Public Works Update
The Downtown Streets project regarding Parvin Road, Third Street, and Sixth Street is well underway. Parvin Road is nearing completion with minor work to be done, Sixth Street has been paved, and Third Street is under construction, with work anticipated to be completed mid-December 2017.
Staff attends mandatory safety meetings each month. This month, the safety meeting was held on Thursday, October 19, 2017.
Notices of Non-Compliance were also sent to 1460 Blue Forest Drive, 720 Columbia Drive, 1550 Lakeside Drive, 2960 Gentle Creek Trail. These water customers have been notified of their obligation to test backflow devices in a mailed first notice and a hand delivered second notice. If their backflow devices remain non-compliant 30 days after delivery of the non-compliance notice, they will be subject to disconnection of water services.

Water
Staff continues to conduct the monthly flushing program which is required by Texas
Commission on Environmental Quality (TCEQ). The program requires staff to flush each
dead end main lines once a month to ensure the quality of the drinking water and
maintain the free chlorine residual in the water. In October, staff flushed 22.5 MG of
water. The extra flushing is being experienced by Frisco and McKinney also, to maintain a
level of 1.3 Parts Per Million (PPM) for a residual at our outlaying parts of the system. We
have seen the residual fall over night to 0.7 to 0.8 PPM. Low water use, lower residual
levels coming in from NTMWD, high temperatures and large pipes that don’t circulate are
all factors.

Monthly Water Usage/Monthly Goal Comparison
YTD Water Usage Comparison
The Town of Prosper was 44 MG under the Use Adjusted for Growth in the month of
August and 32 MG over the Use Adjusted for Growth in the month of September. Staff
is waiting for NTMWD to update their records for October.
The Town of Prosper was 3.2% above the year-to-date amount 2015-16 Use Adjusted for
Growth Goal in August and 5.0% above the goal for September. Staff is waiting for
NTMWD to update their records for October. It is required by North Texas Municipal
Water District, that we have educational programs in place to reduce the waste and over
use of water.

Water Education
Fats, Oils, and Grease (FOG) Update
Staff is working on the Planter Project, which is an effort to
bring awareness of water conservation and recycling. Staff
worked with the National Art Society to have Prosper
students design artwork for the planters that encourages
water conservation and recycling. The planter boxes are in
the process of being wrapped.
Quarterly Grease Trap Inspections
The FOG Outreach Plan has been implemented to comply with the EPA’s Administrative
Order. The FOG Outreach Plan is a large section of our required CMOM Plan. Grease
interceptors will be inspected on a quarterly basis for the first year to determine a
mandated cleaning schedule businesses must follow. Grease interceptors that are not
emptied regularly can contribute to Sanitary Sewer Overflows. Staff inspected 23
grease interceptors in October and have processed 26 Notice of Violations this quarter
period.

Public Works Inspections
Wastewater Update
Public Works completed 129 inspections this month. Prior to Development Services issuing a Certificate of Occupancy, Public Works cameras the sewer service, inspects the right-of-way, the sidewalk, and Town maintained improvements.
Staff continues to inspect and perform maintenance on manholes and wastewater
mains throughout Town as requested by the EPA. This acts as preventative maintenance
to ensure lines are in acceptable condition and not in need of repair.
The Wastewater Department continues to clean all the lift stations once a month to
reduce pump failure and reduce backups.
Staff initiated televised inspection process at Tanners Mill, Phase 1c by removing all caps
and pouring water down service lines and televising Block O, Block L, and Block M, as
well as inspected service lines at Star Trail marking the defective service lines for repair.
Staff televised La Cima, Phase 5 & 6C approximately 7,146.81 feet, and found issues at
608 East Third Street, 1110 Twin Oaks Drive and La Cima Boulevard.
Staff conducted repairs and replaced sewer service stub outs and caps at Prosper
Trail & Woodview Drive, 2801 Meadowbrook Boulevard, Star Trail Parkway, and
1921 Foxglen Drive.
Staff installed sewer services at 508 Third Street, 510 Third Street and 604 Third Street.

Streets The Street Division continues to replace street signs in Town, which are required to be
hi-intensity, to meet the new federal requirement for letter size and letter configuration.
Staff also continues to identify and fix/replace signs and poles around town that have
been damaged due to the severe weather.
The Adopt-A-Street Program has a total of 21 streets that are required to have quarterly
clean-ups. The program covers twenty miles of roadway. There are no streets available
for adoption at this time.
The Streets Department continues to mow and trim trees in Right-of-Way and inspect
any drainage issues along the streets in an attempt to prevent or reduce traffic hazards.
Staff replaced a damaged pole/sign at Glacier Point Court and Newport Drive, Hickory
Creek Road and Preston Road, Moonlight Trail, Prosper Trail (east of Dallas Parkway),
and the northeast corner of Coleman Street & First Street.
The Streets Department painted 6” guardrail on Prosper Trail, west of Preston Road.
Staff repaired areas at 8844 Highpoint in collaboration with a repair that the Water
Department conducted, and the corner of Hays Road and Chandler Circle.
Staff conducted patch work at Dallas Parkway and First Street, Broadmoor Lane &
Prosper Trail, County Road 27, Fishtrap Road (west of Gee Road), North case alley ways,
and Frontier Parkway.
The Streets Department installed new road signs/directional signs at 3602 East First
Street, 3737 East First Street, Cook Lane & Prosper Trail, Copper Canyon Drive, Preston
Road (South of Frontier), Coleman and Talon, and Evening Sun Drive.
Staff performed road grading on Legacy Road (Fishtrap Road to Frontier Parkway),
Parvin Road (Legacy Drive to Good Hoop Road), Harper Road, Prosper Road, Prosper
Trail, County Road 933, West Fifth Street, Mahard Road (west of tracks), and County
Road 27.
Staff replaced 15” concrete pipe drainage culvert at 307 North Parvin Street, a 12” pipe
culvert at 308 Sixth Street.
Staff prepared concrete forms and set rebar at 1840 Winding Creek Road, digging out a
drainage ditch 12” x 40’.

Street Department helped one of Prosper’s young residents recover his lost football
Streets Department staff member Charles Martinez made a little boy’s day by helping
him recover his lost football that found its way in the storm drain. Once again, Public
Works department saves the day and proves that the needs and wants of the Prosper
citizens are its priority. Thank you Streets Department for going above and beyond in
contributing in making the Town of Prosper a better place.
