NEW DELHI, Sept 20:
Prime Minister Narendra Moditoday said he would be receivingfamily members of SubhashChandra Bose next month butavoided any reference to declassi-fication of secret files related tohim which is being demanded byvarious sections after West BengalGovernment did so.
In his 12th edition of month-ly radio programme 'Mann KiBaat', Modi spoke about a num-ber of issues, including those hehad highlighted during the pre-vious episodes like giving up ofLPG subsidy, Swacch Bharatcampaign, promotion of khadibesides pushing for greater voterparticipation and paying tributesto soldiers on the 50th anniver-sary of 1965 India-Pak war.
During the 30-minute pro-gramme, he recalled that in Mayhe had met some family mem-bers of Subhash Chandra Boseduring a visit to Kolkata.
"I got an opportunity to spendsome time with them. That day itwas decided that the extendedfamily of Subhash babu will visitthe Prime Minister's residence....Last week, I got confirmation thatover 50 members of Subhash babuare coming to visit the PrimeMinister's residence," Modi said.
"Over 50 members of Subhashbabu's family, from various coun-tries, will be coming...I am happyto welcome them," he said.
Describing it as a momentousoccasion for him, Modi said thefamily members of Netaji, perhapsfor the first time, would be togeth-er visiting the Prime Minister's res-idence. "But the bigger happiness
is for me as nobody in the PrimeMinister's residence would havegot such a chance earlier as I willbe getting in October."
While making the referenceto Bose, the Prime Ministermade no mention of the issue ofdeclassification of secret filesrelated to the freedom fighter.
After West Bengal Govern-ment declassified 64 such files afew days back, Chief MinisterMamata Banerjee and some othershave demanded that the CentralGovernment also should declassi-fy the files that are with the PMOand Home Ministry.
In the programme, sugges-tions and questions from variouscallers, including that by a child,were also aired.
To a suggestion on greaterenrolment of youth as voters, thePrime Minister emphasised that itwas essential for everybody toregister as voters. He also pitchedfor raising the voting percentageby exhorting more and more peo-ple to exercise their franchise.
He patted the ElectionCommission for making effortsto create awareness among thevoters about their rights.
"Earlier, the ElectionCommission used to be just a reg-ulator. But over the last few years,the Election Commission has beeninstrumental in bringing about achange in the mindset of voters. Itis now not only a regulator butalso a facilitator," he said.
At the same time, Modi saidthat the task of creating aware-ness should not be left to theElection Commission only butothers should also contribute.He also mentioned his slogan,
"pehle matdaan, phir jalpaan(first vote, then eat)."
He also hailed radio, saying itis a great medium for communica-tion which he had been using overthe last one year to reach out topeople through 'Mann Ki Baat'(straight from the heart), which hesaid had become 'Aap Ki Baat(your talk)'.
In this context, he mentionedthat the great freedom fighterSubhash Chandra Bose had setup radio in Germany and hewould communicate through itin various languages.
Talking about the upcomingGandhi Jayanti, Modi againexhorted people to buy at leastone Khadi clothing and a hand-loom product as a tribute toMahatma Gandhi and to encour-age the industry.
The Prime Minister, who hadstarted the 'Mann Ki Baat' pro-
gramme on Gandhi Jayanti lastyear, recalled that he had made thesame appeal at that time and it hadresulted in doubling of sales ofkhadi products in one year.
The child, who did not giveout his name, told Modi thatsince he had initiated the'Swacch Bharat' campaign, thereshould be dustbins in every laneof the country.
Agreeing with this, thePrime Minister said cleanlinessshould be made a habit and pro-visions made for cleanliness.
Expressing happiness thatcleanliness is being discussedfrom Parliament to the streets, hesaid the campaign will have to becarried forward "despite its weak-nesses" so that the dream ofMahatma Gandhi to see India aclean country is realised by 2019,the 150th birth anniversary of theFather of the Nation.(PTI)

Nepal today adopted a his-toric Constitution after sevenyears of painstaking delibera-tions marking its transition intoa fully secular and democraticrepublic from a Hindu monar-chy, amid violence by minorityMadhesi groups over a sevenprovince federal structure.
"I announce the presentedconstitution of Nepal, passed bythe Constituent Assembly andauthenticated by the chairman ofthe Constituent Assembly, effec-tive from today, 20 September2015, before the people ofNepal," President Ram BaranYadav said as he unveiled thestatute in Parliament.
"I call for unity and coopera-tion of all at this historicmoment," he said at the special
ceremony at the ConstituentAssembly (CA) hall in NayaBaneshwor amid sporadic vio-lence reported from southernareas bordering India where theminority Madhesi community isopposed to the idea of dividingthe country into seven federalprovinces.
National flags soared highand firecrackers went off asthousands of Nepalese throngedthe streets to mark theHimalayan nation's transforma-tion into a secular, federaldemocracy from a Hindu monar-chy. They also gathered in frontof the Constituent Assembly hallin large numbers.
There were processions atdifferent places of Kathmanduto celebrate the occasion, withpeople decorating streets andlighting candles with excitement
of their own Constitution - thefirst to be drafted by elected rep-resentatives - after a 67 year-long democratic struggle.
The President added: "TheConstitution is the common doc-ument of all of us to protect ourfreedom, independence, geo-graphic integrity, and sovereign-ty in people."
With this the InterimConstitution has been annulled.
President Yadav said thenewly promulgated'Constitution 2072' has institu-tionalised republicanism in thenation. He expressed hope thatthe Constitution would bringpeace and stability in the coun-try and pave way for economicdevelopment and prosperity.
"People have fought nearlyfor seven decade for democracyand lasting peace," he added.
The new Constitution hasgiven an opportunity to maintainunity in diversity in the nationand ensure rights of all, headded, while addressing thefinal meeting of the CA as theAssembly unanimouslyendorsed an acknowledgementmotion, thanking the Presidentfor announcing commencementof the statute.
It has been endorsed by 85per cent of the 601 members ofthe CA and has the provision ofa bicameral legislation. TheLower House or the House ofRepresentatives will have 375members and the Upper Househas 60 members.
The Constitution has 37 divi-sions, 304 articles and 7 annex-es. The seven provinces will befinalised by a high- level com-mission within a year.(PTI)
