INTRODUCTION Model United Nations of the Southwest provides junior high, high school and college students the opportunity to experience the workings of the United Nations and to actively gain firsthand knowledge of international politics by acting as dele- gates from their assigned country. During our conference, dele- gates spend the first two days in small committees debating resolutions that seek to address various political, cultural and humanitarian issues. The committees for the 2006 conference are the Special Political Committee, the Committee on Disarmament and International Security, the Commission on Human Rights and the United Nations High Commission on Refugees Executive Committee. On the third day of the conference, these smaller committees merge into two larger committees: the General Assembly and the Economic and Social Council. In addition to the six committees listed above, the United Nations Security Council also will be simulated throughout the conference. CONFERENCE SCHEDULE MUNSW will begin on Wednesday, February 22, 2006. Committee meetings will take place Wednesday through Saturday, February 25 at the Oklahoma Center for Continuing Education on the campus of the University of Oklahoma in Norman. DELEGATIONS A delegation represents a single country and consists of a minimum of two delegates, one delegate for each General Assembly committee. Countries on two committees may have a maximum of four people in their delegation. Countries on three committees may have a minimum of three and a maximum of five delegates. Countries on four committees may have a minimum of four and a maximum of six delegates. Countries with a seat on the Security Council may have a minimum of six and a maximum of eight delegates. Please keep in mind the number of delegates required when choosing country preferences. There will be no limit on the number of delegations from each school or college. Security CouncilThe Security Council is a small group of 15 countries thatallow for a more detailed and intense discussion of topicsrelevant to the world’s political stability. The compositionof these 15 countries consists of five permanentdelegations (China, France, the Russian Federation, theUnited Kingdom, and the United States) and 10 electeddelegations serving two-year terms that have veto poweron any resolution presented before the Security Council.Delegations on the Security Council should come preparedto discuss the assigned topic areas, but also should beacquainted with their country’s positions on other politicalissues in order to facilitate the drafting of resolutionsduring the conference. TO BE CONSIDERED FOR ASECURITY COUNCIL COUNTRY, DELEGATIONS MUST SUB-MIT, WITH THEIR REGISTRATION, A SAMPLE RESOLUTIONADDRESSING A CURRENT INTERNATIONAL TOPIC.DELEGATIONS WITHOUT THE SAMPLE RESOLUTION WILLNOT BE CONSIDERED.

Crisis SimulationsTo provide an additional challenge for delegates, crisissimulations will be introduced throughout the four-dayconference. Crisis simulations present the delegateswith the task of containing and/or resolving simulatedworld events with regional and globally destabilizingimplications.

Crisis simulations as a part of MUNSW have twoobjectives – to test the delegates’ knowledge of thecountries they represent and to give the delegates a forumto gain experience in negotiation and crisis management.Both of these objectives are designed to give delegates anunderstanding of foreign cultures, as well as foster anappreciation of our global community.

COUNTRY SELECTION/PREPARATIONCountry assignments will be sent out at the beginning ofDecember or as soon as possible after the registration isreceived. The MUNSW student organization assignscountries according to delegate experience. SecurityCouncil countries especially require students withprevious MUNSW experience, as well as submission of thesample resolution. All delegations with a seat on theSecurity Council must have a delegate that is assignedsolely to the Security Council. This delegate cannot “float”to other committees, but will stay on the Security Councilfor the entire conference. Please keep these guidelines inmind when selecting your country preference.

Students are expected to have a working knowledge oftheir assigned country’s political, social, economic andreligious views when they arrive at conference. While atconference, delegates will represent their country’s viewsand opinions rather than their own.

Delegates should study their assigned country’s domesticaffairs as well as international news and salient topics.Delegates are encouraged to write their country’s mission

to the United Nations for more information and positionpapers. In addition, delegates should study the historyand structure of the United Nations and parliamentaryprocedure.

RESOLUTION TOPICS** When writing resolutions, keep in mind that only the Security Council can impose sanctions on United Nationsmember states.

Security CouncilFUNCTIONS AND POWERSUnder the charter, the functions and powers of theSecurity Council are:

• to maintain international peace and security inaccordance with the principles and purposes of theUnited Nations;

• to investigate any dispute or situation which mightlead to international friction;

• to recommend methods of adjusting such disputesor the terms of settlement;

• to formulate plans for the establishment of a threatto peace or act of aggression and to recommendwhat action should be taken;

• to call on members to apply economic sanctionsand other measures not involving the use of force toprevent or stop aggression;

• to take military action against an aggressor.

Members of the Security Council should research currentmilitary and political conflicts in the world and respond tothem through resolutions. The Security Council can alsoreview current United Nations peacekeeping missions andsanctions.

CONFERENCE FEESDelegate Fee $60/personRoom/Board Fee $125/person(2 persons per room)

Advisors may request a single room for an additional $45.Rooms in Sooner Hotel have twin beds, queen beds andking beds. Meals begin with dinner on Wednesday andconclude with breakfast on Saturday morning.

All junior high and high school delegations must have anadvisor in attendance at the conference. The advisordoes not pay the delegate fee, but resident advisors arerequired to pay the room/board fee. Single rooms may onlybe requested by advisors. Adult counselors will be on dutyfrom 11 p.m. to 7 a.m. each night.

College delegates may choose to stay in Sooner Hotel andpay the room/board fee, or choose to arrange their ownhousing.

REGISTRATIONINFORMATION ANDGUIDELINES

1. All registrations must be filled out with completeinformation. This includes responses to all of thequeries on the Individual Delegate Form fordelegates and one sample resolution from eachapplicant delegation desiring a Security Councilcountry.

2. Include delegate fee with all registrations.Room/board fees are due at check-in Wednesday,February 22, but may be sent with the registration.

3. Schools wishing to send more than one delegationmust use a separate registration form for eachdelegation. Xerox copies of the registration form areacceptable. JUNIOR HIGH AND HIGH SCHOOLDELEGATIONS MUST HAVE AN ADVISOR PRESENTTHROUGHOUT THE CONFERENCE.

5. Resolutions must be submitted by January 27,2006.
