The 24th Annual General Body Meetingof Karnataka Posts and TelecommunicationsPensioners’ Association was held at NGO Hall,Cubbon Park, Bengaluru on 13.7.2019.

Morning Session:

2. The Morning Session of the General BodyMeeting started at 9.30 a.m. President of theAssociation Shri G.Babu declared the AGBopen and Shri K.B.Krishna Rao, Secretary,welcomed the gathering.

3. Shri Krishna Rao presented the minutesof the last AGB held on 9.9.2018, which hadbeen published in the September 2018 issueof Pensioners’ Champion. The minutes wereconfirmed by the House.

4. He also presented the Annual report for2018-19 for consideration and adoption by theHouse. The Annual Report was published inthe April 2019 issue of Pensioners’ Championand the Audited Accounts in June 2019 issue.The Secretary read out the salient featuresand explained some of the points mentionedin the report and the report was adopted. Dueto paucity of time, the annual accounts couldnot be presented in the morning session.

Open Session:

5. The open session of the General Bodystarted at 10.30 a.m. with the joint SecretaryV.Gopal requesting the Chief GuestShri D.Balasubramanian, General Secretary,All India Federation of Pensioners Associations,Chennai and the Guest of Honour Dr.KishoreKumar C.S., Additional Director, CGHS tooccupy the chairs on dais. He also invitedDr.Prabhakar, Ophthalmologist ,OSD, CGHS,Shri N.Bhaskaran, Permanent Advisor andShri K K Gangadhara, Kannada Writer to thedais. The other two advisors Shri B.SadashivaRao and Shri M.Ramiah were not present.

6. Shri K.B.Krishna Rao, Secretary welcomedthe gathering to the open session and

introduced Shri D.Balasubramanian, ChiefGuest, Dr.C.S.Kishore Kumar, Guest of Honourand Shri.K.K.Gangadhara. Shri Krishna Raospoke about the Association entering its 25th

year, the contributions of the founders of theassociation, the successful completion of theconstruction of association’s two buildings in2012 and 2018, the help of Shri Babu, President,the generous and voluntary contribution ofmembers and non-members, including childrenand grandchildren of ex-members. He saidthat donation exceeded Rs.65 lakh, but we stillneed money for the lift and a big hall on thesecond floor for holding AGB. He appealed fordonations.

7. Shri D.Balasubramanian then inauguratedthe open session. In his speech, hecongratulated KP&TPA for constructing its ownbuildings and saluted all the members for theirgenerous donations. He said that KP&TPA didwhat the other Associations could not. He saidthat Shri S.M.Vittal Rao, during his visits toChannai encouraged AIFPA also to constructits own building. He urged the members todonate further so that lift could be providedand meetings can be held on the second floor.He also appreciated the tireless efforts ofKP&TPA in SCOVA, particularly that ofShri K.B.Krishna Rao. He said that the nextrevision of pension need not be after anotherten years. Based on the price index, pensionmust be revised by 2021. Defence pensionerswere granted OROP and Civil pensionersshould not be discriminated and there shouldbe complete parity in pension between pastand present pensioners. Referring to minimumwage recommended by the 7th CPC, he saidthat while the demand of the staff side wasfor a need based minimum pay of Rs.26,000,the CPC recommended a minimum pay ofRs.18,000 only deriving the specifications offood requirement of a worker’s family from therecommendations of Dr Wallace Aykroyd ,

noted nutritionist referred to as “Aykroydformula’. Shri Subramanian said that the normsset by the 15th ILC in 1957 recommendedwage determination for 3 consumption units ofa worker’s family, assigning 1 unit for thehusband ,0.8 unit for the wife and 0.6 unit eachfor 2 children and therefore the minimum wagedetermination on 3 consumption units is faulty.Wife being an adult should be assigned oneunit and the children also a unit higher than0.6 units and the minimum wage should beincreased to Rs.26, 000 and consequently theminimum pension to Rs.13,000. Continuingwith his speech he said that there is an urgentneed for unity amongst all pensioners’associations and they should come under oneumbrella to pursue our demand for revision ofpension every 5 years . Regarding revision ofpension of BSNL pensioners, he said thatthere are two viewpoints. One is to maintainstatus quo with simultaneous wage &pensionrevision. Another view is to delink pensionrevision from wage revision and pension revisionwith 7th CPC fitment formula. He is hopefulthat, now that the dust has settled, theGovernment will take a decision soon. Abouthis federation, he said that AIFPA was startedby a retired Postmaster General who hadbrought all Departments and cadres together.A United organization of all pensioners is theneed of the hour, as pensioners are ahomogenous category. He was honoured byShri. Babu, President. He thanked KP&TPAfor inviting him to be the Chief Guest and forhonouring him.

8. Dr.C.S.Kishore Kumar, AD, CGHS and theGuest of Honour spoke briefly. He said thatthough he hesitated to accept the invitation ashe is not used to speaking publicly, he feelsdeeply honoured by the invitation and thankedKP&TPA for the same. He expressed deepconcern over the assaults on the doctors thatare being reported from all over the country.The main reason is that people nowadays aregetting impatient, road rages which occur sofrequently can be quoted as examples.

Ambulances are not being given way. Patientsare brought in very critical condition and doctors,who are human too, are blamed and assaulted.He said that he leaves it to the people to judgehow right it is to attack hospital staff, damagethe hospital properties. He also said that CGHSdoctors are like family physicians, treating thepatients for years. Often patients ask if thereare any side effects of the medicinesprescribed. Doctors take precaution whileprescribing medicines. Consumption of junkfood & eatables sold by road side andunhygienic habits like spitting and urinating inpublic, throwing of garbage etc. also contributelargely for ill health and spread of diseases.Dr. Kishore Kumar was honoured by Shri GBabu President.

Dr.Prabhakar, ophthalmologist, OSD,CGHS spoke about the liberal measuresintroduced by CGHS recently. He was felicitatedby the President.

9. Shri K.K.Gangadhara, Kannada writer, thespecial invitee, was felicitated by theAssociation in recognition of his contributionto the Kannada literature during the past 4decades. He was honoured byShri D.Balasubramanian, the Chief Guest. Inhis brief speech, laced with wit and humour,he spoke about his earlier days. His entry into literary field was as a reporter for a localweekly in Kodagu. Later, he commencedtranslation of literary works from Malayam toKannada. He continued with his literary workeven after joining the Department of Posts. Hethanked the Association for honouring himsaying that he considers it as very special,since it is done by his old friends.

10. Ten meritorious students of GovernmentHigher Primary School, Yelahanka, Bengaluruwere awarded with a cash prize of Rs.1000each for having secured the first three placesin 5th, 6th and 7th standards along with one prizefor the highest marks scored in Kannadalanguage in 7th Standard. The envelopescontaining the cash were given away by the

11. Forty Senior members, who are 75 yearsand older, were felicitated byShri Balsubramanian, Shri Babu,Shri Bhaskaran and Shri Krishna Rao. Eachof them was garlanded and presented withshawl and fruit basket.

12. Shri V.Gopal, Joint Secretary proposedvote of thanks. The Open Session ended at1.00 p.m.

Afternoon Session:

13. As soon as the members reassembledafter lunch, Shri Krishna Rao welcomed themembers to the afternoon session at 2.30 PM.the Treasurer Sri K R Anantha Ramu presentedthe audited Annual Accounts for 2018-19. Itwas published in June 2019 issue ofPensioners’ Champion. Sri Sadananda LM 1233sought some clarifications on the corpus fundindicated in the balance sheet and aboutregistration of the association as a whollycharitable trust under the IT Act. Presidentgave a detailed reply and said that the accountshave been audited by a reputed company ofchartered accountants. However, if any furtherdetails are required we can always seek themfrom the auditors. After furnishing theinformation sought for by some other members,the General Body adopted the annual accountsunanimously.

14. The President Shri G.Babu announced thenames of the newly elected ExecutiveCommittee Members for the period from2019-22. Shri Krishna Rao said that 4 membersof the EC viz. Shri B.L.Channappa,Shri V.Muthukumar, Shri M.Nanjunde Gowdaand Shri D.Venkatesalu did not file theirnominations for personal reasons, though theywere requested to continue. They werefelicitated in the meeting by the President. Hethen introduced the 4 newly elected ECMembers, Shri M.Muniyappa,Shri C.Ramakrishna Reddy,

Smt.N.Nagalakshmi and Shri B.Nagaraju.Group photo was taken with all old and newExecutive Committee Members present.

15. Shri S.M.Vittal Rao was reelected as theInternal Auditor for 2019-22. M/s GRSM &Associates, chartered accounts were also reappointed as Auditors for 2019-20.

16. President read out the agenda and invitedShri K.B.Krishna Rao to start the discussionson the agenda items. Shri Krishna Rao saidthat most of the PAOs including Autonomousbodies have implemented 7th CPC and therewas inordinate delay in implementing 7th CPCin respect of Railways, Defence Civilianpensioners and Pensioners of Autonomousbodies. But BSNL pensioners have not beenextended 7th CPC benefits. DoT has informedpensioners’ associations that revision ofpension can be examined only after revisionof pay of BSNL employees. AIBSNLPWA,however, wants pension revision to be delinkedfrom pay revision. Hopefully, it will be resolvedwithout any further delay. DoP has issuedorders for implementation of revised GradePay of Rs.4600 to pre-2006 pensioners.KP&TPA has collected particulars from eligiblemembers and they are being forwarded toconcerned authorities for necessary action.However, the issue of revision of pension ofpre 2006 pensioners at 50% of the last payor average emoluments on a par with post2006 pensioners is not yet resolved. He alsoexplained the case of notional increment forthose who retire on 30th June and 31st Decemberand why it is necessary to modify the incrementrule itself. He said that we will pursue it withthe departments concerned and the subjecthas been sent to DoP&PW for inclusion in theagenda for the 31st meeting of SCOVA likelyto be held shortly

17. Shri D V Padubidri, President, Udupi DistP&T Pensioners Association, quotingexamples spoke about the implication of therecommends of both 6th and 7th CPCs.

18. Shri Sadananda LM 1233 wanted theassociation to pursue with the governmentseveral pending demands such as re-fixationof pension of pre- 2006 pensioners at 50 %of the LPD, restoration of commuted part ofpension, grant of age-related additional pension.Secretary replied that all the issues raised bythe member will be discussed with advisorson accounts matters and pursued withDoP&PW.

19. Shri M R Sehacahar, ALM 2347 speakingon the revised pension admissible to pre 2006grade S-12 retirees consequent upon grant ofgrade pay of Rs.4600, pointed out that thereis some difference between the figuresindicated in the table published by theassociation in Pensioners’ Champion June2019 issue and those found in the table thathe had accessed from internet. Secretaryinformed the member that KP&TPA hadpublished the tables prepared by it in Januaryand June even before DoE and DoP&PW hadpublished the revised tables and the tablespublished by KP&TPA exactly match withtables posted on the official website ofDepartment of Pension which apparently provesthat the one accessed by the member isinaccurate.

20. Shri I V Patil, LM 2315 raised the issueof counting induction training period for thepurpose of TBOP, and BCR in PostalDepartment, which is pending for a long period.Shri Rao said that it was brought to the noticeof CPMG in March19 and that it has beenimplemented in some Divisions.

21. Regarding CGHS, Shri Krishna Raoexplained some of the pensioner friendly ordersimplemented by CGHS recently. He explainedthe procedure in obtaining the OPD treatmentat the empanelled private hospitals andanswered queries raised by the members inthe audience. Answering Shri S.RajagopalanLM 1047, the Secretary said that now on lineregistration for appointment with the doctorsof Wellness Centers is also available.

22. Shri G.Babu, in his concluding remarks,thanked not only EC members, but all, whohave volunteered towards making the AGB agrand success.

23. More than 400 members attended thisyear's AGB, some of them with their familymembers. 17 applications for new membershipwere received. 117 members renewed theirsubscription for Pensioners’ Champion.24members paid donation for the building fundamounting to Rs.71,802. The ExecutiveCommittee conveys its sincere thanks to allthe members, well wishers and their familymembers and many volunters helping theAssociation who made the AGB a successfulevent.

24. Digital Life Certificate: In compliance ofthe instructions of the Department of Pensionand Pensioners Welfare, KP&TPA had madenecessary arrangements in the Annual GeneralBody meeting to register pensioners withJeevan Pramaan web site to facilitatesubmission of DLC in November 2019. About40 pensioners utilized the facility.

25. After vote of thanks, the session concludedat 4.30 PM with National Anthem.

Clarification regarding Consultation from Specialists at CGHS empanelled hospitalsin respect of CGHS beneficiaries aged 75 years and above

With reference to the above mentioned subject the undersigned is directed to draw attentionto Office Memorandum of even number dated 29-5-2019 and to state that with a view to facilitateease of availing direct consultation facility , it has now been decided that while availing directconsultation from Specialists of empanelled private hospitals, the CGHS beneficiaries shall fillup the form provided at the reception by the empanelled hospitals mentioning the Specialist(Speciality) he/she seeking consultation.

In case of pensioner CGHS beneficiaries aged 75 years and above, the hospitals shallenclose the form and submit along with the hospital bill to CGHS. The format for the same isenclosed herewith

scales of pay w.e.f. 01.01.2007 - Payment of IDA at revised rates.

In modification of this Department’s OM of even No. dated 02-4-2019, the rate of DA payableto the executives and non-unionised supervisors of CPSEs (2007 pay revision) is as follows

a) Date from which payable: 01.07.2019

b) Average AICPI (2001=100) for the quarter March, 2019 – May, 2019

March, 2019 = 309, April, 2019 = 312, May, 2019 = 314, Average of the quarter = 311.67

c) Link Point: 126.33 (as on 01.01.2007)

d) Increase over link point: 185.34 (311.67 minus 126.33)

e) DA Rate w.e.f. 01.07.2019: 146.7 % [(185.34/126.33) x 100]

2. The above rate of DA i.e. 146.7s% would be applicable in the case of IDA employees whohave been allowed revised pay scales (2007) as per DPE O.Ms. Dated 26.11.2008, 09.02.2009and 02.04.2009.

3. All administrative Ministries/ Departments of the Government at India are requested to bringthe fore goings to the notice of the CPSEs under their administrative control for necessary actionat their end.

lead a delegation of BSNL Pensioners from Bihar and met with Shri Ravishankar Prasad, the Hon’bleMinister for Communications at his residence in Patna and submitted a memorandum on revision ofpension of BSNL pensioners.

Submission of Life Certificate.It has been the experience of this

Department that the Senior Pensioners i.e. thepensioners 80 years and above, are facing alot of difficulties, standing in queues whilegiving the Life Certificates in November. It hasbeen under the consideration of theGovernment to provide some relief to suchpensioners.

It has, therefore, been decided by theGovernment, that Senior Pensioners aged 80years and above be allowed to give their LifeCertificate w.e.f 1 st October every year instead

of November, which would be valid till 30th ofNovember of the subsequent year.

The remaining pensioners below theage of 80 years may continue to give theirLife Certificate in November as per existingprovisions of CPAO Scheme booklet.

This has the approval of competentauthority.

Instructions have been issued vide thisDepartment’s OM of even number dated4.1.2019 that for the purpose of revision ofpension/family pension w.e.f. 1.1.2006 underpara 4.2 of the OM dated 1.9.2008, the GradePay of Rs. 4600/- may be considered as thecorresponding Grade Pay in the case of pre-2006 pensioners who retired/died in the 5thCPC scale of Rs. 6500-10500/- or equivalentpay scale in the earlier Pay Commissionperiods. It was also provided that the revisedpension w.e.f. 1.1.2006 in terms of para 4.2of OM dated 1.9.208, for the pre-2006pensioners who retired from the pay scale ofRs. 6500-10500/- in the 5th CPC or equivalentpay scales in the earlier Pay Commissionswould be Rs. 8345/-. The entries at serialnumber 13 in the annexure of this Department’sOM No. 38/37/08-P&PW(A) dated 28.1.2013were also revised accordingly.

2. This Department has issued concordancetables for revision of pension, w.e.f. 1.1.2016,of pre-2016 pensioners by notional fixation ofpay in the 7th CPC vide this Department’s OMdated 6.7.2017. Tables No. 24 & 25 in theseconcordance tables indicated the revisedpension/family pension based on thecorresponding 6th CPC grade pay of Rs. 4200in respect of pre-2006 pensioners/familypensioners who retired/died in the 5th CPCscale of Rs. 6500-10500 or equivalent payscale in the earlier Pay Commission periods.Consequent on the decision to consider theGrade Pay of Rs. 4600/- as the correspondingGrade Pay in the case of pre-2006 pensioners,who retired/died in the 5 th CPC scale ofRs. 6500-10500 or equivalent pay scale in the

The other provisions/instructions forrevision of pension of pre-2016 pensioners, ascontained in this Department’s OM of evennumber dated 12.5.2017 and 6.7.2017 willremain unchanged.

4. This issues with the approval of Ministry ofFinance (Department of Expenditure) vide theirOM No. 30-1/33(c)2016-IC/E.III.A dated28.6.2019.
