A meeting of Technical Committee (TCM) of the Board was held on 06/10/2016 at 11:00 hrs in

the chairmanship of Hon’ble chairman, GPCB at the Committee Room of Gujarat pollution

control Board, Gandhinagar. List of the members, officials and participants who remained

present in the meeting is annexed herewith as Annexure A.

Following agenda regarding change in product mix were discussed in the meeting:

1. M/s. Hem Paints Pvt Limited, VIll. Hasanpar, Ta. Wankaner, Dist..

The unit has applied for CTE change in product mix. It is a Paints & Alkyd Resin manufacturing unit. The unit has proposed to regroup existing paint products into two groups viz. Water based paints & Solvent based Paints as under:

Unit presented data of raw material for worst case scenario as decided in Last meeting. Unit has also presented that waste water mainly generates from washing of vessels in Distemper & Cement Paint mfg. Plant. Which is treated in ETP & used for Plantation. In Primer & Enamel paint mfg. plant, washing of vessels done with Solvent which is reused in next batch. So there is no w/w generation from this Plant.

After detailed deliberations, committee unanimously decided to permit regrouping of existing products into propose products as mentioned in above table with following conditions:

1. There should not be increase in production quantity 2. There should not be increase in pollution load.

3. There should not be addition of any new plant & machinery.

Committee has granted this agenda with above recommendation

2. M/s Bharat Rasayan Ltd, (PCB ID-33612), Plot No. 42/4, GIDC Estate Dahej, Dist- Bharuch.

The unit had applied for CTE change in product mix. It is pesticide technical manufacturing unit. The unit has proposed to discontinue existing some products, changing production capacity of remaining some existing products and proposed to add new products with same production capacity i.e. 12300 MT/Annum. List of proposed change product mix is as under as per Table O.

There is no any change in water consumption and waste water generation. There will not be change in fuel or flue gas or process gas stack-emission. Hazardous waste ( By-product) generation is decreased by 4 MT/year. Existing solvent recovery system shall be used.

This case was discussed in last TCM dated 26-04-2016 & unit was asked to submit the detail. Unit has submitted the required following detailsAA.

The CTE case was discussed in meeting. After detailed discussion the committee unanimously decided to recommend to grant the CTE – change in product mix proposal with the condition of no increase in pollution load & with following conditions

(1) Unit shall follow spent solvent management guideline framed by board and shall make MoU with offside distillation units. Also submit the prescribed forms as per guideline.

(2) Unit shall not discharge their domestic sewage into soak pit. (3) The by products mentioned in the application if falls as the hazardous waste under

the Hazardous and other waste Rules-2016, the unit shall apply for the amendment of the same to the Board.

3. M/s Hikal Ltd. (PCB ID 15177) Plot No.629/630, GIDC Estate Panoli, Dist- Bharuch –

393002. The unit had applied for CTE change in product mix. It is Pharmaceutical & Pesticide technical manufacturing unit. The unit has proposed to add five new products along with decreasing production capacity of three existing products and discontinuing two existing products with same overall production capacity. There shall be no change in formulation products. List of proposed change product mix is as under as per Table A. There is no any change in water consumption & waste water generation quantity. Unit is member of FETP. Existing utilities will be used. There will not be change in fuel consumption or flue gas stack-emission. There will not be change in process gas stack-emission. There is no change in hazardous waste quantity. There will not be any new plant & machinery installed due to proposed change in product mix. This case was discussed in earlier TCM dated 12-7-2016 & unit was asked to submit the detail. Unit has submitted the required following detailsAA. 1. Each product wise reaction. 2. List of Raw material with quantity, mass balance, water balance for each product. 3. Pollution load for each product. 4. Chemical name of product/ raw material. 5. Instead of codeword, CAS number etc shall be given. 6. Measures to be taken for HCl & NH3 handling.

The unit submitted the details asked in the last meeting and the presentation was made by the project proponent on the issues raised in the last meeting. The presentation included the details of solvent management also. After detailed discussion the committee unanimously decided to recommend to grant the CTE – change in product mix proposal with the condition of no increase in pollution load & with following conditions (1) Unit shall follow spent solvent management guideline framed by board and shall make

MoU with offside distillation units. Also submit the prescribed forms as per guideline. (2) Domestic waste water shall not be discharged in to soak pit(under ground strata)

Dist- Bharuch – 393002.

The unit had applied for CTE change in product mix. It is pharma intermediate manufacturing unit. The unit has proposed to add three new products along with discontinue of both existing products with same overall production capacity i.e. 7 MT/M. List of proposed change product mix is as under as per Table B.

There will be no change in water consumption & waste water generation. Existing utilities will be used. There will not be change in fuel or flue gas stack-emission. There will not be change in process gas stack-emission. There is no change in hazardous waste quantity. There will not be any new plant & machinery installed due to proposed change in product mix.

The CTE case was discussed in meeting. The project proponent represented the details of the worst case scenario i.e. if the each of the product is manufactured to the tune of maximum quantity i.e.7 Mt/Month. The unit is a member of the ETL-CETP and it sends its effluent there through tankers. After change in product mix there will not be any change in the quantum of the wastewater discharge and COD load. Though the project proponent submitted the Schedule I auditor certificate showing no increase in pollution load, the certificate was not having the details of the worst case scenario there in, after detailed discussion the committee unanimously decided to recommend to grant the CTE – change in product mix proposal subject to submission of the modified certificate of the Schedule I auditor showing the details of the worst case scenario which would be verified by the Unit Head and with the condition of no increase in pollution load & with following conditions (1) Unit shall follow spent solvent management guideline framed by board and shall

make MoU with offsite distillation units. (2) Unit shall not discharge their domestic sewage into soak pit(underground starta).

5. M/s Efkam Organics, (PCB ID 15071), Plot No.4801/A/ 10 & 11, GIDC Estate Ankaleshwar, Dist- Bharuch – 393002.

The unit had applied for CTE change in product mix. It is bulk drug intermediate manufacturing unit. The unit has proposed to add nine new products along with existing four products with same overall production capacity i.e. 48.8 MT/M. List of proposed change product mix is as under as per Table C.

There will be no change in water consumption & waste water generation. Unit is at present ZLD & shall maintain ZLD after change in product mix also. Existing utilities will be used. There will not be change in fuel or flue gas stack-emission. There will not be change in process gas stack-emission. There is no change in hazardous waste quantity. There will not be any new plant & machinery installed due to proposed change in product mix.

The CTE case was discussed in meeting. During discussion, it was revealed that the unit has not given the worst case scenario details along with the certificate of the Schedule I auditor indicating the same. The project proponent was asked to submit the following details: 1. No increase in pollution load certificate with incorporating worst case scenario. 2. List of all raw material with quantity & COD load for existing/proposed scenario. 3. Pollution load for each product (Worst case scenario). 4. Products under R&D head applied are not considered by the committee & instead

its quantum is to be amalgamated with the product mix Quantity.

The CTE case was discussed in meeting. The project proponent presented that segregation of the concentrated stream based on the TDS and COD load will be carried out and the concentrated stream will be sent to the CMEE of the BEIL. After detailed discussion the committee unanimously decided to recommend to grant the CTE – change in product mix proposal with the condition of no increase in pollution load & with following conditions (1) Unit will segregate its concentrated stream at source based on COD and TDS and will

treat it through CMEE. In no case the concentrated stream shall be sent to the ETL for the treatment. There shall not be any discharge of industrial effluent in to the underground drainage of the GIDC directly.

The CTE case was discussed in meeting. After detailed discussion the committee unanimously decided to recommend granting the CTE – change in product mix proposal with the condition of no increase in pollution load & with following conditions (1) Unit shall follow spent solvent management guideline framed by board and shall make

The unit had applied for CTE change in product mix. It is chemical manufacturing unit. The unit has proposed to merge their two products. There will not be any change in existing/proposed products. No any new product is proposed and no any existing product will be deleted. Hence their total production capacity – 8137.07 MT/M & By products-2000 MT/M will remain same. List of proposed change product mix is as under as per Table M.

There is no any change in water consumption. Unit is at present ZLD & shall maintain ZLD after change in product mix also. Existing utilities will be used. There will not be change in fuel or flue gas stack-emission. There will not be change in process gas stack-emission. There is no change in hazardous waste quantity. After detailed deliberation, the committee unanimously decided to recommend the case

for the grant of CTE-change in product mix with following conditions.

1. Domestic wastewater shall be treated in STP and discharge into NIA-CETP.

2. Applicant shall ensure that Real Time Online Monitoring System shall be

operated, maintained & calibrated time to time for major parameters of Air

Pollution & Water Pollution being discharged.

Unit has applied for CTE- change in product mix without increasing total product quantity and pollution load. Unit engaged in manufacturing Chemicals (Bromine Derivatives) products. Unit’s product attached as annexure-I.

The project proponent and his representative made a detailed presentation. There is no additional water consumption or industrial wastewater generation after proposed change in product mix. There is no change in flue gas emission or process gas emission.

After detailed deliberation, the committee unanimously decided to recommend the case for the grant of CTE-change in product mix with following conditions:

1. Hazardous waste HBr shall be completely reused within factory premises. Hence, production shall be synchronized with the generation of HBr.

20. M/s. S.Kant Health Care Ltd, Plot No- 1802, 1805, Phase-II, GIDC Estate, Vapi-369195, Tal - Pardi, Dist -Valsad

Unit had applied Consent to Establish for change of product mix. The unit has proposed to manufacture their existing Bulk Drugs and its intermediate products by reducing some of their existing products quantity and addition of new products of same group as per annexure A.

After proposed production existing total capacity of organic product 260 MT/Month reduced by 257.32 MT/Month.

In the meeting representative from the industry has made presentation with technical details of proposed products with quantity of effluent generation, air emissions, and hazardous waste management to the technical committee members. There is reduction in waste water generation 96 KLD to 93.10 KLD. No additional stack for flue gas as well as process emission. No increase in HW generation, quantity of ETP waste is decreased. The unit has submitted adequacy certificate for no increase in pollution load.

Unit had applied for CTE –amendment for modernisation of their plant with expansion of production capacity and proposed to use CETP and its conveyance system for disposal of their treated waste water after achieving outlet norms of CETP,Vapi.

This is the case pertain to CPCB’s directions issued to GPCB, vide letter no B-22013/ PCI-III/ CETP/ 2008 dated 02/09/2008; under section 18(1) (b) of the Water (Prevention and Control of Pollution) Act 1974, in the matter of CETP and its subsequent modification of the said direction on 31.03.2016.

In meeting representative of the unit has made brief about the project, however, Chairman GPCB has suggested that to decide policy as soon as early for such matter and then keep such CTE in the next meeting.

The project proponent made a detailed presentation in this regard. The committee discussed the case in detailed &. After detailed discussion the committee unanimously decided to recommend to grant the CTE – change in product mix proposal with the condition of no increase in pollution load & with following conditions.

(1) Unit shall follow spent solvent management guideline framed by board and shall make MOU with offsite distillation units. Also submit the prescribed forms as per guideline.

(2) Unit shall send their Aqueous layer for Co – Processing. (3) The by product mentioned in the application shall be treated as hazardous wastes

considering the Hazardous and other waste (Management and Transboundry) Rules -2016 and the unit shall apply for amendment in the authorization.

(4) Online CEMS for the process gas shall be provided & its data shall be hooked up with GPCB web site.

(5) Alkaline scrubbing media tank shall be provided with online pH sensor with hooter device to maintain the alkalinity of the scrubbing media continuously.

(6) Standby pump shall be provided with all process stack scrubbing media tanks & all efforts shall be made to have instrumentation and control of the Air pollution control measures and ins linkage with main plant.

The project proponent made a detailed presentation in this regard. The committee discussed the case in detailed &. After detailed discussion the committee unanimously decided to recommend to grant the CTE – change in product mix proposal with the condition of no increase in pollution load & with following conditions. (7) Unit shall follow spent solvent management guideline framed by board and shall make

MoU with offsite distillation units. Also submit the prescribed forms as per guideline. (8) Unit shall send their Aqueous layer for Co – Processing. (9) The by product mentioned in the application shall be treated as hazardous wastes

considering the Hazardous and other waste (Management and Transboundry) Rules -2016 and the unit shall apply for amendment in the authorization .

(10) Online CEMS for the process gas shall be provided & its data shall be hooked up with GPCB web site.

(11) Alkaline scrubbing media tank shall be provided with online pH sensor with hooter device to maintain the alkalinity of the scrubbing media continuously .

(12) Standby pump shall be provided with all process stack scrubbing media tanks & all efforts shall be made to have instrumentation and control of the Air pollution control measures and ins linkage with main plant.

27 M/s. Ambuja Intermediates Pvt. Ltd. Plot No.: 41, Phase – II, GIDC Estate,Vatva, Ahmedabad. The unit had applied for CTE change in product mix. It is dyes manufacturing unit. The unit has proposed additional Reactive/Acid/Mono Azo/ Disazo dyes with existing reactive dyes as shown below with same production capacity i.e. 30 MT/month. There will be no increase in pollution load due to proposed change in product mix. There will not be any new plant & machinery installed.

unanimously decided and recommended to grant the CTE – change in product mix

proposal with the conditions (1) There shall be no increase in pollution load. (2) Unit

shall treat its domestic waste water along with industrial waste water or treat it

separately in a STP instead of its discharge into Septic tank/ Soak pit.

382330. The unit has applied for CTE change in product mix. It is Dye Intermediate manufacturing unit. The unit has proposed to discontinue existing intermediate and proposed to manufacture reactive and acid dyes with same production capacity i.e. 20 MT/month. There will be no increase in pollution load due to proposed change in product mix. There will not be any new plant & machinery installed.

Industrial wastewater will be separated in to dilute effluent & concentrated effluent. Dilute effluent will be treated in ETP plant of the unit & then it will be sent to CETP, NEPL. Concentrated stream separately stored will be sent to common MEE of NEPL.

There are no changes in flue gas and process stack details. Unit proposes to switch over

from LDO (2 kL/month) and Agro waste (9.0 MT/month) to Natural gas (112.95 mm

BTU/month). Diesel (for D. G. Set- 6 L/h) remains same.

29. M/s. Advance Adhesive Ltd. (Old name: Kairav Chemical Ltd.) located at Block no. 2221,

Plot No. 5 & 6, Vill. Santej, Ta. Kalol, Dist. Gandhinagar has applied for the CTE –

Amendment under the head of product mix.

Earlier unit was manufacturing Bulk Drug under the category of 5(f) of EIA Notification –

2006. Now unit has approached for manufacturing of Adhesive Chemicals under the

category of 5(f) of EIA Notification – 2006.

Manufacturing of Diclofenac Sodium and other products were stopped in 2014 for which

they had CCA up to 2014. Then industry switched over to other products which are not

attracting EIA Notification – 2006.

Industry has made the presentation before the Technical Committee and copy of the same is

also enclosed here. During detail deliberation it was mentioned that overall waste water

generation quantity and pollution load in terms of COD will be reduced. At the same time the

emission of flue gas will also reduced as in compare to fuel as a wood and LDO, now they will

use Natural Gas. In addition to this during production of proposed product there will be no

process gas emission and whatever process emissions were in old products, will be totally

eliminated. L.D. College of Engineering Chemical Department has submitted the adequacy

certificate.

After detail discussion it is recommended to grant the CTE – Amendment with the following

conditions;

1. Certificate from chartered engineers shall be submitted within 15 days.

2. Distance certificate and self certification that industrial plant is not covered under Eco

Sensitive Zone Notification.
