Most Significant Change Tool (Adapted for use by the Barangay Literacy Worker Program, ALS, DepEd CamSur) This form contains two parts: Part A is to be completed by the learner; Part B is to be completed by the Barangay Literacy Worker Focal Person (BLWFP). The Most Significant Change Tool is designed to demonstrate how the BLW Program changes the lives of learners and what sorts of impacts (positive or negative) the program has on them. It is a participatory monitoring system in which key staff are engaged in collecting, reading, and selecting stories from BLW Program learners to be used for monitoring, evaluation, and advocacy purposes. How to undertake the Most Significant Change technique: (1) Learners can be chosen by one of two methods, depending on the preference of the ALS Division Supervisor and the Most Significant Change Coordinator (MSCC): a. Selected Method - The BLWFP, in consultation with their fellow ALS implementers, should choose three learners, one from each of the learning programs (Basic Literacy Program, A&E Elementary, and A&E Secondary), to write a story about the changes – positive or negative – they have experienced as a result of participating in ALS. Selected stories can be written by past or present ALS learners. This form should be given to the three selected learners to complete after the A&E test results have been released. b. Random Method – The MSCC selects 3 learners at random (and 3 spare) from the MIS, to write a story about the changes – positive or negative – they have experienced as a result of participating in ALS. Selected stories can be written by past or present ALS learners. This form should be given to the three selected learners to complete after the A&E test results have been released. (2) The BLWFP and the DALSC/MT should then select ONE of the three stories to submit for consideration to the ALS Division Office, however all stories should be published in their District Annual Report. The BLWFP should write a brief justification for their choice in Part B of this form. The BLWFP must also categorise the story under one of the following domains of change: (a) changes in learners’ quality of life and social status; (b) changes in the sustainability/continuation of learners’ skills and knowledge development; (c) changes in the nature of learners’ engagement in community life; and (d) any other changes, unexpected, positive or negative. (3) The BLWFP should also copy and paste the selected story into the BLW District Annual Report. (4) The BLWFP should submit this form to their allocated Education Program Specialist for ALS (EPSA) to be delivered to the Most Significant Change Coordinator (MSCC) at ALS Division Office. (5) The EPSAs and ALS Division Supervisor will then select the five most compelling stories from all of Camarines Sur to be used in annual reports, the ALS CamSur website, tarpaulins, and so on, and shared amongst stakeholders. (6) The BLWFP and DALSC/MT will be given a copy of these five selected stories at the next all-staff meeting. Ideally, the meeting facilitator should initiate a discussion regarding the value of the stories and why different stories may appeal to different stakeholders. Staff should also discuss how they would like to use these stories for advocacy purposes.

The learner must be receiving (or have received in the past) ALS instruction through a Barangay Literacy Worker: The Alternative Learning System (ALS) of the Department of Education Division of Camarines Sur gathers stories of the lives of learners who participate in the Barangay Literacy Worker Program.
