A-Introduction

The Sindh Water Sector Improvement Project (SWSIP-I) is the World Bank fundedproject. The overarching objective of SWSIP-I is to improve the efficiency and effectivesof the irrigation water distribution in three AWBs (Ghotki, Nara, Left Bank), particularlywith respect to measures of reliability, equity and user satisfaction. This would beachieved by:

a) deepening and broadening the institutional reforms that are already underway inSindh,

b) improving the irrigation system in systematic way covering key hydraulicinfrastructure, main and branch canals, and distributaries and minors, and

c) Enhancing long-term sustainability of the irrigation system through participatoryirrigation management and developing institutions for improving operation andmaintenance of the system and cost recovery.

The improved water management would lead to increased agricultural production,employment and income over some about 1.8 million ha or more than 30 percent of theirrigated area in Sindh, and one of the poorest region of the country.

In order to achieve above objectives SDC-Transition planned following activities:

SOCIAL MOBILIZATION ACTIVITIES AT GLANCE

1- Institutional Development of Farmers Organizations

1.1- FO Formation:

The overall status of FOs is attached as Annexure-1

LBCAWB:

During current quarter May-June 2014 the Social team of LBCAWB focused on (02) FOFormations.

1. Adu Wah: Mobilization meetings are held with different groups of farmers from headto tail, and a base line survey has been completed. We hope that this formation will becompleted soon.

2. Chaneri Distry: Mobilization meetings were held with farmers and Baseline survey iscompleted, so it is expected that FO formation will be completed soon.

3. Shadi Wah Small Minor: Mobilization started on Shadi Wah Small Minor in June-2014, get very positive response from water users, especially Syed Hamid Ali Shah(active Farmer/Grower) supporting our social team in meetings with different wateruser groups. It is expected that this FO Formation will be completed in the month ofJuly-2014.

GFCAWB:

GFCAWB have already completed 3 FO Formations out of 5 minors, below tworemaining minors are under formation process.

1. FO formation is in under process on Imam Wah, 70 water course associationsformed out of 100 water courses and during May & June no any other WCA hasbeen formed.

2. FO formation process on Desert Minor, is completed, 13 water courseassociations formed. There is still conflict in BoM and due to this work ishampered on FO.

NCAWB:

As such the target of FO Formation has been reduced from 22 to 10 in NCAWB and itwas agreed that 10 new FO Formation will be formed. The staff has started mobilizationefforts for new FO formation but no any formation was held as yet.

The resources limitation to AWBs’ field staff including Mobility/Transportation andallowances are major cause of slow pace of work. Moreover, Revised PC1 has beenapproved; additional positions of social mobilization in AWBs will be advertised andrecruited accordingly.

1.3- FO Meetings

The Social Mobilization staff of AWBs and SIDA jointly assist FOs in organizing GeneralBody and Board of Management meetings as per provisions of (SWMO)-2002. During thereporting months, more than 45 GB and 15 BoM meetings were held by the FOs. Otheradministrative issues discussed regarding water distribution, Abiana assessment &collection and de-silting as well. These meetings were held at FO offices.

1.4- Assistance in Conflict Resolution

During the reporting quarter various FO conflicts on civil works, water shortage, illegalpipes and cuts and water share list were reported on FO Hafiza Minor, RD-203 L/S andRD-130 RS, Doso Distry, Santrahu Minor and Baghi Minor and through the efforts of SMteams all conflicts successfully resolved.

1.5- Registration / Re-Registration of FOs and WCAs

During the reporting quarter SDC received 10 FO Re-Registration Files and about 30WCAs registration files from outside AWBs. All FOs and WCAs have been re-registeredwith RA after proper procedure. SDC also received number of No Objection Certificatesfrom Election Committee for conducting Election / Re-Election of FOs and WCAs andafter completion of all codal formalities the same were issued accordingly from RA SIDA.

1.6- Updating of Registration Data and FO Profiles

SDC remained actively involved in updating the FO registration data and FO Profiles.Previously, the FO profiles were updated during 2009 later on it wasn’t deemed ascontinued process. However SDC realized the need & importance and has resumed itagain. During the reporting months the updating of various kinds of FOs’ data isprogressing gradually.

1.7- Preparation of Comments on various reports andCompliance Status

During the reporting quarter SDC was actively involved in preparing feedback/commentsfor various M&E reports (FO Performance Evaluation etc.). In addition it also continuedto prepare compliance status of various meetings (MRM, PSC, Follow up Meeting etc.)

1.8- Assist in Land Acquisition Matters of B1 Component

SDC is also involved in land acquisition matters of B1 Component. Initially focused onNC-01 contract and during reporting months mainly focus made on NC-02 contract. Oneof the Institutional Specialist (IS) of SDC had been given an additional assignment to lookafter the matters of land acquisition and provide support and assistance in resolution ofcommunity issues of land acquisition. The (IS) is actively pursuing the matters under theguidance of SDS with DPD, Director NCAWB, Manager Revenue and Consultants.

1.9- Coordination & Linkages

The members of Field Teams also worked on developing coordination and linkages ofFOs. In this regard during the month of May-June 2014, the staff held 10 such meetings ofFOs and most of them were concerned with the operational staff of AWB for resolution ofdifferent day to day issues pertaining to Abiana assessment & collection, record keeping,support staff, etc. Those coordination meetings proved very helpful in resolving the minorissues at local level and enhanced better working relationships between FOs andoperational staff of AWB.

1.10- Assessment of FO performance

During the month of June 2014, the SDC field teams of NCAWB arranged meetings ofFOs and fully coordinated with M&E consultants for meetings with FOs for their surveyregarding second quarterly FO performance report. The M&E consultant visited the

following FOs of NCAWB with the coordination and support of the social teams of SDCSIDA.

1.11- Conflict Resolution

Complaint lodged by Mr. Darhoon Khaskheli & others (all Khatedars of FO MariWasayo) about water shortage and illegal water lift by head water users. This complaintwas received by LBC-AWB through email from Social Development Specialist-SIDA onMay 30, 2014.

The relevant Assistant Manager-SM of the LBCAWB was engaged in handling thecomplaint. He visited the particular Minor on 03-06-2014 along with complainant andsubmitted detailed report on his findings on 05-06-2014. The report was submitted to theLBCAWB Board and it was decided that board members along with concerned officialswill visit the minor.

1.12- Efforts taken by Field team for Mobilizing FOs forAudit, Business Plan & O&M Plans

In the month of June 2014 Field Team Umerkot at Mirpurkhas had intensified their effortsfor mobilizing the FOs for conducting their Financial Audits In this regard generally allthe FOs and particularly CBCs were stressed to have their audits from recognized firm.The exercise for preparing the Business plans was also undertaken with FO Kunri and FOBhan. Besides, more FOs’ namely Kandiaro and Hingorno minor were also briefed onpreparing their Channel O&M Plan.

1.13- Women Group meetings at Sanghar

The field team Sanghar carried out efforts and arranged three women group meetings atFO Heran minor and FO Rind Minor on 26 June 2014. The Social DevelopmentSpecialist, SIDA conducted those visits and meetings in order to support the SM staff ofNCAWB in enhancing better coordination and communication among women watergroups within FOs. In this regard both women and men SM staff actively participated theabove visits and meetings with the Representatives of FO Heran and FO Rind Minor.

The SDS, SIDA, highlighted the role of women in irrigation reforms and FOs in detail.The main purpose of the meeting was to activate the landholder/khatidar women and bringthem in the mainstream of the system as they could play their due role in the FOs bodyand to participate in FOs’ activities/meetings as an active member. The issues andinterests of various segments of women such as; shareholders and landless peasants andfarmers were discussed with them. In the end of the meeting women identified anddiscussed the major problems. They said that we are striving to bring change in their areaand work for the sustainable development. They shared their concerns on the non-availability of following and strongly advocated for providing them support for theestablishment of school for their children, promoting their handmade embroidery workand facilitating them in building their capacities and linkages development. Further theyalso suggested as follows:

Regular visits/meetings may be held with women groups Identify training and other capacity building opportunities for activating their

role and empower them to contribute towards their development Develop strategy to organize women groups as an organization Develop linkages with donors for financial/economical support Develop strategy for the sustainability of the groups in long term

The women members showed their great interest and insisted for continuing andincreasing the frequency of such informative sessions for them in future too. The detailedreports of women group meetings were also submitted by women staff of NCAWB.

1.14- Meeting with FO Doso Distry regardingIdentification of Women Farmers/landholders

SM team, SIDA based at Umerkot visited FO Dosso Distry on 26th of June 2014 for theidentification of Women Farmers. At FO Doso Distry Mr. Dil Murad Mari (Chairman FODoso Distry) coordinated the field team Umerkot. The main purpose of the meeting was toactivate the landholder/khatidar women and bring them in the mainstream of the system asthey could play their due role in the FOs body and to participate in FOs’activities/meetings as an active member. In this regard 36 Women Farmers wereidentified. The Chairman of FO further asserted that his daughter was a landholder & Shewas educated to LLB. She was an active women farmer & and found willing to supportwomen group formation at FO Doso Distry. It was decided that with the coordination ofwomen SM staff of NCAWB the constitution of women landholders/farmers group will beundertaken in due course.

1.15- Sub Divisional level meetings with FOs

Sub Divisional level meetings with FOs were held on 12-06-2014 in Golarchi for the FOsof Golarchi, Dubi and Badin Sub Divisions. Meeting was attended by Members of AreaWater Board, GM (FACR) LBC-AWB, Manager Revenue-SIDA and representatives of(17) FOs. The main agenda of the meeting was Abiana Assessment & Collection, watershortage and water tempering, Re-Elections and FO formation. Detailed report is availableon LBCAWB website www.lbcawb.org.

1.17- Meeting of PCMU at SIDA Secretariat, Hyderabad

The Meeting of PCMU was held on 13th of June 2014 at SIDA Secretariat Hyderabad. Inthis meeting from PCMU Mr.Yellie, Mr.Nazar Mahar & Mr.Nazir Maghal participated.From SIDA Mr. Zahid Junejo, Mr. Nazir Essani, Mr. Jamal Manghan & Mrs. FarzanaAbbassi participated. The social staff of SDC also attended the meeting. Besides thisDirector NCAWB & its social team also attended this meeting. Following main decisionswere taken in the meeting.

Complaints should be highlighted at website so that everyone can see it easily. Computerized list of abiana assessment and collection should be prepared. To arrange the Farmers Convention at each AWB, if possible a joint convention

can be arranged at Hyderabad. Computerized record of share list and karia register at NCAWB. Digitalized Land Revenue record should be prepared.

Under Dutch Trust Program four SIDA officials attended five days above training from2nd June to 6th June 2014 was attended by following officials.

1.19- Hands on Support

During the month of June 2014, Field Team Choondko assisted FOs Naoabad , Kamrao ,Mumtaz , Luck Turko, Mumtaz , Kiriri, Taj , Faiz , Santrao and Pir Bux minors fortechnical record, letters to SIDA & AWB and printing of FO letter heads and FO stamps.In the month of June 2014 field team umerkot visited CBCs channels to provide hand onsupport regarding the record of CBC Works which were successfully completed by the FOfarmers. These works were heavily damaged due to heavy rains and floods but with ourefforts they were completed and in their completion ceremony they were appreciated bythe SIDA officials. The field teams are taking efforts for audit reports and business plansof FOs.

1.20-Project Impact

The overall project objects are improving efficiency of infrastructure of irrigation systemand strengthening institutions which are working under reforms and reduced watershortage at level of various channels and make efficient.

For the promotion of success of institutional reforms major stake holders are workingcollectively. One of the major stake holders being a water user, FOs are activelyparticipating in rehabilitation works such as conducting consultative meetings, attendingorientation workshops, participating in walk through surveys to acquire the initial data ofthe channels, the encroachments. Identification of several community infrastructures likeFO offices, Buffalo wallows, Washing Ghats, Foot Bridges, Village road Bridges etc. andalso keep check on the quality and quantities of ongoing rehabilitation works throughparticipatory irrigation management as signing and verify the Interim PaymentCertificate along with AWB officials, Consultants and SIDA officials.

1.21-Field IssuesThe vehicles and bikes available in field were procured under SOFWM Project during2005 and the condition is so worst. New vehicles should be provided in field.

Field team Choondko faces lot of problems which are given as under.

The condition of Potohar jeeps is worst & need major repair work of engine. FO members of Pir Bux Minor don’t cooperate and response in FO re-election.

While FO re-election committee is formed in February 2013. The reason of non-cooperation and no response is replacement of Pump and Motor, which were givenin rehabilitation works under WSIP-1. During warranty period pump and motorbecame out of order and FO wrote letters to SIDA and consultant for replacementbut not replaced and repaired.

FO re-election process was started on Kamrao minor on March 2014 but due tocommunity conflict and lack of interest of peoples and it is impossible at this time.

Due to load shedding of electric power and water crises remain in channels and FOmembers don’t cooperate.

No any technical record provided AWB to FO. Many FOs chairmen don’t want to leave their position and want to remain FO

chairman for third tenure. While there is no provision in Sindh Water ManagementOrdinance -2002 (SWMO-2002) for consequent third tenure.

1.22-Office Issue

No any Office Boy and Office Assistant available in field offices. There are also old computers and printers No internet facility in field offices.

1.23-Conclusion

During the reporting period, the field teams of social mobilization mostly focused on toachieve the assigned targets of re-election of farmer’s organization for this purpose metwith the representatives of farmers organization. They assist and facilitated to the FOs interm of their internal & external conflict and Abiana assessment & collection. Apart ofthis social mobilization teams had also taken the efforts to conduct GB & BoM meetingsto activate the FOs. The social team is giving their full inputs to achieve their targets ofsocial Mobilization by focused on FO Audit and Preparation of Channel O&M Plans.
