MINUTES OF THE SPECIAL MEETING OF THE MAYOR AND COUNCIL

CALL TO ORDER AT: 7:15 PM

PRESS JOURNAL AND POSTED AS REQUIRED.DATE AND TIME OF THIS SPECIAL MEETING WAS LEGALLY GIVEN AS REQUIRED BYTHE "OPEN PUBLIC MEETINGS ACT."
THIS NOTICE IS ON FILE WITH THE BOROUGH CLERK AND POSTED ON THEBULLETIN BOARD.
Mayor Parisi reviewed the decreases in revenue for the borough totaling $468,000.00. Expenditureswere cut accordingly. If the borough takes advantage of the pension deferral option the budget is atcap. The salary total has been reduced by $90,000.00. He would like to introduce the budget on April
21, 2009 at 8:00 AM. The Mayor went on to explain that there is a grant for new officers which the
borough is looking into and will be helpful especially if the police department has retirements. TheMayor received consensus from the council to open discussion with the police department regarding
salary reductions.
The issue of reducing garbage collection was discussed; however this would require breaking the
current contract and rebidding services. This process would not produce any savings.
Mayor Parisi thanked all council members for taking their salary cuts which results in no pay for the
Mayor and the Council Members.

Recreation budget was reviewed briefly, Mayor asked Councilman Perin to cut $18,000.00 from the
recreation budget.
Library contract is to be negotiated. There is a possibility of additional cell antennae on the borough
property which would result in revenue. Mr. Iannaconi will ask Steven Wielkotz about extraordinaryaid. Mrs. Fehre will follow up with Mr. Mirandi regarding sewer user rate to be charged to
commercial properties.
The public hearing on the budget will be May 27, 2009.
On a motion by Councilman Manolio, seconded by Councilman Kasoff, Resolution 2009-55
was offered for adoption.

RESOLUTION 2009-55
Making Application to the Local Finance Board for
a Reduced Pension Contribution
Pursuant to N.J.S.A 43:15A-24(c) and/or
N.J.S.A. 43:16A-15(9)
WHEREAS, the Mayor and Council of the Borough of Englewood Cliffs in the County ofBergen desires to make application to the Local Finance Board for its approval of a reduced
pension contribution pursuant for its Police and Fire Retirement System contribution pursuant toN.J.S.A. 43:15A-24(c) and its Public Employee Retirement System contribution pursuant toN.J.S.A. 43:16A-15(9) for certain normal and accrued liability contributions in the amount of:
Police and Fire Retirement System in the amount of $384,247 Public Employee Retirement System in the amount of $51,994; and,
WHEREAS, the Mayor and Council has made certain determinations concerning this application
as required by statute and has completed the required Attachment that documents saiddeterminations; and,
WHEREAS, the Mayor and Council determined that it needs to pay the reduced contribution and
said determination is in the public interest; and,
1. The inability of the Borough of Englewood Cliffs to meet the cap without
jeopardizing public safety, health, and welfare or jeopardizing the fiscal stability
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of
Englewood Cliffs in the County of Bergen as follows:
Section 1. The reduced pension contribution Attachment, as attached hereto, is incorporated by

reference into this Resolution as if contained fully within.
Section 2. The reduced pension contribution forPFRS in the amount of $384,247 and PERS in
the amount of $51,994, pursuant toN.J.S.A. 43:15A-24(c) and N.J.S.A. 43:16A-15(9) et. seq. have
been confirmed by the Chief Financial Officer and are the amounts deemed by the governingbody for application to the Local Finance Board and as allowed by the New Jersey Division of
Pension and Benefits.
Section 3. The application to the Local Finance Board is hereby approved, and the ChiefFinancial Officer, along with other representatives of the Borough of Englewood Cliffs are
hereby authorized to submit such application and to representthe Borough of EnglewoodCliffs in matters pertaining thereto.
Section 4. The Certification of the Chief Financial Officer of the Borough of Englewood Cliffs,
is incorporated into this Resolution as a certification of the truth and accuracy of the facts
submitted in the application for pension deferral.
Section 5. The Clerk of the Borough of Englewood Cliffs is hereby directed to file a copy of this
reduced pension contribution resolution as part of the application with the Local Finance Board.
Section 6. The Local Finance Board is hereby respectfully requested to consider such application
and to record its findings, recommendations and/or approvals as provided by law .
On a motion by Councilman Perin, seconded by Councilman Manolio, the claims, submitted
between March 11, 2009 and April 1, 2009 in the amount of $278,599.17 were ordered paid.

Public Portion: On a motion by Councilman Perin, seconded by Councilman Manolio, the meeting
was opened to public comment.
Joseph Cioffi, resident, Sylvan Avenue asked when the budget would be available to the public.
Lynn Norton, resident, Willow Drive, reminded the council that due to the reduction in staff in
recreation department; someone has to check the tennis nets and touch base with the instructor.
On a motion by Councilman Plawker, seconded by Councilman Manolio, the public portion was
closed.
Mayor Parisi adjourned the meeting at 9:07 AM.
