1.0 Executive Summary
Momentum Community Economic Development Society (Momentum) supports community economic develoment through a focus on sustainable livlihood. Its programs are designed to enable its clients to achieve sustainable and meaningful employment. Current programs focus on business development, financial literacy and skills training. Consistent with its growth objectives, Momentum has identified the opportunity for Calgary-area skills training for a living wage and career track jobs in the fields of:
Energy Efficiency,
Green Energy, and Technology (ICT).
PlanAlberta was selected to work with Momentum to conduct this feasibility study with the primary objective of identifying suitable new jobs, employer partners and training partners to expand Momentum’s programming over the next 3 to 5 years. Through their twenty years of experience Momentum has developed the following criteria for successful
programs, which became central to the evaluation of options in this feasibility study:
Job placements must be in Calgary to meet client needs to work close to home.
There must be a meaningful career path for any job selected for the program.
Training partners and employment partners must be available in Calgary for any program
selected.
There must be a sufficient volume of work for the program to be sustainable over a period of years.
The feasibility study began with secondary research to identify a range of possible jobs in each of the three sectors of interest. Initial criteria in selecting the jobs included the existance of multiple potential employers in Calgary. This resulted in the identification of 16 potential Green Energy Jobs, 38 potential Energy Efficiency Jobs and 22 potential ICT jobs. With further consideration of Momentum’s criteria and the input from industry sources, these were narrowed down to five energy efficiency jobs, one green energy job and eight ICT jobs. These opportunities were further evaluated based on projected labour market demand from recognized
sources and further industry input, producing the following six opportunities with the highest potential, which were the focus of the final analysis. The six possible jobs identified were:

Home Energy Advisors and Solar Installers share a common educational linkage to the electrician trade.
As a result, SAIT could be an effective education partner for both career directions. Both jobs can be
done by a pre-apprentice at the entry level and in the case of Home Energy Advisor, additional training
is available in Calgary through VerdaTech Energy Management and Consulting Limited, which could also
be an employer partner. On the job training is required for Solar Panel Installers, which could be
provided by Skyfire Energy, the largest solar provider in western Canada, and another potential
employer partner.
Home Energy Advisor and Solar Installer share another commonality in that both are subject to political
direction changes. The current NDP government is very supportive energy efficiency and green energy,
which is currently positive for these opportunities. However, if there was a change of government there
could be a change in direction regarding energy efficiency and green energy initiatives, which poses a significant risk for these occupations, which industry consultations identified.
Career path opportunities for Home Energy Advisors include a start in residential followed by moving up
to commercial and then specialization in either mechanical or electrical aspects. There are also
supervisory opportunities for career growth. Career path opportunities for Solar Installers are
somewhat similar including a start in residential, advancement to commercial and the potential supervisory positions.
The ICT sector also has risk to be considered. Currently there is a strong interest in establishing Calgary
as a technology hub. However, this direction, while significant, is in the early stages and currently
industry participants estimate there are 50 startup technology companies in Calgary with a total
employment of between 5,000 and 10,000. If current efforts to grow this sector are as successful as hoped then there could be significant employment opportunities in the ICT sector in the near future.
The labour market projections from government sources show small growth for the job types selected in
ICT but the data used as a base for these projections is older and would not accurately reflect the
present day initiatives to expand this sector. The Canadian Information and Communication Technology
Council (ICTC) has projected that there will be a need for more than 10,000 ICT professionals in Calgary
by 2019, which is more consistent with the current emphasis on this sector in Calgary.
Industry sources speak to a glut of ICT professionals in the employment market who were previously
employed in oil and gas but go on to say that these individuals do not have the high tech skills for the
industry growth that is envisioned for Calgary’s future by organizations such as the Rainforest Initiative
and Innovate Calgary. As a result industry representatives believe that there is an opportunity in Calgary
for more entry level ICT professionals with more current skills and willingness to continuously upgrade their skills as technology continues to evolve.

There is also a need in Calgary for ongoing education that will support a higher skilled technology
industry, and new education players are entering this space resulting in multiple training partner possibilities for Momentum.
Momentums current training model, funded by the provincial government, employs a 26 week model.
Traditional education institutions including Bow Valley College and SAIT are focused on a 2 year diploma
program model, which may be too long for Momentum’s needs. There is a 26 week program being
developed through continuing education at Mount Royal University, which is expected to start in May
2018 and be a 6 month fast track program with a high tech focus, which could be a good fit . There will
be entry requirements to meet in terms of skills and abilities that have to be demonstrated through a short intake program prior to entry into the full program.
Innotech College, which has been in business for one year with a focus on bringing up-to-date
technology training to Calgary and Edmonton could be an option as a training partner. Innotech is a private collage and has the flexibility to work with Momentum to develop the training they require.
Other training opportunities identified are through Lynda.com and Develop Intelligence, which is a B.C.
based online training organization. Industry experts provided a caution regarding online training
providers for ICT suggesting that the online format may not be effective for Momentum’s target client base but could be a good possibility for upgrading, which will be important in career development.
ICT appears to offer multiple career path opportunities, which industry experts note would need to be
combined with additional training as well as work experience. Pathways from a Software Developer education include:
Starting in Testing and progressing to Software Development, Software Design and Project Management
Starting in Testing and progressing to Software Development, QA and QA Management Starting in QA and progressing to Software Development, Software Design and Project
Management
Starting in QA and progressing to Customer Support, Sales Support and Technology Sales
Starting in IT User Support and progressing to Software Development, Software Design, Project Management
The current focus on big data also points to an alternate route into the ICT sector through a focus on
data analytics. SAIT offers a 24 week Business Intelligence, Data Analysis and Reporting Certificate that
could support entry into the ICT field. While this has merit as an opportunity for Momentum, it appears there is a higher volume of potential employment available through the Software Developer entry point.
The emergence of the Smart Grid was also identified as a future opportunity that could produce meaningful employment in Calgary, but is at too early a stage to be a focus at this time.

Conclusions emerging from this work are:
1. We believe there is too much risk of potential political shifts to build programming around
Home Energy Efficiency Advisor or Solar Panel Installer at this time. These positions, along with
Smart Grid related positions could be significant opportunities in the future. In preparation for
these opportunities, as well as existing traditional opportunities, Momentum could consider a pre-apprenticeship program in the electrician trade and an opportunity for future growth.
2. The ICT sector also has risk as Calgary is at the early stages of its Tech Hub strategy however,
industry experts indicate an opportunity at the entry level and ICTC has stated more than 10,000
jobs will be required in Calgary in this sector by 2019. As a result, the four jobs identified in this sector, which are Software Developer (NOC 2174), Database Analysts and Data Administrators
(NOC 2172), Computer Programmers and Interactive Media Developers (NOC 2174), and Data
Analysts and Data Administrators (NOC 2172) have current and future potential and can be
accessed from a common educational start in software development.
3. Multiple options have been identified for Software Developer education and Momentum will
need to consider the pros and cons presented for each in selecting a partner.
4. Quiklogic has emerged as a potential employment partner in emerging high tech sector and
other employment partners will need to be sourced, either in high tech or traditional industries such as banks and oil and gas companies.
Recommendations are:
1. There appears to be a meaningful opportunity and enough data to support a funding application
for a new Momentum Software Developer program therefore we recommend going forward
with this opportunity to the funding application stage.
2. We recommend continuing to monitor opportunities in green energy, energy efficiency and Smart Grid and consider these as possibilities for future growth within 3 to 5 years. Momentum
may wish to consider a pre-apprenticeship program in the electrician trade as an opportunity for
clients to move into these jobs as well as traditional jobs that exist for electricians.
3. Dirtt Environmental Solutions emerged from the research as a potential community partner for
Momentum and it is recommended that Momentum pursue this relationship and consider
opportunities to expand its current Construction Training Program through a relationship with Dirtt.

2.0 Background and Objectives
2.1 Background
Momentum has identified the opportunity for Calgary-area skills training for a living wage, and career track jobs, in the fields of Technolgy, Energy Efficiency and Green Energy. The goal is to meet the needs of people living on lower incomes, who may have barriers to employment, such as English as an additional language, or limited formal education. Technology, Energy Effiency and Green Energy are growing fields as indicated below: 1. Energy Efficiency In October 2016 the Government of Alberta announced the establishment of Energy Efficiency Alberta (EEA), a new provincial agency, the first of its kind in Alberta, that will deliver programs and services to help Albertans save energy, reduce emissions and save money through its programs, which started in 2017, funded by the carbon tax, and is projected to produce $645 million over five years for efficiency programs and small-scale renewable energy that will include supporting new jobs.1 The Energy Efficiency Alliance of Alberta projects that an average size energy efficiency program could result in 3,000 new jobs as well as significant savings and emmisions reductions.2 2. Green Energy Calgary is on the path to becoming a premier green energy hub in North America. This is one of the key findings from the Delphi Group’s recently completed study on the Calgary Region’s Green Energy Economy. According to Delphi’s research, in 2015, Calgary’s green energy economy was responsible for generating $3.63 billion in gross output, $1.78 billion in gross domestic product, and employed approximately 15,470 jobs, equal to 1.8 per cent of all workers in the Calgary Economic Region. The study investigated the strengths and opportunities Calgary and Alberta have in relation to green energy activities in four sub-sectors:
Renewable power generation and alternative energy;
Energy storage and grid infrastructure; Green building and energy efficiency; and
Green transportation.3 3. Technology – Information and Communications Technology (ICT) Over half of Alberta's fastest growing companies are in the Information and Communications Technology (ICT) sector. This growth has been felt in the Calgary Region as well, as Calgary is home to the largest number of technology start-ups per capita in Canada. According to industry and employment data from Statistics Canada, in 2012 the ICT sector in Calgary Economic Region had 632 business establishments with 25,700 employed in the sector.

Calgary’s complex and rapidly evolving ICT sector is made up of fi ve main sub-sectors, which include Information Technologies, Electronics, Wireless and Telecommunications, Geomatics, and Digital Media. The sub-sectors’ contribution to Calgary’s economy extends to all parts of our society and our economy, making the continued growth and development of these industries vital to the city.4
2.2 Objectives and Project Purpose
Momentum is seeking to expand its programming to prepare underemployed and unemployed Calgarians for entry level jobs, with career progression, in emerging industries, and jobs relating to green energy, energy efficiency and/or technology (ICT). The purpose of this project is to conduct secondary and primary research to identify the most promising industries and jobs in green energy, energy efficiency and/or technology (ICT) to prepare Momentum for an anticipated upcoming RFP to support new programing in these areas. Specific Project Objectives Include:
1. What are the emerging jobs in emerging industries? 2. How many entry level jobs can we expect to be available in 3 to 5 years?
o A large pool is required. 3. How accessible are these jobs to underemployed or unemployed and what will it take for these
individuals to get the jobs? o Past programs have focused primarily on unemployed and underemployed Indigenous
and Immigrant populations. It is possible to expand this to domestic under/unemployed if funding is available and there is a business reason to do so.
4. Is there a fit for Momentum in preparing the underemployed or unemployed for these jobs? 5. Sources of funding are required as Momentum programs are offered free of charge to clients. 6. Entry level jobs with a meaningful career paths are required. 7. Industry jobs and a technical training partner are also required.

3.0 Methodology
Both secondary and primary research, as well as discussions with Momentum leadership, were undertaken to develop the assessments contained in this report.
3.1 Secondary Research
Secondary research involved:
Creating a database and reviewing downloaded reports to identify growth opportunities within
the three sectors of focus. The reports reviewed are listed in the references at the end of this
document and profiles of each sector are presented in Appendices 1, 2 and 3. Reports reviewed
included:
o Sector Reports such as Energy Efficiency, Green Energy and Information and
Communications Technology
o Regulatory Body Reports such as Alberta Utilities Commission (AUC), Alberta Energy
Regulator AER)
o Reports from government bodies such as Energy and Efficiency Advisory Panel (EEAP),
and
o General employment and related data such as job postings and labour market outlooks.
Reviewing the most recent job classification systems (NAICS, NOC and NOC-S) to identify the
NOC/NOC-S numbers for each of the identified jobs.
Researching online job sites such as www.indeed.com and www.workopolis.com to identify
postings for the identified jobs, generally in and around Calgary, but also elsewhere (Canada,
USA, UK) to aid in identifying opportunities for new positions in Calgary.
Creating the tables found in this report to summarize the data.
Job titles included in the report are based on quoted sources such as government databases including
Bureau of Labour Statistics, North American Industry Classification System (NAICS), or National
Occupational Classification (NOC and NOC-S), company-specific designations, industry publications, and
in the case of job postings, those titles used by the hiring organization. To the degree possible, every effort was made to ensure they shared the same NOC.
As Momentum’s stated focus is on entry level positions, the research emphasized a focus on entry level
positions with career tracks in the Green Energy and Energy Efficiency sectors. In the ICT sector, a more
targeted approach was taken in line with the industry input.

3.2 Primary Research
Based on the secondary research and discussions with Momentum, companies and individuals were selected for interviews in order to:
1. Gain an understanding of what jobs might be a possible fit for Momentum within their industry ,
2. Understand their level of interest in participating as an employment partner with Momentum in
their sector,
3. Gather recommendations regarding potential appropriate training partners, and
4. Obtain their opinions regarding growth potential and career paths for the jobs identified in their industry.

Following are the results of the scans for Energy Efficiency, Green Energy and ICT jobs that emerged
from the secondary research. Please note that expanded profiles of each of these three sectors are presented in Appendices 1, 2 and 3 respectively.
4.1 Energy Efficiency
The Final Report of the Alberta Energy Efficiency Advisory Panel (Alberta Energy Efficiency Panel, 2017)
refers to a number of recommendations and complementary policies and initiatives related to energy
efficiency. Their structure was used to group potential jobs in the Energy Efficiency Sector in four separate subsections:
Energy efficient buildings
Energy storage and grid infrastructure (Smart Grid is a significant growth aspect of this sector)
Transmission and distribution (Smart Grid is a significant growth aspect of this sector)
Green transportation.
In Alberta, under the current NDP government, there is a significant emphasis on energy efficiency and
therefore opportunities for the future are quite promising, however, a change in government could
produce a change in this direction so there is a risk factor to be considered regarding a focus on energy
efficiency.

4.2 Green Energy
The Final Report of the Alberta Energy Efficiency Advisory Panel refers to a number of recommendations related to renewable, or “green” energy including:
Thirty per cent of the province’s electricity will come from renewable sources such as wind, hydro
and solar by 2030. In addition to reducing greenhouse gas emissions, the government anticipates this target will generate $10.5 billion in new investment and 7,200 new jobs. [pg. 34]
The document identified the following green energy sub-sectors:

The prime source of Alberta data about these sub-sectors was sourced through AESO (Alberta Energy
System Operator), which is mandated by the Province to manage and operate the provincial power grid. To that end it produces annual forecasts of anticipated power supply and demand.
As a result of the Province’s Climate Leadership Plan (2016), AESO’s annual forecasts are now dealing
with a host of additional policy and regulatory initiatives that affect its supply and demand forecasts, especially in the area of renewable energy and its connectivity to and impact on the power grid.
In its 2017 forecast titled “Long-term Outlook” (Alberta Energy System Operator, 2017), as a basis for the various scenarios it develops, it states:
Another key input to the generation scenarios is that at least 30 per cent of energy produced in Alberta in 2030 will come from renewable sources, in accordance with the Renewable Electricity Act. In order to achieve the 30 per cent target by 2030, it is likely that more renewables than the 5,000 MW target for the REP (Renewable Energy Plan) will need to develop in the province. It is expected that a variety of renewable resources will be developed through the REP and other Alberta initiatives, with the relative economics of the resource types, project development timelines, and specific policy objectives and initiatives guiding the resulting mix. However, specific assumptions for the various generation types were required to develop the generation scenarios. [pg. 16]
As noted in the energy efficiency sector, it is important to be aware of the poli tical risk in the green
energy sector. All of the above is based on the NDP focus on renewable energy and if there is a change in government, this direction could be reversed.
Based on the current and currently planned future for green energy, the following jobs and employers were identified in the Calgary area through the secondary research:

4.3 Information and Communication Technologies (ICT)
The ICT sector is focused on “technologies that provide access to information through
telecommunications. This includes the Internet, wireless networks, cell phones, and other
communication mediums”5.
The following subsectors exist within the ICT sector:

The Information and Communications Technology Council (ICTC) has projected that Alberta would have
to fill 17,300 ICT positions over the next five years and that by 2019 the cumulative hiring requirements for ICT is expected to be over 10,600 in Calgary.6
The same report has identified specific needs in Alberta by 2019 for:
1,750 computer and network operators and web technicians (NOC 2281)

6.0 Primary Research Findings and Analysis
Through their experience Momentum has identified criteria for successful programs, which include:
Job placements must be in Calgary to meet client needs,
There must be a meaningful career path for any job selected for the program,
Training partners and employment partners must be available in Calgary for any program
selected, and
There must be a sufficient volume of work for the program to be sustainable over a period of years.
In the following analysis, these criteria play a significant role.
6.1 Energy Efficiency
Opportunities in the Energy Efficiency sector include:
Home Energy Advisor (NOC 4161)
An energy advisor is an individual who conducts EnerGuide home evaluations on behalf of service
organizations licensed by Natural Resources Canada. Energy advisors provide third party expert advice
to homeowners looking to improve energy efficiency of their homes, and can also work with builders
who wish to use the EnerGuide Rating System (ERS) in the planning and design stages of their new
constructions. Energy advisors help ensure homes labelled under Natural Resources Canada’s energy efficiency housing initiatives meet the requirements of the respective standards9.
Natural Resources Canada also regulates the training to become registered as an energy advisor to deliver services under ERS v.15, energy advisor candidates must demonstrate proficiency by:
1. Passing the Foundation Level exam, 2. Passing the Energy Advisor exam, 3. Being affiliated with a service organization, 4. Completing probationary files to the satisfaction of the service organization that show their
competence with energy simulation modelling and field work, 5. Providing proof of a criminal check to the service organization.
The Foundation Level exam and the Energy Advisor exam are hosted by an independent organization and are taken at proctored testing centres across Canada. Natural Resources Canada provides competency profiles for each exam, which details the requisite skills, knowledge and abilities for the position. These competency profiles were used as the basis for the development of the exams and identify the topics that will be on the respective exams.
Natural Resources Canada has also prepared a Candidate Exam Handbook that contains information on:

how to prepare for the exams, how to register for and purchase an exam, the process on exam day, and the Candidate Statement of Understanding.
Verda Tech Energy Management Consultants10 is certified by Natural Resources Canada and offers
training as well as employment opportunities and may be a potential training and employment partner
for Momentum in this sector. Our discussion with Verda Tech revealed that this industry is highly linked
to government policy and when there is a strong focus on energy efficiency there is growth in the industry and when government is not creating programs, there is retraction.
Verda Tech indicated that the future of the industry lies in labeling homes based on their energy
efficiency and disclosing this information when a home was being sold. If this becomes a requirement in Alberta then there would be significant growth in the opportunities for Energy Efficiency Advisors.
The career path for an Energy Efficiency Advisor could be to start in residential and progress to
commercial and then specialize in either mechanical or electrical aspects of the work as well as supervisory potential.
Verda Tech indicated that most successful Energy Efficiency Advisors have a mechanical engineering
background or training as an electrician, be mature enough to be credible as an advisor and speak
English well enough to be able to discuss their assessment effectively with homeowners.
Insulation Installer (NOC 7293)
With the Government of Alberta’s home energy efficiency program, there has been an increased need
for insulation installers. While there are various training programs, the best appears to be an online
training organization from British Columbia called Pinnacle West11. While our online job search
identified many postings for Insulation Installers, none were for the Calgary area and this work does not
have a significant career path, leading to our conclusion that it was not one of the better fits for Momentum’s growth objectives.
Crate Builder (NOC 9533)
Crate Builder is a position that is heavily required at Dirtt Environmental Solutions Ltd, a Calgary company with 700 employees in four different buildings in the SE industrial Barlow Trail with a strong committed to community involvement. Dirtt is a leader in environmental sustainability and manufactures energy efficient building interiors from recycled materials. Their products are sold world-wide.
The Crate Builder position could also be an interesting fit with the current Construction program at
Momentum. Dirtt advises that the career path for their positions is labourer to Junior Forman to Lead

Hand to Forman to Supervisor to Manager and that there is considerable opportunity to move between
their departments to broaden career potential.
Smart Grid Possibilities
In the energy storage and grid infrastructure, the jobs with the most potential are related to the Smart
Grid and include:
Electrical and electronic equipment assemblers (NOC 9253)
Meter installers (NOC 7244)
Electric power and wire communications labourers (NOC 7612)
Our research indicates that the Smart Grid is an opportunity to watch for in the future but currently there do not appear to be jobs in this field in Calgary.
6.2 Green Energy
The green energy sector is somewhat challenging as many of the jobs are not located in Calgary, which is
one of the important criteria for a successful Momentum program. Wind energy work is almost
exclusively out of town and currently focused in Southern Alberta, where the wind energy sector is
poised to deliver $3.7 billion in spending to Alberta companies between now and 2030 and could create
as many as 15,000 job-years, according to a recent CBC article.12 The job of Wind Turbine Technician is
the fastest growing job in the United States, according to the Department of Labour13 and opportunities
exist for retraining former oil and gas workers to become Wind Turbine Technicians.
In the solar sector, more work is done in Calgary relating to solar panel installation. The CBC article,
mentioned above, quotes David Kelly, CEO of Skyfire Energy, the largest solar provider in western
Canada, saying, “We need a workforce in the solar industry that is engineering, sales, marketing,
accounting and installation. We have all these different aspects, project management, logistics, shipping.”14
Currently, the job of Solar Installer, a potential target for Momentum, is showing growth of 1.1% below
average between now and 2020 however, this may be understated given the re cent growth in the
renewable sector.
In our interview with Skyfire Energy, the following comments were made regarding this opportunity:
There is a very significant political risk facing the green energy sector in Alberta. If a
conservative government replaces the current NDP government, it is possible that the current
direction toward green energy could be reversed.

Assuming no politically influenced change of direction, there is significant potential growth over
the next 15 years in this field.
The role of Solar Installer is carried out by pre-apprentice electricians and a training partnership
with SAIT would be a possibility for Momentum.
Career growth in the field includes increased seniority related to becoming a Journeyman
Electrician as well as the opportunity to move from residential solar to industrial and
commercial solar and/or move into supervisory roles.
6.3 ICT
Calgary Economic Development focuses on Calgary’s Innovation Ecosystem as an element that will help achieve the goal of Calgary becoming a technology hub.
Evan Hu is involved with the development of the various elements of the Innovation Ecosystem and is an
active supporter of the movement toward Calgary as a technology hub. During our discussions with
Evan, he supported the long term opportunity in ICT, while also indicating that there currently was an
over-supply of former oil and gas ICT professionals whose skills were not consistent with those needed
for the high tech future that is envisioned.
Balancing this with the ICTC projections that Calgary will need 10,600 ICT professionals by 2019,
Cherylyn Cameron, Dean of Creative Technologies at Bow Valley College stated that Bow Valley College
had identified a need for entry level Software Developers and had started a new diploma program in Software Development in September 2017 that was oversubscribed.
Our research suggested that possible positions in ICT for Momentum to consider, all of which could be
accessed through training in Software Development, included:
Business Help Desk (NOC 2171)
Software Developers (NOC 2174)
Information and Systems Testing Technicians (NOC 2283)
Database Analysts and Data Administrators (NOC 2172)
The Alberta Occupation Supply and Demand data shows moderate growth for software development
but this could be understated as it is based on older data that does not reflect the current significant focus on ICT currently in Calgary, which is more consistent with the ICTC growth projections.
QuirkLogic is a Calgary company with 50 employees, having grown from 7 employees in just three years,
and creates innovative technology solutions. They are a potential employment partner for Momentum in the ICT sector and shared the following perspectives on the opportunities in this sector:
Alberta has a high concentration of computing power, heavily dominated by oil and gas, which is data intensive and requires analysis
Technology changes very quickly Increasing automation drives change
Any technology lasts 5 – 7 years maximum

As a result, ongoing training is needed therefore Momentum could consider both training and upgrading
Currently there is an excess supply of technology professionals but a mismatch in skills and potential for entry level technology professionals willing to start and continue to upgrade their skills
This is an opportunity despite the large number of former oil and gas technology professionals because they tend to have salary expectations that can’t be matched in the start up world and their skills are out of date.
Entry level jobs at QuirkLogic and elsewhere in the industry that could match Momentum’s criteria include:
o Testing o Quality Assurance o Customer Support o IT User Support
These could all potentially be accesses through a Software Developer training program
They have had good success with DeVry trained graduates. Could also consider Mount Royal University as a training partner
Career paths could include: o Starting in Testing and progressing to Software Development, Software Design and
Project Management o Starting in Testing and progressing to Software Development, QA and QA Management o Starting in QA and progressing to Software Development, Software Design and Project
Management o Starting in QA and progressing to Customer Support, Sales Support and Technology
Sales o Starting in IT User Support and progressing to Software Development, Software Design,
Project Management
In total in Calgary there are probably 50 people running technology companies so the sector is small with total industry employees of 5,000 to 10,000
Because pure ICT companies are few and the industry, while growing, is still small, it could also be appropriate to look at oil and gas companies and banks as potential employer partners
All businesses require a help desk/IT support person, so this could be a very strong entry level position
There are a variety of traditional ICT training partner options available in Calgary including:
SAIT offers a two year diploma program in software development that prepares graduates for work in a variety of IT activities including the design, development, implementation, testing and maintenance of software systems. Students receive in-depth training in programming techniques as well as analysis, design, implementation and testing of new programs on multiple hardware and software platforms (e.g. Windows, Web and Linux) using a variety of programming languages (e.g. Java, C, PHP, XML, PL/SQL, SQL) and different supporting technologies (e.g. Communications Networks, Databases, Operating Systems)15.

Bow Valley College also offers a diploma program in software development that provides practical experience in the cycles of software development through hands-on learning and real projects. You'll gain an understanding of industry standards of planning, developing, and quality assurance testing. You'll learn the fundamentals of computer logic, giving you a solid foundation in applying programming skills in a variety of situations. You'll also becoming familiar w ith emerging topics like user experience (UX) and the internet of things16.
Mount Royal University is developing a new Continuing Education program that would be an intensive 6 month software developer training including a preliminary Intake Program that would qualify participants to move on and complete the full program.
Innotech College, a private college with campuses in Calgary and Edmonton launched in September 2016 and focuses on technology related training. Their current 8 month diploma program focuses on programming and they have additional courses in specialized areas of ICT. As a new and emerging provider, they may have more flexibility to work with Momentum to develop training specific to Momentum’s clients and needs.
Alternative training program providers include:
Lynda.com offers more than 700 software development courses online, which, in conjunction with the employment partner, could possibly be tailored to an individual’s needs.
Develop Intelligence, an award-winning provider of managed technical learning solutions, including software development, open source technologies, and technology leadership development. The company was founded in 2003 by serial entrepreneur and tech guru, Kelby Zorgdrager who remains the CEO. Develop Intelligence has a Software Developer suite of over 100 courses that can be customized to a program to meet individual needs and work with companies to provide training17.

7.0 Conclusions and Recommendations
Conclusions emerging from this work are:
5. We believe there is too much risk of potential political shifts to build programming around Home Energy Efficiency Advisor or Solar Panel Installer at this time. These positions, along with
Smart Grid related positions could be significant opportunities in the future. In preparation for
these opportunities, as well as existing traditional opportunities, Momentum could consider a
pre-apprenticeship program in the electrician trade and an opportunity for future growth.
6. The ICT sector also has risk as Calgary is at the early stages of its Tech Hub strategy however,
industry experts indicate an opportunity at the entry level and ICTC has state d more than 10,000
jobs will be required in Calgary in this sector by 2019. As a result, the four jobs identified in this
sector, which are Software Developer (NOC 2174), Database Analysts and Data Administrators
(NOC 2172), Computer Programmers and Interactive Media Developers (NOC 2174), and Data Analysts and Data Administrators (NOC 2172) have current and future potential and can be
accessed from a common educational start in software development.
7. Multiple options have been identified for Software Developer education and Momentum will
need to consider the pros and cons presented for each in selecting a partner.
8. Quiklogic has emerged as a potential employment partner in emerging high tech sector and
other employment partners will need to be sourced, either in high tech or traditional industries
such as banks and oil and gas companies.
Recommendations are:
4. There appears to be a meaningful opportunity and enough data to support a funding application for a new Momentum Software Developer program therefore we recommend going forward
with this opportunity to the funding application stage.
5. We recommend continuing to monitor opportunities in green energy, energy efficiency and
Smart Grid and consider these as possibilities for future growth within 3 to 5 years. Momentum may wish to consider a pre-apprenticeship program in the electrician trade as an opportunity for
clients to move into these jobs as well as traditional jobs that exist for electricians.
6. Dirtt Environmental Solutions emerged from the research as a potential community partner for
Momentum and it is recommended that Momentum pursue this relationship and consider
opportunities to expand its current Construction Training Program through a relationship with
Dirtt.

Appendix 1: Profile of the Energy Efficiency Sector
The Energy Efficiency Sector is made up of four sub-sectors:
Green Buildings and Building Retrofitting
Energy Storage and Infrastructure including Smart Grid
Transmission and Distribution including Smart Grid
Green Transportation
Below we have presented highlights of each of these four plus have added a section on Smart Grid,
which overlaps Energy Storage and the Transmission/Distribution sectors.
Energy Efficient Buildings and Building Retrofitting:
The EEAP addressed this sub-sector by recognizing that a portfolio of approaches was warranted in light
of the multiple barriers, technologies, and range of sectors and consumers, and recommended
“additional programming”. On the other hand, initial efficiency programming such as “Direct Install,
Consumer Products, and BNI (Business, Non-profit and Institution) Incentives” could proceed immediately.
It also noted that as a best-practice, there was little in the way of market research regarding “achievable potential for energy savings” and recommended that this information gap be filled “in the long term”.
In the interim and pending “further programming”, it identified these examples of some programs as worthy of consideration for their energy efficiency potential:
Home heating systems
Home assessments and retrofits (both home and multi-family buildings)
Custom assessment for BNIs
New homes and buildings.
As a result, a number of employers in the new home/home renovation field have launched initiatives to market their individual approaches to energy efficiency.
Table 1 reflects some Calgary employers and the types of entry level jobs they may provide. Career
pathing would be reflective of the depth of the employer’s business (targeted renovation such as
heating and air-conditioning vs whole home build) as well as breadth of customer base (individual vs multi-family vs office vs warehouse etc).
As a general overview, a typical non-trades career path would start at entry level and might include:

Energy Storage and Grid Infrastructure:
EEAP recognized in 2016 that existing legislation allows for community-owned renewable energy
systems but comes with a complex approval and grid connection process. Additionally, there was little
flexibility for individual generation and connectivity, including potential storage.
On December 21, 2016, the Micro-Generation Regulation was amended to provide more flexibility for rules on how Albertans can generate their own electricity.
Changes include increasing the size limit of a micro-generation system to five megawatts from one megawatt and allowing a micro-generating system to serve adjacent sites, which is especially helpful for operations with more than one building. Other changes will help to better ensure the reliability, stability, and safety of micro-generation and the distribution grid.
Subsequently, on March 31, 2017, the province announced (Alberta Energy, n.d.) that the AUC is conducting a formal study to help inform government as it develops policy to enable more small -scale, community-owned generation from greener sources, such as wind or solar.
In light of likely policy development through this study, an assessment of this sub-sector’s employment
potential is warranted however it intersects with other sub sectors under the heading of Smart Grid,
which is presented below.
Transmission and Distribution:
The importance of a holistic approach to electricity management and its various components is
recognized by the EEAP. It does, however, indicate that a go-slow approach to the supply end of the system ie transmission and distribution is warranted. Specifically:
A nearly universal approach to energy efficiency and community energy systems in other
jurisdictions is to consider them holistically within the oversight of the utility system. This is done,
in large part, by including demand-side management within the mandate of regulators and
electric system operators. This enables those entities to give full consideration to energy
efficiency and community energy system benefits and opportunities, and make available tools
used in other jurisdictions to support their uptake in a way that is in the interests of consumers.
For example, regulators routinely identify that net savings for consumers can be generated by
investing a portion of utility revenues into demand-side management and deferring the
construction of supply-side resources (including the expansion of transmission lines). Taking a
similar approach to demand-side management in Alberta has the potential to increase the role of

energy efficiency and community energy systems in the province while creating cost savings,
employment and greenhouse gas reductions. [pg. 57]
As a result, an assessment of this sub-sector’s employment potential is warranted, but again is connected to the emerging Smart Grid opportunity, presented below.
Smart Grid
The Alberta Utilities Commission was asked by the provincial government in 2010 to conduct an inquiry
on the Alberta Smart Grid for the purpose of informing government about potential policies in support
of the government’s goals of “clean energy production, wise energy use and sustained economic
prosperity”. The result of that inquiry was reported on January 31, 2011. (The Alberta Utilities Commission, 2011)
In its report, the AUC defined the term “smart grid”:
Smart grid is a broad concept that describes the integration of hardware, software, computer
monitoring and control technologies, and modern communications networks into an electricity
grid. The attractiveness of the smart grid is its promise of helping electric utilities become more
efficient and effective in operating generation, transmission and distribution networks, helping
with the integration of more renewable and variable energy sources into the grid and
empowering consumers with greater information and the capability to control their electricity consumption and costs.
In the Order-in-Council, the government characterized the smart grid as the modernization of
Alberta‘s electricity system, through the application of advanced control and information
technology, to meet the future needs of the province. [pg. 1]
For the purposes of this Report, the key elements of this definition are:
more efficient and effective in operating generation, transmission and distribution networks,
helping with the integration of more renewable and variable energy sources into the grid, and
empowering consumers … to control their electricity consumption.
The AUC Report also stated:
The Commission also learned that while smart grid is a broad term, it does not describe a single
complete and inextricably linked set of technologies. Instead, smart grid technologies are best
assessed in each of the segments of the electricity system: smart generation, smart transmission,
smart distribution and smart meters as well as smart technologies that can be employed in the retail segment and in the customers‘ premises. [pgs. 2-3]
Regarding “smart meters”, the AUC goes on to state:
Smart meters are widely deployed for industrial and large commercial customers who consume
approximately 70 per cent of the electrical energy in Alberta. This number is increasing as smart

meters are being deployed to progressively smaller commercial customers. Smart meters for
residential and small commercial users have yet to be rolled-out to much of Alberta. [pg. 5],
And defines “smart meters” as:
Smart meters are meters that have embedded in them electronic communications devices
capable of sending and receiving information, have the ability to facilitate various operational
improvements for the distribution entity and provide usage information in real -time or over a
variety of time periods. [pg.5]
Based on these AUC statements, smart meter installation appears to be a possible area of potential employment, as an entry-level candidate in the smart grid sub-sector.
But as noted by the AUC, the smart grid sub-sector includes other “segments such as smart generation, smart transmission, smart distribution … as well as smart technologies”.
The Smart Grid has been identified as having potential for increasing employment in Canada:
“The future success of renewable power usage through distributed generat ion lies in the
successful implementation of smart grid systems. These systems will need to efficiently manage
solar energy that can only be harvested during the daytime as well as intermittent wind energy.
They’ll also require energy storage battery units to store excess energy and release it when needed.”
“Renewable energy sources tend to be intermittent, and we need to manage the power they
produce wisely.” (Queen's University Faculty of Engineering and Applied Science, 2017)
To get a sense of employment in this sub-sector, data was found produced by the US Bureau of Labour
Statistics (US BLS) in 2013 for employment data in 2012 in the US as related to the smart grid. (Bureau of Labor Statistics, 2013)
Setting aside the passage of time, and bearing in mind the caveat regarding job creation being
“notoriously difficult” to predict, the BLS Table of data was modified to include a “% of total” to
show the relative occupational components of a smart grid employment base in the US.
It is noteworthy that installation and production comprise nearly 90% of the related occupations,
with electronic assemblers being the top occupation.
The US BLS study describes that occupation as “Electrical and electronic equipment assemblers
construct the equipment used in the smart grid. They assemble components of smart meters and other
equipment used in the real-time monitoring of electricity demand. Some of their job tasks are
repetitive.”

Notwithstanding these BLS numbers, employment potential appears to be shifting within changing
workforce requirements, related to skills, training, retirements, and in some cases, job elimination and outsourcing.
The US state of Ohio, through a smart grid demonstration project, was able to write about its experience in a 2014 Report (AEP Ohio, 2014), where it stated:
As smart grid technologies emerge, one of the most critical concerns for effective
implementation and ongoing operations will be newly defined job skills and the necessary
training. [pg. 340]
The report went on to include considerations such as:
The emerging technologies of the Project required specialized skill sets to carry out their
deployment. The legacy organizational structure and job descriptions did not easily
accommodate the needed skill sets. [pg. 337]
The project goals eliminated the need for certain positions, so it was necessary to identify ways to re-train and re-deploy existing resources. [pg. 337]
The technologies implemented for the Project were more sophisticated than existing
technologies and included multiple organizational disciplines. Existing job descriptions did not
accommodate any single job that had a combination of the needed attributes. [pg. 337]
A critical goal of the Project was managing customer satisfaction as they were introduced to new technologies and programs. More advanced skills in customer support were needed to be able to respond to inquiries and resolve issues because of the complexity of the technologies. [pg. 338]
Utility companies will need to upgrade existing job descriptions and redefine new roles that include the blended skill sets. [pg. 340]
The GridWise Alliance produced a report in 2011 (GRIDWISE Alliance, 2011) regarding smart grid workforce trends and stated:
A second primary driver of changing workforce requirements (after retirements) is the pace of
technical innovation within electric energy delivery systems. Smart meter pilots, extra-high-
voltage sensors and new and emerging smart grid applications require new skills—and new
training programs that speak to those skills. For example, dozens of utilities have recently
deployed advanced metering infrastructure (AMI) pilots; some even have full -scale AMI system deployments.
While using vendors for meter replacement projects is not new, the level of dependency on
vendors from within the smart grid value chain for AMI systems is higher. In many cases, meter
technicians must have proprietary diagnostic tools and training to perform even the most basic
AMI installation and monitoring. Meter technicians have a much higher ski ll level than have meter readers.
To avoid outsourcing those jobs, a utility must aggressively retrain meter readers. The meter
technician position is one position that meter readers – most of whom will be displaced by the

new functionality inherent in AMI (except for those who will continue to read large commercial
and industrial account meters) – can be retrained to fill. Meter readers could also be retrained to
fill positions in customer service, scheduling and administration. Meter electricians can be
similarly retrained to a higher level of skill to fill positions such as line technician, meter lab repair,
or meter support. [pgs. 3-7]
Nevertheless, some production work by assemblers will be required to enhance Alberta’s smart grid, as
it evolves. The degree of that work will be, as stated above, a function of local vendor dependency, which is currently lacking.
Green Transportation:
EEAP’s assessment of the initiatives related to this sub-sector indicated that the major thrust in the near
term will largely entail “education and outreach”. It also acknowledged that there are a multiplicity of
stakeholders and other influences that merit consideration in the medium term.
In light of this relatively low-key approach and potential stakeholder engagements that will be required
to further develop policy and implementation initiatives to support this sector in Alberta, this subsector
was deemed to be less attractive as a candidate for further exploration of job potential for Momentum.
In addition there is a less strong career path in this sector further indicating that it may not be as high potential as other sectors at this time.

Appendix 2: Profile of the Green Energy Sector
The Green Energy Sector is made up of the following sub-sectors, which are profiled in this section of the report:
Bioenergy
Wind
Solar
Hydro
Geothermal
Bioenergy:
Bioenergy is energy or fuel derived from biological sources (such as corn or canola), forestry waste and livestock waste.
According to Alberta Environment and Parks (Alberta Environment and Parks, n.d.):
The Bioenergy Producer Program (BPP) is intended to support bioenergy production capacity in
Alberta in order to:
reduce greenhouse gas emissions from the use of fossil fuel alternatives
create value-added opportunities with economic benefits
This short-term program is meant to support bioenergy production while a bioenergy industry
review is conducted to inform long-term policy options that would support a sustainable sector in Alberta.
In light of the ongoing review into policy options to support this sector in Alberta, this subsector was
deemed to be less attractive as a candidate for further exploration of job potential.
Nevertheless, relevant jobs and local employers are noted in Table 2.
Wind Energy:
AESO (Alberta Energy System Operator) in its annual forecast (2017 being the latest) observes the following regarding generation by wind and solar, relative to the Advisory Panel recommendation:
The 2017 LTO (Long-term Outlook) assumes that the REP will incent the development of approximately 5,000 MW of renewables and that the 5,000 MW will consist primarily of wind generation.
The US Bureau of Labour Statistics (US BLS) provides this synopsis (dated December 17, 2015), of a wind-related occupation:

The BLS also states that the highest growth rate occupation (at 108%) in the period 2014-2024 will be
the wind turbine service technician. No other “green” occupation is listed in the “top 20”, the lowest of
the 20 increasing by 27% over those ten years.18
In view of AESO’s forecasts indicating that the renewable supply will be primarily sourced by wind, it is worth considering wind-related employment for further study. Relevant jobs and local employers are noted in Table 2.
Solar Energy:
Regarding this source of renewable energy, AESO states:
In addition to wind generation development in the generation scenarios, the 2017 LTO scenarios also include solar generation development. In the near term, it is assumed that the Government of Alberta’s RFP for solar generation will incent approximately 80–to–100 MW with additional solar support in the 2020s, altogether resulting in 500 MW of utility-scale solar generation by the end of 2030. [pgs. 16-17]
As indicated earlier, the BLS states that the highest growth rate occupation (at 108%) to 2024 will be a
wind turbine service technician. No other “green” occupation is listed in the “top 20”, the lowest of the 20 increasing by 27% over 2014-2024.
Nevertheless, solar photovoltaic installers are not far behind at a 24% increase over the same period,
according to the BLS synopsis.19

As a further indication of the potential impact of solar integration into the power grid, AESO offers this assessment:
In May 2017, the Government of Alberta issued a request for proposals (RFP) to provide advice on the potential cost and best approach for procuring solar power for half of provincial government operations. The intent is to replace two existing green energy contracts that expire by the end of 2017 with solar power. The total consumption for the two contracts is 135,000 MWh per year which is approximately equivalent to 80 MW of solar capacity. A third green-energy contract expires in December 2024. [pg. 10]
In addition, these factors make solar energy employment attractive:
Many small customers, namely the typical homeowner,
Relatively lower costs to install, and
Large support networks such as the Light Up Alberta Program and companies such as Spot
Power.
Based on the foregoing, employment in the solar energy renewable sub-sector is considered worthy of further study.
Relevant jobs and local employers are noted in Table 2. Related to the “Installation, maintenance and repair” family of occupations (per BLS), a career path for this occupation might include:

Hydro Energy:
In the same Forecast, AESO advises that hydro has some potential, by far in the Peace Region, and less
so in the north east of the Province, namely the Athabasca and Slave regions.
Additionally, a federally funded study is currently under way. AESO states:
3.4.2 Regional Electricity Cooperation and Strategic Infrastructure Initiative (RECSI) The RECSI study is funded by Natural Resource Canada’s Energy Innovation Program15, and its objective is to evaluate and rank the most promising electricity infrastructure projects in the four western provinces (British Columbia, Alberta, Saskatchewan, and Manitoba) and the Northwest Territories with the potential to assist Alberta and Saskatchewan transition to a sustainable, non-emitting electricity generation portfolio. Two of the projects being considered under the RECSI that could alter the outlook for future generation are large-scale hydroelectric (hydro) development in Alberta and a new intertie between Alberta and British Columbia. [pg. 11] The 2017 LTO scenarios also assume that 350 MW of hydro development(s) will be completed by the end of 2030. [pg. 17]
In light of the long-term project selection and permitting regarding potential hydro development, this
subsector was deemed to be less attractive as a candidate for further exploration of job potential, however relevant jobs and local employers are noted in Table 2.
Geothermal Energy:
The possibilities for the geothermal sub-sector as a form of alternate energy continue to emerge, with recent media coverage extolling the potential benefits:
The Town of Hinton is preparing to install “what may be Canada’s first geothermal heating
system” by re-opening an abandoned gas well near the Town and using heat to warm municipal
buildings. The Town hopes to have the pilot operational “as early as” 2019. (Weber, 2017)
The AER (Alberta Energy Regulator) as well as the province are addressing issues related to legal
(transferring environmental liabilities) as well as regulatory matters (eg permitting, ownership, decommissioning of old and re-development of new sites, and installation of geothermal equipment).
In light of the ongoing studies and both legal and regulatory issues to be resolved regarding potential
geothermal development, this subsector was deemed to be less attractive as a candidate for further exploration of job potential, however, relevant jobs and local employers are noted in Table 2.

The ICT sector contains the following sub-sectors:

Digital Media According to industry and employment data from Statistics Canada, in 2012 the ICT sector in the Calgary Economic Region had 632 business establishments with 25,700 employed in the sector20. Calgary as a Tech Hub The possibility of turning Calgary into a “high tech” hub has gained attention in the media recently21. Key
aspects of that possibility included:
Calgary Economic Development attempting to attract more tech firms to the city.
Support for the city's efforts to bid for Amazon's new, second headquarters.
Bringing together a more traditional segment of the economy with a group that aims to improve
the "innovation ecosystem" in Alberta.
Hopes that some tech startups born here could help the oil and gas sector innovate later.
The belief that mining data could one day replace drilling for oil in Calgary.
Many highly educated, tech-savvy people that are looking for work in Calgary make it perfect for a tech hub.
Calgary Economic Development expands on what the city is doing to support the development of the technology sector:
“Calgary is emulating the best and brightest worldwide on how regional innovation ecosystems grow and are sustained. Several organizations exist to support the growth and success of the ecosystem in Calgary.
Startup Calgary fosters startups, connects founders and supports the local ecosystem through various activities and events.
Alberta Innovates offers an innovation support system for great ideas and technologies created by Albertans. Innovators, businesses and researchers are able to tap into cross sectoral knowledge and expertise, funding, networks and research facilities.
Rainforest Alberta is a grassroots movement aimed at improving Alberta’s innovation ecosystem. It is a collaborative approach at supporting and growing areas that are key to

entrepreneurship and innovation including leadership, resources, engagement, role models, infrastructure and culture.
Innovate Calgary is the technology transfer and business incubation centre for the University of Calgary. They help guide research or innovation-driven enterprises to market or to the next stage of business growth. They recently announced a new entity will be launched in 2018 that will support community entrepreneurs with building and growing innovation-driven businesses.“22
The Information and Communications Technology Council (ICTC) has projected that Alberta would have
to fill 17,300 ICT positions over the next five years and that by 2019 the cumulative hiring requirements for ICT is expected to be over 10,600 in Calgary.23
The same report has identified specific needs in Alberta by 2019 for:
1,750 computer and network operators and web technicians (NOC 2281)
1,630 user support technicians (NOC 2282) This Report also states, in relation to emerging demand:
“The latest innovations in ICTs – in particular the Internet of things (IOT) as well as social, mobile,
analytics, apps and cloud (SMAAC) – have become drivers of innovation, productivity and
growth,” the report said. “…It is projected that the availability of homegrown ICT talent will not be sufficient to meet these hiring requirements.” [pg viii]
Another opportunity on the horizon focuses on the Information Technologies sub-sector, which presents
a range of job opportunities and employment possibilities, particularly as they relate to the smart grid.
Although the smart grid in Alberta is not yet a firm policy direction, regulatory regime and technological
initiative, there are sufficient signs that this may emerge as an opportunity. This is signaled by Title XIII
of the Energy Independence and Security Act of 2007 (USA) and the concept of a North American grid for security and reliability reasons24.
Some features of the Smart Grid have already come into play in some places, such as the use of smart
meters and differential consumer pricing for on-peak and off-peak hours. Other features, such as the
ability of the grid to decide whether to charge an electric car or to draw on additional power sources to meet demand, are still being developed.
The power grid in North America is undergoing a major revolution, and IT is a major driver behind those
changes—which means the energy industry needs skilled IT employees.
Various sources have been unequivocal about the importance of ICT in the smart grid:

ICTs have a major role to play in increasing the efficiency, as well as managing and controlling the
power grid. The role of the ICT sector in smart grids has been summarised in a report issued by the
Commission of the European Communities, Information Society & Media Directorate-General, ICT
for Sustainable Growth Unit in July 2009 entitled "ICT for a Low Carbon Economy Smart Electricity
Distribution Networks”.25
The Guardian (a British daily newspaper) in an article in 2012 titled “ICT will be an enabler of smart grids, in more ways than one” stated:
Smart meters are on their way and smart grids can't be far behind. Without smart grids it will be
difficult to manage the many different forms of renewable energy sources that will be connected to
the power grid in the future, from multitudes of household solar panels to vast offshore wind farms.
ICT is an essential enabler of smart grids. It's the area where the influential Smart 2020 report said that ICT can contribute most to reducing global carbon emissions.
ICT will have an even bigger part to play when smart grids appear. As power delivery becomes more
flexible variable tariffs will be used to reflect immediate supply and demand. Individual devices in
the home will be "smart" - networked and automatically or remotely controlled to manage energy use and cost.26
Data analytics is another ICT career opportunity as businesses confront big data. Forbes Magazine
defines big data as a collection of data from traditional and digital sources inside and outside an
organization that represents a source for ongoing discovery and analysis.27 As data sources expand
there are increasing opportunities for careers associated with data analytics.
ICT Career Paths
A popular job board and career enabler states28:
The most common route of entry into the IT sector is via the Trainee Software
Development or Analyst Programmer avenue. Trainee Developers and Analysts can also referred
to as Web Designers, Database Analysts or Technical Support – the role is often very similar, but
different sectors will choose a title that reflects their specific field of expertise.
From here your career would typically progress into a Senior Developer or Programmer role
before advancing up the career ladder as a Systems Analyst, Project Manager or Consultant.
An interesting perspective on entry into and opportunities in this sub-sector is provided by The
Government of BC Ministry of Education in the following career map, based on the level of education achieved:
