38th Meeting of the Steering Committee of Micro and Small Enterprises - ClusterDevelopment Programme (MSE-CDP) was held under the Chairmanship of Dr. Anup.K.Pujari, Secretary (MSME) on 28.07.2015 at 10.00 AM in Committee Room No.-47,Udyog Bhawan, New Delhi.

2. Secretary (MSME) welcomed all the members. List of participants is at Annexure-I.

The following decisions were taken:

Agenda No. 38.1 Proposal for in-principle approval for setting up of CommonFacility Centre (CFC) in Packaged Beverages Cluster, Guntur District, AndhraPradesh.

Decision: After detailed discussion, Steering Committee has rejected the proposal.

Agenda No.38.2 Proposal for in-principle approval for setting up of CommonFacility Centre (CFC) in Gold & Silver Ornaments Cluster, Guntur District, AndhraPradesh.

Decision: After detailed discussion, Steering Committee has approved the proposal forin-principle approval subject to condition that DPR & soft Interventions have to becarried out.

Agenda No.38.3 Proposal for in-principle approval to set up Common FacilityCentre (CFC) in Printing Cluster, Tirupati, Dist, Chittor, Andhra Pradesh.

Decision: After detailed discussion, Steering Committee has rejected the proposal.

Agenda No. 38.4(i) Proposal for conducting Diagnostic Study in ReadymadeGarments Cluster, Nalbari, Assam.

Decision: After detailed discussion, Steering Committee has rejected the proposal.

Agenda No.38.4(ii) Proposal for conducting Diagnostic Study in Dry Fish Cluster,Haria Borigaon, Sotoborigaon, Barukata, Ahatguri, Dist-Morigaon, Assam.

Decision: After detailed discussion, Steering Committee has approved the proposal forconducting Diagnostic Study in Dry Fish Cluster, Haria Borigaon, Sotoborigaon,Barukata, Ahatguri, Dist-Morigaon, Assam at a total cost of Rs. 2.30 lakh with 100% Golgrant.

Decision: After detailed discussion, Steering Committee has approved the proposal forfinal approval for upgradation of infrastructure facilities at Amingaon Export PromotionIndustrial Park (EPIP) in Kamrup (Metro) District, Assam at a total cost of RS.593.20lakh with Gol assistance of Rs.474.56 lakh and Government of Assam contribution ofRs.118.64 lakh with the condition that the road should be RCC rather then Black Top asthe rainfall is high in this region.

Agenda No.38.6 Proposal for conducting Diagnostic Study Report (DSR) in TasarSilk Cluster, Kadirganj, Nawada, Bihar.

Decision: Steering Committee has approved the proposal for conducting DiagnosticStudy Report (DSR) in Tasar Silk Cluster, Kadirganj, Nawada, Bihar at a cost of Rs 1.00lakh with 100% Gol grant.

Agenda No.38.7 Proposal for Soft Interventions in Agriculture ImplementsCluster, Nursarai, Nalanda, Bihar.

Decision: Steering Committee has approved the proposal for conducting SoftInterventions in Agriculture Implements Cluster, Nursarai, Nalanda, Bihar for 18 monthsat a total cost of Rs 12.25 lakh with Gol grant of Rs. 10.29 lakh and the remaining Rs.1.96 lakh to be contributed by cluster units / association.

Agenda No.38.8 Proposal for conducting diagnostic study in Foundry Cluster,Bhilai, Raipur, Chhattisgarh.

Decision: Steering Committee has deferred the proposal.

Agenda No. 38.9 (i) Proposal for conducting Diagnostic Study Report (DSR) inEngineering Cluster, Udhna, Surat, Gujarat.

Decision: After detailed discussion, Steering Committee has approved the proposal forconducting diagnostic study in Engineering Cluster, Udhna, Surat, Gujarat at a total costof Rs 2.50 lakh or actual, whichever is less with 100% Gol grant subject to conditionthat Centre for Entrepreneurship Development (CEO), Gandhinagar is the implementingagency for the project.

Agenda No.38.9(ii) Proposal for conducting Diagnostic Study in Forging Cluster,Rajkot, Gujarat.

Decision: The proposal was deferred and it was decided to have a separate meetingfor all proposals from PPDC, Agra.

Agenda No.38.9(iii) Proposal for conducting Diagnostic Study in Brass MetalCluster, Jamnagar, Gujarat.

Decision: The proposal was deferred and it was decided to have a separate meeting.

Agenda NO.38.10 Proposal for preparation of Detailed Project Report (DPR) to setup CFC in Dyes, Intermediates and Chemical Cluster, Narol, Ahmedabad, Gujarat.

Decision: After detailed discussion, Steering Committee has approved the proposal forPreparation of Detailed Project Report (DPR) in respect of Dyes, Intermediates andChemical Cluster, Narol, Ahmedabad, Gujarat at a cost of Rs. 5.00 lakh or actual,whichever is less with 100% Gol grant.

Agenda No.38.11 Proposal for time extension for setting up of Common FacilityCentre (CFC) in Gem & Jewellery Cluster, Ahmedabad, Gujarat.

Decision: After detailed discussion, Steering Committee has approved the proposal forextension of time duration up to 30th April, 2016 for setting up of CFC in Gem &Jewellery Cluster, Ahmedabad, Gujarat.

Agenda No.38.12 Proposal for in-principle approval for setting up of CommonFacility Centre in Engineering Cluster, Yamunanagar, Haryana.

Decision: After detailed discussion, Steering committee accorded in principle approvalfor setting up of Common Facility Centre in Engineering Cluster, Yamunanagar,Haryana subject to condition that DPR & soft Interventions have to be carried out.

Agenda No.38.13 Proposal for in-principle approval for setting up CommonFacility Centre (CFC) in Plywood Cluster, Yamunanagar, Haryana.

Decision: After detailed discussion, Steering committee accorded in principle approvalfor setting up of Common Facility Centre in Plywood Cluster, Yamunanagar, Haryanasubject to condition that soft Interventions have to be carried out.

Agenda No.38.14 Proposal for in-principle approval for setting up of CommonFacility Centre (CFC) in Textile Machinery Cluster, Panipat, Haryana.

Decision: After detailed discussion, Steering Committee has deferred the proposal.

Agenda NO.38.16 Proposal for preparation of Detailed Project Report (DPR) to setup CFC in General Engineering Cluster, Rohtak. Haryana.

Decision: After detailed discussion, Steering Committee has approved the proposal forpreparation of Detailed Project Report (DPR) to set up CFC in General EngineeringCluster, Rohtak. Haryana at a cost of Rs. 5.00 lakh or actual, whichever is earlier with100% Gol grant.

Agenda NO.38.17 Proposal for time extension for setting up of Common FacilityCentre (CFC) in Home Furnishing Cluster, Panipat, Haryana.

Decision: After detailed discussion, Steering Committee has deferred the proposal andstated that current progress in repect of the CFC to be furnished.

Decision: After detailed discussion, Steering Committee has deferred the proposal.

Agenda No.38.1 (S)(ii): Proposal for conducting Diagnostic Study Report (DSR) inSignage and Advertisement Cluster, Karnal, Haryana.

Decision: After detailed discussion, Steering Committee has deferred the proposal.

Agenda No.38.18 Proposal for extension of time for 03 infrastructure projects inthe State of Jammu & Kashmir.

Decision: The steering Committee has approved the extension of time period upto 31st

December 2016 in respect of Rangreth Industrial Estate, Kashmir and 30th June 2016 inrespect of Khunmoh Industrial Estate, Kashmir and Baribrahmana Industrial Estate,Samba, J&K respectively.

Agenda NO.38.19 Proposal for soft interventions in Food Processing Cluster,Sirsi, Uttara Kannada, Karnataka.

Decision: After detailed discussion, Steering Committee is of the view that theproposal may be moved up for setting up of Common Facility Centre instead ofconducting just soft interventions.

Decision: After detailed discussion, Steering Committee has deferred the proposal.

Agenda No.38.21 Proposal for in-principle approval to set up Common FacilityCentre in Printing Cluster, Chamarajpet, Bangalore, Karnataka.

Decision: After detailed discussion, Steering committee accorded in principle approvalfor setting up of Common Facility Centre in Printing Cluster, Chamarajpet, Bangalore,Karnataka.

Agenda No.38.22 Proposal for extension of time duration for setting up ofcommon Facility Centre (CFC) in Auto Cluster, Bidar, Karnataka.

Decision: After detailed discussion, Steering committee approved the extension of timeduration upto 30.06.2016 for setting up of Common Facility Center (CFC) in AutoCluster, Bidar, Karnataka.

Agenda No.38.2(S)(i): Proposal for conducting diagnostic study in RaisinProcessing Cluster, Athani, Belgaum, Karnataka.

Decision: After detailed discussion, Steering committee has approved the proposal forconducting diagnostic study in Raisin Processing Cluster, Athani, Belgaum, Karnatakaat a total cost of Rs. 2.50 lakh or actual, whichever is less with 100% Gol grant.

Agenda No.38.2(S)(ii): Proposal for conducting diagnostic study in Digital WorldPrinting Machine Cluster, Chitradurga, Karnataka.

Decision: After detailed discussion, Steering committee has rejected the proposal.

Agenda No.38.2(S)(iii): Proposal for conducting diagnostic study in LeatherProcessing Cluster, Mudhol, Bagalkote, Karnataka.

Decision: After detailed discussion, Steering committee has approved the proposal forconducting diagnostic study in Leather Processing Cluster, Mudhol, Bagalkote,Karnataka at a total cost of Rs. 2.50 lakh or actual, whichever is less with 100% Golgrant. However, the same needs to be recasted for vegetable tanning.

Agenda No. 38.23: Proposal for final approval for setting up of Common FacilityCentre in Furniture Cluster, Thrissur, Kerala.

Agenda No.38.24: Proposal for in-principle approval for setting up CFC inPlywood Cluster, Ernakulam, Kerala.

Decision: After detailed discussion, Steering Committee has rejected the proposal as itis just for formulation of chemicals in the guise of plywood clusters.

Agenda No.38.25: Proposal for approval of recasting of cost of CFC in FurnitureCluster, Kozhikode District, Kerala.

Agenda No.38.26 Proposal for in-principle approval for upgradation of IndustrialEstate at Edayar, Ernakulam, Kerala.

Decision: After detailed discussion, Steering Committee has accorded in-principleapproval for upgradation of Industrial Estate at Ernakulam, Kerala subject to thecondition that the administrative building has to be removed and other activitiesproposed are to be revised.

Agenda No.38.27 Proposal for extension of time duration for setting up of CFC inEthnic Food Cluster, Pala, Kottayam, Kerala.

Decision: After detailed discussion, Steering Committee has approved the extension ofduration up to zs" February 2016 and informed the State Govt. officials that further,extension would not be granted to this project.

Agenda No. 38.28: Proposal for extension of time duration of project for settingup of CFC in Wood Processing Cluster, Kellam

Decision: After detailed discussion, Steering Committee has approved the extension ofduration up to 31st December 2015 as requested by State Govt.llA.

Agenda No.38.29 Proposal for in-principle approval to set up Common FacilityCentre in Plastic & Packaging Cluster, Ujjain, Madhya Pradesh.

Decision: The proposal was discussed in detail. The State Govt. officials requested thecommittee members that they would like to re-cast the proposal. Hence, the proposalwas deferred.

Agenda No.38.30 Proposal for in-principle approval to set up new industrial estate(Appparel Cluster) at Vi". Bijepur, Tehsll Depalpur, Distt. Indore (MP).

Decision: After detailed discussion, Steering committee accorded in principle approvalfor setting up of new industrial estate (Appparel cluster) at ViiI. Bijepur, Tehsil Depalpur,Distt. Indore, Madhya Pradesh.

Agenda No.38.31 Proposal for in-principle approval to set up new industrial estate- Dukool (Readymade Garment Park) at Village Gadaipura, District Gwalior,Madhya Pradesh.

Decision: After detailed discussion, Steering committee accorded in principle approvalfor setting up of new industrial estate - Dukool (Readymade Garment Park) at VillageGadaipura, District Gwalior, Madhya Pradesh.

Agenda No.38.32 Proposal for in-principle approval to set up new industrial estate(Food Cluster) at Barodi, Shivpuri District, Madhya Pradesh.

Decision: After detailed discussion, Steering committee accorded in principle approvalfor setting up of new industrial estate (Food Cluster) at Barodi, Shivpuri District, MadhyaPradesh.

Agenda No.38.34(i) Proposal for conducting diagnostic study in Jaggery Cluster,Narsinghpur, Madhya Pradesh.

Decision: After detailed discussion, Steering Committee has approved the proposal forconducting Diagnostic Study Report (DSR) in Jaggery Cluster, Narsinghpur, MadhyaPradesh at a total cost of Rs. 2.50 lakh or actual, whichever is less with 100% Golgrant.

Agenda No. 38.34(ii) Proposal for conducting Diagnostic Study in FoundryCluster, Indore & Ujjain, Madhya Pradesh.

Decision: The proposal was deferred and it was decided to have a separate meetingfor all PPDC, Agra projects.

Decision: After detailed discussion, Steering Committee has approved the proposal forpreparation of Detailed Project Report (DPR) for setting up of CFC in EngineeringCluster, Bhopal, Madhya Pradesh at a cost of Rs. 5.00 lakh or actual, whichever is lesswith 100% Gol grant.

Agenda No.38.36(i) Proposal for granting ex-post facto approval for extension oftime limit for setting up of new Infrastructural Development (ID) Center at villageBhurkalkhapa, Distt. Seoni, Madhya Pradesh.

Decision: After detailed discussion, Steering Committee has granted ex-post factoapproval for extension of time duration up to 25.06.2014 in respect of newInfrastructural Development (10) Center at village Bhurkalkhapa, Distt. Seoni, MadhyaPradesh. Further, the committee has informed the cluster division to take approvals oftime extension on file to avoid delays.

Agenda No.38.36(ii) Proposal for extension of time duration for setting up of newInfrastructural Development (ID) Center at Amkuhi, District Katni, MadhyaPradesh.

Decision: After detailed discussion, Steering Committee has approved the extension oftime duration upto 31.12.2015 for setting up of new Infrastructural Development (10)Center at Amkuhi, District Katni, Madhya Pradesh.
