Transport Committee (TTC) 2. The Committee confirmed the minutes without amendment. II. Terms of Reference of TTC (TTC Paper No. 1/16) 3. The Secretary briefed the meeting on Paper No. 1/16. 4. The Committee noted the terms of reference set out in the paper. III. Nomination of Co-opted Members of TTC (TTC Paper No. 2/16) 5. The Secretary briefed the meeting on Paper No. 2/16. Members noted the information about the community service of the two nominees, i.e., Mr HUI Ka-hoo and Ms CHIK Kit-ling, Elaine. 6. Since only two nominations had been received before the close of nomination, the Committee approved recommendation of the above two nominees to the EDC as the co-opted members of the TTC. Their term of office would begin after EDC’s approval of the appointment and last until 31 December 2017. (Post-meeting Note: The EDC approved the above recommendation by circulation on 24 February 2016.)

Attendance of TTC Meetings (TTC Paper No. 3/16) 7. The Secretary briefed the meeting on Paper No. 3/16. 8. The Committee approved the proposed list of government representatives set out in the paper. V. Formation of Working Group under TTC (TTC Paper No. 4/16) 9. The Secretary briefed the meeting on Paper No. 4/16. 10. The Committee approved the formation of the Working Group on Public Transport and Road Safety (WGPTRS) and its terms of reference set out in the annex of the paper. Its term of office would last until 31 December 2017. VI. Request to Improve Illegal Parking of Coach Buses in North Point:

Reviewing the Effectiveness of Temporary Coach Parking Place at Hoi Yu Street, Quarry Bay

(TTC Paper No. 5/16) 11. The Chairman stated that as the issue involved both tourism and economic services of the district, the Committee would have a joint discussion with the Culture, Leisure, Community Building and Services Committee (CLCBSC). 12. The Chairman welcomed Ms Hayley KONG, Senior Executive Officer (District Management) and Mr Kenneth LEUNG, Executive Officer (District Management) of the Eastern District Office (EDO); Mr LAM Yiu, District Operations Officer (Eastern District) and Mr KUK Wai-kei, OC (District Traffic Team) (Eastern District) of the Hong Kong Police Force (HKPF); Mr LAI Lim-chun, Engineer/Eastern 2 and Ms WONG Ho-yan, Senior Transport Officer / Eastern of the Transport Department (TD); Mr YAN Ki-kit, District Engineer/North Point of the Highways Department (HyD); and Ms FAN Yuk-ling, Assistant District Leisure Manager (Eastern) 4 of the Leisure and Cultural Services Department (LCSD) to the meeting. Mr Kenneth LEUNG of the EDO briefed the meeting on TTC Paper No. 5/16. 13. The views and enquiries of 20 Members about the issue are summarised as follows:

(a) Mr Eddie TING remarked that the measure could not mitigate the traffic congestion on Java Road. He also said that the site in Hoi Yu Street was being abused. He hoped that the department(s) concerned could provide the Committee with data such as illegal parking on Java Road and rate of making use of the measure for a comprehensive review. Meanwhile, he pointed out that new parking spaces for coaches at North Point Estate had not yet been provided and he was worried that the department(s) concerned would make another request to the Committee

Action to extend the measure in the future.

(b) Mr Dominic WONG hoped that the department(s) concerned could provide more grounds to support the extension of the measure.

(c) Mr KU Kwai-yiu remarked that the measure could effectively mitigate

the traffic congestion at Java Road. If the measure was a short-term arrangement, he supported the extension and hoped that the department(s) concerned would review the effectiveness on a regular basis.

(d) Mr LAM Sum-lim said that the measure provided a parking place for

coaches and effectively mitigated the traffic congestion in North Point. He was in favour of the extension of the temporary measure.

(e) Mr Howard CHEUNG said that even though he had a concern about the

traffic increase in North Point after the completion of the North Point Public Transport Interchange, he still worried that the department(s) concerned would request for extension of the measure indefinitely. He also asked about the progress of setting up a pet park on Hoi Yu Street.

(f) Mr David LEUNG was in favour of the extension of the measure. In

addition, he hoped that the relevant department(s) could deal with illegal parking on Java Road severely and encourage coaches to park within the temporary coach parking area.

(g) Ms Bonnie LEUNG hoped that the Police could provide Members with

law enforcement data on Java Road and figures on complaints against illegal parking from residents in the neighbourhood for review. She was worried that the department(s) concerned would make another proposal for extension of the measure, which might influence the progress of setting up a pet park in Hoi Yu Street. She also asked about the relevant progress.

(h) Mr YEUNG Sze-chun asked the department(s) concerned about the rate

of making use of the measure and the prosecution figures on illegal parking after the measure was implemented. He supported the extension of the measure but considered that the department(s) concerned should develop a long-term solution to eradicate the traffic problem on Java Road.

(i) Mr Andrew CHIU said that the measure could effectively mitigate the

traffic congestion in North Point, and he was in favour of the extension of the measure. He hoped that the Police could provide law enforcement data on Java Road for Members to review the effectiveness of the measure. As he was worried that the department(s) concerned would make another proposal to extend the measure, which would influence the progress of setting up a pet park in Hoi Yu Street, he also asked about the relevant progress.

(j) Mr CHENG Chi-sing remarked that the measure could help mitigate the

traffic congestion on Java Road. He suggested that the Police enhance

Action law enforcement against illegal parking in North Point and hoped that the department(s) concerned would step up efforts to monitor the making use of the measure.

(k) Mr CHENG Tat-hung pointed out that the new parking spaces for

coaches at North Point Estate had not yet been provided, and he was worried that the department(s) concerned would make another request to extend the measure in the future, which might influence the progress of setting up a pet park in Hoi Yu Street.

(l) Mr Joseph LAI considered that the department(s) concerned should

review the existing policies, and set up a permanent coach parking place in order to solve the problem of insufficient parking spaces. He also hoped that the department(s) concerned could complete the pet park in Hoi Yu Street as soon as possible for use by residents in North Point.

(m) Mr KUNG Pak-cheung was in favour of the extension of the measure,

and added that as the North Point Public Transport Interchange was about to be completed, the extension of the measure might solve possible traffic congestion by enabling the temporary parking place to be used as a backup parking area during the initial period after the completion of the interchange. Now that the relevant place was currently not to be used for other purposes, he supported the extension of the measure so as to solve the existing traffic problem.

(n) Mr WONG Kin-pan said that the traffic problem on Java Road had been

haunting Eastern District for years, and he believed that the measure could help mitigate the problem. He suggested that the Police increase the manpower for law enforcement in Hoi Yu Street at nights and on weekends so as to enhance monitoring on the utilisation of the said facility.

(o) Ms LI Chun-chau was in favour of the extension of the measure and

asked the department(s) concerned to figure out a way to encourage more vehicles to use the facility, but she hoped that the department(s) concerned could also work out a long-term solution to solve the traffic problem in North Point completely.

(p) Ms CHOY So-yuk was worried that the construction of the North Point

Public Transport Interchange would cause severe traffic congestion. Therefore, she supported the extension of the measure so as to mitigate the traffic problem in North Point. She said that the tourism industry had promised to call on coach drivers to make use of the measure, and hoped that the department(s) concerned could help encourage and monitor the making use of the measure by such drivers. She also hoped that the department(s) concerned could work out a long-term solution to solve the traffic problem on Java Road and speed up the progress of setting up a pet park in Hoi Yu Street.

(q) Mr HUNG Lin-cham remarked that the measure could effectively

mitigate the traffic congestion in North Point. He supported the extension of the measure but hoped that the department(s) concerned

Action could propose an effective scheme to encourage coach drivers to make use of the measure. He thought that the relevant departments should monitor the making use of the measure to prevent it from being abused. He also pointed out that the measure should not delay the progress of setting up a pet park in Hoi Yu Street.

(r) Mr CHUI Chi-kin supported the extension of the measure and

considered that lowering the parking fee would help attract more coach drivers to make use of the measure. He also asked about the illegal parking data before and after the setup of the temporary parking area. In addition, he also hoped that the department(s) concerned could come up with a long-term solution to solve the traffic problem in North Point and set up a pet park in Hoi Yu Street as soon as possible.

(s) Mr Stanley HO was in favour of extending the measure. Meanwhile,

he hoped that the Police could actively review the "Selective Traffic Enforcement Policy" and enhance law enforcement to solve the traffic problem in the district.

(t) Mr Frankie LO stated that the measure could effectively solve the traffic

problem on Java Road, so he supported the proposal of extending the measure.

14. The oral declaration of Mr Eddie TING on the issue is as follows:

“ In February 2016, the EDO requested the extension of the service period of the temporary parking place at Hoi Yu Street in Quarry Bay. I express strong opposition for the following reasons:

1. The utilisation rate of the temporary parking place is very low due to

improper government planning. There is quite a distance between Java Road and Hoi Yu Street, it takes coach drivers 25 to 35 minutes to drive to and from the temporary parking place for parking for just 1 to 2 hours. In order to save time, they do not usually use the temporary parking place; as a result, the utilisation rate is very low. Though about 30 coach parking spaces are provided in the parking place, only 3 to 4 coaches are parked there every night.

2. Prior to the provision of temporary coach parking spaces at the site at Hoi Yu Street, the EDC approved the use of the site for extension of the Quarry Bay pet park in April 2013 and the issue will be followed up according to the priorities of different district minor works projects. Since the review conducted 6 months after the provision of the temporary parking spaces reveals that the intended effectiveness has not been achieved, there are no reasons for extension for 7 months. We consider that the EDO should hand over the site to the Leisure and Cultural Services Department as soon as possible for extension of the pet park.

3. Regarding illegal parking of coaches at Java Road in North Point, after the Police have taken stringent law enforcement actions, many coaches requiring temporary parking have been parked at other areas,

Action such as Healthy Village and so on. The effectiveness reviewed by the government departments concerned is not supported by sufficient grounds and figures, we strongly oppose the provision of the temporary parking place at Hoi Yu Street.”

15. Ms Hayley KONG and Mr Kenneth LEUNG of the EDO, Mr LAM Yiu of the HKPF and Mr LAI Lim-chun of the TD made the following responses to Members' views and enquiries:

EDO

(a) Normally it took a coach driver only 15-20 minutes instead of 25-35 minutes to drive to and from the temporary parking place. Currently a coach could have a maximum one hour's parking limit at the temporary parking place. The EDO would ask the relevant department(s) to consider the feasibility of extending the parking limit for the temporary parking place so as to attract more drivers to make use of the measure. As North Point was a developed area and there was no single parcel of land near Java Road which was levelled and readily available for immediate use, the department(s) concerned thought that no other places in the district were more suitable than Hoi Yu Street for use as a temporary parking place.

(b) The District Facilities Management Committee (DFMC) had included

project proposals with regard to the pet park into the District Minor Works programme. The relevant department(s) was/were currently following up on it in accordance with the priority endorsed by the DFMC. According to Item (E), Part II of the DFMC Paper No. 15/16, the pet park project was numbered 7. In short, there were two main factors that affected the pet park project, namely (1) priority of relevant project proposals and budget amount of different projects decided by the EDC; and (2) annual cash flow. Therefore, according to the current priority of the district minor works projects and the preliminary cash flow estimation, extending the temporary measure for seven months would not affect the progress of setting up a pet park in Hoi Yu Street.

(c) The purpose to try out the temporary measure was actually to provide a

space for transfer in North Point for short-time temporary parking of coaches after passenger pickup and drop-off on Java Road. Since its official launch on 29 September 2015, the temporary coach parking place in Hoi Yu Street had been welcomed by residents in the district, tourism industry and different sectors of the community. In terms of effectiveness, the traffic flow around Java Road had become smooth after the test run of the temporary measure and the Police said that traffic congestion at Java Road was significantly eased in peak hours of weekdays. Thus, the existence of the space for transfer did relieve the traffic burden in North Point. If the space provided by the measure was gone and there was no suitable place for coach parking after pickup and drop-off at Java Road, then coach drivers would have to keep driving around in the district or park illegally on other roads. This would result in severe traffic burden in the district.

Action (d) According to the data provided by the TD, 30 coach parking spaces at

North Point Estate would become available at the end of 2017.

(e) The EDO would continue to monitor and review the effectiveness of the measure and provide another report before the end of the 7-month extended term.

HKPF

(f) The Police had been carrying out law enforcement actions at Java Road

and Hoi Yu Street and actively reminding coach drivers to make use of the measure. The Police said that the measure could effectively mitigate the traffic problem in North Point.

(g) The Police would follow up on Members' views, make appropriate

adjustments in the deployment of officers at different hours of the day, deploy police officers to patrol the temporary coach parking place in Hoi Yu Street at nights, and take appropriate law enforcement or prosecution actions when necessary.

TD

(h) The TD would follow up with the developer on the progress of

providing 30 coach parking spaces in the North Point Estate reconstruction project. The TD continuously monitored the parking needs of large vehicles in the district and would take different approaches to add more large-vehicle parking spaces, including checking with the Lands Department for suitable land for temporary car parks, providing parking spaces on non-busy road sections, and adding terms and conditions for the provision of large-vehicle parking spaces in development projects as appropriate.

EDO 16. In conclusion, the Chairman said that in principle, Members were generally in

favour of the proposal of extending the temporary measure for seven months until 31 October 2016. He asked the EDO to note Members' views and continue to follow it up with the relevant department(s) including consultation with the Harbourfront Commission. The Committee agreed to follow it up when progress was reported. (Post-meeting Note: Through consultation with the Harbourfront Commission

on 29 February 2016, the measure would be extended for seven months until 31 October 2016. The department(s) concerned would continue to monitor the situation, review the effectiveness before the end of the extended term and report to the EDC.)

VII. Better Use of Information Technology to Improve Tram Stop Facilities (TTC Paper No. 6/16) 17. The Chairman welcomed Ms WONG Ho-yan, Senior Transport Officer / Eastern of the TD and Mr Benjamin LEE, Operations Manager of the Hong Kong

Action Tramways Limited (Hong Kong Tramways) to the meeting. Mr LAM Sum-lim briefed the meeting on TTC Paper No. 6/16. 18. The views and enquiries of 5 Members about the issue are summarised as follows:

(a) Mr SHIU Ka-fai supported the proposal set out in the paper as it could help the public receive real-time tram arrival information.

(b) Ms Alice LAM was in favour of the proposal set out in the paper.

Meanwhile, she said that the TD should optimise the electronic system on the existing traffic information dissemination platform so that the public could better understand the traffic conditions.

(c) Mr MAK Tak-ching asked the TD about the schedules of studying

arrival information systems of various modes of public transport supported by the global positioning system.

(d) Mr CHENG Chi-sing expressed his support for improving tram stop

facilities. Meanwhile, he hoped that the Hong Kong Tramways could review the locations of tram stops so that the public could have access to tram service in a safer environment.

(e) Mr Patrick WONG hoped that the TD could carry out a study to develop

a traffic information dissemination platform for public transport organisations so that the public could monitor the service quality of public transport organisations in an effective way.

19. Ms WONG Ho-yan of the TD and Mr Benjamin LEE of the Hong Kong Tramways made the following responses to Members' views and enquiries:

TD (a) The TD noted Members' views about the request for improving the

public transport information dissemination platform.

(b) For the convenience of passengers, especially the elderly or passengers in need, the Government had set aside funds of over HKD 88,000,000 for the franchised bus companies to speed up the installation of seats and real-time arrival information displays at bus stops. For displays, the Government would fund the franchised bus companies through matching to install real-time arrival information displays at bus stops equipped with shelters and power supply devices. It was expected that 550 displays could be installed in about three years in the first phase, half of which (275 displays) were funded by the bus companies and the other half by the Government. After that, the bus companies should make annual proposals on installation of displays at the remaining bus stops with the quantity and locations provided and the Government would fund the installation of additional displays through the same matching approach. Actual quantity matched would depend on the quantity of displays later added by the bus companies. Currently, besides the 275 displays mentioned above, the Government had reserved additional

Action funds for the installation of approximately 500 displays. When determining specific locations for the planned installation of real-time arrival information displays, the franchised bus companies would consider different factors including actual environmental constraints at individual locations, nature of bus stops — mainly for pickup instead of drop-off, number of waiting passengers, plans on relocation or cancellation of relevant bus stops over the next few years, etc. The TD expected to start receiving funding applications from the franchised bus companies in the middle of the year.

Hong Kong Tramways

(c) Immediately after the accident occurring at the Shau Kei Wan Main

Street East Tram Terminus in December 2015, Hong Kong Tramways had contacted the TD for emergency coordination services and posted notices at all tram stops and in all tram carriages to notify the public about relevant services affected.

(d) Hong Kong Tramways would consider Members' proposal of installing

real-time arrival information displays at tram stops. Currently Hong Kong Tramways provided arrival information about the latest three trams for the public via its webpage and application. As Hong Kong Tramways had been faced with a decline in the number of passengers in recent years, its resources were relatively tight. But it would still launch several service improvement schemes and continue to maintain good communication and cooperation with government departments to provide a better tram service to the public.

20. In conclusion, the Chairman invited the Hong Kong Tramways to note

Members' views and continue to provide a good tram service to the public. VIII. Progress Report on Matters Arising from Previous TTC Meetings (TTC Paper No. 7/16) (i) Improving the Traffic Heading West to Island Eastern Corridor under the

Sai Wan Ho Section of the Corridor 21. The Chairman welcomed Mr YAN Ki-kit, District Engineer/North Point of the HyD; Ms LO Shuet-yee, Engineer/Eastern 3/General and Mr LEUNG Chi-wa, Engineer/Eastern 1 of the TD to the meeting. 22. The views and enquiries of 2 Members about the issue are summarised as follows:

(a) Mr YEUNG Sze-chun asked whether the department(s) concerned would propose a specific improvement scheme for the traffic problem at the subject road section.

(b) Ms Alice LAM suggested that the department(s) concerned should add (a) sign(s) at the junction of Lei King Wan and Island Eastern Corridor to release traffic information of the Island Eastern Corridor to drivers

Ms LO Shuet-yee of the TD said in response that the TD would collect traffic statistics in Eastern District when appropriate after the return of the Eastern Harbour Crossing (EHC) franchise to the Government, carry out an overall study and develop a long-term improvement scheme. The TD noted Members' suggestions.

TD/HyD 24. After discussion, the Committee agreed to follow up on the issue when progress was reported. (ii) Requesting the Transport Department to Provide More Motorcycle Parking

Spaces in Eastern District 25. The Chairman welcomed Mr KUK Wai-kei, OC (District Traffic Team) (Eastern District) of the HKPF; Mr YAN Ki-kit, District Engineer/North Point of the HyD; Ms LO Shuet-yee, Engineer/Eastern 3/General and Mr LEUNG Chi-wa, Engineer/Eastern 1 of the TD to the meeting. 26. Mr LAM Sum-lim hoped that the department(s) concerned could follow up on illegal motorcycle parking behind Block E of Perfect Mount Gardens. Meanwhile, he also asked if it was possible to add motorcycle parking spaces on Tung Hei Road. 27. Ms LO Shuet-yee of the TD said in response that the TD had once conducted (a) district-wide consultation(s) with regard to adding motorcycle parking spaces behind Block E of Perfect Mount Gardens but received many objections, so the corresponding scheme was shelved. The TD would continue to identify appropriate motorcycle parking locations within the district.

TD/HyD/HKPF 28. After discussion, the Committee agreed to follow up on the issue at alternate meetings. (iii) Requesting the Mass Transit Railway Corporation Limited to Improve the

Design of the Ventilation Shaft Next to Exit B3 of MTR Shau Kei Wan Station 29. The Chairman welcomed Mr YUNG Ching-hung, Senior Environmental Protection Officer (Regional South) 2 of the EPD and Ms Dorothy LAU, Assistant Public Relations Manager - External Affairs of the Mass Transit Railway Corporation Limited (MTRCL) to the meeting. 30. The views and enquiries of 3 Members about the issue are summarised as follows:

(a) Mr WONG Kin-pan hoped that Swire Properties could pay attention to the need for diversion of pedestrian flow and the road congestion caused by drivers' use of filling station services during construction.

(b) Mr Andrew CHIU hoped that Swire Properties could increase

manpower to enhance pedestrian control during construction. He also asked if the design of the railings used in the project was compliant with the standards of the HyD.

(c) The Chairman asked if it was possible to commence the works of

narrowing the pedestrian crossing at the south of Tong Chong Street after the completion of the works of widening the pedestrian crossing at the north of the street so as to reduce impact on pedestrians crossing the road during construction.

35. Mr Chapman LAM of the MVA said that Swire Properties would widen the crossing by stages and would not undertake any construction works during peak hours in the morning and at night, so it would not affect pedestrians crossing the road. Swire Properties would also use rails in compliance with the standards of the HyD to ensure that they would not obstruct the vision of drivers and pedestrians.

TD/HyD/ MTRCL 36. After discussion, the Committee agreed to follow up on the item at alternate meetings. (iv) (3) Urgent Demand for the 3rd and 4th Entrances/Exits at the MTR Fortress

Hill Station (4) Request for Provision of an MTR Exit in the North of Tai On Street

the MTR station would help reduce the pedestrian congestion at the pavement, and hoped that the department(s) concerned and the MTRCL could work out a specific solution to the pedestrian congestion during peak hours at Tai On Street.

39. Ms Dorothy LAU of the MTRCL said that according to the existing utilisation rate of the exits at MTR Sai Wan Ho Station, the existing facilities could adequately meet passengers' demands. Currently the company did not have any plans to add any exits at that MTR station or any walkways connected with that MTR station. She said if the relevant department(s) planned to build a walkway connecting to the MTR station, the company would try its best to cooperate.

MTRCL 40. After discussion, the Committee agreed to follow up on the issue when progress was reported. (v) Request for Early Commencement of the Staircase Improvement Works

from Ming Yuen Western Street to Fort Street

41. The follow-ups of the said agenda item would be discussed in every second meeting, the next of which was scheduled on 5 April 2016. (vi) Strong Request for Lift Installation at the Concourse of MTR Tai Koo

escalator(s) and its considerations on resource allocation. 46. Ms Dorothy LAU of the MTRCL responded that Exit A3 of the MTR Shau Kei Wan Station was not busy. When improving station facilities, the company would take into account factors such as number of beneficiaries, technology, resources, etc. At present, the company did not plan to add any escalators to the exit.

Action Wan Station were both connected to barrier-free facilities. The company had conducted a site visit in 2014, together with Kai Shing Management Services Limited and Members, to further understand Members' concerns. For any request to provide barrier-free access at the relevant location, Members should inform the relevant organisation(s) because the location did not fall within the management scope of the company. Currently the company was building a lift for access to the ground level at Exit B1 of the MTR Shau Kei Wan Station, it was expected to be put into service in the first half of 2016. In addition, the company had planned to provide lifts for access to the ground level at Exit A of the MTR Fortress Hill Station and as per the relevant scheme, the existing two lifts at Exit A connecting the ground level to the platform would be extended downward to the concourse. As the Water Supplies Department (WSD) was undertaking water pipe replacement and repair works on King's Road, the lift construction project at MTR Fortress Hill Station and the related temporary traffic diversion arrangements had to be postponed accordingly. The company still had to coordinate with the relevant department(s) to finalise the construction schedule.

MTRCL 54. After discussion, the Committee agreed to follow up on the item when progress was reported. (x) (3) Passenger Lifts at the Sai Wan Ho Station

55. After discussion, the Committee agreed to cancel the item. (xi) Concern about the Traffic Conditions in Eastern District after the Return of

the Eastern Harbour Crossing Franchise to the Government in 2016 and Urging Adoption of Practical Measures to Prevent Traffic Congestion in Eastern District

56. The Chairman welcomed Ms WONG Ho-yan, Senior Transport Officer / Eastern of the TD to the meeting. 57. The views and enquiries of 7 Members about the issue are summarised as follows:

(a) Mr Stanley HO asked about data on the use of the EHC by vehicles. He also asked the department(s) concerned how to solve the problem of traffic congestion in the EHC.

(b) Mr Howard CHEUNG asked how the contractor for management and

operation of the EHC prepared for the takeover in compliance with the relevant law(s) being amended. Meanwhile, he thought that changing the existing contractor might change the actual operation of the EHC. He asked about the contractor's information and hoped to invite the contractor to the EDC to explain the operation and management of the EHC after the contract was approved.

(c) Mr CHUI Chi-kin hoped that the department(s) concerned could unify

the tolls of multiple road harbour crossings after taking back the franchise of the EHC.

(d) Mr Andrew CHIU asked if the department(s) concerned would adjust

arrange for the contractor to explain to the EDC about the management after the takeover of the EHC.

(f) Mr Joseph LAI stated that the management model of the EHC would

shift from private to public after the takeover, so the department(s) concerned should be careful when selecting a suitable contractor during the tender process. Meanwhile, he hoped that the department(s) concerned could unify the tolls of multiple road harbour crossings. He asked about tenderers' information and requested the department(s) concerned to arrange for the contractor to explain to the EDC about future management.

(g) Ms Alice LAM hoped that the department(s) concerned could work out

a solution to the traffic congestion at the Island Eastern Corridor and the EHC. She also doubted whether the EDC had the power to vet the information of the tunnel contractor.

58. Ms WONG Ho-yan of the TD said in response that the takeover of the EHC franchise was similar to the takeover of the Cross Harbour Tunnel in 1999 and would not result in any change to the existing operation of the tunnel. As for the management model, the TD would follow the Government's usual practice on tunnels and hand over the EHC to a contractor for management and operation under the supervision of the TD and the relevant department(s). Meanwhile, the TD would include the EHC in the existing legal framework that governed all government tunnels. The TD would report the progress to the Committee after the tender procedure was over, and provide vehicle flow data in the next follow-up report as requested for Members' reference.

TD 59. After discussion, the Committee agreed to follow up on the item when progress was reported. (xii) Strong Request for More Car Parks for Large Vehicles in Eastern District 60. The Chairman welcomed Mr LAI Lim-chun, Engineer/Eastern 2 of the TD to the meeting. 61. The Committee noted the written responses of the Planning Department (Plan D). 62. The views and enquiries of 7 Members about the issue are summarised as follows:

(a) Mr CHUI Chi-kin said that large vehicles were always parked in Chai Wan Industrial Zone and he hoped that the department(s) concerned could help ease the traffic.

(c) Mr MAK Tak-ching said that after the completion of the Government

Joint User Complex at Lei King Wan, parking spaces in Eastern District would be in tighter supply. He hoped that the complex could provide parking spaces for its users.

(d) Mr Joseph LAI hoped that the department(s) concerned would review

the problem of insufficient car parks in the district and seek a long-term solution to provide more car parks for large vehicles.

(e) Mr CHENG Tat-hung hoped that the department(s) concerned could

work out flexible measures to allow legal parking at suitable road sections at night.

(f) The Vice-chairman hoped that the department(s) concerned could

respond to Members' requests by actively identifying large-vehicle parking locations.

(g) The Chairman said that as several temporary car parks within the district

had been taken back by the Government for other purposes, illegal parking by large vehicles had become so rampant as to block main exits and entrances and affect road circulation. He hoped that the department(s) concerned could enhance law enforcement to solve the problem.

63. Mr LAI Lim-chun of the TD said in response that the TD would adopt multi-pronged approach to identify parking locations, such as including conditions on provision of large-vehicle parking spaces in large-scale building projects and checking with the Lands D for suitable land to be used for temporary parking in the district. The TD was studying the feasibility of setting up a temporary large-vehicle car park at Shing Tai Road. It was also studying the feasibility of using low-traffic road sections for large vehicles to park at night. On the other hand, it would continue to work closely with the Police to step up law enforcement so as to solve the illegal parking problem.

TD/Lands D 64. After discussion, the Committee agreed to continue to follow up on the item when progress was reported. As the issue was not under the purview of the Plan D, the Committee agreed that the Plan D no longer needed to follow up the item.

(a) Mr Stanley HO said that the illegal parking problem in the vicinity of Shing Tai Road, Shing Hong Lane and Chong Fu Road was becoming increasingly serious, and some vehicles were even parked in front of access ramps of pavements and emergency vehicular access; however, the Police did not take any strict law enforcement actions.

(b) Mr LAM Sum-lim pointed out that illegal parking was severe on Shau

Kei Wan Main Street East and hoped that the Police would enhance law enforcement.

67. Mr KUK Wai-kei of the HKPF responded that the HKPF would enhance law enforcement in the above areas.

71. Ms LO Shuet-yee of the TD responded that the TD was keeping in close contact with the HyD and would report the progress of trial pit excavation at the next meeting. In addition, the TD would continue to study the feasibility of different schemes for improving the pedestrian crossing facilities at Tai Hong Street/Shau Kei Wan Road.

72. After discussion, as the issue fell within the remit of the working group under the Committee, the Committee agreed to refer the issue to the WGPTRS for follow-up actions. (xv) Improving the Road Crossing Facilities at Shau Kei Wan Road, Nam On

73. The Chairman welcomed Mr YAN Ki-kit, District Engineer/North Point of the HyD; Ms LO Shuet-yee, Engineer/Eastern 3/General and Mr LEUNG Chi-wa, Engineer/Eastern 1 of the TD to the meeting. 74. Mr LAM Sum-lim asked about the feasibility of providing a zebra crossing at Nam On Lane. 75. Ms LO Shuet-yee of the TD noted the Member’s suggestion. She said that at the current stage the TD would first consider widening the pedestrian crossing and the safety island at Nam On Lane and then study the feasibility of providing a zebra crossing at Nam On Lane.

TD/HyD 76. After discussion, as the issue fell within the remit of the working group under the Committee, the Committee agreed to refer the issue to the WGPTRS and it would be followed up when progress was reported. (xvi) Request to Provide Pedestrian Crossing Facilities at the Junction of King's

Road and Finnie Street (Westbound) 77. The Chairman welcomed Mr YAN Ki-kit, District Engineer/North Point of the HyD and Mr LAI Lim-chun, Engineer/Eastern 2 of the TD to the meeting. 78. The views and enquiries of 2 Members about the issue are summarised as follows:

(a) Mr Eddie TING asked the department(s) concerned if it/they could adjust the pedestrian crossing traffic lights at the above-mentioned location.

(b) Mr CHENG Chi-sing asked about the feasibility of providing railings at the pedestrian crossing.

79. Mr LAI Lim-chun of the TD noted Members' views and would study the feasibility of the above-mentioned suggestions.

The Chairman welcomed Mr KUK Wai-kei, OC (District Traffic Team) (Eastern District) of the HKPF; Mr LAI Lim-chun, Engineer/Eastern 2 of the TD; and Ms LEUNG Mei-yin, Chief Health Inspector 2 (Eastern District) of the Food and Environmental Hygiene Department (FEHD) to the meeting. 82. The views and enquiries of 5 Members about the issue are summarised as follows:

(a) Mr CHUI Chi-kin was concerned about illegal parking at pedestrian crossings in Chai Wan.

(b) Mr CHENG Tat-hung hoped that the Police would enhance law

enforcement to solve the illegal parking problems at Tsat Tsz Mui Road and Bedford Gardens.

(c) Mr LAM Sum-lim hoped that the Police would enhance law

enforcement to solve the illegal parking problems at key driveways and double yellow lines.

(d) Mr David LEUNG hoped that the Police would enhance law

enforcement to solve the illegal parking problems at Siu Sai Wan Road and Fu Yee Road.

(e) The Chairman said that the issue targeted only illegal parking at Lee

Chung Street. He asked Members to focus their discussion on the paper.

83. Mr KUK Wai-kei of the HKPF said in response that the Eastern Police District had already included the illegal parking problem in Eastern District into its action plan 2016 as the top priority, and would continue to combat illegal parking in the coming year.

TD/HKPF 84. After discussion, the Committee agreed to refer the issue with regard to road occupation to the Food, Environment and Hygiene Committee (FEHC) for follow-up actions. In addition, as the issue with regard to illegal parking fell within the remit of the working group under the Committee, the Committee agreed to refer the issue to the WGPTRS for follow-up actions. Action 95. The Chairman welcomed Ms WONG Ho-yan, Senior Transport Officer / Eastern of the TD and Mr Kevin LI, Public Affairs Manager of the NWFB/ Citybus to the meeting. 96. The views and enquiries of 8 Members about the issue are summarised as follows:

(a) Mr CHIU Chi-keung hoped that the bus company could install real-time arrival information displays at the bus stops for Routes No. 77 and No. 79 on Shau Kei Wan Road as soon as possible.

(b) Mr WONG Kin-hing hoped that the bus company could repair the

real-time arrival information display(s) at Island Resort bus terminus as soon as possible.

(c) Mr SHIU Ka-fai hoped that the bus company could install real-time

arrival information displays at different bus stops at Braemar Hill as soon as possible.

(d) Mr LAM Sum-lim hoped that the bus company could install a real-time

arrival information display at Shau Kei Wan bus stop as soon as possible.

(e) Mr Joseph LAI hoped that the bus company could develop a timetable

for the installation of real-time arrival information displays at different bus stops on Hong Kong Island as soon as possible.

(f) Mr David LEUNG hoped that the bus company could review the

situations of different bus stops on Hong Kong Island, and develop a timetable for the installation of real-time arrival information displays as soon as possible.

(g) Mr Stanley HO hoped that the bus company could install (a) real-time

arrival information display(s) at Heng Fa Chuen bus terminus.

(h) Mr CHENG Tat-hung hoped that the bus company could install real-time arrival information displays at different bus stops on Hong Kong Island as soon as possible.

97. Ms WONG Ho-yan of the TD and Mr Kevin LI of the NWFB/ Citybus made the following responses to Members' views and enquiries:

NWFB/ Citybus

(a) Purchase and installation of real-time arrival information systems would take about two years, and the company promised to install real-time arrival information displays at about 100 main bus stops equipped with shelters or power supply devices. In addition, after communication with the relevant department(s), the company understood that an old display installed at Island Resort had been out of service for years, but a new display was now available for public use. Therefore, the old one had been dismantled. The company noted the need to install a display

Mr CHIU Chi-keung reported to the Committee on the discussion items of the District Council forum with regard to Public Engagement for Electronic Road Pricing Pilot Scheme in Central and its Adjacent Areas. He said that he had requested the department concerned to explain the scheme to and consult Members of the Committee. X. Date of the Next Meeting 101. The meeting ended at 6:30 pm.
