1 Minutes of the Pulham Market Annual Parish Meeting Held in the Meeting Room, Memorial Hall, at 7.30 pm Thursday 27 th April 2017 1. Apologies for absence-Apologies received and accepted from Cllr S Falvey, Cllr S Pietrzak and Cllr Alexander. Mr John Bradford, PC Jim Squires and numerous representatives from organisations had also sent their apologies along with their reports to the Clerk before the meeting. Present-Cllr Ford (Chair), Cllr Newby (Vice-Chair) Cllr A Schwier, Cllr S Hewitt, Mr John Collard (Home watch), Mr Richard Hill, Mr Alan Brett, Mrs Sue Hewitt (Footpath Warden), District Councillor Clayton Hudson, County Councillor Martin Wilby Clare Crane (Parish Clerk) 2. To approve the minutes of the last Annual Parish Meeting on April 28 th April 2016- Full Council agreed the minutes were accurate. 3. To discuss matters arising from the minutes of the last meeting, for information onlyIt was reported that the drainage along Barnes Road had now been completed. 4. Presentation of Parish Council Accounts April 1, 2015 March 31, 2016- The unaudited receipts and payments accounts, which were approved by the Council at its meeting on April 10 2017, were distributed to all present. It was explained that the purchase of the Burial Ground had reduced the reserves but this had been budgeted for with earmarked funds. The Clerk confirmed that Daphne Howlett was the Parish Council’s internal auditor and Mazars LLP was the designated Parish Council external auditor for 2016/2017. See appendix 1. 5. Report from Parish Council Chairman-It was agreed that all reports would be circulated to the members of the Parish Council and put on the website with a hard copy to be placed in the shop (post office) to be viewed by the residents. Cllr Ann Ford read the Parish Council Chair’s report. See appendix 2. 6. Report from County Councillor-County Cllr Martin Wilby read his report. See appendix 3. 6. Report from County Councillor-County Cllr Martin Wilby read his report. See appendix 3. Cllr Wilby responded to questions regarding road improvements; he confirmed that NCC would be undertaking studies on the

junction at Newton Flotman and Hempnall Cross Road in the near future prior to improvements taking place.

7. Report from District Councillor-District Councillor Clayton Hudson read his report. See appendix 4. Cllr Wilby confirmed he would email the Clerk with the details of the new beat manager to explore the possibility of arranging speed gun provision in the village. Cllr Hudson confirmed that the £1.99 million that has been budgeted for the refurbishment of Long Stratton Leisure Centre did not include the new 3G pitches and that these had been paid for out of a separate budget. The likelihood of a new swimming pool at the leisure centre was very slim.

8. Reports from invited village organisations: Mr John Collard provided the meeting with the finances on behalf of the carnival committee, they would be purchasing a new adult winners shield for this year and would like suggestions on where the old shield could be permanently displayed where both sides of the shield could be seen. It was confirmed that the theme for this year's Carnival, to be held on 9th September 2017 is ‘Fairy Tales’. Mr John Collard reported that there are now 3 home watch representatives. A discussion on the circulation of home watch information took place. Mr Collard provided the Clerk with home watch leaflets that could be sent out with the village diary. The Clerk explained that an email village group could be set up to circulate the information quicker. It was suggested that a home watch and/or Parish Council stall on The Green at the carnival would promote the service and may help with getting more volunteers. It was agreed the members would consider this at the next meeting. Mr Richard Hill confirmed he had already done a litter pick along Guildhall Lane and there were some larger items that needed collecting by South Norfolk Council. The Clerk confirmed she would arrange this. Mrs Sue Hewitt (Footpath Warden) provided a report to be read after the meeting, and went on to explain that some footpaths still needed clearing and that Norfolk County Council were following the process after enforcement notices had been sent out. Mr Collard, Mr Hill and Mrs Hewitt were all thanked for their hard work and for their continued support.

9. Report on the Village Emergency Plan-Cllr Hewitt read his report, see appendix 4, he went on to explain the importance of the plan being simple and at local level.

10. Village Christmas tree and donations towards the cost. A discussion took place regarding funding towards the village Christmas tree. The carnival committee would be approached for financial assistance as well

as asking for a donation bucket in the shop and at the carnival. Parish Council CIL money can be used if not enough money can be raised.

11. To promote the village first aid training on Thursday 18th May. The Clerk confirmed to the meeting the details of the litter pick and the village first aid and defibrillator training.

12. Public Forum A discussion took place regarding recycling. Mr Alan Brett provided information on Park Radio that is based on Shelfanger Road in Diss. It has to be on air by the end of the year to adhere to Ofcom regulations, there would be fund raising opportunity in the local Tesco’s for people to contribute. Mr and Mrs Parton had sent their apologies with regards to the village litter pick. Some daffodil bulbs were being donated to the village and a discussion took place on where these could be planted. It was agreed for this to be added to the next Parish Council meeting agenda. The waste bin on the chapel car park is not being emptied regularly. The Clerk would report this to the South Norfolk Council. The letter box in the village needs painting, Mrs S Hewitt offered to paint the box but asked the Clerk to find out the correct protocol. The Clerk was asked to report damage to the letter box at Colegate End Road. The Parish Council would be asked to consider the need for a better footpath along Tatttlepot road heading towards the corner of Guildhall Lane. It was agreed this will be considered at a future Parish Council meeting. FP8 needs some form of hard-core to help the surface. It was agreed that the Clerk would look into this and report back. Everyone was thanked for their contributions.

There being no further business, the meeting closed at 9pm.

report as I have not received any queries from parishioners. During the year I have displayed

a few notices that have been sent to me by Trading Standards for people to read.

I am here if anyone has a query about consumer issues as before.
