Minutes of Video Conference held on 28.5.2019 With NER States for getting Proposals under Pradhan Mantri Kissan Sampada Yojana (PMKSY) Additional Secretary (FPI) chaired a meeting through Video Conference on 28 th May 2019 from 2.00 pm onward for discussion, with a view of soliciting proposals under the PMKSY, amongst representatives of the Governments of Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim & Tripura and the MoFPI. However, contacts with representatives of Govt. of Arunachal Pradesh could not be established due to some technical snag. The list of participants is given at Annexure-I. 2. Additional Secretary (FPI) welcomed the participants to the meeting and informed that the State Governments were requested vide letter 8 th April 2019 about the follow-up action w.r.t. the discussions held earlier in meeting/VCs of 11 th July 2018, 20 th Sep 2018 & 12 th Oct 2018. He briefed the participants about the initiatives taken by the Ministry and expressed concerns that proposals are not forthcoming for financial assistance. 3. The following emerged after detailed deliberations: A. Initiatives from Ministry of Food Processing Industries (1) Identification of Focused Crops, Product, Capacity & Project Cost details at Annexure-II. (2) On the request of MoFPI, M/o Railways vide letter dated 8 th May 2019 (Annexure-III) have confirmed the availability of nine (09) Refrigerated Parcel Vans (VPRs) of seventeen tons capacity, which can be attached to Mail/Express trains on indent basis, for transporting perishable agri/horti produce. MoFPI However contacts with representatives of Govt of Arunachal Pradesh

3 The following emerged after detailed deliberations

A Initiatives from Ministry of Food Processing Industries

(1) Identification of Focused Crops Product Capacity amp Project Cost ndash details

at Annexure-II

(2) On the request of MoFPI Mo Railways vide letter dated 8th May 2019

(Annexure-III) have confirmed the availability of nine (09) Refrigerated

Parcel Vans (VPRs) of seventeen tons capacity which can be attached to

(4) Promotional Workshops are being planned for each of the States for to bring

together all stakeholders such as State Government Representatives State

Industry Associations Investors outside NER Bankers Food Processing

Industry Association MoFPI MoDONER MoAampFW MoMSME IIFPT

etc on a common platform for disseminating information and knowledge-

sharing and to popularize PMKSY in the NER for generating interest

amongst entrepreneurs of NER to set up units under various component

schemes of PMKSY The exact programme will be communicated to each of

the State after the schedule is finalized

B State Specific Issues

(1) Assam

Govt of Assam has approved Primary Processing Centres Project under its

Samagra Gram Unnayan Yojna and the same will be implemented during

current financial year

The State has also initiated providing assistance for export of fresh

vegetables amp fruits to Dubai Hong Kong etc with the support of AAI

APEDA and other stakeholders

The issue of extension of lease period for Mega Food Park in Nalbari from

10 to 15 years has been taken up by the Industry Department with the

Revenue Department and the same is under process

Appointment of Nominee Director for the Mega Food Park vice PK Saikia

since retired may be pursued for expeditious action

Funds requested for wrt organizing an awareness workshop by AIDC in

2016 as per MoFPI approval has not yet been released by Ministry It was

assured that the matter be looked into for early resolution

The pending CLU for Ms Nezone Food Park Sonipur a project under Agro

Processing Cluster (APC) Scheme needs to be expedited It was also

informed that show-cause is being sent to the PEA

The State requested for engaging PwC and Deolitte for preparing project

proposals It was clarified that their services can be utilized for availing

technical assistance only PWC can help for preparation of DPRs in ro

projects for Backward-Forward Linkage Scheme

(2) Manipur

Govt of Manipur is making all our efforts for timely submission of DRP for

the Mega Food Park Project by 15th June 2019

The issue of pending CLU in ro Ms Rabi Rice Milling amp Processing

Centre Imphal East under the Unit Scheme is being looked into for early

settlement

The TEV Report in ro Ms Community Participation on Environmental amp

Economic Development Senapati under APC Scheme is delayed and show

cause is being sent to the PEA This may be looked into

The proposal submitted by Ms Thangjam Agro Ltd under Unit Scheme

(CEEPPC) is being looked into by the Ministry

Fulfilment of requisite conditions in ro Manipur Food Industries

Corporation Limited Kakching may be paced up for Final Approval under

Mega Food Park Scheme

(3) Meghalaya

The efforts put in by the Govt of Meghalaya in setting up a separate

Directorate of Food processing organizing workshop on food processing

opportunities in Meghalaya

A request was made by the State that a promotional workshop be organized

for the awareness of Cottage Industries operating in the States about the

benefits available under PMKSY It was explained that MoFPI is already

planning for such workshop

A doubt was raised as to whether Unit Scheme is limited to Mega Food Park

and whether funds could be available for commodity specific processing

units amp nano processing units under Agro Processing Cluster Scheme

Director (AS) briefed about the APC Scheme and Unit Scheme and

requested to refer to MoFPI website ndash mofpinicin for detailed information

Another query was raised as to whether DPR prepared by CFTRI (with whom

Meghalaya Directorate of Food processing has signed an MoU for capacity building and

turn key business) is acceptable and whether services of NABCONS PwC and

Deolitte can be utilized for preparation of DPRs MoFPI clarified that

NABCONS is the authorized PMA while other two are empaneled

Consultants for technical assistance PWC can help for preparation of DPRs

in ro projects for Backward-Forward Linkage Scheme

The State was informed amp requested for proposals for setting up Food

Testing Labs Techno Incubation Centres Tomato Processing Unit Agro

Processing Cluster Skill Development RampD etc for consideration under

the relevant schemes for financial assistance

A proposal for financial assistance under Promotional Activities Scheme

may be submitted for consideration of the Ministry wrt NE Food Show in

association with SIAL International

The Representatives of Govt of Meghalaya assured that 03 (three) proposals

will be submitted under APC Scheme by 30th June 2019

MoFPI requested that the requisite documents for release of 2nd instalment in

ro Ms Seshu Nutrition Pvt Ltd Ri-Bhoi project under Unit Scheme may

be submitted at the earliest

(4) Mizoram

The issue of restriction about setting up FP units within Mega Food Park or

State Designated Food Park was raised It was explained that the State may

submit proposals under Cold Chain Scheme Agro Processing Cluster Unit

Scheme (CEEPPC) and Backward-Forward Linkage Scheme which may be

suitable to the local needs

It was explained that assistance for setting up of Integrated Cold Chain

Infrastructure for the clusters identified by the Govt of Mizoram for

pineapple orange turmeric amp ginger could also be sought by submitting

proposals under APC and Cold Chain Schemes of MoFPI

The State representative highlighted that local entrepreneurs are not in

position to avail 5050 or 7525 funding pattern of MoFPI and suggested that

9010 arrangement may be adopted

Documents called for vide MoFPI letter dated 23rd April 2019 (addressed to

VC Mizoram University) for setting up of Food Testing Laboratory may be

expedited to enable examination

The issues of (i) repair of road connecting Aizawl to Zoram Mega Food Park

at Kolabi and (ii) grant of permission to operate boiler in the MFP be

resolved on urgent basis

(5) Nagaland

The efforts put in by Nagaland for organizing awareness campaign on

PMKSY in Kohima Dimapur and Mokochung was well appreciated

A request was made to consider cases of Ms ASKI Food Project (cancelled)

and of TJ Foods (submitted after closing time on 29th Mar 2019) under Cold

Chain Scheme The State was requested to urgently submit formal requests

for the same for the consideration of MoFPI

A request was also made to the Ministry to scale down the Statersquos share

below 40 for the new proposals

A request was also made for hand-holding support for preparation of DPRs

as well as for providing technical assistance and for sharing the details of

MoFPI authorized consultants

The State Representative also mentioned about project undertaken by Ms

Doys Agri Resources Pvt Ltd and mentioned that many entrepreneurs are

coming forward and few proposals are awaited

(6) Sikkim

Proposals for Food Testing Lab Organic Spices Processing Units amp Organic

Value Chain will be submitted shortly for Ministry consideration

It was informed that Secretary Horticulture amp Cash Crops Development

Department is now the Nodal Department to deal with food processing

sector

Three Abattoir projects approved by MoFPI for ndash (1) Helli (South Sikkim)

(2) Gyalzing (West Sikkim) and (3) Majhitar (East Sikkim) These are being

implemented by Animal Husbandry Department Livestock Fisheries amp

Vetnary Services and Sikkim Livestock Processing amp Development Corp

Ltd respectively The projects have not made much headway due to lack of

provisioning of Statersquo share It was requested to expedite the matter so that

MoFPI can release its grants

(7) Tripura

A query was made as to whether a standalone Tea Processing Factory is

eligible to avail benefit under PMKSY It was clarified that such a factory is

not eligible

It was assured that the State will take initiative to organize awareness

programmes to impress upon entrepreneurs to generate proposal for benefit

under PMKSY It was advised that formal proposal may be sent for the

consideration of Ministry for financial assistance for promotional event

The State was urged to resolve the PNG allotment and laying of gas pipeline

issues for the Sikaria Mega Food Park at West Tripura

C Common Issues

The States were urged that they may organize small-small meetings at their

individual level also with the entrepreneurs engaged in manufacturing bread

biscuit chatney achaar etc in their respective States to generate awareness

about benefits available under various schemes of PMSKY and encourage

them to come forward with proposal for availing financial assistance

Officers of MoFPI highlighted that Agro Processing Cluster Scheme

Backward-Forward Linkage Scheme Cold Chain Scheme and Unit Scheme

may be more suitable to the local needs A brief write-up about these

schemes is at Annexure-V and Ministry website ndash mofpinicin may be

visited for more details

The Ministry will keep the Nodal Agency of the respective State whenever

any project (including private) is sanctioned for financial assistance under

PMKSY

The State may also send proposals for declaring Industrial Estates as

Designated Food Park for MoFPI consideration

It was reiterated that Price Waterhouse Coopers (PwC) and Deloitte have

been appointed as Technical Advisors by the MoFPI The States can contact

them for technical assistance PWC can also help for preparation of DPRs in

ro projects for Backward-Forward Linkage Scheme

As far as preparation of DPRs for other schemes under PMKSY the State

can get it prepared from any Agency other than NABCONS PwC amp

Deolitte

IIFPT-Guwahati can be approached for skilltraining

4 The meeting ended with thanks to the Chair and each of the participants and

with the request that action would be taken by the respective Organizations to

expedite proposals for funding under PMKSY and resolving the other pending

issues

Annexure-V

Agro Processing Cluster Scheme (APC)

The scheme aims at development of modern infrastructure and common facilities to

encourage group of entrepreneurs to set up food processing units based on cluster approach

by linking groups of producers farmers to the processors and markets through well-equipped

supply chain with modern infrastructure Each agro processing clusters under the scheme

have two basic components ie Basic Enabling Infrastructure (roads water supply power

supply drainage ETP etc) Core Infrastructure Common facilities (ware houses cold

storages IQF tetra pack sorting grading etc) and at least 5 food processing units with a

minimum investment of Rs 25 crore The units are set up simultaneous along with creation

Backward and Forward Linkages Scheme (BFL)

The objective of the scheme is to provide effective and seamless backward and forward

integration for processed food industry by plugging the gaps in supply chain in terms of

availability of raw material and linkages with the market Under the scheme financial

assistance is provided for setting up of primary processing centers collection centers at farm

gate and modern retail outlets at the front end along with connectivity through insulated

refrigerated transport

The Scheme is applicable to perishable horticulture and non-horticulture produce such as

fruits vegetables dairy products meat poultry fish Ready to Cook Food Products Honey

Coconut Spices Mushroom Retails Shops for Perishable Food Products etcThe Scheme

would enable linking of farmers to processors and the market for ensuring remunerative

prices for agri produce The scheme is implemented by agencies organizations such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc

The Ministry has engaged Technical Agencies(TAs) for assisting farmer producer groups

Cold Chain Scheme

The objective of the Scheme of Cold Chain Value Addition and Preservation Infrastructure

is to provide integrated cold chain and preservation infrastructure facilities without any break

from the farm gate to the consumer It covers creation of infrastructure facility along the entire

supply chain viz pre-cooling weighing sorting grading waxing facilities at farm level multi

product multi temperature cold storage CA storage packing facility IQF blast freezing in

the distribution hub and reefer vans mobile cooling units for facilitating distribution of

horticulture organic produce marine dairy meat and poultry etc The scheme allows

flexibility in project planning with special emphasis on creation of cold chain infrastructure at

farm level

The integrated cold chain project is set up by Partnership Proprietorship Firms Companies

Corporations Cooperatives Self Help Groups (SHGs) Farmer Producer Organizations

(FPOs) NGOs Central State PSUs etc subject to fulfilment of eligibility conditions of

scheme guidelines

CEFPPC Scheme (Unit Scheme)

The main objective of the Scheme is creation of processing and preservation capacities and

modernization expansion of existing food processing units with a view to increasing the level

of processing value addition leading to reduction of wastage The processing activities

undertaken by the individual units covers a wide range of post-harvest processes resulting in

value addition andor enhancing shelf life with specialized facilities required for preservation

of perishables While expansion of processing capacity is necessary to increase the level of

processing and reduce wastage the induction of modern technology is intended to make a

clear difference in terms of process efficiencies as well as improving the quality of the end

product The setting up of new units and modernization expansion of existing units are

covered under the scheme

Scheme is implemented through organizations such as Central amp State PSUs Joint Ventures

Farmer Producers Organization (FPOs) NGOs Cooperatives SHGrsquos Pvt Ltd companies

individuals proprietorship firms engaged in establishment upgradation modernization of food

the State after the schedule is finalized

B State Specific Issues

(1) Assam

Govt of Assam has approved Primary Processing Centres Project under its

Samagra Gram Unnayan Yojna and the same will be implemented during

current financial year

The State has also initiated providing assistance for export of fresh

vegetables amp fruits to Dubai Hong Kong etc with the support of AAI

APEDA and other stakeholders

The issue of extension of lease period for Mega Food Park in Nalbari from

10 to 15 years has been taken up by the Industry Department with the

Revenue Department and the same is under process

Appointment of Nominee Director for the Mega Food Park vice PK Saikia

since retired may be pursued for expeditious action

Funds requested for wrt organizing an awareness workshop by AIDC in

2016 as per MoFPI approval has not yet been released by Ministry It was

assured that the matter be looked into for early resolution

The pending CLU for Ms Nezone Food Park Sonipur a project under Agro

Processing Cluster (APC) Scheme needs to be expedited It was also

informed that show-cause is being sent to the PEA

The State requested for engaging PwC and Deolitte for preparing project

proposals It was clarified that their services can be utilized for availing

technical assistance only PWC can help for preparation of DPRs in ro

projects for Backward-Forward Linkage Scheme

(2) Manipur

Govt of Manipur is making all our efforts for timely submission of DRP for

the Mega Food Park Project by 15th June 2019

The issue of pending CLU in ro Ms Rabi Rice Milling amp Processing

Centre Imphal East under the Unit Scheme is being looked into for early

settlement

The TEV Report in ro Ms Community Participation on Environmental amp

Economic Development Senapati under APC Scheme is delayed and show

cause is being sent to the PEA This may be looked into

The proposal submitted by Ms Thangjam Agro Ltd under Unit Scheme

(CEEPPC) is being looked into by the Ministry

Fulfilment of requisite conditions in ro Manipur Food Industries

Corporation Limited Kakching may be paced up for Final Approval under

Mega Food Park Scheme

(3) Meghalaya

The efforts put in by the Govt of Meghalaya in setting up a separate

Directorate of Food processing organizing workshop on food processing

opportunities in Meghalaya

A request was made by the State that a promotional workshop be organized

for the awareness of Cottage Industries operating in the States about the

benefits available under PMKSY It was explained that MoFPI is already

planning for such workshop

A doubt was raised as to whether Unit Scheme is limited to Mega Food Park

and whether funds could be available for commodity specific processing

units amp nano processing units under Agro Processing Cluster Scheme

Director (AS) briefed about the APC Scheme and Unit Scheme and

requested to refer to MoFPI website ndash mofpinicin for detailed information

Another query was raised as to whether DPR prepared by CFTRI (with whom

Meghalaya Directorate of Food processing has signed an MoU for capacity building and

turn key business) is acceptable and whether services of NABCONS PwC and

Deolitte can be utilized for preparation of DPRs MoFPI clarified that

NABCONS is the authorized PMA while other two are empaneled

Consultants for technical assistance PWC can help for preparation of DPRs

in ro projects for Backward-Forward Linkage Scheme

The State was informed amp requested for proposals for setting up Food

Testing Labs Techno Incubation Centres Tomato Processing Unit Agro

Processing Cluster Skill Development RampD etc for consideration under

the relevant schemes for financial assistance

A proposal for financial assistance under Promotional Activities Scheme

may be submitted for consideration of the Ministry wrt NE Food Show in

association with SIAL International

The Representatives of Govt of Meghalaya assured that 03 (three) proposals

will be submitted under APC Scheme by 30th June 2019

MoFPI requested that the requisite documents for release of 2nd instalment in

ro Ms Seshu Nutrition Pvt Ltd Ri-Bhoi project under Unit Scheme may

be submitted at the earliest

(4) Mizoram

The issue of restriction about setting up FP units within Mega Food Park or

State Designated Food Park was raised It was explained that the State may

submit proposals under Cold Chain Scheme Agro Processing Cluster Unit

Scheme (CEEPPC) and Backward-Forward Linkage Scheme which may be

suitable to the local needs

It was explained that assistance for setting up of Integrated Cold Chain

Infrastructure for the clusters identified by the Govt of Mizoram for

pineapple orange turmeric amp ginger could also be sought by submitting

proposals under APC and Cold Chain Schemes of MoFPI

The State representative highlighted that local entrepreneurs are not in

position to avail 5050 or 7525 funding pattern of MoFPI and suggested that

9010 arrangement may be adopted

Documents called for vide MoFPI letter dated 23rd April 2019 (addressed to

VC Mizoram University) for setting up of Food Testing Laboratory may be

expedited to enable examination

The issues of (i) repair of road connecting Aizawl to Zoram Mega Food Park

at Kolabi and (ii) grant of permission to operate boiler in the MFP be

resolved on urgent basis

(5) Nagaland

The efforts put in by Nagaland for organizing awareness campaign on

PMKSY in Kohima Dimapur and Mokochung was well appreciated

A request was made to consider cases of Ms ASKI Food Project (cancelled)

and of TJ Foods (submitted after closing time on 29th Mar 2019) under Cold

Chain Scheme The State was requested to urgently submit formal requests

for the same for the consideration of MoFPI

A request was also made to the Ministry to scale down the Statersquos share

below 40 for the new proposals

A request was also made for hand-holding support for preparation of DPRs

as well as for providing technical assistance and for sharing the details of

MoFPI authorized consultants

The State Representative also mentioned about project undertaken by Ms

Doys Agri Resources Pvt Ltd and mentioned that many entrepreneurs are

coming forward and few proposals are awaited

(6) Sikkim

Proposals for Food Testing Lab Organic Spices Processing Units amp Organic

Value Chain will be submitted shortly for Ministry consideration

It was informed that Secretary Horticulture amp Cash Crops Development

Department is now the Nodal Department to deal with food processing

sector

Three Abattoir projects approved by MoFPI for ndash (1) Helli (South Sikkim)

(2) Gyalzing (West Sikkim) and (3) Majhitar (East Sikkim) These are being

implemented by Animal Husbandry Department Livestock Fisheries amp

Vetnary Services and Sikkim Livestock Processing amp Development Corp

Ltd respectively The projects have not made much headway due to lack of

provisioning of Statersquo share It was requested to expedite the matter so that

MoFPI can release its grants

(7) Tripura

A query was made as to whether a standalone Tea Processing Factory is

eligible to avail benefit under PMKSY It was clarified that such a factory is

not eligible

It was assured that the State will take initiative to organize awareness

programmes to impress upon entrepreneurs to generate proposal for benefit

under PMKSY It was advised that formal proposal may be sent for the

consideration of Ministry for financial assistance for promotional event

The State was urged to resolve the PNG allotment and laying of gas pipeline

issues for the Sikaria Mega Food Park at West Tripura

C Common Issues

The States were urged that they may organize small-small meetings at their

individual level also with the entrepreneurs engaged in manufacturing bread

biscuit chatney achaar etc in their respective States to generate awareness

about benefits available under various schemes of PMSKY and encourage

them to come forward with proposal for availing financial assistance

Officers of MoFPI highlighted that Agro Processing Cluster Scheme

Backward-Forward Linkage Scheme Cold Chain Scheme and Unit Scheme

may be more suitable to the local needs A brief write-up about these

schemes is at Annexure-V and Ministry website ndash mofpinicin may be

visited for more details

The Ministry will keep the Nodal Agency of the respective State whenever

any project (including private) is sanctioned for financial assistance under

PMKSY

The State may also send proposals for declaring Industrial Estates as

Designated Food Park for MoFPI consideration

It was reiterated that Price Waterhouse Coopers (PwC) and Deloitte have

been appointed as Technical Advisors by the MoFPI The States can contact

them for technical assistance PWC can also help for preparation of DPRs in

ro projects for Backward-Forward Linkage Scheme

As far as preparation of DPRs for other schemes under PMKSY the State

can get it prepared from any Agency other than NABCONS PwC amp

Deolitte

IIFPT-Guwahati can be approached for skilltraining

processing cluster to other food processing units but the common facilities in the cluster

Backward and Forward Linkages Scheme (BFL)

The objective of the scheme is to provide effective and seamless backward and forward

integration for processed food industry by plugging the gaps in supply chain in terms of

availability of raw material and linkages with the market Under the scheme financial

assistance is provided for setting up of primary processing centers collection centers at farm

gate and modern retail outlets at the front end along with connectivity through insulated

refrigerated transport

The Scheme is applicable to perishable horticulture and non-horticulture produce such as

fruits vegetables dairy products meat poultry fish Ready to Cook Food Products Honey

Coconut Spices Mushroom Retails Shops for Perishable Food Products etcThe Scheme

would enable linking of farmers to processors and the market for ensuring remunerative

prices for agri produce The scheme is implemented by agencies organizations such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc

The Ministry has engaged Technical Agencies(TAs) for assisting farmer producer groups

including Farmer Producer Companies Farmer Producer Organization Self Help Groups to

facilitate their participation under the SchemeThe TAs are responsible for preparation of

Business Plan Detail Project Report Capacity Building Trainee and other related support

Cold Chain Scheme

The objective of the Scheme of Cold Chain Value Addition and Preservation Infrastructure

is to provide integrated cold chain and preservation infrastructure facilities without any break

from the farm gate to the consumer It covers creation of infrastructure facility along the entire

supply chain viz pre-cooling weighing sorting grading waxing facilities at farm level multi

product multi temperature cold storage CA storage packing facility IQF blast freezing in

the distribution hub and reefer vans mobile cooling units for facilitating distribution of

horticulture organic produce marine dairy meat and poultry etc The scheme allows

flexibility in project planning with special emphasis on creation of cold chain infrastructure at

farm level

The integrated cold chain project is set up by Partnership Proprietorship Firms Companies

Corporations Cooperatives Self Help Groups (SHGs) Farmer Producer Organizations

(FPOs) NGOs Central State PSUs etc subject to fulfilment of eligibility conditions of

scheme guidelines

CEFPPC Scheme (Unit Scheme)

The main objective of the Scheme is creation of processing and preservation capacities and

modernization expansion of existing food processing units with a view to increasing the level

of processing value addition leading to reduction of wastage The processing activities

undertaken by the individual units covers a wide range of post-harvest processes resulting in

value addition andor enhancing shelf life with specialized facilities required for preservation

of perishables While expansion of processing capacity is necessary to increase the level of

processing and reduce wastage the induction of modern technology is intended to make a

clear difference in terms of process efficiencies as well as improving the quality of the end

product The setting up of new units and modernization expansion of existing units are

covered under the scheme

(3) Meghalaya

The efforts put in by the Govt of Meghalaya in setting up a separate

Directorate of Food processing organizing workshop on food processing

opportunities in Meghalaya

A request was made by the State that a promotional workshop be organized

for the awareness of Cottage Industries operating in the States about the

benefits available under PMKSY It was explained that MoFPI is already

planning for such workshop

A doubt was raised as to whether Unit Scheme is limited to Mega Food Park

and whether funds could be available for commodity specific processing

units amp nano processing units under Agro Processing Cluster Scheme

Director (AS) briefed about the APC Scheme and Unit Scheme and

requested to refer to MoFPI website ndash mofpinicin for detailed information

Another query was raised as to whether DPR prepared by CFTRI (with whom

Meghalaya Directorate of Food processing has signed an MoU for capacity building and

turn key business) is acceptable and whether services of NABCONS PwC and

Deolitte can be utilized for preparation of DPRs MoFPI clarified that

NABCONS is the authorized PMA while other two are empaneled

Consultants for technical assistance PWC can help for preparation of DPRs

in ro projects for Backward-Forward Linkage Scheme

The State was informed amp requested for proposals for setting up Food

Testing Labs Techno Incubation Centres Tomato Processing Unit Agro

Processing Cluster Skill Development RampD etc for consideration under

the relevant schemes for financial assistance

A proposal for financial assistance under Promotional Activities Scheme

may be submitted for consideration of the Ministry wrt NE Food Show in

association with SIAL International

The Representatives of Govt of Meghalaya assured that 03 (three) proposals

will be submitted under APC Scheme by 30th June 2019

MoFPI requested that the requisite documents for release of 2nd instalment in

ro Ms Seshu Nutrition Pvt Ltd Ri-Bhoi project under Unit Scheme may

be submitted at the earliest

(4) Mizoram

The issue of restriction about setting up FP units within Mega Food Park or

State Designated Food Park was raised It was explained that the State may

submit proposals under Cold Chain Scheme Agro Processing Cluster Unit

Scheme (CEEPPC) and Backward-Forward Linkage Scheme which may be

suitable to the local needs

It was explained that assistance for setting up of Integrated Cold Chain

Infrastructure for the clusters identified by the Govt of Mizoram for

pineapple orange turmeric amp ginger could also be sought by submitting

proposals under APC and Cold Chain Schemes of MoFPI

The State representative highlighted that local entrepreneurs are not in

position to avail 5050 or 7525 funding pattern of MoFPI and suggested that

9010 arrangement may be adopted

Documents called for vide MoFPI letter dated 23rd April 2019 (addressed to

VC Mizoram University) for setting up of Food Testing Laboratory may be

expedited to enable examination

The issues of (i) repair of road connecting Aizawl to Zoram Mega Food Park

at Kolabi and (ii) grant of permission to operate boiler in the MFP be

resolved on urgent basis

(5) Nagaland

The efforts put in by Nagaland for organizing awareness campaign on

PMKSY in Kohima Dimapur and Mokochung was well appreciated

A request was made to consider cases of Ms ASKI Food Project (cancelled)

and of TJ Foods (submitted after closing time on 29th Mar 2019) under Cold

Chain Scheme The State was requested to urgently submit formal requests

for the same for the consideration of MoFPI

A request was also made to the Ministry to scale down the Statersquos share

below 40 for the new proposals

A request was also made for hand-holding support for preparation of DPRs

as well as for providing technical assistance and for sharing the details of

MoFPI authorized consultants

The State Representative also mentioned about project undertaken by Ms

Doys Agri Resources Pvt Ltd and mentioned that many entrepreneurs are

coming forward and few proposals are awaited

(6) Sikkim

Proposals for Food Testing Lab Organic Spices Processing Units amp Organic

Value Chain will be submitted shortly for Ministry consideration

It was informed that Secretary Horticulture amp Cash Crops Development

Department is now the Nodal Department to deal with food processing

sector

Three Abattoir projects approved by MoFPI for ndash (1) Helli (South Sikkim)

(2) Gyalzing (West Sikkim) and (3) Majhitar (East Sikkim) These are being

implemented by Animal Husbandry Department Livestock Fisheries amp

Vetnary Services and Sikkim Livestock Processing amp Development Corp

Ltd respectively The projects have not made much headway due to lack of

provisioning of Statersquo share It was requested to expedite the matter so that

MoFPI can release its grants

(7) Tripura

A query was made as to whether a standalone Tea Processing Factory is

eligible to avail benefit under PMKSY It was clarified that such a factory is

not eligible

It was assured that the State will take initiative to organize awareness

programmes to impress upon entrepreneurs to generate proposal for benefit

under PMKSY It was advised that formal proposal may be sent for the

consideration of Ministry for financial assistance for promotional event

The State was urged to resolve the PNG allotment and laying of gas pipeline

issues for the Sikaria Mega Food Park at West Tripura

C Common Issues

The States were urged that they may organize small-small meetings at their

individual level also with the entrepreneurs engaged in manufacturing bread

biscuit chatney achaar etc in their respective States to generate awareness

about benefits available under various schemes of PMSKY and encourage

them to come forward with proposal for availing financial assistance

Officers of MoFPI highlighted that Agro Processing Cluster Scheme

Backward-Forward Linkage Scheme Cold Chain Scheme and Unit Scheme

may be more suitable to the local needs A brief write-up about these

schemes is at Annexure-V and Ministry website ndash mofpinicin may be

visited for more details

The Ministry will keep the Nodal Agency of the respective State whenever

any project (including private) is sanctioned for financial assistance under

PMKSY

The State may also send proposals for declaring Industrial Estates as

Designated Food Park for MoFPI consideration

It was reiterated that Price Waterhouse Coopers (PwC) and Deloitte have

been appointed as Technical Advisors by the MoFPI The States can contact

them for technical assistance PWC can also help for preparation of DPRs in

ro projects for Backward-Forward Linkage Scheme

As far as preparation of DPRs for other schemes under PMKSY the State

can get it prepared from any Agency other than NABCONS PwC amp

Deolitte

IIFPT-Guwahati can be approached for skilltraining

Backward and Forward Linkages Scheme (BFL)

The objective of the scheme is to provide effective and seamless backward and forward

integration for processed food industry by plugging the gaps in supply chain in terms of

The Scheme is applicable to perishable horticulture and non-horticulture produce such as

fruits vegetables dairy products meat poultry fish Ready to Cook Food Products Honey

Coconut Spices Mushroom Retails Shops for Perishable Food Products etcThe Scheme

would enable linking of farmers to processors and the market for ensuring remunerative

prices for agri produce The scheme is implemented by agencies organizations such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc

The Ministry has engaged Technical Agencies(TAs) for assisting farmer producer groups

including Farmer Producer Companies Farmer Producer Organization Self Help Groups to

facilitate their participation under the SchemeThe TAs are responsible for preparation of

Business Plan Detail Project Report Capacity Building Trainee and other related support

services Proposals for seeking assistance under the scheme are invited through Expression

of Interest from time to time

Cold Chain Scheme

The objective of the Scheme of Cold Chain Value Addition and Preservation Infrastructure

is to provide integrated cold chain and preservation infrastructure facilities without any break

from the farm gate to the consumer It covers creation of infrastructure facility along the entire

supply chain viz pre-cooling weighing sorting grading waxing facilities at farm level multi

product multi temperature cold storage CA storage packing facility IQF blast freezing in

the distribution hub and reefer vans mobile cooling units for facilitating distribution of

horticulture organic produce marine dairy meat and poultry etc The scheme allows

flexibility in project planning with special emphasis on creation of cold chain infrastructure at

farm level

The integrated cold chain project is set up by Partnership Proprietorship Firms Companies

Corporations Cooperatives Self Help Groups (SHGs) Farmer Producer Organizations

(FPOs) NGOs Central State PSUs etc subject to fulfilment of eligibility conditions of

scheme guidelines

CEFPPC Scheme (Unit Scheme)

The main objective of the Scheme is creation of processing and preservation capacities and

modernization expansion of existing food processing units with a view to increasing the level

of processing value addition leading to reduction of wastage The processing activities

undertaken by the individual units covers a wide range of post-harvest processes resulting in

value addition andor enhancing shelf life with specialized facilities required for preservation

of perishables While expansion of processing capacity is necessary to increase the level of

processing and reduce wastage the induction of modern technology is intended to make a

clear difference in terms of process efficiencies as well as improving the quality of the end

product The setting up of new units and modernization expansion of existing units are

covered under the scheme

Scheme is implemented through organizations such as Central amp State PSUs Joint Ventures

Farmer Producers Organization (FPOs) NGOs Cooperatives SHGrsquos Pvt Ltd companies

individuals proprietorship firms engaged in establishment upgradation modernization of food

processing units Proposals for seeking assistance under the scheme are invited through

MoFPI requested that the requisite documents for release of 2nd instalment in

ro Ms Seshu Nutrition Pvt Ltd Ri-Bhoi project under Unit Scheme may

be submitted at the earliest

(4) Mizoram

The issue of restriction about setting up FP units within Mega Food Park or

State Designated Food Park was raised It was explained that the State may

submit proposals under Cold Chain Scheme Agro Processing Cluster Unit

Scheme (CEEPPC) and Backward-Forward Linkage Scheme which may be

suitable to the local needs

It was explained that assistance for setting up of Integrated Cold Chain

Infrastructure for the clusters identified by the Govt of Mizoram for

pineapple orange turmeric amp ginger could also be sought by submitting

proposals under APC and Cold Chain Schemes of MoFPI

The State representative highlighted that local entrepreneurs are not in

position to avail 5050 or 7525 funding pattern of MoFPI and suggested that

9010 arrangement may be adopted

Documents called for vide MoFPI letter dated 23rd April 2019 (addressed to

VC Mizoram University) for setting up of Food Testing Laboratory may be

expedited to enable examination

The issues of (i) repair of road connecting Aizawl to Zoram Mega Food Park

at Kolabi and (ii) grant of permission to operate boiler in the MFP be

resolved on urgent basis

(5) Nagaland

The efforts put in by Nagaland for organizing awareness campaign on

PMKSY in Kohima Dimapur and Mokochung was well appreciated

A request was made to consider cases of Ms ASKI Food Project (cancelled)

and of TJ Foods (submitted after closing time on 29th Mar 2019) under Cold

Chain Scheme The State was requested to urgently submit formal requests

for the same for the consideration of MoFPI

A request was also made to the Ministry to scale down the Statersquos share

below 40 for the new proposals

A request was also made for hand-holding support for preparation of DPRs

as well as for providing technical assistance and for sharing the details of

MoFPI authorized consultants

The State Representative also mentioned about project undertaken by Ms

Doys Agri Resources Pvt Ltd and mentioned that many entrepreneurs are

coming forward and few proposals are awaited

(6) Sikkim

Proposals for Food Testing Lab Organic Spices Processing Units amp Organic

Value Chain will be submitted shortly for Ministry consideration

It was informed that Secretary Horticulture amp Cash Crops Development

Department is now the Nodal Department to deal with food processing

sector

Three Abattoir projects approved by MoFPI for ndash (1) Helli (South Sikkim)

(2) Gyalzing (West Sikkim) and (3) Majhitar (East Sikkim) These are being

implemented by Animal Husbandry Department Livestock Fisheries amp

Vetnary Services and Sikkim Livestock Processing amp Development Corp

Ltd respectively The projects have not made much headway due to lack of

provisioning of Statersquo share It was requested to expedite the matter so that

MoFPI can release its grants

(7) Tripura

A query was made as to whether a standalone Tea Processing Factory is

eligible to avail benefit under PMKSY It was clarified that such a factory is

not eligible

It was assured that the State will take initiative to organize awareness

programmes to impress upon entrepreneurs to generate proposal for benefit

under PMKSY It was advised that formal proposal may be sent for the

consideration of Ministry for financial assistance for promotional event

The State was urged to resolve the PNG allotment and laying of gas pipeline

issues for the Sikaria Mega Food Park at West Tripura

C Common Issues

The States were urged that they may organize small-small meetings at their

individual level also with the entrepreneurs engaged in manufacturing bread

biscuit chatney achaar etc in their respective States to generate awareness

about benefits available under various schemes of PMSKY and encourage

them to come forward with proposal for availing financial assistance

Officers of MoFPI highlighted that Agro Processing Cluster Scheme

Backward-Forward Linkage Scheme Cold Chain Scheme and Unit Scheme

may be more suitable to the local needs A brief write-up about these

schemes is at Annexure-V and Ministry website ndash mofpinicin may be

visited for more details

The Ministry will keep the Nodal Agency of the respective State whenever

any project (including private) is sanctioned for financial assistance under

PMKSY

The State may also send proposals for declaring Industrial Estates as

Designated Food Park for MoFPI consideration

It was reiterated that Price Waterhouse Coopers (PwC) and Deloitte have

been appointed as Technical Advisors by the MoFPI The States can contact

them for technical assistance PWC can also help for preparation of DPRs in

ro projects for Backward-Forward Linkage Scheme

As far as preparation of DPRs for other schemes under PMKSY the State

can get it prepared from any Agency other than NABCONS PwC amp

Deolitte

IIFPT-Guwahati can be approached for skilltraining

Agro Processing Cluster Scheme (APC)

The scheme aims at development of modern infrastructure and common facilities to

encourage group of entrepreneurs to set up food processing units based on cluster approach

by linking groups of producers farmers to the processors and markets through well-equipped

supply chain with modern infrastructure Each agro processing clusters under the scheme

have two basic components ie Basic Enabling Infrastructure (roads water supply power

supply drainage ETP etc) Core Infrastructure Common facilities (ware houses cold

storages IQF tetra pack sorting grading etc) and at least 5 food processing units with a

minimum investment of Rs 25 crore The units are set up simultaneous along with creation

of common infrastructure At least 10 acres of land is required to be arranged either by

purchase or on lease for at least 50 years for setting up of Agro Processing Cluster

Agro processing clusters set up by Project Execution Agency (PEA) Organisation such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc and are eligible for financial assistance subject to terms and conditions under the scheme

guidelines

The Project Execution Agency (PEA) which is responsible for overall implementation of the

projects undertakes various activities including formulation of the Detailed Project Report

(DPR) procurement purchase of land arranging finance creating infrastructure ensuring

external infrastructure linkages for the project etc PEA may sell lease plots in agro-

processing cluster to other food processing units but the common facilities in the cluster

cannot be sold or leased out Proposals for seeking assistance under the scheme are invited

It was informed that Secretary Horticulture amp Cash Crops Development

Department is now the Nodal Department to deal with food processing

sector

Three Abattoir projects approved by MoFPI for ndash (1) Helli (South Sikkim)

(2) Gyalzing (West Sikkim) and (3) Majhitar (East Sikkim) These are being

implemented by Animal Husbandry Department Livestock Fisheries amp

Vetnary Services and Sikkim Livestock Processing amp Development Corp

Ltd respectively The projects have not made much headway due to lack of

provisioning of Statersquo share It was requested to expedite the matter so that

MoFPI can release its grants

(7) Tripura

A query was made as to whether a standalone Tea Processing Factory is

eligible to avail benefit under PMKSY It was clarified that such a factory is

not eligible

It was assured that the State will take initiative to organize awareness

programmes to impress upon entrepreneurs to generate proposal for benefit

under PMKSY It was advised that formal proposal may be sent for the

consideration of Ministry for financial assistance for promotional event

The State was urged to resolve the PNG allotment and laying of gas pipeline

issues for the Sikaria Mega Food Park at West Tripura

C Common Issues

The States were urged that they may organize small-small meetings at their

individual level also with the entrepreneurs engaged in manufacturing bread

biscuit chatney achaar etc in their respective States to generate awareness

about benefits available under various schemes of PMSKY and encourage

them to come forward with proposal for availing financial assistance

Officers of MoFPI highlighted that Agro Processing Cluster Scheme

Backward-Forward Linkage Scheme Cold Chain Scheme and Unit Scheme

may be more suitable to the local needs A brief write-up about these

schemes is at Annexure-V and Ministry website ndash mofpinicin may be

visited for more details

The Ministry will keep the Nodal Agency of the respective State whenever

any project (including private) is sanctioned for financial assistance under

PMKSY

The State may also send proposals for declaring Industrial Estates as

Designated Food Park for MoFPI consideration

It was reiterated that Price Waterhouse Coopers (PwC) and Deloitte have

been appointed as Technical Advisors by the MoFPI The States can contact

them for technical assistance PWC can also help for preparation of DPRs in

ro projects for Backward-Forward Linkage Scheme

can get it prepared from any Agency other than NABCONS PwC amp

Agro Processing Cluster Scheme (APC)

The scheme aims at development of modern infrastructure and common facilities to

encourage group of entrepreneurs to set up food processing units based on cluster approach

by linking groups of producers farmers to the processors and markets through well-equipped

supply chain with modern infrastructure Each agro processing clusters under the scheme

have two basic components ie Basic Enabling Infrastructure (roads water supply power

supply drainage ETP etc) Core Infrastructure Common facilities (ware houses cold

storages IQF tetra pack sorting grading etc) and at least 5 food processing units with a

minimum investment of Rs 25 crore The units are set up simultaneous along with creation

of common infrastructure At least 10 acres of land is required to be arranged either by

purchase or on lease for at least 50 years for setting up of Agro Processing Cluster

Agro processing clusters set up by Project Execution Agency (PEA) Organisation such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc and are eligible for financial assistance subject to terms and conditions under the scheme

guidelines

The Project Execution Agency (PEA) which is responsible for overall implementation of the

projects undertakes various activities including formulation of the Detailed Project Report

(DPR) procurement purchase of land arranging finance creating infrastructure ensuring

external infrastructure linkages for the project etc PEA may sell lease plots in agro-

processing cluster to other food processing units but the common facilities in the cluster

cannot be sold or leased out Proposals for seeking assistance under the scheme are invited

through Expression of Interest from time to time

Backward and Forward Linkages Scheme (BFL)

The objective of the scheme is to provide effective and seamless backward and forward

integration for processed food industry by plugging the gaps in supply chain in terms of

availability of raw material and linkages with the market Under the scheme financial

assistance is provided for setting up of primary processing centers collection centers at farm

gate and modern retail outlets at the front end along with connectivity through insulated

refrigerated transport

The Scheme is applicable to perishable horticulture and non-horticulture produce such as

fruits vegetables dairy products meat poultry fish Ready to Cook Food Products Honey

Coconut Spices Mushroom Retails Shops for Perishable Food Products etcThe Scheme

would enable linking of farmers to processors and the market for ensuring remunerative

prices for agri produce The scheme is implemented by agencies organizations such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc

The Ministry has engaged Technical Agencies(TAs) for assisting farmer producer groups

including Farmer Producer Companies Farmer Producer Organization Self Help Groups to

Business Plan Detail Project Report Capacity Building Trainee and other related support

Cold Chain Scheme

The objective of the Scheme of Cold Chain Value Addition and Preservation Infrastructure

is to provide integrated cold chain and preservation infrastructure facilities without any break

from the farm gate to the consumer It covers creation of infrastructure facility along the entire

supply chain viz pre-cooling weighing sorting grading waxing facilities at farm level multi

product multi temperature cold storage CA storage packing facility IQF blast freezing in

the distribution hub and reefer vans mobile cooling units for facilitating distribution of

horticulture organic produce marine dairy meat and poultry etc The scheme allows

flexibility in project planning with special emphasis on creation of cold chain infrastructure at

farm level

The integrated cold chain project is set up by Partnership Proprietorship Firms Companies

Corporations Cooperatives Self Help Groups (SHGs) Farmer Producer Organizations

(FPOs) NGOs Central State PSUs etc subject to fulfilment of eligibility conditions of

Agro Processing Cluster Scheme (APC)

The scheme aims at development of modern infrastructure and common facilities to

encourage group of entrepreneurs to set up food processing units based on cluster approach

by linking groups of producers farmers to the processors and markets through well-equipped

supply chain with modern infrastructure Each agro processing clusters under the scheme

have two basic components ie Basic Enabling Infrastructure (roads water supply power

supply drainage ETP etc) Core Infrastructure Common facilities (ware houses cold

storages IQF tetra pack sorting grading etc) and at least 5 food processing units with a

minimum investment of Rs 25 crore The units are set up simultaneous along with creation

of common infrastructure At least 10 acres of land is required to be arranged either by

purchase or on lease for at least 50 years for setting up of Agro Processing Cluster

Agro processing clusters set up by Project Execution Agency (PEA) Organisation such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc and are eligible for financial assistance subject to terms and conditions under the scheme

guidelines

The Project Execution Agency (PEA) which is responsible for overall implementation of the

projects undertakes various activities including formulation of the Detailed Project Report

(DPR) procurement purchase of land arranging finance creating infrastructure ensuring

external infrastructure linkages for the project etc PEA may sell lease plots in agro-

processing cluster to other food processing units but the common facilities in the cluster

cannot be sold or leased out Proposals for seeking assistance under the scheme are invited

through Expression of Interest from time to time

Backward and Forward Linkages Scheme (BFL)

The objective of the scheme is to provide effective and seamless backward and forward

integration for processed food industry by plugging the gaps in supply chain in terms of

availability of raw material and linkages with the market Under the scheme financial

assistance is provided for setting up of primary processing centers collection centers at farm

gate and modern retail outlets at the front end along with connectivity through insulated

refrigerated transport

The Scheme is applicable to perishable horticulture and non-horticulture produce such as

fruits vegetables dairy products meat poultry fish Ready to Cook Food Products Honey

Coconut Spices Mushroom Retails Shops for Perishable Food Products etcThe Scheme

would enable linking of farmers to processors and the market for ensuring remunerative

prices for agri produce The scheme is implemented by agencies organizations such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc

The Ministry has engaged Technical Agencies(TAs) for assisting farmer producer groups

including Farmer Producer Companies Farmer Producer Organization Self Help Groups to

facilitate their participation under the SchemeThe TAs are responsible for preparation of

Business Plan Detail Project Report Capacity Building Trainee and other related support

services Proposals for seeking assistance under the scheme are invited through Expression

of Interest from time to time

Cold Chain Scheme

The objective of the Scheme of Cold Chain Value Addition and Preservation Infrastructure

is to provide integrated cold chain and preservation infrastructure facilities without any break

from the farm gate to the consumer It covers creation of infrastructure facility along the entire

supply chain viz pre-cooling weighing sorting grading waxing facilities at farm level multi

product multi temperature cold storage CA storage packing facility IQF blast freezing in

the distribution hub and reefer vans mobile cooling units for facilitating distribution of

horticulture organic produce marine dairy meat and poultry etc The scheme allows

flexibility in project planning with special emphasis on creation of cold chain infrastructure at

farm level

The integrated cold chain project is set up by Partnership Proprietorship Firms Companies

Corporations Cooperatives Self Help Groups (SHGs) Farmer Producer Organizations

(FPOs) NGOs Central State PSUs etc subject to fulfilment of eligibility conditions of

scheme guidelines

CEFPPC Scheme (Unit Scheme)

The main objective of the Scheme is creation of processing and preservation capacities and

modernization expansion of existing food processing units with a view to increasing the level

of processing value addition leading to reduction of wastage The processing activities

undertaken by the individual units covers a wide range of post-harvest processes resulting in

value addition andor enhancing shelf life with specialized facilities required for preservation

of perishables While expansion of processing capacity is necessary to increase the level of

processing and reduce wastage the induction of modern technology is intended to make a

clear difference in terms of process efficiencies as well as improving the quality of the end

product The setting up of new units and modernization expansion of existing units are

covered under the scheme

Agro Processing Cluster Scheme (APC)

The scheme aims at development of modern infrastructure and common facilities to

encourage group of entrepreneurs to set up food processing units based on cluster approach

by linking groups of producers farmers to the processors and markets through well-equipped

supply chain with modern infrastructure Each agro processing clusters under the scheme

have two basic components ie Basic Enabling Infrastructure (roads water supply power

supply drainage ETP etc) Core Infrastructure Common facilities (ware houses cold

storages IQF tetra pack sorting grading etc) and at least 5 food processing units with a

minimum investment of Rs 25 crore The units are set up simultaneous along with creation

of common infrastructure At least 10 acres of land is required to be arranged either by

purchase or on lease for at least 50 years for setting up of Agro Processing Cluster

Agro processing clusters set up by Project Execution Agency (PEA) Organisation such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc and are eligible for financial assistance subject to terms and conditions under the scheme

guidelines

The Project Execution Agency (PEA) which is responsible for overall implementation of the

projects undertakes various activities including formulation of the Detailed Project Report

(DPR) procurement purchase of land arranging finance creating infrastructure ensuring

external infrastructure linkages for the project etc PEA may sell lease plots in agro-

processing cluster to other food processing units but the common facilities in the cluster

cannot be sold or leased out Proposals for seeking assistance under the scheme are invited

through Expression of Interest from time to time

The objective of the scheme is to provide effective and seamless backward and forward

integration for processed food industry by plugging the gaps in supply chain in terms of

availability of raw material and linkages with the market Under the scheme financial

assistance is provided for setting up of primary processing centers collection centers at farm

gate and modern retail outlets at the front end along with connectivity through insulated

refrigerated transport

The Scheme is applicable to perishable horticulture and non-horticulture produce such as

fruits vegetables dairy products meat poultry fish Ready to Cook Food Products Honey

Coconut Spices Mushroom Retails Shops for Perishable Food Products etcThe Scheme

would enable linking of farmers to processors and the market for ensuring remunerative

prices for agri produce The scheme is implemented by agencies organizations such as

Cold Chain Scheme

The objective of the Scheme of Cold Chain Value Addition and Preservation Infrastructure

is to provide integrated cold chain and preservation infrastructure facilities without any break

from the farm gate to the consumer It covers creation of infrastructure facility along the entire

supply chain viz pre-cooling weighing sorting grading waxing facilities at farm level multi

product multi temperature cold storage CA storage packing facility IQF blast freezing in

the distribution hub and reefer vans mobile cooling units for facilitating distribution of

horticulture organic produce marine dairy meat and poultry etc The scheme allows

flexibility in project planning with special emphasis on creation of cold chain infrastructure at

farm level

Agro Processing Cluster Scheme (APC)

The scheme aims at development of modern infrastructure and common facilities to

encourage group of entrepreneurs to set up food processing units based on cluster approach

by linking groups of producers farmers to the processors and markets through well-equipped

supply chain with modern infrastructure Each agro processing clusters under the scheme

have two basic components ie Basic Enabling Infrastructure (roads water supply power

supply drainage ETP etc) Core Infrastructure Common facilities (ware houses cold

storages IQF tetra pack sorting grading etc) and at least 5 food processing units with a

minimum investment of Rs 25 crore The units are set up simultaneous along with creation

of common infrastructure At least 10 acres of land is required to be arranged either by

purchase or on lease for at least 50 years for setting up of Agro Processing Cluster

Agro processing clusters set up by Project Execution Agency (PEA) Organisation such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

etc and are eligible for financial assistance subject to terms and conditions under the scheme

guidelines

The Project Execution Agency (PEA) which is responsible for overall implementation of the

projects undertakes various activities including formulation of the Detailed Project Report

(DPR) procurement purchase of land arranging finance creating infrastructure ensuring

external infrastructure linkages for the project etc PEA may sell lease plots in agro-

processing cluster to other food processing units but the common facilities in the cluster

cannot be sold or leased out Proposals for seeking assistance under the scheme are invited

through Expression of Interest from time to time

Backward and Forward Linkages Scheme (BFL)

The objective of the scheme is to provide effective and seamless backward and forward

integration for processed food industry by plugging the gaps in supply chain in terms of

availability of raw material and linkages with the market Under the scheme financial

assistance is provided for setting up of primary processing centers collection centers at farm

gate and modern retail outlets at the front end along with connectivity through insulated

refrigerated transport

The Scheme is applicable to perishable horticulture and non-horticulture produce such as

fruits vegetables dairy products meat poultry fish Ready to Cook Food Products Honey

Coconut Spices Mushroom Retails Shops for Perishable Food Products etcThe Scheme

would enable linking of farmers to processors and the market for ensuring remunerative

prices for agri produce The scheme is implemented by agencies organizations such as

Govt PSUs Joint Ventures NGOs Cooperatives SHGs FPOs Private Sector individuals

The Ministry has engaged Technical Agencies(TAs) for assisting farmer producer groups

Cold Chain Scheme

The objective of the Scheme of Cold Chain Value Addition and Preservation Infrastructure

is to provide integrated cold chain and preservation infrastructure facilities without any break

from the farm gate to the consumer It covers creation of infrastructure facility along the entire

supply chain viz pre-cooling weighing sorting grading waxing facilities at farm level multi

product multi temperature cold storage CA storage packing facility IQF blast freezing in

the distribution hub and reefer vans mobile cooling units for facilitating distribution of

horticulture organic produce marine dairy meat and poultry etc The scheme allows

flexibility in project planning with special emphasis on creation of cold chain infrastructure at

farm level

The integrated cold chain project is set up by Partnership Proprietorship Firms Companies

Corporations Cooperatives Self Help Groups (SHGs) Farmer Producer Organizations

(FPOs) NGOs Central State PSUs etc subject to fulfilment of eligibility conditions of
