The meeting was called by Mr. Dan O‟Brien - Committee Chairman - and the participants introduced

themselves. The committee meeting continued after the quorum of Educational Members was

confirmed.

The previous committee meeting minutes, the current FSPMA-certified brand list, an updated

historical summary report of FSPMA-related MT&E1 laboratory paint testing activity, and the payment

report associated to the FSPMA Paint Product Certification Program included in the report2 were all

reviewed and approved unanimously by the educational members. The laboratory test results obtained

since May 23rd

, 2008 as well as a list of paint samples currently placed on exterior exposure conditions

were presented by Mr. Alberto Velazquez from MT&E and were also unanimously approved.

A follow-up on the agreements reached at the previous committee meeting was conducted by Mr.

Velazquez and the related discussion and agreements will be recorded in detail in these minutes as the

different agenda topics are addressed.

Mr. Bruce Alvin, from INSL-X/Coronado Paints brought up for discussion the possibility of

authorizing MT&E to enter into confidentiality agreements with interested vendors in order to allow

the submission of confidential, legally-binding technical information by the manufacturers to prove

compliance with selected requirements. The full-disclosure type of documents would contain specific

laboratory results pertaining to those parameters for which independent laboratory confirmation is

currently required and which had been obtained using the methods indicated in the FSPMA

specification of interest.

Ms. Diaz from MT&E expressed that her Department would favor including this option as an

additional alternative to the submission of expensive independent lab reports for compliance

confirmation as currently stated in FSPMA specifications as long as the documents are notarized and,

therefore, legally binding in nature.

Committee Agreements (unanimous):

To authorize MT&E to accept the submission of confidential, notarized, legally-binding

technical information by the manufacturers for the purpose of confirming compliance with

selected requirements. The full-disclosure type of documents will contain specific laboratory

results pertaining to those parameters for which independent laboratory confirmation is

currently required and which had been obtained using the methods indicated in the FSPMA

specification of interest.

This confidential, full-disclosure technical documentation will be added as an alternative to,

and will not supersede, the presently required independent laboratory confirmation which will

remain as an option in FSPMA specifications.

Ms. Diaz from MT&E will add this additional choice to FSPMA specifications (when

applicable) without changing the spec version number identification.

Ms. Diaz informed that only three vendors -INSL-X/Coronado Paints, PPG/Pittsburg Paints, and

Zinsser- had filled out and returned the spreadsheet containing the % of solids by volume of currently

approved brands. She explained that the submitted data was included in an appendix of the present

meeting report but that it is insufficient for the comprehensive FSPMA specification revision which

was agreed upon in the previous meeting.

Mr. Alvin explained that he had taken the time of reviewing several product specification sheets and

MSDSs corresponding to brands approved under different FSPMA specification categories. The

gathered data is, in his opinion, enough to allow the revision of FSPMA specifications (when

applicable) to include a % of solids by volume acceptance criteria that reflects current industry

standards and school district minimum quality needs.

Committee Agreements (unanimous):

Mr. Bruce Alvin from INSL-X/Coronado Paints will compile in one document (MS Excel or

Word) the % of solids by volume information obtained for currently FSPMA-certified brands

based on their corresponding product specification sheets and/or MSDSs. Based on this

information Mr. Alvin will also include in the document the proposed acceptance criteria for

each impacted specification.

Mr. Alvin will e-mail Ms Diaz from MT&E an electronic copy of the revision, which she will

include as an appendix in the next committee meeting report in order to allow all members to

revise it before discussing and voting on the issue.

Mr. Velazquez and Ms. Leon from MT&E showed to all the participants the resulting panels obtained

for the stain block test currently included in MP-38.1 -„Exterior/Interior, Alkali Resistant Stain Block

Universal Primer/Sealer‟ for two samples: 1) the INSL-X/Coronado Paints „Grip & Seal Latex Stain

Killer 116-11 [MT&E Lab # P2546], which is the only presently-certified MP-38.1 brand, and 2) the

PPG/Pittsburg Paints „Seal Grip Int/Ext 100% Acrylic Universal Primer/Sealer 17-921‟ [MT&E Lab #

P2591], which is a brand currently in process of being tested to determine compliance with MP-38.1.

As can be observed from the pictures above, the same blue, green, and red Dennison „Mark-A-Lot‟

(broad tip) marker stains clearly showed through the specified primer and top coat applications on both

glass panels with similar intensity. The stains corresponding to the red Sanford „Sharpie‟ permanent

INSL-X/Coronado Paints ‘Grip & Seal Latex Stain Killer 116-11 [MT&E Lab # P2546].

PPG/Pittsburg Paints ‘Seal Grip Int/Ext 100% Acrylic Universal Primer/Sealer 17-

921’ [MT&E Lab # P2591].

marker showed through at a comparatively weaker level also on both the Coronado „Grip & Seal‟ and

the PPG „Seal Grip‟ samples.

A consensus was reached among the committee members regarding the use of the INSL-X/Coronado

Paints „Grip & Seal Latex Stain Killer 116-11 [MT&E Lab # P2546] as a reference standard to

determine future compliance of samples with the MP-38.1 stain block test. The participants also

considered that the stain block test results for the PPG/Pittsburg Paints „Seal Grip Int/Ext 100%

Acrylic Universal Primer/Sealer 17-921‟ [MT&E Lab # P2591] sample could be considered equivalent

to those obtained for the reference Coronado brand.

Committee Agreements (unanimous):

The MP-38.2 -‘Exterior/Interior, Alkali Resistant Stain Block Universal Primer/Sealer’

acceptance criterion to determine compliance with the stain block test will be revised to require

in the future that samples shall yield results equal or better than those obtained with the INSL-

X/Coronado Paints ‘Grip & Seal Latex Stain Killer 116-11 [MT&E Lab # P2546], which will

be formally considered the standard reference material for this test.

The glass panel obtained for MT&E Lab # P2546 (Coronado ‘Grip & Seal’) will be kept at

MT&E for comparison purposes and fresh additional panels will be produced in the future

whenever necessary.

The newly revised MP-38.3-‘Exterior/Interior, Alkali Resistant Stain Block Universal

Primer/Sealer’ will be prepared by Ms. Diaz from MT&E and posted on both the official

FSPMA website (http://www.fspma.com/) and the MT&E website

(http://materials.dadeschools.net/). See all revised specifications attached to this document.

PPG/Pittsburg Paints ‘Seal Grip Int/Ext 100% Acrylic Universal Primer/Sealer 17-921’

[MT&E Lab # P2591] is considered to be in compliance with the new stain block test

acceptability criteria included in MP-38.3 because it yielded results which could be qualified

as equal to those obtained for the standard reference material.

Following one of the agreements reached at the previous committee meeting, Mr. Bruce Alvin

introduced the newly revised version of the „Zero VOC‟ FSPMA specifications originally

submitted by INSL-X/Coronado Paints: a) Interior „Zero VOC‟ Odorless Acrylic Primer, b) „Zero

VOC‟ Interior Flat, c) „Zero VOC‟ Interior Eggshell, and d) „Zero VOC‟ Interior Semi-Gloss.

Mr. Alvin, Mr. Dan O‟Brien, Mr. Mark Alan, Mr. Doug Durham, Ms. Doraida Diaz, Mr. Robert

Benson, and Mr. Dick Doyle participated in a lengthy discussion in which the following „Zero

VOC‟-related topics addressed:

1. The convenience of using „Zero VOC‟ versus „Low VOC‟ products considering the higher

cost of the first was discussed as well as if it would be advisable for vendors to spend

money in certifying products for which no future demand is anticipated from school

districts.

2. Present budget restrictions for the school districts are an important factor to take into

account and several educational members expressed that the demand for these special paints

could be years out but also that it might be a good idea to have „Zero VOC‟ specs ready in

the event unexpected demand does arise.

3. There is apparently no clear definition of what a “green” paint is and LEED3-certified work

only requires low VOC content (i.e. approximately a maximum VOC allowable

concentration of 50g/L). On the other hand, „Zero VOC‟ paints could be favorable in LEED

projects since they would allow more latitude for higher VOC-emitting products in other

parts of the project in order to meet overall compliance requirements.

4. If the committee decides to continue the process of including „Zero VOC‟ FSPMA

categories, a final revision of all quantitative and qualitative parameters included in these

proposed specs along with acceptance criteria and specified individual methods should be

conducted by a sub-committee conformed by vendors. Special emphasis should be put in

revising the maximum VOC acceptable limit of 5 g/L included in all proposed „Zero VOC‟

specs and the indicated standard method should be clearly indicated.

5. There is only one active „Low VOC‟ FSPMA paint specification - MP-39.0 – „Latex-Base,

Low Odor, Low VOC Eggshell, Interior White and Tints‟- It would probably be more

prudent to withdraw MP-39.0 and add VOC limits to existing interior wall paint specs than

adding several paint „Low VOC‟ paint specification categories.

Committee Agreements (unanimous):

Mr. Bruce Alvin, from INSL-X/Coronado Paints, and Mr. Robert Benson & Mr. Dick Doyle

from TKO Waterproof Coatings will conform a sub-committee for the complete revision of the

‘Zero VOC’ FSPMA specifications originally submitted by Coronado: a) Interior ‘Zero VOC’

Odorless Acrylic Primer, b) ‘Zero VOC’ Interior Flat, c) ‘Zero VOC’ Interior Eggshell, and d)

‘Zero VOC’ Interior Semi-Gloss. Mr. Alvin will e-mail Ms. Diaz an electronic copy of the

resulting proposed versions so they could be included in the next committee meeting report.

FSPMA MP-39.0 – ‘Latex-Base, Low Odor, Low VOC Eggshell, Interior White and Tints’ will

be withdrawn and no additional samples will be accepted for certification under this category.

This information will be clearly posted by Ms. Diaz on both the official FSPMA website

(http://www.fspma.com/) and the MT&E website (http://materials.dadeschools.net/). The two

brands currently-approved under MP-39.0 will remain posted as usual until their respective

FSPMA certification expiration dates as long as annual posting confirmation fees are timely

paid.

The agenda of the upcoming September, 2008 committee meeting shall include a point to discuss

the convenience of adding maximum allowable VOC limits to existing FSPMA interior wall

paint specifications in order to actively move towards more environmentally-friendly products

without reducing the minimum performance level required at school sites.

The committee reviewed in detail each of the proposed changes recommended for the following

FSPMA specifications: 1) MP-5.7-„ Enamel, Alkyd, Gloss, White and Tints‟, 2) MP-6.11-‘ Exterior-

Interior Enamel, Latex-Base, Semi-Gloss, Whites and Tints‟, 3) MP-14.4-„Primer Coating, Latex

Conditioner For Chalking Exterior Surface‟, 4) MP-32.3- „Interior Enamel, Latex-Base, Semi-Gloss,

Whites and Tints‟, 5) MP-44.2-„Acrylic Base Interior Textured Coating Aggregate and Non-

Aggregate‟, and 6) MP-56.2-„ Elastomeric Roof Paint‟. The changes include corrections as well as

testing procedures and acceptance criteria revisions proposed by different vendors and MT&E. No

additional changes were recommended during the meeting and all members supported the revisions

included in the report.

The changes recommended for MP-5.7-‘ Enamel, Alkyd, Gloss, White and Tints’, MP-6.11-‘

Exterior-Interior Enamel, Latex-Base, Semi-Gloss, Whites and Tints’, MP-14.4-‘Primer

Coating, Latex Conditioner For Chalking Exterior Surface’, MP-32.3- ‘Interior Enamel, Latex-

Base, Semi-Gloss, Whites and Tints’, MP-44.2-‘Acrylic Base Interior Textured Coating

Aggregate and Non-Aggregate’, and MP-56.2-‘ Elastomeric Roof Paint’ were approved.

The newly FSPMA revised specifications will be prepared by Ms. Diaz from MT&E and posted

on both the official FSPMA website (http://www.fspma.com/) and the MT&E website

(http://materials.dadeschools.net/). See all revised specifications attached to this document.

The final version of the revised proposed FSPMA specifications MP-57 – „Agricultural Oil-Based

Roof Coating Sealer‟ and MP-58 – „Agricultural Oil-Based Architectural Coating Sealer‟ were

presented by Mr. Robert Benson & Mr. Dick Doyle from TKO Waterproof Coatings.

Mr. Velazquez and Ms. Diaz from MT&E pointed out that no units were indicated for several

quantitative parameters like solar reflectance, flame spread, and thermal emmittance. Also, no Dry

Film Thickness (DFT) was indicated for the permeability test on proposed MP-58. There was a general

consensus among members to approve the proposed specs as long as TKO provides the missing

information for its inclusion in these minutes4.

Committee Agreement (unanimous):

The committee approved the inclusion of two new FSPMA specifications: MP-57–‘Agricultural

Oil-Based Roof Coating Sealer’ and MP-58–‘Agricultural Oil-Based Architectural Coating

Sealer’ as long as TKO provides some information related to missing quantitative parameter

units and permeability DFT for MP-584.

Ms. Diaz from MT&E will post the newly-approved MP-57 and MP-58 on both the official

FSPMA website (http://www.fspma.com/) and the MT&E website

(http://materials.dadeschools.net/). See all revised specifications attached to this document.

Mr. Alvin addressed the committee explaining that INSL-X/Coronado Paints had sent a second re-test

sample for MT&E Lab # P2587, which had failed compliance testing/evaluation as per MP-28.3,

because he had received information regarding the fact that MT&E had apparently temporarily

misplaced the first re-test sample sent by Coronado. Even though he had been informed by MT&E

personnel that the first re-test sample MT&E Lab # P2589 had also been tested and failed, he would

like to request the committee to consider the possibility of instructing MT&E to also test/evaluate the

second re-test sample considering the confusion surrounding this brand evaluation.

Ms. Mercedes Leon and Mr. Alberto Velazquez from MT&E intervened to explain the committee that

there was no misplacement of the first re-test sample sent because the original P2587 had failed to

meet the viscosity acceptance criteria. The re-test sample for P2587 (P-2589) was received, tested,

found not to be in compliance (also because it did not meet the viscosity acceptable range for MP-

28.3), and the vendor was informed of the re-test failing results before the second re-test sample

mentioned by Mr. Alvin was delivered to MT&E.

Ms. Leon and Mr. Velazquez expressed that they do not think a second re-test sample testing should be

allowed because there was no confusion whatsoever and the results reported for the referenced samples

are reliable and appropriately backed by laboratory reference standards within the working range. Mr.

O‟Brien and Ms. Diaz both expressed their concern in relation to the creation of a precedent which

could be used by other vendors in the future to demand second re-tests for brands submitted for

FSPMA certification without having any valid reason behind it other than the fact that their product(s)

failed twice.

Committee Agreement (unanimous):

The second re-test sample sent by INSL-X/Coronado Paints for failing MT&E Lab # P2587 will

not be tested by MT&E and the results obtained for the first re-test sample (P-2589) will

remain as the official re-test results recorded for this brand.

This concluded business transacted at the July 25th

, 2008 meeting of the FSPMA Paint Committee. The

next committee meeting has been scheduled for Tuesday September 16th, 2008 during the FSPMA

Annual Conference to be held at the Daytona Beach Hilton.

F.S.P.M.A. PAINT SPECIFICATION

FOR GENERAL EDUCATION FACILITIES USE

MP- 5.7 ENAMEL, ALKYD, GLOSS, WHITE AND TINTS

I. SCOPE, USE AND CLASSIFICATION: A. SCOPE. This specification covers a high-grade Alkyd-type high-gloss enamel intended for use on

primed exterior and interior wood or metal. It is highly weather-resistant and is characterized by good color and gloss retention, good drying, freedom from after-tack, and good flexibility. Weathering produces mild chalking rather than checking or cracking.

B. USE. Containers shall have labels, meeting ANSI standards and giving adequate use instructions,

firmly secured to each container. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.1200.

C. CLASSIFICATION. The enamel covered by this specification shall be of the following types:

Type I. White. Certification shall be for Type I only. Type II. Tints. All tinted paints supplied to purchaser must meet all requirements of this specification, except pigment.

II. REQUIREMENTS: A. MATERIALS. The paint shall be formulated from materials as specified herein. Materials not

specified shall be selected by the supplier and shall be subject to all the provisions of this specification. The paint shall be free from material which is known to be toxic to personnel under normal conditions of use.

1. PIGMENT. The pigments or any combination thereof, including extenders, shall be good

commercial quality provided the resulting enamel complies with all the requirements specified herein. The prime pigment shall consist of titanium dioxide conforming to ASTM D 476, Type II, and zinc oxide is permitted at the discretion of the supplier provided the enamel complies to all requirements. Tinting pigments may be used when necessary to match the color required provided these additional pigments have good color permanence.

2. VEHICLE. The vehicle shall consist of alkyd resin solutions with an acid number not to exceed

10 on resin nonvolatiles. 3. RESTRICTED METALS. The paint shall comply with the latest requirements of the Federal,

Florida State, City or Local Governments for maximum allowable restricted metals content. 4. VOC COMPLIANCE. The paint shall comply with the latest requirements of the Federal,

Florida State, City or Local Governments for the maximum allowable VOC content at the time of purchase.

B. QUANTITATIVE REQUIREMENTS. The paint shall conform to the quantitative requirements as specified in Tables I and II.

5. MATERIAL SAFETY DATA SHEET (MSDS). An MSDS clearly identifying this product, filled out completely according to the Florida Right-to-Know Law, Chapter 442, Florida Statutes, MUST B submitted with each sample submitted for certification.

6. CONDITION IN CONTAINER. The paint, when tested as specified in Table III., shall be free

from grit, seeds, skins, lumps, and livering, and shall show no more pigment settling or caking than can be reincorporated into a smooth homogenous state. In a freshly opened container, there shall be no rusting of the container.

7. RECOATING. When tested as in III.C., there shall be no flashing, lifting, mottling, orange

peeling, spotting, or wrinkling. 8. FUNGUS PROPERTIES. The paint shall contain no mercury, but shall contain fungicidal

protection equivalent to 0.1% mercury as metal by total weight of paint. 9. BRUSH PROPERTIES. The paint shall brush satisfactorily in all respects and shall dry to a

smooth, glossy, uniform film. 10. FLEXIBILITY. When tested as in III.B., there shall be no cracking, chipping, or flaking. 11. SAG RESISTANCE. The paint shall have a minimum anti-sag index of 7.0 when tested as in

III.D. 12. EXPOSURE TEST. When test panels prepared as in III.F. are exposed in a South Florida

environment, at 45 South, they shall achieve an overall rating of Good when graded for developments (i.e., cracking, blistering, mildewing, rusting, chalking, flaking, gloss retention, and other deteriorations) by a professional exposure testing company.

III. TEST PROCEDURES FOR LABORATORY ANALYSIS: The failure of any test in this section shall constitute a failure of the product to conform to the specification. Unless otherwise noted, the test methods cited are the latest published revisions. A. PHYSICAL AND CHEMICAL PROPERTIES. The following tests shall be conducted in accordance

B. FLEXIBILITY. Draw down a film of the enamel on a flat, tin-plated, 31 gage, steel panel with an

applicator which produces a dry film 0.003 in. thick. Air dry for 18 hours, bake for 5 hours at 105C., cool for 1/2 hour at room temperature, and bend over a 1/8 in. mandrel. Examine the coating for cracks over the area of the bend in a strong light at 7X magnification.

C. RECOATING. Draw down the paint on a sealed chart with an applicator which produces a wet

film 0.003 inches thick as in Method 4061.2 of Fed. Test Method Std. No. 141C. Air dry for 24 hours under room conditions. Apply a second coat perpendicular to the first coat, and then air dry as before. Examine for compliance with II.C.7.

D. SAG RESISTANCE. Mount a sealed Morest or Leneta test chart on a vacuum plate. Set the Lenta

Anti-Sag Meter at the top of the test chart with the open side of the blade facing the operator. Place a suitable quantity of the enamel directly in front of the blade, and draw down the enamel. The completed draw down shall then be immediately removed from the vacuum plate and placed in a vertical position with the stripes horizontal, the thinnest stripe being at the top. Allow to dry at room temperature in this position, and then determine the Anti-Sag Index as follows:

The lowest (heaviest film thickness) stripe which does not touch the next lower stripe is the Index Stripe. Fractional values are obtained by adding to the index value a fractional value based on the degree to which the stripe below the index stripe has merged with the next stripe as follows: DEGREE OF MERGER ADD Complete (intervening block is completely wetted) 0.0 Not complete, but definitely more than half 0.2 Approximately half 0.4 Appreciable, but definitely less than half 0.6 Slight, just touching 0.8

E. STORAGE STABILITY IN PARTIALLY FULL CONTAINER. Determine skinning after 48 hours in

accordance with Federal Test Method Std. 141C, Method 3021.1, except use a 3/4 filled 1 pint, multiple friction-top can. Check for compliance with II.C.2.

F. EXPOSURE TEST. Three 6" X 12" panels shall be prepared using smooth-sanded, clear, yellow

pine strips prepared as in ASTM D 358-83 and three 6" X 12" panels shall be prepared using clean, degreased cold roll steel strips prepared as in ASTM D 1014. Application shall be by brushing only, and shall follow the manufacturer's label instructions as closely as possible. Any primer or other product which is recommended by the manufacturer for use in preparing the surface for application of the test sample shall be furnished with the sample. Check for compliance with II.C.12.

IV. METHODS OF SAMPLING AND INSPECTION: A. SAMPLING. At the option of the purchaser, representative samples shall be taken from

deliveries made under this invitation and submitted for quality control testing. If the purchaser's sample fails, the manufacturer shall pay for the actual cost of testing. Failure of any sample so taken to comply with the specification requirements shall invalidate any purchase contract made under this invitation unless the manufacturer requests a repeat quality control test. This second sample shall be from the same batch. The manufacturer shall also pay for the second quality control test should the sample fail, and this invalidates any purchase contract made under this invitation. If the second sample passes, the manufacturer

B. INSPECTION. Physical inspection of package, condition, quantity, and labeling shall be made at

point of delivery by the purchaser. MSDS shall be submitted with each shipment in accordance with the Florida Right-to-Know Law, Chapter 442, Florida Statutes, and shall be identical to the MSDS supplied for initial certification.

MP- 6.11

EXTERIOR-INTERIOR ENAMEL, LATEX-BASE, SEMI-GLOSS, WHITES AND TINTS

I. SCOPE, USE AND CLASSIFICATION:

A. SCOPE. The latex-base semi-gloss covered by this specification is intended for use on interior and exterior wall and ceiling surfaces such as wallboard, wall paper, wood and plaster. It may be applied to previously primed or painted wood, plaster or dry wall surfaces.

B. USE. Glossy finishes should be dulled either by sanding or by washing with a solvent-type cleaner prior to application of the paint. All new surfaces should be primed with a primer having adequate enamel holdout. Containers shall have labels, meeting ANSI standards and giving adequate use instructions, firmly secured to each container. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.1200.

C. CLASSIFICATION. The paint covered by this specification shall be of the following types:

1. Type I. White. DOE certification shall be for Type I only.

2. Type II. Tints. All tinted paints supplied to purchaser must meet all requirements of this specification, except pigment.

II. REQUIREMENTS:

A. MATERIALS. The paint shall be formulated from materials as specified herein. Materials not specified shall be selected by the supplier and shall be subject to all the provisions of this specification. The paint shall be free from material which is known to be toxic to personnel under normal conditions of use.

1. PIGMENT. Suitable lightfast and alkali resistant pigments shall be used. Extender pigments, shading pigments, and titanium dioxide conforming to ASTM D 476-84, type II or type III, may be used when necessary to match the color desired provided the paint complies with all the requirements specified herein.

2. VEHICLE. The vehicle shall be a stable aqueous dispersion of resin prepared by emulsion polymerization.

3. RESTRICTED METALS. The paint shall comply with the latest requirements of the Federal, Florida State, City or Local Governments for maximum allowable restricted metals content.

4. VOC COMPLIANCE. The paint shall comply with the latest requirements of the Federal, Florida State, City or Local Governments for the maximum allowable VOC content at the time of purchase.

3. STORAGE STABILITY IN UNOPENED CONTAINER. All containers shall have sufficient preservatives to prevent spoilage for one year.

4. ODOR. The odor shall not be putrid during or after application.

5. ALKALI RESISTANCE. The paint film, tested as in III.C., shall show no change in hue and not more than very slight changes in reflectance and gloss. There shall be no evidence of blistering, softening, or wrinkling.

6. MATERIAL SAFETY DATA SHEET (MSDS). An MSDS clearly identifying this product, filled out completely according to the Florida Right-to-Know Law, Chapter 442, Florida Statutes, MUST BE submitted for certification.

B. ADHESION.

1. Specimens. Prepare specimens for testing by using a 6” X 12” steel Q panel with a ground surface which has been cleaned as in Method 2011.1 (Revised from 20112.2 on 3/24/2000) of Fed. Test Method Std. No. 141C. Apply alkyd enamel conforming to MP-5 by a draw-down with suitable applicator obtaining a dry film thickness of 3.0(±0.3) mil and a width of 5-1/2 inches. Allow the alkyd enamel to dry in a horizontal position for 3 days at 77 (±3)F. and 50(±5)% relative humidity, then bake for two hours at 200F. Prepare as indicated in paragraph I.B. Apply the test paint by draw-down as above in a direction perpendicular to the long axis of the panel to obtain a dry film of 2.0(±0.2) mils thickness and a width of approximately 2 inches. Allow the test paint to cure for two weeks at the same conditions cited above (Revised from 48 hours on 3/24/2000).

2. Procedure. Conduct the adhesion test with the PATTI Adhesion Tester as per ASTM D 4541 and determine compliance with II.C.11 (100 lbs./sq. in. minimum). (Revised from Gardner Washability Machine method per committee vote on 3/10/2000.)

C. ALKALI RESISTANCE. Prepare 6” X 3” panels as specified in III.B.1 and allow to air dry 120 hours after the application of the paint. Place 5 drops of 2% by wt. aqueous sodium hydroxide solution on the paint and immediately cover the surface with a 50 mm watchglass. After 2 hours, remove the watchglass, wash off the solution. Allow 2 hours for recovery and examine for compliance with II.C.5.

D. FLEXIBILITY. Prepare the test panel in accordance with Method 2012.2 of Fed. Test Method Standard No. 141C. Supplement the test panel cleaning procedure with an additional cleaning with abrasive soap (such as Bon Ami or equal) so that the entire surface of the panel is wet. Apply the paint in accordance with Method 2162 of Federal Test Method Standard No. 141C on the clean, dry panel with a 0.003-inch (approximately 0.006-inch gap clearance) Bird film applicator or similar blade which produces the same film thickness. Air dry for 18 hours, bake for 3 hours at 105(+2)F., then cool for 1/2 hour. Bend over a 1/8-inch mandrel and examine in accordance with Method 6221 of Federal Test Method Standard No. 141C for compliance with II.C.9.

E. SAG RESISTANCE. Mount a sealed Morest or Leneta test chart on a vacuum plate of an automatic film applicator. Set the Leneta Anti-Sag Meter at the top of the test chart with the open side of the blade facing the operator. Place a suitable quantity of the paint directly in front of the blade, and draw down the paint. The completed draw down shall then be immediately removed from the automatic film applicator and placed in a vertical position with the stripes horizontal and the thinnest stripe at the top. Allow to dry at room temperature in this position and then determine the Anti-Sag Index as follows:

multiple friction-top can. Then reseal and store for 14 days at 120 F. Check for compliance with II.C.2.

G. EXPOSURE TEST. Three 6" X 12" panels shall be prepared using smooth-sanded, clear, yellow pine prepared as in ASTM D 358 and three 6" X 12" masonry panels overnon-asbestos fibered board prepared as in ASTM D 1734 modified to substrate size. Application shall be by brushing only, and shall follow the manufacturer's label instructions as closely as possible. Any primer or other product which is recommended by the manufacturer for use in preparing the surface for application of the test sample shall be furnished with the sample. Check for compliance with II.C.12.

IV. METHODS OF SAMPLING, INSPECTION AND OTHER TESTS:

1. WORKING PROPERTIES. Take two 1-foot square gypsum wall board panels conforming to SS-L-

30 or LLL-B-1188. On the first panel apply one coat of an approved MP-22 primer/sealer

spreading at a rate of 450 square feet per gallon using a 3-inch nylon brush conforming to H-

B-420, grade AA, allow to dry for 24 hours and then repeat the whole procedure this time

applying the sample paint as a top coat. On the second panel, apply a coat of an approved

MP-22 primer/sealer using a latex semi-gloss, short-nap roller with 1/4 inch pile depth and

then repeat the whole procedure this time applying the sample paint as a top coat. Allow

both panels to dry for 24 hours. The resulting dried films shall not show brush marks, laps,

sagging, or unevenness of gloss.

PRIMER COATING, LATEX CONDITIONER FOR CHALKING EXTERIOR SURFACE

I. SCOPE, USE AND CLASSIFICATION:

A. SCOPE. This specification covers a penetrating surface conditioner to give good intercoat

adhesion between a chalked porous substrate and top coat. This material is intended only for

repainting over old weathered, free-chalking masonry surfaces. The conditioner shall apply easily

on absorbent as well as nonabsorbent surfaces and shall not show brush marks, laps, sagging, or

unevenness of gloss. This surface conditioner is not intended for a finish coat.

B. USE. The entire surface should be vigorously wire-brushed by hand or by the use of a power

tool. The surface should be pressure cleaned with a minimum of 1500 P.S.I. pressure with minimum

four and one half (4-1/2) gallons water per minute to remove all dust and chalk residue and all

foreign matter apparent and non-apparent from surface before using penetrating conditioner.

Containers shall have labels, meeting ANSI standard and giving adequate use instructions, firmly

secured to each container. Labels shall meet all federal regulation requirements of the

Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR

1910.1200.

C. CLASSIFICATION. The surface conditioner covered by this specification shall be of one grade and

class only.

II. REQUIREMENTS:

A. MATERIALS. The paint shall be formulated from materials as specified herein. Materials not

specified shall be selected by the supplier and shall be subject to all the provisions of this

specification. The paint shall be free from material which is known to be toxic to personnel under

normal conditions of use.

1. PIGMENT. The pigment shall consist of titanium dioxide pigment (ASTM D 476, Type II or Type

III) silica, or silicate extenders, and shading pigments as necessary to produce the desired

color as specified.

2. VEHICLE. The vehicle shall consist of an acrylic emulsion resin together with the necessary

amount of additives, water and coalescing agents.

3. RESTRICTED METALS. The paint shall comply with the latest requirements of the Federal,

Florida State, City or Local Governments for maximum allowable restricted metals content.

4. VOC COMPLIANCE. The paint shall comply with the latest requirements of the Federal, Florida

State, City or Local Governments for the maximum allowable VOC content at the time of

purchase.

B. QUANTITATIVE REQUIREMENTS. The paint shall conform to the quantitative requirements as specified in Table I.

C. QUALITATIVE REQUIREMENTS.

1. COLOR. The color of the paint specified in the contract or purchased order shall match that

of the standard color chip. If a color other than standard is required, the color shall match

that of the color standard submitted by the purchaser with the bid.

2. STORAGE STABILITY IN A PARTIALLY FULL CONTAINER. The paint shall show no skinning after

48 hours when tested as specified in III.E. After an additional 14 days, at 120 0F, the same

sample shall show no skinning, livering, curdling, hard caking, or gummy sediment. It shall

mix readily to a homogenous state and the viscosity change shall not be greater than ± 10

K.U.

3. STORAGE STABILITY IN UNOPENED CONTAINER. All containers shall have sufficient

preservatives to prevent spoilage for one year.

4. ODOR. The odor shall not be putrid during or after application.

5. ALKALI RESISTANCE. When tested as specified in III.B., a film of the conditioner shall not

show any cracking, softening or loss of adhesion. Wrinkling shall be disregarded.

6. MATERIAL SAFETY DATA SHEET (MSDS). An MSDS clearly identifying this product, filled out

completely according to the Florida Right-to-Know Law, Chapter 442, Florida Statutes, MUST

BE submitted with each sample submitted for certification.

7. CONDITION IN CONTAINER. The paint, when tested as specified in Table II, shall be free from

grit, seeds, skins, lumps, and livering, and shall show no more pigment settling or caking

than can be reincorporated into a smooth homogenous state. In a freshly opened container,

there shall be no rusting of the container.

8. FUNGUS PROPERTIES. The paint shall contain no mercury, but shall contain fungicidal

protection equivalent to 0.1% mercury as metal by total weight of paint.

9. FLEXIBILITY. When tested as specified in III.C., there shall be no cracking, chipping, or

flaking.

10. RESISTANCE TO LIFTING. The conditioner shall show no evidence of being lifted when a top

coat is applied when tested as specified in III.D.

III. TEST PROCEDURES FOR LABORATORY ANALYSIS:

The failure of any test in this section shall constitute a failure of the product to conform to the

specification.

Unless otherwise noted, all test methods cited are the latest published revision.

Note: The manufacturer must certify this product will provide good intercoat adhesion

between a chalked porous substrata and subsequently applied topcoats when applied in

accordance with manufacturer's directions.

B. ALKALI RESISTANCE. Immerse a solvent clean, dry test tube in a 400 ml. beaker containing 4

inches of well-mixed conditioner for 5 seconds. Withdraw and suspend the tube in the same

position as withdrawn and allow to dry at room temperature for 72 hours. Care must be

exercised that the adhering film is not rubbed off. Immerse the coated portion of the test tube

for 30 minutes in a 350 ml. beaker containing 125 ml. of 2 percent sodium hydroxide solution

maintained at 25C. Remove the test tube and allow to dry for 2 hours. Examine the adhering

material for compliance with II.C.5.

C. FLEXIBILITY. Draw down a film of the conditioner with a 0.002 inch doctor blade

(approximately 0.004 inch cap clearance) on tin panels (prepared for FTMS 141C Method

2012.2). Air dry for 48 hours at 25C. and 50% relative humidity and bend rapidly over a 1/8

inch mandrel. Examine for compliance with II.C.9. as in FTMS 141C, method 6221.

D. RESISTANCE TO LIFTING. Brush a coat of the primer conditioner, approximately 1 mil wet film

thickness, on a clean steel panels (prepared by FTMS 141C, Method 2011.2), allow to dry at

room temperature for 24 hours. Brush a thin coat, approximately 1 mil wet film thickness of

exterior enamel conforming to MP-5 over the dried conditioner of film. While brushing observe

for lifting. Allow the primer to dry at room temperature for 48 hours and then examine for

compliance with II.C.10.

E. STORAGE STABILITY IN PARTIALLY FULL CONTAINER. Determine skinning after 48 hours in

accordance with Federal Test Method Std. 141C, method 3021.1, except use a 3/4 filled 1 pint,

multiple friction-top can. Then reseal and store for 14 days at 120 F. Check for compliance

with II.C.2.

IV. METHODS OF SAMPLING, INSPECTION, AND OTHER TESTS:

A. SAMPLING. At the option of the purchaser, representative samples shall be taken from

deliveries made under this invitation and submitted for quality control testing. If the

purchaser's sample fails, the manufacturer shall pay for the actual cost of testing. Failure of

any sample so taken to comply with the specification requirements shall invalidate any

purchase contract made under this invitation unless the manufacturer requests a repeat

quality control test. This second sample shall be from the same batch. The manufacturer shall

pay for the second quality control test should the sample fail, and this invalidates any

purchase contract made under this invalidates. If the second sample passes, the manufacturer

is not responsible for paying the actual cost of the test, and results obtained from the second

quality control test shall prevail.

B. INSPECTION. Physical inspection of package, condition, quantity, and labeling shall be made at

point of delivery by the purchaser. MSDS shall be submitted with each shipment in accordance

with the Florida Right-to-Know Law, Chapter 442, Florida Statutes, and shall be identical to

the MSDS supplied for initial certification.

C. OTHER TESTS.

1. WORKING PROPERTIES. Take two 1-foot square gypsum wall board panels conforming to SS-L-

30 or LLL-B-1188. On the first panel apply one coat of the pigmented conditioner sample

spreading at a rate of 450 square feet per gallon using a 3-inch nylon brush conforming to H-

B-420, grade AA, allow to dry for 24 hours and then repeat the whole procedure this time

applying an MP-28 approved paint as a top coat. On the second panel, apply a coat of the

pigmented conditioner sample using a latex semi-gloss, short-nap roller with 1/4 inch pile

depth and then repeat the whole procedure this time with an MP-28 approved paint as a top

coat. Allow both panels to dry for 24 hours, then examine the resulting dried films for

compliance with I.A.

2. RECOATING PROPERTIES. Recoat the dried panels prepared in IV.C.1. with the same MP-28

approved paint. Evaluate the recoating properties on both panels as applied by brush and

roller, respectively, for compliance with I.A.

INTERIOR ENAMEL, LATEX-BASE, SEMI-GLOSS,

WHITES AND TINTS

I. SCOPE, USE AND CLASSIFICATION

A. SCOPE: The latex-base semi-gloss covered by this specification is intended for use on interior and exterior wall and ceiling surfaces such as wallboard, wall paper, wood and plaster. It may be applied to previously primed or painted wood, plaster or dry wall surfaces.

B. USE: Glossy finishes should be dulled either by sanding or by washing with a solvent-type

cleaner prior to application of the paint. All new surfaces should be primed with a primer having adequate enamel holdout. Containers shall have labels, meeting ANSI standards and giving adequate use instructions, firmly secured to each container. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.1200.

C. CLASSIFICATION: The paint covered by this specification shall be of the following types:

1. Type I. White. DOE certification shall be for Type I only. 2. Type II. Tints. All tinted paints supplied to purchaser must meet all requirements of

this specification, except pigment.

II. REQUIREMENTS

A. MATERIALS. The paint shall be formulated from materials as specified herein. Materials not specified shall be selected by the supplier and shall be subject to all the provisions of this specification. The paint shall be free from material which is known to be toxic to personnel under normal conditions of use.

1. PIGMENT. Suitable lightfast and alkali resistant pigments shall be used. Extender

pigments, shading pigments, and titanium dioxide conforming to ASTM D 476, Type II or Type III, may be used when necessary to match the color desired provided the paint complies with all the requirements specified herein.

2. VEHICLE. The vehicle shall be a stable aqueous dispersion of resin prepared by emulsion

polymerization.

5. SCRUBBABILITY. When tested as specified in III.F., the paint film shall not be worn through to the test panel after 400 cycles (800 separate strokes) of the sponge.

6. ALKALI RESISTANCE. The paint film, tested as in III.B., shall show no change in hue and

not more than very slight changes in reflectance and gloss. There shall be no evidence of blistering, softening, or wrinkling.

7. MATERIAL SAFETY DATA SHEET (MSDS). An MSDS clearly identifying this product, filled

out completely according to the Florida Right-to-Know Law, Chapter 442, Florida Statutes, MUST BE submitted with each sample submitted for certification.

8. CONDITION IN CONTAINER. The paint, when tested as specified in Table II, shall be free

3/10/2000). Prepare test panels using a currently approved product for MP-5 as the aged gloss alkyd enamel undercoat, allowing a 7 day aging period at 120 0F prior to applying the test paint.

B. ALKALI RESISTANCE. Prepare specimens for testing by using a 6-inch by 17-inch by 1/4 inch plain plate glass with a ground surface which has been cleaned as in Method 2012.1 of Federal Test Method Standards No. 141C. Apply enamel with suitable applicator obtaining a dry film thickness of 3.0 (±0.3) mil and a width of 5-1/2 inches. Allow enamel to dry in a horizontal position for 120 hours at 77 (±3)F and 50 (±5)% relative humidity. Place 5 drops of 2% by weight aqueous sodium hydroxide solution on the paint and immediately cover the surface with a 50 mm watchglass. After 2 hours, remove the watchglass, wash off the solution. Allow 2 hours for recovery and examine for compliance with II.C.67.

C. FLEXIBILITY. Prepare the test panel in accordance with Method 2012.2 of Federal Test Method Standard No. 141C. Supplement the test panel cleaning procedure with an additional cleaning with abrasive soap (such as Bon Ami or equal) so that the entire surface of the panel is wet. Apply the paint in accordance with Method 2162 of Federal Test Method Standard No. 141C on the clean, dry panel with a 0.003 inch (approximately 0.0060 inch gap clearance) Bird film applicator or similar blade which produces the same film thickness. Air dry for 18 hours, bake for 3 hours at 105 (±2) F, then cool for 1/2 hour. Bend over a 1/8 inch mandrel and examine in accordance with Method 6221 of Federal Test Method Standard No. 141C for compliance with II.C.10.

D. SAG RESISTANCE. Mount a sealed Morest or Leneta test chart on a vacuum plate of an

automatic film applicator. Set the Leneta Anti-Sag Meter at the top of the test chart with the open side of the blade facing the operator. Place a suitable quantity of the paint directly in front of the blade, and draw down the paint. The completed draw down shall then be immediately removed from the automatic film applicator and placed in a vertical position with the stripes horizontal and the thinnest stripe at the top. Allow to dry at room temperature in this position and then determine the Anti-Sag Index as follows:

The lowest (heaviest film thickness) stripe which does not touch the next lower stripe is the Index Stripe. Fractional values are obtained by adding to the index value fractional values based on the degree to which the stripe below the index stripe has merged with the next stripe as follows: DEGREE OF MERGER ADD Complete (intervening block is completely wetted) 0.0 Not complete, but definitely more than half 0.2 Approximately half 0.4 Appreciable, but definitely less than half 0.6 Slight, just touching 0.8

E. STORAGE STABILITY IN PARTIALLY FULL CONTAINER. Determine skinning after 48 hours in accordance with Federal Test Method Std. 141C, Method 3021.1, except use a 3/4 filled pint, multiple friction-top can. Check for compliance with II.C.1.

F. SCRUB RESISTANCE. In compliance with ASTM 2486.

G. ADHESION - 1. Specimen Preparation: Prepare specimens for testing by using a 6” X 12” steel Q panel

with a ground surface which has been cleaned as in Method 2011.1 (Revised from 20112.2 on 3/24/2000) of Fed. Test Method Std. No. 141C. Apply alkyd enamel

conforming to MP-5 by a draw-down with suitable applicator obtaining a dry film thickness of 3.0 (±0.3) mil and a width of 5-1/2 inches. Allow the alkyd enamel to dry in a horizontal position for 3 days at 77 (±3)0F. and 50(±5)% relative humidity, then bake for a 7-day aging period at 120 0F prior to applying the test paint. Apply the test paint by draw-down as above in a direction perpendicular to the long axis of the panel to obtain a dry film of 2.0(±0.2) mils thickness and a width of approximately 2 inches. Allow the test paint to cure for two weeks at room temperature before conducting the adhesion test.

2. Adhesion Test: The test should be conducted using the PATTI Adhesion Tester following ASTM D 4541.

3. Acceptance Criteria: 100 lbs./sq. in. Minimum.

I. SCOPE, USE AND CLASSIFICATION

A. SCOPE: This specification covers a quick drying water based acrylic undercoater for priming and sealing most surfaces including alkali. Formulated with exceptional adhesion, it adheres to glossy surfaces, wood, masonry, plaster, wall board, cement, brick, stucco, cement composition board (including alkali), galvanized metal, and surfaces with potential staining such as water, smoke, ink, markers, and tannins. It is not recommended for use on ferrous metals.

B. USE: Containers shall have labels, meeting ANSI standards and giving adequate

use instructions, firmly secured to each container. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.1200.

C. CLASSIFICATION: The paint covered by this specification is a latex primer.

II. REQUIREMENTS

A. MATERIALS. The paint shall be formulated from materials as specified herein. Materials not specified shall be selected by the supplier and shall be subject to all the provisions of this specification. The paint shall be free from material which is known to be toxic to personnel under normal conditions of use.

1. PIGMENT. Pigmented with a durable exterior grade of titanium dioxide, and

extender pigments to obtain good hiding and chemical resistance. 2. VEHICLE. The vehicle shall consist of a latex emulsion with necessary additions of

miscellaneous additives.

3. RESTRICTED METALS. The paint shall comply with the latest requirements of the Federal, Florida State, City or Local Governments for maximum allowable restricted metals content.

4. VOC COMPLIANCE. The paint shall comply with the latest requirements of the

Federal, Florida State, City or Local Governments for the maximum allowable VOC content at the time of purchase. Such compliance shall be stated on the MSDS and container clearly identifying the product.

C. QUALITATIVE REQUIREMENTS:

1. COLOR. The color of the paint specified in the contract or purchase order shall

match that of the standard color chip. 2. CONDITION IN CONTAINER. The paint, when tested as specified in Table II, shall be

free from grit, seeds, skins, lumps, and livering, and shall show no more pigment settling or caking than can be reincorporated into a smooth homogenous state. In a freshly opened container, there shall be no rusting of the container.

3. STORAGE STABILITY IN UNOPENED CONTAINER. All containers shall have sufficient

preservatives to prevent spoilage for one year. 4. APPEARANCE OF DRIED PAINT. When applied by brushing or rolling, the paint shall

dry to a smooth, uniform finish, free from craters and other defects caused by bubble retention. There shall be no "shiners", no flashing, no streaking or conspicuous laps, nor any objectionable brush marks.

5. ODOR. The odor shall not be putrid during or after application. 6. MATERIAL SAFETY DATA SHEET (MSDS). An MSDS clearly identifying this product,

filled out completely according to the Florida Right-to-Know Law, Chapter 442, Florida Statutes, MUST BE submitted with each sample submitted for certification.

7. STORAGE STABILITY IN A PARTIALLY FULL CONTAINER. The paint shall show no

skinning after 48 hours when tested as specified in III.B. After an additional 14 days at 120F., the same sample shall show no skinning, livering, curdling, hard caking, or gummy sediment. It shall mix readily to a homogenous state and the viscosity change shall not be greater than 10 K.U.

8. ALKALI RESISTANCE. The paint film, tested as in IV.C.1., shall show no evidence of

blistering, loss of adhesion, cracking or flaking.

B. STORAGE STABILITY IN PARTIALLY FULL CONTAINER. Determine skinning after 48 hours in

accordance with Federal Test Method Standard No. 141C, Method 3021.1, except use a 3/4 filled pint, multiple friction top can. Then reseal and store for 14 days at 120 F. Check for compliance with II.C.7.

C. STAIN BLOCK TEST. The lines shall be allowed to dry a minimum of 4 hours and apply before applying two 3 mil drawdowns (bird applicator) of the test primer over 75% of the stained area. Allow The primer shall be allowed to dry for a minimum of 4 hours for each drawdown and apply before applying two 3 mil drawdowns of a top coat which shall be a paint brand certified under MP-1.8 over at least 75% of the primed area. The wet finished panel will show (1) lines with no coating, (2) lines with primer (MP-38) only, and (3) lines with primer (MP-38) and topcoat (MP-1) applications.

After allowing the top coat applications to dry for 24 hours, a visual comparative evaluation of which individual lines/stains are showing through the primer and top coat applications as well as of their intensity will be conducted using as a standard reference the resulting glass panel obtained for the INSL-X/Coronado Paints ‘Grip & Seal Latex Stain Killer 116-11 (MT&E Lab # P2546) and the sample results shall be equal or better than those obtained for the standard reference material. Pass/fail will be made after 24 hr. dry of topcoat for stains showing through. (Revised to require two 3 mil coats of test primer and top coat.)

IV. METHODS OF SAMPLING, INSPECTION AND OTHER TESTS

A. SAMPLING: At the option of the purchaser, representative samples shall be taken

from deliveries made under this invitation and submitted for quality control testing. If the purchaser's sample fails, the manufacturer shall pay for the actual cost of testing. Failure of any sample so taken to comply with the specification requirements shall invalidate any purchase contract made under this invitation unless the manufacturer requests a repeat quality control test. This second sample shall be from the same batch. The manufacturer shall pay for the second quality control test should the sample fail, and this invalidates any purchase contract made under this invalidates. If the second sample passes, the manufacturer is not responsible for paying the actual cost of the test, and results obtained from the second quality control test shall prevail.

B. INSPECTION: Physical inspection of package, condition, quantity, and labeling

shall be made at point of delivery by the purchaser. MSDS shall be submitted with each shipment in accordance with the Florida Right-to-Know Law, Chapter 442, Florida Statutes, and shall be identical to the MSDS supplied for initial certification.

C. OTHER TESTS.

ALKALI RESISTANCE. Prepare concrete panels form a mix of 1 part of type 1 Portland cement and 1 part of graded Ottawa silica sand. Mix thoroughly with water to obtain a trowelling consistency and cast into panels measuring (76 X 76 X 13mm). The top surface of the panel to be coated shall be trowelled smooth. Allow the panel to cure for 1 week and immediately apply the paint at a spreading rate of 100 sq. ft. per gallon. Allow to cure for 24 hours. Immerse the test panels into water to such depths as to have the prepared surface about 4mm above the surface of the water for 28 days. Remove, let dry for 2 hours, and immediately examine for compliance with II.C.8.

I. SCOPE, USE AND CLASSIFICATION

A. SCOPE: This specification covers a acrylic-based texture coating intended for use on INTERIOR wall and ceiling surfaces such as wallboard, primed wood, primed metal, plaster, stucco and masonry. It may be applied to previously primed wood, plaster, masonry or dry wall; surfaces that have been properly prepared. The texture system is excellent for use in classrooms, cafeteria, corridors, etc. The texture provides excellent abuse-resistance, mold and mildew resistance while covering unsightly appearance of surface imperfections.

B. USE: Glossy finishes should be dulled either by sanding or abrading prior to application

of the texture. All new surfaces should be primed with a primer with mildew and algae resistant agents. Containers shall have labels, giving adequate use instructions, firmly secured to each container. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.1200.

C. CLASSIFICATION: The texture covered by this specification shall be of the following

types:

1. Type I. Aggregate. 2. Type II. Non-Aggregate.

All tinted textures supplied to purchaser must meet all requirements of this specification, except pigment.

II. REQUIREMENTS

A. MATERIALS The texture shall be formulated from materials as specified herein. Materials not specified shall be selected by the supplier and shall be subject to all the provisions of this specification. The texture shall be free from material which is known to be toxic to personnel under normal conditions.

1. PIGMENT. Suitable light-fast and alkali resistant pigments shall be used. 2. VEHICLE. The vehicle shall be a mechanically stable aqueous dispersion of resin

prepared by emulsion polymerization with the end result being a acrylic polymer or styrene acrylic co-polymer with excellent performance characteristics.

skinning after 48 hours when tested a specified in III C. After an additional 14 days, at 120° F., the same sample shall show no skinning, livering, curdling, or gummy sediment. It shall mix readily to a homogenous state. The addition of up to 12 gallon of water per 5 gallons of texture is permissible.

4. STORAGE STABILITY IN UN-OPENED CONTAINER. All containers shall have sufficient

preservatives to prevent spoilage for one year. 5. ODOR. The odor shall not be putrid during or after application.

6. ALKALI RESISTANCE: The dry texture, tested as in III. B., shall show no change in

hue and no evidence of blistering softening or cracking.

7. MATERIAL SAFETY DATA SHEET (MSDS). An MSDS clearly identifying this product,

filled out completely according to the Florida Right-to-Know Law, Chapter 442, Florida Statutes, MUST BE submitted with each sample submitted for certification.

8. SCRUB RESISTANCE. Use ASTM D-2486 Test Method as listed in Table II except that

a synthetic sponge (cut to fit the holder), conforming to FED. Spec. L-S-626, Type II, porosity B, is used in lieu of the nylon bristle brush; and 50 ml. of water is used instead of 5 ml. Check for compliance with acceptance criteria listed in Table I.

III. TEST PROCEDURES FOR LABORATORY ANALYSIS

B. ALKALI RESISTANCE. Prepare specimens for testing by using a 6-inch by 17-inch by 1/4 inch plain plate glass with a ground surface which has been cleaned as in Method 2012.1 of federal Test Method Standard No. 141 C. Apply texture with suitable applicator obtaining a dry film thickness of 20.0 (±2) mil and a width of 5 inches. Allow texture to dry in a horizontal position for 120 hours at 77 (±3) 0F and 50 (±5) % relative humidity. Place 5 drops of 2% by weight aqueous sodium hydroxide solution on the texture and immediately cover the surface with a 50 mm watch-glass. After 2 hours, remove the watch-glass, wash off the solution. Allow 2 hours for recovery and examine for compliance with II.C.6.

C. STORAGE STABILITY IN PARTIALLY FULL CONTAINER. Determine skinning after 48 hours

in accordance with Federal Test Method Standard 141 C, Method 30/1.1, except use a 3/4 filled 1 pint, multiple friction-top can. Then reseal and store for 14 days at 120°F. Check for compliance with II C.3.

ELASTOMERIC ROOF PAINT

I. SCOPE, USE AND CLASSIFICATION:

A. SCOPE. This specification covers a high-solids, 100% acrylic resin-based, water-borne, flexible roof coating designed to perform on horizontal masonry surfaces that may experience intermittent ponding water.

B. USE. This product can be used over prepared stucco, as well as all normally used

roofing materials such as properly prepared and primed metal. Containers shall have labels, meeting ANSI standard and giving adequate use instructions, firmly secure to each container. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.1200.

C. CLASSIFICATION. There will be two types of coatings covered by this specification:

Type A – ‘Regular Roof Coating’: The product should be able to achieve an applied spread rate of 80-100 sqft per gallon when applied at 10 mils DFT (dry film thickness). Type B – ‘High-Build Roof Coating’: The product should be able to achieve an applied spread rate of 50 sqft per gallon when applied at 20 mils DFT (dry film thickness) each coat. Two coats need to achieve a total DFT of 40 mils.

II. REQUIREMENTS:

A. MATERIALS. The coating shall be formulated from materials as specified herein.

Materials not specified shall be selected by the supplier and shall be subject to all the provisions of this specification. The coating shall be free from material which is known to be toxic to personnel under normal conditions of use.

1. VEHICLE. The vehicle shall consist of a 100% flexible acrylic copolymer resin with

modifiers.

2. RESTRICTED METALS. The coating shall comply with the latest requirements of the Federal, Florida State, City or Local Governments for maximum allowable restricted metals content.

3. VOC COMPLIANCE. The coating shall comply with the latest requirements of the

Federal, Florida State, City or Local Governments for the maximum allowable VOC content at the time of purchase.

B. QUANTITATIVE REQUIREMENTS. The coating shall conform to the quantitative

C. QUALITATIVE REQUIREMENTS.

1. COLOR. This coating shall be white or stock factory ground in colors.. 2. STORAGE STABILITY IN A PARTIALLY FULL CONTAINER. The paint shall show no

skinning after 48 hours when tested as specified in III.C. After an additional 14 days, at 120 0F., the same sample shall show no skinning, livering, curdling, hard caking, or gummy sediment. It shall mix readily to a homogenous state and the viscosity change shall not be greater than ± 10 K.U.

3. STORAGE STABILITY IN UNOPENED CONTAINER. All containers shall have sufficient

preservatives to prevent spoilage for two years. 4. ODOR. The odor shall not be putrid during or after application. 5. ALKALI RESISTANCE. When tested as specified in III.A., a film of the coating shall

not show any cracking, softening or loss of adhesion. Wrinkling shall be disregarded.

6. MATERIAL SAFETY DATA SHEET (MSDS). An MSDS clearly identifying this product,

filled out completely according to the Florida Right-to-Know Law, Chapter 442, Florida Statutes, MUST BE submitted with each sample submitted for certification.

7. CONDITION IN CONTAINER. The coating when tested as specified in Table II, shall

be free from grit, seeds, skins, lumps, and livering, and shall show no more pigment settling or caking than can be reincorporated into a smooth homogenous state. In a freshly opened container, there shall be no rusting on the container.

A. ALKALI RESISTANCE. Immerse a solvent clean, dry test tube in a 400 ml beaker

containing 4 inches of well-mixed coating for 5 seconds. Withdraw and suspend the tube in the same position as withdrawn and allow to dry at room temperature for 72 hours. Care must be exercised that the adhering film is not rubbed off. Immerse the coated portion of the test tube for 30 minutes in a 350 ml beaker containing 125 ml of 2 % sodium hydroxide solution maintained at 25 0C. Remove the test tube and allow to dry for 2 hours. Examine the adhering material for compliance with II.C.5.

B. FLEXIBILITY. Draw down a film of the coating with a 0.002 inch doctor blade

(approximately 0.004 inch cap clearance) on tin panels (prepared for FTMS 141C Method 2012.2). Air dry for 48 hours 25 0C and 50% relative humidity and bend rapidly over a 1/8 inch mandrel. Examine for compliance with II.C.8. as in FTMS 141C, method 6221.

C. STORAGE STABILITY IN PARTIALLY FULL CONTAINER. Determine skinning after 48 hours accordance with Federal Test Method Std. 141C, method 3021.1, except use a ¾ filled 1 pint, multiple friction-top can. Then reseal and store for 14 days at 120 0F. Check for compliance with II.C.2.

IV. METHODS OF SAMPLING, INSPECTION, AND OTHER TESTS:

A. SAMPLING. At the option of the purchaser, representative samples shall be taken from

deliveries made under this invitation and submitted for quality control testing. If the purchaser’s sample fails, the manufacturer shall pay for the actual cost of testing. Failure of any sample so taken to comply with the specification requirements shall invalidate any purchase contract made under this invitation unless the manufacturer requests a repeat quality control test. This second sample shall be from the same batch. The manufacturer shall pay for the second quality control test should the sample fail, and this invalidates any purchase contract made under this invalidate. If the second sample passes, the manufacturer is not responsible for paying the actual cost of the test, and results obtained form the second quality control test shall prevail.

B. INSPECTION. Physical inspection of package, condition, quantity, and labeling shall be

made at point of delivery by the purchaser. MSDS shall be submitted with each shipment in accordance with the Florida Right-to-Know Law, Chapter 442, Florida Statutes, and shall be identical to the MSDS supplied for initial certification.

AGRICULTURAL OIL-BASED ROOF COATING (SEALER) I. SCOPE, USE AND CLASSIFICATION:

A. SCOPE. This specification covers high-solids, biobased, reflective, water-proof, flexible roof coatings designed to perform on low slope and horizontal roof surfaces that may experience permanent ponding water.

B. USE. These products can be used over the following surfaces: Type A: concrete, foam, well

adhered water-based coatings, weathered tar and gravel, weathered asphalt, rolled roofing, compatible single-ply membranes, slate and tile; Type B: galvanized steel, Galvalume, weathered pre-painted metal, tin, copper, aluminum, carbon steel, acrylic coatings in good condition, aged fiberglass, weathered EPDM, weathered plastic. Containers shall have labels, meeting ANSI standard and giving adequate use instructions, firmly secure to each container. Labels shall meet all federal regulation requirements of the Occupational Safety and Health Administration (OSHA) Hazard Communication Standard in CFR 1910.1200.

C. CLASSIFICATION. There will be two types of coatings covered by this specification:

Type A – ‘Regular Roof Coating’: The product should be able to achieve an applied spread rate of 30-40 sqft per gallon when applied in one coat at 32 mils DFT (dry film thickness) over a smooth, non-porous surface. Type B – ‘Metal Roof Coating’: The product should be able to achieve an applied spread rate of 30-40 sqft per gallon when applied in one coat at 32 mils DFT (dry film thickness) over a smooth, non-porous surface.

II. REQUIREMENTS:

exercised that the adhering film is not rubbed off. Immerse the coated portion of the test

tube for 30 minutes in a 350 ml beaker containing 125 ml of 2 % sodium hydroxide solution

maintained at 25 °C. Remove the test tube and allow to dry for 2 hours. Examine the

adhering material for compliance with II.C.5.

C. FLEXIBILITY. Draw down a film of the coating with a 0.002 inch doctor blade

(approximately 0.004 inch cap clearance) on tin panels (prepared for FTMS 141C Method

2012.2). Air dry for 48 hours 25 °C and 50% relative humidity and bend rapidly over a 1/8

inch mandrel. Examine for compliance with II.C.8. as in FTMS 141C, method 6221.

IV. METHODS OF SAMPLING, INSPECTION, AND OTHER TESTS:

A. SAMPLING. At the option of the purchaser, representative samples shall be taken from

deliveries made under this invitation and submitted for quality control testing. If the

purchaser’s sample fails, the manufacturer shall pay for the actual cost of testing. Failure

of any sample so taken to comply with the specification requirements shall invalidate any

purchase contract made under this invitation unless the manufacturer requests a repeat

quality control test. This second sample shall be from the same batch. The manufacturer

shall pay for the second quality control test should the sample fail, and this invalidates any

purchase contract made under this invalidate. If the second sample passes, the

manufacturer is not responsible for paying the actual cost of the test, and results obtained

from the second quality control test shall prevail.

B. INSPECTION. Physical inspection of package, condition, quantity, and labeling shall be

made at point of delivery by the purchaser. MSDS shall be submitted with each shipment

in accordance with the Florida Right-to-Know Law, Chapter 442, Florida Statutes, and shall

be identical to the MSDS supplied for initial certification.
