረገው
ውድድር ከሚቀርቡት መስፈርቶች መካከል
የከተማው ጽዳትና ውበት አንዱ ሆኖ ሳለ
በሚመለከታቸው የስራ ኃላፊዎች ለዚህ
ሁኔታ ትኩረት የተሰጠው አለመሆኑ”

አንጻር ችግሮቹን ለመፍታት በሚደረገው
አገራዊ ጥረት በአጭር ጊዜ ውስጥ
የበኩላችንን አስተዋጽኦ አድርገናል ብለን
እናምናለን” በማለት ድርጅቱ ከተቋቋመ
ጀምሮ የተጫወተውን ሚና ካብራራ በኋላ
ማህበሩ ለወደፊቱ በስፋት በአረንጓዴ ልማት፣
በትምህርትና የወጣቱን ስራ አጥነት ችግር
ለመፍታት በገቢ ማስገኛ ተግባራት ዙሪያ
የበለጠ በተጠናከረ መልኩ ለመስራትና
በርካታ ማህበረሰብን ተጠቃሚ ለማድረግ
ሰፊ ሀሳብ አለ ሲል የሥራ መሪው ይገልፃል፡
፡ ይህንን ለማሳካት የሚያስፈልጉትን
ቅድመ ሁኔታዎች በማሟላት ማህበሩ
ሕጋዊ ሰውነት እንዲኖረው የማድረግ እቅድ
አለው።
“ዲላ ሀንጂንሶ” ምንም እንኳን ከተመሠረተ
ገና አንድ ዓመት ከሁለት ወር ያስቆጠረ
ቢሆንም፥ ያከናወናቸው ተግባራት
የማህበረሠብን ተጠቃሚነት ያረጋገጡና
ተጨባጭነት ያላቸው ናቸው፡፡ ለብዙዎች
ወጣቶች ተምሳሌትና አርአያ በመሆንም
በከተማ እና በዞን ደረጃ በተዘጋጁ
ፕሮግሮሞች ሁለት የመልካም ተሞክሮ
ሰርተፍኬት ተሸላሚ ሆኗል፡፡ ለወደፊቱም
ይህ የውጤታማነት ተግባር ፈሩን ሳይለቅ
እንዲቀጥ እየሰራ ይገኛል፡፡

ከገፅ 13 የቀጠለ ...ውድቀት የወለደው ራዕይ...የአረጋውያን መጦሪያ ማዕከልና ክሊኒክ ማስገንባት እና በተለያዩ ቦታ የወደቁትን አቅመ-ደካሞች ከወደቁበት ማንሳት፣የሚገነባው ክሊኒክ ስራውን ሲጀምርም ከፍለው መታከም ለማይችሉ የነፃ ሕክምና አገልግሎት እንዲያገኙ ማድረግ፤ ከፍለው መታከም ለሚችሉት ደግሞ በቅናሽ የአገልግሎት ክፍያ ተጠቃሚ እንዲሆኑ በማድረግ በአንድ በኩል ቀጥተኛ ተጠቃሚ ያልሆነውን ማህበረሰብ መጥቀም፣ በሌላ በኩል
በሁለተኛ ደረጃ ይዘንላችሁ የቀረብነው የክብር ለአረጋውያን ምግባረ-ሰናይ ድርጅትን ዓላማ፣የሥራ እንቅስቃሴዎች፣ ስኬት፣ የወደፊት
እቅድና መሰል ጉዳዮች ሲሆን ይህን አስመልክተን ከድርጅቱ መስራች እና ሥራ አስኪያጅ ወ/ሮ ወርቅነሽ ሙንኤ ጋር ቆይታ አድርገናል፡
፡ እንደሚከተለው ቀርቧል፡፡
የተጀመረው ከ9 ዓመት በፊት ነው።
በወቅቱ ወ/ሮ ወርቅነሽ የልብ ህመም
አጋጠማቸው። ግን እርሳቸው እንደሚሉት
በእግዚአብሔር ኃይል ተፈወሱ፡፡ በመቀጠል
‹‹ምድሪቷን አረጋውያን እየረገሟት በመሆኑ
እነርሱን የሚረዳ ተግባር እንዳከናውን
ከእግዚአብሔር ጥሪ ስለቀረበልኝ “ያማረ
ህይወት ለአረጋውያን” በሚል ራዕይ
ደግሞ ለድርጅቱ የገቢ ምንጭ መፍጠር፣
2. ከድርጅቱ ተረጂዎች ውስጥ መስራት የሚችሉትን በመለየት ሙያዊ ስልጠና በመስጠትና የገንዘብ ድጋፍ በማድረግ ራሳቸውን ለውጠው ሀገራቸውን እንዲጠቅሙ ማድረግ፣
3. ድርጅቱ የሚደጎምበትን የጎጆ ኢንዱስትሪ ማቋቋም፣
4. አረጋውያን የተሻለ ሕይወት ሲኖሩና
በየጎዳናው ወድቀው ሀገራቸውንና ወገናቸውን ከመርገም ይልቅ መርቀው በደስታ ሲያልፉ ለማየት፣ በየጎዳናው የሚደረገው ለውጥ የማያመጣ አጉል ምጽዋት ቀርቶ መረዳት ያለባቸው ሰዎች ድጋፍ እንዲያገኙ ለማድረግ ሰፊ ግንዛቤ ማህበረሰቡ ውስጥ መፍጠር፣

ማቋቋም አስፈለገ። ለአረጋውያን ተቋማዊ
ድጋፍና እንክብካቤ በመስጠት ሲቸገሩና
ሲለምኑ ላለማየት፡፡
ይህን ራዕይ ለማሳካት የሚያስችል
እንቅስቃሴ በክብር ለአረጋውያን ምግባረ-
ሰናይ ድርጅት ተጀምሯል። የአዲስ ከተማ
ተነሳስቼ ስራውን ጀመርኩ›› ይሉናል ወ/ሮ
ወርቅነሽ፡፡
ከቤት ወጪአችን ቀንሰን ሥራውን
ጀመርነው። መጀመሪያ በቤት ለቤት
እርዳታ ለ5 አረጋውያን ድጋፍ ማድረግ
ጀመርን፡፡ እርዳታችንን ተቋማዊ ለማድረግ
ከቤተሰቤ ገንዘብ ብር 35,000(ሰላሳ አምስት
ሺህ) ወጪ በማድረግ ቤት ተከራይተን
በየጎዳናው ለልመና የተዳረጉትንና ጧሪ
ደጋፊ የሌላቸውን በማሰባሰብ ድጋፍ
ማድረግ ቀጠልን።

የሚያስችል መሬት ለድርጅቱ ሰጥቷል፡፡
በዚህ መሬት ላይ ትላልቅ ባለአራት ፎቅ
ህንፃዎች ለመገንባት የታቀደ ሲሆን፡-
• አረጋውያን የሚታከሙበት
ከፍተኛ ክሊኒክ፣
• 300 (ሶስት መቶ) የሚሆኑ
አረጋውያንን የሚይዝ መኖሪያ
ቤት፣ እና
• የአረጋውያን ቤተ-መፃህፍትን፣
ያካትታል፡፡ በዚህ ማዕከል ከሚረዱት
አረጋውያን ውስጥ ከሲሶ በላይ የሚሆኑት
የነፃ አገልግሎት የሚያገኙ ጧሪ ቀባሪ
አጥተው ለጎዳና የተዳረጉ ሲሆኑ ቀሪዎቹ
አቅም ኖሯቸው ነገርግን ደጋፊና ተንከባካቢ
በማጣታቸው ምክንያት በክፍያ የማዕከሉን
አገልግሎትና ድጋፍ የሚያገኙ ይሆናሉ፡፡
የእስካሁኑ ስኬትይህ መረጃ ለሙሐዝ መፅሔት ዝግጅት
ክፍል እስከተሰጠበት ጊዜ ድረስ በተቋሙ
38 አረጋውያን እየተረዱ ይገኛሉ፡፡ ሌሎች
34 ደግሞ እንክብካቤና ድጋፍ ተደርጎላቸው
ወደቤተሰቦቻቸው እንዲቀላቀሉ ተደርጓል፡፡
በድምሩ ከ714 (ሰባት መቶ አስራ አራት)
የማያንሱ አረጋውያን እስካሁን ተረድተዋል፡
፡ ከእነዚህ ውስጥ 19 (አስራ ዘጠኝ)
አረጋውያን በህይወት የሉም፡፡
በሌላ በኩል የእድር፣ የቤት ኪራይ፣
የመብራትና ውሃ አገልግሎት መክፈል
አቅቷቸው ለልመና ሊጋለጡ የሚችሉ
አረጋውያንን ከወዲሁ በመለየት
በማህበረሰቡ ውስጥ እያሉ የገንዘብ ድጋፍ
እየተደረገላቸው ይገኛል፡፡ የ276 አረጋውያን
ቤቶች በመፈራረሳቸው ምክንያት እንደገና
እንዲሰሩላቸው ተደርጓል፡፡ በጨርቆስና
በሌሎች ክፍለ ከተሞች 10 (አስር)
የማህበረሰብ መፀዳጃ ቤቶች ሙሉ ጥገና
ተደርጎላቸው ለአረጋውያኑና ቤተሰቦቻቸው
ጥቅም እንዲውሉ ተደርጓል፡፡
ቢያንስ 25 ሴት አረጋውያን በገቢ ማስገኛ
ሥራዎች ተሰማርተው ራሳቸውን ችለዋል፡
፡ እነዚህ አረጋውያን በአሁን ሰዓት በወር
እስከ ብር 300 (ሶስት መቶ) ገቢ ያገኛሉ፡፡
ተግዳሮቶችድርጅቱ ቋሚ እርዳታ የሚያደርግለት አካል
የለም፡፡ ገቢ የሚያስፈልገው ፕሮጀክት
ሲኖር ብቻ ፈንድ ይገኛል፡፡ ዓላማውን
ተግባራዊ የሚያደርገው አረጋውያኑን ያየ
ሰው በሚያበረክተው ገንዘብ ነው፡፡ ሰው
ያገኘውን ይሰጠናል፡፡ ቢሆንም ግን ይህ
ዓይነቱ ገቢ ማስገኛ መንገድ ፈታኝ ነው፡፡
የበጎ አድራጎት ድርጅቶችና ማህበራት
አዋጅ በድርጅቱ ሥራ ላይ ያስከተለው
ችግር የለም፡፡ ‹‹70/30››ን የሚመለከተው
ድንጋጌም ቢሆን እንቅፋት አይደለም፡፡
የድርጅቱ ባህሪይ ከሌሎች የተለየ በመሆኑ
ብዙ ጊዜ አስተዳደራዊ ወጪው ከ17%
እንደማይበልጥ ሥራ አስኪያጇ ይናገራሉ፡፡
የወደፊት ተግባርና
መልእክትአረጋውያንን ከችግርና ልመና ለመታደግ
ያቀድነው ማዕከል በወቅቱ ይጠናቀቅ ዘንድ
ህብረተሰቡ እንዲረዳን ጥሪ እናቀርባለን፡፡
ማዕከሉ ለሁሉም ማረፊያ የሚሆን ነው።
ግንባታው ብር 142,000,000 (አንድ መቶ
አርባ ሁለት ሚሊየን ብር) እንደሚፈጅና
በአራት ዓመታት ጊዜ ውስጥ እንደሚጠናቀቅ
ይገመታል፡፡ ቢሆንም ግን በታቀደው ጊዜ
ተግባራዊ ሊሆን የሚችለው የህብረተሰቡ
ሙሉ ድጋፍ ሲኖር ነው፡፡
አረጋውያንን የማክበር ባህላችንን በድጋፍ
ጭምር እንግለፀው የሚሉት ወ/ሮ ወርቅነሽ
ሁሉም ከጎናችን እንደሚቆምና ራዕያችንን
እንደምናሳካው መቶ ፐርሰንት እርግጠኛ ነኝ
በማለት እምነታቸውን ገልፀዋል፡፡
በተጨማሪም ወጣቱ ትውልድ ከሚያገኘው
ገቢ የመቆጠብ ባህሉን ይበልጥ እንዲያዳብር
መክረዋል፡፡

ሲቪል ማህበራት የረዥም ጊዜ ቃልኪዳኖችን በመግባት፣ በአጋርነት በመስራት፣ ማህበረሰብን በማብቃት እና ከተጎዱ የህብረተሰብ ክፍሎች ጋር አንድ በመሆን ዘላቂ የልማት ውጤቶችን ያስገኛሉ፡፡ አዎንታዊ የልማት ለውጥ ለእኩልነት አለመኖር፣ ለድህነት እና መገለል ዋንኛ ምንጮች በሆኑ ምክንያቶች ላይ በማተኮር እና በልማት ተዋንያኖች ድጋፍ ዘላቂነት እንዲኖረው ማድረግ ያስፈልጋል፡
፡ ከግጭት በኋላ ባሉ ሁኔታዎች፤ የመንግስት ድርሻ እና እገዛ በሚቀንስበት ጊዜ፤ ሲቪል ማህበራት ወሣኝ አስተዋፅኦ በማድረግ አስፈላጊ ክፍተቶችን ይሞላሉ፤ ነገርግን ድጋፍ ያደርጋሉ እንጂ የመንግስትን ኃላፊነት ለመወጣት ራሳቸውን በቦታው አይተኩም፡፡ ህዝባዊ ጥቅሞችን፤ ማለትም እንደ ትምህርትን እና ጤና ያሉትን ማዳረስ የመንግስት ኃላፊነት ነው፤ ለዚህም ተጠያቂ ይደረጋል፡፡ ይሁንና መንግስት ህዝባዊ ጥቅሞች ለማዳረስ ያለው አቅም መጠናከር አለበት፡፡
ምንም እንኳን የሲቪል ማህበራት የሥራ እንቅስቃሴ ውስብስብ እና ለረዥም ጊዜ የሚከናወን ቢሆንም የሥራቸውን ዘላቂነትና ያመጣውን ለውጥ መገምገም፤ በማስረጃ ማስደገፍ፤ እና መረጃውን ማስተላለፍ ጠቀሜታ እንዳለው ያምናሉ፡፡ በሲቪል ማህበራት ሥራ ዘለቂ ለውጥ ማምጣት በሁሉም የልማት እንቅስቃሴዎች ፆታዊ እኩልነትን ማረጋገጥ ይጠይቃል፡፡ የፆታ እኩልነትን ማሳካት ጨምሮ አዎንታዊ ማህበራዊ ለውጥ በማምጣት ረገድ የሲቪል ማህበራት አስተዋፅኦ ውጤታማነት ዳሰሳ መቀረፅ ያለበት በአካባቢው ባለድርሻዎች እና የተጎዱ ህብረተሰቦች አመለካከት ነው፡፡ ዳሰሳው የሲቪል ማህበራቱ ዘላቂ ልማታዊ ለውጥ ለማምጣት ያስቻሏቸውን ወይም አሉታዊ ተጽዕኖ ያሳደሩባቸውን በተለይም በግጭት ጊዜ ወይም ከግጭት በኋላ የተፈጠሩ ሰፊ ማህበራዊና ኤኮኖሚያዊ እንዲሁም ፖለቲካዊ ሂደቶችን ከግምት ውስጥ ያስገባ መሆን ይኖርበታል፡፡

People's participation is essential in building democratic system. If the
people are not able to participate and be part of all aspects of decisions
affecting their life, then they cannot lead the democracy in full ownership.
Therefore, the political, administrative, social and economic systems under
which a democratic country is governed ought to give the opportunity to
do this and encourage them.
However, when we say participation, it shouldn't only be understood
to mean participation in the political and administrative structures
of government; rather as one that includes professional and public
participation in non-governmental and private sectors. Particularly, the
existence of conducive environment for citizens' participation in neutral
civil societies and in their professional capacity are the major pre-
conditions for building democracy and ensuring the realization of people's
sovereignty. Recognizing the efforts on the part of the government, the
public participation activities conducted by civil societies and private
institutions promote plurality of views and create better opportunity for the
creation of a society that feels freedom to express its thoughts. The inputs
hugely assist the government in identifying legal and procedural gaps and
correcting them within the participatory government framework.
That's why we say ensured ownership of power by the people is a totality
of their participation and decision making in government and non-
governmental institutions. From among many, the following are some of
the criterions that lead us to this situation;
• Promote procedures inviting participation and are accountable; Create
the opportunity and the procedures for citizens to be able express of
their ideas lawfully and freely;
• Build a responsive government that positively accepts constructive
ideas of citizens and civil societies.
• Existence of a government, non-governmental bodies and citizens not
only ready to make accountable but be accountable themselves;
• Existence of a society that is aware of not only its rights but its
obligations as well and ready to perform them;
Hence, considering the benefits drawn from increased public participation
in building democratic system and owning economic development
through the fulfillment of the pre-conditions, we stress that they should
not be ignored.

persons was festively celebrated
under the theme "Support and
Care for the Older Persons" on
1st October 2013 by Mekedonia
Older and Mentally Ill Persons'
Support Organization.
The celebration, held for 22nd time
with the coordination of Mekedonia
Older and Mentally Ill Persons'
Support Organization, was attended
by different government officials and
authorities including more than 200
older persons and invited guests.
As stated by Ato Fetene Alemu,
who was present as a guest of
honor representing the Mayor's
Office of the Addis Ababa City
Administration, the society should
give older persons the necessary
support, attention and care while
the youth have the opportunity to
learn from the good experiences
of the elderly in the attainment
of increased development of the
country.

he explained that his organization
is currently supporting more than
200 older people and requires the
society's support in order to build
its capacity and expand its reach in
the future.
On the occasion, aside from
serving lunch to the older persons,

were presented. The event was
concluded with the donation of
cash and material award aimed at
supporting the efforts in caring for

It was disclosed that all stake holders should play their role to ensure access
to music education for the visually impaired members of the society.
This was disclosed on the one day workshop held at Friendship International Hotel- November 31st 2013, focusing on the causes and solutions to the years of discrimination of the visually impaired members of the society from access to music education.
The findings and recommendations of the research commissioned by the Network of Visually Impaired Persons (NOVIP) and its
partners on ways of making music education accessible to its highest level for the visually impaired members of the society was presented by the lead researcher, Ato Weldesenbet Birhanemeskel and discussions held thereof.
As explained by Ato Woldesenbet, the study verified that Yared music school followed years of discriminatory approach against visually impaired members of the society based on erroneous view that they lacked the capacity to be trained in music education up to the highest level .
On the other hand, Ato Getachew Gessi- Director of the Music School, pointed out that he believes the visually impaired members of the society can to be trained equally as others;
however, he stressed that the problems of the school are rather related with budget and supply of education materials, and not associated with the desire to keep the door closed.
It was asserted that, on the basis of the workshop recommendations, participants were able to reach a firm stand to perform their share of responsibly in the realization of access to music education to the visually impaired members of the society.
In addition, research papers related with the issue were presented by different professionals and discussions were held among representatives who came from governmental and non-governmental institutions.

upon goals and shared values. In the spirit of mutual
learning, such partnerships contribute experience, expertise
and support to CSOs and local communities assisting
their efforts in areas that directly affect the future of their
communities. CSOs also promote transnational peoples’
solidarity and linkages for public awareness and citizen
engagement in all countries. Effective CSO partnerships for
development require long-term commitments to negotiate
common goals and programmatic objectives, based on
trust, respect, solidarity and leadership of developing
country partners.
Organizational autonomy is essential for equitable
partnerships. Equitable partnerships result from deliberate
attitudes and actions, by all partners, to counterbalance
inequalities in power. These power inequalities are the
consequence of unequal access to resources, structural
and historical inequalities, gender inequities and women’s
exclusion, and sometimes-large disparities in capacity. The
role of external CSOs is to enable, rather than dictate, and
to amplify, not substitute, the voices of developing country
CSO actors.
Sustained and broadly-shared development outcomes
will be achieved through respectful collaboration and
deliberate coordination with different development actors,
particularly with donors and governments. But CSOs are
actors in their own right, not instrumental agents for donors
or governments. The basis for coordination must be mutual
respect, agreement on the distinct areas where goals and
development strategies are shared and equality in setting
the terms for coordination and coherence.

Principle 7: Create and share
knowledge and commit to
mutual learning
Purposeful collaborative processes for learning
provide an indispensable foundation for assessing
sustainable development results and impact, as well
as enabling synergies among different development
actors. Development learning requires effective
mechanisms for self-reflection and mutual sharing of
information and knowledge. Development learning
includes exchanges between CSO colleagues,
peers, volunteers, partners, affected populations
and other counterparts.
CSOs are learning organizations and should
make the creation, sharing and implementation of
knowledge a key component of their strategies and
ways of working. This learning approach must be
self-defined, continuous, collective, and interactive
and based on participation, openness and trust.
Mutual-learning processes can help increase respect
and understanding between partners, notably in
areas of local knowledge, cultural issues, gender
relations, values, spirituality and different ways of
working. This learning is only possible if the power
imbalances that can hinder true mutual learning are
acknowledged and addressed.
Tailored and adequately resourced capacity
strengthening- supports organizational learning
and is essential for improving CSO development
effectiveness. On the other hand, regular qualitative
evaluation, working closely with development
partners and related stakeholders is essential to
adapting and refining strategies, priorities and
working methodologies in CSO development
action. Organizational learning, however, should

Muhaz:- How do you evaluate the two years performance of Muhaz magazine? Ato Shimeles: - We haven't done a structured
evaluation. However, I have been personally
following the publications released thus far.
The need for a consecutive publication where
the voice of civil societies is heard has been
raised repeatedly. It can be said that the need
and the gap in this regard has been filled by
Muhaz magazine.
One of the issues that stayed a challenge with civil
societies is that though they are implementing many
activities, they haven't been able to appropriately
and consecutively publicize their work. As this gap
was filled with Muhaz, the negative view against civil
societies has been lessened. Therefore, the activities
performed by Muhaz should be encouraged. The
office I represent desires issues of civil society to
be appropriately entertained. Hence, we view the
benefits of Muhaz not only from the perspective

Muhaz:- Has the publication any impact on the laws and policies governing Charities and Societies?
Ato Shimeles:- In the Ethiopian
context, it takes a long and
continuous effort to bring change
on legal and policy issues.
Likewise, change should not be
expected to be achieved from
the mere publication of articles
and comments in one magazine.
Change is the result of many efforts
and pressures. Nevertheless, in its
performance thus far, not only
has the magazine introduced and
promoted the work of charities
and societies, it has been able to
investigate into the procedural and
legal gaps and challenges faced by
the organizations. These are inputs
to revisions and changes in process.
This kind of contribution should
not be interrupted but rather be
conducted for an extended period.
It is also advisable if issues raised
by the magazine instead of being
narrow, incorporate explanations
and propose solutions in
comparison to other international
practices.
There are some changes in relation
to the activities of civil societies.
Although it is impossible to say the
changes are the entire results of
Muhaz's efforts, it can be assumed
that the magazine might have
contributed to it. The change is the
result of coordinated efforts and that
of a single effort. The other thing that
should be seen is its readability. In
order to bring change, the magazine
must be read by forces of change,
policy and law makers. The person
who knows this and should answer
the question is the Editorial team of
the magazine.
Muhaz:- How would you feel if the publication of the magazine is to terminate hereafter?
Ato Shimeles:- It may be frustrating.
I wished and contributed to the
beginning of the publication. At
that time, I stressed on ensuring
its sustainability from the start.
Therefore, I will not feel happy
if my concern then becomes real
now. I don't suppose it's time for
the publication to cease as there
are many issues to be raised and
untouched topics regarding civil
societies. One of the issues Ethiopian
civil societies are criticized for is their
dependence on foreign aid. If the
problem in this regard is to improve
in a long-term process, education
and awareness raising activities in
charitable and other related works
should be expansively performed.
In order to bring change in
Ethiopia there should be an overall
transformation. This comprises
of technological, economic
and cultural transformations.
Civil societies play major role
in the realization of cultural
transformation. Therefore, Muhaz
magazine ought to conduct its
activities in an organized manner.
There should be permanent
columnists Even if not profitable, it
needs to have the capacity to cover
its publication costs. It's readability
should survive. Therefore, these
things need to be taken into
consideration when pondering on
continuance.
Muhaz:- On one hand, it is alleged that Muhaz has served as a forum where civil societies were able to have their voices heard and their works publicized. On the other hand, it's stated that said that the problem of the civil societies is not lack of forum; rather, it is unwillingness to promote self and practice transparent procedures. How do you reconcile these two line of thoughts?
Ato Shimeles:- Partially, I share the
second line of thought. The civil
society sector is vast. It is unthinkable
to expect all those included in
the sector to have the same view.
There differ based on their reason
of establishment and experiences.
There may be those established
with a narrow objective. Therefore,

Many times, when the notion of “charity’’ is raised, the feeling and understanding created in the minds of numerous people is “donating money, materials, etc.”. In that case, it is
inevitable the person to reach the wrong conclusion “ because I don't have enough money or I don't have extra or what I have is not even enough for me... charitable work is for the 'haves', or those that have excess and not for people like me”.
However, charity is not always associated with money and materials. Charity is not only related with giving of money; neither is charity the deed of the wealthy. Charity is sharing what we have; if it is strength or knowledge or time, etc. then it is the act of sharing what we have.
The drive for charity is not generally money; rather good conscience. The source is not wealth; rather, heartfelt allegiance to others. Its inception is not accumulation of materials; rather, being a visionary of change. For this, the youths of Dilla are good models.
We wished to say a little about charity or voluntary work not because we wanted to explain the theory, rather because we wanted to bring to your attention the charitable work
that few visionary youths of Dilla town are performing
without basing their activities on money, wealth, or
material, etc. The youths are doing their voluntary
charitable work by establishing an association called
‘’Dilla Hanjinso’’
EstablishmentAs it is known, there is no river without a spring, and without a river there is no flood. There is a beginning for everything and a beginner for all. If the beginnings of the huge and expansive development works in today's world were to be studied, we will find that they are the visions of one or two individuals. Following the birth, sympathizers and executioners of the vision will come from here and there.
The vision of ‘’Dilla Hanjinso’’ was conceived in the minds of young Engeda Alemu and Mesay Petros. The youths were born and raised and are still living in Dilla town in the area called Koffe. Though they did

not mutually discuss to establish an association like this, both had ideas on how to imporve the locale they lived in. Hygiene problems in their vicinity was their passion; and sometimes made them angry when the problem was too much. They daily longed to see the beautiful green view in the outskirts of the town to be replicated inside the city roadside in alignment with the shape and trail. Making Dilla green and clean not only became their dream but their daily thirst. They started showing their wish by performing certain activates in their respective villages. Later on, the individual performance achieved joint capacity when young Tesfatsion Daka, who was conducting a similar activity in his hometown through voluntarily organizing of his friends, decided to join them in their efforts.
A graduate from Dilla University in Applied Mathematics, young Tesfatsion is specially gifted with the ability to coordinating and organizing, which enabled him to lay the basis for their voluntary activity that will make them stronger and sustainable. With the leadership of Tesfatsion, the visionary youths shared their ideas to their friends and children of their villages and began to clean and make beautiful their neighborhood. When their beginning expanded in their areas, the question “Why don't we lead our activities under an association that has laws and regulations?” arose. Consequent to that, under the theme, “There won't be an area of the town we won't develop and beautify!”, Dilla Hanjinso was established on 19th July 2012. At the time, the association had 32 members and currently, it has 3 women and 41 men with a total of 44 members.
‘’Dilla Hanjinso’’ has the Amharic
translation of “Lets develop Dilla’’.
Objectives of the Association
Even though the association is not strong in its financial capacity and doesn't have large number of members, with its limited capacity, it is effectively implementing the green development strategy that Ethiopia is following in the town of Dilla and is working to prevent the impact of global climate change having the following objectives;

development into the youth;
• To enable the City Administration
become a model to other towns
through the implementation of
the green economy development
policy direction with the full
participation of the youths of Dilla
town;
• To create an awareness where the
society abandons its view of being
a development seeker and turns
to believing that development is
not only achieved through the
efforts of the government but by
the society itself by becoming
development leaders;
• To enable Dilla town become
suitable and attractive for living
and an attractive town for
investment by making it clean and
beautiful;
• To build a healthy society by
ensuring environmental hygiene;
• To enable people that neither
have the finance nor the physical
capacity to rebuild their debilitated
homes lead a comfortable life by
maintaining them;
• To enable students become
successful by providing them with
tutorial classes;

of the Association“Dilla Hanjinso” ensures the participation of all members of the society in the development regardless of race, religion, language, etc. With the thought of making all members of the society become leaders of change, it has enlisted accepted individuals from among the society as support members. Particularly, in terms of supporting the association with finance and moral, Ato Seid Ibrahim, the owner of Chora Bakery, is exemplary and is regarded as the associations' baby in times of emergency.
Although the association is known by the zonal administration, it is not registered and licensed with the Charities and Societies Agency thus having the legal recognition granted to similar charitable organization. Nonetheless, it is implementing development activities compatible with the performances of other legally registered organizations working in the city. Moreover, it conducts its entire activities based on free voluntary support.
Since its establishment, the association has accomplished tangible results in line with the aforementioned objectives. For instance, concerning environmental protection, particularly with respect to hygiene, it has undertaken awareness raising activities as well as strategized ways of careful disposal by the local community both liquid and dry waste. In relation to this, it conducted awareness raising activities for particularly restaurants and in other market areas. Therefore, it has highly contributed, and is still contributing to, the efforts towards reducing illnesses arising out of lack of hygiene. In addition, the association expansively performs cleaning of local sewerages, asphalt and coble stone

label civil societies siding only one.
There may be organizations that fear
the mass-media. On the other hand,
government administered public
mass medias lack accessibility. They
are expected to be accessible to all
parties by improving their practices.
Therefore, although there is a certain
level of truth in the criticism that
civil societies lack transparency
and are inaccessible to the mass
media, there should be awareness
that there is a problem on their side
too. Taking into account that non-
governmental organizations are
development partner, it is favorable
to find ways of working together and
in collaboration.
Also, the private mass-media, instead
of getting engrossed in current
burning issues, it is preferable if they
did extensive work focusing on issues
that will make them more readable,
including the work of civil societies.
Muhaz: We've noticed that some civil societies are indifferent to Muhaz as they have their own publications. How do you see this in line with your view raised earlier concerning the need for the continuation of the magazine?Ato Shimeles: It can be said that those
that reflect this view have no vision
for the sector. The issues entertained
on Muhaz magazine are not issues of
individual civil societies. The major
focus of Muhaz is the overall activities
of the sector, and the challenges and
solutions of problems in the sector.
Therefore, it will be wrong for a
person who cares for the sector and
holds power in a non-governmental
organization to say because we
have our own publications, we do
not need to have our works and
opinions publicized on Muhaz.
It is important to have a common
magazine where all involved in the
should decide how to proceed from
here onwards taking the performance
thus far as an education platform. This
should be decided in light of capacity
of human resource, readability and
similar issues. However, studies that
take long-term may not be readable.
Therefore, it should be decided in
view of sections of the society the
magazine targets. Bearing in mind
that the culture of reading hasn't yet
thrived in our country, the society
may not want the magazine if it is
to publish research articles that have
academic content and lots of pages.
If that happens, it will not be able to
raise its own income. Therefore, it is
important to make a decision taking
into account these and other related
issues.
Muhaz:- Are there any other comments that you would like to add? Ato Shimeles:- If the magazine is
to continue, then it should include
columns, organized in a way that
it is readable, where social issues
are discussed. Moreover, it will
be useful if the magazine made
possible for professionals belonging
to the different sectors share their
experiences and promote more
practices that are innovative. In
order to enhance its financial
capacity, it should maneuver ways
for increased need of the magazine
by the private sector. The institutions
presented as having best practices
should appropriately be assessed if
they are indeed examples for others.
The analysis made and opinions
given on legal and policy issues
should be deep and conducted with
courage. However, since recently,
its organization and content has
improved.

Experience
EstablishmentThough qualified, problems and ordeals are common features in the life of human beings. However, the implication of these gloomy features is not the same for each individual. For some, they leave behind strength and powerfulness; for others hopelessness and pessimism, or otherwise cruelty and vengeance, while many others are bestowed with forgiveness and a desire for what has happened to them not to happen to others.
Ato Sintayehu Abeje is one of those persons who turned out sympathetic and generous to others after passing through his share of problems and challenges. At one time, Ato Sintayehu was under the mercy of a grave illness, bedridden and on the streets, with no one remembering him. He spent years outside with alternating heat and chill, cold and windy weather. He was loathed by people for his uncleanness
and going on his bed. Without being able to see his good deeds of today, the times when he longed for the separation of his soul from his body were many. He had no one to cry to except his God when he had no food to eat or water to drink.
In this situation, Ato Sintayehu's everyday prayer was "If I'm picked from where I had fallen, I will pick those that have fallen". His prayers were heard by God- who picked him from the verge of death. He started to spend the day out and return with earned food to eat. Though happy with the turn of events, his happiness couldn't be complete without the realization of his promise made during the time of darkness and the birth of his vision in his crisis. In 1997, he began to change his words to action as it no longer became bearable for him to witness the situation of people on the streets and live with his unfinished promise. However, the task was not to be performed by an individual.
As a vision rarely lacks supporters, two of his friends- Negussie and Kassahun, agreed to his plan and decided to join him. Accordingly, on 11th September 1997, they began their charitable work together where they picked those that had fallen and cared for them under the name- Yewedekutin Ansu Nedayan Merja Mahiber.
The work of Ato Sintayehu and the volunteers was focused on feeding the hungry, clothing those without clothes, and caring for the ill. However, members of Wereda 11 police who were concerned for the sustainability of the work, advised them to establish a charitable organization after having

fulfilled the necessary conditions. Similarly, some local residents who have seen the successful work of the association in supporting elders remarked on the advantages of acquiring legal acknowledgment particularly in being able to raise funds from members and supporters lawfully.
Accepting the constructive advice, on 1st November 2000, the association was given legal personality from the office of Organization of Associations and Public Demonstrations upon application submitted on 18th July 1999. The association continued its performance by renewing its license every year until the procedure was revised and they signed an agreement with the Ministry of Justice and Disaster Prevention and Rehabilitation towards strengthened intervention programmes. Presently, they are conducting their activities after having re-registered under the Proclamation of Charities and Societies.
Objectives of the Association
• To provide food, shelter, clothing and medical service to older persons with no support and who are bed ridden and on the street;
• To admit to the beneficiaries center and provide the necessary service to disabled persons and those with special needs without any form of discrimination based race, religion, and sex;
• To conduct the burial of beneficiaries upon their death in accordance with their respective religion by communicating with the appropriate government body;

level. Because the focus is only on control; even that is done less constructively.”
According to the explanation given by the Manager, the current big challenge relating to the expansion of the work is the 70/30 issue. Because the association performs its vast activities based on volunteer help and also, since the salaries paid to its permanent staff is very low, their understanding at the beginning was that their administrative cost will be small in relation to salaries. However, though their perception was to encounter little difficulty, W/o Aynalem gives details of the challenges they faced in due course.
One of the major challenge is associated with the purchase of a car. After successfully raising sufficient funds from the people to purchase of a car to be utilized for the transportation of beneficiaries to hospitals and for other activities, they were unable to achieve their goal as they were informed their first three years operational agreement does not incorporate such purchases as part of the deal with Workers and Social Affairs Agency.
In search of alternatives, although they were later on able to temporarily resolve their problem by purchasing the car following the recommendation that non-governmental organizations can buy up to five cars for office use, they were still unable to avoid the negative consequences of the 70/30 regulation as the purchase was categorized under administrative cost.
Moreover, because the car was used car, they are currently incurring high maintenance and fuel cost. In addition, the fact that fuel price is rising from time to time has become
coordinating the people. Because of its remarkable good deeds to older persons, the association received a 2924 plot of land free of lease from the Addis Ababa City Administration and is in the process of building a center.
Beneficiary SelectionThe association used to admit as beneficiaries everyone it found on the streets and churches. However, this procedure had its own problems. For example, there were people who were admitted for special support although they had helping relatives. Now however, a committee has been established to avoid such occurrences. Accordingly, those that don't have support are screened with care by the committee to be admitted into the center. Hence, the present achievement is the result of moving away from partiality and inappropriate practices.
Challenges of the Association
As stated by W/o Aynalem Haile, Manager of the organization, insufficiency of support and supervision, influences from the 70/30 practices, and gaps in report feedbacks are major challenges. The Manager explained challenges of the association as follows;
"The objectives of establishing particularly the Finance and Economic Development office and Charities and Societies Agency is to support, supervise and control charities and societies. However, this responsibility is not strongly implemented at desired

Activities Implemented by the Association
The association is providing food, clothing, and medical service to those elders that have fallen on the streets, are suffering from rain, cold, hunger, and thirst, have their skins peeled off due from inability to turn on their beds, and those whose beds are covered with ants by getting them admitted into its Entoto Kidane Mihret shelter.
Since the establishment of the association until the end of 2012, 247 males and 270 females- a total of 517 older persons and others ill, have received food, shelter and medical assistance. From among those that have received medical help, 90 women and 74 men- adding to 164 persons, have been discharged from the center after having recovered their health while three joined charitable the institution in its volunteer services to others. From those admitted, 274 have passed away and their burials have been conducted in accordance with their religion in collaboration with the relevant government body.
Currently, Yewedekutin Ansu Nedayan Merja Mahiber is providing food and shelter to 80 older persons and others with no help, in the three centers that it has established. From these, 46 are women while the other 46 are men.

Exploring the Relationship between the Media and Civil Societies
Continued from last time...As you have followed, we've reported the complaints of representatives of civil societies and the mass media on one another, the measures that need to be taken in order to strengthen mutual working relationships and support between each other, and other opinions concerning related issues. If indeed there exists a problem, since holding a transparent and an in-depth discussion on the matter will bring solution, the issue is still in our focus. Hence, in this fifth part of the report, we are bringing the views given to us on the matter by four media representatives. First, let's start with the opinion given by Ato Yosef Tiruneh, the Program Manager of Afro FM 105.3, on whose airtime issues focusing on civil societies have been transmitted for 20 minutes in the English language for the past 12 months.
The target audiences of FM
105.3 are the international
community, foreigners
employed in non-
governmental organizations
as sections of the society, English
speaking Ethiopian, etc. The objective of
the radio programme channel is to assess,
record and report the activities, successes
and challenges, positive impacts and
benefits of this sections of the society.
Even if comments are made on the
reluctance of the mass media to report
the activities of civil societies unless they
get some kind of benefit out of it, we have
good relations with them. Their also have
a positive perception of us. Although
it is important to speak with higher
managements of civil societies in order
to become get information about their
activities, often, it such efforts may be
futile. The process may be tiring and filled
with ups and downs. This has actually
happened. However, when that happens,
we don't give up hope and sit back. In
situations like that, there are times when
we go down to the beneficiaries to gather
the information we could have accessed
from them.
This column is where concerned bodies express their opinions and exchange ideas on issues of
current and critical interest for civil society
Ato Yosef Tiruneh
Commercial mass-medias like us may
give priority in reporting to some issues.
Accordingly, when civil societies
request us to report their activities, if
upon evaluation, the issue is not within
our priority focus and we cannot be
personally present, then we ask them
to send us their press release. We
accommodate it according to its weight
and volume. Because our main targets
are civil societies, we do not charge
them for reporting their news. However,
we require sponsorship fee when they
request their activities to be transmitted
in consecutively programmes. Many
times, our channel takes the initiative
to do a programme on the activities of
civil societies; they don't often come to
us. Until now, around 50 civil societies
have been accessed. Our standard of
measurement is the size of civil societies
and members of the community that
will benefit from the programme and
the positive impact the latter has. This
weighing is crucial for one's tuning as
well.
The weakness sometimes seen on
their side is their encroachment on the
freedom of the mass-media. They want
the programme to be produced to be
organized in line with their perspective
and wish. We have encountered
situations where they became unhappy
when we reported on the basis of the main
information upon finding out that the
benefits of the project was insignificant.
Moreover, when we want to have a
discussion with the staff that have direct
relation with the work and the society,
there are times when we're informed
to instead speak with the director or
otherwise, we can't get information. This
goes against freedom of the work of the
mass media.
The saying that the media defames civil
societies is usually incorrect. If there are
civil societies with financial utilization
or management problems, they should
be criticized. And this is not defamation
rather working on the side of the mass.
Since the name of any organization
is promoted or defamed based on its

performance, if they manage to do that,
whatever the media says about them,
there won't be any problems resulting
from that.
In order to establish good working
relationship between the two parties, a
mutual forum should be organized and
discussions held intermittently. This will
enable the performance of activities in
the desired manner. Problems can be
resolved by promoting collaboration
and implementing transparent and
accountable procedures. On the other
hand, the mass media should report and
introduce the activities of civil societies
from the perspective of public benefit. It
is important to create the awareness that
civil societies are development partners.
Therefore, although their contribution
is minimal as a result of their small
capacity, promoting that they could do
more if supported is essential.
Overall, in my assessment, the activates
of civil societies should be encouraged.
The thing that they should improve
is to make their performance more
transparent.

The mass media works for the people,
with the people. Civil societies are the
same. These obligations require for the
relationship between civil societies and
the media to be based on collaboration
and support. Even though each sector
has its own work policy, due to
misconception, civil societies consider
the media as their spokesperson. As each
organization has its own objectives,
when civil societies are requesting
for the coverage of their activities and
events, they should take into account
the needs and focus areas of the mass
media as well. For example, the main
interests for the media is the activities
performed by the civil societies and not
their account of establishment.
Civil societies are not often seen exerting
the effort to promote themselves, their
objectives and activities or transfer
information about themselves to the
public. Therefore, the comment and
criticism that the media is weak in
initiating report on the activities of civil
societies or that they are unwilling to
attend when invited doesn't hold water .
The main relationships in a given country
concern trade, social and political
issues. Hence, it should be known that
the attention of the mass media may be
focused on these issues. Addis Admas
news paper has its own management and
editorial policy. The information may not
be in our purview if it doesn't fulfill the
elements of being current and relevant
to the lives of many people, novel,
fundamental, etc. The work invitations
of civil societies are weighed against
this criterion. There may be complaints
because of this.
More and more impediments in the
work of civil societies began to be felt
after the issuance of the Proclamation
governing them in the year 2009. After
its promulgation, much criticism was
forwarded and procedures hindering
their activities started to be seen. In my
opinion, the governing Proclamation
comprises of provisions that fringe upon
fundament rights and is unfair to a certain
extent. Though the practice of criticizing
and controlling civil societies should
be maintained, procedures that hamper
their performances should not endorsed.
In our country, it is common practice to
label as criminal without sufficient proof.
The inappropriate criticisms forwarded
against civil societies in the dramas and
entertainments may be rooted to this.
Because this kind of criticism propagates
a blinded view of the situation it should
be corrected.
Usually, the events of civil societies the
media attends are emergency or relief
activities, donations and development
actions. However, special attention
should be given by the mass media to
awareness raising activities that can
change the views and perceptions if
millions of people.
Generally, civil societies should
make every effort to promote their
objectives and their work with no
reservation. Also, their performance
should be transparent. They should
make themselves aware of how the
media operates and fit in accordingly.

enrichment. Due to this, their perception
among the society and the media was
foggy. The reason was the inappropriate
conduct of some individuals in the name
of donation. There were occasions where
certain individuals enriched themselves
in the name of the charitable organization
and fled the country stealing money
collected on behalf of beneficiaries.
Because of this, even those with good
deeds, were criticized and defamed.
We provide media coverage to the
activities of different civil societies on
our radio programmes and magazines.
On the contrary, government owned
electronic mass medias are not willing
to accommodate requests for media
coverage as they are not convinced in the
legitimacy of the activities performed by
the charitable organizations. However, as
the Charities and Societies Proclamation
is aimed at ensuring the appropriate
utilization of funds for the benefits of
the society through the encouragement
of local donors, this type of incorrect
approach should be abandoned. If there
is a desire to strengthen good deeds,
institutions that are truly doing good
should be encouraged by the mass media
and their work made public.
On our part, we report the performances
of organizations whose charitable work
excels others. We give them news
coverage. In this regard, we work with
Mekedonia, Meseret Humanitarian
Foundation, Mary Joy, and other civil
societies on voluntary basis. Having
the objective of introducing new
organizations, we speak to beneficiaries
and raise the awareness of the public
regarding their work. The practice and
attitude of ignoring newly established
organizations and focusing more on
those whose names are well celebrated
and their performances previously
advanced should be improved.
Some charities and societies do not take
the time nor the initiation to form an
alliance with the mass media because
they have this wrong perception that
their efforts will be futile if they don't
have personal acquaintance and
friendship with them and also because
they lack self-confidence; hence, this
view should be changed. On the other
hand, the erroneous understanding that
for civil societies to get media coverage
they should pay should be abandoned
as well. In order to create the awareness,
instead of sending out a request for
collaboration, they should invite the
reporters to be present on location and
make their work transparent for viewing.
If development is desired to be achieved,
the mass media and civil societies must
work as hand and glove. While civil
societies are designing projects that will
enable people to separate themselves
from outside support, the mass-media
on the other hand, should promote this
effort. has to give support to the activities
of charity organizations. However, the
thorough investigation of the work of
some well-known organizations reveals
that they have many problems. There are
also those which are complained against
by beneficiaries. This results in them
being viewed by the mass media and the
society with suspicion .
Generally, the present distrustful view
existing between the two sectors
should be removed. Civil societies
should perform activities that attract the
mass media and encourage reporting
while also making themselves open to
accountability and the implementation
of transparent procedures that avoid the
creation of negative perceptions among
the media. Conversely, the mass-media
should build a feeling of partnership with
Civil Societies.

Charities and societies align with
the government as partners in the
implementation of development
activities. They strive to bring positive
change in their sectors of operation.
Therefore, the mass-media would hold
negative attitudes towards them for no
reason.
We have our own rules of accommodation
of requests coming from governmental
or non-governmental organizations
alike. In principle, for any kind of issue
to be transmitted in print or electronic
media, what basically matters is not
the organizations' ownership rather the
relevance and weight of the matter for
which coverage is requested. Therefore,
the procedure we apply is the same for
all.
We give coverage in two ways. One is
upon requests by organs for attendance
and the other, when on our own initiation,
we attend occasions that have issues we
believe need coverage in our gazette. In
our magazine under our column “What's
being done?”, we give recognition to the
success, challenges, future plans, etc.
of governmental and non-governmental
organizations and individuals.
As the mass media is the reflections of the
society, their view of non-governmental
organizations is derived from the latter.
On the other hand, many times non-
governmental organizations want their
performances to be praised and not
criticized. However, just as the positive
sides of an organization should be
promoted, so should its weak points be
made public.
In general, both parties are expected to
support and cooperate with each other
as they are working for the country and
the people.

roads. Even now, it undertakes series of cleaning activities through the development of a regular program.
Dilla is a city that is growing. Alternative routes and coble stone roads inside villages are still in the process of finalization. As a result, this situation has become the main focus area of Dilla Hanjinso. Taking the road construction as their regular job, members of the association are managing the planting of grass and trees on the islands of the road. Not only this, they industriously carry water in a bucket day and night to water and care for the seedlings planted in order to prevent them from drying up.
As mentioned earlier, the main focus of the association is to enable the society become the work owner. This is through ensuring the extensive participation of every member in the development of the city and abandonment of the idea that hygiene is separately considered from development and health. In this regard, they have conducted several effective awareness raising activities. As a result, youths from other Kebeles have began performing sanitary activities by organizing themselves into an association. This has created employment opportunity for twelve youths. “Dilla Hanjinso” has been awarded Best Practice Certificate for its model activities.
While many members of the association are primary and secondary school students, some have completed their vocational training in different professions and are employed. Accordingly, those members who have completed their university education are providing tutorial and supplementary lessons to specially members students, by organizing special classes.
The other focus area of “Dilla Hanjinso” is maintaining the homes of older persons who have no support. Hence, after identifying elder people whose houses have debilitated, the association renews their homes and
F u t u r e P l a n Having said that "The problems of the society, particularly those of women and youth, cannot be resolved all at once with the efforts of an organization. This needs the combined efforts of the government, community, and other organizations. It requires integrated society's development participation where they fill gaps in situations the government is unable to perform certain tasks. In regard to this, the association believes to have contributed its share in the national effort to alleviate the problems within this short period of establishment", the young leader explained their future plan to expand their activities in green development and education, strengthening their effort in income generation with a view to resolving problems of youth unemployment and consequently benefiting the society at large. In order to achieve this goal, the association also plans to get legally registered after fulfilling the required preconditions.
Even though it has only been a year and two months since “Dilla Hanjinso” was formed, the activities implemented thus far have shown tangible results and benefited the society. Due to this, it has been awarded two best practice certificates on the occasions organized at the wereda and zonal level for being a role model and an example to many youths. And it continues to perform these activities to keep up its future success.

C h a l l e n g e sThe association is not performing its voluntary work with all things falling into place. As stated by Ato Tesfatsion, the leader of the association, had it not been for the youths' commitment to the work and their burning vision to witness the city become a model for other cities through change, the existing challenges were enough causes abandon the whole project.
According to the young leader, one of the major challenges is inability on the part of some of the relevant government officials and authorities within the city to give the appropriate support to the voluntary work of the youth. As elaborated by him, “When a voluntary force such us ours rises with a commitment to develop, clean and beautify the city without any payment, it should have been assisted, supported and encouraged. On the contrary however, because the concerned bodies are not giving us the required support, we've been unable to expand our activities”. He explains that the diminutive perception felt among particularly, some of the Kebele executive officials, is a challenge to the association. Further, he shared his concern that “The relevant government officials don't seem to give adequate attention to the fact that one of the criteria for competing with other cities in celebrating Ethiopian Cities' Day every year is being able to demonstrate the city's extent of cleanliness and beauty”.
Moreover, lack of moral support, insufficient supply of hygiene keeping tools, lack of space for dry waste disposal, absence of garbage trucks, public awareness of waste management being lower than desired, and destruction of seedlings previously planted by animals led astray, are noted as major challenges by young Tesfatsion.

a challenge to them. Generally, the Manager elaborates that the inclusion of all equipments utilized for the advantage of the organizations' beneficiaries under administrative cost has been a huge hindrance to their work.
The other challenge is the weak procedure in receiving feedbacks. In this regard, W/o Aynalem stated that based on their 2011 Activity Report, although they received comments on the existence of gaps in their implementation of the 70/30 regulation and that their performance was 69/31, they were not provided with sufficient feedback on whether the gap actually existed and where exactly the problem occurred.
On the other hand, there are challenges that come from the beneficiaries themselves. Expectedly, beneficiaries of the association are sick persons. Therefore, sometimes they act in anger, are insulting, cursing, etc. This has furnished the occasion for the breaking of hearts of people who have devoted all their time for charitable work.
Obviously, administering individuals with full knowledge of their inner
feelings is a very difficult task. From the administrative perspective, the association is challenged with the issue of screening of the right beneficiary. The number of beneficiaries that have offspring, brother, sister and generally, relatives of their own and are admitted still into the center is not small. This situation has minimized the quota set for the admittance of the right beneficiaries.
Although not prominent, the other challenge felt in relation to administration is the desire of donors. Often, many charitable persons want to donate money or other things without disclosing their names or identity for religious reasons. And this is creating gap to a certain level in relation to applying the governing rules of public collection.
Future plan The association is planning to strengthen its charitable performance through by implementing the following;
1. Build a modern facility and clinic on the land given by the government so as to provide care for older persons and pick elders who have
fallen in different places. Once the clinic starts operation, the association plans to enable those who cannot afford to pay for medical help to receive free medical assistance while those able to pay will access the service at a low price thus bringing an advantage to members of the society that are not direct beneficiaries and also, generating income for the organization;
2. Screen out those that can work from among the beneficiaries and provide them with professional training and financial support to enable them change themselves and contribute to their country;
3. Establish cottage industry that will subsidize the organization;
4. Strive to see older persons lead a better life where instead of cursing their country and fellow citizens, they die happy and give their blessings; create extensive awareness among the public in order to make possible for those that need help to get the support they need and for the abandonment of the practice of giving out money on the streets having no transformational effect;
In this edition, we are bringing to you the objectives of establishment, the activities, successes, future plans and related issues of Kibir Learegawyan Migbare Senay Dirijit as our second organization to share it's experience and With this in mind, we discussed the situation with the founder and General Manager- W/o Werknesh Munie. It is presented as follows.
It was started 9 years ago. At that time, W/o Werknesh suffered a heart disease.
A Beautiful Life for Older Persons!However, as she puts it, she was cured by the power of God. Following that, she says, “Because older persons were cursing the earth, I received a calling to help support elders from God upon which I embarked on the task with the vision of creating A beautiful Life for Older Persons."
We began the work taking money from our household cost. First, we started off by providing house to house support to 5 older persons. Then, with the thought of making our support institutional, we took

35,000 birr (thirty five thousand birr) from our family money, rented a house and brought in elders who were forced to come out on the streets to beg for lack of support.
VisionAs the country is indebted to older persons, there arose the need to establish an all-inclusive institution that will serve to prevent them from life and problems on the street. It aims not to see older persons challenged and begging by providing them with institutional support and care.
Activities leading to the achievement of this vision is began by Kibir Learegawyan Migbare Senay Dirijit. The Addis Ababa City Administration has entrusted land to the organization that will enable the construction of a center for older person. On this land, it is planned to construct four storied buildings that includes:-
• Higher clinic where older persons will receive medical treatment;
• Residence for 300 (three hundred) older persons; and
• Library for older persons
More than one third of the older persons institutionally supported were once living on the streets and are currently getting the services of the centre free of charge while the rest have the financial capacity but don't have care givers and are therefore, paying to receive the support and services form the centre.
SuccessesUntil the time that this information was provided to the Editorial Team of Muhaz magazine, 38 older persons receiving support from the institution. Other 34 were re-integrated with their respective families after getting the care and support they need. A total of 714 (seven hundred fourteen) older persons have been supported thus far. Among these, 19 of them have passed away.
On the other hand, older persons who were at risk of joining the street for lack of money to pay for idir, house rent, electric and water service have been identified and are being financially supported while they're still in the community. The homes of 276 older persons have been
reconstructed for having debilitated. Ten community toilets in Kirkos and other sub cities have been completely maintained and put to use by older persons and their families.
At least 25 older women have been made self-sufficient through performing income generating activities. These old persons earn at least 300 birr (three hundred birr) as income per month.
ChallengesThere is no organ that is funding the organization on a permanent basis. Fund is made available for projects that need their own income. It implements its objectives of establishment through donations made by persons who have seen the elders. However, this type of fund raising is challenging.
There are no problems faced in the work of the organization as a result of the Proclamation of Charities and Societies. Even the provision dealing with the “70/30” requirement is not an obstacle. The Manager states that because the nature of organization is different from others, often its administrative cost is not more than 17%.
Future Plan and
MessageWe call on the support of the society for the timely completion of the center's construction where older persons are prevented from going out to beg and deal with challenges by themselves. The center is planned to be a station for all. It is expected that the construction will cost 142,000,000 birr (one hundred forty two million birr) and will be completed within four years. However; this can only be realized within the time frame set if there is full support from the society.
Expressing that our culture of respecting the elderly should be manifested through support as well, W/o Werknesh affirms her 100% belief that all will stand with them and their vision will come true.
Also, she advised the young generation to develop the culture of saving.

short term results”.
Principle 8: Commit to realizing
positive sustainable changeCSOs achieve sustainable development outcomes by
making long-term commitments, working in partnerships,
empowering communities and acting in solidarity with
affected populations. Positive development change
should also be sustained through the complementarities
of development actors and a focus on the root causes of
inequality, poverty and marginalization. In post-conflict
situations, CSOs play an important part in peace and
nation-building efforts. In these circumstances, where the
role and the reach of the state may be diminished, CSOs
make essential contributions and fill important gaps;
but should complement, not substitute themselves for
the responsibilities of the state. It is the responsibility
of the state to deliver public goods, such as education
and health, and be held accountable. The state’s
capacity, however, to deliver public goods, should
be strengthened.
Although the work of CSOs is often complex and
long-term, acknowledge the importance of assessing,
demonstrating with evidence, and communicating the
impact and sustainability of their work. Sustainable
change in CSO work requires a commitment to gender
equality, throughout all aspects of development
activity. The assessment of the effectiveness of CSO
contributions to positive social change, including
achieving gender equality, must be shaped by the
views of local counterparts and affected populations.
The CSO assessment must also take into account the
wider socio-economic and political processes that
enable or negatively affect the sustainability of CSO
development outcomes for change, particularly in
conflict or post-conflict situations.
Good
planning

must model non-defensive and
nonjudgmental interest in
criticism and new ideas and
practices.
Competition among CSOs can
undermine mutual learning.
