NEW DELHI, Sept 20: Prime Minister Narendra Modi today said he would be receiving family members of Subhash Chandra Bose next month but avoided any reference to declassi- fication of secret files related to him which is being demanded by various sections after West Bengal Government did so. In his 12th edition of month- ly radio programme 'Mann Ki Baat', Modi spoke about a num- ber of issues, including those he had highlighted during the pre- vious episodes like giving up of LPG subsidy, Swacch Bharat campaign, promotion of khadi besides pushing for greater voter participation and paying tributes to soldiers on the 50th anniver- sary of 1965 India-Pak war. During the 30-minute pro- gramme, he recalled that in May he had met some family mem- bers of Subhash Chandra Bose during a visit to Kolkata. "I got an opportunity to spend some time with them. That day it was decided that the extended family of Subhash babu will visit the Prime Minister's residence.... Last week, I got confirmation that over 50 members of Subhash babu are coming to visit the Prime Minister's residence," Modi said. "Over 50 members of Subhash babu's family, from various coun- tries, will be coming...I am happy to welcome them," he said. Describing it as a momentous occasion for him, Modi said the family members of Netaji, perhaps for the first time, would be togeth- er visiting the Prime Minister's res- idence. "But the bigger happiness is for me as nobody in the Prime Minister's residence would have got such a chance earlier as I will be getting in October." While making the reference to Bose, the Prime Minister made no mention of the issue of declassification of secret files related to the freedom fighter. After West Bengal Govern- ment declassified 64 such files a few days back, Chief Minister Mamata Banerjee and some others have demanded that the Central Government also should declassi- fy the files that are with the PMO and Home Ministry. In the programme, sugges- tions and questions from various callers, including that by a child, were also aired. To a suggestion on greater enrolment of youth as voters, the Prime Minister emphasised that it was essential for everybody to register as voters. He also pitched for raising the voting percentage by exhorting more and more peo- ple to exercise their franchise. He patted the Election Commission for making efforts to create awareness among the voters about their rights. "Earlier, the Election Commission used to be just a reg- ulator. But over the last few years, the Election Commission has been instrumental in bringing about a change in the mindset of voters. It is now not only a regulator but also a facilitator," he said. At the same time, Modi said that the task of creating aware- ness should not be left to the Election Commission only but others should also contribute. He also mentioned his slogan, "pehle matdaan, phir jalpaan (first vote, then eat)." He also hailed radio, saying it is a great medium for communica- tion which he had been using over the last one year to reach out to people through 'Mann Ki Baat' (straight from the heart), which he said had become 'Aap Ki Baat (your talk)'. In this context, he mentioned that the great freedom fighter Subhash Chandra Bose had set up radio in Germany and he would communicate through it in various languages. Talking about the upcoming Gandhi Jayanti, Modi again exhorted people to buy at least one Khadi clothing and a hand- loom product as a tribute to Mahatma Gandhi and to encour- age the industry. The Prime Minister, who had started the 'Mann Ki Baat' pro- gramme on Gandhi Jayanti last year, recalled that he had made the same appeal at that time and it had resulted in doubling of sales of khadi products in one year. The child, who did not give out his name, told Modi that since he had initiated the 'Swacch Bharat' campaign, there should be dustbins in every lane of the country. Agreeing with this, the Prime Minister said cleanliness should be made a habit and pro- visions made for cleanliness. Expressing happiness that cleanliness is being discussed from Parliament to the streets, he said the campaign will have to be carried forward "despite its weak- nesses" so that the dream of Mahatma Gandhi to see India a clean country is realised by 2019, the 150th birth anniversary of the Father of the Nation.(PTI) KATHMANDU, Sept 20: Nepal today adopted a his- toric Constitution after seven years of painstaking delibera- tions marking its transition into a fully secular and democratic republic from a Hindu monar- chy, amid violence by minority Madhesi groups over a seven province federal structure. "I announce the presented constitution of Nepal, passed by the Constituent Assembly and authenticated by the chairman of the Constituent Assembly, effec- tive from today, 20 September 2015, before the people of Nepal," President Ram Baran Yadav said as he unveiled the statute in Parliament. "I call for unity and coopera- tion of all at this historic moment," he said at the special ceremony at the Constituent Assembly (CA) hall in Naya Baneshwor amid sporadic vio- lence reported from southern areas bordering India where the minority Madhesi community is opposed to the idea of dividing the country into seven federal provinces. National flags soared high and firecrackers went off as thousands of Nepalese thronged the streets to mark the Himalayan nation's transforma- tion into a secular, federal democracy from a Hindu monar- chy. They also gathered in front of the Constituent Assembly hall in large numbers. There were processions at different places of Kathmandu to celebrate the occasion, with people decorating streets and lighting candles with excitement of their own Constitution - the first to be drafted by elected rep- resentatives - after a 67 year- long democratic struggle. The President added: "The Constitution is the common doc- ument of all of us to protect our freedom, independence, geo- graphic integrity, and sovereign- ty in people." With this the Interim Constitution has been annulled. President Yadav said the newly promulgated 'Constitution 2072' has institu- tionalised republicanism in the nation. He expressed hope that the Constitution would bring peace and stability in the coun- try and pave way for economic development and prosperity. "People have fought nearly for seven decade for democracy and lasting peace," he added. The new Constitution has given an opportunity to maintain unity in diversity in the nation and ensure rights of all, he added, while addressing the final meeting of the CA as the Assembly unanimously endorsed an acknowledgement motion, thanking the President for announcing commencement of the statute. It has been endorsed by 85 per cent of the 601 members of the CA and has the provision of a bicameral legislation. The Lower House or the House of Representatives will have 375 members and the Upper House has 60 members. The Constitution has 37 divi- sions, 304 articles and 7 annex- es. Prime Minister Narendra Moditoday said he would be receivingfamily members of SubhashChandra Bose next month butavoided any reference to declassi-fication of secret files related tohim which is being demanded byvarious sections after West BengalGovernment did so.

In his 12th edition of month-ly radio programme 'Mann KiBaat', Modi spoke about a num-ber of issues, including those hehad highlighted during the pre-vious episodes like giving up ofLPG subsidy, Swacch Bharatcampaign, promotion of khadibesides pushing for greater voterparticipation and paying tributesto soldiers on the 50th anniver-sary of 1965 India-Pak war.
