The General Secretariat of the EU, through the Civilian Planning and Conduct Capability (CPCC) requests Member States to propose candidates for the following international expert positions for the Planning Team for EU crisis management mission in the field of rule of law, according to the described requirements and profiles:

A. Essential requirements

Citizenship – Citizenship of a Member State of the European Union (EU) and full rights as a citizen.Integrity – Staff members must maintain the highest standards of personal integrity, impartiality and self-discipline within the Mission. They can under no condition provide or discuss any Mission-related information or document that comes to them as a result of their access to classified and/or sensitive information. They shall carry out their duties and act in the best interest of the Mission.Negotiation Skills – The staff members must have excellent negotiating skills and the ability to work professionally in a stressful and diverse environment.Flexibility and adaptability – The staff members need to be able to work under arduous conditions and with a limited network of support. They must be able to cope with extended periods of separation from their family and usual environment.Physical and mental health – The staff members must be physically fit and without any medical or mental problems, or any substance dependency which may impair their operational performance in the Mission. Selected personnel should, in principle, be under the normal age of retirement in EU Member States.Ability to communicate effectively in English – Mission members must be fully fluent in written and spoken English. Excellent reporting skills are especially important.Computer Skills – Skills in word processing and spreadsheets are essential. Knowledge of other IT tools will be an asset.

B. Recommended requirements

Knowledge of the EU Institutions – To have a sound knowledge of the EU Institutions and international standards, particularly related to the Common Foreign and Security Policy, including the European Security and Defence Policy.Knowledge of the Balkans – To have a sound understanding of the history, culture, and socio-political situation of the region, as well as of police, judicial and governmental structures.Language skills – knowledge of French and local languages would be an asset.

C. Essential documents and requirements for the selected candidates

Passport – The candidates must obtain a passport from their respective national authorities. Visas – Seconded members may obtain a transit visa as appropriate.Security clearance required – To have or obtain a national security clearance of the level of "EU SECRET" or equivalent.Certificate/Booklet of vaccination – To be in possession of a valid certificate/booklet of vaccination showing all vaccinations and immunisations received. To be vaccinated according to the required immunisations for the Mission area.Medical certificate – To be in possession of a valid certificate declaring the staff member fit for the Mission.Driver's licence – To be in possession of a valid civilian driver's licence for motor vehicles (Category B or equivalent). Able to drive any 4-wheel drive vehicle.

D. Additional information on the selection process

Application form – Applications will be considered only when using the standard Application Form (Annex 2) and indicating which position(s) the candidate is applying for. E. Job Descriptions

1. OFFICE OF THE HEAD OF THE PLANNING TEAM

Executive Officer/Deputy Head of EUPT Kosovo

(1 position, reference EUPTK02c, proposed deployment: no later than end of November 2007)

Main tasks To request and summarise information and prepare briefing materials for the

Head of Planning Team, including documents for use with external agencies and interlocutors.

When required, to coordinate the activities of the Planning Team on behalf of the Head of Planning Team.

To attend internal and external meeting with and on behalf of Head of Planning Team in order to obtain information for onward transmission to him/her or elsewhere internal/external to the Planning Team.

To identify, assign and take appropriate action on incoming requests and correspondence within the Office of the Head of Planning Team.

To communicate to the Head of Planning Team the status of action items, projects, and/or any other activity to Head of Planning Team's Office.

To oversee the correspondence process to ensure timely and appropriate responses.

To draft reports and other correspondence on behalf of the Head of Planning Team.

To edit documents, reports and letters prepared for the Head of Planning Team.

To perform any other duties as assigned by the Head of Planning Team.

Qualifications and Experience University education in international studies, political science, administration,

diplomacy, policing or related field. To have a minimum of 10 years of experience at middle management levels. Diplomatic experience or experience in working in international

organisations/missions. Strong organisational and managerial skills, ability to work under pressure

within short deadlines and to manage multiple tasks and unexpected demands. Excellent interpersonal and communications skills, familiarity with diplomatic

protocol.

Legal Advisor

(1 position, reference EUPTK07b, proposed deployment: no later than end of November 2007)

Main Tasks To provide legal advice and assistance on matters affecting the Planning Team

and possible ESDP Mission, in particular concerning its relationship with the Government of Kosovo and other organizations, as well as the application of international agreements and conventions.

To develop all necessary legal aspects of the Planning Team and possible ESDP Mission.

To draft written legal guidelines for the EUPT members.

To draft relevant legislation and provide legal opinion. To develop procedures, policies and guidelines to improve operational

efficiency of the Planning Team and possible ESDP Mission to Kosovo and provide accurate and effective advice and guidance in all legal issues.

To act as a focal point with respect to all legal matters pertaining to the Mission, and to assist in the development of internal guidelines and Standard Operating Procedures.

To prepare precise legal summaries and reports concerning legal issues To identify needs of goods and/or services specifically required for its area of

responsibility and to technically define the appropriate requirements of the means required to cover these needs and to participate, as appropriate, in the correspondent processes to procure these goods and services.

Qualifications and Experience Required Advanced University Degree in Law, with Post-Graduation studies in matters

related to International Relations, Diplomacy and/or Human Rights. A minimum of 8 years of experience at progressively higher levels of

responsibility. International experience preferable, particularly in crisis areas with multi-

national and international organisations, ideally in a legal advisory Mission or in a legal advisory position.

Excellent interpersonal and communications skills, familiarity with diplomatic protocol.

Experience in liaison with police, the judiciary, prosecution and defence authorities and courts of justice (desirable).

Qualified knowledge of basic international Human Rights Conventions and Principles.

Experience in dealing with administration and procurement issues would be an asset.

Excellent English language skills, in particular concise and clear drafting skills.

2. POLICE TEAM

Police Expert on War Crimes Investigations

(1 position, reference EUPTK46b, proposed deployment: no later than end of November 2007)

Main tasks To provide information and advise the Head of the Police Team on war crime

investigation matters. To collect and collate all necessary information related to war crime

investigation and criminal intelligence with particular focus on future local organisational models and co-operation mechanisms in relation to WC Investigations

To build links with regional security organisations in order to establish a working model for post status regional cooperation in the field of war crime investigations.

To facilitate the flow of war crime investigations related information, which the Planning Team members may acquire, through the chain of command.

To liaise closely with UNMIK in relation to their downsizing and related planning.

To analyse and provide a field perspective on the applicability and impact of an ESDP Mission concerning war crimes investigations.

To report findings from the area of war crimes investigation to the Head of the Police Team.

To liaise and establish professional working relationships with relevant local and international law enforcement, prosecution, judicial and military authorities and other actors.

To facilitate practical cooperation and exchange of information, between the UNMIK and the CPCC of the Council General Secretariat, KPS, KFOR, OSCE, European Commission and other players involved in the broader area of Rule of Law.

To co-ordinate information and provide advice to prioritise needs. To participate in production of reports as directed. To undertake any other tasks required on behalf of the Head of the Police

Team. If required, assist in the briefing and training of incoming members of the

Planning Team.

Qualifications and Experience An advanced University Degree in Police Sciences, Social Sciences, Law,

Business Administration or equivalent law enforcement training. Rank: at least Major, Inspector/Chief Inspector or equivalent. To have a minimum of 8 years of police management experience, including at

least 4 years in related strategic planning. To have experience of cooperation with the broader Rule of Law community. To have broad operational (supervising) experience in war crimes

investigations including experience in exhumations. To have a demonstrable ability to effectively manage and ‘get things done’. To have an extensive experience in international law enforcement cooperation,

preferably in the area of trans-border serious / organised orime/ war crimes. International experience, particularly in crisis areas with multi-national and

international organisations. Communication skills in Albanian and/or Serbian would be a distinct asset. Experience in project management (desirable).

Police Expert on Personnel

(1 position, reference EUPTK65, proposed deployment: no later than end of November 2007)

Main tasks To act as an advisor to EUPT Police Team in key Human Resources

management areas and related IT issues, especially in developing a comprehensive HR Strategy including a model for career development of the Kosovo Police Service (KPS).

To assist in the evaluation of the current KPS strengths and develop criteria to assess and recommend with regards to the future number of KPS Personnel necessary to deliver efficient policing for Kosovo..

To assess the current situation in Kosovo Police Service relating personnel procedures, its compliance with professional and transparent policies as well as procedures of the Kosovo legislation / regulations on local licensing and contracting.

To advise the EUPT Police Team concerning HR policies and procedures in order to provide recommendations for police personnel related projects.

To assess the current situation in the KPS relating to IT procedures, centered but not limited to personnel databases, its compliance with professional and transparent policies as well as procedures of Kosovo legislation and regulations

To advise the EUPT Police Team in revising existing job descriptions for officers and civilian personnel, as well as proposing a model of defined roles and ranks for every position within the KPS.

To recommend procedures for a transparent and objective performance assessment and evaluation system for the KPS as well as assist in the development of personnel rosters as appropriate.

To advise and assist EUPT Police Team with recommendations on the deployment of personnel, contracts, letters of appointment, contract extensions, reassignments, redeployments, termination of contracts, attendance records, pension funds, training and other relevant personnel related issues in close cooperation with the Police Expert on Finance, Budget and Procurement.

To recommend further development of a social benefit system for KPS. To assist the EUPT Police Team in further developing professional

relationships between KPS and other Kosovo authorities as well as with international counterparts related to legislation/regulations in the field of competence.

Undertake any other task as assigned by the Leader of the Police Team.

Qualifications and Experience Degree in Social Sciences, Human Resources, Business Administration or

equivalent academic or professional training relevant to police middle management level.

Rank: Chief Inspector/Captain or above or equivalent civil servant position within a Police Service, preferably at supervisory level.

To have a minimum of 10 years of effective and extensive police management experience at middle management level with broad professional experience of human resources management and personnel development.

Proactive approach and results orientation. International experience, particularly in crisis areas with international

organizations. Proficiency in written and spoken English. Additional knowledge of local

languages would be an asset.

Police Expert on Crowd and Riot Control

Main tasks To provide information and advise the Police Team on matters mainly related

to CRC log support. To collect and collate all necessary information related to CRC operations

mainly concerning the log support. To analyse and provide a field perspective on the applicability and impact of an

ESDP Mission concerning to the log support to CRC units and their operations. To liaise closely with UNMIK in relation to their downsizing and related

planning. To report findings from the area of CRC operations and their log support to the

Police Team. To liaise and establish professional working relationships with relevant local

and international law enforcement, and military authorities and other actors. To facilitate practical cooperation and exchange of information, between the

UNMIK and KPS, KFOR, OSCE, European Commission and other players involved in the broader area of CRC operations and log support.

To co-ordinate information and provide advice to prioritise needs. To participate in production of reports as directed. To undertake any other tasks required. If required, to assist in the briefing and training of incoming members of the

To have operational experience in CRC operations including the log support/equipment.

To have a demonstrable ability to effectively manage and ‘get things done’. To have experience in international law enforcement cooperation, preferably in

the area of CRC operations. International experience, particularly in crisis areas and with international

3. JUSTICE TEAM

Justice Team Leader

Main tasksUnder the overall supervision of the Head of the Planning Team

To provide information and advice to the Head of the Planning Team on justice sector matters.

To lead the team of justice experts in order to plan for a possible ESDP Mission.

To assist the Head of the Planning Team in the development of an Options Paper, Crisis-Management Concept, Concept of Operations and an Operational Plan, if required.

To ensure best possible coherence in the comprehensive EU approach when planning and carrying out activities in the broad area of Rule of Law covering both police and justice sector.

To carry out work on defining possible mandates, objectives, targeted areas of action, specific tasks and programmes on the justice field for a future ESDP Mission.

To take main responsibility in developing concepts for possible ESDP action in the justice sector and to take full responsibility in drafting the justice sector parts to the required planning documents of the possible future ESDP Mission in Kosovo.

Supervise the production of high quality reports for distribution internally or externally.

Monitor, evaluate and report on progress according to relevant Joint Actions. Assist in the briefing and training of incoming staff members. To analyse and provide a field perspective on the applicability and impact of an

ESDP Mission in regards of international judges and prosecutors, including impact on parallel structures.

To liaise closely with UNMIK in relation to their downsizing and related planning.

To liaise and establish professional working relationships with relevant local and international law enforcement, prosecution, judicial and military authorities and other actors.

To facilitate practical cooperation and exchange of information, between the UNMIK and the CCPC of the Council General Secretariat, KPS, KFOR, OSCE, European Commission and other players involved in the broader area of rule of law.

Undertake any other tasks required on behalf of the Head of Planning Team.

Qualifications and Experience University Degree in Law, preferably with post graduate studies in

Criminal/Civil Law, Procedural Law, Administrative Law, Human Rights or other related matters.

A minimum of 12 years of experience including substantial experience at the management level.

In-depth theoretical knowledge of international and European standards including knowledge of principles of criminal law (both substantive and procedural), and significant experience in applying legal expertise.

In-depth theoretical and practical understanding of the independence of judiciary principle.

Experience from developing legislative framework and judicial institutions in a Member State or/and in a development, transitional or post-conflict situation preferably in a continental civil-law context.

Experience working as a Judge, Public Prosecutor, Private Lawyer or Judicial Administrator.

Experience from administration of justice on ministerial/central level or substantial experience of managing judicial institutions on local level.

Knowledge of relevant planning and strategy work from the justice sector. Proficiency in English.

Civil Proceedings Expert

Main tasksUnder the overall supervision of the Justice Team Leader the incumbent will be responsible:

To provide information and advice to the Head of the Planning Team on Civil Proceedings.

To analyse and scrutinise issues and problems (legal and institutional) concerning civil proceedings with particular regard to property rights issues.

To collect and collate all necessary information related to Civil Proceedings. To analyse and provide a field perspective on the applicability and impact of an

ESDP Mission concerning Civil Proceedings. To liaise closely with UNMIK in relation to their downsizing and related

planning. To liaise and establish professional working relationships with relevant local

and international law enforcement, prosecution, judicial and military authorities and other actors.

To facilitate practical cooperation and exchange of information in the broader area of rule of law.

To co-ordinate information and provide advice to prioritise needs. To participate in production of reports as directed. If required, to assist in the briefing and training of incoming members of the

Planning Team. To identify issues needing urgent attention during the planning in the area of

civil proceedings. To undertake any other related tasks as required by the Head of the Planning

Team.

Qualifications and Experience University Degree in Law preferably with post graduate studies in Procedural

Law or Civil Law. A minimum of 8 years of experience at middle management level. Good knowledge of international and European standards including relevant

case-law from the European Court of Human Rights. Expertise in dealing with property issues. Experience from developing legislative framework and judicial institutions in a

Member State or/and in a development, transitional or post-conflict situation Experience of judicial reform process and functions of civil procedure. Experience as a Judge, Private Lawyer or Judicial Administrator. Experience of managing judicial institutions on national or local level. Exellent English language skills.

Penitentiary Expert

ESDP mission concerning the penitentiary system. To assess in co-operation with the Administration Team the needs of the future

ESDP Correctional Unit especially with regard to equipment and premises. To contribute to the planning of deployment, staffing and operating of the

future ESDP Correctional Unit To liaise closely with UNMIK in relation to their downsizing and related

planning. To liaise and establish professional working relationships with relevant local

and international law enforcement, prosecution and judicial authorities as well as other actors.

To analyse and scrutinise issues and problems (legal and institutional) concerning penal administration.

To facilitate practical cooperation and exchange of information in the broader area of rule of law.

To participate in the production of reports as directed. To undertake any other tasks required on behalf of the Head of the Planning

Team. If required, to assist in the briefing and training of incoming members of the

Planning Team. To identify issues needing urgent attention during the planning in the area of

legislation.

Qualifications and Experience University Degree in Law or completed training as senior correctional officer A minimum of 8 years of experience at middle management level. Experience from administration of correctional institutions on

ministerial/central level Substantial experience of managing correctional institutions on local level. Experience with the penitentiary systems in development, transitional or post-

conflict situations Other experience in working in prisons or detention centres. Excellent English language skills.

4. ADMINISTRATION TEAM

Medical Expert

(1 position, reference EUPTK43, proposed deployment: no later than end of November 2007)

Short-term assignment (6 to 10 weeks) An extension is possible upon agreement between both sides.

Main tasks To assist and advise the Head of Planning Team on all medical matters. To plan, analyse, design, and implement a program covering all aspects of the

medical needs of the Planning Team and possible future ESDP Mission. To develop the medical system necessary for the possible future ESDP Mission,

with consideration of the option of an adequate medical clinic suitable for the needs of all personnel.

To organize the use of MEDEVAC capabilities (air and /or ground) inside and outside Kosovo.

To provide necessary medical input for all EUPT staff elements especially with regards to operational planning, decision making processes and resulting orders and documents.

To counsel EUPT staff members in medical matters. To provide limited day to day care and first aid for all EUPT personnel within

means and capabilities. To ensure that the contents of all EUPT First Aid and Trauma kits are

sufficient. To support, monitor and coordinate in case of disease or injury of a EUPT

member in close contact and cooperation with other available health care and medical transpiration providers all elements of the medical evacuation chain from the beginning until the place of definitive treatment.

To assess in close cooperation with the medical practitioner in attendance at an emergency incident the requirements for further treatment and/or the further medical evacuation (by ground and/or by air).

To assess on regular basis existing in- and outpatient medical treatment facilities (MTF) both of the HNS and others and regularly issue an updated list of available MTF.

To coordinate and perform Medical Briefings and First Aid Training for all incoming Mission members.

To establish and regularly update a medical emergency plan in coordination with all relevant elements of EUPT, international, civilian and military organizations in the area of operation.

To monitor the epidemiological and overall medical situation in the area of operation, promote and implement preventive medical measures including hygiene and recommendations for immunizations and to report to HoPT/HoM.

To gather all information related to medical support for all EUPT members, including social security and health and repatriation insurance, practical and administrative aspects.

To implemental aspects of medical needs of the Planning Team and possible future ESDP Mission in Kosovo after formal approval by the HoM.

Any other tasks as required by the Head of the Planning Team.

Qualifications and Experience An advanced University degree of a recognized Medical School and knowledge

in emergency medicine. To have a minimum of 10 years of relevant professional experience including

administrative and sufficient experience in medical planning. Interpersonal skills, capabilities to work with people from various

backgrounds. International experience, particularly in crisis areas with multi-national and

international organisations (essential). Desirable: Flight Medical and/or MEDEVAC experience. Proficiency in English

Fuel Supply Expert

(1 position, reference EUPTK53, proposed deployment: no later than end of November 2007)

Main tasks Provide effective and timely planning, expert guidance, oversight, management

and coordination of Mission fuel supply operations. Develop a Mission Fuel Plan by specifying requirements for fuel and other

petroleum products, fuel delivery and distribution assets, storage and dispensing equipment, fuel reserves, other resources, and ensure its implementation.

Develop, review, monitor, assess and manage outsourced contracts for fuel and associated support services including preparation of Scope of Work, technical evaluations, requisitioning, contract quality control and quality assurance, accounting and invoicing verification.

Monitor and analyse contract performance to ensure compliance with contract terms, schedules and cost objectives. Resolve within the terms and conditions of the contracts, conflicts/problems arising in cases of poor performance or non-compliance with contractual obligations.

Ensure that fuel usage by vehicles, generators, individual users are monitored, and investigate any major anomalies or inconsistent fuel consumption.

Ensure that fuel duties are undertaken by Mission and any possible contractor staff with due regard to environmental and safety requirements.

Provide specialist technical advice on all matters related to fuel supply. Undertake any other related tasks as required by the Head of the Planning

Team.

Qualifications and Experience University degree (or equivalent) preferably in Business Administration,

Management, engineering or a combination of education and extensive experience in logistics operations, supplies chain management, chemical, petrochemical or mechanical engineering would also be considered.

At least seven years of progressively responsible professional experience in supply, project/contract management or logistics support, preferably in the field of petroleum products.

Experience in managing support services of international peacekeeping or military operations is highly desirable.

Proficiency in English.

Registry/Archive Expert

Main tasks Responsible for the collection and filling of relevant documents produced

within the Mission, including all classified and registered access material, ensuring immediate access to the required documents.

To propose and implement procedures and guidelines for establishing a system to categorize and manage documents, with due regard to safety and confidentiality questions.

To ensure collecting, recording and dispatching of mail and correspondences within the Mission.

To assist relevant offices in dealing with Information Security issues within the Mission.

IT Expert

Main tasksUnder the overall supervision of the Administration Team Leader the incumbent is responsible:

To assist, plan, analyse, design, program and implement Information Technology projects, and applicable IT policies, technical reports, operating instructions, guidelines and procedures and to assist in the formulation of security and contingency policies for the organizational IT structure.

To manage IT equipment, network and software applications with respect to installation, systems support and maintenance, and ensure the operation of EUPT's Local Area Network through an adequate preventive maintenance program.

To select and evaluate cost-effective hard- and software solutions in line with EUPT requirements.

To maintain an adequate number of computer equipment and spares. To organize repair and replacement as necessary. To organize the prompt delivery of technical services by assigning the

available technical resources, including providing Office Automation as help desk support, standardization, preparation and maintenance of applications.

To seek user information and their training needs and to arrange training for users and IT staff in respect of Mission's standard hardware and software, and keep up to date with new technologies and standards.

To design, implement and maintain local/wide area networks, providing network, email, internet use, security and backup of EUPT data.

To identify needs of goods and/or services specifically required for its area of responsibility and to technically define the appropriate requirements of the means required to cover these needs and to participate, as appropriate, in the correspondent processes to procure these goods and services.

positions. To supervise the selection and designation process of international and local

staff in a possible ESDP Mission in Kosovo. To co-ordinate the establishment of procedures for the incoming and outgoing

rotations including check-in and check-out for newcomers in the ESDP Mission.

To arrange the documentation required concerning the arrival, in-processing, deployment, redeployment, extensions and repatriation of the staff members in the Planning Team and making preparations for the future ESDP Mission in Kosovo.

To advise and assist the Planning Team concerning HR/Personnel policies and procedures, namely those applicable to ESDP Missions, in order to ensure wide compliance.
