Lynn Haven-Panama City, FL Market Dynamics and Activity Military: The market has a heavy military influence with Tyndall AFB and the Naval Support Activity located in Panama City, and Eglin AFB to the west in Niceville, FL. Tyndall is the largest F-22 Fighter Wing in the Air Force consisting of more than 4,400 personnel and 52 fifth generation aircraft. The wing trains F-22 pilots, intelligence officers, maintainers, and other support specialist for worldwide assignment to combat units. The wing also provides host base support functions to 19 associate units and more than 23,000 airmen, civilians contractors and their families. The labor force at Tyndall is 6,471 military and civilians and the base encompasses more than 29,000 acres. There are over 9,000 military retirees associated with Tyndall. The Navy also has a significant presence in Panama City. The Naval Support Activity Panama City (NSA PC) is located on St. Andrews Bay and provides research and development and in-service support for expeditionary, amphibious warfare, diving maritime special operations and mine warfare. There are several unique centers located on its base. NSA PC is home to the National Center of Expertise for all military diving through the operation of the Navy Experimental Diving Unit, the Naval Diving and Salvage Training Center, and the Center for Navy Ordinance Disposal and Diving. The Naval Surface Warfare Center is the largest tenant of NSA PC. It is one of the major research, development, test and evaluation laboratories of the Navy, boasting a wide base of expertise in engineering and scientific disciplines in the mission areas of mine warfare, expeditionary warfare, special warfare and diving and life support. The labor force of NSA PC is 2,872 military and civilians and the base encompasses 657 acres. Of those employed, 862 are scientists and engineers; 381 with advanced degrees, of which 64 are PhDs. A lesser direct impact but still noteworthy, Eglin AFB to the west (with ranges that encompass several counties throughout the Florida panhandle) encompasses more than 724 square miles of land area and 100,000+ square miles of airspace and 100,000+ square miles of water ranges in the Gulf of Mexico. Eglin AFB is the largest military base in the Department of Defense and hosts the Joint Gulf of Mexico Range Complex. Assigned to Air Force’s 96th Test Wing and Air Force Materiel Command, Eglin AFB is a joint-service installation supporting Air Force, Army and Navy units and hosts more than 62 major organizations including the Army 7th Special Forces Group (Airborne), Army 6th Ranger Training Battalion, Navy Explosive Ordnance School, 20th Space Control Squadron, and the F-35 Joint Strike Fighter Initial Training Center. Eglin employs 6,500 military and more than 8,500 civilians. The Army 7th Group is an additional 2,200 military that relocated to a new $400+ million complex on Elgin AFB from Fort Bragg, NC in 2010. Other Market Factors: St. Joe Company’s active retirement community. For two years, publicly trade St. Joe has been working on a long term active living retirement community west of our site, in west Bay County on over 100,000 acres. St. Joe wants to take advantage of the 53 million Americans expected to retire in the next 20 years and the near complete build-out of the Villages (approximately 20,000 acres) in central Florida. In mid-2015 St. Joe announced final state and local agencies approval for this plan known as the Bay-Walton Sector Plan. The build-out is estimated at 50 years and could add over 300,000 residents to the area. The Bay County portion of the plan could allow for: 145,494 total dwelling units, 4.5 million square feet of retail commercial space, 6 million square feet of industrial space, 11.2 million square feet of office/light industrial/manufacturing uses, 1,350 hospital beds, 2,780 hotel rooms and 19 golf courses. This project has yet to break ground and will likely be phased in gradual 1,000 acre increments. St. Joe’s

focus will be recent retirees and low maintenance single family homes and amenities. They will need to heavily market the project worldwide. We foresee this project as a positive future driver for the market. Leucadia’s SweetBay community. SweetBay broke ground in March 2016 and is located 4 miles east of the Lynn Haven Living site. SweetBay is the areas first master-planned walkable village and is located on the former 700-acre airport property. In 2010, Leucadia National purchased this site for $52 million. Plans are for 3,200 single family ($200,000-$400,000) and multifamily homes, 700,000 square feet of commercial space in the town center, and a marina with 140 wet slips and 240 dry storage units. A public charter school, University Academy, was founded in 2012 and moved to the SweetBay community in 2014. Current enrolment is 515 K-7 grade students; K-8 will be offered in the 2017 academic year. The academy ranks in the top 10% of public schools in Florida. SweetBay’s first of its planned seven phases will consist of 260 home lots. The developer also planned and developed Rosemary Beach in Walton County and Baldwin Park in Orlando, both success stories. In September 2016, Eastern Shipbuilding Group in Panama City was awarded a $10.6 Billion contract, the largest in the US Coast Guard history, to build 25 of the next generation offshore patrol cutters. 2,000 new jobs will serve as a major boost to the Panama City economy.
