Leadership transition underway at CalARVC

AUBURN,CALI. - A transition in leadership is now underway at the California Association of RV Parks and Campgrounds (CalARVC) and Camp-California! Marketing, its for-profit marketing subsidiary.

Debbie Sipe plans to resign from her positions as executive director of CalARVC and CEO of Camp-California! Marketing next July.

Dyana Kelley, a life-long RV enthusiast, backpacker and former REI outdoor travel guide, will assume Sipe’s duties. Kelley, who joined CalARVC June 1 to manage

the association’s marketing, was selected to replace Sipe after a nationwide executive search.

Sipe has already begun training Kelley for her new leadership positions at CalARVC as well as Camp-California! Marketing, which manages Camp-California.com, the association’s travel planning website and its award winning Camp-California! campground directory.

“CalARVC and Camp-California! Marketing will be in good hands with Dyana,” said CalARVC President Randy Hendrickson, who noted that

Kelley has a natural passion for the camping and RV industries.

Kelley literally took her first RV trip as a newborn baby. Her father, an avid RVer and fisherman, packed her into a banana box and took her and her mother on a trip to

Crowley Lake for the opening week of trout fishing season. Kelley would not only grow up camping with her family at Crowley Lake every year, but she would continue RVing and camping on her own as an adult.

This set the stage for Kelley’s lifetime of passion in the outdoor recreation industry. Kelley has traveled by RV to the 48 contiguous states (Alaska is on her bucket list), visited 26 national parks, and hiked many of California’s most beautiful trails, including portions of the John Muir and Pacific Crest Trail. Professionally, she has worked as an outdoor recreation guide for REI, leading courses in backpacking, hiking, kayaking, paddleboard,

and yoga. She has also run multiple businesses in the fitness industry and had a lengthy career in commercial insurance.

“To say that I am elated is an understatement,” Kelley said. “This opportunity is a culmination of my life’s work and passion and I am looking forward to bringing an even greater awareness of the many privately owned RV parks and campgrounds as well as the outdoor recreation industry as a whole.”

Sipe, for her part, is ready to spend more time RVing herself. She and her husband,

Michael, have always planned to retire early so that they could spend more time RVing and camping with their friends. Sipe also wants to spend more time with her parents, Tug and Judy Miller, who helped run CalARVC from its inception, back in

the days when it was known as the California Travel Parks Association (CTPA).

The Millers built the Auburn KOA, which they opened in 1974 and continued to operate until they sold it in 1984. Sipe grew up working at the campground and

started working for CTPA in 1981, during her first year at California State University, Sacramento, where she earned a bachelor of arts degree in English.

Sipe initially managed CTPA’s Camper Club, which included a subscription to a monthly magazine, the annual printed campground directory and campground discounts. She managed CTPA’s Camper Club at the same time she worked as office manager for the Auburn KOA.

Sipe was promoted to executive director of CTPA in 2004, which became CalARVC in 2006. Camp-California! Marketing was formed in 2002 and Sipe became its CEO at the same time.

While Sipe is resigning from her leadership positions at CalARVC and Camp-California! Marketing, she plans to continue to be involved with the association.

“I will be submitting a proposal to the CalARVC Board of Directors to manage the government affairs portion of the job,” Sipe said, adding that both she and Kelley plan to attend ARVC’s Outdoor Hospitality Convention & Expo in Oklahoma City next week.

Will someone please explain it to me….by Art Lieberman

FOR years, I’ve been giving seminars at campground trade shows, writing columns, working with associations and writing for their monthly bulletins, and, of course, speaking to thousands of campgrounds explaining that we can save them money on credit card processing.

It is the truth; every campground that signs up with us DOES save money. Why else would they switch to us? BUT, some of their savings have nothing to do with our rates, or our fees, or anything that has to do with MCPS for Campgrounds. It has to do with the way they do business. They could save hundreds or even thousands

of dollars a year, if they’d only change the way they work with credit cards.

I have explained this many times in this publication, at webinars, seminars and even at the Virtual Hospitality Expo that we produced several years ago. However, we constantly find that when prospective customers send us their statements to see how much savings we can offer them, a large percentage of that savings is due to the fact that they are not doing the simplest of things that could have saved THEMSELVES the money. They didn’t need us to save some of it. We’ll take the credit for informing them, of course, but they wasted

lots of money by not thinking clearly.

Here’s the prime example. When you call to make a hotel reservation, the 3rd question the operator will ask is, “what credit card do you want to

use? This follows, “what is your name and when are you coming and leaving? The transaction is done then, BUT as an “Authorization Only”. When you arrive to check in, the clerk asks for your

credit card and rings it up as a “Ticket Only”, verifying the card. On credit card machines they appear as “AUTH” and “TXT”. Whenever you check out the final amount is added up and you sign the receipt as a swiped transaction with a signature (or now as PIN transaction). Authorized swiped transactions can be as much as 1% cheaper than one taken over the phone or on a computer.

Here’s another quick hint. Most processors will charge you for PCI compliance. The charge is usually under $10 a month. But forget to fill out the form and there will be as much as a $35 charge for non-compliance.

Some processors will charge you monthly minimums. This is especially nasty for those campgrounds that are seasonal. Others will add to the damage by adding the monthly statement fee, or PCI compliance (or non-compliance fee) while

YOU ARE CLOSED.

How do we know this? Because we get statements from campgrounds where they are disproportionally non-swiped versus swiped and because there are a bunch of nonsense fees adding up to $40-50 a month. We have saved campgrounds hundreds of dollars a month on fees they could have avoided WITHOUT us.

FAQ pages make senseby Peter Pelland

THERE is typically a formula behind the content of most campground websites, with the navigation pointing visitors to the essential information that differentiates any one park from its competitors, including a link to a reservations page where the site’s “call to action” may be finalized. The content will likely include a list of amenities, a listing of accommodations and their accompanying rates, a site map that allows potential guests to visualize the entire park at a glance (perhaps linking to individual photos or videos), a comprehensive listing of area attractions, travel directions (usually built around an interactive map), a calendar of events, an outline of rules and policies, and perhaps one or more photo galleries. Often overlooked is a page of FAQs – the acronym for Frequently Asked Questions.

Although there may be

some overlap with a park’s rules, as well as reservation and cancellation policies, a list of frequently asked questions – and, of course, the answers to those questions – can be very useful in helping guests to plan their stays prior to

their arrivals. The objective is to minimize the likelihood of misunderstandings and

surprises that can set a negative tone for a guest’s entire stay. Another big advantage of an FAQ page is its ability to streamline the workflow in your office, particularly when it comes to needlessly answering

repetitive questions on the telephone. If you are being asked the same questions day

after day, it is an indication that those questions are not being answered on your website or that the answers are buried away in a location that is not easily found. Let an FAQ page come to the rescue!

Most typically, an FAQ page presents a list of brief questions in a conversational format. When users click on a question, it either expands into content that discloses the answer, or it links to a list of answers at the bottom of the page. Although those recurring telephone questions will certainly be included, here are some specific topics to consider adding to your FAQ list:

• Pet Policies and Restrictions: Let your guests know in advance if you limit the number of pets they may bring, restrict certain breeds of dogs, or charge a fee to bring their pets.

• Check-In and Check-Out Times: Let your guests know your specific arrival and departure times, as well as any early check-in or late check-out fees, if applicable.

• Hours of Operation: These would include hours of operation for your office and store, laundry, game room, any food services that you may offer, honey wagon service, and propane fills. You should also outline the hours of operation for recreational amenities, particularly swimming areas. A guest who has been on the road all day and can’t wait for a dip in your pool needs to know in

advance that it closes at 7:00 PM.

• Add-On Fees: Particularly at a time when many parks try to offer all-inclusive recreational amenities, let your guests know if there are fees to use any of those amenities. They should also be informed in advance if there are fees for things like parking an additional vehicle, a gate card deposit, or use of restroom showers.

• Fishing: If your park offers opportunities for fishing, let your guests know whether or not a license or fee is required. Also be sure to let them know if they may keep any fish caught or if your fishing is catch-and-release.

• Rental Accommodation Details: Let your guests know what is included – and what is not included. Do they need to bring their own towels and bed linens, or do you offer

linen service, and if so, is there an additional fee?

• Usage Restrictions: Amusement parks typically have signs indicating that “you must be this tall to use

this ride”, and you need to let your guests know if any of your recreational amenities are restricted to guests over a certain age, height, or other limitation.

• Group Rates: If your park has a safari field, picnic grove, or otherwise offers facilities

that appeal to groups, promote that fact.

• WiFi: Is your WiFi free or fee-based, what are the usage limitations, and is a password required?

• Tobacco, Alcohol, and Marijuana Use Policies: Yes, the latter is increasingly important as more states (and the entire country of Canada) have now begun the legalization of recreational marijuana. Make your policies clear and enforceable.

• Forms of Payment: List the credit cards that you accept, along with outlining your policy on the use of anything other than cash for payment.

• Cancellations and Refunds: At the risk of repeating yourself, list these policies again and make them crystal-clear.

In addition to adding an FAQ page to your website, it is highly advisable to direct guests to this page and encourage that it be read in its entirety. When a guest makes a reservation request, the form is likely redirecting to a page that confirms submission. Rather than simply saying “thank you”, add a link to your FAQ page, suggesting that visiting the page will help to ensure the most enjoyable stay possible.

New mini golf kit alternative to concrete-built courses are a must for campgrounds

TRAVERSE CITY, MICHIGAN - Adventure Golf Services (AGS) is introducing “Modular Advantage™ Mini Golf” – a new modular 9- or 18-hole miniature golf course that looks and feels like concrete but isn’t, and offers the

This RV park on the beach will be one of the largest and most amenity-filled in Mississippi

This 23-acres piece of land on U.S. 90 just west of the old Broadwater in Biloxi, shown on Tuesday, Oct. 30, 2018, is being cleared to develop an upscale RV park. Majestic RV Resorts already owns one park on Pass Road in Biloxi.

BILOXI, MISS. - One Majestic RV park is tucked amid the oak trees on Pass Road and another is coming to the beachfront in Biloxi.

“It probably will be the largest one on the Coast and have more amenities,” Sam Ford said of the new RV park. An agent with Coldwell Banker Commercial Alfonso Realty in Gulfport, Ford represented Trustmark Bank in the $2.95 million sale.

Marques Thomas represented the buyer, Majestic RV Resorts. The company also has upscale RV parks in Savannah, Georgia, and Naples, Florida.

“This 22.8 acre lot was one of the highest priced listings in our state and is situated on prime beachfront property,” Ford said. It is one block east of the Mississippi Coast Coliseum and just west of the former Broadwater Hotel property, near Brady Drive.

WHAT’S COMING“They have the right zoning,”

Ford said, and site preparation already has begun.

The owners love the trees, he said, and like Majestic Oaks RV Park on Pass Road at Veterans Avenue, the new RV park will have trees

and landscaping.Before Hurricane Katrina,

the property had homes on it and a proposed project called “Pelican,” he said. “When the storm hit the deal went away,” he said.

The property actually is four parcels assembled into one large piece of land. Due to the size of the property, he said, the land was for sale for several years.

Given its proximity to the Coast Coliseum and Biloxi casinos, Ford said he expects the RV park to complement Biloxi’s tourism options and create many new jobs.

CONVENTION HOTEL STILL EYED

Meanwhile, Matt McDonnell, executive director of the Coast Coliseum and Convention Center, said he continues to work to find a developer to build a convention center hotel.

After a deal with a hotel group out of Atlanta fell through, McDonnell said he is working with a group out of New Orleans and Dallas, who brought a representative from Marriott hotels to tour the facility.

“They have done a market study,” he said. That study determined there is a need for the hotel, he said, and will be used to decide how many rooms to build.

An on-site convention center hotel will boost convention business, he said.

“We hoping to have a proposal at some point - possibly by the end of the year - from this group,” McDonnell said.

Montana's outdoor economy provides ‘big boost’

MONTANA - Montana’s outdoor economy has been booming in the last few years and hunters and anglers are a big contributor to that growth

Visit any small Montana town in the fall and you will see an influx of camouflage. The hunters who come from both within and outside of the

state are a major contributor to these towns local economy.

“[In} Montana $7.1 billion in consumer spending comes from the outdoor recreation economy, but not only is it the money brought in, but its jobs. And in Montana, 71,000 jobs are contributed to outdoor recreation. That’s 10% of the jobs in Montana [that] all circle back to outdoor recreation,” Montana Office of Outdoor Recreation Director Rachel VandeVoort.

Montana’s outdoor economy takes in everything from winter sports to springtime hikes to summer outings; camping and off-roading.

“Outdoor recreation is our way of life. I think it is 80% of Montanans think that outdoor recreation is an important part of their lives and over 90% feel that outdoor recreation is a huge contributor to our economy,” VandeVoort said.

The outdoor economy provides additional good paying jobs and tax revenue for communities and towns across Montana.

“Really, outdoor recreation is a just this diversification tool within those communities. And this is not just to attract non-residents as visitors.

Wisconsin campground continues to exceed expectations

MARSHALL, WIS. - About a year ago, Marshall’s Whistle Stop Campground was a pile of dirt.

Under the direction of Bud Styer & Associates, LLC, the campground opened in May and just completed its first season. The campground took in $237,590.97 in revenue this season which exceeded the village officials’ projected revenue of $149,000. Village Administrator Adam Ruechel said that the current year’s expenses were $229,000.

“There is a slight profit being made in year one, but we won’t have a finalized number until the audit is conducted in January,” he said.

In just a year, the campground featured a train transporting campers to the adjacent Little Amerricka Amusement Park, a swimming pond with a beach and water

toys, horseshoes, cabins, Wi-Fi hotspot, a dunk tank, basketball and volleyball courts, a playground and recreational vehicle camping. The campground also had a wrist band program to include bikes and pedal carts, spaceball and a jumping pillow.

“We just shot it out of the park,” Ruechel said. “From a revenue standpoint, we saw a 160 percent increase over the budgeted figures.”

Revenues from campground site rentals were $158,829.18, clothing sales at $3,022.44,

campground concession sales at $17,540.22, campground miscellaneous revenue at $49,099.27 and campground store inventory sales at $9,099.86. Seven high school students were hired for the summer.

The campground was at or near capacity right after the Fourth of July until the end of the year on weekends, Ruechel said. Only a couple of weekends were not full, he said.

Planning the campground has been in the works for

just over three years. First, Bob LaDow of Community Pride Development presented the campground idea to the Marshall Planning Commission Sept. 22, 2015. The plan included a hotel and convention center. However, the campground stayed vacant even though it was scheduled to open in 2016 and 2017.

On Oct 10, 2017, Ruechel announced the village acquired ownership of the property and that the village staff and the board would complete the development of the property as a functional campground facility.

When the village regained ownership of the campground in October 2017, initial borrowing was done of $590,000 to assist in the initial phase of trying to open for May, Ruechel said. “With the creation of TID (Tax Incremental District) No. 2, the village then proceeded to borrow a total of $1 million to assist in the finalization of completing the campground which included the completion of the parking lot and roads, additional bathroom facility and final landscaping needed to complete the project,” he said.

The village has borrowed a total of roughly $1.6 million which is a combination of $590,000 of general obligation debt and $1 million of debt which will be paid back out of TID No. 2, Ruechel said.

They then contracted with Bud Styer & Associates to operate the campground with

“What is nice is that we are in the business of creating memories,” Styer said. “It is everything about having fun, relaxing and no drama.”

Because of the slow

development of the campground and the money involved, one of the first goals was to get the community buy-in and support.

“I am like, ‘Guys, guys, be patient. I have been doing this for 40 years.’ This is what we do,” Styer said. “We know what people want. We gave them what they want and

exceeded the expectations. We proved the model worked.”

What went well, improvements for next year

People from all over stayed at the campground, Styer said.

While some people came from California, Canada, New

York and Alaska, Styer said most of the campers were within a 100-mile radius. He said that one of the strengths is the campground being in close proximity to the interstate. “There is good signage there,” he said. “People who have been here are planning on coming back and are telling friends.”

“We had a great season,” he said.

He said that the Whistle Stop Campground was the only new campground in Wisconsin and people wanted to try it. When his other campgrounds were full, they were encouraged to try this new campground.

Colorado RV park asks town board for year-round status

MANCOS, COLORADO - The Mancos Town Board on Wednesday heard a request by Riverwood RV Park to remain open year-round. Board members , citing existing municipal code and the need for a public hearing.

The developers’ agreement with the town specifies that the park may operate May through October, but RV park representatives Dugan McDonald and John Harris

said customers are asking for an extended season.

Mancos’ municipal code limits customers at RV parks to stays of no more than 14 consecutive days and 21 days per month. Trustee Cindy Simpson said limits on the length of customers’ stays and the park’s season were intended to keep the campsites from becoming long-term residences. Town staff and trustees conceded

that code enforcement has been lax.

Mayor Ellen “Queenie” Barz and Town Administrator Heather Alvarez said a change in the park’s six-month season should be preceded by a public meeting and public comment.

After considerable discussion, the board took no action, meaning that the park will close at the end of October.

ALSO ON WEDNESDAY:Administrator Alvarez asked

the board for permission to apply for a $25,000 grant from the Department of Local Affairs to continue the planning process for the Paths to Mesa Verde trail, which would connect Mancos to Mesa Verde National Park and Cortez. The planning process has been underway for about four years, and Trustee Ed Hallam expressed concern about the cost of the process and the source of funding for the would-be trail. Alvarez encouraged the board to stay the course with the project.

The board canceled its Nov. 28 meeting and passed a resolution in support of Proposition 110, which would authorize a .62 cent sales tax increase to fund state, local and alternative transportation projects. The proposal is on the statewide Nov. 6 ballot.

State Parks bulldozed archaeological sites for cabins

Archaeologist Will Russell

ARIZONA - Arizona State Parks & Trails has dug up and bulldozed Native American and other archaeological sites without preserving artifacts in a rush to build visitor attractions and make money, a state archaeologist claims.

In one case, Parks unearthed ancient stone tools and caused "irreversible" damage to a site dating back 12,000 years, according to agency memos.

The archaeologist, Will Russell, told The Arizona Republic he repeatedly cautioned Parks officials that the work could violate the law and destroy artifacts, but he was overruled and even threatened by top agency

managers, including Parks Director Sue Black.

"There are dozens of archaeological sites that have been wrecked" because Parks officials didn't want to delay development plans, Russell told The Republic. Russell left his job with Parks on Oct. 15 and now works for another state agency.

A high-ranking administrator in Gov. Doug Ducey's administration appeared to share Russell's concerns in a July 25 email obtained by The Republic.

Interim Parks Deputy Director Bret Parke wrote about cultural resources "being impacted by development projects," according to the

email. Parke warned the agency in bold letters to not proceed "with any land disturbance without getting clearance" from Russell.

Copied on Parke's email were Black, a Department of Administration executive and Russell.

Russell said agency planners ignored that warning, and in mid-September Parke was moved from Parks to the Department of Environmental Quality, where he had previously worked.

Megan Rose, spokeswoman for the Arizona Department of Administration, said ADOA is "actively reviewing the allegations brought forth by Dr. Russell," and could not comment further.

Multiple attempts to reach Parke were unsuccessful. A spokeswoman for DEQ declined to let Parke comment.

Black, subject of three separate state investigations for mistreating employees, declined repeated requests for comment.

Russell said he took his concerns directly to Parke, the interim deputy director, who also was a lawyer at ADOA and has close ties to Gov. Doug Ducey and officials in the Governor's Office. Russell called it curious that ADOA was only now investigating his claims - after officials became aware that he had talked to The Republic.

Sun Communities takes steps toward rebuilding Florida parks

ISLAMORADA, FL. - Two Plantation Key trailer parks heavily damaged by Hurricane Irma have filed for one of the first steps in rebuilding the properties near mile marker 87.4, bayside.

The San Pedro Mobile Home Park and Sea Breeze Mobile Home Park are owned by Sun Communities, a Michigan-based operator of RV and manufactured home properties nationwide.

Islamorada’s Planning and Development Services Department has announced an intent to issue approval of site plans for both parks, which total a combined 150 units.

If “the applicant or adjacent property owner” does not file a request before Nov. 12 for a public hearing on the site plans, Islamorada planners will sign off and proceed to the parks’ next level of review.

The site plan essentially lays out where the units will be placed. As proposed, the Sea Breeze park would hold 66 transient units and 35 non-transient units. San Pedro would have 13 non-transient units and 25 transient units.

The next phase, Planning Director Ty Harris said, would be the proposed development plan.

“That is a lot more in-depth and goes into a higher level of detail,” Harris said, noting requirements for issues that include engineering, paving and utilities.

Sun Communities also has acquired a property that previously separated the two parks and plans to eventually combine all three parcels. No information on the center parcel was available at press time earlier this week.

The new property “will be

integrated into the overall community,” James Hoekstra, Sun Communities senior vice president, said in July.

The company plans to install some elevated manufactured homes, but other sites will be limited by Islamorada rules to RV-type trailers that can be moved in the approach of a storm.

Some tenants who owned their trailers while renting at San Pedro and Sea Breeze objected to the company’s policies and actions after Hurricane Irma. Monroe County online court records do not indicate whether any lawsuits were filed.

Sun Communities executives said they plan to “offer new homes for returning residents” at below cost. Some of those former residents have expressed concern about whether they will be able to afford the new units and lot rent.

Company executives were aiming to reopen in early 2019, but with the planning process still underway and construction not started, that timeline appears highly uncertain.
