    Prelude:

    TAG was awarded the project of Renovation of Qatar Radio & Television Complex on

    3rd May 2010. The Project scope can be divided into three major parts:

    o

    Demolition of Buildings & Structures

    o Construction of New Buildings & Structures

    o Site Development Works involving renovation of existing and construction of

    new roads, pavements, parking sheds irrigation system, surface water

    drainage, external electrical works, boundary wall, soft landscaping etc.

    The complete scope of work is enclosed for reference.

    The project becomes significant and relatively more sensitive as the Contractor is

    working in a live-facility of Qatar Radio and TV station. It has to execute the

    construction work without affecting the broadcast of the Radio and Televisiontransmission and taking full care of the staff working in the premises.

    For this purpose the whole project site is divided into two (02) zones and each zone

    is further divided into sub-zones or plots to limit the effect of the construction

    activities on the broadcast and to have better control over all construction activities.

    A route plan is also prepared for the purpose to maintain the smooth flow of traffic

    within the premises. The zone distribution diagram is enclosed for reference.

    Demolition Works Not Allowed:The demolition of structures under the Contractors scope of work has not

    been allowed to start till date by QMC. This has delayed the schedule of

    Works.

    Non possession of IT Building Area

    Contractor could not commence works as the area is not available toContractor.

    11 KVA Cable in Zone 2 Plot D:The construction of new road at Zone 2 Plot D could not start as the 11KVApower cable is passing under the proposed location of the road. This cable isto be relocated by Karma

    A Telecom Tower is hindering the work progress in Zone 2 Plot C. This is to berelocated to some other area.

    Security Check Posts at five (05) different areas have stopped the works intheir respective areas. These security check posts are to be demolished

    Obstruction in Construction:

    The road works in Zone 2 Plot D are held and cannot progress further as thearea is occupied by the existing buildings of QMC to be demolished.

    Substation:a. Firefighting system is revised by PWA from previously specified FM200

    to Novec 1230. This new system has new requirements which willcause rework in Substation building. The Contractor requests for a Site

    Instruction.

    Connection of Irrigation System with TSE Line:a. As per the new requirement of QMC, the irrigation system is to be

    connected to Main Treated Surface Effluent (TSE) Line. Contractorrequest for Site Instruction in order to commence the job.

    Site Instructions:

    Total Site Instructions issued till date = 13

    Till date ten (10) site instructions have been issued to the Contractor

    1. Site Instruction No. 01 was issued on 23rd August 2010 and it introduced

    the changes in Main Mosque and Small Mosque design

    2. Site Instruction No. 02 was issued on 2nd September 2010 which changed

    the design of Substation. The size of Sub-station was increased by three (03)

    times

    3. Site instruction No. 03 was issued on 29th November 2010 which changed

    the location of Irrigation Tank No. 02 & 03 and the Car Parking in Zone 1 Plot

    A was also changed. It also added modification in Store building was also

    4. Site Instruction No. 04 was issued on 29th November 2010, where the

    Contractor was instructed to stop the works on Administration Building

    5. Site Instruction No. 05 was issued on 13th Feb 2011 which revised the

    design of Small Mosque and Store Building

    6. Site Instruction No. 06 was issued on 13th Feb 2011, which added two new

    buildings i.e., OB-Garage and IT Building in the Contractors scope of Work

    7. Site Instruction No. 07 was issued on 14th Feb 2011 which revised the

    internal finishes of the Administration Building

    8. Site Instruction No. 08 was issued on 07th April 2011 which suggested few

    modifications in Substation

    9. Site Instruction No. 09 was issued on 24th April 2011 which revised the

    design of Site Development

    10.Site Instruction 10 was issued on 1st August 2011 which has revised the

    following scope of work:

    a) Revision in design of Car Parking Shade material from HDPE to PVC

    b) Reconstruction of the existing roads. i.e., demolish the existing roads,

    design and build the new roads. The original scope was to maintain the

    40mm asphalt wearing course

    c) Relocation of Porta cabin from Zone 01 Plot 01 to Zone -01 Plot -07.

    d) Construction of Guard House along with associated roads at Visitors

    Entrance Gate

    11.Site Instruction 11 was issued on 2th November 2011 which has revised the

    following scope of work:

    a) Road Crossings for Future Services requirements

    b) Access to the Small Mosque from the Existing Building

    c) Disable Access Ramp at the Small Mosque

    12.Site Instruction 12 was issued on 27th December 2011 which has revised

    the following scope of work:

    a) Change of roof Covering Material of Gate Buildings

    b) Modifications to the OB Garage

    c) Change of Soft Landscaping Technical Specifications

    13.Site Instruction 13 was issued on 27th December 2011 which has revised

    the following scope of work:

    a) Entry Gate Buildings-Omission of Wash Basins

    b) Thickness of Marble Staircase Steps

    c) Omission of Light Poles

    Claims/Variation Orders

    Total Claims submitted till date: 02

    1. Claim for Extension of Time for Administration Building:

    The Contractor submitted its claim for the total completion of AdministrationBuilding on 1st May 2010. As per the agreement between PWA and

    Contractor, the extended date of completion for Administration Building=

    27th Dec 2011

    2. Claim for Extension of Time for Project Completion:

    The Contractor submitted its claim for the total completion of Project on 1st

    May 2010. As per the agreement between PWA and Contractor following

    dates were agreed for the delay events occurred till 31st March 2011:

    - Extension of Time for Project Completion = 186 days

    - Extended date of completion for project = 14th Feb 2012

    Three (03) delay events are still ongoing, the effect of which is not

    considered in above extension of time. Their further impact will be computed

    in the late submission. These three (03) events are as following:

    The facility expansion is further divided into smaller areaswhich are called Plots in Zone Distribution Diagram asfollowing:

    The Existing Facility Renovation is further divided into smaller areas which arecalled Plots in Zone Distribution Diagram as following:

    o Plot 1, 2, 3, 4, 5 etc.

    Work Breakdown Structure (WBS)

    The project has been divided into 5 major tiers to efficiently monitor and control theworks at site. These are as following:

    It includes are the contractual and administrative activities anddocumentation after the letter of award and up to the award of Contractand taking over of site.

    This tier enlists the activities for all the submissions to be made by theContractor throughout the project life. i.e., schedules, materialsubmissions, shop drawings etc.

    o Procurement:

    This tier enlists the activities for all the submissions to be made by theContractor throughout the project life. i.e., schedules, materialsubmissions, shop drawings etc.

    o Construction:

    o Construction tier has been further divided into following:

    The approved Clause -14 Programme of Works was seriously disrupted because of

    various Site Instructions and the delay events occurred at site. Because of these

    variations, the baseline schedule cannot be used for correct monitoring & control

    purposes. The Contractor has submitted its claim for Extension of Time (EOT-2) for

    approval

    For the progress monitoring with the actual site situation, the Contractor submitted

    an Intended schedule for the priority buildings and the available site development

    areas. The present status is given below:
