1.0 SCOPE OF WORK

The scope of method statement is to describe the activities involved in Site mobilization of manpower and equipments for Power Network Upgrade Project at ADCO Fields ASAB, BAB & BUHASA sites.This method statement describes step by step the detailed requirements and procedure of Site mobilization of manpower and equipments in accordance with the contract requirement and specifications. 1.0 RESPONSIBILITIES

1.1 CONTRACTOR

1.1.1 To monitor and issue the list of items required for site Mobilization.1.1.2 Conduct ADCO Pre employment Medical checkups and trainings. 1.1.3 Letter of assistance

1.1.4 Required Permits & Approved Task Risk Assessment

1.1.5 Approved Drawings

1.1.6 To ensure systematic, Quality, Safe work Execution1.2 Operations Manager:1.2.1 Ensure all required submittal are made in a timely manner.

1.2.2 All activities are carried out according to the planned program and all the equipment required to execute the works are available as per project planning are in good condition.

1.3 Project Manager

1.3.1 Coordination with the consultants, Project Engineer, Safety Engineer and Sub contractors for the safe and proper execution of the work.

1.3.2 Specific attention is paid to all safety measures and quality control in coordination with safety officer.1.4 Project Engineer

1.4.1 Proper execution of work as per approved, Method statement and approved drawings.

1.4.2 Timely provision of relevant full information and COMPANY approved documents to site execution team.

1.4.3 To distribute responsibilities among site staff.

1.4.4 Adopt all safety measures as required and under supervision of site / COMPANY safety Personals.

1.4.5 Follow sequence of execution of work and COMPANY instruction and approvals.

1.5 HSE Officer

1.5.1 The implementation of all safety measures in accordance with the HSE plan and that the whole work force is aware of its proper implementation.

1.5.2 Inspection of all the site activities and training personnel in accident prevention and its proper reporting to the construction manager and the project manager.

1.5.3 The site is maintained in a clean and tidy manner1.5.4 Ensure only trained persons shall operate the power tools

1.5.5 Ensure all concerned personals shall use PPE and all other items as required.

1.5.6 Ensure adequate lighting is provided in the working area at night time.

1.5.7 Ensure high risk elevated areas are provided is barricade, tape, safety nets.

1.5.8 Ensure service area/inspection area openings are provided with barricade, tape, and safety nets.

1.5.9 Ensure safe access to site work at all times.

2.7Job Performer

1.5.10 Ensures that he is aware of Companys HSE rules and regulations, work procedures, job locations, equipment to be worked on, tools and equipment to be used and defining the anticipated start and finish time/date and no. of days.

1.5.11 Ensure that no other activity/tool is performed/used except as specifically described on the PTW/Certificate.

1.5.12 Implements the Work Site Precautions to be taken by the Job Performer as identified by the Area Authority on the PTW/Certificate.

1.5.13 Remains at the worksite during the duration of the work and obtains Area Authority/Issuing Authority Signature if Job Performer replacement is required.

1.5.14 Adheres to and maintains the worksite precautions identified by the Area Authority on the PTW/Certificate throughout the duration of the job.

1.5.15 Immediately suspends work in the event of the Emergency Siren or general Alarm being activated.

1.5.16 Returns the permit to the Permit Office on suspension of work, at end of the working day, or on completion of the work.

1.5.17 On completion or suspension of the job he must ensure that the work site is left in a clean-clear and safe condition1.6 Site Foreman

1.6.1 To Carrying-out work and the proper distribution of all the available resources in coordination with the site Engineer on daily basis.

1.6.2 Daily reports of the works are achieved and coordinated for the future planning with the site Engineer.

1.6.3 Incorporate all the QA/QC and safety requirements as requested by the concerned Engineer.

1.6.4 Meeting with any type of unforeseen incident or requirements as requested by the concerned Engineer.2.0 REFERENCES

3.1 Approved Drawings3.2 Area Allocation Details4.0 SEQUENCE OF WORK 4.1.1 The arrangements shall be made according to ADCO HSE Manuals Volume 10/3 and 10/4.

4.1.2 All personnel shall undergo complete physical examination and obtain fitness certificates prior mobilization.

4.1.3 Medically fit Personnel shall be provided the required training from ADCO approved training institutes and trainers.

4.1.4 All necessary and approved brands of Personal protective equipments shall be purchased and provided to workforce.

4.1.5 All Operatives must attend ADCO induction before entering ADCO sites

4.1.6 Risk Assessments and Method Statement shall be prepared and to be approved from ADCO regarding all the activities.

4.1.7 Site Mobilization shall be given due significance and risks associated with it shall be rated and subsequently shall be either controlled, mitigated or prevented and ALARP shall be achieved as minimum.

4.1.8 Vehicles and equipments shall be strictly in accordance with ADCO HSE Manual Volume 10/3-Land Transport.

4.1.9 Selection of drivers shall also be strictly in accordance with ADCO HSE Manual-Land Transport Volume 10/3.

4.1.10 Drivers shall be provided with special ADSD training and certificates by ADCO approved institute and trainers only.

4.1.11 Vehicles shall have IVMS, Desert safety kit and Roll over protection along with other requirements as mentioned in HSE Manual-Land Transport 10/3.

4.1.12 All vehicles and Equipment to be used at site must be inspected and approved by ADCO.

4.1.13 The accommodation and food facilities must be arranged in advance and strictly in accordance with ADCO HSE Manual Volume 10/45.0 RESOURCES

EMCC shall mobilize resources (Manpower/Material/Equipment) to ensure that the progress is achieved as per targeted schedule. Material, Equipment, Manpower shall be as per schedule and daily reports will be monitored accordingly.

6.2 HSE Requirements

Contractor shall comply with all ADCO & Local HSE requirements such as:

6.2.1 All activities related to the project will be based on ADCO HSE management system guidelines and project HSE Plan.

6.2.2 Obtain Valid Work Permit available prior to start the assembly and installation work.

6.2.3 All personnel involved in the above activities shall follow ADCO HSE procedures.

6.2.4 All works defined safety measures and ADCO safety procedures shall be implemented at all times

6.2.5 All existing facilities shall be protected prior to start work.

6.2.6 Employee working in the construction activities should be provide with mandatory Personal Protective Equipment (PPE).

7.0 QA/QC REQUIREMENTS 7.1 All Quality Assurance and quality Control activities will be in line with SEIMENS Quality Management System and as required by the specifications.
