Work Session / Regular Business Meeting

July 16, 2018

MINUTES

The Moore County Board of Education met at Central Office in Carthage on Monday, July 16,

2018, at 3:00 pm for a work session and regular business meeting.

The following Board members were present:

Also present for the meeting were Superintendent Robert Grimesey, Assistant to the Board

Sonya Potter, senior staff members Anita Alpenfels, Catherine Murphy, John Birath, Tim

Locklair and Mike Bundy; and (for the Board meeting only and not the work session) Board

Attorney Neal Ramee.

WORK SESSION

I. CALL TO ORDER

Chair Helena Wallin-Miller called the meeting to order at 3:00 pm.

Elizabeth Carter made a motion to approve the work session agenda. Ed

Dennison seconded, and the motion carried 5-0.

II. REPORTS, INFORMATION AND DISCUSSION OF PENDING ACTION

The following items were presented to the Board for review as pending action items that will be placed on the July 16, 2018, School Board Regular Business Meeting agenda under Action or Consent.

Guiding Principles for Area I Elementary School Attendance Area (Board Action)

Contract for Custodial Supplies (Consent Agenda)

Contract for the Installation of a Football Field at Elise Middle School (Consent Agenda

Memorandum of Agreement with the County for additional funding for Behavioral Health Practitioners (Consent Agenda)

Waiver of North Carolina Test Proctoring Requirement for 2018-2019 School Year (Consent Agenda)

2018-19 Federal Programs Consolidated Application Assurances (Consent Agenda)

The following was presented to the Board for information and discussion: A. State Budget Update for 2018-2019: Mike Bundy presented a FY 2018-19 budget

update that provided the preliminary impact of the State budget for FY 2018-2019 per Senate Bill 99. This presentation served as a review of the potential priority impacts on the Moore County Schools FY 2018-19 budget. Important topics

included: Principals; Assistant Principals; Certified Teachers; Classified Pay Increase; Benefit Changes; Textbook Funding; Central Office reductions; Allotment Changes; Cost Analysis; and Other Items. The State budget was approved and effective July 1, 2018. While staff analysis is still in progress, it already is certain that the state budget will impact the pay scales for principals, assistant principals, certified teachers, and classified employees. The State Budget also included extensive reporting requirements while at the same time, reducing the central office allotment for the second year by 4.4%. In addition, staff reviewed the final MCS FY 2018-2019 budget request as approved by the Board of Commissioners on June 19, 2018. The Board of Commissioners approved a total funding amount of $31,000,000, which included $29,500,000 in local funds, $750,000 in capital outlay, and $750,000 in digital learning. This represented a decrease of $841,352 in local funds. MCS is appreciative of the efforts and additional funding provided by Moore County Commissioners while recognizing that challenges remain due to further state restrictions on local flexibility in the expenditure of state revenues as well as continued reductions in specific state funding allotments.

The Board recessed for a short break to prepare for the next presentation at 4:40 pm and returned at 4:45 pm.

B. New Southern Pines Elementary School Design Progress Update: The New Southern

Pines Elementary School has recently completed the schematic design phase. Mr. Tom Hughes (SfL+a Architects) and Mr. John Birath presented to the Board the drawings and images of the new school for individual Board Member feedback and input.

The Board recessed for dinner at approximately 5:21 pm and returned at approximately 6:00 pm.

REGULAR BUSINESS MEETING

Chair Wallin-Miller called the regular business meeting to order at approximately

6:00 p.m.

III. CLOSED SESSION

Elizabeth Carter presented the motion for the Board to enter closed session

for confidential personnel matters, to prevent the disclosure of confidential

student record information, and to consult with the Board attorney and

preserve the attorney-client privilege pursuant to G.S. 143-318.11(a)(3) and

(a)(6), G.S. 115C-402, G.S. 115C-319, and 20 U.S.C. 1232g. Ed Dennison

seconded, and the motion carried 5-0.

The Board returned to 0pen session at approximately 6:00 pm.

IV. PLEDGE, INSPIRATION, MOMENT OF SILENCE AND RECOGNITIONS Payton Caldwell, rising 4th grader, Vass-Lakeview Elementary School led the Board and audience in the Pledge of Allegiance.

Evie Miller, rising 5th grader, West Pine Elementary School delivered words of

inspiration. The Board and audience observed a moment of silence.

V. CONSENT AGENDA

Ed Dennison made a motion to approve the consent agenda. Dr. Brown seconded, and

the motion carried 5-0. The Consent Agenda consisted of the

Personnel Report VI. SUPERINTENDENT’S REPORT

Dr. Grimesey began the Superintendent’s Report with the following information:

Madame Chair and members of the Board, while our students and teachers enjoy their

summer break, our principals and district leadership team members are working

feverishly to prepare for the school year. Believe it or not, our principals, assistant

principals and district administrative team members will gather in just 16 days for our

annual “Moore Leadership Conference,” which represents the leadership team’s official

start to the 2018-19 school year. Meanwhile, our 2018 summer “to do list” includes the

construction of a school on Camp Easter Road. (You might have heard about that.) I

have been driving by the site with some regularity this summer, but last week I took my

first official tour of the site with John Birath. If I had to pick one “take away” to share, it

would have to be the enormity of the facility. I really had not appreciated the size of the

property during my many drive-bys and I had not grasped the size of the structure from

my review of the conceptual drawings. With school construction I have overseen in the

past, I always seemed to overestimate the actual size based on my study of the drawings.

This time, it just all seems bigger than the way it looks on paper. Whether it is the

cafeteria, the “gymatorium” or when one stands at the door to the media center and

looks up and down the long hallway that will house grades 2 through 5, we designed this

school to educate 800 students and it is clear that the facility will serve that purpose.

The property also seems larger when one stands closer to the rear boundary and looks

back across the site to Camp Easter Road. There will be plenty of space for the

playgrounds and for queuing up parents’ cars as they deliver and pick up their children

before and after school. I hope all of you have the opportunity to take a tour sometime in

the near future. It was a very impressive experience for me. My compliments go to John,

Roger Leeson and our partners with SFL+A Architects and the J.M. Thompson

Construction Company.

Dr. Grimesey continued with the following introductions: I am delighted to officially

introduce the newest members of our school leadership team. Ms. Jan Lovelady is now

our “permanent” Director of Child Nutrition Services. She joined our child nutrition staff

as a cafeteria assistant in 2003 and later was promoted to cafeteria manager before being

promoted again to the child nutrition office as a supervisor. She was named Interim

Director of Child Nutrition Services following the departure of Amanda Cagle earlier this

year. As a manager, supervisor and interim director, Ms. Lovelady has been responsible

for purchasing, inventory management, food safety, food production, staff training and

personnel management. She has a Bachelor of Science Degree in Business

Administration with an emphasis in Accounting from Biola University in California.

Next I would like to invite Mr. Shaun Krencicki to join me at the podium. Board

members, you actually approved Mr. Krencicki to his permanent role as principal of

West End Elementary School back in April. However, we have never formally recognized

him before you. So tonight, we remedy that oversight. Mr. Krencicki has been with

Moore County Schools since 2000. He taught at New Century and Crain's Creek Middle

Schools and most recently served as principal of the Community Learning Center at

Pinckney. He assumed the role as interim principal at West End in December. Mr.

Krencicki is a graduate of the Sandhills Leadership Academy. He holds a bachelor’s

degree from the University of California at Santa Barbara and a master’s degree from the

University of North Carolina at Pembroke.

Finally, I would like to invite Ms. Melonie Jones please join me here at the podium? Ms.

Jones assumed her duties as principal at Crain’s Creek Middle School on July 1.

Formerly an assistant principal at Union Pines High School and Southern Middle School,

Ms. Jones has been with Moore County Schools since 1999, when she began as an

English teacher at Pinecrest High School. Ms. Jones’ greatest strengths are her

leadership skills and her initiative, particularly in the areas of professional development

and the establishment of instructional strategies to ensure the support, evaluation,

development and retention of high-performing teachers and students. She is more than

capable, and very committed, to increasing student achievement and creating a positive

school culture at Crain’s Creek Middle School. She holds an administrative license from

the UNC-Pembroke; and a Master of Arts in Education and a Bachelor of Arts in English

with a minor in coaching from Western Kentucky University.

VII. PUBLIC ADDRESS TO THE BOARD

No one signed up to address the Board.

VIII. BOARD ACTION

A. Guiding Principles for Area I Elementary School Attendance Area: During the work session earlier today, the Board received feedback on the guiding principles from Numerix and engaged in a discussion on the principles. Based on the discussion, staff provided a final draft of the guiding principles for the Board to consider. Ed Dennison made a motion to approve the recommended guiding principles for the development of the school attendance areas. Elizabeth Carter seconded, motion carried 5-0.

B. Superintendent’s Contract: As directed by the Board, the Board Attorney prepared a proposed amendment to the Superintendent’s employment contract. The amendment extends the term of the Superintendent’s employment by one additional year (to and including June 30,2022) and makes no other changes to the existing contract. This is the longest extension allowed by law. Ed Dennison made a motion to approve the amendment to the Superintendent’s Contract. Dr. Brown seconded, motion carried 5-0.

IX. BOARD MEMEBRS COMMENTS

Dr. Brown expressed her excitement for the new school year to begin. Chair Wallin-

Miller provided the following: This month marks the beginning of a new school year for

Moore County Schools and the start of our new strategic plan. Before we jump into this

year, I’d like to reflect on the tremendous accomplishments from last year that each of

you sitting here beside me (including you Dr. Grimesey) and the staff in front of me –

have put in tremendous effort and work. Our workforce is more satisfied than before, we

have increased academic outcomes for our students and schools, we’ve begun

implementing our facilities plan by building schools for our future and are working

towards critical improvements to older schools, and we have chipped away at our

reliance on fund balance to a point where we can implement a zero sum budget. Along

the way we’ve connected with parents and the community at large in such a way that

there is engagement and enormous pride of our public schools and the education

students in our community receive. None of this came easy – all came with significant

input of talent, time and energy from many of the people in this room – as well as

parents, the community and our county commissioners. And, while we’ve accomplished

much - there is more to do. We need to continue to look at security and safety concerns

in all of our schools. We need to direct targeted resources to the behavioral health of our

students and provide intervention and support for students in crisis. We need to

continue our efforts to support our diverse student body, including focus on academics,

activities and staff. We need to be vigilant during legislative sessions and advocate for

our students and teachers and for the future of public education in Moore County. We

need to continue to advance our students access to technology and tools to advance their

learning. And – in that vein - we need to ensure our technology infrastructure is stable to

support the close to 14,500 students and staff who rely on it daily. Thankfully, our new

strategic plan will give us a roadmap to meet these needs and more. We have the plan, I

believe we have staff that is second to none, we have a tireless Superintendent, and I

know this school board is committed to providing engaging educational opportunities for

ALL students and an inspiring workplace for staff. The success of our plan, means

success for all of Moore County. I’m ready – are you?

X. ADJOURNMENT

There being no further business, Ed Dennison made a motion to adjourn the

meeting. Elizabeth Carter seconded, and the motion carried 5-0.

The meeting was adjourned at approximately 6:50 p.m.
