pResident RemARks
I often think back to the early days of our Foundation, when our biggest obstacle was how to cover our expenses until we accumulated sufficient assets to be self-sustaining. The board was adamant that we not let our administrative costs interfere with our mission of helping donors achieve their charitable objectives
and addressing the important needs in our community. Our early growing pains are behind us, but our mission has remained constant. Now, we are even more focused on how we can help our donors make an impact on life in Burke County.
During our recent Strategic Planning Process, John Marshall, Director of Planning for the Western Piedmont Council of Governments, provided data about several community issues which will have a long term impact on the financial health of Burke County.We also heard from Virginia Dollar, Senior Program Officer from the Community Foundation of Western North Carolina. We learned how their foundation prioritizes issues and how they measure the results of their efforts.
As we plan the work of your Foundation, we want to use our resources to make larger focus grants to tackle the most difficult problems. Examples might include chronic health issues within our population, public transportation, food and nutrition, and changing demographics. We see our role as a catalyst, bringing together nonprofits, governmental agencies, and community partners in a coordinated effort to address these needs. We are going to measure results, and our goal is to “move the needle” on some of our most pressing issues.
Thanks to our donors, and the leaders who have serve on our board and committees, we’ve come a long way since our beginning in 2000. I’m excited about the next phase of our growth. With your help, the Community Foundation of Burke County will continue to help donors achieve their charitable objectives and address the important needs inour community.

executive diRectoR RemARks
In 2015, the Community Foundation of Burke County (CFBC) served as convener and collaborator for projects and programs impacting Burke County.
The Foundation continued its support of the Kate B. Reynolds Healthy Places NC (KBR) initiative by providing technical assistance as
potential opportunities arose. One of the exciting outcomes of this work was a grant awarded by KBR to the Western Piedmont Council of Governments for the purpose of mapping assets in Burke County. State and local governments, healthcare providers, nonprofit organizations, educational institutions, faith communities and residents of the county participated in providing needed data to accurately identify our county’s resources and challenges.
Our pledge to provide training opportunities for nonprofit agencies was sustained throughout the year. In April, a workshop entitled “Collaborate to Innovate: Essential Strategies and Future Directions for Nonprofit Collaborations” was provided and in June, a training was offered entitled “Strategies for Successful Grantwriting”. These workshops were presented in collaboration with WNC Pathways and Western Piedmont Community College.
The 2015 Community Grant Cycle provided an opportunity for the Foundation to review financial and programmatic agency performance. With this enhanced and current understanding of the various nonprofit organizations, the CFBC remains well positioned to provide guidance and advice to donors when determining where their charitable giving might provide a lasting impact.
CBFC preserved its commitment to host an annual legal workshop for North Carolina Community Foundations. Community foundation representatives from across the state gather at the offices of the North Carolina Network of Grantmakers for a workshop led by Suzanne Friday, Senior Counsel and Vice President of Legal Affairs for the Council on Foundations. This workshop provides an opportunity for Foundations to learn about laws, current and future, which may impact our various organizations.
Our Annual report features the artwork of young artists from TOSS (The Old School Studio).
TOSS, in partnership with the Burke Arts Council, supports the arts through three initiatives: a student art studio, an artist residency program, and a resource center. Kirksey Lowther and Kathryn Ervin, co-founders of TOSS , were born and raised in Burke County. We are honored to support them in their commitment
to enrich the quality of life, in their hometown, through cultural and artistic activities.
Throughout the year, I am personally reminded of the generosity of our donors and their commitment to our county. It remains my privilege to serve.

A FAmily honoRs theiR pARent’s legAcy
Pat and Harold Mitchell will always be remembered for their commitment to family and church, dedication to the community they called home and the warm welcome they extended to everyone they met.
Harold, a founding Director of the Community Foundation of Burke County, was a United States Army Aircorp veteran who practiced law for more than 50 years in the town of Valdese. Graduating from Wake Forest in 1951 with a law degree, Harold dedicated his life to helping others. He served on the boards of multiple organizations including Wake Forest University, Bowman Gray School of Medicine, Western Carolina University and Valdese General Hospital.
Pat cherished her role as mother and grandmother. She was passionate about her faith and her love of children. Pat was an active member of the Waldensian Presbyterian Church, and was honored by the Presbyterian Women with an Honorary Life Membership. Pat was active in the formation of the church Youth Club. She also served as a Girl Scout leader and loved providing for Valdese Elementary School children through the Clothing Bank.
During 2015, Pat and Harold’s children, Marc, Michael and Tricia, chose to honor the legacy of their parents by establishing the Pat and Harold Mitchell Fund. This fund is an unrestricted fund and will provide resources to support the Foundation’s annual grant cycle. By establishing the Pat and Harold Mitchell Fund, their children have not only honored the legacy of their parents but have guaranteed that the needs of the community their parents called home will be met well into the future.

buRke ciRcles initiAtive thRives
The Burke County Circles Initiative, working under the Blue Ridge Community Action umbrella, is a community-based program that focuses on families moving out of generational poverty through a capacity building process centered on hard work, motivation, and relationships. The Burke County Circles Initiative is supported by multiple churches, local businesses and various foundations.
In 2015, this initiative received funding from the 2015 community grant cycle to support the position of a Hispanic Outreach Coordinator. The coordinator’s job was to translate multi-media and training materials, recruit Hispanic participants and volunteers and serve as a volunteer Circle Leader training facilitator. Alma Yanez was hired for this position and has expanded her role to now serve as the Burke County Circles Initiative Program Coordinator. 6% of Burke County residents
are of Hispanic decent, representing at 58% change in the Hispanic population since the year 2000. The Outreach Coordinator has been able to begin to open doors to the Hispanic community as well as being a resource for that community.
In order to participate in the program, applications must be submitted and interviews conducted. Participants are selected to participate in the training based on criteria developed by the selection committee. Participants with the highest level of need, such as unemployment, poverty status and homelessness are rated highly. The initiative has a 53.6% retention rate and has experienced a 97.12% increase in income of active participants.

Robert “Bob” Allen Shook lived in Burke County his entire life. A graduate of Lenoir Rhyne University with a degree in health and physical education, he spent thirty years of his life teaching and coaching in the Burke County Public Schools. Bob was committed to educating young people while also strongly believing in the merits of serving his community.
Bob’s commitment to service was deeply rooted in membership in the Rutherford College Lions Club. He was a forty year member of the club and active in Lions Clubs International. When Bob passed away in October of 2011, the club voted to establish a scholarship to honor his life as an educator and his commitment to the Lions Club. In 2015, the scholarship was moved to the Community Foundation of Burke County to preserve the legacy of this educator and servant.

buRke women’s Fund giving ciRcle
The Burke Women’s Fund, a giving circle of women and some supporting husbands, has been working to improve the lives of women and their families in Burke County. Since 2009, the Burke Women’s Fund has granted more than $188,500 to programs that address issues impacting women and their families.
During 2015, the Burke Women’s Fund designed a two year focus grant opportunity for nonprofit organizations that connected individuals and communities with healthy eating options. Habitat for Humanity of Burke County and the Waldensian Presbyterian Church were the recipients of these focus grant funds. Habitat for Humanity of Burke County utilized their funds to create raised bed gardens for families living in the Woerner Way subdivision. The families, along with the Master Gardeners and Habitat volunteers, designed, built and prepared their own gardens.
The Waldensian Presbyterian Church utilized their funds to collaborate with Morganton Day School and Forest Hill Elementary School in the development of community gardens. One of the goals of this grant was to provide a greater supply of fresh healthy vegetables for food ministries in Burke County. An equally important second goal was to learn together how community gardens could be successful and sustainable.
The Burke Women’s Fund continued during 2015 to grow their endowment fund to over $94,000, ensuring the long term vision of advancing the power of collective giving among Burke County women.
