Due to the current situation, we see on a worldwide scale that our daily life is being impacted in all aspects: many people

are working from home, social distancing measures are imposed, and travel is being discouraged. As a result, also

operators are seeing a change on their network; service availability and continuity are especially important for Voice, SMS

and data in these times.

 

After the recent developments due to COVID-19, SIGOS did an analysis of 3 countries that were impacted: Singapore,

Spain and United States. The analysis is based on data from active tests performed on the SIGOS GlobalRoamer platform,

averaging more than 100 daily tests for Voice and Data and more than 50 daily tests for SMS.

We analyzed test results that reflect availability for key services: Voice, SMS and Data. These include Network Availability

Tests such as Location Updates and Data Bearer activation, as well as Service Quality Tests, such as Data Throughput and

Latency, Voice Quality and End to End SMS performance.

The results show drops in Service Availability across all services. In many cases, the degradation in Service Availability

corresponds to the times when different preventive measures, e.g. travel restrictions, social distancing, were

announced in the respective countries.

T E S T S U M M A R Y

IIn Singapore a significant drop was seen in availability of all services between January 24th – 27th, 2020 with Voiceservices as low as 25.64%. The first case in Singapore of a person infected with COVID-19 was reported on January the23rd.

The USA witnessed a first drop in SMS and Data availability on March 18th  and a second drop on the following day. Inthis week social distancing measures were announced nation-wide.

On the 18th, the US House Committee of Financial Services released a proposal to fund monthly payments to every adultand child during this crisis. Also de Department of Housing and Urban Development suspended any foreclosures andevictions till end April.

Additionally President Trump also announced he would invoke the Defense Production Act to boost production of anyitem to keep the medical personnel safe from exposure like masks, gloves, etc.

On March 19th, the state of California declared the State of Emergency. Also on March 19th, the US began barring entryto foreign nationals who had been in 28 European countries within the past 14 days. American citizens, permanentresidents, and their immediate families returning from abroad can re-enter the United States under the new restrictions,but those returning from one of the specified countries must undergo health screenings and submit to quarantines andmonitoring for up to 14 days. Another drop for Voice and SMS services is seen on the 21st. This is the day that New Jersey and Illinois went intolockdown. New York followed on the 22nd (next dip in the graph). On the 23rd, 5 more states across the US went in lockdown and many public and private schools were closed by then,affecting 54.5 million students.

In Spain a degradation was seen for Voice availability between March 5th and 12th, 2020. This was the period leading upto the ‘State of Alarm’ that was announced by the Spanish Government. Around this period also the first casualty was reported in Madrid. Also SMS services observed a decrease in availability around the 13th – 15th of March when the social distancingmeasures were installed in Spain. Data services have been fluctuating throughout the months of February and March and seem less impacted.

It is clear that even though these are trying times, it is vital to ensure service continuity, domestically or/and internationallyin between countries. With many working from home and in some cases without access to the full testing and monitoringcapabilities typically available, having an easy method to monitor National and International QoS will help to ensureService Availability. To do that, we created SIGOS EasyView.
