WTS.07.1 WORKS PROGRAM - INFRASTRUCTURE SERVICES - WATER & SEWER

RESPONSIBLE OFFICER: Alan Fletcher - Director Infrastructure Services

PURPOSE The purpose of the report is to provide an update on works undertaken over the previous month and those planned for the upcoming month.

RECOMMENDATION That the Committee receive the report and note the information. BACKGROUND The report provides information for Councillors and staff to address ratepayer enquiries regarding construction, maintenance and other activities in the area of Water & Sewer. REPORT/PROPOSAL Progress of major projects is listed in Attachment 1 along with planned works. The projects currently underway include:

Replacement of old water meters in Merriwa. Murrurundi, Aberdeen and Scone meter replacements are up to date.

Sewer infiltration (Smoke testing) and sewer pipe cleaning and Closed Circuit Television (CCTV) in selected areas of Scone.

The following issues have been generated from Council’s Annual Returns as submitted to the NSW EPA for the Aberdeen, Merriwa and Scone Sewer Treatment Plants. Infrastructure Services Compliance Issues – Water and Waste

Site Issue Progress

Scone STP 17 June 2016 - Formal warning for breach of condition M7.1 due to an error in the flow meter.

The error was rectified when found and reported in the Annual return.

Merriwa STP- 22 June - EPA Caution

Exceedance of suspended solids.

Chemical dosing has been modified in the treatment process.

Condition M6.1 - Faulty flow meter

This was replaced and reported in the Annual return

Not adhering to 14 day limit for publicising monitoring data.

This has been addressed with results of all monitoring data being publicised within 14 days of receiving the results.

Aberdeen STP

8 June2016 - Caution for Exceeding suspended solids due to algal growth.

Council carries out closer monitoring program for algal growth in the ponds during warmer months and arrange to control algae using chemical spray.

It is alleged that Council have exceeded daily discharge limits as set in the licence.

EPA has not set the discharge point as a monitoring point. Therefore Council did not breach this condition.

URGENT SEWER REPAIR Current CCTV camera work of our sewer network has found another serious issue with a sewer pipe upstream of Sewer Manhole No. K2/050 located at the western entry to the Coles Supermarket complex at Kingdon Street. The sewer pipe is 255mm diameter earthenware pipe and approximately 3.5m deep. OPTIONS Nil. CONSULTATION

STRATEGIC LINKS a. Community Strategic Plan 2013+ The report addresses the following focus areas and community strategic objectives in accordance with the Community Strategic Plan 2013+. Focus Area 6 “Maintain and enhance civil infrastructure and community assets to meet the needs of current and future generations” with the following Community Strategic Objectives: 19. Provide for replacement and improvement of community infrastructure through best

practice and risk management. 21. Provide secure and potable water supply and sewerage services to meet the demands

of future generations to urban areas of the Shire. 22. Develop economic and intergenerational plans for future infrastructure needs. b. Delivery Program The report addresses the following objectives as described in the 2015/16 & 2016/17 DPOP:

Water Supplies To provide an adequate and secure potable water supply to recognized standards in defined areas on a cost effective basis.

Sewage Services To maintain a sewage system for the transportation and treatment of sewage to licence requirements and encourage appropriate further expansion of services.

c. Other Plans Implementation of asset management plans. IMPLICATIONS a. Policy and Procedural Implications Maintenance guidelines as identified within Service Levels, Asset Plans and Strategic Plans. There is also a risk that if the treatment facilities are not managed effectively then further warnings and/or action may be taken by the EPA. b. Financial Implications Identified within individual items in the 2015/16 & 2016/17 DPOP except for the urgent repairs required on the sewer pipe A2/021 to A2/010. c. Legislative Implications Protection of the Environment Operations Act 1997 Water Management Act 2000 Public Health Regulation 2012 d. Risk Implications Maintenance and Capital activities play a vital role in reducing Council’s risk exposure in these areas. e. Other Implications Nil. WTS.07.2 WORKS PROGRAM - INFRASTRUCTURE SERVICES

PURPOSE

The purpose of the report is to provide an update on works undertaken over the previous month and those planned for the upcoming month.

BACKGROUND

The report includes information on Infrastructure Services work including roads, bridges, and parks. The report provides information for Councillors and staff to address ratepayer enquiries regarding construction and maintenance works. REPORT/PROPOSAL

Some of the major projects currently under construction are:

Moonan Cutting - RCA Geotech Consultants have been engaged to assess the condition of the new cut batters and propose a stabilisation treatment draft design under review awaiting final design.

Rehabilitation works on the Golden Highway have now commenced. Segenhoe Street kerb and gutter works delayed due to wet weather and crews required in

Merriwa.

Road maintenance guidelines as identified within Asset Plans and Strategic Plans. These guidelines include grading and service frequency based on a variety of factors including vehicle movements, road utilisation etc.

WTS.07.3 CAPITAL WORKS UPDATE

PURPOSE The purpose of this report is to provide an update on capital works projects within the current budgetary period.

RECOMMENDATION That the Committee receive the report and note the information.

BACKGROUND In association with the 2015/16 Delivery Program and Operational Plan, a schedule of the planned capital works has been prepared. Budget holders have been asked to identify when the project is planned to be delivered. REPORT/PROPOSAL The spreadsheet provided under separate cover shows the expenditure up to the end of June 2016, 100% through the 2015/16 financial year. It shows that YTD actual spend is 89% of YTD budget. Additional end of year invoices are currently being processed are not included in the expenditure YTD. Key projects currently underway include:

Scone waste depot works (sheds, weighbridge) are being finalised. Rehabilitation works on the Golden Highway have now commenced Segenhoe St Aberdeen drainage, kerb & gutter and roadworks commenced but on

hold due to work load at Merriwa. OPTIONS 1. By receiving and noting the capital works update, Council is advised of works progress

and associated works scheduling. 2. Councillors may seek adjustments to works timing and priorities where identified. CONSULTATION

Many projects are identified within Community Plans, Emergency Plans or specific operational plans ie Standards of Fire Cover for Rural Fire Service infrastructure. Council’s Asset Management Plans are also reference documents for the development of the capital works program.

IMPLICATIONS a. Policy and Procedural Implications

Some projects involve grant funds, community donations or use of other funding sources such as R2R funds and section 94 contributions. Expenditure of these funds is in accordance with relevant policies and legislative requirements.

b. Financial Implications

All works have been budgeted for in accordance with the Delivery Program and Operational Plan (DPOP) 2015/16.

c. Legislative Implications

Not applicable. d. Risk Implications

The correct planning and completion of capital projects assists Council to mitigate their risk exposure.

e. Other Implications

Not applicable.

CONCLUSION The capital works update report provides Councillors with a review of progress of the 2015/16 financial year capital works. It should be noted that additional costs will be included in the 2015/16 year as invoices are received.

WTS.07.4 URBAN ROADS RENEWAL PROGRAMME

PURPOSE The purpose of this report is to provide the Committee with information on the selection and prioritisation of urban roads for renewal.

RECOMMENDATION: That Council note the report and retain current Urban Road priorities as listed in the 2016/17 to 2019/20 DPOP.

BACKGROUND Road networks are one of Council’s highest priority infrastructure assets. There is a growing awareness that road investment appraisal requires consideration of multiple criteria which relate to engineering, economic, social and environmental impacts. Strategies and work programs are optimised under budget constraints by considering a set of relevant criteria. The following summary outlines the current assessment process undertaken by Council staff to develop programs in order to highlight the issue of effectiveness in road management under budget constraints. This information is provided to highlight the prioritisation of capital works in relation to Waverley Street, between Liverpool and Short Streets. REPORT/PROPOSAL Council has an adopted Policy and an adopted Procedure titled “Roads - Inspection, Evaluation and Maintenance”. Both the policy and procedure are based on recommendations and guidelines outlined in Statewide Mutual’s Best Practice Manual for the risk management of roads. Inspections on segmented roads are carried out annually and risk priorities are identified and recorded, based on the severity of a number of parameters such as surface condition, ride quality, condition of regulatory and warning signs, edge drop, deformations etc. Higher priority is assigned to roads depending on their position within the roads hierarchy. A works program and recommendations for repair is then compiled based on the ratings and priorities of each segment. Expenditure of maintenance budgets, based on the above risk management principles, affords Council significant protection against road related claims and allows a greater reliance on the Civil Liability Act 2002 as a defence against litigation. The above assessment is in addition to Council’s normal maintenance program where works are generally cyclic or reactive and undertaken as the result of:

Routine maintenance in accordance with Council’s policies and budget Staff inspections Customer complaints Response to climatic, seasonal, community events etc.

As an adjunct to risk inspections, Council has also adopted to undertake regular condition assessments of the sealed network using ARRB (Australian Rural Road Board) which allows validation of Council’s system and creates detailed data for historical analysis, benchmarking and prediction. Typically the assessment returns a value from 1 to 5, where 1 is the best condition and 5 is the worst. These inspections concentrate on aspects associated with the life cycle of the road such as pavement defects, age and condition of seal which are recorded on an asset register. Assets requiring renewal/upgrade are identified from estimates of remaining life obtained from the asset register and verified for accuracy. Verified proposals are ranked by priority and available funds and scheduled into future works programs. Attached under separate cover for the Committees information is the “Road, Bridge & Stormwater Asset Revaluation” document produced by Council which outlines in detail the condition assessment methodology used (pages 6-8 for sealed pavements and pages 16-17 for bitumen seals). Once the condition rating has been calculated, consideration is given to both the functionality and the utilisation/capacity of the road. The functionality refers specifically to the road class/hierarchy and the relationship it has with the quality rating. A consistent approach to the identification of asset condition is a key objective within Council and hence the introduction of a uniform grading framework has provided a better picture of the state of the asset stock within Council’s road network. The following five category model is used to develop Council’s Capital Works Program.

Also attached under separate cover for the Committee’s information is the most recent condition ratings for the urban sealed network. Waverley Street between Liverpool and Short Street has ratings of 3.5 east and 2.6 west respectively, indicating maintenance work is required, however renewal of the pavement at this stage is not a high priority. Kerb and gutter renewal, initial seal of gravel shoulders and the provision of footpaths along this road segment will be further reviewed and considered for inclusion in the development of the 2017+ Community Strategic Plan. The urban roads listed for renewal in the adopted DPOP are Sydney Street Scone (2016/17), Susan Street Scone (2017/18), Oxford Road Scone (2017/18 & 2018/19) and Campbell Street, Aberdeen (2019/20). All of these roads have a pavement condition rating of 5 with the exception of Susan Street, which is being rehabilitated in conjunction with major stormwater upgrades. OPTIONS 1. CONSULTATION Council’s asset management staff inspected individual roads to ensure the selected projects for inclusion in the 2016/17 to 2019/20 DPOP best met the condition assessment criteria. STRATEGIC LINKS a. Community Strategic Plan 2013+ The proposal meets key focus area 6 of the Community Strategic Plan “Maintain and enhance civil infrastructure and community assets to meet the needs of current and future generations”. The renewal of infrastructure is consistent with the Community Strategic Objective 19, “Provide for replacement and improvement of community infrastructure through best practice and risk management.” b. Delivery Program The proposal meets the objective “Establish and maintain assets which enhance the public domain and improve the amenity of the Shire”. c. Other Plans Road Asset Management Plan – this plan provides a tactical tool for the management of all road related matters. The asset plan provides a unique picture of Council’s Road network and guides the development and ongoing management of the network over time. All projects listed provide for high usage access to community centres, popular focal points and the Arterial Road network. IMPLICATIONS a. Policy and Procedural Implications Council’s overarching asset management strategy requires that Council follows best practice including the development of a road register and hierarchical clarification to assist in network development. b. Financial Implications The estimated cost of pavement renewal and associated kerb & gutter replacement in Waverley Street, between Liverpool and Short Street is $345,000. To accelerate the urban streets renewal program, without adjusting current allocations could require a special rate variation from 2017/18. If this was unsuccessful funds currently allocated to rural works would need to be reallocated to urban areas. c. Legislative Implications Not applicable.

d. Risk Implications Council’s Road Asset Management Plan sets out Council and community expectations in regard to service levels and risk inspections. Higher road hierarchy classification requires more regular risk inspections to satisfy Council’s own policies and procedures. The upgrade and renewal of Council infrastructure through the Capital Works program will reduce Council’s risk exposure. e. Other Implications Nil. CONCLUSION The critical issue for local governments across NSW is the backlog of works required to be completed so that infrastructure, such as roads and bridges can provide an acceptable and satisfactory level of service to the community. Capital works funding based on a consistent approach to the identification of asset condition together with a uniform assessment framework will greatly assist Council deliver a better, safer local road and street network.

WTS.07.5 PROPOSED TRIAL MEMBRANE WATER TREATMENT PLANT FOR MURRURUNDI

PURPOSE The purpose of this report is to provide a review of the proposed Trial Membrane Water Treatment Plant from Litree Australia Pty Ltd for the Murrurundi Water Supply.

RECOMMENDATION That Council not enter into a contract with Litree Australia Pty Ltd for the supply of a Trial Membrane Water Treatment Plant. BACKGROUND The report to Works and Technical Services Committee on the 12 August 2014 and entitled “The Murrurundi Water Supply Operation” provided Short, Medium and Long Term plans for the Water supply operation, ranging from hauling water from Scone to Murrurundi to construction of a water pipeline from Scone or a Water Treatment Plant (WTP) at Murrurundi. Council received an offer from Litree Australia to provide a free packaged membrane water treatment plant as a demonstration site at Murrurundi. The proposal was reported to the Works & Technical Services Committee on 9 December 2014. Council accepted the proposal, however the proposed Membrane Water Treatment Plant from Litree Australia has taken longer than anticipated to obtain Section 60 approval from NSW DPI Water. This is mainly due to the containerised unit needing to conform to all relevant Australian Standards. REPORT/PROPOSAL Initially the proposal from Litree provided a 5-10 year solution while pipeline funding could be secured. Funding was secured earlier than expected and the WTP approval proceed took longer than expected. The result of this timing has meant the Litree proposal as the WTP would be in operation for about 1 to 2 years, before the pipeline makes the installation redundant.

A review of the project is considered appropriate as factors behind the original proposal have changed. Changes include:

The original proposal from Litree Australia Pty Ltd predates Council securing grant funding for the Scone to Murrurundi water pipeline project.

Current site works estimate is higher than original estimate. The current estimate of $250,000 has been calculated using approved site layout and settling dam design as approved by NSW Office of Water.

The process of securing approval from NSW DPI Water and finalising the contract between Council and Litree Australia Pty Ltd has taken longer than anticipated.

The review has found that the offer from Litree Australia Pty Ltd to provide a Membrane Water Treatment Plant is now not the best option for Council as the Scone to Murrurundi water pipeline is expected to be completed within two algal growing seasons. On the onset of this proposal there was a clear understanding of the need to obtain Section 60 approval from DPI Water and conformance with relevant Australian Standards. Council worked with Litree on items like the Australian electrical standards. The time taken to ensure the proposed Treatment Plant meets Australian Standards and the Section 60 approval took longer than expected. This approval process started prior to the successful Scone to Murrurundi pipeline funding application. The pipeline project is progressing with advertising the design and construct tender planned for later this year. It is expected that construction on the pipeline will commence early next year with a 12 month construction window. This makes the Water Treatment Plant option an expensive option compared to a do nothing approach. The dam is being managed more effectively with no algal bloom in the past two years. If there was another algal bloom that requires the Murrurundi Dam to be treated, then Council’s procedure is to use the new Pages River gravels infiltration gallery and pit to supply water and if water levels drop significantly, truck water from Scone. During this time Murrurundi would be on Level 5 water restrictions while the dam would be treated with treatment requiring a two (2) week withholding period. After this there will be a one week testing period to confirm the water is safe to drink. Total time for the dam to be off-line is three (3) weeks. The potential cost of an algal bloom that triggers treatment as per Council’s Control Plan for the management of blue-green algae in the Murrurundi Dam has been calculated at a maximum of $32,550 per week.

Analysis of proposed Water Treatment Plant

Strengths: The proposed Membrane Water Treatment Plant from Litree Australia has a pore size of 0.002-0.1µm which is small enough to filter out Cylindrospermopsis raciborskii. Strengths: The Concept Design Report has approval from DPI Water (Section 60 approval). Compliance with Australian standards has been confirmed with a final inspection required once the unit is in Australia. Strengths: The upfront purchase cost is $1.00, and then a $20,000 per annum (subject to CPI increases) 'maintenance' fee over a 5 year period. Weaknesses: Council's total project cost over a 5 year period has been revised to $458,385.00. Of this $250,000 is for the site works. (settling dam, rising main etc.) The initial estimate from consultant was $155,584 with an operational budget of $21,677 per annum. Weaknesses: This water quality solution has taken far too long to be deemed the best financial outcome to Council with respect to algal blooms. At this stage there is likely only one or two algal growing season left before the Scone to Murrurundi pipeline is complete. An algal outbreak that required treatment and water carted from scone would be at a cost of $97,650 for the three week period. Algal treatment requires a 2 week withholding period and an additional week of testing. The cost of the WTP over 5 years is almost equal to the cost of carting water for a three weeks every year for 5 years.

Opportunities: Council has the potential to save $458,385 if there is no algal outbreaks that requires water to be carted from Scone to Murrurundi. Cost to Council for water cartage during an algal outbreak is $97,650 ($32,550 per week).

Threats: The potential savings to Council by not proceeding with the proposal is based on no algal threats to the water supply prior to the completion of the Scone to Murrurundi water pipeline.

The table below shows the relationship between the Algal biovolume and algal alert levels since the major algal bloom in 2014.

Note: 1. The offtake is currently set at 2m below the water surface. Alert levels in the graph above are taken from the Alert Level Framework for management of cyanobacteria in drinking water. As shown in the graph above, the total biomass levels only reached Alert Level 3 once since June 2014 and dropped below the limits with the following test. In this occasion it was at 1m depth that had the high levels with the townships offtake sitting at 2m below the water surface that stayed within Alert level 2. OPTIONS 1. Council not to enter into a contract with Litree Australia Pty Ltd for the supply of a

membrane Water Treatment Plant. This is the preferred option.

2. Progress with the Proposed Membrane Water Treatment Plant from Litree Australia with a total calculated cost of $458,385 over a 5 year period. The “Free” offer for a trial Water Treatment Plant includes a $20,000 per year maintenance contract for a 5 year period (subject to CPI increases) and $250,000 for site works at the Murrurundi Dam site. The operational budget has been calculated at $21,677 per annum.

3. Progress with the Proposed Membrane Water Treatment Plant from Litree Australia and once Murrurundi’s source water is from Glenbawn Dam, then offer the plant to a member Council in the Upper Hunter Water Utilities Alliance.

PURPOSE The purpose of this report is to inform the Committee of the 2016 NSW Local Roads Congress held in Sydney on Monday 6 June 2016.

RECOMMENDATION That Council note the report.

BACKGROUND The Roads & Transport Directorate arranged the 2016 NSW Local Roads Congress at the Parliament of NSW, Theatrette, 6 Macquarie Street, Sydney on Monday, 6 June 2016. The Roads & Transport Directorate is part of the Institute of Public Works & Engineers Australasia (IPWEA). The Roads & Transport Directorate was set up in conjunction with the Local Government & Shires Associations of NSW to meet demands and to act as a focus for research activities and to provide technical advice. Its main purpose is to assist Local Government in NSW in the area of road infrastructure and transport related activities. The Congress is aimed at Elected Representatives, Directors, Roads Managers and interested parties across NSW and deals with policy issues relating to local roads. Cr Ron Campbell (Chairperson of the Works & Technical Services Committee), Alan Fletcher (Director Infrastructure Services) and Nick Havyatt (Manager Works Delivery) attended the Congress. A presentation on the findings from the Congress will be made at the Works & Technical Services meeting on 12 July 2016. REPORT/PROPOSAL The theme of the Congress is ‘Driving a New Direction’. Issues covered during the one day Congress included:

Financial Implications The cost of attending the Congress was $800 per staff member, Councillors attend free of charge if with a paying staff member. c. Legislative Implications Not applicable. d. Risk Implications Information from the Congress will help inform the Committee and staff on risk management issues relating to local roads.

Response: Manager Works Delivery advised that staff shortages have delayed work and the crew are waiting to finish Waverley Road before they move on to Dry Creek Road which should be next week. Cr Ron Campbell 1. Noted that the chevron signs on Bunnan Road at the Webimble turnoff had not been changed and asked if this could be done? Response: The work has been programmed, the Manager Works Delivery will investigate. 2. Asked that the pot holes on Halls Creek Road be patched? Response: A CRM will be entered. 3.
