Recently it has been finalized to exclude khasra no. 279 kha, (area 37.72 acres) from Chak Ganjaria Zonal Development Plan as per minutes of meeting held on dated 26/03/2015 under the Chairmanship of Principal Secretary, Awas evam Shahri Niyojan, Govt. of U.P. vide GO no. 1126/AATH-1-15-24writ/2013 dated 31/03/2015 Awas Evam Shahri Niyojan Anubagh-1. Revised layout plan has been approved by Technical Committee after excluding khasra no. 279 kha(area 37.72 acres). This has resulted in to the decrease of total township/development area of Chak Ganjaria Zonal Development Plan from 342.56 ha (846.49 acres) to 326.93 ha (807.86 acres). It is also submitted that there is no alteration in the land use pattern of the project after exclusion of khasra no. 279 kha (area 37.72 acres). The total landscape area of 20.14% has been retained. The committee scheduled the matter in SEAC meeting dated 29/10/2015. A presentation was made by Shri O.P. Mishra, Chief Engineer, Shri D.C. Srivastava, Executive Engineer along with their consultant M/s Sawen Consultancy Services Pvt. Ltd. The proponent, through the documents submitted and the presentation made, informed the committee that:- 1. The 240th

meeting of SEAC was held in Directorate of Environment, U.P. on

The Chairman welcomed the members to the 240th

SEAC meeting.

The Members of SEAC unanimously taken following decisions on the agenda points

discussed:

1. “Chak Ganjaria Township Master Plan” Sultanpur road, Lucknow, U.P. Rohit Khanna,

Executive Engineer, Project unit, LDA, Gomti Nagar, Lucknow. File N0. 2097/JDCA-S

Principal Secretary, Environment, Govt. of U.P. through letter no. 1483/PS/PSF/2015 dated

01/09/2015 directed Director, Environment/Member Secretary, UPPCB for consideration of

application of Executive Engineer, LDA regarding Environmental Clearance of Chak Ganjaria

Zonal Development Plan on priority. Copy of letter dated 06/05/2015 of Executive Engineer, LDA

was attached with the letter dated 01/09/2015.

Executive Engineer, LDA through his letter dated 06/05/2015 has informed that

environmental clearance was granted for Chak Ganjaria Zonal Development Plan through SEIAA

letter dated 27/05/2014. Recently it has been finalized to exclude khasra no. 279 kha, (area 37.72

acres) from Chak Ganjaria Zonal Development Plan as per minutes of meeting held on dated

26/03/2015 under the Chairmanship of Principal Secretary, Awas evam Shahri Niyojan, Govt. of

U.P. vide GO no. 1126/AATH-1-15-24writ/2013 dated 31/03/2015 Awas Evam Shahri Niyojan

Anubagh-1. Revised layout plan has been approved by Technical Committee after excluding khasra

no. 279 kha(area 37.72 acres). This has resulted in to the decrease of total township/development

area of Chak Ganjaria Zonal Development Plan from 342.56 ha (846.49 acres) to 326.93 ha (807.86

acres). It is also submitted that there is no alteration in the land use pattern of the project after

exclusion of khasra no. 279 kha (area 37.72 acres). The total landscape area of 20.14% has been

retained.

The committee discussed the matter and observed that total green area shall naturally be

reduced after exclusion of proposed land as per proposal. The SEIAA in its EC dated 27/05/2014

for Chak Ganjaria Zonal Development Plan/Layout plan has stipulated various conditions regarding

provisions of green area. In view of this, the committee deliberated that project proponent should

ensure that conditions stipulated in EC dated 27/05/2014 regarding green area should not be

affected and according plan should be submitted. It should also be specifically mentioned that what

changes/modifications (from the proposal which was submitted earlier for environmental clearance)

are now being proposed. Revised proposal including as above alongwith approved maps for the

revised project should also be submitted.

The committee directed to schedule the matter for its discussion after submission of

information as above.

2. Indian Institute of Information Technology, Chak Ganjaria Development Plan, Gram

Mastemau. Lko, Sri Raghuraj Singh, Director, KNIT, Sultanpur . File N0. 3136/OSD-T

The project proponent did not appear. The Secretariat informed that environmental

clearance for the proposals have already been issued through letter no.

1048/Parya/SEAC/3136 dated 30/09/2015. The matter has been listed as its status was not

updated on the SEIAA database. Since the matter is already disposed, it is proposed to delist

the matter from the agenda. The committee discussed and deliberated to delist the matter

from the agenda of SEAC meeting dated 29/10/2015.

3. “Installation of Gas Turbine (20 MW) with HRSC at Mathura Refinery of Indian Oil

Corporation Ltd. Sri C. Shankar, General Manager (HSE), Indian Oil Corporation Ltd.,

Mathura Refinery, Mathura. File N0. 1555/DD-DS/OSD-T

The committee noted that the matter was earlier discussed in SEAC meeting dated

23/03/2015 wherein the project proponent was directed as follows:

"The committee discussed the matter and observed that source of data has not been mentioned in

the report which should be submitted by the project proponent. The committee also noted that in EIA report, statements related to data collection have been made in future tense which make no

sense. It should be reviewed and necessary correction with proper justification should be submitted. The committee also directed to submit following information:

1. Data used for report preparation should not be too old. If, data monitoring/collection facility is installed/available at Mathura refinery, why the old data was used for preparation of report.

2. Monitoring data of the concerned stations should be submitted.

3. Hydro Carbon data should also be included into monitoring.

4. Apart from rain water harvesting from roof tops, other rain water may be collected in

pond/water body and may be used for grading or other necessary purposes.

5. Water conversation plan is to be submitted.

6. Under CSR activities, proposal for addition of health facilities should be submitted as

discussed.

7. Necessary permissions from TTZ Authority shall be taken.

8. The statement given on page 52/155 that three months data will be collected shows that data

has not yet collected. It should be explained and sources of monitoring data should also be

mentioned.

9. In page no 41, composition of natural gas to be used for GT-IV has been calculated

incorrectly, which should be explained. 10. Approved Lay out from Peace to be submitted.

11. Refinery data of 2014/2015 is to be submitted. 12. Meteorological data of, 2012/2013 to be produced for Mathura Refinery rather than of

Aligarh. 13. Ambient Air quality on line monitoring to be done in Campus for hydro carbons.

The committee also deliberated that the EIA report was not having the original monitoring

reports supported by the analytic reports duly authenticated by the MOEF approved laboratories.

Besides it also appeared that the consultant organization has actually not carried out any field work

after the issuance of TOR. The consultant is directed to submit the EIA report after modification

and explanation as above."

The project proponent submitted their replies through letter dated 03/08/2015. A

presentation was made by Shri V.K. Shakyavar, Chief Manager (HSE), Mathura Refinary

authorized representative of project proponent along with their consultant M/s Engineers India Ltd.

The proponent, through the documents submitted and the presentation made, informed the

committee that:-

1. IOCL envisages to install a Gas Turbine Generator of 20 MW with associated Heat

Recovery Steam Generator of 103 T/hr. TOR issued by State Expert Appraisal Committee

(SEAC), meeting held on 18th

June 2013. Public hearing was conducted by Uttar Pradesh Pollution Control Board (UPPCB) on 5

th Sept’ 2014 at Refinery Township, Mathura for the

proposed project. During presentation in 210th

Meeting of SEAC on 23rd

March 2015, SEAC desired additional information (13 nos) from IOCL based on which an additional

report was prepared and changes were also incorporated in EIA report. All documents were

submitted to SEAC on 5th August 2015.

2. Presently Mathura Refinery Thermal Power Station (TPS) consist of three Gas turbines of

20 MW capacity, three Steam turbo generators of 12.5 MW capacities and three Boilers of

150 TPH capacity. Refinery requires operating three Gas Turbines, 2 STGs and two boilers

for meeting the power and the steam requirement of the refinery complex. However,

operation of existing facilities does not meet the spinning reserve for power requirement of

the refinery complex (for reliability of the plant) and thus new Gas turbine is proposed to be

installed. The new Gas Turbine in Thermal Power Station (TPS) is being installed

considering that the source of power generation is not meeting the spinning reserve requirement. The installation of new GT will lead to reliable operation of the refinery. After

installation of new Gas turbine, four Gas turbines and 1 STG will be operated for meeting the power requirement, 4 Heat Recovery Steam Generator (HRSGs) and one boiler for

meeting the steam requirement. Thus with the new Gas Turbine-IV project at Mathura Refinery, there will be load shifting from steam turbo generators and existing boiler to new

gas turbine and HRSG. In addition, since gas turbine along with HRSG is total combined cycle mode of operation which is more efficient in comparison to the boilers and steam

turbo generator machines which operate in partial combined cycle and hence this will lead to marginal reduction of emission from the refinery.

4. Regarding hydrocarbon data, One season baseline data collected during November 2012 to

January 2013 also include hydro carbon data (both methane & non-methane hydrocarbons). Methane Hydrocarbons concentration was not detected except Dhanateja village for 8

samples. Methane Hydrocarbons concentration at Dhanateja were ranging from 0.09 to 0.14

ppm. Non methane hydrocarbons concentration was observed at Dhanateja, Bad, Bhainsa,

S.J Hospital, Fareh, and Naglagayasi. At other 9 locations, Non-methane hydrocarbon were

found to below detectable limits. Non methane hydrocarbons concentrations values were

ranging from 0.03 to 0.56 ppm.

5. Regarding rain water harvesting, it is submitted that in township, rain water from ground

area as well as from roof top is collected and recharged. For financial year 2015-16, the

rainwater harvesting scheme is planned at Swarna Jayanti Hospital. Total catchment area is

3800 m2. Total recharge quantity expected is 2237 KL considering 866 mm annual rainfall

as per last year IMD data of rainfall in Mathura region. Expenditure is about Rs. 8.78 lacs.

Expected commissioning of the rainwater harvesting structure is February 2016.

6. Regarding water conservation plan it is submitted that Mathura Refinery constantly making

efforts for reducing fresh water consumption and increasing reuse schemes. Major schemes

implemented :

• Modernization of Effluent Treatment Plant: Started to reuse treated effluent in tune of

150 m3/hr as cooling tower make-up.

• RO plant based on ETP treated water: Increased reuse of treated effluent to 250-300

m3/hr

• Bridle Water Schemes: Cooling water supplied to all pumps for seal and packing coolers

is returned to cooling water return header.

• Recovery of uncontaminated process water & recycle: Streams tapped are condensate,

AC Plant cooling water, blow downs etc.

• Treated water as Fire Water Make-up: The treated effluent is reused as make-up to fire-water network entirely.

7. Regarding CSR activities it is submitted that, Township Hospital has initiated to send

mobile dispensaries for routine check-up of the villagers of surrounding locality. Under this

CSR program, 11 nos. of surrounding villages such as Koyala Ali-pur, Baad, Bhainsa,

Barari, Chargoan, Raval etc. is being covered. Each mobile dispensary is equipped with the

facilities for preliminary medical care and accompanied by MBBS doctor, nurse and health

educator. The mobile dispensaries visit 8 times per village per month. Around 2000 patients

are being given the treatment for various ailments monthly.The medicines - capsule, syrup,

tablets, ointment, eye drops etc. for different diseases are being provided free of cost. A separate expenditure of Rs. 3.52 lacs per month is being incurred for the same.

The committee discussed the matter and recommended grant of environmental clearance on

the project proposals alongwith following specific and general conditions:

A. Specific Conditions:

1. The gaseous emissions from proposed Gas Turbine along with HRSG shall be

dispersed through stack of adequate height as per CPCB/UPPCB guidelines. The stack emissions from various units shall conform to the standards prescribed under the

Environment (Protection) Act. At no time, the emission levels shall go beyond the stipulated standards. In the event of failure of pollution control system(s) adopted by the

unit, the unit shall be immediately put out of operation and shall not be restarted until the desired efficiency of the pollution control device has been achieved.

2. The proposed unit shall only be installed as stand-by purpose for overcoming the shortage in spinning reserve. Therefore, no additional water shall be required as committed by project

proponent.

3. No additional industrial effluent generation should be made.

4. Automatic /online monitoring system (24x7 monitoring devices) for flow measurement

and relevant pollutants in the treatment system to be installed. The data to be made available

to the respective SPCB and in the Company's website.

5. All the recommendations mentioned in the risk assessment report, disaster management plan

and safety guidelines shall be implemented.

6. Necessary permission from TTZ Authority and PESO shall be obtained as per law.

7. Corporate Social Responsibility (CSR) plan along with budgetary provision amounting to

2% of project cost shall be prepared and approved by Board of Directors of the company. A

copy of resolution as above shall be submitted to the authority alongwith list of beneficiaries

with their mobile nos./address.

8. Layout should be get approved from PESO prior to start of operation.

B. General Conditions:

1. The project authorities must strictly adhere to the stipulations made by the State Pollution

Control Board (SPCB), State Government and any other statutory authority. 2. No further expansion or modification in the project shall be carried out without prior

approval of the Ministry of Environment & Forests. In case of deviations or alterations in the project proposal from those submitted to this Ministry for clearance, a fresh reference

shall be made to the Ministry to assess the adequacy of conditions imposed and to add

additional environmental protection measures required, if any.

3. The project authorities must strictly comply with the rules and regulations under

Manufacture, Storage and Import of Hazardous Chemicals Rules, 2000 as amended

subsequently. Prior approvals from Chief Inspectorate of Factories, Chief Controller of

Explosives, Fire Safety Inspectorate etc. must be obtained, wherever applicable.

4. The overall noise levels in and around the plant area shall be kept well within the standards

by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise levels shall conform to the standards

prescribed under EPA Rules, 1989 viz. 75 dBA (daytime) and 70 dBA (nighttime). 5. A separate Environmental Management Cell equipped with full fledged laboratory facilities

must be set up to carry out the environmental management and monitoring functions. 6. Adequate funds shall be earmarked towards capital cost and recurring cost/annum for

environment pollution control measures and shall be used to implement the conditions stipulated by the Ministry of Environment and Forests as well as the State Government

alongwith the implementation schedule for all the conditions stipulated herein. The funds so provided shall not be diverted for any other purposes.

7. The Regional Office of this Ministry/Central Pollution Control Board/State Pollution

Control Board will monitor the stipulated conditions. A six monthly compliance report and

the monitored data along with statistical interpretation shall be submitted to them regularly

and to SEIAA also.

8. The project proponent shall upload the status of compliance of the stipulated environment

clearance conditions, including results of monitored data on their website and shall update

the same periodically. It shall simultaneously be sent to the Regional Office of the MOEF,

the respective Zonal Office of CPCB and the SPCB. The criteria pollutant levels namely;

PM10 , PM2 s, S02 , NOx, HC (Methane & Non-methane), VOCs (ambient levels as well as

stack emissions) or critical sectoral parameters, indicated for the projects shall be

monitored and displayed at a convenient location near the main gate of the company in the public domain.

9. The project proponent shall also submit six monthly reports on the status of the compliance of the stipulated environmental conditions including results of monitored data (both in hard

copies as well as by e-mail) to the Regional Office of MOEF, the respective Zonal Office of CPCB and the SPCB. The Regional Office of MoEF, CPCB, SPCB shall monitor the

stipulated conditions. 10. The environmental statement for each financial year ending 31st March in Form-V as is

mandated to be submitted by the project proponent to the concerned State Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended

subsequently, shall also be put on the website of the company alongwith the status of

compliance of environmental conditions and shall also be sent to the respective Regional

Offices of the MOEF by e-mail.

11. The Project Proponent shall inform the public that the project has been accorded

environmental clearance by the Ministry and copies of the clearance letter are available with

the SPCB and may also be seen at Website of the Ministry of Environment and Forests at

http:/envfor.nic.in. This shall be advertised within seven days from the date of issue of the

clearance letter, at least in two local newspapers that are widely circulated in the region of

which one shall be in the vernacular language of the locality concerned and a copy of the

same shall be forwarded to the Regional office.

12. Project authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date

of commencing the land development work.

consultant M/s Paramarsh, Lucknow. The proponent, through the documents submitted and the

presentation made, informed the committee that:-

1. The environmental clearance is sought for Sand/Morum Mining at araji No-196K, Vill-

Sadimurkaul, Chakiya, Chandauli (Area-5.00 Acres).

2. As per form-1 and presentation made, collection of 63765 cum/annum Sand is proposed

from lease area 5.0 acres from mining lease area.

3. Mining Lease area was granted to the applicant Sri Chandrashekhar for a period of 3 years

from 20/12/2011 to 19/12/2014 vide letter dated 15/11/2011. DM, Chandauli stopped

mining activity at the site through his order dated 27/08/2013 and directed to submit

environmental clearance from MoEF/SEIAA. Hence, Environmental clearance is sought for

the lapse period of 01 year 03 months 22 days.

4. During operation the maximum no. of workers will not be more then 25.

5. The mining plan has been prepared by Shri Pankaj Pandey (RQP No.-RQP/BNG/086/95A).

6. Mining will be opencast type and will be carried out manually.

7. The water requirement will be limited to 1.75 KLD. Water requirement shall be met through

nearby existing dugwells/borewells supplied from the nearby villages by tankers.

8. The ultimate depth of mining will be restricted to 3 meter/water table, whichever is less.

9. The mining would be restricted to unsaturated zone only above the phreatic water table and

will not intersect the ground water table at any point of time.

specified in EIA Notification 14/09/2006.

15. The project proposal fall under category 1(a) of EIA Notification, 2006 (as amended).

The committee discussed the matter and observed that approved mining plan has not yet been submitted. Also, any letter of intent regarding claim of restricted period (ckf/kr vof/k) has also

not been submitted. Cluster information submitted vide letter dated 29/09/2015 of Mining

Inspector, Chandauli does not mention about approved lease areas within 500 m it should also be

ensured that the letter issued from Mining Department should have a dispatch number. The

committee also directed the proponent to check reserve quantity and mineable quantity of the

mineral as mentioned in documents submitted by the project proponent. The committee directed to submit above information for further consideration of the matter.

The committee observed that excavation quantity from the proposed site can be 9975 cum

whereas 10,000 cum is proposed in form-1. The committee in view of area of land (1.05 ha) can

only permit excavation of 9000 cum earth from the proposed site with general and specific

conditions as annexed as annexure-1 & 2 to these minutes. Following condition should also be

stipulated:

the project proposals alongwith general and specific conditions annexed at annexure-1 & 2 to these minutes. The committee also stipulated that no digging shall be undertaken. This clearance is only

for levelling of undulated part of the proposed plot. Transportation of excavated earth should be

undertaken in covered trucks/trolleys.

This environmental clearance is subject to verification of information, regarding other

10. Power & backup power requirement of the project is as follows:

• Power requirement for the multi-storied building is estimated to be 3248 KW (3609

KVA) & for plotted development is 367 KW (408 KVA) as per U.P. Electricity

Regulation Commission norms. 2 Nos. of transformer of capacity 2500 KVA each

will be provided. Source of power will be Noida Power Company Ltd.

• Five Nos. DG sets of total capacity 3500 KVA (4 x 750 KVA & 1 x 500 KVA) will

be provided at the project site for power back up. Out of this DG set of 500 KVA is

kept as stand-by.

11. The project proposals are covered under category 8 "a" of EIA Notification, 2006.

The committee discussed the matter and directed the project proponent to submit following

information:

1. Documents showing the project site is as per UPSIDC zoning regulation. Allotment

letter from UPSIDC.

2. Affidavit regarding distance of project from Surajpur Wetland.

3. Affidavit that construction has not been started.

4. Structural design certificate signed by architect and vetting authority should be

submitted. All structural design drawings should be signed by architect and counter

signed by vetting authority. Provision of alarm system, to timely notify the

employees/residents, in case of occurrence of earthquake/other natural disasters/fire

should be provided.

5. Area statement with tower wise and floor wise details alongwith no. of units.

6. Plan for 03 m peripheral green around the project within the premises.

7. Development authority bye-laws regarding exemption from 10% EWS/LIG

provisions as proposed by project proponent.

8. Area details showing proposed uses as residential, commercial, parks, parking,

roads, other services, facilities of the project also in percentage.

9. Required no of trees should be proposed @ 01 tree/80 sqm, submit plan.

10. Check the distance between two road junctions as per building bye-laws and submit.

11. Section of all internal roads should be provided. Right of way and carriage way

width should be clearly marked on the map.

12. Check the population calculation of plotted development as per building bye-laws.

13. Provisions of a pucca underground tank for rain water collection should be undertaken and should be shown on layout plan.

14. Water balance with incorporation of STP (300 KLD). 15. Provision of 100% solar lighting along the road side, stair cases, common places.

16. Community facilities as per projected population should be planed and submitted. 17. Total project cost is Rs. 226.58 crores. Corporate Social Responsibility (CSR) plan

along with budgetary provision amounting to 2% of project cost (4.52 crores as committed by the project proponent in the meeting) shall be prepared and approved

by Board of Directors of the company. A copy of resolution as above shall be submitted to the authority alongwith list of beneficiaries with their mobile

nos./address.

The matter shall be discussed after submission of information as above.

21. M/s Omega International, Unit-4, Plot No-B-11/c & B-11/D, UPSIDC Industrial Area,

Site-II, Unnao – Sri Asfand Akhtar, M/s Omega International, Unit-4, Plot No-B-11/c

& B-11/D, UPSIDC Industrial Area, Site-II, Unnao File N0. 2421/AD-Sub.

The committee noted that terms of reference in the matter were prescribed in SEAC

meeting dated 14/09/2014. In this regard the project proponent has submitted that since the

project site lies in UPSIDC area, public hearing shall not be require as per provisions of EIA

Notification, 2006 so exemption from public hearing should be provided with regard to the

project. The committee discussed the matter in light of provisions of EIA Notification and

agreed to exempt the proposals from the requirement of public hearing as the site lies in

UPSIDC area. The project proponent also submitted that since there is no landfill site within

the project so word "landfill site" should be removed from the TOR. The committee

observed that at point no. 15 of terms of reference it is mentioned that ground water quality

around ETP, gaurd pond, solar evaporation pond and landfill site should be undertaken.

After examining the submission of project proponent, the committee deliberated to remove

the word landfill site from the point no. 15 of terms of reference. The project proponent

may be informed accordingly.

22. Group Housing Project “HOME” at DLF, Purseni, Rae Bareli Road, Lucknow, Sri

Sanjay Tiwari, GM (Operation), B-58, Sector-C, Mahanagar, LKO File N0. 3087/DD-

Sh.

The committee noted that the matter was earlier discussed in SEAC meeting dated

19/06/2015 wherein the project proposals were recommended for grant of environmental clearance

however, the SEIAA in its meeting dated 04/08/2015 directed as follows:

"The SEIAA gone through the recommendations of the SEAC to grant the Prior Environmental

clearance to the title project and noted that under these recommendations the SEAC has directed the

project proponent to submit the information regarding mismatch of built up area, ultimate mode of

discharge, plan of water recharge, plan of solar panels installation, all approved lay-out plans, etc.

In this regard the SEIAA is of the opinion that as so many information is still required, the project

proponent should be directed to submit this information and the SEAC should re-consider the matter. "

The matter was discussed by committee in its meeting dated 29/10/2015. A presentation was

made by Shri Himmat Singh, authorized representative of project proponent along with their

consultant M/s ENV DAS (I) Pvt. Ltd. The proponent, through the documents submitted and the

presentation made, informed the committee that:-

1. The Built-up area in form-1 is misprinted as 1,49,124.86 m2 on page 1, while on page 4, Form 1A &

Conceptual Plan, it is mentioned as 1,49,851.67 m2. Kindly consider 1,49,851.67 m

2 as the final

figure:

2. Dimensions of the swimming pool are: 20 x 12 x 1.2 m (= 288 m3). The make-up water required per

day has been taken approx. as 3% (=10 KLD), which includes evaporation, spillage/ splash-out &

backwash waste water losses.

3. 550 KLD capacity Modular STP will be installed in premises of Project H.O.M.E. 160 KLD tertiary

treated water will be used for flushing, horticulture & HVAC Cooling. 259 KLD of secondary

treated water will be discharged into DLF’s STP, which is of 2.65 MLD capacity. Water after

tertiary treatment would be utilized for flushing (0.44 MLD), HVAC Cooling (0.97 MLD) &

Horticulture (0.34 MLD) in DLF campus. Spare tertiary treated water will be disposed off in

adjacent nala.

4. Effective measures shall be taken for ground water recharge:

• Use of recycled water for flushing, HVAC cooling, horticulture etc, thus reducing usage of ground

water

• Use of water efficient fixtures, faucets etc. to ensure minimum wastage of water.

• Rainwater harvesting shall be done onsite through 7 recharging structures proposed. This will help in

replenishing groundwater.

• Recharge of ground water through treated water is not safe, hence recharge of ground water through

artificial water bodies is not recommended.

• However, 2 water bodies have already been provided in the township for rainfall run off.

5. Project Proponent commits 100% use of solar lights in open areas/ stair cases, as directed by

UPSEAC vide condition no. 28. Solar Lights Plan along internal roads is being submitted. Roof top

area allocated for solar panels is 1600 sqm. However, the plans for generation of solar power for

other uses is in conceptualization phase; hence a proposal with regards to installation of solar panels

along with allocation of space & other details will be submitted along with the compliance.

6. The building plans have been submitted in UPAVP for approval & shall be submitted in UPSEAC,

as and when received. Receiving of submission of drawings for approval in UPAVP is attached.

7. Structural stability certificate is attached. Structural stability drawings are being submitted in hard

copy.

8. Approved parking plans will be submitted, once they are approved by UPAPV.

Annexure-1

General condition for Soil Mining Projects:

1. Any excavation work shall only be undertaken after obtaining permission of District

Administration under related rules.

2. No change is mining technology and scope of working shall be made without approval of

Authority.

3. Personnel working in dusty areas shall be provided with protective respiratory devices and

they shall also be imparted adequate training and information on safety and health aspects.

4. The Authority reserves the right to revoke the clearance if conditions stipulated are not

implemented. The Authority will also be entitled to impose additional environmental

conditions or modify the existing ones, if necessary. 5. In case of any deviation or alteration in the project proposed from those submitted to this

Authority for clearance, a fresh reference should be made to the Authority to assess the adequacy of the condition(s) imposed and to add additional environmental protection

Measures required, if any. 6. Concealing factual data or submission of false/fabricated data and failure to comply with

any of the conditions mentioned above may result in withdrawal of this clearance and attract action under the provisions of Environment (Protection) Act, 1986.

Specific Conditions for Soil Mining Projects: 1. This environmental clearance does not create or verify any claim of applicant on the proposed

site/activity.

2. The Environmental clearance will be co-terminus with the mining lease period

3. This environmental clearance shall be subject to valid lease in favour of project proponent for the

proposed mining proposals. In case, the project proponent does not have a valid lease, this

environmental clearance shall automatically become null and void.

4. The mining work will be open-cast and JCB shall be used for excavation work as proposed.

5. Top soil should be adequately preserved and should be used for landscaping.

6. Excavated soil should be properly stored in a manner not to increase surrounding SPM level. 7. Water sprinkling should be exercised during excavation and storage of soil for suppression of fugitive

dust.

8. Excavated area should be properly reclaimed and ensured that no open bore hole is left.

9. Safety measures for the people working at the site shall be duly taken care of as per law.

10. The excavation work shall be done in day time only.

11. The project boundary shall be properly covered to restrict dust dispersion.

12. Precautionary measures during soil excavation for conservation and protection of rare and endangered

flora and fauna found in the study area.

13. Equivalent Level of Noise level shall be maintained as per standards for both day and night.

14. The route map for soil transportation from excavation plots to work site should be firmed up and

necessary permissions shall be sought from District Administration.

15. Vehicles hired for the transportation should be in good condition and should have Pollution Check

Certificate and should conform to applicable air and noise emission standards.

16. Approach road will be maintained periodically.

17. Personnel exposure monitoring for respirable mineral dust shall be carried out for the workers and

records maintained including health records of the workers. Awareness program for workers on impact

of mining on their health and precautionary measures like use of personal protective equipments etc.

shall be carried out periodically. First aid facilities and adequate sanitary facility in the form of

temporary toilets/septic tanks.

18. Solid waste material viz gutkha rappers, plastic bags, glasses etc. to be generated during project

activity will be separately stored in bins and managed as per Solid Waste Management Rules.

19. Project proponent should maintain daily register for information of (a) collection of soil/clay, (b)

manpower & (c) transportation purpose.

The project proponent is also required to comply with following stipulations as per MoEF, GOI OM

No. 11011/47/2011-IA.II(M) dated 24/06/2013:

1. The borrowing/excavation activity shall be restricted to a maximum depth of 2 m below general

ground level at the site.

2. The borrowing/excavation activity shall be restricted to 2 m. above the ground water table at the site.

3. The borrowing/excavation activity shall not alter the natural drainage pattern of the area.

4. The borrowed/excavated pit shall be restored by the project proponent for useful purpose(s).

5. Appropriate fencing all around the borrowed/excavated pit shall be made to prevent any mishap.

6. Measures shall be taken to prevent dust emission by covering of borrowed/excavated earth during

transportation.

7. Safeguards shall be adopted against health risks on account of breeding of vectors in the water

bodies created due to borrowing/excavation of earth.

8. Workers/labourers shall be provided with facilities for drinking water and sanitation.

9. A berm shall be left from the boundary of adjoining field having a width equal to at least half the

depth of proposed excavation.

10. A minimum distance of 15 m from any civil structure shall be kept from the periphery of any

excavation area.
