Missouri Chapter Receives PACE Award The Missouri Chapter has been selected to receive the Presidential Award for Chapter Excellence (PACE) for 2005. APWA recognizes Chapters for their positive impact on their membership, their profession and their com-munity during a given year. The award will be presented at the APWA Congress Awards ceremony in Kansas City in September, 2006. There are four categories in which the Chapter is evaluated; each category has goals and specific activities that are used to evaluate the Chapters programs, service to the membership and the community. APWA Launches New Online Service Just over a month ago, we launched APWA WorkZone, a new online service that matches jobs in public works with those seeking employment. I am pleased to report that APWA WorkZone currently lists 272 available positions, with 15 in Kansas and Missouri.

We want to spread the word on this new service, so please forward this e-mail and information on to members of your chapter who may have an interest. We are especially interested in notifying Human Resource Departments and recruiters of the new service available to them, so please pass the word.

The new enhanced service serves two very important segments of our membership -- those members seeking new employment opportunities, and employers recruiting for the best and brightest talent in the public works field. Memorandum

SUBJECT: REGIONAL DIRECTOR’S UPDATE

DATE: JULY 19, 2006

Membership for 2005-2006 -- 27,538 Exceeds Goal I am pleased to report that our membership hit 27,538 at June 30, which is above our fiscal year goal of 27,500.

The Board of Directors met on June 3, 2006 in Nashville, TN. Consent Agenda The Board ratified the May 10, 2006 fax ballot, appointing Doug Drever to fill the term of Region IX Director from the present to September 10, 2006. The Board also ratified the Presidential Appointments as of June 2006. Report of Governance Task Force The Governance Task Force mission was “to examine the current APWA governance blueprint to determine its ef-fectiveness and make recommendations to the Board of Directors for possible changes.” The Task Force identified issues and challenges related to APWA’s governance structure and crafted recommendations for the Board’s re-view and discussion. The Board heard the report and took action, agreeing that outreach and consultation with various entities in APWA would need to occur on several of the recommendations. It was agreed that discussion with members would occur and that final approval of recommendations would be on the agenda at the 2007 win-ter Board meeting. The Board agreed the Task Force should continue their work on implementation strategies once final decisions are made on governance issues.

Update on Certification Programs The Board received an update on APWA certification programs and an outline of the process, timeline and esti-mated costs for APWA to evaluate proposals for APWA certification programs in specific public works disciplines. It was agreed that a blueprint or “facilities plan” would be developed and staff would provide a scope in September, and an amendment to the budget would be considered, if required. Based on Finance Committee discussion, it was agreed that all certification proposals will go through APWA’s normal budgeting process, however, association reserves may be required if a proposal is adopted during a current fiscal year.

The Board reviewed and approved a feasibility study in the FY07 budget for a Stormwater Program Manager Certi-fication program, as submitted by the Water Resources Management Committee.

Report on Revised APWA Strategic Plan The revised APWA Strategic Plan, as amended by the Board in February 2006, was reviewed and requested to for-ward the revised APWA Strategic Plan to members of the Strategic Planning Committee for review and comment for final approval by the Board of Directors within a 30 day time period.

Report of Finance Committee The Board received the FY06 3rd Quarter Financial Review Report and recommendations from the Finance Commit-tee. Discussion was held on the issue of raising national association reserves to a level higher than the current policy of 35% of gross revenues (less grants/contracts revenue). The Board realizes that increasing the reserve

level is a tradeoff between financial security for the association and allocating more funds toward membership services and benefits. Consensus was reached that the reserve level needs to be higher than 35% and that a specific amount needs to be budgeted each year toward reaching a higher goal. The Board approved a revi-sion to the Association Reserves Policy to increase the goal for association reserves to be 70% of gross reve-nues [not including grants/contracts revenue] as shown on the most recently audited year-end financial statement and to use the formula of budgeting 2 ½% of gross revenues each fiscal year toward reserves.

The committee also provided a proposed policy resulting from their discussion on the cost of legal fees/litigation costs to the national association when chapter business or actions result in a financial liability for the association. The Board approved the Policy on Chapter Contribution to Litigation Expenses. This policy will be provided to Chapters. A motion was approved to appoint a Coordination Committee to organize a Habitat for Humanity Work Day at the 2008 Congress in New Orleans. Staff was directed to begin the process of evaluating options for office space in the Washington D.C. area, including the option of ownership of a building or condominium space effective in 2009, the conclusion of the current lease. Approval of FY07 Budget The Board approved the FY07 Operating Budget as presented. The Board also approved the FY07 Capital Budget as presented. Report on Chapter Issues The Board received a proposal from the Louisiana (Baton Rouge), Northlake and New Orleans Metro Chapters to consolidate under one Louisiana State Chapter with a chapter/branch framework for the three current chapters. The Board approved the merger of the Louisiana (Baton Rouge), Northlake and New Orleans Metro Chapters into one chapter to be the Louisiana State Chapter, contingent upon approval of new Bylaws for the merged chapter; and further, to approve the reconfiguration of current chapters into the Baton Rouge, North-lake and New Orleans Metro Branches, contingent upon approval of each of the branches’ Bylaws. The Board also held discussion that the Puerto Rico Chapter has not functioned as a chapter over the past several years. The last financial records received from the chapter occurred in 1996. Due to issues of lan-guage, culture, the political changes that occur, and the lack of critical mass in the chapter, the Board agreed to dissolve the Puerto Rico Chapter, contingent upon discussion with the Florida Chapter and their agreement to allocate existing members of the Puerto Rico Chapter to the Florida Chapter, as either a formal branch of the Florida Chapter or as assigned individual members of the Chapter. Discussion will be held with the Florida Chapter leadership and then final communiqués will be sent to the Puerto Rico members. Any funds remain-ing the Puerto Rico Chapter treasury would be transferred to the Florida Chapter. As a result of these two actions, APWA will have 64 chapters.

Report of Awards Review Committee The Board reviewed the report and recommendations brought forward by the Awards Review Committee on modifications to the PACE Award, the Distinguished Service Award and the Honorary Membership Award and the creation of a new international service award. The Board agreed to add evidence of “Chapter diversity/inclusiveness programs or activities” as part of the Presidential Award for Chapter Excellence criteria, beginning with the 2007 Awards Program. The Board agreed to approve a new International Service Award and criteria, beginning with the 2007 Awards Program. In June 2005, the Board requested the Awards Review Committee clarify the difference of criteria for the Hon-orary Membership Award and the Distinguished Service Award and suggested the Honorary Membership Award be used strictly for APWA members. The Awards Review Committee returned recommendations to the Board with criteria changes accordingly. The Board decided to reconsider their request regarding the two

awards’ criteria and decided to approve, contingent upon the Awards Review Committee review, that the Honorary Membership Award be renamed the Honorary Membership Award for Meritorious Service and be provided to non-members; and that the Distinguished Service Award be provided to APWA members.

Report of Membership Task Force The Board received an informational report from the Board’s Membership Task Force concerning the new recruit-ment campaign: “Never Been a Member” and a proposed policy on branch only members which is being forwarded to the Bylaws Committee for review and recommendation to the Board.

Update on APWA/CPWA Letter of Agreement The Board was advised that the CPWA Board is continuing its work on an update of the APWA/CPWA Letter of Agreement, which will come before the APWA Board in September 2006.

APWA Nominating Committee Report The Board received an informational report from the National Nominating Committee on candidates for the 2006 ballot. New Board member Doug Drever, nominee Patty Hilderbrand and soon-to-be appointee Ken Nerland will be in the Kansas City offices for a day-long New Board Member Orientation session in August. We will also be holding a one-day meeting of 2006-2007 chairs of the technical committees, selected other committees, the Executive Committee and staff.

Other Business: Kansas City Metro Chapter Bylaws Issue: The Kansas City Metro Chapter requested permission to include a provi-sion in their Chapter Bylaws to move assets in the Myron D. Calkins Scholarship Endowment Fund to the Engineers Club of Kansas City Scholarship Fund (a 501 [c] 3 organization) in the event of dissolution of the Chapter. The Chapter Rules indicate “Any funds of a disbanded chapter shall be remitted to the Association.” The Board agreed that other chapters with scholarship funds might wish to preserve their scholarship funds in a similar manner, if their chapter was disbanded. The Board agreed to refer the issue of moving assets from chapter scholarship funds to another 501 [c] 3 scholarship fund if a chapter is disbanded to the Bylaws Committee to prepare a rec-ommendation to the Board on whether the model chapter bylaws template should be changed so that all chapters have the same opportunity.

Outgoing Board Members: The Board expressed appreciation to Tom Trice, Past President and John German, At-Large Director for Engineering and Technology for their guidance to the Board during their terms of office.

Department of Natural Resources ombudsman, regional office staff put assistance within easy reach By Doyle Childers, Missouri Department of Natural Resources Director If you were a city official struggling to keep your community’s water supply safe, a business owner with a ques-tion about environmental regulations or a private citizen concerned about trash being dumped along your quiet country road, would you know who to call? The Missouri Department of Natural Resources works to put information like this within easy reach of busi-nesses, communities and citizens. In fact, our regional offices, satellite offices and our newly appointed om-budsmen work every day to ensure assistance is readily available to citizens in every corner of Missouri. For example, Kansas City Regional Ombudsman Judy Bowman recently stopped in to visit officials with the City of Archie, located about 65 miles south of Kansas City. During her visit, officials shared with her challenges they’d been facing in building a new water treatment plant. The City of Archie is growing, and its aging water treatment plant cannot keep up with the growing demand of more homes. The city passed two bonds, one in 2002 for $1.5 million and another in 2004 for $1.1 million. Unfortunately, engineering estimates were too low, by about $1.2 million, and the city is now struggling to secure funding to complete the project. “Basically they are a small surface supply source and are having difficulty meeting the disinfection byproduct

maximum contaminant levels,” said David Williams, a water specialist with the department’s North-west Missouri Satellite Office. “They have been granted an exemption on the existing plant and were to be in the process of building a new one. Due to high costs, funding issues, and other challenges, they are not going to meet the termination date of the exemption and will probably have to apply for an extension.”

Williams met with Archie officials at Bowman’s request and suggested ways the city could improve water quality

until construction of a new plant was possible. Williams also discovered that the city was purchasing water treatment chemicals from a Texas vendor. Williams referred officials to a St. Joseph company that could provide the necessary chemicals for about $600 per month less, saving the community $7,200 annually and keeping this money in Missouri.

The problems Archie is facing are not unique. Communities across Missouri are struggling to update outdated

infrastructure. Fortunately a growing public awareness for the importance of safe drinking water is aiding in this effort. “Customers care about water quality and understand the importance of financ-ing,” said Elmer Wright, chief operator for the City of Archie.

Even with community support, however, replacing failing infrastructure is an arduous and time-consuming proc-ess. It requires a long-term commitment from civic leaders and the public. Wright advised, “Just hang in there. Do the best you can with what you have.” The City of Archie has been working closely with the Department of Natural Resources to develop strategies to improve water quality short-term until the new plant is complete. Wright encourages other communities to con-tact their regional Department of Natural Resources’ office for technical assistance and guidance with these types of challenges. July 20, 2006 Joint Branch Meeting The meeting was called to order by Mike Rector, SAME president, at 12 noon. The pledge of allegiance was given by Mike Rector. Mr. Rector welcomed the APWA members to the joint meeting and provided some brief announcements. Then, Mr. Rector introduced Ms. Amy Haddock, President from APWA. Ms. Haddock thanked Mr. Rector and made an announcement about the upcoming APWA golf tournament to be held on September 25th. Then, Ed Choklek, introduced Pat Conroy, St. Louis District, COE. Mr. Conroy gave a presentation on horizontal di-rectional boring. The presentation gave a brief overview on the equipment used and typical project applications of this technology. At the conclusion of Mr. Conroy’s presentation, Mr Rector thanked him for his time. The meeting was adjourned at 1:05 pm.

ASSISTANT DIRECTOR OF PUBLIC WORKS/CITY ENGINEER—City of Town & Country, MO (posted 6-7-06)
